They were certainly unaccustomed to. I was sitting right in the front row, and he went right at people in the front and people right behind him, and thats not very common for a inauguration. He was going to have a reaganesque tone. This time they mean it for real, and theyre going to outlay not just the problems that theyve laid out over the campaign trail, but theyre going to lay out what they plan to do about them. Whether its taxes, whether its fixing obamacare. This these are things that they say theyre going to focus, as well as taking care of children at home. Which may put them up for more libertarian republicans. Charles well, we know amy tomorrow is going to be extraordinarily important because President Trump also has to veer a little bit to selling. Because hes unorthodox. Hes doing some things that some traditional conservatives are going to frown upon. Hes doing some things that democrats arent going to want to see happen. But hes redoing the whole thing because it hasnt worked. Yeah. And when hes addressing congress, he needs to put some meat on the bones. Charles how much meat . Theyre coming up with a skinny budget. Theyre not going to give us everything, but more details than what weve been getting. More details. And thats the challenge of course. That they want enough of a roadmap of a structure of where hes headed, what his agenda is. But they dont want to be told what to do. They dont want to be micromanaged. Weve already heard from sean spicer, his press secretary that they intend to talk about where theyve been and where theyre going. I think the cpac speech did give us a little bit of a preview, particularly when President Trump said that the core conviction of his movement is America First. And you also heard the president talk about the forgotten man and the forgotten woman. I think youre come back from those themes. But, again, theyve already said that they plan at least tomorrow to lay out their agenda in terms of tax policy, obamacare, infrastructure, but, again, that audience and his audience is also all of america. But that audience there in the chamber, theyre also going to want to hear from specifics. Charles well, of course, ford, hes met with gop leaderships several times. Governs at capitol hill at white house today. Its i think what amy is talking about, i think that is essential. The idea that, hey, this is a new former conservatism, the focus is on the american worker, the way we get there is through America First and almost every single thing i think all roads have to lead back to that thing. Well, look, ive never been one to immense my words. Im going to lay it out for you right now. This will be one of the most important speeches of the trump presidency. He has to instill in congress the will to govern and to get things done, and thats not easy in a porous and broken town Like Washington d. C. No matter what he says, the democrats are going to him and haw. Do they agree with the people . And to do the peoples business. Because remember, if we look at that harvard poll, 73 of voters say they want democrats to work with President Trump. The key to trump is to make sure that the American People know he has their best interest at heart. Charles amy. And just to give you a little bit of process. I know that gets a little bit boring. But i used to write state of the senate speeches. He delivered right after the state of the union. And i would tell you that the white house has been going through the last few days is actually working with congressional leaders to scuss what should go in this address tomorrow . Hes also will have been consulting, i believe, if hes following the process, that he will be consulting his cabinet members as well, you know, what is their agenda . What are their priorities . And how does he need to address it to get it done . The hardest thing about these speeches, and i think weve been touching on it is make it thematic. Make it hang together. You know, everything and the kitchen sink so difficult. What is going to be the take aways for these American People . America first as President Trump said its cpac that he wants the gop to become the party of the worker. Charles chris, on that note, though, you know, i think what were seeing from President Trump is a nonpolitician, and i think hes someone that has shown hes willing to listen to everyone. He has invited everyone to the white house and everyones been grateful for that. But ultimately, he knows he has to take this thing about the scruff of the neck. Because everyones got different opinions. Its not about bipartisan, its whats in the party. Even with the republican party, a lot of confusion. He has to go in there and kick this thing and say, no, theres only going to be one way thats going to be successful. Yeah. He might have expected the republicans would have their game together when he came in, and you could get started on the white house and showed that they didnt. And a lot of people on the senate side and the hillside and the house side thought that they werent getting any air cover from the president. In the last 24, 48 hours, and even more, youve seen donald trump hammering his priorities are. Hes been hammering on obamacare. Hes going to start providing some air cover for the republicans to deal with it. And one thing i also notice about this coming speech that i think is worth watching is that the democrats havent changed their strategy at all. A lot of the guests theyve been touting are pretty much entirely immigrants or undocumented workers and some of the responses are from a former Kentucky Governor and nancy pelosi, both wh in their 70s. They havent changed their game saying were going to be with the american worker. And, chris, the democrats arent going to change their game until donald trump can show he can get things done. What donald trump has realized is that what barack obama realized and that theres only so much you can get done with executivorders. But, again, if he gets the people on his side to light that fire under congress, then he can move forward and do exactly what youre talking about. Charles you know, guys, to your point, just an hour ago donald trump tweeted gop viewed now favorable than dems in trump era per than nbc wall street general poll. In other words, he has been able to pull a very unpopular gop congress along his coattails, and hes not only reminding the world, hes reminding them. Hey, i got you here, so follow my lead. Right. Brought you to this dance. Going to be wanting to follow the lead. One quick thing that ill be looking forward to tomorrow night. How many times does President Trump say believe me . Believe me . Charles will we believe it when all is said and done . You think this is an extremely important speech. I think it is absolutely, extremely important and even when this speech is over, donald trump knows that that doesnt end it. Hes going to have to go on a road show and make sure the American People are part of this process, whether its obamacare. Whether its tax reform. This is only the beginning of a long drawn out war that he has. Which, in fact, what he intends to do it has been reported that he will be out on the road selling his agenda that he lays out tomorrow night. Charles donald trump very comfortable on the road, chris, so thats not going to be a problem. Hes very comfortable on the crowds. Im not sure he will go into hostile territory, something he hasnt done since the election. But i will say this. We have a lot today from the white house. And we have a lot more with respect to obamacare that increase of defense spending. So lines are starting to be set up here. Were starting to see where the battles are going to be drawn, and its going to take sort of a gut check, i think, from the republican side that we havent seen in a long side. But they ask for this job, and theyve gotten it. Yeah. And were going to have to see where the fiscal conservatives paul ryan and then trump has come a little bit towards the house republicans, the more fiscally conservative, hes giving them more air cover. But in the end, theyre going to have to bring out the policy. And whats important i think a lot of the supporters of the republicans is that they had six, seven years in the batting cages, and they never actually pulled together a solid group of plans. Weve seen leaders in the gop saying, well, we have to figure this out. Im thinking weve seen your plan. So they have to both work and donald trump needs to sell it to the American People where the republicans do the dirty work on the hill. Youre going to see part of the walls going to be built. I think youre going to see more border agents, and youre going to see more technology employed. All of that is going to be good. And its something that the state of texas has been funding for a long time, and its about time the federal government steps up and helps us with. Charles one thing i know you dont think is goods are sanctuary cities. Youve been fighting really tooth to nail within your state. Whats the status . Are there anymore sanctuary cities in texas . And what about some of these sheriffs who have vowed to butt the law . Yeah. I think theres less and less in the city. Many acting as sanctuary cities. We still have a sheriff of austin who said she wont turn over to ice some of the people that are being let out of prison, so we definitely have issues to deal with. I think youll see our Legislature Pass legislation that defunds cities and counties that participate in being sanctuary cities or acting like sanctuary cities, whatever the case may be. Charles austin is a very rich city, though. Lets face it. They have a lot of cash there. Im not sure how that would impact them. If that wasnt enough to persuade them, would you actually consider jailing the sheriff of austin . Well, so heres the deal. I think the legislature is considering legislation right now that would potentially make it a crime for officeholders failed to execute their duties as officeholders not following the constitution, not following federal law. So i think that is a possibility that the legislature is consideng. Arles inically, that makes sense. Yeah. Charles you take an oath, at the very least you should follow through on it or quit that job. I want to ask you because pretty soon we do get a followup from the white house on the travel moratorium, i know texas got involved with the brief. Of course you have these big companies, Big Tech Companies that said it would hurt them. Big universities that said it would hurt them. How important that other states get involved with the federal government that prove that there is an threat to the average americans. Listen, we follow lawsuit in the last year or so related to this very issue, and we were basically given the boot. So its actually good for us that the president has stepped up and is protecting our security by limiting who can come into our country. And if theyre coming from terrorist countries, and we dont know anything about them, which is the case in with many of these countries, i mean, were concerned about it, our government is concerned about it, legislation is concerned about it, and im actually thankful that the president is stepping forward to do something. Charles real quick, texas is pulling out of the voter id case. Must be music to your ears. It is. You know, its great for a Justice Department to let the legislature deal with our own problems, and thats whats going on here. Our legislature is working on that very issue, and theyre deferring to the legislative body, which is the elected official of our state, and thats who ought to be making these decisions. But is it justified in the scope of things where its going to be hard to find the money . Well, its more than justified, charles. What weve been watching for most of the past 35 years since Ronald Reagan began a comparable buildup has been a gutting of our National Security capabilities, most especially during the obama years. You know, theres been roughly a trillion dollars taken out of the money that was supposed to be allocated for defense. 54billion is a down payment on getting better, but it isnt going to get the military well. It does, however, as you say, i think reflect the fact that things are worse than the president believed they were when he was on the campaign trail and, in fact, the testimony of several of the vice chiefs of staff of the various services on capitol hill in the past couple of weeks have been absolutely stupefying. We are very much at risk, i believe, to enemy action, and i think this is a necessary bear minimum needed. Charles over 600 billion in the new budget. Where would you allocate it . I understand our readiness is a problem. But it feels like theres so many places that you dont even well, i think frank is right. Weve seen our military assets languish. We have a b52, which is one leg of the nuclear triad. Thats a korean vintage plane. Charles when i was in the air force, i guarded it. I guarded it in guam. Heres a plane thats roughly 75 years old. And then on top of it, youre also talking about other needs, including the landbase Missile System for the united states. So i think theres a lot that has to be done. But one of the points that i think has to be understood by the American People, there should be some sort of calibration between the threats that we are facing, the assets needed to neutralize those threats, and then the cost of those assets. That is the way in which the president should present this to the American People. I mean, is the marine core of 180,000 the right number . I dont know but give me the mission to the marine core, and then i can tell you. And then i think should be true if every one of the military assets of the united states. Charles but heres the thing, professor. We brought you in to crunch the numbers for us. Apparently a lot of money is going to be taken out of foreign aid. Apparently there was 36 billion penciled for that this year. A lot of money taken out of the epa. Thats 7. 5 billion. Even combined if you wipe them completely off, thats not your 54 billion. So Mick Mulvaney has told everyone go sharpen your pencils. Give they 12 cuts. Remember, sequestr drop in a little bit of spending and everybody lost their minds in dc. Yeah. These pencils are going to have to be sharp because hes asking across the board 10 . Thats how much of the budget were talking about to have to cut to pay for this. Its going to be difficult because u just dontave that kind of money in the epa budget. You dont have it in the state department budget. Thats going to be a big fight, and its going to be hard for republicans because heres where youre going to get the arguments where youre going to cut education, youre going to cut welfare spending, this is going to hurt low income individuals. Thats going to be a tough message republicans to counter. Charles although, frank, weve heard me republicans, libertarians, and conservatives say, you know, we dont need a hug. We dont need an education. Why should the federal government be involved in that. Help the human services. What is energy anyway . Its not what we think it is. So do you think that this could be the moment where ultimately we could knock down two birds with one stone . Be a stronger nation and also cut some of the truth out that has really made our lives more miserable . Well, we could is the operative word. Could. The question is will congress have the will, many of members of congress not only have constituents who are deeply committed to those various programs that have actually, i believe, mew takedown the constitution beyond recognition, giving the federal government responsibility that should reside with the states. But you also have people on capitol hill themselves who have congressional oversight committees and the like. So theres a lot of vested interest here that will have to be overcome. It needs to be. Youre absolutely right. Charles well, President Trump is a big believer in returning the rights back to the states. Americas Biggest Health Insurance Companies and everyone agrees on one thing. Thats what makes america the best nation in the world. Because of that they have diverse healthcare need. What we tried to do with the Affordable Care act was give blanket into everyone. It was a weak attempt at socialized medicine. The hospitals are burdened with compliance issues and we are seeing a mass amount of people and we arent being reimbursed r it. Charles does it hurt the quality of care . It used to be doctor and patient in the room. Now its doctor, patient, computer in the room. The physicians are so burdened with doing all their documentation and charting that they have very little time to see their patient. Charles the law itself is riddled with taxes. Its been a brick wall for businesses. Anything with complex it or needed complexity it will be more difficult for small businesses. Its not just the mandate if you have over 50 employees, but the threat of a penalty per employee if you dont comply. At the end of the day its great that we need to findways to find ways for proper healthcare. There is more impact than just the financials. Charles heather, you wrote a piece telling republicans to man up, get the job done. That summarizes it very well. Its actually not that different from what trump was recognizing today which is, if they do a partial repeal, and he didnt say it this way. But they are going to get blamed for a system thats falling apart on it oap and not actually help the people that need to be most helped. All of the polling data indicates what you can tell by talking to americans which is significantly more of them say this law has hurt them than helped them. Charles what would you suggest they do that they you dont thinthey are thinking about . What they do something thats not politically correct . People with prior illnesses and taking off these socalled kid at 26. What major adjustment are they avoiding that you think they shouldnt. One of the things thats important to not buy into is the myth of the left that americans want to be cheap with their healthcare and dont care if they are affordable or not. You actually could have lower costs for people and better choice, not be driving doctors out of the market and peel they cant afford it, not be burdened with all of this bureaucratic stuff that doesnt help them being doctors.
