This hour a mixed picture there. Very much a flat situation. Cac is down a fraction and dax index as well, right around where it opened up 17 points. Overnight in asia, slight gains across the board there, very much a fractional situation with markets not moving much overnight in asia. Our top store as many as 10 gunmen in mali apparently attacking a luxury hotel taking a number of people hostage including foreigners, including french citizens. Identity of hostage takers are not known but believed to be islamic militants. We want to bring in former pentagon official, aei scholar Michael Rubin and Washington Examiner reporter, David Drucker in washington. Michael, you actually stayed in this hotel. What should we look for in the active hostage gun situation . Maria there is precedent here. If you remember back in 2008, there was terrorist hostage taking in mumbai, india. That didnt end well. One of the problems we have if these terrorists are intent simply causing carnage, inspired by the Islamic State for example, then it is going to be very difficult to rescue the hostages. Of course weve also had a great deal of political instability in mali in recent years with french intervention to defeat al qaeda in islamic maghreb to take over that country. Maria you think that is what is behind this, relationship between mali and the french . Why mali . I think frankly its a soft target. You have westerners staying in the middle of the hotel. If there is a crackdown in europe, if there is a crackdown where it is impossible to create sort of carnage they did in paris just a couple weeks ago, this provides a target of opportunity. Unfortunately, taking these soft targets either in european capitals, outside of europe or even in the United States i think will become the new normal. Maria David Drucker, weigh in here. This as the house was poised to approve Syrian Refugees bill yesterday. How do you see it from washington . You know look, the bill was approved in the house. I think now the question what happens in the senate where it is subject to filibuster. Are democrats siding with president . Will they first of all give this thing 60 votes it needs to get to the president s desk. Second of all would it get to 67 which is enough for veto override which is margin we saw veto override margin yesterday in the house. Maria Keith Mccullough, seeing live tweet in breaking news. Modern age we get live updates. Whether theyre true or not. Security forces stormed bamako hotel, three dead, 15 hostages freed. How quickly can they react, who is controlling the situation . Maria david . Oh, well, look, i think it all depends on what the situation is. Maria people were freed if they could cite verses from the koran. They were talking about the koran. This is only way theyre freeing anyone from the hotel right now. Does that how do you read that . I read that, we have a situation in which islamistinspired terrorists are simply out to target westerners. Perhaps theyre doing this in order to maintain some degree of Popular Support in overwhelmingly muslimmajority country like mali. I dont think they will have that support. Mali is recovering from its 20122013 instability. The tourist trade is actually important. So i think people will be bitter about this. That said, when were looking at stories of storming the hotel, remember the french do have forces in mali because of what happened. Therefore not simply going to be malians going in on their own. Presumably they will be taking some advice. These french are not as soft as people thought. These guys are pretty hardcore. To michaels point, religious makeup of mali is almost 95 muslim, a majority. But there is only 5 of the population that is not muslim. Mike, i want to ask you, how do we fit into fighting the global now we can call it a global war on terror . Because were still a marginal actor in even what france along with russia is doing in syria and even locally. Were still on the sidelines. Certainly heightened awareness about potential attack here but where do we fit in to this picture . Well, we fit in because this terrorism is motivated by ideology and therefore we are considered part of the problem. Unfortunately, secretary of state john kerry and many in the state Department Still want to look at terrorism through the lens of grievance which can be comforting. If it is done through the lens of grievance you can use diplomacy to extricate yourself from situation. Unfortunately that doesnt reflect reality. No matter what diplomatic formulas to address various grievances sectarian politics in baghdad other issues the fact is Islamic State and those inspired by it will come after us whether we like it or not. Maria we still dont know whether this is isis or al qaeda. It was talked about earlier this could be al qaeda. Is there anything specific to the situation that would indicate which group it might be and what, how that might make this different . I mean to some extent there is a degree of alphabet soup in all of this. Osama bin laden famously said, everyone love as strong horse. Whether al qaeda in the islamic maghreb or Islamic State, the fact of the matter it is all going towards the same aim and there is shifting movement between the various groups. We shouldnt constrain ourselves looking into as if they have the same sort of organizational structure as german businesses. Maria i see. To ideology, michael, many would say that the koran says this is exactly when they think they should be doing. How would you react to that . Well, ultimately, it depend on ones reading of the koran. What is important to remember however, in battle ideology we shouldnt sacrifice our National Security on al tar of political correctness. When people want to extricate religious motivation from this, we forget were not doing service to moderate muslims because even though headlines from westerners are targeted, people who do most of the dying in fight against radical islamism are moderate muslims themselves. The rate of green on green violence for example, is three times that of green on blue violence. Green on blue, for example, when afghan policeman turns his guns on nato colleagues, we forget mostly moderate muslims who do the dying. I came back from iraq. People roll their eyebrows people try to say this has nothing to do with religion. Maria when people see this is happening in mali, are they making the connection of the relationship between france and mali and you said earlier that there was obviously support from the french in terms of troops . Well they will be making that simply because the french be involved one way or another. I wouldnt say thats a motivating factor. Ultimately when people are targeting hotels and other soft targets theyre doing it because, a, they can get media attention, b, because they can target whenners. If you go after Radisson Blu Hotel in bamako you can be guaranteed you will get french citizens in there. If you get terrorists on top of that from terrorist perspective thats bonus. Maria David Drucker, what should we read in terms of level of activity going into the holidays . We know here in the u. S. , weve seen isis putting times square in video suggesting new york is on the list . What is your take in terms of this activity picking up at this moment . Well i think for people who follow this and study it on daytoday basis this is actually nothing new. What is new they were effective in paris and able to carry out a broad scale attack that had a lot of victims. But, you know, when i talk to u. S. Government officials and members of the Intelligence Committee on capitol hill this is something they have been concerned about for at least over a year. One of the things you have to worry about you have a lot of members or symphony thighsers with the Islamic State have western passports that go backpack and forth legally with ease, but government officials tell me for get we know and who were trying to track, what about the people we cant track . One of the things we go back to 2001, september 11th, one of the things we know in the years since they are always trying to plot and carry out attacks and security trying to thwart that. They have to be right once and we have to be right all the time. For people that follow this on daily basis, this is actually par for the course. Knowing is likely to change in the near future. Maria thanks very much for weighing in. Want latest out of paris. French prosecutors say a third body was found at scene of a paris suburb raid that killed mastermind behind the terrorist attacks. Ashley webster with the angle on the ground in paris. Ashley, good morning to you. Reporter good morning to you, maria. You are right, a third body believed to be that of female, the cousin of orchestrator of paris attacks, Abdelhamid Abaaoud. The French Police chief admitting a another suspect connected to those at saks attacks, Salam Abdeslam lam is missing. In fact tonight artists and cultural figures in france are calling for observation at 9 20 p. M. Local time, asking people to turn on their lights, make noise, light candles, play music to mark the time that those attacks began a week ago here in paris. They say our culture and freedom will never be thwarted by any terrorists. They wont be able to join they want to join in that commemoration tonight. So well keep an eye on that. Meanwhile eu ministers meeting in talking about tighter Border Controls. There is a lot of frustration. They are talking about same things they have been talking about over a year. The u. K. s interior minister got up today and kind of expressed her frustration saying the time for talk has ended. The time for action has begun. So some frustration there, maria. In the meantime the nervousness if you like in paris is very evident. Any store that you go into, and ive been to several stores you are immediately frisked. You have your bags checked. Some cases metal detectors are used. There is real reluctance among many parisians to go to big shopping centers. Survey showed 25 of people say theyre not going near shopping centers. Same in the u. K. 30 of people say they will not go into Central London for fear of terrorist attacks. Give you idea what this is doing to psyche of people here in europe, maria, it is really putting a freeze on activity, ashley. Well keep being checking back with you live in paris. Sure. Maria well bring you latest from mali. Gunman taken more than 100 people hostage at Radisson Blu Hotel in the countrys capital. Were live. Dont go anywhere. This sell having story. Weve got latest. Well continue to bring you more updates on this story as details become available. Maria. Maria gerri, thank you very much. Dagen, keith, want your take on what is happening in mali here. Keith, youre on hot twitter feed. Is this overriding conversation this morning . It flipped pretty quickly. Were the creepy crawlers that get up this hour. Went from mario draghi to really being dovish to this happening. You wake up in new york city, what do you do . Quite surprising to me u. S. Equity futures are up. That suggests there is significant amount of complacency at bare minimum. Im confused by the reaction. Markets have been up since the terror attacks in paris. That terror event and more revelations we get about the planning behind it, mastermind abaaoud, the fact he was in paris. If you put the whole picture together, it is inexplicable whether risk on environment. I cant get my head around the fact that people arent addressing this as economic issue. We went through that. People are getting scanned just to go in to look at something in a store. I mean i cant imagine that the Hotel Business is going to have a solid booking weekend. This is not a good thing. But on other side, people might say hey look, we finally rattled these guys out of their holes. This gives us opportunity to take these people out which obviously the u. S. Has been on the sidelines on that. These french guys are hardcore. They get in there and take these guys out. It is hard to say why markets are so complacent. To that point ill add according to the Associated Press, french Army Recruitment inquiries have tripled since the attacks. Really . Reaction by france, french government, by security authorities there, by even french people is certainly reminiscent of the u. S. Reaction after 9 11. Unfortunately our reaction as nation in terms of supporting france, rhetoric our leaders are using here isnt the same. That is what i think that americans find troubling. Were not speaking with more unity, with more force and more support. There is a lot of demographics where we euro skeptic zone ever young people are really want to are conservative to want to take care of this. This doesnt surprise me. That this would create positive level of momentum. People in the south of europe have unemployment, the economy sucks. There is inspiration here how the french reacted what i think a lot of people in america are quite concerned were not reacting to as aggressively. Maria the other security thing is you dont know where it might happen yet. Now we wake up the hostage situation happening live in mali. But you know, you just dont know whats next because theyre trying to terrorize the world with videos. The app is reporting that 20 hostages are freed. This is from a army commander. Apparently the way theyre being freed if they can recite verses from the koran theyre allowing certain hostages to be free. Were taking a short break. Were covering this live. As many as 10 gun man in mali this morning reportedly attacking a luxury hotel in the countrys capital taking more than 100 people hostage, including number of foreigners some who are reportedly french citizens of the identity of the hostage takers not yet known but they are believed to be islamic militants. Phil flynn at cme group. Oil prices are sinking. Could these terrorist attacks around the world hurt demand for crude oil . What do you make of this reaction in the oil markets . That is exactly what youre seeing. That is one market reacted to terror attacks, concerns about the demand equation which is really disappointing f you look at Global Demand numbers were getting up until now, weve seen some of the strongest global deman growth in last 20 years. Gasoline demap in the u. S. In month of october was highest since financial crisis. Obviously concern of terror attacks could erode confidence. People may not want to travel. That will show up in Energy Demand that comes at a time when the market is fighting off global gut. Really negative for Energy Prices especially if this continues. Maria phil, thank you very much. Energy at this point you look at range. Buy it at 40, sell it at 60. How does terrorism and unforeseen events play into how you invest around oil . When you look at oil, three factors, supply, demand and dollar. Dollar is dominating. Partly why the oil demand is down. Draghi got very dovish and i quote, we can not be relaxed about deflation. Entirely different discussion to talk about how draghi perpetuates deflation. When he devalues euro, dollar goes up and. Basically think about the cycle, at least how i think about it, it is late economic sigh sell. Demand is high at end of the cycle. End of potential u. S. Recession and shock like these terrorist attacks we cant really afford to have demand falling. Last night, williamssonoma, if you shop at amazon, everything is fine. Amazon, gap, retail numbers are preterrorist attacks. This will rear, unfortunately it will rear its ugly head on demand side and oil and u. S. Demand. Maria great point. Dagen you heard on ground in paris. Ashley webster say people have been frozen. Theyre not doing anything. Theyre afraid to go into stores. Going into the most important time of the year for the broad economy and for jobs in, america, not a good sign to deal with these things right now. It will be interesting to see how the french people react to changes in their way of life, being frisked, being security checks just to go into stores. Avoiding major shopping centers. You think about the resiliency of the American People after 9 11 and thecomback in retail and consumers. That was really encouraged by leadership here, not just president bush but Rudy Giuliani even, like we will fight back. Maria right. We can come together an unite and they will, these terrorists will not change our way of life. It will be interesting to see, in terms of just europeans traveling to the United States, if there is any impact there and hurt by stronger dollar. I know people are reluctant to talk about the religious side of this, i would not consider timing of these things into the Holiday Season ironic. Maria no. This is a problem. Maria yeah. No coincidence. Coming up, more on breaking news out of mali this morning gunmen have stormed a hotel. They have more than 100 people held hostage. Well have latest coming right back. Stay with us. Fox Business NetworksDagen Mcdowell and had i ceo Keith Mccullough, top stories at 6 30 on the east coast, breaking news out of molly, a hotel has been taken captive and is under siege. Gunmen have hostages inside the radisson. Hotel in the countrys capital city. The hotel chain saying 100 people locked in being held hostage. The u. S. Embassy as tweeted and, it is aware of an act the shooter situation and is advising u. S. Citizens to take shelter. Reports at least three people have been killed in this attack this morning, the Associated Press reporting 20 of those hostages have been freed. They are being freed only if they can reside passages from the koran. The white house saying president obama has been briefed on the situation. We are also watching the latest developments out of paris. The French Prosecutors Office reporting a third body was found in an apartment raided by police after it was confirmed yesterday that the mastermind behind the attacks in paris was also killed in a police raid. We go to paris for the latest developments on the ground coming up. Markets are trading higher. Theyre focusing on mario draghi to continues to talk about stimulus, Dow Jones Industrial average up 50 points, the isnt the, the nasdaq also looking performer. Investors in europe in mixed picture, very much a flat situation, not a major reaction, the isnt the 100 down, cac quarante in paris down 1 3 and the dax index in germany up fraction 12 points, overnight mostly higher, look at the numbers, fractional move nonetheless on the upside. Top stories this morning dominating breaking news out of the african country of molly. As many as ten gunmen reported the attack in a luxury hotel in the countrys capital taking more than one hundred people hostage including a number of foreigners some of whom are reportedly french citizens. Date molly military official says three people are confirmed to be dead in the attacks so far. The identity of the hostage takers not known. They are believed to be islamic militants. They have not said which group they are. I want to bring in former u. S. Navy officer lee at gabriel and Matthew Graham joins us on the telethon. And Jonathan Honig at capitalist pig, thank you for joining us. Let me get your take on this situation. So many questions and not a lot of answers. Where is this coming from, molly is a country, the language is french, they are mostly muslim, 95 , and we are seeing things that indicate what they are seeing, but this is islam extremism of some sort. One of the motivations of these people, it is a country that is wartorn but conflict since 2012, there are conflicts within the muslim population, what kind of Islamic State, but country itself has been democratically ruled for a number of years and this is all a place where theres a power vacuum. This hotel specifically is one where westerners stay, luxury hotel, as an intelligent operator i would say this is intended to go after western ideology, it hiring for a fact in this hotel but we dont have a lot of entries. We have a lot of questions. Western ideology or religious ideology . If you cannot cite the koran you are not getting out of here. This is religious. It is religion but the reason i say western is this is a hotel where we know there are more westerners staying and one of the points i bring up is this is the countries that france, French Armed Forces have been trying to help out, areas of the country that have been taken over by extremists, French Armed Forces have been there trying to help the country, take and in fact have. With the attacks in paris is this related . We dont know. Operators who are trying to get in and help, trying to figure out their motivations and that will be helpful in trying to figure out how they rescue the people who are still being kept hostage. Dagen it does appear these are radical islamic terrorists, terrorists the storm the hotel were shouting allah and it is an attack on westerners and a different way of life, air france crews are said to stay in this hotel in particular. Speak to this attack. This is the fifth islamist terrorist incident in the last 20 days. They talked about a day of rage in israel, it has been a month of rage worldwide cahuilla talking islam as terrorism, western ideology and western targets. From my perspective, emerging markets knowing this type of rampage and massacre going worldwide. Dagen this is also a place where muslims are fighting muslims. They are fighting over how it should be handled and how they should live. It will be interesting to see who these people are, this is a place where westerners say. Maria terrorism expert Matthew Graham, what strikes you about the situation . One of the things i find interesting is whatever metrics we are using to say there is no emerge and fret or nothing on the horizon, the same system we use in the u. S. Is used in france and it is one of those new shoes where if no credible threat exists over the past 20 days, you have a tremendous amount of terrorist activity and casualties where no credible threat exists. Whatever metric is used isnt working based on how these cells are operating. Maria even leaders in new york even though the times square shot was in the video, there is no credible threat but can you say that . You have so many unknowns. When you talk about a credible threat they are specifically referring to what intelligence we have. There are times we hear from sources, a credible threat, theyre seeing activity there monitoring on the internet on phones with that ability to monitor it and when theres a credible threat that is a different situation, the Intelligence Community and Law Enforcement community as to what that means, they are using that terminology. That terminology lead that gap, the standpoint where i come from, take giving next week, none of us met before today but we all know thursday between 2 00 and 3 00 we will eat a meal. It is one of those where i can show up in that environment and manipulate the environment and cause terror and havoc and not need to send emails of videos. The intent is jihad and that is what we are seeing it. Where is the credible threat . The islam, the russian plane downing, french stabbing, a jewish teacher stabbed in french, there is a credible threat, and for Credible Threats reporting in malaysia so this is a worldwide phenomenon. Is the inability to respond, it is metastasizing again. Dagen specific information from the fbi director, that 900 isis related, under investigation, potential ties to isis, and Liz Macdonald reported yesterday, under more intense surveillance. It is how closely they are born and their legal terms. Trained in surveillance attacks, and under active surveillance, teams watching them all time. It also means theres technical surveillance. French bombers and killers, and they tried to take the architect of these attacks out in syria and coming back to the country. Not only in the country, and nearby the soccer stadium, and video of him captured, for him walking around. This is basically not active surveillance but reactive surveillance. After the fact we get acted. Dagen there are ways for us to give activity before happens and it gives back to our ability for surveillance of people to conduct technical surveillance to look at metadata, look at cellphone records, who theyre talking to and, predict things. And we will see more and more. And the concerns in the country of i dont want to be reactive but proactive, in the Defense Community or markets. If you have tools to be proactive what you need is leadership to give you the go. We have ability to be proactive and allow Intelligence Community the ability to use those tools. When the u. S. Embassy tweets to take shelter we are not proactive in any way. Let me say the malate special forces have entered the hotel according to reuters. They have entered the hotel and we will see if there is an imminent situation about to break out here. What you are talking about in terms of surveillance, connect the dots in terms of surveying people coming in from the refugee flow. We see this surveillance. And that properly the people coming in. Putting surveillance team, you have at least on a surveillance team, watching one person. There are ways to come up with rules for refugees, maybe they give of the rights of american citizens here come here as refugees, the vetting process is very strict, they do a good job a lot of refugees are women and children and we have to take that into account. I am more concerned how we dial backup hours of surveillance by the nsa, the fbi and the cia. Technology going in one direction and surveillance powers of our Law Enforcement going in but other wrong direction. Understand the way metadata works, it is a big flow chart, put the dead and this person talks or this person over here and what it does is gives you a big picture in the Intelligence Community to see who is talking to who and who you might a more attention to. Is not the thing that allows you to predict a terrorist attack, it will be the thing that allows you to see trends and point you to people you need to watch and we have to stop hand during our children. Maria technologies have been increasing information making it tougher for Law Enforcement. Dagen Technology Companies dont have access to their own products. When you have an iphone, the code you put in, at the manufacturer of that phone can get the information on the phone. Maria more on this developing story, the hostage situation in value. When a moment turns romantic why pause to take a pill . Or stop to find a bathroom . Cialis for daily use is approved to treat both erectile dysfunction and the urinary symptoms of bph, like needing to go frequently, day or night. Tell your doctor about all your medical conditions and medicines, and ask if your heart is healthy enough for sex. Do not take cialis if you take nitrates for chest pain, as it may cause an unsafe drop in Blood Pressure. Do not drink alcohol in excess. Side effects may include headache, upset stomach, delayed backache or muscle ache. To avoid longterm injury, get medical help right away for an erection lasting more than four hours. If you have any sudden decrease or loss in hearing or vision, or any symptoms of an allergic reaction, stop taking cialis and get medical help right away. Ask your doctor about cialis and a 200 savings card maria following a live developing story, breaking news out of the african country of mali. Special forces are entering the Radisson Hotel where the islamist gunmen are holding more than 100 people hostage including a number of foreigners some of whom are reportedly french citizens. Military Officials Say at least three people are confirmed dead in this attack so far. The identity of the hostage takers not yet known. They are believed to be islamic militants. We have seen 170 people taken hostage, and that is initially. Paul ftle joins us from johannesburg. What can you tell us about the latest from mali on the ground . We understand the Security Forces are still around the hotel. We dont know yet whether they have gone inside although it is possible. What we do know is one of the ministers did confirm three hostages killed so far, one of them, france says is a french citizen. The other are mallees citizens and 20 hostages are reported to have been released. These were released after they read the koran after they were able to recite from the koran to prove they are muslims. The incident started at 7 00 local time in the morning, details still coming in but it appears between two and 12 gunmen with automatic weapons all shouting god is great, all stormed with their automatic weapons firing into the hotel. As they went to the hotel they let off grenades on each one of the floors and frightening scene with perhaps gunfire going along the corridors. Logistics and intelligence support, the u. N. Is providing security backup and medics. The death toll is likely to go higher because the shooting from all reports is still ongoing. The mali president short his trip to chad, Turkish Airlines say six of their air crew have been taken hostage, the chinese say they have a number of hostages that have been taken. It is not known whether any u. S. Citizens have been taken hostage. President obama has been informed. Why did this happen . No. Mali was occupied by islamic extremists, members of al qaeda, not isis at that time but al qaeda and that could be why this happened because the french have taken them out of northern valley. Maria we will come back as this develops. Why would they not tell us the nature of the group if they are al qaeda or isis . Why are they not telling us who they are . Dagen they are focused on what theyre doing and trying to execute this situation. Afterwards we will probably hear more claims what theyre trying to do. Maria more on breaking news this morning, gunmen stormed that hotel, we have the latest developments next. Maria developing story out of mali. I want to go to paris, french prosecutors at third body was found in the scene of a paris suburb. We are joined right now by governor jeb bush to talk about latest developments from a florida governor. Thank you for joining us. We have a live situation, if you are commanderinchief what would the response be . We need to today declared war on us and western civilization. We need to declare war, develop a strategy to deal with isis at its core which is the caliphate in syria and iraq. I dont know the details of what is going on in mali. Reports are there determining whether you are a christian or a muslim and christians are going to get killed. That is the problem. This is a threat to western civilization. Islamic terrorism has coopted and we need to take it out, lead the world. Maria the president s Foreign Policy has been criticized because of this meeting from behind strategy and the situation he keeps calling contained and under control, talk to was about the broader Foreign Policy and what strategy you have . America has to lead and any time someone like myself says that the president s responses we are not the worlds policeman. You are a warmonger. Leadership means you draw the arab countries together in a unified force, you bring europe along. Only the United States can do this. I would ask military leaders to say give me a strategy, give me options to destroy isis and not put constraints on the. He puts constraints by having lawyers on top of the sorties by saying no civilian casualties, no. On the ground. That isnt leadership and no one believes the president when he talks now, that is creating greater uncertainty. Maria we saw that arrogance in turkey. The country is afraid of what is happening here, the president seems to want to blame the republicans and pick a fight with the republicans. Is the missing the tone of the country . Totally missing at. The leader is focused on keeping a safe, we need to reauthorize the patriot act, we need to be clear we are on the side of our allies, france, if they wanted to call for article 5 to be used in the nato agreement. We should make it clear that we have an objective of destruction of isis. None of that is on the table right now and americans are justifiably frustrated and scared. Maria give one a country is attacked we are all attacked, we are in this together. The french believe the United States would be there by their side they would call for that. We cant expect the french to lead this effort. We can do this in partnership with our european allies and certainly do it garnering support of the arab neighborhood which has been scattered as it relates to the fight in syria. This is a time for leadership and on the refugee issue and the idea that somehow religious minorities cant be treated with a degree of respect i reject that out of hand. Christians are being slaughtered around the world now and it is a historic time. Mass is not given in those will for the first time in 1500 years, people are being be headed because of their faith, young people are being raped and held hostage. We sit back and say there isnt some special obligation to deal with them . This competing ideology of pessimism on the left and right needs to be rejected. Our values matter and our strength matters and when we act week and dont embrace our values the rest of the world doesnt in were serious. Maria Hillary Clinton unveiled what she called her isis strategy. What struck you about that strategy, people are wondering if this is a continuation of what the president has been putting in place which has been called failure. It was a reflection of reading a poll, focus group, different from last week which was different than a week before. As a leader you have to stand on principle, think it through, stick with it and persuade people. She is reacting to conditions of this week. Next week it may change, that is not leadership, just mirroring how people think. Maria when you think of the strategy the president put in place it is airstrikes. Talk to us about these airstrikes and how reliable they have been. Some people joined just recently this week, when we are doing airstrikes, we are very rarely hitting the target. We are very rarely launching the ordnance, the story, 70 cutback to base without launching. We dont have forward air controllers, we dont have the intelligence to specifically identify the targets in the proper way. In iraq that means the Iraqi Military, on the kurds directly, or be engage politically and militarily with sunni tribal leaders and if we were engage in that fashion we could have a much more accurate way for using our air superiority. Similarly in syria at the same applies. Maria you talked specifically in terms of what you think we need at this moment in time whether it is ground troops, how do you make the case to the American People where theres not a will to send young people back in wartorn areas, that in fact, we do need ground troops. We need to have the commanders decide what our strategy is. We need a strategy and the commander in chief needs to embrace that strategy but it needs to be based on what is optimum way to destroy isis and it creates security and stability so theres not a void filled and another group comes in and that will require ground troops. We have special operators in syria, 3500 troops in iraq and they are not being deployed in a strategic way. Maria they dont have the backup they may very well need. They have no back up. They are there for limited engagement and there is no strategy. This is to run out 00 so the president can fulfill a political commitment he made many years ago. This is not the conditions of change to. The caliphate the size of indiana exists, it gains Energy Around the world and they use technology to use propaganda to recruit people in this country and other places. This is a threat to the homeland, this is not far removed deal. We are watching the tragedy unfold in mali, a long way away but there are people organizing in our own country as the fbi director has said theres Something Like 8 different investigations that are isis related in our own country. This is Serious Business and we need a president that will take it seriously. Maria you think isis is in america . Inspired by isis there are people inside our country, only siding with the fbi director said. Maria i will ask about the refugee and russia as well. A relatively new element in this. This whole conflict going on, and the ability for the government to actually oversee and survey people. Talk to us about that. What is the conflict and how do we get over it . The conflict is now large Technology Companies will not the operate with the federal government as it relates to their back door to determine any types of illicit activities whether they are going on, creating impression inscription to do that and theres no cooperation and more complicated by europes refusal to deal with our Technology Companies because of the ed snowden allegations. We have to create a more cooperative arrangement for National Security where we protect Civil Liberties and privacy rights of people using these platforms, and isis is using encrypted messages right now. This is the challenge we face as they enhance their technology is harder for us to protect the homeland so we need to reevaluate the relationship between the government and the Technology Companies and also the Metadata Program is important because it was in the domain of the nsa, not in the wireless carriers. Reestablishing that and the way it exists is part of concentrated effort to keep us safe was the right way to go. Maria the latest news out of mali, 80 hostages of been freed. 80 hostages have been freed. We know they had taken 170 people hostage, 80 of those have been freed so far in a luxury hotel in the malate capital amid special forces operations, they entered the hotel and they havent told us to we are, does this speak to any group out there without speculating, does this sound like anyone you would think or is it just islamic terrorists . There are many different variations on the same theme is the focus on isis is important because it is the one place that has consolidated but there are forms of this in libya and afghanistan and other countries including valley where the french have fought against islamic terrorists in the last year. Maria let me move on to the syrian terrorists. The terrorists coming trying to infiltrate the refugees i am trying to say. Can we that the people coming into the country . America wants to help these people who have been driven from their homes but isis has infiltrated the refugee flow. They have and most of the refugees that would come to the United States after a thorough process the president needs to explain to the American People what that vetting process is given the unique circumstances i applaud the houses vote to press the pause button, dont come from refugee camps where it is easier to identify them than this migration of 800,000 people from the middle east across europe. We need to have the pharaoh vetting because of this threat. Maria can we have a thoreau vetting . It is possible to do it but we share on the side of caution. The challenge is if europe doesnt have the same strategy as it relates to Border Control as we propose then the Visa Waiver Program comes into effect in terms of the challenge over the long haul where countries where you have a passport create problems for us to identify whether those folks can come into our country. This has been made more complicated by the inaction of this administration to that has been one of the big reasons why we have this refugee crisis altogether, 4 Million People have been uprooted in syria, 4 million out of 23 million and i think we have a special duty to deal with christians that are being persecuted as well. We know who they are. You can see their birth certificates, you know their names, these are people being attacked across the board. They cant go to refugee camps because if they go very is not save for assemblages this is a real challenge and to suggest the somehow having some sympathy for religious minorities in the middle east is unamerican as the president has basically said this past week is just plain wrong. Maria thank you for your insight and thank you for leadership during isnt in time, if you are just waking up we are keeping you updated on breaking news out of the african nation of mallee but the hotel is under siege, ten gunmen have taken 170 people hostage. Inside the radisson. Hotel in the countrys capital city a state broadcaster saying special forces have entered the hotel and have freed 8 hostages in this operation. In number of foreigners are among the hostages, some reported the french citizens. Military Officials Saying three people are confirmed dead in this attacks of our. The identity of the hostagetakers not known but they are believed to be islamic militants. Air france is saying all flights from paris to the United States have been suspended. For the moment following the mallee at tax. We are following the latest of paris, news here french prosecutors say a third body has been found at the scene of paris suburb that killed the mastermind behind paris attack. Ashley webster with the latest in paris on the ground. Reporter good morning. That third body believed to be a female, the cousin of the alleged ringleader, that body recovered this morning according to the French Prosecutors Office. I wanted to followup on your conversation this morning. The french Prime Minister yesterday and other french authorities believe that terrorists in this attack in france used the syrian refugee crisis at least some of those attackers to get into europe including the mastermind Abdelhamid Abaaoud using this theory in refugee crisis to get into france and belgium. There has been a report of Surveillance Video showing Abdelhamid Abaaoud on a french subway at the same time the attacks were being carried out and then later he was seen Drinking Alcohol and smoking in the district of saintdenis where he eventually died in a shootout with police. This begs the question how on earth was one of the most wanted to in france able to move around so easily without being detected in broad daylight riding the subway, hanging out on the streets of a french suburb, those questions are trying to be addressed as we speak. An interesting angle on this, french Army Recruitment officers sat applications to join the french army have tripled in the last week since those attacks one week ago. An interesting angle to the story. Maria thank you very fat. We are watching this hostage situation in mallee. Ten gunman took hostages in the countrys capital city. A state broadcasters saying special forces entered the hotel have freed the hostages so far. Those 80 hostages are freed because special forces went into the hotel. Want to bring in wall street journal columnist and author of the new book the author of our lives. End you always captured the zeitgeist of the country. What are your observations . They are waking to the American People and putting on this show, i am looking at you and thinking two things, one is oh note and the other is this will not stop. There is now certainly from paris a broad sense that the civilized world is under a certain amount of siege by seriously bad guys who wont not on their own stock. You wont talk about the. They must be stopped. Maria do we have the capability to stop them . When you look at the leadership we have seen this week from president obama, what happens next . The western world itself certainly has the muscle and the brains and the focus to deal with this problem. It has been shocking to me in the past week and actually more than a week to see at this time of great tension and crisis, the world does not look to the american president for leadership, for wisdom, for will, for guidance, for in sight. When it comes to isis and islamic radicals who he cannot even name, the world, theres nothing to be had, we will look at others to lead, nato, francois hollande, even Vladimir Putin than a certain point was seen in like i can take care of these guys. But it is the civilized world versus very ferocious, primitive people set to get their own way and doing it this way, knocking off innocent people in a hotel, you never know where it will be. It is really serious. Can you remember a president whereas an american president wasnt on the front line of Something Like this . Jeb bush called out this was against christianity, not liberty, freedom, the whole thing, this is the place where you need an american presence. Not in my lifetime have i seen a presence, the president who is such an absence. It is the key issue and when he comes forward and talk about it, i am going to be very rough but to me it sounds like prattling on and it ends with climate change. Excuse me, there are many problems in the world. When your president you have to prioritize. This is a problem very much on the mind of the world because the world is frightened of these people who will not be stopped but you can stop them but you got to focus. Maria did you hear anything from Hillary Clinton, secretary clinton says she came out with her strategy to fight isis yesterday . I thought i was hearing more or less be careful, variation on the obama playbook that one must do, a democrat who must show independence from the incumbent and yet loyalty to the incumbent, struck me as a statement governed not by a reality and the real problem, but by ones political interest which made it not only boring but somewhat enraging. Wake up. Dagen that is what the president has done. He made paris terror attacks about his political interests. Rather than uniting the country and standing by allies he has turned on the republicans and made it his mission to dismiss their concerns about the refugees and dean mean anything the opposition have to say. It is a deafness that is astonishing. I agree with you but it is also a perplexing ability to show indignation and even deep anchor towards the other American Political Party when you cant raise a passion against people who are murdering innocent people in europe and elsewhere. It is odd. Dagen stay right here. We are following breaking news out of mali. More with peggy noonan when we come back. Stay with us. I know how to do this because i was privileged to serve in florida for eight years. And we turned the systems upside down that werent working. 1. 3 million new jobs were created. We cut taxes every year. Income rose in peoples pockets. People were lifted out of poverty. Children started to learn. As president of the United States, i pledge to you that i will solve problems. Announcer right to rise usa is responsible for the content of this message. Maria welcome back. Major developments if you are just waking up, breaking news in the african country of mallee. Gerri here is what we know. The hotel under siege where ten gunmen have taken 170 people hostage in the capital city of obama code. They freed 8 hostages so far amid the operation. Hostages are reported the french citizens. And military Officials Saying at least three people are confirmed dead in the attack so far. The identity of the hostagetakers is not known. They are believed to be islamic militants. Maria we are with the wall street journal, columnist and author of the new book the time of our lives, Dagen Mcdowell and Keith Mccullough with me this morning and this is the developing story, special forces went into the hotel i was thinking about mumbai, a morning that was bloody and prolonged, two four they attack, at some very heroic lawenforcement folks some time to deal with all the attacks in mumbai. This looks to me like lawenforcement, appears to have moved in quickly and rather decisively, 80 people out of there. The part i worry about is very often with islamic radicals when they go in, get you and keep you hostage it is not because they mean to barter you in the next few days but they mean to kill you. That would be very worrying. Is playing out moment by moment. Maria versus sense of fear around world, people are worried the major cities are next, this is not going away. Serious washington figures in the Intelligence Community may warnings with regard to yet another homeland hit. I was in washington the other day, at the Canon Office Building in the u. S. Congress and there was a soldier outside with a really big rifle. Everybody is a little bit tense. Maria we were talking earlier, the u. S. Leadership at this moment in time is frankly not there. It is more like an absence that presents. The elephant in the room is the ideological one, the inability or reluctance to talk about the religious aspect of this. They are attacking at the precise time we go into the Holiday Season we are inflicting fearing peoples mines and attacking christianity is a big deal. Why isnt that part of the dialogue . In the past, the reading of the middle east christians, isis is murdering and torturing the christians in that area. Would be a huge american story. Are operating under this touching but now old band perhaps no longer helpful thought that if you directly what is happening, name extremists that a quote violent radical islam doing this it will make anxious and upset moderate muslims who want to be helpful but dont want to see their religion slammed. I totally understand it. At as a in point when you are in what jeb bush called the war, you have to name the enemy. This is not all of islam. This is just these young male primitive ferocious nuts dorsett on getting what they want. Those are the ones you name. Dont hide from it and use words like those with terrorist imperatives. Come on. Lets be frank. Maria being politically correct that a time when lives are being lost and are terrorizing the world. We are going to take a short break and we have breaking news out of mallee, gunman storm that hotel taking guests and workers hostage. [vet] two yearly physicals down. Martha and mildred are good to go. Heres your invoice, ladies. A few stops later, and it looks like big ollie is on the mend. It might not seem that glamorous having an old pickup truck for an office. Or filling your days looking down the south end of a heifer, but. I wouldnt have it any other way. Look at that, i had my best month ever. And earned a shiny new office upgrade. I run on quickbooks. Thats how i own it. I just had a horrible nightmare. My companys entire network went down, and i was home in bed, unaware. But that would never happen. Comcast business monitors my Companys Network 24 hours a day and calls and emails me if something, like this scary storm, takes it offline. So i can rest easy. What. You dont have a desk bed . Dont be left in the dark. Get proactive alerts 24 7. Comcast business. Built for business. Y we cover breaking news out of mali. If you are joining us the hotel under siege, ten gunmen have taken hostages in the Radisson Hotel in the countrys capital city of bamako. They have freed 8 hostages so far in this operation. Another group of foreigners among the hostages, some are reportedly french citizens. We are back this morning talking about this and we will bring in for a pentagon official Michael Rubin on the phone. You stay at that hotel. It is close to the american embassy, fairly close to the center of town, when you go there sometimes is nice to have this sort of oasis. Maria peggy noonan this morning, going for this hotel, in this hotel, a direct hit on western ideology, western freedoms. They want maximum attention, they want to jar people especially westerners to a maximum degree. Those they kill would like to be traveling europeans, americans, westerners, that is the point. They will hit Something Big and officials that seems to stand for something american like radisson. That is their thing. They take them, that is what they do. Looks like malis army is making a strong push today and doing serious work. Maria they have done their job, they have 170 hostages, these forces stormed the hotel and have been able to free 80 hostages. They of wanted to attack america with the Radisson Brenda that 7 chinese tourists, turkish airways, the canadians coming out with some commentary. It is an attack on the world. Got to wake up and say i dont know where obama is but i want to know as opposed to listening to me talk we need to hear him talk. Dagen meeting with the malaysian minister question shouted at him and quote was were monitoring the situation from the president. That is all we have word on. Maria amazing the world is in fear, we know there are videos from isis saying the u. S. Is next and we have yet to have the president of the United States address the American People on this. It is range. He did come out after paris last weekend had a different News Conference in which he seemed to want to say it is okay, i am here. We have moved beyond it is okay, i am here. Then he has that celebrated News Conference where the reporter from cnn says we dont understand americans, why we cant just get the bastards. The president reacted with a certain amount of defensive peak and talked down to the reporter. And we dont understand is higher strategy. This is an opportunity for old foes having old tensions, russia, europe, the civilized world, to come to get there, get serious, share what we got, information, insights, and go get these guys to the ability possible. When we are done with bases there will be more, that is not called got long war for no reason. Dagen the president cant at this point change his language, his strategy. This will haunt his presidency r decades to come that he called them and dismissed the threats almost out right and the day of those parisian at tax. He said isis is contained. And doesnt have time for the discussion on refugees. Dagen and accused the republicans of taking a isis sympathizers and radicalizing them by their language and upset over the refugee program. It is quite something. I have been a little bit indignant over the fact that things like this are happening. Paris is happening. The west is coming to terms with a real problem that must be addressed. The president is throwing in these not prioritize, not issue number one, 2 or 3 secondary issues like let the immediate refugee program. Oh my goodness, you can put a pause on any program deal with the essential thing, then deal with the pause you have got. This is meant to make republicans look stupid at at time when actually we should all be trying to hold together. It is frustrating, it is smalltime politics, it is not where the we as human beings are small. When you are the president of the United States you need to get outside your own insecurities and self pride. Do you think he has that in him . I think he is a proud man. I must tell you also get the impression he is surrounded too much and has been surrounded too long by an extremely small, self and forcing circle of admirers in, old and loving advisers. At this point he should be talking to people all over the place. Dagen we have heard recently from ray lahood, he would never for transportation secretary, break through the wall of people around the president to start a dialogue. We discussed this yesterday and it is striking, stomping on the constitution over and over again, went around congress for obamacare, immigration policy and went around congress to do and iran deal and found a back door through the u. N. To do that. Why people are not out rage the we are not protecting the constitution is beyond me. One of the things the president doesnt know is there is power in humility. When you go to people you have been fighting with and say i made some mistakes, got to work with you, believe it or not the normal human tendency is to be generous and say i understand what you are saying, youre being humble, i will be humble too, we can make a deal together. Maria good sentiment, stay with us. Peggy noonan is with us, thank you very much. How else do you think he gets around so fast . Take the reins this holiday and get the mercedesbenz youve always wanted during the winter event. Hurry, offers end soon. If you have any sudden decrease or loss in hearing or vision, or any symptoms of an allergic reaction, stop taking cialis and get medical help right away. Ask your doctor about cialis and a 200 savings card. Hotel under siege at least 10 gunmen taken hostages in radisson blue hotel, Malian Special forces entered the hotel freed 80 whos taminges so far foreigners among hostages french citizens joining us former cia Analyst Center for Security Policy sr. , Vice President fred, thank you very much for calling in what are your observations from a cia standpoint, of happenings the morning . On the phone i think likely an opportunity to strike at plans a weak link somewhere not heavily protected, the french intervened in mali in 2013 after is almost ait groups tried to take control of the country they are proposing up this government i think that is worth keeping clear, whether this is this was directed by isis north we dont know. But we do know, that radical islamist grouping are swearing alliance to isis i think likely isis is behind this is. I have got peggy noonan in with me the wall street journal columnist Keith Mccullough from hedgeye dig daig from fox business, my colleague, talk to us about the met Data Collection weve been having a debate about this conflicting between Technology Companies, and Law Enforcement, who are having a hard time keeping up the surveillance of terrorists, because of this conflicting where Technology Companies encrypt infrequency. We need to rethink approach to suwannee debate it concerned what Edward Snowden did there are falls claims be american Civil Liberties being invited they are very careful about law protecting Civil Liberties we know islamics basically have a guide book how to get around surveillance by nsooh because of snowdens release we have to think about restoring mta data program other ways to try communications peggy. I am wondering can i ask a former Bush Administration official was quoted this week saying of Edward Snowden he has got blood on his hands. Meaning america and west certainly america has been limited with regard to what it can find out what it can do about bad guys making plans because of his revelations is that true. I think exactly right one intelligence official said terrorists went to school on intelligence collection methods based on things released by snowden apaling if you look what he released very little had to do with america a lot had to do with spying on china, spying on terrorist groups, i mean, spying on on a number of other a number of other countries, are sources and methods he leaked everything in sight, intelligence gave enormous information to chinese on americas intelligence from your, do i think he has blood on hands. Keith mccullough Dagen Mcdowell, trooshgz inside hot sell reuters reporting begun fire from time it out of the hotel attackers still in there. Talking a little bit about very proactive as opposed to reacttive. You take this metadata topic more than day complexities, bracing uncertainty, trying to get ahead of the where do you think we are in terms of actually empowering people to see those again those grains of stand as they fall down every day within the system we have information . On the phone there is ols going to be a lot of noisy in terms of collection on terrorism you never know when grains of sand is one grain that indicates a terrorist attack you have to make connections and in the arab metadataa we have to use advanced computing to make collections need metadataa to trace possible terror. Dagen in terms of our surveillance exchangeability what we as nation are allowed to do nsa, we are not even allowed on beach anymore, based on what congress did. I just want to point out with this met Data Collection program this was nsa, collecting and storing, phone numbers, call just phone numbers that is it not names, not content the republicans and democrats voted against this is to get rid of this, nsa no longer allowed to store data it is phone companies themselves, but the phone companies, have said to some customers we are not going to store this data were not going to put your information at risk. And luckily we have jeb bush calling he was talking to earlier reauthorizing met data program i know threpublican senator cotton he plans to offer throwings revive the program phone numbers that is it. I think summing up america as i said before is waking up, watching, absorbing what is going on here, and thinking, this will not stop the civilized world must get together, and stop it. What is keeping that from happening, they are looking for who leaders are, i believe that they are very sadly not looking to the first time in my life, to the leadership and wisdom hope fullness of the president of the United States, who just seems psychic way on this absent without leave. What are the implications that the world is not looking to the United States . Well, it will be the good part is people will be getting together, worked out their own deals, their own leadership. When a vacuum kooum getting filled by somebody else. It will get filled mr. Putin will try to fill it mr. Hollande is filling it, miss merkel of germany has in the past been filling it so others will fill this but i cant hello wondered what these you know ferocious primitive young men doing these things think of a lack of sufficient response to their mischief and their malice. Thank you very much, for joining us, the authorize of the new book the time of our lives when you come back we want to hear more stories of your career ferry the time of your lives unfortunately the breaking news did take precedence we have fortunate to have your comments. I will come again we will talk thank you. Thank you for joining us on the telephone we appreciate where our time this morning, sir coming up more on breaking news out of Mali Special Forces freed at least 08 hostages a total of 170, the attackers still inside that Hotel Reuters reporting they are hearing begun fire from time to time out of that hotel we are back i will take you there live, stay with us. Breaking news on hostage situation in mali earlier this morning, i spoke we republican president ial candidate jeb bush asked thoughts on what needs to be done to handle isis. We need to have a strategy. And i think, the commander in chief needs to embrace that strategy behaved on optimum way to destroy isis to create stability and security so not a void filled in another group comes in. Joining us right now, National Security analytical Katie Mcfarland thoughts on jeb bushs reaction, what are observations this morning. I am not sure what he said i mean it sounded sort of mushy, of course, we need a strategy the president thinks ep has a strategy the problem is it isnt working what will strategy look like, and i think that we all need to take a step back, and understand, that it is going to bigger than a military strike, in a capitol somewhere in the middle east we have tried that, we went, after alqaida, in afghanistan they moved to pakistan we got them in pakistan moved to iraq got them in iraq moved to syria get to heart of the underlying philosophy they are against all we werei as i havization not just a silt solution an essential part it has to be economic go oft money source the ideology the religion. Why affiant we we know isis makes money selling oil on the black market, kidnapping, apparently, 40 of the wheat market in iraq why has it been so difficult to attack them economically. Donald trump has a point bomb oil fields Oil Refineries i would say containingers, what syrians are doing isis sells oil at undervalued prices way below market prices, a lot of companies are willing to buy it a lot of countries are willing to apply it we could track that, money, and we should say to those companies or countries you buy oil you dont trade with us all of that trade is dominated in dollars United States last decade because we control world trade dollars, through u. S. Banks we have a huge piece of leverage that we can use on anybody, like radical islamics groups dont seem to be able to do it. Deadon would biggest wps mass destruction are currency and the power to go against their debts their debts are in dollars, dominated in dollars cash flow via oil many dominated in dollars, so we could do that, that is obvious what is not obvious the other point that you made how do we go after them on religion topic. Okay two senior clerics in islam one grand imam, also United States like vatican if all muslim clear ikz go to study he has come out about 23450i7b months ago said weve got a big problem we have to change the way we educate our youth, the grand mufti of cairo condemned the terrorist violence said this is not islam, anybody in the west heard that anybody in the middle east harder that . We should help give them a platform, we ignored them this administration doesnt want anything to do with anybody in egypt yet we have people within that religion respected people sr. , people calling out their own, we should encourage that. What is your read on why mali, what is your read on this attack, and 1 0 hostages being taken 170 taken in radisson. Two mali french colonyy remember france a year ago sent in forces to defeat alqaida affiliate in mali part is they are there alqaida affiliate there is part of it is revenge against france i think a bigger thing what is have we seen last couple weeks whether terrorists, whether it is now in mail, whether it is beirut it is urban wafer a new way not a suicide bomber as much as lets get our guys, inside and urban year go to soft target and attack, kill everybody inside maybe single out like we did in nairobi Shopping Mall single out people muslims and kill everybody else. Welcome back if you are just joining us we are keeping you made the on breaking news out of african country of mali, here is what we know at this time. A hotel under siege at least 10 gunmen have taken hostages inside Radisson Blu Hotel in bamako we are large gunmen presumed islamic extremists armed with guns threw grenades as they stormed the hotel, a state broadcaster says Malian Special forces interd hotel 45 minutes ago have managed to free 08 out of 170 hostages so far, 80 hostages freed a number of foreigners moneying hostages including french citizens among others a witnesses outside hotel saying the attackers are still inside the hotel gunfire apparently can be heard from time to time. Malian military official is saying at least three people are dead, that is confirmed, the identity of the hostage takers not yet known, have to believed to be islamic militants one freed hostage saying they heard the attackers speaking english, joining us right now is former new York City Police commissioner ray kelly right here on set, commissioner thank you so much for joining us. Good to be with you as always. Observation this morning, of what were seeing taking place in mall inside well this is area marks of isis attacker we know isis prenz in mali mali has been in state of confusion, for many years, former french colony french deployed troops there about two years ago. So this is not something totally unexpected, obviously they are being opposed now in the hotel. But it is not over, will probably be protracted situations. We had peggy noonan before you the wall street journal columnist saying people are saying o o no, and this is not going away. It is not going away we are going to be fighting this battle for a long, long time. To come. Isis and affiliates, are powerful never seen an terrorist organization with resources that they have, the weapons, the money, they actually have property the size of indiana, that they of taken over, the caliphate they want to expand that, that is their overall goal, they want the world to be a caliphate. They also want to suck us into a land war in middle east. This is all coming together, as at a time, that the new York Police Force under pressure, because of the ferguson affect we know that, weve got the president , allowing, these ex convicts out and about, and let them be free strategy, should we be worried about new york being next, there was times square picture in the video from isis, just this week. Yeah. The operating subjects here is that new york is definitely a target, will be an enduring target, the Intelligence Community thinks new york is number one target in this country also more than any other city to protect itself, but clearly, no garn tees their goal to instill fear, that is what video was supposed to do video about washington supposed to do you know they are 3456r7g marching along. Breaking news from fox news reporting americans are in that hotel. In mali, so youve got french citizens canadian citizens we have confirming that americans are also in this Radisson Hotel, that is being holed bip the attackers that are still inside the hotel, what should americans be doing to protect themselves at this point ray. In mali. Here in u. S. Look you have to go about your business, that is common sense but you have could be aware of environment aware of surroundings, see something Say Something is still a value that is what you should do. But i wouldnt change my lifestyle, or what i do in a normal basis, but as far as reacting to terrorism is concerned. When you consider the fact that there are all these targets all around the world you have to expect that u. S. And perhaps new york, they try, to get here should, we look at it as far as okay maybe weve stopped them . Or should we feel good about it. No, no. No . You have to take every day a new day of you to be, alert, every day, we didnt stop we had two major attacks 1993 horrific events, they see this as capitol of the world where they want the make a statement, so now cant take your pack pof as i say youve got to be alert, all the time, new york is clearly a target, they cant delude ourselves they would like to come here if they could. What about the cyberend of it what can you tell us about that, i mean at this point, it looks like they are recruiting, online, isis is. And getting away with it, and getting people to join their fight. What do we need to understand, about the cyberthreat and also this meta data program apparently Law Enforcement cannot do constituency thsurvei like to do Technology Companies encrypt information. We have seen seen a size of terror inventory but going to happen they put out 90,000 tweets or retweets a day many have recruiting videos very well done, many of those show the World Trade Center attacks so very proud of that, and message is that your religion is under attack, you have to respond, you have to do what you can, to protect your religion, and you have a Communications Director of isis saying kill, kill, kill, kill wherever you can so this message is pervasive it falls on some ears that are receptive so we have to assume, that you know, young people mostly are going to react at this going to respond, that individuals, out there, who want to kill, their fellow americans that is the operating assumption that we have to go on. What is your sense of how isis has become as powerful as it has . I mean some people are calling, this terrorist group the most well funded, most successful from economic standpoint, trifrt group we have ever seen. There is no question about it we havent seen this type of organization, before. And they were able, somehow to get under the intelligence radar screen, they moved this is in lets say january, of 2014, they took over raqqa sort of capital city, a couple hundred,000 people big city we apparently didnt know about this they move into mosul, second biggest city in irsabbing, 1. 5 Million People, they go in there basically, you know the Iraqi Military went to stop them many of them abandoned their weapons, and left. In doing that, they were able to rob the National Bank of iraq almost a billion dollars. So they have oil fields now, they have billion dollars in cash, kidnapping people, this is how they are getting money, so we havent seen any terrorist organization with these resources, and indeed, big piece of land that they control. I was reading indale mail the other day actually that this caliphate, beginning to to charge taxes, to the population, there, that they are controlling to continue this operation and get bigger. Tax everything, including cell phones, so, and, of course, they operate totally umbrella brutality, so that you know people very much stay in line, if you see your neighbor who is beaten or even beheaded, so that is all part of their their regimen this is what they do, you know, brutality, coupled with a lot of money, and actually physical land that they control, so we are going to be facing isis not only on the ground, perhaps, but certainly inspirational power their ability to inspire young people to kill other people. Are we ready for it commissioner, i mean you know, when you think about how people are feeling right now, is that is why it is great to hear from you, because you are showing such leadership, at a time that people really need to hear from those in the know, about about what happens next you say we will face isis, what kind of implications are you expecting Going Forward do you think this is going to put a freeze on activity, in new york, i mean how do you expect people to behave given events of the day around the world right now. I hope people certainly in new york, operate conduct lives as they always would this city has invested more than any other city in protecting itself, there is not much more than can be done obviously you see shows of force a good thing the things dont see are equalizing important, intelligence operations garth information conducting investigations, is a very robust capacity in this city no garn tees so particularly when you deal with people who will give up their life, people if you are willing, to to give up your life you can cause awful lot of damage, irrespective what protections are in place. What isis is doing they are doing suicide bombers, in all parts of the world. Right. It is hard to keep track thi morning, and we see what is happening in mali. You just dont know what the simplicity is equally frightening in paris ak47s most ubiquitous weapon in the world semiautomatic rifles used everybody who died in paris sxep two suicide bombers zied as a result of rightful fire they went in with simple weapons killed a lot of people they have that individual on train, in france, the heroic american didnt tackle that person, he would have killed probably hundreds of people with one ak47. How do they get that into the can you please obviously armed weapons are banned in france and europe yet they missed it. We know that he belgium for one is a country where there is lots of contraband coming in they just do come in on shipdz, you can drive you can actually drive from syria to europe there are many ways of getting it in, and they have their gun believe me. Stay with us commissioner ray kelly this morning we will take at a short break and come back were, ray kelly bring the latest from mali, at least 80 hostages out of 170 have been freed from that hotel the Radisson Hotel more than 100 have been held by gunmen back in a moment, stay with us. Welcome back we are following the breaking news out of mali this morning, lets go to fox News Reporter paul, he is in those Johannesburg South africa right now with very latest, paul good morning. Reporter good morning, to you maria, this just in, sr. , International Correspondent for fox news greg palkot established from u. S. Military americans are in the hotel americans people are in the hotel. Not known whether they are in the hotel as hostages, or as members of the forces trying to end the siege. Significantly, greg palkot tells us that the u. S. African command is staging a press conference within the next hour. But i would like to stress we cannot confirm that u. S. Troops particularly are in involved here in this siege, but americans are in the hotel. So far some 80 of 170 hostages have been freed, at mali and special forces accompanied by forces, xaim go the hotel that is the latest situation from here 34er7bz are involved, par 4a. Thank you so much we are back with former new York City Police krirgs ray kelly the refugee crisis front and center let me ask you about this, because you go of you given your take on the happenings in mali this morning, but we go back to the issue of isis, beginning to infiltrate the flow of refugees your take on whattot palm beach said on the situation listen to this. The idea that somehow they pose a more significant threat than all the the oysters who go into United States every single day uh is just doesnt jive with reality that is not what our Law Enforcement thinks that is not what anybody who looked at this problem thinks. Commissioner your take on the refugee crisis we know america has a heart and wants to make sure, that we help poor people driven from homes there is no question about who america is. Having said that isis is clearly infiltrated the flow coming out of syria. Well the passport the syrian passport in paris raised a lot of concerns in this country, i think we have to simply do a much more effective job of vetting, i dont think we should shut off the program we are going to have the delay it. Okay, delay it because can we vet them now . I think some difficulty, and as the advisor to president obama said going to involvecry, fbi National Center for counterterrorism, so let them bring this is resources have to bear and slow down the process. Jeff what about t. Dagen what about the president ial comparing threat of a religifugee being a terrort to the oyster is that fair comparison. Just said that in sound bite. Dagen said this is no different than tourists, given your role in new york city is that accurate. You have to look at where these people are coming from, it is maria said we have a heart, okay comes from, a place that isis in essence controls so we have to be just much more vigilant and i would say slow this process down it is a trickle it is a trickle but we have to protect our country first. I dont know how you can 345ik that comparison to tourists coming from all over the world, coming into the u. S. . Just a sweeping, you know generalization that he makes, no one who looked at this believes the opposite what he believes, and that is that is really the thing when you think about leadership, dont you just think about pivoting changinging the facts like you said need reexam this at minute o stop and this can about it. When reality had think about public, the puping perception a high level of concern here as it should be so you have to address that 37 in some way you cant write it off. Isis has gotten hands on the passports, from real sign refugees who are being driven from homes, change pictures change passports then you have to rely on Syrian Government, giving you confirmation that this person is who they say they are so should we be relying on the Syrian Government at this moment in time . You know, not much of a government there, obviously. The former headed of interpol wrote an intellecting oped piece yesterday about how manystone passports throughout the world interpol set up a system to check on it, not certain that it is being used, but he recommends that so do i for what it is worth. Hundreds of thousands of stone passports out there, so we have to do a better job of checking everyone coming into the country. Dagen in terms of those of need for leadership here in this country run for mayor . I am series are you going to serious. Are you going to run for mayor of new york city. Well, thank you. Will you . We will see what happens, thanks. In the past you said no now you are saying we will see what happens i like where this is going. Let me ask you about new york city for a moment there is a feeling that Police Officers are afraid to do their jobs, because they are under attack. People are calling it the ferguson effect. I have never seen Police Officer in over 40 Years Experience ever run from danger it is a different kind of concern that they have not just in new york but all over america, they are concerned about their career they are concerned about their families wellbeing, so much Police Officers do discretionary i think they are holding back dont necessarily in recommend it but i think this is the world in which we live tle are 34r50ig their version of common sense why get involved, when i can still get my pay, and have my job, and not do things that are controversial we see everybody now, over the age 106 with a camera, so every incident where any sort of struggle is probably being filmed chances are being misinterpreted. Should police wear cameras. I think they should that, is the train left the station, and it will thees give the potential of seeing the whole you see youtube films start in the middle, twothirds of their into it, and obviously, they are not showing the police well, so i think the cameras are something that it is its time has come. Thank you so, so much juror joining us appreciate your insights very much, commissioner ray kelly we will be right back weve got a latest out of mali when we come back. Or dental procedures. Welcome back, if you are joining us there is breaking news out of african country of mali, jerry willis with details now. That is right, maria here is what we know at this time,a hotel under siege at least 10 gunmen have taken hostages inside radisson blu hot nell capitol city of bamako we are learnings gunmen presumed islamic trifrths cant confirm that at this time, a straight broadcaster saying Malian Special forces entered the hotel freed at least 80 of t confirming americans, americans are among the hostages, along with french people and a number of foreigners, a witness outside the hotel is a i go the attackers are still . Ooi inside gunfire heard from time to time, a malian military official that is, saying at least three people are confirmed dead, one of the freed hostages, saying that he heard the attackers speaking english. Maria back to you. Thank you so much we are also following the latest out of paris this morning, Ashley Webster on the ground, in paris right now with the latest there good morning, ashley. Is it good morning to you maria, we are hearing some news out of morocco today security is still there saying that they arrested the younger brother of ab bell habdel hamidt month has been in custody since very unclear, whether he had any ties to the terrorist cell in france or that in belgium but interesting piece of news there also hearing from greek officials playing to play down with french primary said yesterday the mastmanned abaooud came through greece on way back to belgium and france they say we have absolutely no record of them i frechl authorities maintain abboud several attackers involved in the paris activism came through greece, and greece did admit that he could have been using a fake passport and using the chaos of the syrian refugee crisis to get into europe interesting developments on that end of things back to you. Really extraordinary, ashley thank you very much, from the ground, in paris. Coming up more on the breaking news out of mali, gunmen stormed the hotel, 80 hostages, have been released we will have more when we come right back. E you wont find anywhere else. Onesecond trade execution. Guaranteed. Did you see it . In one second, he made a trade, we looked for the best price, and the trade went through. Do the other guys guarantee that . Didnt think so. Open an account and find more of the expertise you need to be a better investor. Welcome back. Weve got a major developing story this morning. If youre just joining us, breaking news out of the company of mali this morning. A hotel is undersiege where at least ten gunmen have taken possession in a hotel. Theyre saying that Malian Special forces entered the hotel and freed 80 of the hostages so far amid the operation. Foxs greg palkot confirming americans are among the hostages and the gunmen are considered to be islamic extremists. We cannot confirm that. This is a hotel that americans stay at. A. And president obama has been apprised of the situation. Not much more on the attacks in mali. The president is at an Investment Conference with asian nations. Officials say that susan rice did brief the president on the unfolding situation in mali. And the president was asked about the attack in mali in a meeting this morning with the malaysian Prime Minister and he told reporters, quote, were monitoring the situation. In mali, the u. S. Embassy staff has been directed to shelter in place and told all u. S. Citizens there to shelter in place, to stay where they are, and follow instructions of local authorities. Maria are you saying, peter, that the president is attending a conference meant to get investment flows into malaysia, is that the kind of Investor Conference hes at. At acn conference of asian nations, southern asian nations and hes on a 10day trip overseas and this is one of the stops on his trip. Sounds like a wonderful trip. I mean, here when he was at the g20 meeting, this is what he said, peter, what im not interested in doing is posing or pursuing some notion of america winning or whatever america is. That sounds like this and maybe standing pat on that. Business as usual, get out there and get investments. Maria so hes not interested in american winning. Some notion of American Leadership or america winning or whatever the catch phrase is. Maria are you expecting the president to take a break from that Investor Conference and speak to the American People today . He may have a press conference as part of, you know, as he goes around to these countries, he usually has a press conference. I was just looking at the schedule and i didnt see one on the schedule for today. There may be another one with another leader as it wraps up this trip. Maria thank you, peter barnes in washington. Joining us right now is fox terrorism analyst Matthew Graham. We know now that fox news has confirmed that there are americans in that hotel. You had the list of people in the Radisson Hotel earlier, actually, in addition to americans. Seven chinese tourists, six turkish flight crew, canadians, three u. N. Members, some french nationals, obviously, a very, very much international hotel. Maria matthew, your thoughts on the happenings this morning . Well, i think one of the things that it speaks to, especially since the terrorism alert level says there are no specific threats worldwide, yet, now, we have an embassy saying shelter in place. So theres a disconnect between the mechanism thats being used, both by france, in other westernized countries, the mechanism thats being used to mine that data is not speaking to the methods being used to commit terrorist acts. Theres a disconnect that we had need to be aware of just in our daytoday lives from the standpoint of if theyre not going to be stopped or if theres not going to be credible information, these things are going to continue to happen because theyre happening at an organic level. Now, isnt that a little unnerving for anyone who just heard you say that . Particularly when you look like, for example, i think one pro proxy complacency, theyve been climbing as we go through the mali news. Do people understand how unnerving what you said is. I dont know that they understand it, but hope theyre hearing it. Just that, were going to have thanksgiving and all of us have never gotten together, but thursday around in the afternoon people are going to gather to eat. You dont need the metadata to know when i have to be at grandmas house. And what weve seen in france and its difficult to cultivate the information on the cells is because that information isnt happening. Its face it face, organic and they all believe in the mission, so go implement the mission and thats what were seeing here in africa. Were coming up on the anniversary in the 08 mumbai attacks at the Taj Mahal Palace Hotel and this is similar to that. Take a building that has a lot of people in it and exploit it and thats what were seeing this morning. Maria we want to point out 137 people are still in that hotel. Obviously, the gunmen are still the attackers are still in that hotel even though Malian Special operations have gone into the hotel and managed to free 8le 0 hostages. What do you think this attack tells us in terms of whats next, matthew . Well, i think that attacks like this will be next. This is a winnable piece of architecture from a terrorism side. Its doing everything they want it to do. As i was riding into the studio this morning on the train, i was talking to people who have that as part of the daily commute. Its not raising the worry level at home, its not anything were directly concerned with, yet, theyre still happening. So, what this hinges on what what they capitalize on is individuals who are willing to commit these acts and were seeing that this small group, the ten people are taking this entire hotel or those cells within france that its their choice to be able to do this. If the reports are correct, that theyre letting people go based on reciting passages from the koran, then its just like the president , you just mentioned a comment about the president saying that its like hes not going to use the buzz words for this. Well, the buzz words for this, we all know the war is going on globally, its time we get in it. Maria dagen. Dagen i want to know about weve gotten numbers from the fbi about the number of people under investigation, roughly 900 with specific focus on roughly 50 individuals. This is based on our reporting by elizabeth macdonald. What would the fbi be doing in focusing on the 50 people, something that was that maria asked earlier, but i think that that might give people in this country even greater confidence in our Law Enforcement. Well, Law Enforcement is doing everything they can and the fbi, within their counterterrorism buros and bureaus and dealing with physical surveillance and electron electronic surveillance. And we can look at france prior to the day of the attack, where there was no credible threat in the attack. Because the individuals involved in the attack hadnt raised their profile to this level. At some point we need to have that addressed on the individual citizen level being aware and having focus and seeing whats going on around us and setting ourselves up for success to be able to deal with it when it happens. Matthew, thank you, thank you for your insight this morning. Well see you soon. The Radisson Blu Hotel saying that 124 guests and 13 Staff Members are still inside the hotel being held hostage. Well be right back. Welcome back. We have breaking news out of the african country of mali this morning. If youre just joining us, gerri willis with the latest. We know now that 124 guests, 124 and 13 staff are inside the Radisson Blu Hotel, following a gun attack, according to a company statement. Foxs greg palkot confirming americans are among the hostages and foreigners, including canadians and chinese. The governor presumed to be islamic extremists though we cannot confirm that information at this time. Maria, back to you. Maria thanks so much. I want to bring in former cia director jim woolsey, coming up in just a moment. Youve got to look at all the Law Enforcement agencies, what the cia is doing, what the fbi is doing to really have an overall consorted effort to see what were dealing with at this point. Absolutely. Dagen and i think its what happened in paris and now this, and just the global fight on radical islamic terrorism has reignited the debate about surveillance in this country and talking about reauthorizing the Metadata Program by the nsa which Congress Killed earlier this year. Thats going to become a hot political issue. Its the reauthorization of that phone number collection program, but also, what kind of access are the Technology Companies, if ever, going to give to Law Enforcement . These phones are encrypted and like like an iphone is encrypted. If you have a code on it. If this is apprehended in and a terror suspect has access to it, if they get their hands on it, Law Enforcement, theres no way to get into the phone. Theres no way to access the data on this phone and will these Technology Companies at least open a dialog with government officials to figure out a way, if ever, there will be a back door into this encrypted technology. Jim comey himself said, the fbi director said that they make that isis militants make connections to people online and day stark, they have trouble tracking them. Maria its between protecting the homeland and our privacy ripped apart as we see terrorists who want to bring us down. Let me bring in the former cia director James Woolsey on the telephone right now. We want to get into the metadata with you. Youve been warning of an attack like this sometime. Im worried about our intelligence collection, because of the snowden, socalled reform, i think it badly weakened our ability to track groups. If they were never focused on getting inside individuals telephone conversations or email, they dont do that, they track the addresses that something goes to and the date and time, and it helps following these groups to be able to do that and where were increasingly at a disadvantage because of these very, very bad changes that were made in the law a year or two ago. Maria what are your observations this morning as we confirm that 124 guests are still in the Radisson Hotel. 13 staffers are still in the hotel, even though special forces have gone into the hotel and free some of the hostages . Well, i wish i didnt have this view, but i think my honest and real view is that we aint seen nothing yet. Were going to see a lot of this in Different Countries in the world, including, im afraid in the United States, britain, again in france. And until, until we take them out, until we go to the caliphate and destroy it, hopefully, mainly with troops in the region, such as the kurds and jordanians and the sunni tribes that worked with us in the surge and with us as advisors and helpers, until we do that, we will have this again and again and again and again. James, you said that we aint seen nothing yet. How about today . You have 120 more people there, how does this end for them . Have we not seen anything yet and do you think that these islamic terrorists are going to kill themselves . Well, i dont know. Im hopeful that france, who are good at this sort of thing, and theyre sending in Counter Terrorist squad and apparently had some people already there and stage a rescue or at least a partial rescue, almost certainly some people will die in a rescue attempt, but it is certainly its good that the french are there because theyre better at this than a lot of other countries. Dagen jim, its Dagen Mcdowell. Speak to what were seeing in terms. Paris attacks and isis where isis is now taking a page from the al qaeda playbook, it seems, and using lieutenants to execute these larger attacks. What does that say about them developing and growing and getting smarter . Well, they are moving toward the use of communication, including with playstations and apps of all kinds to avoid our ability to get into their communications. With somebody who you have evidence is a terrorist you can get a warrant and get into his Communications Even if hes here in the United States. But if theyre using the extremely good encryption as they sometimes are, thats a lot harder. And theyre smart enough to know to do that and they are operating as cells that frequently do not get together, personally, if youre not thinking of a bunch of guys sitting around in a room plotting something, and they plot by working on their playstations and their apps with people that are many, many miles away. So tracking them, finding them, is really tough. And again, i take my hat off to the french for how well theyve been able to move so far in france and in belgium. Its fascinating that theyve been able to infiltrate the playstation and its been effective for them. Let me ask you, jim, about the old strategy, this goes back to what many are calling a failed strategy in terms of defeating isis. What would the strategy be in your mind to defeat isis . Take the wraps off our air power, instead of flying eight or ten sorties a day, fly hundreds, the way we did when we were going after milosevic to protect the kosovars back in 99. We dont have to fly thousands of sorties a day the way we did in desert storm, but we sure ought to be flying many, many, tens to hundreds and were not. Were flying eight or 12 or what have you. We havent been leading from behind, the president s been fiddling around behind. And so we need use of air power with American Special forces as spotters. We need American Special forces with every battalion, not just at division headquarters. We need a number of things different in terms of the way were fighting over there, but we also need to do things differently at home. Maria thank you for your insights.
