The same the order is finalized is now in the implementation phase. To make sure that when we execute this is done in a manner that is flawless in so as not a question of the lane its a question of getting it right. And for taxpayers is obviously calendar year 2017 and that there probably most concerned with. As we work with congress well have those details to be able to flush out. Across the state to avoid taking any special action against undocumented immigrants including honoring immigration detainer request. What would the repercussions be in terms of federal funding. From the trump in ministration and secondly does the president s executive order on sanctuary cities apply to those that are undeclared century cities. I think theres a couple of things. The idea that governor malloy would not want the law followed as an act by congress in any fashion whether youre a governor or a mayor or the president laws are passed in this country and we expect them to follow and adhere to the law as passed by the appropriate level of government. Its beastly concerning. Its troubling that that is the message that he was sent to his people into those governors. We are in a shirt and nature of laws. Whether its a law that he passes where the laws that are passed through congress those are a reason that democracy works. The executive in that particular branch of government signs and vetoes it. We live by those rules. The idea that you can decide which laws to agree or not to degree with undermines our entire rule of law. I would suggest that those are not a great sign to be sending to the people of connecticut. They choose not to follow the laws of this nation. With respect to century cities this is an area that the American People by huge amounts support they recognize their tax dollars should not be spent supporting programs and activities which people are not entitled to. I think the president is very clear on this. If you are a century city if you are providing benefits or services we are gonna do everything we can to respect taxpayers. There is different comments from the president. With the trump tower. What has happened. They were asked at one point he said thats great. That is consistent with everything he said. And that is entirely what he believes. If the state wants to pass a law or rule or an organization wants to do something in compliance with the state. Thats their right. It should be the federal government getting in the way of this. The lot that law that was passed in 1972 did not contemplate or consider this issue. Number two the procedure for this guidance letter that was done through the obama ministration was not properly followed. There was no input from parents, students or administrators. We think how this was implanted last administration there was zero input. The teachers and the students never had any state and how this was limited. There is a reason that that texas court have this matter joint. It did not follow the law and had procedural problems. I think we do have to recognize that they do enjoy and how its been done. I think the president has a big heart as we talked about and a lot of other issues. Personally, he addressed this issue when it came up with respect to one of his properties. He believes that as the federal government issue. Its an issue left to the state and its an issue there is a reason in august of last year that the court joined this because it have followed the law. And the solicitation of opinions and ideas was not followed. It was jammed down the process and so we were actually following the law on this one. [indiscernible] is another issue. We havent seen the executive order coming out. Its supposed to open the issues of opening an office to take the initiative out of that will be doing that. Have you also figured out how you will build that office out. They are working in through the process. It something we are committed to getting done by the end of black history month. The days are numbered. There is a commitment by the president in the south to really focus on this issue and give it the proper respect that it deserves. I promise you we will have more to say on that. Im not going to get into the details. That is my blanket issues. I do know that there is a commitment by the president in the staff that has been very clear with us that has been very clear with us the Human Rights Campaign responded to the guidance i think. It was not a states estates rate issue. Therefore in the purview of the federal government. Do you disagree that this is a civil rights issue. As a question of where its appropriately addressed. This guidance was joint. Has not been enforced there is no comment by anybody my teachers, parents students nobody had any input in this. It seems to me a little interesting if it was any other issue people would be crying foul the reality is when you look at title ix the idea that this was even contemplated is preposterous. The legal basis on which it was order. I wasnt asked that did this. It was a court that stepped in and said they have not followed the procedure of the law in august of last year. Does a white house disagree with the position that this was a civil right. Does the present belief that they should be the master of the choice. I understand that and i think hes very sympathetic to children who deal with that and this is up to states and schools within a particular district to address how they want to accommodate that. There is no way you can read title ix from 1972 anybody and say that that was even contemplated back then. There is nobody that was possibly suggesting that the law that was passed did that. There was zero comment put forward. There is a big difference. There is also a strong way when you lead. Its very clear that the president does have the authority so they are very much apples and oranges issues. One its very clear that the president is told by congress that he has the authority to do whats necessary to protect the American People. There is no way that anybody above the fifth grade reading level could determine that. And saying there was a zero comment nobody was able to weigh in on that situation. They force schools to make a huge accommodation from the federal level and schools, parents and teachers in kids i think its a very clear difference. And just going back to weeks in a story that got relatively little attention at the time chuck cooper a very distinguished a lawyer ask lawyer asked that his name be withdrawn when he was on there for that u. S. General. Can you confirm or deny that ministration. The former nominee for the court of appeals. I understand this point. You talked about the decision. There wont be mass deportation. People who are here legally. Those people would be subject to the deportation. I think that. You cant by the very nature of you may not legally you could be subject to deportation. Being in the country. If a right to make sure that the people in this country are here for good peaceful processing. And ive said over and over again. There is a big difference. They recognized that recognize is that theres millions of people in this country who are not here legally and that we have to have a very systematic and pragmatic and methodical process of going through those individuals to make sure that the people who pose a threat to Public Safety are the first that are gone. What we have done just to be clear is to untie the hands of ice and Border Patrol agents and say your job is to enforce the law. First and foremost to figure out who poses a threat to us. There was exception after exception and the fact of the matter is is that we are nation of laws and we have to have a system of Legal Immigration is respected. Im not to be prescriptive in terms of what the job is. Their job in their mission is to protect the country into enforce the borders. And the president has basically instructed them to carry out their mission. The priorities as we have discussed over and over again is to do that in a way that is in accordance with the law but prioritize those people that pose a threat. Thank you. The Obama Administration kind of chose not to strictly enforce those of federal laws my question to you is with Jeff Sessions over at the department of justice will be the trumps it ministration on marijuana legalization. There is two distinct issues here. Medical marijuana and Recreational Marijuana. I think medical marijuana i said before that the president understands the pain and suffering and that many that many people go through who are facing terminal diseases. And the comfort that some of these drugs including medical marijuana can bring to them. That is one that congress through a writer in 2011 put an appropriation bill. There is a big difference between that and Recreational Marijuana. When you see Something Like that blossoming and 70 states around this country the last thing we should be doing is encouraging people. There is a federal law that we would abide by. In terms of Recreational Marijuana in terms of other drugs of that nature. Theres a big difference between medical marijuana which states they had set forth process to administer and regulate that usage versus Recreational Marijuana. Is not your job to just yellowed questions. First on the manufacturing summit i did want to follow up on that medical marijuana question. Is that federal government can it take some sort of action around this Recreational Marijuana. I do believe that you will see greater enforcement of it. Again there is a big difference between the medical use which congress has made very clear what the intent was in terms of how the Justice Department would handle the issue. Its very different than the Recreational Use which is something that the department of justice will be further looking into. I think this is just focus on people who actually i dont think they were a part of this one. We have human union representation. This is specifically for people who are hiring people and the impediments that they are having while the president values their opinion. Thats why they had been involved. This is a manufacturing people who hire people who grow the economy grow jobs and that is a vastly different situation. Thank you. Question on russia. With the russian counterparts. Its something you should follow up with them i believe they are going to continue to enforce the laws with respect to Recreational Marijuana. I think a trump was in the white house today for a meeting on Human Trafficking. She have this meeting. We saw their much smaller session. What exactly is her role here. I think her role is to provide input on a variety of areas that she has deep passionate concerns about. And empowering women. She is someone who has a lot of expertise and wants to offer that especially in the area of trying to help women. I think because of the success that she have her goal is to try to figure out any understanding that she has as a businesswoman to use her expertise and understanding to empower and help women in the same kind of opportunity and success that shes head. Nothing more than you see now. I think last night the meeting she head in baltimore was when she wouldve done on her own. She is cared very passionately about before the time in the white house. And now that her father is in the white house she can continue to seek the platform. And give them opportunities and think of way to be useful. On Human Trafficking the presence and when you talk about solving this kind of problem. It is why we brought these groups in. It is to make sure how do we make that number as close to zero as possible, and that we Institute Policies both domestically and abroad to figure out how to combat the trafficking of people. And its, so, its, its things we can be forceful in terms of the rhetoric the president uses but also enforcement tools both domestically and internationally. Trey . Has the president been briefed at all on the situation at Standing Rock . Is he concerned a standoff with protesters could slow down the executive orders on pipelines . Our team has been involved with both the tribe and the governor there. Were constantly in touch with them. And i think we feel very confident we will move forward to get the pipeline moving, and so, well have a further update on that but i think were in Constant Contact with the officials there. Kristin . [inaudible] on the transgender directive. 82 of transgender children report feeling unsafe at school. Is this the president leaving some of these children open to vulnerable to being bullied at school . There are bullying laws and policies in place in almost everyone of these schools. Transgender hold on not being able to use the bathroom they feel comfortable. But youre missing the point here, kristin. The president said literally should be a state decision. He respects decision of the states. Isnt this is state rights issue. Trying to make an issue out of something that doesnt exist. The court can stopped this in august of last year. Where were the questions last year in august about this . It wasnt implemented correctly, legally and procedure wasnt followed. Because the court found at the time it didnt have the authority to do that. So, youre asking us why were following the law that wasnt followed. And reality, hold on were not reversing it. Hold on were not reversing it. That is misinterpretation of the scenario. The court stopped it. It enjoined in august of last year. Because it wasnt properly drafted and it didnt follow procedures and there was no legal basis for it in a law instituted in 1972. So hold on for you to use those terms frankly doesnt reflect what the situation actually is and how it happened. That is just, so, to talk about us reversing something that was stopped by the courts is, no, no. Sending a message . No were not. Its a states rights issue. If a state chooses to do it, as i mentioned to april, this circumstance came up at one of the president s own properties he was very clear about his position on this for you to turn around say what message is the president saying, where was the message when he sent it last year . I think message shows he is guy with a heart. Understands trouble many people go through but he also believes the proper Legal Recourse is with the states. He believes in the states ability to determine what is right for their state versus another state. I hear what youre saying but the Lgbt Community yesterday said they felt i understand. There is difference what people march oy may not feel and the legal and Legal Process and law. And the law right now doesnt allow for it under title ix that was passed in 1972. The procedure wasnt followed. The court saw this. In august of last year for a reason, all were doing saying that the proper place for this is in the states. And so, for you suggest what message is sending it is very simple. Its a states rights issue and state should enact laws reflect values and principle of the people in their particular state. This week was the first week i believe that the Trump Administration launched freedom of navigation operations in the south china sea. Can you give us a sense how frequently youre going to be doing those . Then the Dakota Access pipeline a few weeks ago President Trump would try to negotiate a solution between the Standing Rock sioux and energy transper partners. Why hasnt the president intervene and tried to initiate those negotiations yet . So on the latter, the our team has been contact with all the parties involved. They have been working and communicating back and forth. So if we have an update on that, there has been work at the staff level between the parties. And then on the second, on the first part, you know i have got no further update in terms of frequency by which we will have stuff. Alexis . What he was very clear on the night will not yield its supremacy in this area to anybody. That is what he made very clear in there. If other countries have Nuclear Capabilities it will always be the night has the supreme, supremacy and commitment to this. Obviously that is not what were be seeking to do. The question was asked about other people growing their stockpiles. What he has been clear on, our goal to make sure we maintain americas dominance around the world and that, if other countries flout it, we dont sit back and allow them to grow theirs. Francesca . Thank you, sean. Domestic policy question and Foreign Policy question. You said President Trump named voter task force on the voter fraud probe. What did he name the task force specifically . Two weeks ago he announced Vice President pence would lead that task force and that the Vice President and his team were starting to look at members. You were referring to the interview he said there would be a task force, not that something happened . Thats correct. Okay. On Foreign Policy the president had said in his saturday Campaign Speech that the gulf states would be paying for that s. A. F. E. Zone in syria. Which gulf states was he referring to . Have any states committed to that. If you look at readout, that is brought up in every one of them. He talked about the financing and s. A. F. E. Zones they need to make a commitment. By and large we have had widespread commitment. When we have update, that will be issue that is on going at secretary of state level as well, where you saw secretary tillerson follow up on that with numerous folks. Well have further updates on the funding of safe zones as we go forward but there has been a general commitment but most of these heads of government to share in the president s commitment to help fund these things. President trump of course on the campaign trail talked a lot about tax policy and tax reform, that hasnt happened yet as we know. I want to talk about something different, border adjustability tax, manufacturers at the white house, states like michigan, pennsylvania, wisconsin, have a great concern about this tax. Seems to be a disconnect between some of the ceos and republicans on capitol hill and the president whether or not this is appropriate. I guess the question could this tax have Chilling Effect on manufacturing at a time when places like ohio and michigan in the upper midwest are trying to jumpstart the economy with manufacturing jobs and clarify if you could, the president s position . Steve, thank you. I think the president has been very clear from the beginning there is no tax if companies manufacture in the United States. Were one of only a handful of countries that doesnt tax the imports that come into our country. Almost every other country operates their tax code under that system. So what happens is, we have a system by which companies abroad can send their products, tax our products going into their country and institute an import tax. Then their products come into the United States with no import tax which frankly gives a disincentive to companies to stay in the United States, to manufacture in the United States, to hire in the United States, and it tilts the field against the american worker. And so the president is looking attacks policy that encourages manufacturing and job creation in the United States. Where is he on the border adjustability tax, where is he on the tax specifically . I understand that i think what he is doing he met yesterday with his team on the budget. He has talked to secretary mnuchin and others who are working on a comprehensive tax reform, plan. Steve, this isnt something thats been done since 1986. I understand. As we look at it, part of that is to make sure we lower our Corporate Tax rate, that we make it more attractive to manufacture and grow jobs in the United States. To make our companies more competitive with companies overseas, that frankly have better tax treatment than our own companies who stay in the United States. So creating more of a Playing Field that encourages manufacturing and growing and creating things in the United States. Make no mistake. If a company is in the United States already and expanding in the United States, it will be only to their benefit. Actually, if you think about it right now, the way that the current tax coworks, it almost incentivizes companies from leaving the United States, manufacturing and expanding overseas and sending their goods and Services Back to the United States, which undermines our own economy, undermines our workers. But the question is about components coming back in the United States being manufactured. I know that youre on the skype, we only do one or two followups. Sorry. But the answer is, he is working towards comprehensive tax reform and well have a plan out within the next few weeks that will address that. Sean, on guidance, the administration rescinded it and sent a letter to the exSupreme Court [inaudible] im sorry on. Removing the guidance clearly does. If the guidance that was put forward by the Obama Administration which clearly hadnt been done in proper way in terms how they solicited or rather didnt solicit comments. Guidance puts forward send as signal to the court on where the Administration Stands on this issue, yeah. Can i ask you about syria, two quick questions. First, the talks have started, peace talks in geneva. [inaudible] says he is has not detected a Clear Strategy on the political track from the administration. So what is president s thinking on that . In particular, what is his thinking on the future of president assad, whether he can stay on in a transition . I would refer you to the state department on status of the talks. Comes from here. I understand. That is one of the things the president , safe zones or how we deal with syria and problems thinking on status . I understand that. Thank you. One other question on syria, if you dont mind. The fall of in northern syria, an Important Development on the battlefield, creates some space in that town for the turks and opposition. Is that the sort of space that the president would like to see a safe zone . Were not trying to be prescriptive right now in terms of the geographic location of a safe zone. It is something that right now the president s goal is to get commitment from other World Leaders in terms of funding and commitment, to share in how we do that. So, i dont want to get, were not looking to be prescriptive today how it is done. I think overall we need greater commitment in the region to make sure people are committed to a strategy and to safe zones to allow that to stop some of the human suffering that is going on and create, while other, while the rest of the ensues. We have to dual track this deal with the conflict as a whole, how we address it and deal with isis combating it. We have to, there is a humanitarian piece to this as well with respect to the s. A. F. E. Zones, and i think were looking at both ceases of this as well. Thanks, sean. Since the election, secretary of state Rex Tillerson has expressed some disquiet about pulling out of Paris Agreement and Climate Change and president heard from some World Leaders on that. Is the president still committed pulling out of the pair grist agreement on Climate Change . I leave that to secretary tillerson. That is conversation he is having with him as far as where we are on that. Sean, followup to the syria question first. Do you have anytime line when he want to see those safe zones actually being built . I want to go back to the executive order on immigration. You talked about the dual track, doing new executive order and continuing to fight that in court. Can you give us a status update where that legal fight is and with we should see happening . So with respect to the executive order, there are several courts this is being fought in, 10 or so. We continue deal with that in all of those venues. And then, again, i guess only way to say it, obviously on the dual track side, we have additional executive order we talked about earlier, that will come out and further address the problems. We continue to believe that, the issues that we face specifically in the ninth district, the ninth circuit we will prevail on the merits of that. But other challenges that come in other venues and that we feel equally confident as in massachusetts and other venues. It is not a single track system. Im sorry made a decision yet about the Supreme Court taking it there . The other question was on the safe zones. With respect to the Supreme Court we have to work it through the process. Right now that is at the ninth circuit. That is the primary problem were addressing. We dont have any time line i can announce today on syrian safe zones. I want follow up to this mornings meeting, and the president said that he gave authorization to a couple of countries to buy military equipment from the United States. Which countries was he referring to and has he gone to congress well follow up and get a list for you on that. So, jeff. If i could ask again about the delay of the executive order until next week. Is the Administration Still trying to craft its legal argument to this, to withstand scrutiny . Why again the delay. Im not sure i understand . I think i asked and answered this earlier. I dont understand the delay. Then i will explain it to you. I think the president this time, we were very careful to understand what the courts concerns were and addressed them in the followup executive order. With respect to the when were going to announce it, part of this is to make sure we work with the appropriate departments and agencies on implementation of it. To make sure it is executed and continue in a flawless manner in the intent it deserves. We want to do this in a manner to make sure that the hill, members, other members of congress, the appropriate agencies and departments are fully ready to implement this when it is issued. So thats it. There is nothing more to it. If i could follow up. There is concern inside the Justice Department and Homeland Security officials by some officials that this afternoon were reporting that the white house is looking to them to help build a legal argument to find a conclusion here. Basically youre saying we did our due diligence. We look to the departments to ask them to review certain things. Last week, we rushed stuff. This week youre saying were taking our time. Is this more difficult. That is actually not true. I dont think so, using continued unnamed sources. How does the president respond to critics that are saying the border adjustment tax will be passed on to lower income and middleclass families in the form of higher prices for goods and higher prices for gas . If you look holistically, first thing to understand there is no tax if youre manufacturing in the United States. There can be no higher costs. If you think about it right now, we have to look at this in a holistic way, which is when a company chooses to leave our country and shed american jobs so they can move overseas and then sell back to us at a lower price, there is a big cost comes to our economy and to our workers. So weve got to look at this comprehensively. If a company chooses to stay and grow in the night, hire more people, it actually will be a net savings in you think about it. It will be companies who are overseas who have chosen to move out of the country who will face higher costs under these kind of plans. That is a big difference. It will actually benefit consumers, benefit workers and benefit our economy. That, when you think about the Economic Impact about that, that benefits our economy, it helps our American Workers, it grows more jobs. It grows the manufacturing base.
