Republicans are we need to tell you headed to at the top of the hour, the white house to meet with President Trump. President trump putting out an and i guess he could call it a lastminute or emergency invitation to all Senate Democrats, republicans, rather. Saying come on up to the white house. We need to get this going. We need to figure out how to get all parties together. When i say all parties, i mean, all democrats who are in different faxes to get them to a point where they will have the vote. Come back to me, and we can keep up the democrats for a moment. What we do want to say is they still do not have the votes right now for that senate bill to then move forward. The process to move forward. Let me just explain that as you might have heard or not, new york senator Chuck Schumer referring to the gop senate bill as trumpcare, you know, just as the republicans kept referring to the acas obamacare making sure that that president would own it. They slammed the bill, and schumer saying that the reason they dont have the vote is that americans dont like it. They find it fundamentally flawed, and he also brought up the fact that republican senators were having a lunch with billionaire casino magnet steve wynn instead of working on a bill that should be more helpful, Chuck Schumer said to the american working people. Schumer did lay out his plans. He said what we need to do is abandon the tax cuts for the wealthy. He also said said that it was very important as he put it quote abandon repeal and then they, the democrats, will come to the table, he said, to at least get this thing going and to start negotiating across the aisle. Let us go to Brendon Boyle right now. Hes a democratic congressman from pennsylvania. A lot going on here. Right away, representative. We need to hear from you what you make of this, what is next . Because you dont strike me as an obstructionist but like all democrats, you voted no on the house bill; correct . Correct. Yeah. Great to be back with you, liz, ive been here now my second term and for however short or long i may serve, i dont want to be obstructing things from happening. I would really encourage my republican colleagues and many friends on the other side of the aisle to get off this repeal and replace mantra, which is really only a Political Campaign slogan, which worked for them really well. But they should really get off it and recognize that the existing infrastructure of obamacare is here to stay. You have some 27, 28 Million People who have now have Health Insurance. Who didnt have it beforehand. Liz okay. But let me jump in here. You just heard senator mitch connell, of course the leader of the senate on the gop side say obamacare is unsustainable. Now, just emeses it doesnt mean its true. But hold on one second. Senator Chuck Schumer is speaking. Lets listen one more time. To stop from sabotaging the bill, and were going to move to do that quickly. If our republican colleagues want to see the system stabilize, they cant keep sabotaging it. The Insurance Industry itself says make permanent sharing, and you would stabilize the markets and reduce premiums. Those are some of the ideas we have. Were willing to listen to their ideas. But its not going to be a negotiation of how big of a tax cut should we give to the rich . How much should we cut medicaid . Theyve done an amazing thing. They changed medicaid into a very popular program. Their dramatic attempt to cut it has actually now made it far more popular with the American People where 60, 70 support medicaid. One of the few good things that has come out of their proposal. Well, democrats do the days after the recess . Well, were going to be working with first, we are so grateful of so many of the groups that normally didnt take such pointed positions to help us. Groups like aarp, groups like the american cancer society, groups like ama. These are not political and theyre very reluctant to take strong positions. But their bill was so bad that they fought it. Were going to tell them you have to keep it up. Complacence is not something we have to. We have to continue letting people how bad this is. And despite the fact that they have an amazing Message Machine and so many people in america still through some of their messaging devices think the russian russia didnt try to influence our elections on this issue, it has sunk through. When only 17 or 16 of americans support trumpcare, they are really getting the message. Were going to keep doing that. Well work with anyone on health care. The message to the president is were willing to work with you on a bipartisan way, but not if the bills core is tax cuts for the very wealthy and cuts in medicaid that hurt averageworking families. To make it better, absolutely. To simply cut nursing home care, opioid treatment, fighting cancer disease so you can give a tax cut to the rich, thats not what were all about. And we wont be able to negotiate if they keep that at the core of their health care bill. Huh . No. We dont believe we do not believe that the wealthy people in america need a tax break. We do not believe that people making over a Million Dollars need more help than a family that has a child with cancer or a 50yearold couple that has a mom in a nursing home. We dont believe that. I dont know why our republican colleagues do because its so far away from what america believes. Yeah, we hope to have the same kind of this weekend over i think every one of us had rallies and activities in our states, and were going to be doing that constantly from the time we go home to the time we come back. I think the activity of the american of the groups out there has been terrific, and i am so gratified that my caucus from joe manchin to Bernie Sanders was active in their states and throughout the country in showing how bad this proposal was. And i think it made a difference. [question off mic] it just says the republicans on this issue from day one, democrats have been united and on offense and republicans have been divided and on defense. Thats because, again, the core of their bill is so, so out of touch with what the average american, even the average republican wants. And dont forget one thing. This idea of negotiations, democrats negotiate with us, what was the first act that this senate did . On january 4th, the day after we were sworn in, they passed reconciliation and said we dont need democrats. Take a hike the first day back before anything even started. That was their game plan. Its not working. Thank you, everybody. Liz senator Chuck Schumer of new york and his fellow Senate Democrats walking away from the cameras after having said whether you believe him that democrats would like to work with republicans, but they must first abandon the republicans idea of repeal and replace. In it are two key issues that are holdovers from the American Health care act or obamacare. So why not go to the table now . Well, i can tell you i would be happy to work with any of my republican colleagues on a number of things, such as, for example, expanding competition that we have in the state exchanges. There are few states like alaska and minnesota that are experimenting with this insurance rate idea, which i would like to bring more natural at the federal level. Allegiance of the tax on the socalled cadillac plan. Im a cosponsor of a bipartisan bill to do that. But here is the root of the problem, though. From day one, liz, sincerely, no one in the Republican Leadership has wanted to in any way work with any democratic member liz i apologize for the interruption one more time. We now go to Sarah Huckabee sanders, of course, with the press team, and lets listen in because she may very well be thrown lots of questions on the health care act. We want to point out the markets are going back down to session lows. The agenda for that. Weve got a full schedule of events and actions from the president s cabinet. This morning, ivanka trump joined secretary tillerson at a state party event releasing the 2017 trafficking and persons report. As ivanka said this morning, Human Trafficking is a human rights issue that affects millions, and this report is an important tool for the administration to combat this tragic problem. The va on the largest transformation in modernization effort in history. And part of that will be developing a robust Robotics Program within the department. Yesterday, the interior department announced a record 464. 6 million allocation to help small communities further demonstrating the trump administrations commitment to all americans. In states like utah, which receive nearly 40 million and nevada, which received 26. 2 million, these investments are an important part of the federal governments role as land manager and neighbor to local communities, including many of those that play a big role in feeding and powering our nation. Many of these small communities in states like nevada are also being hit particularly hard as Health Care Insurance premiums rise and insurers flee obamacare exchanges. Its because of choices that have no choice but to help their families. Every day a new announcement is made that puts Health Insurance out of reach for thousands of americans, whether insurance insurers are hiking up rates or leaving markets entirely. Today, the Vice President is on the hill to attend the Senate Policy lunch and hold additional meeting, and hell be hosting senators at dinner tonight in his residence. Both the president and the Vice President are fully engaged with the senate and helping to create a consensus that will push this bill over the finish line. As sean said yesterday, the president talked extensively with several Top Republican members over the weekend including senator cruz, paul, and johnson. Spoke to senator mcconnell this morning, and hes invited all republican senators to the white house later this afternoon to continue these discussions. The president is optimistic that the republicans will live up to the promise that theyve been making to the people for seven years by repealing and replacing obamacare. I know you guys are probably a little bit tired since weve been here a while, so you want to skip on the questions . [laughter] i figured it was worth a shot. And with that, ill take your questions. Charlie. Recently Breitbart News challenged the accuracy of the cnn story afterwards they retracted, deleted, and the editors responsible were fired, as well as the network apologized for the story. The target of one of the targets of the story, the president went on twitter this morning and repeated that cnn was fake news. Why was there response not good enough for the president . I dont know that its that the response isnt good enough for the president. I think its the constant barrage of fake news directed at this president , probably, that has garnered a lot of his frustration. You point to that report. There are multiple other instances where that outlet that you referenced has been repeatedly wrong and had to point that out or be corrected. Theres a video circulating now, whether its accurate or not, i dont know. But i would encourage everybody in this room and frankly everybody across the country to take a look at it. I think if it is accurate, i think its a disgrace to all of media, to all of journalism. I think that we have gone to a place where if the media cant be trusted to report the news, then thats a dangerous place for america. And i think if that is the place certain outlets are going, particularly for the purpose of spiking ratings, and if thats coming directly from the top, i think thats even more scary. And certainly more disgraceful. And i hope that thats not the direction were headed. I hope that outlets that have continued to use either unnamed sources sometimes stories with no sources at all. Weve been going on this russia trump hoax for the better part of a year now with no evidence of anything. Things like the success at the va barely get covered. And then they get covered for an hour at a time. But this story gets covered day in, day out, and i think america is frankly looking for Something Better. Theyre looking for something more, and i think they deserve Something Better from our news media. The president actually expect us not to report on stories of foreign country trying to influence the president ial election . I dont think that its expected that youre not to report on again, actual news. If theres something there. But, again, i think that there are a lot of things happening in this world that frankly a lot of people would like to hear about, whether its job growth, whether its deregulation, whether its tax reform, health care. I think a lot of those things deserve a lot more coverage than they get. And all were saying is, you know, i think we should take a really good look at what were focused on, what were covering, and making sure its actually accurate, and its honest. If we make the slightest mistake, the slightest word is off, it is just an absolute tirade from a lot of people in this room. But news outlets get to go on day after day and cite unnamed sources, use stories without sources, you know, you mentioned the scaramucci story where they had to have reporters resign. Come on. Youre explaining everybody right here right now with those words. This administration has done that as well. Why in the name of heaven any one of us; right . A replaceable, if we dont get it right, the obvious has the opportunity to turn the channel or not read it. Youve been elected to serve for four years, at least theres no option other than that. Were here to ask you questions. Youre here to provide answers and what you just did is inflammatory to people all over the country who see once again the president is right and everybody else out here is fake media. And everybody in this room is only trying to do their job. I disagree completely, first of all. I think if anything has been inflamed, its the dishonesty that often takes place by the news media. And i think it is outrageous for you to accuse me of inflaming a story when i was simply trying to respond to the question. Kevin. Thank you, sarah. Rapid fire a bit of a long briefing here. Let me ask you this way. How would you describe the president s mood on health care . Concerned, still encouraged, and what did you make of the cbo score, if you have talked to him about that. And then secondly, i want to ask you about the warning to syria. Whats the message that the administration wants to conhave a. Not just the world community, but also the American People who see headlines like that . And they wonder if were heading into a major situation in that part of the world. Ill start with health care first. Obviously, were continuing to be optimistic. The president is committed, he said in all the members of the administration have said repeatedly to repealing and replacing obamacare. Working with the senate, working with the house, making sure we get the best bill for us. Its never been about the timeline but getting the best piece that helps americans. And thats what were continuing to do day in and day out. Thats the reason the president has asked members of the senate to come here today, and they can talk through that so that they can move the ball forward. In terms of the co score, as we said yesterday, the cbo is a Budget Office and as it does very well at times predicting things on budget whether its revenue or spending, i dont think it does a great job, and i think the administrations been clear and consistent that we dont always agree that it does a great job predicting coverage. I think we saw that given their history, they projected that obamacare, there would be 24 Million People that were part of that, there are only 11, and that numbers dropping every day. So i dont have a lot of confidence in that number on that part. But i do think some of the places where they do a good job, again, are on the budget and revenue side. And the cwo score that it would cut taxes by oppose billion dollars. I think those are good things, and i think when they focus on the budget side, i think thats probably a good thing. Whats your message to the International Community and also people who may be concerned when they read a headline like that thinking we may be hurdling toward a situation to that part of the world . I think the message from the statement yesterday was extremely clear. I dont think it was a gray area. Its pretty black and white. Can you explain because you went on the record this morning what the process was that led to that Statement Last night. Were members of the team at the state department taken back by that statement or fully involved . Can you give us an idea how the process internally worked to deliberate that state and then create the statement for public release. I can tell you that leadership from the state department, dod, dni, the cia, as well as members of the administration within this building were part of that process from the very beginning and fully aware. Can you give us a timeline from the very beginning . Was it yesterday im not going to walk through the detail process on the timeline how that was released for intelligence purposes. On health care, you think said you accept the cbo numbers on the budget side. Theyre a Budget Office, and i think on the initial numbers that we saw from that the cutting of the deficit, the cutting of the taxes, i think thats where historically theyve been more accurate. Its not like i decided that. But historically thats where theyve been the public looking at this, would this administration accept the revenue numbers that were published yesterday as generally speaking valid and were taken seriously . I would think so for the most part, i think. In large, yes. Jennifer. Two things. One on google and one on economics forecast. So european officials have hit google with 2. 7 billion fine. Is the white house cool with european regulators hitting a u. S. Company with a fine when our own federal trade commission hasnt accused help me at this point i dont have anything for us to weigh in. The regulations of a private company. But if anything changes, ill let you know. They lowered their forecast for the u. S. Economic growth to 2. 1 , which is lower than what the president. Can you share some reaction on what you think about the forecast . I havent had a chance to dig into that, but well certainly circle back with you on it. Jim. Oh, sorry. Jim. Let me take kristen. I did call on her. Appreciate it. Another chemical weapons attack, isnt that an acknowledgment that the air strike in april didnt work, sarah . Look, i think that our goal every day is to do what we can to protect life in all forms and to take steps to move the ball forward in defeating isis, defeating all efforts of terrorism, and i think the statement yesterday helps do that. When the air strikes didnt persuade bashar alassad. I dont know that it didnt, based on what we know at this point. And just to follow up very quickly. Was there a principles meeting, a deputies meeting before that statement was issued by sean spicer last night . I know that there was a routine meeting that took place yesterday. I dont believe that there was anything beyond that. Be careful let them. Given news about cnns story about anthony scaramucci, does the white house believe that there are any other stories about russia that have not been retracted and just as false, including the february 14th story in the New York Times about collusion between the Trump Campaign and russia, which james comey called into question, which many believe that the cnn story was based upon. I would have to look back at that specific story. There have been many by the New York Times that i would probably disagree quite a bit with. I think you could take it pretty straight forward that this administration disagrees with all of the stories that claim that the president and his campaign colluded with russia in any capacity. So i think hes been extremely clear he believes thats a hoax and certainly something thats not true and didnt take place and any story related to that, you would think find frustration from this team here. Does the white house now believe the news media have an obligation to review stories on the russian, trump issue and retract stories on the topic . Im sorry . Im not following the do you believe the media should go back and look at stories on russia and trump and, you know, maybe start a review process and retract where necessary . I think that would be a great idea. I certainly dont think you would get arguments from us if theres retractions on fake stories. But i think theres a moment we can all do better, and i certainly think thats what we strive to do every day, and hopefully thats the goal. I know it is of many and hopefully it will continue to be of not just the news media but everybody involved in the process to continue to do better, to continue to strive for excellence, and to it be to deliver the best we can for the American People. Accept the budgetary calculations of the cbo. What about their projections on what would happen to premiums and deductibles . If thats one you accept or not. I think they said yesterday that the premiums would go down, roughly 30 by 2020. That seems internally pretty consistent, so. The only no, but i think in general and largely they predicted they would go down 30 by 202 2. Okay. And then another question. The president promised that his Health Care Plan would not have medicaid. Does he believe a family of four making 60,000 is too much money to qualify for medicaid . In other words, thats just too much high of an income to begin with . I dont think about a specific level break down. And, again, theres a reason hes bringing senators over to talk through. We know theres going to be changes. We know theres going to be adjustment. The thing the president was committed to is making sure neighbor that currently receives medicare, thats not medicaid, sorry. Medicaid, thats not cut, and that is consistent with whats in the bill, and that will continue to be what he fights for. Does he believe that the house bill was too mean . Does he believe that the senate bill is less mean, as mean, more mean . Like, what does he think . Honestly, i havent asked him whether or not he think so the senate bill, the mood of it yet. Liz Sarah Huckabee sanders in a calm and measured way pushing back on all Things Health care related when it comes to attacking republicans. But also, speaking about syria and the threat that President Trump and the administration has made that one more chemical weapons attack, because they do apparently have the evidence that perhaps syria is putting that together, and they will regret it. So at the moment, we need to say that the Dow Jones Industrials has just endured a neck snapping 112point swing at the lows down 81. At the highs, significantly up in the green. Right now, were heading back down to lows. We are at session lows, pretty much, for the at this very second. Dow jones industrial, here comes the intraday picture. It looks like were heading back down, lowered by 52 points at the moment. All started because we had been higher. And you can see that on the left part of the screen. This morning in trade, we had been higher until word started to scuttle all the way through capitol hill that the Republican Senate bill would not go up to its very first procedural vote until after july 4th. Why . Because they simply do not have the votes. There are a bunch of republican senators who are either sitting on the fence or are absolute nos. They would like to see some changes. Were about lets call it 32 minutes away from a huge group of gop senators that will head to the white house because donald trump has invited them there to start hashing out how to get that bill to a vote. We heard reaction from senator Chuck Schumer and the democrats who feel that theyre ready to work with republicans. But only after a bunch of caveats. Listen. Abandon tax breaks for the wealthy, abandon cuts to medicaid, abandon repeal, and we can sit down and talk about improving health care. Liz let us go right now to blake burman because right now, blake, youve been watching all of this, you just got out of the press briefing. There was tension there, but lets talk about what jumped out at you here and of course whether health care will come together in now lets make it 31 minutes at the white house. Yes. Theres going to be these senators. All gop senators have been invited here to the white house, so they will be gathering here soon. What stood out really, liz, is Sarah Sanders, the Deputy Press Secretary who is at the podium today said, look, they still remain optimistic. It was sean spicer in the off camera briefing yesterday who said they were very confident. Well, now we know that a vote is not going to be taking place at some point this week, which is what the Senate Majority leader Mitch Mcconnell said. So here at the white house, theyre still expressing optimism, a little bit of a downgrade, at least they say publicly about where things stand. However, the reality is there is no vote on this on this week, and now they have to have a little bit of a powwow here at the white house to kind of figure out where everything is going on. The white house at every turn, liz, makes the point that this is a pledge that republicans have been talking about for seven years. And Sarah Sanders talked about that today again. Kind of driving the needle in a little bit. So, look, the white house talks about optimism. But behind the scenes here, there is going to be a gathering in which they all sit down and figure out what exactly to do next. Because when you look at the numbers, this is kind of the inverse of how things work at the house, liz. It started off about 20 or so members, maybe a couple dozen, and then wigglinged their way down and down and down until they finally got the clearance of two members. Here on the senate side, it has moved from four and five and six. I know its a little semantic but certainly when you reading into the wording there, it plays into the trajectory of the way this is moving. Liz and whats fascinating, blake, is that some of these gop members are for it for one reason but some of the complete opposite reason. The ted cruzs of the world, right now he has control because hes against it, he thinks its too generous. But Susan Collins says its going to hurt her constituents because a lot of them are dealing with medicaid bills, and they need the government to help them with that. And in a way, liz, when you talk about the house process and the senate process, it was almost easier to move with blocks and the house version because if you make one change, you might have gotten 10, 12, 15 people move with you. You make another change, you get three or four or five along the line. But theyre going to have to go person by person by person here, at least as it relates to the six. Several others are skeptical as well and what theyre doing at the white house. Liz they can only lose two if they go forward with this procedural vote and then get to reconciliation. Blake, thank you very much. And, by the way, were keeping the eye on the clock for you. Were 28 minutes away, and im sure many senators are trying to clear their calendars right now and move their afternoon meetings because theyve been invited to the white house. President trump, as many like to call him, negotiator in chief, wants to get them together to scramble and figure out a way to get this senate bill to a vote. Speaking of which, one of the sticking points, certainly, that Mitch Mcconnell, the Senate Leader has to face is whether they can figure out how many people will lose medicaid coverage. Now, the bo said 15 million. Coming up, the head of all the states in america, the head of the the guy whos pretty much in charge of all of the medicaid plan joins us next. Hes standing by. Matt is National Association of medicaid director executive director will get his answer on whether 15 million really will lose medicaid. Stay tuned liz breaking news. The nasdaq has just hit a brandnew session low falling through the floor right now. Its down 88 points. Theres a lot of turmoil going on at the moment because a, the senate bill will not be voted upon this week. Wrangling for votes and the president s getting involved in 28 minutes. One of the hottest topics that is no doubt going to be discussed that the cbo, the Congressional Office says 15 Million People may lose medicaid coverage. Thats more than the number of people who gained it under the Affordable Care act expansion. Are the numbers accurate . We right now have reaction from the man who represents every single states medicaid program, hes executive director. First, i will put this question bluntly to you. Is the cbo right or wrong about 15 Million People losing medicaid under the senate bill . Its definitely plausible. You simply cannot take 700, 800 billion out of this program and not have a significant amount of human collateral. And that will mean either millions and millions of people losing coverage, or millions and millions of people losing access to doctors because we cant pay them enough to see anybody. Or dropping coverage of prescription drugs. Theres no way that this bill arent workable in any way, shape, or form. Liz these are our stake out cameras, and what were doing is waiting for any senators, gop senators who arrive at the white house. We will get those pictures to you, as we continue with matt. What about the fact that Sarah Huckabee sanders just said in the press briefing that the co is unreliable in its scoring . And it was on certainty metrics unreliable on scoring of the aca or obamacare. Well, theyre not going to make an absolute perfect prediction. But they are the law of the land in terms of making predictions, and theyre looking at this in a nuanced and nonpartisan way. But what i can tell you is that when my members look at this, there is an overwhelming consensus and keep in mind that twothirds of the states have republican governors, so twothirds of my members work for republican governor. Theres an overwhelming consensus that the perk in this senate bill are simply insufficient. They are unworkable, and they will lead to very, very harmful things happening in states across the country. Liz but you cant argue that obamacare is as Mitch Mcconnell put it unsustainable. And i say that because more than 40 counties in america, and it could be way more than 40 at this point. Next year, will not have a single choice for Insurance Coverage for people. So what needs to be done . Its extraordinarily expensive. But, again, one could argue that under the republican plan, it could get even more expensive because 50 million will then grow, and this people end up at hospital doorsteps at the most expensive and Worst Health Care crisis team. Yeah. I think its very simple, actually. When you hear people in this country complaining about health care or wanting things to be fixed, what theyre talking about is coverage through the marketplaces or the exchanges. And absolutely those things do need to be fixed. And i think we could probably fix those in a bipartisan way. But warrant hearing people talk about anywhere is the need or the desire to take 700 billion out of medicaid, you know, kicking grandma out of a nursing home, stopping coverage for kids with disabilities, and quite frankly, blunting our efforts liz i mean, we all remember the grandma hurdling toward the cliff thats now being used for the other side. But we can put up the senators right now, the gop senators who are against it and rob portman and Susan Collins. Ohio, maine, are both against it because theyre concerned about their constituents who will lose the medicaid benefits. But if it goes to the states and give them the choice, why can they then not just simply figure out a way to take it onto their budget . Why is this a federal government issue at this point . I think i think things that the fact like the longterm system is medicaid, the Nations Health care system is medicaid. These are national issues. Are these National Problems that were trying to solve. And if anybody think so that states can turn around and backfill 700 billion worth of care, either by raising taxes or by gutting education, just honestly havent been paying attention to whats happening in state captains over the past decade. So theyre going to have a big say in it one of the big private equity funds. Heres what we know. The euceo search begins an unusual pitch, with the pitch that they could earn when this thing goes public about a billion dollars. So you want to be a billionaire, if youre the ceo of uber, you could be a billionaire. Now, how is that going to happen . We should point out uber is a private company right now. Theyre going to go public in the next two years, thats what the plan is. And when they go public, thats when your payday could happen and particularly if liz because its valued right now at what . 60 plus billion dollars. Liz a moving target. And its always moving up. We should point out who is the major the key person that could be the ceo . Cheryl sandburg, its her job if she wants it, from what i understand. Im getting that from people inside. The question is does she want it . And as of now, shes not interested. She has a good gig at facebook. She likes writing books, she has kids. Liz has kids. Liz and, again, as a feminist, i try to look at everybody gender equal, but they are probably hoping in some way, shape, or form to have a woman because or that she says yes. But this what im getting from people close to the company, major investors that know about the ceo search. It is what theyre saying is this. This company is growing. Whoever gets the job is going to make between 500 and maybe a billion dollars at some point when this thing goes public, and the stock appreciates over time, and thats their pitch.
