Convicted of illegal reentry received strong mandatory minimum sentences, strong. And then we get them out. [applause] another reform i am proposing is the passage of legislation named for detective michael neighbors and Deputy Sheriff danny oliver, two Law Enforcement officers recently killed by a previously deported illegal immigrant. This bill will enhance cooperation with state and local authorities to ensure that criminal immigrants and terrorists are swiftly, really swiftly, identified and removed and they will go fast, believe me. They are going to go fast. We are going to triple the number of i. C. E. Deportation officers. [applause] within i. C. E. I ever going to create a new special Deportation Task force focused on identifying and quickly removing the most dangerous criminal Illegal Immigrants in america who have evaded justice, just like Hillary Clinton has evaded justice, okay . [applause] maybe they will be able to deport her. [applause] the local police will know every one of these criminals and they know each and every one by name, by crime, where they live. They will work so fast and or local police will be so happy that they dont have to be abused by these thugs anymore. [applause] there is no great mystery to it. They have put up with it for years and now finally we will turn the tables and Law Enforcement and our police will be allowed to clear up this dangerous and threatening mess. We are also going to higher 5000 more Border Patrol agents. [applause] who gave me their endorsement, 16,500 gave me their endorsement and put more of them on the border instead of behind desks. We will expand the number of Border Patrol stations significantly. [applause] i have had a chance to spend time with these incredible Law Enforcement officers and i want to take a moment to thank them for what they do. Its incredible. [applause] and getting their endorsement means so much to me. More to me really than i can say it means so much. The first time they have ever acted endorsed a president ial candidate. [applause] and block funding for sanctuary cities. We will block the funding, no more funding. [applause] we will and the sanctuary cities that have resulted in so many needless deaths. Cities that refuse to cooperate with federal authorities will not receive taxpayer dollars and we will work with congress to pass legislation to protect those jurisdictions that do assist federal authorities. [applause] number five, cancel unconstitutional executive orders and enforce all immigration laws. We will immediately terminate president obamas to illegal executive amnesties in which he do fight federal law and the constitution to give amnesty to approximately 5 million Illegal Immigrants. And how about all the millions waiting in line going through the process legally, so unfair. Hillary clinton has pledged to keep both of these illegal amnesty programs including the 2014 amnesty which has been blocked by the United StatesSupreme Court. Clinton has also pledged to add a third executive amnesty and by the way folks, she will be a disaster for our country, a disaster. [applause] so many other ways and dont forget the Supreme Court of United States. Dont forget that when you go to vote on november 8 and dont forget your 2nd amendment and dont forget to repeal and replacement of obamacare. [applause] and dont Forget Building up our depleted military and dont forget taking care of our fats. Dont forget our vets. They have been forgotten. Clintons plan would trigger a constitutional crisis unlike almost anything we have ever seen before. In effect, she would be abolishing the lawmaking powers of congress in order to write her own flaws from the oval office and you have seen what bad judgment she has. She has seriously bad judgment. Can you imagine an heard administration all immigration laws will be enforced. As with any Law Enforcement activity, we will set priorities but unlike this administration, no one will be immune or exempt from enforcement. And i. C. E. And Border Patrol officers will be allowed to do their jobs the way their jobs are supposed to be done. [applause] anyone who has entered the United States illegally is subject to deportation. That is what it aint to have laws and to have a the country. Otherwise we dont have a country. Our enforced important priorities will include removing criminals, gang members, security threats, visa overstays, public charges. That is those relying on Public Welfare rules training the safety net along with recent arrivals and overstays who have come here under this current corrupt administration. [applause] number six, we are going to suspend the issuance of visas to anyplace where adequate screening cannot occur. [applause] according to data provided by the Senate Subcommittee on immigration and the National Interest between 9 11 and the end of 2014, at least 380 foreignborn individuals were convicted in terror cases inside the United States and even right now the largest number of people are under investigation for exactly this than we have ever had in history of our country. Our country is a mess. We dont even know what to look for anymore, folks. Our country has to straighten out and we have to straighten out fast. The number is likely higher but the administration refuses to provide this information even to congress. As soon as i enter office i am going to ask the department of stat been brutalized by Hillary Clinton, brutalized. Homeland security and the department of justice to begin a comprehensive review of these cases in order to develop a list of regions and countries from which immigration must be suspended until proven and effective, setting mechanisms can be put in place. I call it extreme feting, extreme feting. I want extreme. Its going to be so tough and if somebody comes than thats fine but they are going to be extreme. If people dont like it, we have to have a country folks, got to have a country. Countries from which immigration will be suspended would include places like syria and libya. And we are going to stop the tens of thousands of people coming in from syria. We have no idea who they are, where they come from. There is no documentation. There is no paperwork. Its going to end badly folks. Its going to end very, very badly. For the price of resettling, one refugee and United States, 12 could be resettled in a safe zone in their home region which i agree with 100 . We have to build sanctions and we will get the money from the gulf states. We dont want to put up the money. We owe almost 20 trillion. Double since obama took office. Our national debt. We will get the money from gulf states and others. We will supervise it. We will build safe zones which is something that i think all of us want to see. Another reform involves new Screening Test for allout bookends that include, and this is so important especially to get the right people and we will get the right people, and ideological certification to make sure that those we are committing our country share our values and love our people. [applause] [chanting] we are very proud of our country. With all its going through we are very proud of our country. For instance in the last five years, we have admitted nearly 100,000 immigrants from iraq and afghanistan. The barbaric practice of honor killings against women are often or sometimes justified. Thats what they say. Thats what they say. They are justified and we are admitting them to our country. Respect for women and and minorities toward radical islam which our president refuses to say and many other topics as part of his feting procedure. By what results are graphic, or a fake. There often terrible consequences such as casey chadwicks tragic death in connecticut just last year. Despite the existence of a law that demands the secretary of state to stop issuing visas to these countries secretary Hillary Clinton ignored this law and refuse to use this powerful tool to bring nations into compliance and they would comply if we would act properly. In other words if we had leaders that knew what they were doing, which we dont. The result of her misconduct was the release of thousands and thousands of dangerous criminal aliens who should have been sent home to their countries and instead we have them all over the place. Probably a couple in this room as a matter of fact. But i hope not. According to a report from the boston globe, from the year 2008 through 2014, nearly 13,000 criminal aliens were released back into u. S. Communities because their home countries would not under any circumstances take them back. Hard to believe with the power we have to, hard to believe. We are like the big woolly that keeps getting beat up. Do you ever said that . The big oliva keeps getting beaten up. These 13,000 releases happened on Hillary Clintons watch. She had the power and the duty to stop it cold and she decided she would not do it. And arizona knows better than most exactly what im talking about. Those released include individuals accused of killings, sexual assaults and some of the most heinous crimes imaginable. The boston globe writes in the globe review of printer and 23 criminals released a new england from 2008 to 2012 is to 30 committed the offenses including rape, attempted murder and child molestation. We take them, we take them. Number eight, we will finally complete the biometric entry exit visa tracking system which we need desperately. For Years Congress has required biometric entry exit visa tracking tracking services but its never been completed. The politicians are all talk no action. Never happens, never happens. Hillary clinton all talk. Unfortunately when there is action its always the wrong decision. Did you ever notice . In my administration we will assure that the system is in place and i will tell you it will be on land, it will be on cd, it will be in the air. We will have a proper tracking system. [applause] approximately half of new Illegal Immigrants came on temporary visas and then never ever left. Why should they . Nobody is telling them to leave. Stay as long as you want, we will take care of you. Beyond violating our laws visa overstays, and they really are a big problem pose a substantial threat to national security. The 9 11 Commission Said this tracking system should be high priority and would have assisted Law Enforcement and intelligence officials in august and september of 2001 and conducting a search for two of the 9 11 hijackers that were in the United States on expired visas and you know what that would have meant the wooden data been wonderful, what that could have meant. Last year alone nearly half a million individuals overstayed the temporary visas. Removing visa overstays will be a top priority of my administration. [applause] if people around the world to leave they can just, on the temporary visa and never ever leave, the Obama Clinton policy, thats what it is, did we have a completely open border and we no longer have a country. We must send a message that visa expiration dates will be strongly enforced. Number nine, we will turn off the jobs and benefits. We will ensure that everify is used to the fullest extent possible under existing law and we will work with congress to strengthen and expand its use across the country. Immigration law doesnt exist for the purpose of keeping criminals out. It exists to protect all aspects of american life, the worksite, the welfare office, the Education System and everything else. That is why immigration limits are established in the first place great if we only enforce the laws against crime then we have an open border to the entire world. We will and force all of our immigration laws. [applause] and the same goes for government benefits. The center for Immigration Studies estimates that 62 of households headed by Illegal Immigrants use some form of cash or noncash welfare programs like food stamps or housing assistance. Tremendous costs. By the way to our country, tremendous costs. This directly violates the federal public charge law designed to protect the United States treasury. Those who abuse our welfare system will be priorities for immediate removal. [applause] number 10, we will reform Legal Immigration to serve the best interest of america and its workers, the forgotten people, workers. We are going to take care of our workers and by the way, and by the way we are going to make great trade deals and renegotiate trade deals. We are going to bring our jobs back home. We are going to bring our jobs back home. We have the most incompetent trade deals ever negotiated probably in the history of the world and that starts with nafta. Now they want to go tpp, one of the great disasters. We are going to bring our jobs back home and if Companies Want to leave arizona and if they want to leave other states there is going to be a lot of trouble for them. Its not going to be so easy. There will be a consequence, remember that. There will be consequences. There not going to be leaving, go to another country make the products sell it to the United States and all we end up is with no taxes and total unemployment periods not going to happen. Therell be consequences. [applause] we have admitted 59 Million Immigrants to the United States between 1965 and 2015. Many of these arrivals have greatly enriched our country but we now have an application to them and to their children to control future immigration as we are following, if you think, previous immigration waves. We have had some big waves and tremendously positive things have happened, incredible things have happened. We want to ensure that it works, assimilation and important word. Integration and upward mobility. [applause] within just a few years immigration as a share of National Population is set to break all historical records. The time has, for new Immigration Commission to develop a new set of reforms to our Legal Immigration system in order to achieve the following goals, to keep immigration levels measured by population share within historical norms. To select immigrants based on their likelihood of success in u. S. Society and their ability to be financially selfsufficient. [applause] we take anybody, come on in anybody, just come on in. Not anymore. You know folks it is a twoway street. We need a system that serves their needs, not the needs of others. Remember under a trump administrations its called america first. Remember that. [applause] to choose immigrants based on merit, merit, skill and proficiency. Doesnt that sound nice . And to establish new immigration controls to boost wagesand to en controls to boost wages and to ensure that open jobs are offered to American Workers first and dad in particular, African American and latino workers who are being shut out in this process, so unfairly. [applause] and Hillary Clinton is going to do nothing for the africanamerican worker, the latino worker. Shes going to do nothing. Give me a vote she says for november 8 and then she will say, so long, see you in four years. Thats what it is. She is going to do nothing. She has been there for 45 years and she has done nothing. And i say what do you have to lose . Watch how good we are going to do together. You watch. [applause] we want people to come into our country but they have to come into our country legally and properly vetted and in a manner that serves the National Interest. [applause] we have been living under outdated immigration rules from decades ago. They are decades and decades old. To avoid this happening in the future i believe we should sunset our visa law so congress periodically revise and revisit reports to bring them uptodate. They are ancient. We want to put our entire federal budget on autopilot for decades so why should we do the same for the very complex subject of immigration . [applause] so lets now talk about the big picture. These 10 steps if rigorously followed and enforced will accomplish more in a matter of months than our politicians have accomplished on this issue in the last 50 years. Its going to happen, folks. [applause] because i am probably not a politician, because im not beholden to every any special interest. I have spent a lot of money on my campaign, i will tell you. I write those checks. Nobody owns trump. I will get this done for you and for your family. We will do it right. You will be proud of our country again. We will do it right very. [applause] we will accomplish all of the steps outlined above and when we do peace and lnd prosperity will prevail. Crime will go down, border crossings will plummet, gangs will disappear and the gangs are all over the place. And welfare use will decrease. We will have a peace dividend to spend on rebuilding america beginning with our american inner cities. We are going to rebuild them, once and for all. [applause] for those here illegally today who are seeking legal status they will have one route and one route only. To return home and apply for reentry like everybody else under the rules of the new Legal Immigration system that i have outlined above. [applause] those who have left to seek entry. Those who have left to seek entry under this new system, and it will be an efficient system will not be awarded surplus visas but will have to apply for entry under the immigration sword limits that will be established in the future. We will break the cycle of amnesty and ilLegal Immigration. We will break the cycle. [applause] there will be no amnesty. Our message to the world will be this. You to the world will be this. You cannot obtain legal status or become a citizen of the United States by illegally entering our country. This declaration alone will help stop the crisis of illegal processors and illegal overstates. People will know you cant just smuggling, hunker down and wait to be legalized. Its not going to work that way. Those days are over. Importantly, in several years when we have accomplished all of our enforcement and deportation goals and truly ended ilLegal Immigration for good, including the construction of a great wall which we will have built in record time and at a reasonable cost she would never hear from the government and the establishment of our new lawful immigration system, then and only then will we be in a position to consider the appropriate disposition of those individuals who remain. That discussion can take place only in an atmosphere in which ilLegal Immigration is a memory of the past, no longer with us, allowing us to waive the different options available based on the new circumstances at the time. [applause] right now however, we are in the middle of a job isis, a border crisis and a terrorism crisis like never before. All energies of the federal government and the legislative process must now be focused on immigration security. That is the only conversation we should be having at this time. Immigration security, cut cut it off. Whether its dangerous material being smuggled across the border, terrorist entering on visas or americans losing their jobs to foreign workers, these are the problems we must begin fixing and the media must begin demanding to hear Hillary Clintons answer on how her policies will affect americans and their securities. [applause] these are matters of life and death for our country and its people and we deserve answers from Hillary Clinton, and you notice, she doesnt answer. She didnt go to louisiana, she didnt go to mexico, she was invited. She doesnt have the strength or the stamina to make America Great again, believe me. What we do know, despite the lack of media curiosity is that Hillary Clinton promises a radical amnesty combined with a radical reduction in immigration enforcement. Just ask the Border Patrol about Hillary Clinton. You wont like what you here. The result will be millions more Illegal Immigrants and more violent horrible crimes and total chaos and lawlessness. He started off, his number one point saying that the wall would happen on the southern border. It would be a great wall and he emphasized mexico would pay for the wall 100 . He did add, with a a little humor, they may not know it yet. We have reaction to his immigration plan, dr. Ben carson along with our entire team, doctor carson, your thoughts must mark some said he might soften his tone. It didnt seem to sound that way from what we heard tonight. I think he had the perfect tone tonight. It was compassionate but it was also tough and it made sense, common sense. It makes sense to republicans and democrats alike because he is putting america first. Thats something that hasnt been done for a long time. Yes he talked about the wall, but how many president ial candidates over multiple decades have talked about securing the border and have never done it. I think people can tell from listening him that he really is planning on doing this. Then the things that make absolutely no sense whatsoever, the sanctuary cities, the releasing of criminals into the midst of people where they can have it, this makes absolutely no sense and people can identify with that and doing the things that will bring our jobs back, i thought it was a spectacular speech, speech, one of the best hes ever given. You did emphasize that we need to end, catch and release, we need to have a zero tolerance for anyone who is a criminal that also is an illegal alien. One of the great zones in all of this is what you do with the 11 Million People who are already here, many of whom have no criminal association and there was an expectation that maybe he would go a little easier on them. He didnt necessarily convey that. He didnt really telegraph that. Instead he emphasized going after the criminals. By doing so, do you think he effectively was saying look, we will prioritize this in terms of going after the bad guys first and will deal with those that are here illegally, but not committing any crimes later. We will have very different situations if we secure the border, not have this influx of people coming in, not having all the drug traffic coming over here and the terrorists coming over here. We enforce the laws, the everify laws that these are laws, all the laws dealing with people so that theyre not incentivize to come here if theyre doing it illegally and hes throwing out a carrot by saying if youre here illegally but youve been a good citizen and you been here for a long period of time, we still will allow you to become an american citizen but you have to go through the same process as anybody else who wants to become an american citizen. You dont get anything special. I didnt hear that point as specifically as you did doctor carson. Is that something that we are inferring between the lines here . Would he actually offer a path to amnesty for people who are already here . Its not amnesty. It saying if you want to become an american citizen, no matter where you are, you have to go through the same process that anybody else would have to go through to become an american citizen. Katrina, weve we been saying, in some ways he must have really satisfied his base tonight, people who were worried perhaps he wasnt going to be as tough on immigration as he initially was. Well i think he proved that his tone and position has not changed on immigration and i think what he did tonight was extremely president ial coming off the meeting that he had today in mexico and really wanted to reassure everyone that he will stand true. The reason why, the people who are standing behind him, mr. Trump made a made a very good point, Hillary Clinton does not get out there with the actual people. Mr. Trump has been on the trail over a year meeting with and talking with average people, boaters and those people who lost their children, there was no way mr. Trump was going to go back on his immigration problem. It was a powerful moment when he ended with those families and you heard those mothers and fathers get up and talk about the loss of the child due to an illegal immigrant, in many times an illegal immigrant who has come back into this country or who was originally able to walk away scott free. Back to this important need to bring in independence, to bring in republicans that sometimes get a little worried by some of the rhetoric they hear, do you think he also, as doctor carson suggests that he was also trying to say look, were not point to go after the everyday hardworking immigrants that are already in this country and just trying to earn an honest living. Absolutely. It was the media that originally started talking about the deportation and kicking down doors and dragging people out. Its your trump had no intention of doing that. Thats why he laid out this tenpoint plan for immigration. He wanted to let everyone know what this priority would be on this topic and this is immigration security. This is not just about people entering our country illegally. This is about weapons and drugs and gangs. We have very serious issues on the southern border. Does this make it more challenging for him to do that tomorrow . I think he dominated this week. He had a great meeting today in mexico. He restated his position which has been his position all along. He will build a wall and i think to a certain extent, he expressed himself in a strong leadership way. Was this the reaching out to independent, no it wasnt and at the end of the day he will get them by Economic Issues or other issues. This was the last time he should talk about immigration. He stated his position clearly and whatever position hillary takes will be far to the left. Now he needs to focus on the economy. How do you think Hillary Clinton will react to this . I think she will talk about a lot of what he brought up in his tenpoint plan are already a lot of policy thats existing are ready. Hes going to say that trump wants 5000 extra Border Patrol there but they would put 20000. She will talk about all those things and talk about him being waffling a bit around the amnesty issue. We didnt hear it that way like ben carson described that there will be amnesty. There wont be amnesty. Possibly a path to citizenship. He doesnt want to alienate himself but he also doesnt want to lose the faith. They are not point to abandon him. You have to moderate if you want to win the general election. He talked about the importance of putting americans first. This is a big team to his campaign. This is something you have been pushing with the immigration issue. Why do you see this as so detrimental to americans but. Its a sign of how is our the debate is whether saying the interest of American Workers should come first is controversial and notable. It should becommon sense. He shouldve given this more in a think tank setting but the policy as immigration was completely unassailable. He backed off mass deportation which was unsustainable but he kicked off the issue of amnesty for Illegal Immigrants until we have a workable immigration system. President obama has gutted interior enforcement and if you look at the policy in his speech, President Trump sorry. There i go. [laughter] from an economic perspective, is this what needs to happen right now . Also ensuring that americans are going to be able to get some of these jobs that are going to low skilled workers . Lets make no two ways about this, this is one of the toughest speeches on immigration that ive ever heard in 30 years. He laid down the gauntlet and hillary will look a little weak on this stuff. It really challenges her to come up with any kind of proposal that isnt what weve been doing now for the past 25 years. In terms of the Economic Impact id go back to what i said, you, you cant do anything very constructive with immigration policy until you do what donald trump is saying. We have to secure the border. Alright i just have a few seconds left. I think the first thing he said was detrimental to hillary, he said im going to tell you the truth. I think that hurts hillary because he has a lot more credibility than her. Secondly he talked about the western hemisphere and he talked about people who share our values and love america and can assimilate. That says to me that he wants immigrants. I dont think hispanics are opposed to border security. I think they wanted to hear about some compassion. He said his piece on immigration. As far as your concerns he needs to turn back to the economy tomorrow. Absolutely. Okay, the economy it is. Were all over the economy on foxbusiness.
