Rex tillerson, and were watching of course his daugherty have to think acome down with her three children and guess what . Its not just ivanka. Nearly every Single Member of the president s cabinet who deals with global and National Security is waiting to brief him on the issues that are developing. Both with of course syria and north korea and who else is waiting for him . Chinese president waiting on that 24hour high stake summit to begin between he and donald trump setting the framework for what kind of relationship he may really strike. The president hinting already just a few days ago it would be quote a very difficult meeting but the question remains will he be receptive everything from trade negotiation and north koreas threat after President Trumps all out verbal attack agait chinas trade abuses. All right. As were waiting to hear what is about to happen, let me get to fox business blake burman because hes there and whom will he meet right away because i know president xi is waiting for him. President xi is waiting for him. Theres a dinner at 6 00, were told theyre going to have some private time beforehand, but were also learning that National Security adviser hr mcmaster will be briefing the president at some point this afternoon. Whether it took place on air force 1 or when the plaintiff gets on ground here, that much we dont know. But we will be there will be a briefing as it relates to syria. Potential options how to go forward with that. I want to read to you real quick the president just spoke a little while ago on air force one. To reporters there, and he was asked a couple of questions as it relates to syria and about Bashar Al Assad. To step back a second, the Trump Administration said last week that regime change was not a top priority for them as it relates to syria. Then this chemical attack came a couple of days ago. President trump yesterday said it made him think differently about Bashar Al Assad and was just asked what should happen to assad and the president said i think what happened to syria is a disgrace to humanity. And i guess hes running things, so something should happen, end quote. What that something is, of course, is the major question, liz. This all comes of course as china is the focus here with the chinese president xi on the ground. North rea, trade will be among the main topics there. The president really just wants to establish a framework, essentially an ice breakertype situation here. So that major meeting but now also syria coming into the forefront with the president saying quote something should happen just a little while ago. Liz. Ashley . Blake, as while you were talking, were going to stay above the flat line here and as we keep on our screen, the president driving right now with his motorcade, we need to just tell you were watching very closely what happens second by second. Viewers, you really must not turn away because with the dow up 14, we had been up 98. Are we seeing a repeat of yesterday . And, again, much of this has to go with these diplomatic high stake events. Stay tuned because richard haas the president of the council on Foreign Relations is about to join me, and i should say john mccain, the senator from arizona is now saying we must ground syrias air force. As in bomb air force so that they cannot drop chemical weapons anymore. Saying it was Assad Government who dropped the chemical weapon. And, again, the markets, look at this. What broke yesterday in this hour . A reversal. Stocks had suffered the biggest oneday reversal in an entire year yesterday during this hour and now were starting to see that reversal come back into play. Although now at the moment down about 13 points you can see from the previous day in these intraday twoday pictures how much we fell off in the final hour. The nasdaq doing almost the same thing here. As we look the nasdaq high of the session had been up about 25. Were now looking like were about to turn lower. Were at session lows, which means were up just a point and the s p 500, lets check that too. S p had been up 11 and right now weve got the s p at the moment looking also like it is losing most of its gains. So we need to tell you that a deal with 7eleven is pumping up stock at this hour. The gastation chain is selling more than 1,000 of its stores to a Company Called seven and i. Thats a Japanese Holding company that owns 7eleven. The price tag, 3. 3 billion dollars. Why . Well, trying to expand its, in the meantime wants to shift its focus to simply fuel supply. So we have sunoco better by nearly 20 . One of the most unlikely sectors is helping the market stay in green today. Its brick and motor retail. We know its an ice age for them, not showing in the days trading, kohls, gap, nordstrom, macys, all of them seeing decent gains from 2 to nearly 6 . The sector today is one of the hottest performers on the s p 500 right now, obviously they have touched lows where some bottom feeders, bottom pickers lets say let me go in there and check it out. Speaking of retail pga super store, the golf giant how they plan to get a hole in one with physical stores where it appears everybody else is failing. Dow now up only four. Guys, 38 seconds ago up 14. We need to also get to dc at the second this hour, the senate is heading into hour three of its 30hour debate period before voting on Supreme Court nominee neil gorsuch tomorrow evening. Thats. So 7 00 p. M. Eastern time. Now, earlier the senate invoked its socalled Nuclear Option, which now allows Senate Majority to advance Supreme Court nominations versus the previous 60vote threshold, which would only be 51 vote. So what could this vote mean Going Forward . Whats going to happen after hour three and before tomorrow nights vote . Adam shapiro has been following second by seco in. Adam. Well, its a good bet, liz, that were going to have Justice Gorsuch on the Supreme Court. We expect the vote to confirm neil gorsuch as the next justice on the Supreme Court. Some time tomorrow afternoon evening, definitely by 9 00 p. M. The senate changed early today when it invoked what a lot of people call the Nuclear Option. So that simply is a parliamentary procedure, they lowered the threshold to end debate on the nominee and prevent filibuster like the ones the democrats were using to prevent a vote on judge gorsuch. Majority leader Mitch Mcconnell says the democrats forced this issue. Our democrat colleagues have done something today that is unprecedented in the history of the senate. Unfortunately, it has brought us to this point. We need to restore the norms and traditions of this senate and get past this unprecedented partisan filibuster. Senator john mccain, the republican from arizona who voted for the Nuclear Option blaming democrats who refused to drop their filibuster. Now, he also called the Nuclear Option a regrettable set back saying and this is a quote. I fear todays action will irreparablly damage the uniqueness and any hope of meaningful bipartisan. Liz, the big question hes referring to is the future of the filibuster on issues. It remains intact right now. You still need 60 votes to end a filibuster on a legislative issue but democrat charles schumer, the senator from new york, he worries that it could be the next Senate Tradition to fall. Liz. Liz tradition. Well, a lot of things are falling right now, adam, hank y so ch. And, again, many, many stories are developing in this hour, so, please, stay with me because none of them seems to be very exciting for the markets, as we watch major averages pull back. It kind of feels like yesterdays dramatic reversal to the downside following the release of the Federal Reserve minutes from the most recent meeting where the fed said that stock prices are quote quite high. Thats what the market along with some plans to maybe stop bringing down or slimming down the fed Balance Sheet. But now as we see the Dow Jones Industrials had been up 90 points now up 17, s p now up only 2, the nasdaq which had been up 25 now up three. So were about 17. 5 hours away from another big breaking story. The release of the march jobs report. What are traders watching . What impact will that have if theres more news on the geopolitical front . Lets get to the floor of our traders. Keith, go inside a traders mind for our viewers. When youre looking at developments in syria, john mccain, and i spoke to senator lieberman, the independent earlier today, and he told me, you know, we should bomb the air force of syria because that take more precedent like north korea over the jobs report . It doesnt yet, but it could very quickly. Weve been conditioned for the last eight years any time theres a geopolitical problem that we just dont get involved. That was the position and the policy of president barack obama. Liz but the markets getting involved right now, keith, were seeing a relatively significant reversal here. Well, it is, but i dont think were seeing a dramatic sell off and people are getting worried that were going to be dragged into world war iii at this point in me. But that could possibly change withresident trump. Hes been very hawkish on whats going on in policy. He has people in positions at both the Defense Department that share his views on that. So that could change overnight. But right now, were still focused on the broader macrodata that were getting out of the u. S. And the rest of the globe. Were looking at Monetary Policy and the statements coming out of the fed. But, again, traders are, you know they are temperamental people, the market is temper mental, and that could change in a blink of an eye. And as soon as we hear the bell ring on something geopolitical, that will change our notion on whats safe and not safe, we can shift that. So it is well worth watching whats going on right now. Liz well, were starting to see the vicks climb back up. Its still down about 4 but coming back up showing a little bit of anxiety here, scott. I know youre probably saying for me to go inside a traders mind. I will but if you can tell me why traders are bidding up retail, one of the stocks we havent shown yet is lb, its up 10 . It suffered a pretty significant sell off over the past couple of weeks. But many of our viewers own retailers, so is this a turn around or just a head fake . No. I think its more of a head fake, and you mention lb, and i would put bed, bath beyond really in that same category. Here we saw some recent numbers coming out but remember, these stocks are down 20, 30, 40 . So, you know, 5, 10 up move here is really maybe just some bottom feeders coming in. Now, you take a stock like costco retailer or stuff like that, there you have probably the leader in the space and that rise today, you know, that is wandered. But lb, i dont think its going to hold right here. Now, in terms of getting into my head and getting into the head of traders like the s p guys right behind me here, i would actually disagree with the prior guest here and say more so now than what weve seen in probably the entire Obama Administration is there is a hot button now for geopolitical events. Its almost like what is the albatross in the room . And theres plenty of them right now. So at any point in time here there are so many things that the Trump Administration are having to deal with right now that i think that is actually going to take center stage over the jobs report we do get tomorrow morning. Liz keith, i know youre hoping to comment. Make it really quick. Ill let you counter that. But i tend to agree with scott because im watching the market react to this news about syria and what Rex Tillerson just said. Yeah. Futures guys are more temperamental than equity guys. Thats all there is there. Liz good to see both of you. Thank you so much, keith and scott. Be sure, by the way, because were on many fronts covering all of these stories. Maria bartiromo has that monthly special jobs in america. It begins at 8 00 a. M. Eastern tomorrow, so stay tuned. The expectation is for a bill of about i think 180,000 jobs. Closing bell ringing in 47 minutes. Caterpillar, Goldman Sachs, chevron, exxon, nike are all leading the dow 30. Up next, the hills full of activity at this hour. Not just maralago, theyre debating the nominee neil gorsuch as the House Committee works on the gop plan to fix obamacare. In the meantime ngressma doug collins sits on the committee. Weve pulled him o of that process for a few seconds to ask him about the change in the Gop Health Care bill. A high risk pool and money to go with it. Hes part of the Republican Leadership guiding that legislation. Will they pull everybody back tomorrow for a vote . Well ask him. Stay tuned what powers the Digital World . Communication. The House Rules Committee that guides legislation in Congress Just passing the changes to the Republican Health care proposal. It could bring this plan back from the dead because it now moves to the next sort of phase. The stock market getting a boost this morning when Speaker Paul Ryan fresh off the surprise wednesday night meeting with Vice President mike pence walked up, and he seemed a lot lighter. Look at him. He was actually smiling. He called it real progress, a risksharing plan that could address one of the big problems gop holdouts have with the previous bill. Listen. What this idea represents is the goal that everyone from the freedom caucus. How do we lower premiums . How do we lower premiums from preexisting conditions . This idea does that. So this is one of those ideas that narrows differences and brings closer toward consensu c. Liz the idea is adding 15 billion to a socalled high risk pool for those who cost more for the system. Well, is there a chance now that it has moved from the rules committee that we could see a revised Health Care Push either tomorrow or when lawmakers return right away after recess . Lets talk to a lawmaker who sits on that rules committee, Georgia Republican congressman doug collins. Congressman. Okay. So it moves next. Any chance because we understand being get away today that many congressional members have left, would you call anybody back for the next stage of this vote . Well, i think well always leave that off. One of the things weve always said is number one, we want to do a try for america. Number two, obamacare is a failure. So what weve done is put together a plan that is far better than whats existing and especially not helping american people, but were trying to get it right. Were trying to get our caucus together so that the senate can do their job. But when we do come back those federal risk pools that you talked about that there are other things being discussed, and i think those are conditions that we can get to the safe and get a better feel on how we can deliver Affordable Health care to people. So i think if we get a deal, if we can find something over the next two weeks, then definitely well come back to washington, d. C. But its not a matter of getting it fast. Its a matter of getting it right. Liz a lot of americans do have preexisting conditions, so i need to drill down a little bit on this high risk pool, 15 billion over ten years. Is sort of what weve been looking at and hearing. Is that enough . And the criticism about high risk pools of the past is that people in them were forced to pay premiums of more than 150 over the average and that they had high deductibles and lifetime caps on coverage. The fine points of high risk pool been detailed here for americans . Well, i think they have been put to the point where we have our secretary tom price, that will be working to define what works. Weve seen this work in maine. Weve seen it in other places. We do know that this will actually lower premiums. So when you do when you subsidize this, when you put it into a perspective and have a high risk pool that allows states to build this coverage in in a invisible way, youre allowing them get affordable, Accessible Health care, then i think were going to see those numbers come down. Were already seeing it in the way that were talking about. Things just coming as the ahs secretary and cms are able to put this in place and who has the best ideas on how to lower these costs. Liz well, listen, you manage almost every piece of legislation, if not every piece that goes through the house of theres a piece of legislation that hasnt even come to your doorstep, and that is a tax reform plan. The president has said eight weeks ago that we would see a phenomenal plan start to take shape within two to three weeks and now there are reports that the window is getting very narrow and closed and a little stuffy in the room we might not see tax reform this year. What do you think . Thats one thing i love about this president. Hes excited. He wants to do work for the american people, and he gets out there, and hes pushing the agenda. Thats good for the american people. And i think just a side note there. When you have a president who wants to do the right thing and includes more people frankly in the first two months of his administration, hes included more members of congress than the Previous Administration did in eight years, i think thats a commitment worth. Now, tax reform, our members are already meeting, have already started that process. So youre going to see a process worked out where we can work through the spring and through the summer and into the fall, if need be to make sure we get it right. This is something that affects everybody, so i dont see i think were going to work through health care, and then we get through tax reform. Liz some people felt it was ambitious to take this on first. Congressman, thank you. And tell me when your flight is tomorrow back to georgia for the easter recess because that may give us a hint as to whether youre considering maybe calling people back for a vote on health care. Well, the great thing from atlanta, i can come back at any time. But i have a special, my youngest son is with me. Were actually going to take the train back, so its going to be a fun night for he and i to spend time together. Liz thanks so much. Take care. I tried. Sometimes you can weasel in the back door with a question like that. Closing bell in 37 minutes. Dow is struggling but still up about 19 points. Were standing at 20,669. I heard the same thing couple hours ago. I know he was on the practice range. I know he was warming up. I dont think he could put a tee in the browned. I heard a couple different stories. He fell downstairs as you said. This is tough game for backs or tiger woods or jason day. There are 96 golfers this weekend playing for the you super bowl of golf. Liz he is a young gun. Everybody from jordan spieth, very famous at the moment, these guys tend to inspire younger kids to become golfers. We saw that with tiger woods. It was a tiger woods phenomenonm ratings to sales, et cetera, to people trying to get into the sport. Tell me what the youth is doing right now, upandcoming generation of golfers. Well, its unbelievable. They call them the young guns. We have jason day. We have rory, we have jordan as you mentioned, d. J. Unfortunately is not playing this week. Justin rose is not an old guy up at top of the leaderboard. I would not bet against him this week. Theyre bringing excitement and a lot of competition to the sport. I dont want to say im pulling for jordan this week after what happened last year. It is exciting not just one player like it might have been in the past with tiger. That is exciting, bringing young kids into the game. Last weekend i was in augusta for the drive, chipandputt. 80 finalists were outdoors competing on sunday. Saturday we had simulators set up inside where all the families came and competitors came. We did a virtual competition inside. Liz nice. It was really, really fun to see these kids. I think she was 12, 13 years old, Chloe Johnson from indianapolis, drove it 240 yards indoors. 246yards outdoors and won the 12yearold championship. Liz that is inspiring. How do you get people into your store . Im not a golfer but im a skier. I recently skied in vail and amazed how expensive everything has become. Golf is not a cheap sport. It is not a, lebrons hightops people will buy them even if they dont play basketball. How do you get people walking into your store if theyre thinking about playing golf and dont yet play golf . Were so different, our owner, chairman, arthur blank. Liz we had him here at fox business. I know you did, super bowl week. It is all about the experience inside of our stores. Anybody can build a store and have the same products, the same pricing buts just like at home depot when we built millions of bird houses, we had 3,000 kids coming in for clinics inside of our stores. We have the largest putting greens anywhere. It is almost like a miniature golf place inside four walls. We have 12 to 14 hitting bays. The game of golf is not just played on a course. Top golf introduced the game to a lot of children. What we do, we let kids come in and play games on the simulator. So the technology has changed so dramatically. People love to come in, hang out in our stores and play games. Liz i like that concept. I would certainly never count out your owner, arthur blank, who cofounded home depot. He took the falcons from last to number one, number two and to the super he bowl. Great to have him here. Wish you best of luck in a tough business. Thank you, dick. It is to have but weve, we continue to he grow. We just opened a store in hilton head last saturday. One of the amazing statistics were selling more women es apparel than were selling mens apparel over the weekend. Women had to drive hours and hours to buy products they wanted to play golf. So were bringing all kinds of new products to people they have never seen before. The same as home depot. The assortment is incredible. At the end of the day it is about experience inside the stores and Customer Service we provide. That insulates what other brick and mortars go through, amazons and others. All of our products are custom ordere you wouldnt buy a suit without being fitted. We fit people with golf clubs inside our stores. Liz i will try night paramus, new jersey, right around the corner. Liz i live in new jersey. Thank you so much, good luck to you. Okay. Liz closing bell ringing in 2minutes. Another white house shocker as the market shock a little bit. Were up only five points on the dow. The National Economic Council Director gary cohn, theres a report that he is taking it back to 1930 when it comes to regulating the nations biggest banks . Well, Charlie Gasparino jumped on that report. He has been working the phones. Yesterday it may have been the fed. Today its a lot of tension and possibly the fact that the secretary of state Rex Tillerson came out and indicated very strongly that its assad and the Syrian Regime that must be stopped. Th they were the ones who dropped the chemical weapons. Sounds like there are discussions. Wash upon post is reporting that the Washington Post is meeting right now to discuss military options. Watching bank stocks at this very second. Charlie is about to break some news n a private meeting with lawmakers on wednesday, this report came out that National Economic Council Director gary cohn said he would support legislation to break up the big banks and in essence, bring back the controversial law known as glasssteagall, which kept us from having recessions, depressions, crises. Pre2008. Liz pre2008. Charlie was out. You went to the phones, did gary cohn truly say this . He said it and banks know he said it. Ive been talking to executives at jpmorgan, bank of america, at citigroup to gauge their fear quotient on this thing. Remember what glasssteagall was. Before glasssteagall you could not marry under one firm, Investment Banking, commercial banking, got whittled away over the years until citigroup came along. They created sy draw, the combination of travelers and citicorp, which married commercial and Investment Banking from citicorp, that was the death of glasssteagall. That was 1999, 1998. A lot of people say that marriage of all that risk caused the financial crisis. We can debate that all day. I think it had some impact on it. Gary cohn who used to work at Goldman Sachs, was a supporter of getting rid of glasssteagall, hank paulson who ran goldman said came out and said we should maybe impose a new 21st venty glasssteagall. What sources are telling us at these banks. That they are not worried about it at all, that they have gotten assurances from the Trump White House essentially there is no plan to break up the banks. It is not even on the economic agenda. They have assurances that gary cohn. Liz what about restrictions . Let me get to that in a second. That they have also gotten some assurances that gary cohn was speaking on his own behalf, not for the administration right here. We should point thought bank stocks essentially have been up today. We should show a chart of this. As i began tweeting this out, bank stocks have moved. Theyre moving up a little bit on this report, particularly you see citigroup moving up little bit. Bank of america popped a little bit on my tweet. Yeah, it did. The bottom line is this, of all the things they have to worry about theyre not worried about gary cohn and donald trump trying to put the genie back in the bottle with glasssteagall. They dont think it will happen anytime soon. Theyre more worried do they get passed tax reform for their bottom line and also regulatory reform. Do they fix up doddfrank which put a lot more regulations on them . That is what theyre worried about. Go ahead. Liz if he did indeed say this, props to him. Whether you agree with glasssteagall or not, he is in the government, and he is not behaving like an exbanker. He is behaving like somebody who cares about the american public. Am i being naive here and saying, you know what, i will lose friends on this . I would never call you naive but what he is proposing, if he carried it out would hurt three banks in particular, the universal banks, jpmorgan, citigroup, bank of america. It would put in a better position, guess who . Liz Goldman Sachs. Goldman saks which is not a universal bank, which gary cohn was president for so long and worked there for so long. So i think the way this looks, that gary cohn is carrying water for Goldman Sachs. He may truly believe this. Liz inflation lives youre naive. No, youre not. Ive argued this with jamie dimon, the ceo of jpmorgan, that we should bring back glasssteagall. He may really believe this. Im telling the optics are not good. It helps his old firm. This hurts jpmorgan. Why does that matter . Jpmorgan made huge strides in Investment Banking in areas where Goldman Sachs used to dominate. One way they do that, because they have a big Balance Sheet and theyre able to leverage that bce sheet to get deals. When you go to jpmorgan and youre facebook, right . You want to do the ipo, guess what you . You can also borrow from jpmorgan. Liz right, right. You can do, it is universal model. So, listen, if he does this, you watch jamie dimon run to capitol hill. Liz okay. Theyre not going there yet, initial calls to the Trump White House, this aint even on the docket. We have other things to worry about. Liz charlie, thank you. Syria, north korea, tax reform. You understand. Liz charlesly, breaking it right here. Closing bell, were 17 minutes away. 16 minutes away. But struggling. President trump on the ground in palm beach florida. He should be arriving soon to maralago to make history when meets facetoface with chinese president xi xinping for the first time. Could it be the start of a beautiful relationship . , or are we headed for more clashes economically and militarily. Richard haass, president of council on Foreign Relations. He is standing by. He will tell you the Biggest Challenges that donald trump and xi xinping face in the relationship between the two biggest economies in the world. Countdown coming right back. Call now take control of your retirement today liz well, we showed you earlier that President Trump arrived in palm beach, florida, at the top of the hour, and now he should be pulling in at any moment to maralago to meet with chinese president xi xinping for historic facetoface meeting between the two great economic powers. Discussions are expected between the two leaders. Trade deficit that the president campaigned heavily on. The taif wants to see toughness on, along with tensions in the south china sea. Last but certainly not least, the threat of Nuclear Attack from north korea. Lets bring in the president of the council on foreign relation, Richard Haass, who knows about all of these things but to the breaking news that happened just in the last hour, richard, x tillerson, secretary of state, sa this about syria. This is a serious matter regarding the chemical weapons attack that killed more than 50 people and requires a, quote, a serious response. The markets started coming well off their highs of the session. He also said, no doubt the Syrian Regime and assad are behind the chemical attack. There are reports, Washington Post saying, could be a military response. What are you predicting . I think there most likely will be a military response. I think its a good thing. I dont think anybody should be able to use a weapon of mass destruction with impunity. Encourages others to take note and others could include north korea. I think it is important. I thought it was the biggest mistake of Barack Obamas presidency that he let syrian use of chemical weapons pass without a military response. It is a real opportunity for donald trump to basically say, history is not going to repeat itself. Things are difficult now. I think that would be welcome throughout the region, and indeed much of the world. Liz before we move to north korea and china, john mccain adding the pileon here, he issued a release that immediately caught my eye and he is recommending grounding the Syrian Air Force, which is code, let us bomb them on the ground so they cant drop chemical weapons. This is a test of the new administration, that they dropped the chemical weapon but for our entire country. Assad is trying to see what he can get away with. Do you think well pull off some bombing and try to do that very thing, ground Syrian Air Force jets . We could do it with cruise missiles or amican aircraf with american aircraft you run with a type of incident with russian aircraft. We might also give some air Defense Systems to certain sunni groups, operating in syria. So, again i think its important, liz, that we respond. Were not talking about going to war. Were not talking about regime change at this point. Were not quite ready for that. But i do think again it is important when someone acts way over the line, as the Syrian Government has done here, that they not be able to escape cost free. Liz horrifying, the pictures. To the meeting with xi xinping which is probably a few minutes away, the president faces pressure to do a very he delicae dance with his base, that he always said was unfair trade balance of 300 billion, chinese dumping of all kinds of steel, things like that, but geopolitical standpoint, with china as partner with north korea and say per rattling which one does he tackle . Sometimes when youre president you dont have the option of choosing. He will have to tackle both. Well not eliminate or meaningful reduce the trade imbalance. Your viewers understand the very fundamental reasons we have it. I think the chinese will agree to do extra purchases here, some investments here that will help on the unemployment front. China should press china to reduce subsidies it gives to some of it is permanent and stop stealing intellectual property and so forth. By the end of this well have a slightly more level playing field. Then they will have a opening conversation about north korea. China says, it doesnt have much in the way of influence. Thats not true. They have enormous influence if they choose to use it. That is the big if. So the president will have to put down some markers to make it clear that is going to be the real test whether china is willing to have a cooperative relationship with the united states. Liz Richard Haass of the council on Foreign Relations, thank you so much for your perspective. We appreciate it. Thank you. Liz good to see you.
