To reporters there, and he was asked a couple of questions as it relates to syria and about Bashar Al Assad. To step back a second, the Trump Administration said last week that regime change was not a top priority for them as it relates to syria. Then this chemical attack came a couple of days ago. President trump yesterday said it made him think differently about Bashar Al Assad and was just asked what should happen to assad and the president said i think what happened to syria is a disgrace to humanity. And i guess hes running things, so something should happen, end quote. What that something is, of course, is the major question, liz. This all comes of course as china is the focus here with the chinese president xi on the ground. North rea, trade will be among the main topics there. The president really just wants to establish a framework, essentially an ice breakertype situation here. So that major meeting but now also syria coming into the forefront with the president saying quote something should happen just a little while ago. Liz. Ashley . S p had been up 11 and right now weve got the s p at the moment looking also like it is losing most of its gains. So we need to tell you that a deal with 7eleven is pumping up stock at this hour. Now, earlier the senate invoked its socalled Nuclear Option, which now allows Senate Majority to advance Supreme Court nominations versus the previous 60vote threshold, which would only be 51 vote. Well, its a good bet, liz, that were going to have Justice Gorsuch on the Supreme Court. We expect the vote to confirm neil gorsuch as the next justice on the Supreme Court. So that simply is a parliamentary procedure, they lowered the threshold to end debate on the nominee and prevent filibuster like the ones the democrats were using to prevent a vote on judge gorsuch. Majority leader Mitch Mcconnell says the democrats forced this issue. Our democrat colleagues have done something today that is unprecedented in the history of the senate. Unfortunately, it has brought us to this point. We need to restore the norms and traditions of this senate and get past this unprecedented partisan filibuster. Senator john mccain, the republican from arizona who voted for the Nuclear Option blaming democrats who refused to drop their filibuster. Now, he also called the Nuclear Option a regrettable set back saying and this is a quote. I fear todays action will irreparablly damage the uniqueness and any hope of meaningful bipartisan. Liz, the big question hes referring to is the future of the filibuster on issues. It remains intact right now. You still need 60 votes to end a filibuster on a legislative issue but democrat charles schumer, the senator from new york, he worries that it could be the next Senate Tradition to fall. Liz. And, again, many, many stories are developing in this hour, so, please, stay with me because none of them seems to be very exciting for the markets, as we watch major averages pull back. It kind of feels like yesterdays dramatic reversal to the downside following the release of the Federal Reserve minutes from the most recent meeting where the fed said that stock prices are quote quite high. Thats what the market along with some plans to maybe stop bringing down or slimming down the fed Balance Sheet. But now as we see the Dow Jones Industrials had been up 90 points now up 17, s p now up only 2, the nasdaq which had been up 25 now up three. So were about 17. 5 hours away from another big breaking story. The release of the march jobs report. What are traders watching . What impact will that have if theres more news on the geopolitical front . Lets get to the floor of our traders. Keith, go inside a traders mind for our viewers. When youre looking at developments in syria, john mccain, and i spoke to senator lieberman, the independent earlier today, and he told me, you know, we should bomb the air force of syria because that take more precedent like north korea over the jobs report . It doesnt yet, but it could very quickly. Weve been conditioned for the last eight years any time theres a geopolitical problem that we just dont get involved. That was the position and the policy of president barack obama. Liz but the markets getting involved right now, keith, were seeing a relatively significant reversal here. Well, it is, but i dont think were seeing a dramatic sell off and people are getting worried that were going to be dragged into world war iii at this point in me. But that could possibly change withresident trump. Hes been very hawkish on whats going on in policy. He has people in positions at both the Defense Department that share his views on that. So that could change overnight. But right now, were still focused on the broader macrodata that were getting out of the u. S. And the rest of the globe. Were looking at Monetary Policy and the statements coming out of the fed. But, again, traders are, you know they are temperamental people, the market is temper mental, and that could change in a blink of an eye. And as soon as we hear the bell ring on something geopolitical, that will change our notion on whats safe and not safe, we can shift that. So it is well worth watching whats going on right now. Liz well, were starting to see the vicks climb back up. Its still down about 4 but coming back up showing a little bit of anxiety here, scott. I know youre probably saying for me to go inside a traders mind. I will but if you can tell me why traders are bidding up retail, one of the stocks we havent shown yet is lb, its up 10 . It suffered a pretty significant sell off over the past couple of weeks. But many of our viewers own retailers, so is this a turn around or just a head fake . No. I think its more of a head fake, and you mention lb, and i would put bed, bath beyond really in that same category. Here we saw some recent numbers coming out but remember, these stocks are down 20, 30, 40 . So, you know, 5, 10 up move here is really maybe just some bottom feeders coming in. Now, you take a stock like costco retailer or stuff like that, there you have probably the leader in the space and that rise today, you know, that is wandered. But lb, i dont think its going to hold right here. Now, in terms of getting into my head and getting into the head of traders like the s p guys right behind me here, i would actually disagree with the prior guest here and say more so now than what weve seen in probably the entire Obama Administration is there is a hot button now for geopolitical events. Its almost like what is the albatross in the room . And theres plenty of them right now. So at any point in time here there are so many things that the Trump Administration are having to deal with right now that i think that is actually going to take center stage over the jobs report we do get tomorrow morning. It could bring this plan back from the dead because it now moves to the next sort of phase. He was actually smiling. He called it real progress, a risksharing plan that could address one of the big problems gop holdouts have with the previous bill. Listen. What this idea represents is the goal that everyone from the freedom caucus. How do we lower premiums . How do we lower premiums from preexisting conditions . This idea does that. So this is one of those ideas that narrows differences and brings closer toward consensu c. Liz the idea is adding 15 billion to a socalled high risk pool for those who cost more for the system. Well, is there a chance now that it has moved from the rules committee that we could see a revised Health Care Push either tomorrow or when lawmakers return right away after recess . Lets talk to a lawmaker who sits on that rules committee, Georgia Republican congressman doug collins. Congressman. Okay. So it moves next. Any chance because we understand being get away today that many congressional members have left, would you call anybody back for the next stage of this vote . Well, i think well always leave that off. One of the things weve always said is number one, we want to do a try for america. Number two, obamacare is a failure. So what weve done is put together a plan that is far better than whats existing and especially not helping american people, but were trying to get it right. Were trying to get our caucus together so that the senate can do their job. But when we do come back those federal risk pools that you talked about that there are other things being discussed, and i think those are conditions that we can get to the safe and get a better feel on how we can deliver Affordable Health care to people. So i think if we get a deal, if we can find something over the next two weeks, then definitely well come back to washington, d. C. But its not a matter of getting it fast. Its a matter of getting it right. Liz a lot of americans do have preexisting conditions, so i need to drill down a little bit on this high risk pool, 15 billion over ten years. Is sort of what weve been looking at and hearing. Is that enough . And the criticism about high risk pools of the past is that people in them were forced to pay premiums of more than 150 over the average and that they had high deductibles and lifetime caps on coverage. The fine points of high risk pool been detailed here for americans . Well, i think they have been put to the point where we have our secretary tom price, that will be working to define what works. Weve seen this work in maine. Weve seen it in other places. We do know that this will actually lower premiums. So when you do when you subsidize this, when you put it into a perspective and have a high risk pool that allows states to build this coverage in in a invisible way, youre allowing them get affordable, Accessible Health care, then i think were going to see those numbers come down. Were already seeing it in the way that were talking about. Things just coming as the ahs secretary and cms are able to put this in place and who has the best ideas on how to lower these costs. Liz well, listen, you manage almost every piece of legislation, if not every piece that goes through the house of theres a piece of legislation that hasnt even come to your doorstep, and that is a tax reform plan. The president has said eight weeks ago that we would see a phenomenal plan start to take shape within two to three weeks and now there are reports that the window is getting very narrow and closed and a little stuffy in the room we might not see tax reform this year. What do you think . Thats one thing i love about this president. Hes excited. He wants to do work for the american people, and he gets out there, and hes pushing the agenda. Thats good for the american people. And i think just a side note there. When you have a president who wants to do the right thing and includes more people frankly in the first two months of his administration, hes included more members of congress than the Previous Administration did in eight years, i think thats a commitment worth. Now, tax reform, our members are already meeting, have already started that process. So youre going to see a process worked out where we can work through the spring and through the summer and into the fall, if need be to make sure we get it right. This is something that affects everybody, so i dont see i think were going to work through health care, and then we get through tax reform. Liz some people felt it was ambitious to take this on first. Congressman, thank you. Charlie is about to break some news n a private meeting with lawmakers on wednesday, this report came out that National EconomicCouncil Director gary cohn said he would support legislation to break up the big banks and in essence, bring back the controversial law known as glasssteagall, which kept us from having recessions, depressions, crises. Pre2008. Liz pre2008. Charlie was out. You went to the phones, did gary cohn truly say this . He said it and banks know he said it. Ive been talking to executives at jpmorgan, bank of america, at citigroup to gauge their fear quotient on this thing. Remember what glasssteagall was. Before glasssteagall you could not marry under one firm, Investment Banking, commercial banking, got whittled away over the years until citigroup came along. They created sy draw, the combination of travelers and citicorp, which married commercial and Investment Banking from citicorp, that was the death of glasssteagall. That was 1999, 1998. A lot of people say that marriage of all that risk caused the financial crisis. We can debate that all day. I think it had some impact on it. Gary cohn who used to work at Goldman Sachs, was a supporter of getting rid of glasssteagall, hank paulson who ran goldman said came out and said we should maybe impose a new 21st venty glasssteagall. What sources are telling us at these banks. That they are not worried about it at all, that they have gotten assurances from the Trump White House essentially there is no plan to break up the banks. It is not even on the economic agenda. They have assurances that gary cohn. Liz what about restrictions . Let me get to that in a second. That they have also gotten some assurances that gary cohn was speaking on his own behalf, not for the administration right here. We should point thought bank stocks essentially have been up today. We should show a chart of this. As i began tweeting this out, bank stocks have moved. Theyre moving up a little bit on this report, particularly you see citigroup moving up little bit. Bank of america popped a little bit on my tweet. Yeah, it did. The bottom line is this, of all the things they have to worry about theyre not worried about gary cohn and donald trump trying to put the genie back in the bottle with glasssteagall. They dont think it will happen anytime soon. Theyre more worried do they get passed tax reform for their bottom line and also regulatory reform. Do they fix up doddfrank which put a lot more regulations on them . That is what theyre worried about. Go ahead. Liz if he did indeed say this, props to him. Whether you agree with glasssteagall or not, he is in the government, and he is not behaving like an exbanker. He is behaving like somebody who cares about the american public. Am i being naive here and saying, you know what, i will lose friends on this . I would never call you naive but what he is proposing, if he carried it out would hurt three banks in particular, the universal banks, jpmorgan, citigroup, bank of america. It would put in a better position, guess who . Liz Goldman Sachs. Goldman saks which is not a universal bank, which gary cohn was president for so long and worked there for so long. So i think the way this looks, that gary cohn is carrying water for Goldman Sachs. He may truly believe this. Liz inflation lives youre naive. No, youre not. Ive argued this with jamie dimon, the ceo of jpmorgan, that we should bring back glasssteagall. He may really believe this. Im telling the optics are not good. It helps his old firm. This hurts jpmorgan. Why does that matter . Jpmorgan made huge strides in Investment Banking in areas where Goldman Sachs used to dominate. One way they do that, because they have a big Balance Sheet and theyre able to leverage that bce sheet to get deals. When you go to jpmorgan and youre facebook, right . You want to do the ipo, guess what you . You can also borrow from jpmorgan. Liz right, right. You can do, it is universal model. Were not talking about regime change at this point. Were not quite ready for that.
