Targeting Islamic State Headquarters Training camps and combat vehicles. Strikes against the Khorasan Group was carried by the us alone. But five arab nations did participate in the third phase of the operation which began after midnight. It focus odd Islamic State targets near the border with iraq. That rollings gave president obama gave him some cover for opening a new front for the islamic take the. And the president he made sure to highlight the arab partners in his remarks today. I also made sure that america would act as coalition. Thats exactly what we have done. We are joined in this action by our friends and partners. Saudi arabia, the united emrates, jordan, bahrain, and qatar. The strength of this makes it clear to the world that this is not americas fight alone. And when asked about the length of the campaign. Pentagon officials quarnd it could go on for years. Could this take years . I would think of it in terms of years. I can tell you that last night strikes were only the beginning. Were taking all of that up here tonight with several experts of the region. Former Us Ambassador to syria in the Bush Administration. Theyd or. Chairman of the house foreman committee. Fox news and retired general robert. But first there are still major questions about just how committed governments in the region are to helping the us and iraq. President obama is devoting most of his week to trying to build International Support at the United Nations and fox news chief correspondent is in new york tonight with the president and this report. On the sidelines of the United Nations meetings president obama still has plenty of work to do forming a longterm coalition to defeat isis. Though today he was quick to count the early success as he huddled in new york with is some of those key allies. Its a wonderful opportunity for me to welcome these leaders. Friends, partners from the region. And to say thank you to all of them. Even the president s critics acknowledged that after missed messages and fits and starts on strategy, bringing along five sunni arab nations was a pivotal step in the battle against sunni terrorists. Its the fact this now has an arab face. The fact that they put this together i just is most important take away. Except one of the five allies that provided air support and not actual strikes qatar has its own dangerous ties to terrorist just as notable is whos in is who is partially in can the sidelines. Not a single nato allies has joingd. France says they didly only help with air trikes. Egypt is a major recipient of us aid yet its holding back on military support. Syria has not been helpful perhaps because of its own connection to extremists while the United Kingdom Prime Minister David Cameron has provided other support one of his predators is expecting more. I think britain will be there with the u. S. Look, this is a big problem for us. Weve got to help shoulder the responsibility. An interview with the wall street journal. Egyptian behind the why he and other allies maybe holding back a fear mr. Obama is not in the fight for the long hall. He praised the president for expanding the fight against isis, but he said there are many more extremist in the region and cautioned the administration of washing the its hand of the midis down the road adding we cant just limit it to scmectdz destroying the Islamic State. One of the other extremists is the Khorasan Group. And the president used a threat from them as a justification for the air strikes. Last night we took strikes do plotting by seasoned alqaeda operatives in syria who were known as Khorasan Group. A far cry from the president s claims of the remnants of alqaeda being the . V squad and what top officials were saying earlier this month as they downplayed the threat. At present we have no credible information that isil is planning to attack the homeland of the United States. A busy day for the president tomorrow. Hell deliver an address to the un general assemble and will cheer a meeting on the important topic of foreign fighters. Though late today he did have to time to squeeze in a fundraiser for Senate Democrats here in new york. Thank you very much. Well, some other noteworthy reactions to strikes in syria. The president lashed at the campaign. Hes saying there was no legal basis for the strikes without un authorization or an invitation from the syrian government. The syrian president about a shar al assad says he supports any International Effort against terrorism. Apparently backing the strikes that could aid his efforts to stay in power. The president of turkey, our nato alley today opened the door to giving military or logistically support to us and syria although so far turkey has respected a military role in the effort. And israels military said today it shot down a syrian fighter jet after the aircraft strayed a mile into air spice over the golan heights. Israel said it would not get involved in fighting the fight in syria unless the violence reaches its country. And turning to the second target in last nights strikes in syria, a group called the khorasan made up of from people from iraq and pakistan. Its called the execution phase of an attack on either us soil or in europe. Now, fox news is confirming today from Us Intelligence sources that the edition is to strike this group was made last week after details of their pending attack became clear. Fox news chief intelligence correspondent katherine has our report. In terms of the correspond glon group which i say network of seasoned veterans these strikes were undertaken to take immanent plot on us targets. Fox news a half dozen operatives all associated with the leadership relocated to syria with intent new plots targeting aircraft bound for the us and europe. Among them a top strategist and finance chief who was osama bin ladens third cousin. Hes also involved in strategic planning. This is a very senior praifort. Someone who was groomed in this position. He ran alqaedas network in iran before moving into syria before the spring of 2013. Hes in charge of planning operations. He was specifically sent to syria to execute these operations. They heart of the demands. The bomb maker who trained apprentices to build bombs do 2009 underwear and printer bombs that used none metallic explosives. An Intelligence Group says theyve experimented with other devices which lead to new screening did he airports for cell phones and laptops. Theyre grooming western passport horldz to flights bound to us and europe. Asked whether the threat was diminished, they were noncommitmental. Give us some time before we being answer that. Us intelligence official has confirmed that Khorasan Group has gone operational. There was no immediate threat we were told because no specific airline or route had been identified president decision to darting the Khorasan Group happened within the last week and the intelligence officials said it was bassed in part an updated Location Information for the groups Senior Leadership. Tom. Katherine does that mean the threat is over simply because we attacked them. No. The threat is not over. This ongoing plotting from the Khorasan Group has led to a security changes at the airports really beginning in january of this year and then in july with the increased focus on the cell phones and the laptop computers. If they had successfully taken out the Senior Leadership they can be be replaced because the key component here, tom, are these apprentices. The people who know how to handle the explosives. That is the reason they have been sent is to syria and the connections go back and this is important, to the alqaeda Senior Leadership in pakistan. This is very much an operation of the old guard, tom. Another threat. Thank you very much. Well, a new york judge today extension osama bin ladens soninlaw life in prison for trying to kill americans and providing information to terrorist. The judge said that he worked as analogy spokesman was fully committed to the agenda showed in remorse and even threatened the us again once again in a sentence hearing in a manhattan court. But the fighting most are the assad regime. Lebanons hezbollah and iran. Joining us. Is the former ambassador to syria the george Bush Administration. Before that he was serving with bill clinton. Currently he is a ceo of training services. Mr. Ambassador, let me start off the with question talked about four of the five arab he understood. But qatar did not drop any order in a place and he was concerned about the fact that qatar may be financing isil, isis, whats your take on the fact that qatar was not quite the full player in the air strikes last night. Well, we know that qatar has been on the outs to some extent with the other allies, saudi arabia, the United Arab Emirates and bahrain precisely because it has supported groups like the Muslim Brotherhood and other islamic groups. However, i dont see any points that isil has received aid from qatar, and i think qatar knows that would be a huge mistake foosm. So i think we should withhold judgment on that. All right. So they might get involved mosh. How about turkey, nato alley. They justed what was it 49 prisoners that were captured by the Islamic State. Just released unharmed and we know how they have been so brutal with prison or his. With the turks, they let them go. They said we just cant talk about it. Its all very secret. What do you know about that . Well, i dont know more than what others have read in the press, but more than certainly there have been some exchanges involved including possibly people released from detention in turkey who can rejoin isil, but the fact of the matter is turkey has been a disappointment all along. They havent controlled their border. A lot of the reasons we see isil as strong as it is because a lot of people have been able to get through the border. The turks have taken a lot of refugees, but the other day they were feeling overwhelmed by kurds trying to escape isis and syria. And they closed the border to them. They also have been very afraid of a group that has sought kurdish partisanship. Theyre, of course, right across from each other. At the same time theres the issue of using air basis in turkey for us to launch our military and the last i heard that was still off table. Yeah, the air base was used, of course, by the us air force and used in our operations against sad damn hussein in the past. But now its not clear if turkey is willing to make those facilities available again. So i think the turks are under a lot of pressure to cooperate more, but hes a very stubborn man, their new president , foremanly the Prime Minister and thats undeniable. The groups we need a scorecard to keep track of who is involved in this, but the Syrian Rebels who are not isis, but not assad groups theyre very concerned that were going after isis in syria that they think will benefit assad fighting them. Yeah, theres mixed opinion among the opposition, but the socalled syrian army is very much a fractured group, and as you indicate one group called has amcame out and said theyre against the us and the Coalition Bombing isil because they need them in the fight against assad. And then, of course, you have the virtually alqaeda, the people that we had up north, the Khorasan Group is part of the front which is affiliated with alqaeda and pakistan and afghanistan. So youve got really, really strange bedfellows, and, yes, its true that i said, as you indicated in the opening, partly tongue and cheek, but partly true that the coalition of the willing on the ground of hezbollah, the syrian army and iranian train groups. It is a strange bedfellow. Very briefly you mentioned the Khorasan Group. Theyre supposed to be fairly small, but the fact that we bombed last night and the immanent that he can they were going to do on some us soil. How do you assess their danger . Well, again its all very secret i have, but clearly we got intelligence somewhere. Im quite impressed that us the us or some of the its allies were able to penetrate the group fecialt and get that kind of of intelligence. And im glad that weve hit them and i hope well stay on them. But, again, it points out the dangers of getting too closely aligned with these opposition groups in syria. Well, said. Thank you very much for joining us. Thank you. Well, its like time for a look of online poll reports. Is there any reason to prolong the war on terror terror without using all our resources. Check it out, 91 percent said no. Pretty overwhelming. The other issue on obamas agenda is Climate Change. In new york he attended a meeting on Climate Change. He wants them to take more aggressive steps on the matter. We will do our party part and well help developing nations do theirs. But we can only succeed in combating Climate Change if we are joined in this effort by every nation. Developed and developing alike. Nobody gets a pass. World leaders there pledged to spend billions of dollars to take better care of the planet although none of the pledges were binding and china argued for it and other countries do release more heat trapping pollution. After the president attended that he attended a Initiative Conference where he said he will, quote, never apologize for protecting the safety of the american people. And the after landing in new york, and exiting his manner helicopter, the commanderinchief excluded marines with a styrofoam cup in his hand which offended some veterans. Up next, president obama receiving bipartisan support for his decision for air strikes over syria except for a a few you unhappy democrats. You unhappy democrats. Well, coming here in moments, the president remains committed to his no boots on the ground strategy, but how long will that last now that hes expanded air strikes in syria. Retired army general is here. American victims of the terrorist against a major financier and the corporate is based in a country thats part of the president s antiIslamic State coalition. In the beginning of the journalist cheryl will join us. But despite last weeks bipartisan vote to arm syrians to fight the terrorist organization some prominent democrats are calling for another vote to authorize air strikes in syria. Senators are urging them to bring members back to debate on the topic. Joining me now chairman of the committee. Congressman, thanks for joining us. Are we going to see john boehner or somebody call back in the house of representatives . Im not sure, tom. But it has taken us seven months now to even get to the point where were attacking isis from the air. And for those of us who have watched this unfold and watch this relatively small terrorist organization gain more ground and more time than any other terrorist organization in history and watch the failure of response, for us to hit them from the air as they were going town by town across iraq, it is frankly amazing to me that we have had such a little effort so late in the game. 176 air strikes up until yesterday. We had 118,000 when could you wait was invaded that destroyed 47 divisions. So for those that have watched this and called hearings and called for a response were just disappointed that it is so little too late. And i think the focus Going Forward has to be getting a robust response and finally arming the kurds who as of today still dont have the types of heavy weapons they need, antimissile, you know antitank missiles, artillery, long range more tars. And they are our friends. And were supposed to be supporting them. But go back congressman. In all due respect, the president didnt want to do anything. Right. The. The public was they kept saying were war weary we dont want to get involved. Its a civil war. Its none of our business. Until the beheadings came along. And i presume if youre like most of us youve never seen a public shift so quickly on this topic. But, tom, if youre in leadership, your responsibility is not to let something get to the point where youve got a terrorist organization overrunning two countries where you dont you dont have them grabbing the central bank out of the second largest city in iraq mosul, and taking half a billion dollars. The point is that we had an opportunity to use drones in the same way that we use drones in afghanistan or yesmen to hit these targets on the ground. And theyre inviting targets. I mean, youve got a situation where youve got isis, you know, in these trucks moving across the desert. Their black flag is flying. Theyre very visible. Theyre a very easy target to hit. And that was not done. That was not done for seven months even though the Baghdad Embassy asked for it. I know. So now the question some of your democratic colleagues and its not just democrats, but it appears that youve got a slit in the democratic and Republican Party about pro and con on this particular topic. So will there be an opportunity to vote or will it come especially before the election. And if not, i mean, every member of the house is up for election. I would presume that when theyre out campaigning, people are going to be asking these kinds of questions. Tom, there may be a vote. At this point the president asserts his authority under the interpretation that we had voted in the past to allow the commanderinchief to go after alqaeda or any of its affiliates. This is clearly analogy affiliate. I think our focus right now is on this new organization and alqaeda organization that was hit last night, which was in the act of planning an attack on the United States. We know theyre working with the key bomb maker who three times now has tried to bomb the us principally through air flights like the christmas air bomber if you recall that 2009 attempted attack. So last night, last night, that particular facility where those bombs were made was attacked. In addition, their command and control, their headquarters was attacked, and their Training Center was attacked. Were in a situation right now with an organization that has gained so much ground that theyre getting recruits from all over the world who will have passports to return to the u. S. Europe. It behooves us to not get a strategy. If were going to talk about a strategy that will get us victory, then its well worth it. But in the meantime what those on the Foreign Affairs are doing, is pushing our allies especially in the gulf states, especially in nato to be involved in this effort because what we want to say is something effective in expressing alqaeda. We dont want to wait until the attack comes on our homeland again. Thats what people are concerned about. Congressman, thank you so much for joining us. I appreciate it. Well, some Northern California residents are on alert tonight. A huge wildfire it continues to grow. Officials say almost 2,000 firefighters were added to battle the socalled king fire which began a week and a half ago. Its threatening thousands of home. Tom well, our next guest says histoy suggests there will be strategic consequences from seeking to blunt the Islamic State advance through air power alone and the effectiveness of pinpoint strikes will diminish quickly. Im joined by robert scales, fox news military analyst. General, youve got to give me a little less soften here on airstrikes, because ive always heard from you and others that you need a forward observer, you need somebody underground, you need somebody to say these are the coordinates where youre going to attack. And so if we dont have boots on the ground, whos up there telling them where to attack last night . Thats a great question. Now, if we were attacking a large mechanized force, tom, this sort of campaign would be workable, but were dealing with an Insurgent Force here that could, that doesnt rely on material to be effective. They can, they can hide among the people, they can dig in, camouflage themselves, go to ground, scatter around the terrain or hide in urban areas. And so what happens, i think history shows us, tom, is that over time the killing effects of aerial firepower diminish, and youre left with two choices. Number one is you can increase the intensity of these airstrikes and risk harming innocent civilians, or you can put folks on the ground to make these strikes, first of all, more precise and, secondly, the take out the middle management of an Insurgent Group much as we did in afghanistan in 2001 and we did in iraq in 2006 and 2007, 2008. But in order to do that, youve got to have somebody close to the enemy who can take out that command layer and cause this house of cards to collapse in on itself. Tom well, there was a state Department Spokeswoman that said, no, no, no, no, no, we did not notify syria in advance through military language. I forget, she used the military, no military message. Right. Tom but local reporters are reporting that the isis commanders had time to move their people and their equipment before the airstrikes. Absolutely. I mean, you talk about telegraphing your punches, i mean, this warning of an impending air attack on isis in syria goes back weeks, not days. And you didnt have to tell the syrian leadership that this was coming, because the isis is an adaptive, thinking organization thats able to make their own decisions and react to these impending airstrikes. So, unfortunately, what we wound up doing last night is hitting a bunch of empty buildings, killing a few, but we didnt kill the decision makers, we didnt kill the leadership. We didnt kill the financiers, the maintenance people, the intelligence gatherers, the middlelevel commanders. Those are the people you have to attack. Can you do it with air power . To some degree, but eventually were going to have to use special operating forces, tier i forces to go in on the ground and kill these people in the way guerrillas have always been killed, and thats face to face. Tom well, there was a question about how effective the isis commanders are, and everybodys giving them great marks because of the fact they were former boothist leaders right. In saddam husseins army. But if i recall, we rolled over that army in a couple of weekends, so are they really that great . Ah, be careful now. Lets go back and look at 2006 and 2007. The iraqi army, when it fights as a large organization, fought stupid. When they started to fight as an Insurgent Group, they fought smart. So just compare and contrast the march to baghdad in 2003 with the terrible troubles we had against sunni insurgents in 2006 and 2007. You remember those horrible days of our soldiers dying from ieds and ambushes. Okay, those folks that were rank and file in 2006 and 2007 are now the leaders of isis. Theyre the Sunni Baathist officers who are, who have been combathardened and bloodied, and the stupid ones are all dead, and the smart ones are now in isis. Tom well, and as im sure you taught at the war college, never, ever, ever underestimate the enemy. And remember always, tom, the enemy has a vote. Tom thank you, general robert scales. A federal jury finding arab bank, jordans largest bank, liable for supporting hamas terrorist attacks in the middle east which left hundreds of american dead or wounded. The verdict comes as jordan joined the u. S. And other arab countries in expanded airstrikes against Islamic State terrorists in syria. Joining me now, fivetime Emmy Awardwinning investigator Cheryl Atkinson author of the upcoming book, stonewalled. Its a long title, but i can hardly wait until your book comes out, cheryl. Thank you. Tom lets start with this bank. What happened here . What did the jury decide . This is ten years in the making but more than 300 u. S. Nationals who are visiting as tourists in israel during the second palestinian intifada or holy war and were injured in bombing terrorist attacks sued arab bank, a major bank that they claim knowingly did business terrorist actors and terroristlinked charities. Charities, a network of charities that operated in the middle east that raise money that actually ends up going to suicide bombers and their families. The bank has said it had no way to know these were bad actors, it did everything it could to insure it was not doing business terrorists, but the jury sided with the plaintiffs who argued there was ample evidence that payoffs were going, the bank should have known payoffs were going to suicide bombers families and other terror is. Tom what kind of damage will be down to the bank . Is there an award yet, or is that still to be determined . Thats still to be determined. I believe damages are doubled or tripled in this circumstance, and the impact globally could be pretty devastating on some levels. Banks, im told by analysts who are familiar with the network, banks in those difficult regions already have a hard time operating there. But if the burden is put on them to know even more about their customers and do more research that be they already have to do than they already have to do as may be the implication, the worry is some banks are simply cease to do his in these troublessed regions, thereby depriving people this those areas of financial services. Thats the concern, im told, on behalf of the u. S. Government which chose not to pursue similar actions against banks that these private plaintiffs did. Tom and thats the puzzling part of this story is that after 9 11 the Bush Administration went to the treasury department, said lets go after these banks, especially regarding these socalled charities. I thought they were scrubbing that pretty well. But this is a case that wasnt on the Bush Administration radar . I think that they were aware of it and they were taking sort of a handsoff approach. Likewise, when the Obama Administration came into office and the case basically transferred from one administration to the next, both chose to stay hands off. Both administrations have chosen not to use u. S. Antiterrorism laws to do similar actions under the guise of the u. S. Government. So the plaintiffs did this private action that, basically, accomplished the same purpose. Im told that the relationships are very complex, the diplomacy that must be done in the middle east is difficult, and there is constant tension between the idea of cracking down on the banks, but the worry that cracking down on the banks in those countries too hard could be, could have other consequences that are serious. Tom you saw the list of the nations that were involved in the airstrikes last night, and jordan very prominent in there, and the king of jordan is supposedly our good friend. Indeed. Again, i think the relationships are very complex, and i guess its good from the United States standpoint that jordan did join in on those attacks despite fact that there was this major verdict. This was a land mark case thats never been done before, a successful attempt to use a strategy of going after the banks to hit terrorists financially rather than going just directly after the terror is. So terrorists. So this is a land mark, a very big case. Tom interesting. Cheryl at kipson, thank you so much for the story. Very interesting. Thanks. Tom up next, the president authorizing airstrikes in syria just weeks before midterm elections. Former bush adviser Brad Blakeman and dr. Jason johnson on the ramifications for democrats and republicans at the polls here next. Finish tom well, now the quotation of the evening from the first president of the United States, George Washington to be prepared for war is one of the most effective means of preserving peace. Well said, george. Joining me now, the ateam. Former member of president george w. Bushs senior staff, Brad Blakeman, and jason johnson, Political Science professor at Hiram College and politics editor for the source magazine. And lets start, brad, midterms. What are they, six weeks away . Something like that . Its getting close enough where im not even counting yet, but a lot of people talking not on the air about the fact that could the timing of all this action in the middle east be politically motivated . Your response. Well, im going to give the president the benefit of the doubt in saying that hes acting in americas best interest. Peter king, congressman from new york, on the Homeland Security Committee Said it best, and hes been at the odds with the president both in tactic and timing. He said the president gave the order, our men and women are in harms way, were giving the president the time to accomplish the mission that he said he was going to accomplish, eradicating isis and those who seek to do america harm. Lets give the president the time to accomplish that mission, lets make this nonpolitical in the six weeks that go to a national election, midterm election. Lets hope that politics does not play a role and let others determine the results of our elections. Tom and, jason, i mean, thats the part about this i mentioned earlier in the program, the fact that theres a lot of republicans and democrats that are for this, a lot of republicans and democrats against it, so it doesnt seem to be the typical political fight. However, the wag the dog story is still floating around. Whats your reaction . Look, tom, ive got to be honest with you, i havent seen a split like this in congress in a long time. The congressional black caucus, which is usually in lockstep with barack obama, was split 2317 when it came to this vote. So this is not something that automatically puts the president in a good position. Do i think the timing is convenient for the midterm elections . It depends on which senators youre talking to. This may help kay hagan whos in a very, very tight race, but is it going to do anything for mark pryor in arkansas . I dont think so. I think this really was about National Security because we cant determine whether it helps anybody in their midterm races. Tom well, but doesnt a war help a president . Brad . I mean, they come up, they look president ial. This is true. But the president s not on the ballot in his own name. Tom right. Yes, the president is going to have an effect on this election. Most midterm elections they do, but having said that, this president , i hope, is acting in the best interests of the american people. But a lot can happen in six weeks. Theres no definitive way that we can determine how this is going to play out two, three weeks from now. So if it was political and anytime you do a political move, you better anticipate what the result is going to be. We dont know. Tom and wars never seem to go by the script. Absolutely. Exactly. Tom jason, so this business about the arab partners, i have to admit when i first heard about this, i thought theyre not giving us the names. Then they gave us the names, but theyre not saying exactly what theyre doing, if theyre just cheerleaders on the sideline. And then they said, no, no, they were flying real fighter jets out there. Does this give the president a lot of political cover . I mean, this is an impressive move. I mean, because usually our coalitions of the willing are willing all the way until theres boots on the ground. Weve actually got countries like jordan and saudi arabia that are actually putting their soldiers in harms way with us, i think thats a reflection of two things. Not just impressive politics on part of president barack obama, but also a demonstration of how dangerous isis really is. Usually most of the middle east allies are willing to sit back and let this happen, but if theyre willing to join the u. S. In fighting isis, this was a real threat, and i think it legitimizes what the president s been trying to do. Tom we talked earlier with ed royce, but this business about congress coming back to vote on this, going to happen or not . No. Theyve pretty much given the president a waiver to do that which he said he needs to do, and theyre not going to take a position because why . Now, thats political. They know that its too close to the election. Let me say this about the arab countries, the arab countries that joined us, im not going to give us all kinds of accolades. They should have been there in the beginning on the front lines, and if they were doing their job to police their own neighborhood, we wouldnt have to take the action were taking. Tom well they spend billions and billions of dollars on military, yet they dont use it for their own defense. Tom well, thats what egypt, especially, the money we pour over to egypt, and egypt says, well, well sit back and wait a little mitt. What do you think we sent you the money for . Jason, somewhere every general says somebodys boots need to be on the ground. I think thats going to be the real test for these arab nations. Well, yeah. If somebodys boots are going to be on the ground, ask im going to say this, when are we going to be honest about what it takes to fight terrorism . This isnt some thing thats going to be over in six weeks or eighteen months. It seems like were playing whackamole. Every time we do something with alqaeda, then isis pops up, then alqaeda comes back. Weve got to be committed to really securing afghanistan, truly securing iraq, and thats going to require boots on the ground. These are sort of, you know, shell games we have going on. The United States needs to get honest about what its going to tom ill take your comment about whackamole, seems very appropriate. Thank you both, gentlemen. Thank you very much. Thats it for tonight.
