Watch brent as well. Were going to have more on oil and, of course, gold prices coming up in just a moment, that big play for safety, if you will. And jpmorgan and its ceo, jamie dimon, appear to be firmly in the governments crosshairs. Published reports say the government wants the bank to fork over more than 6 billion for its alleged role in the mortgage meltdown, but jpmorgan, they are pushing back. Were going to tell you what the bank told our own Elizabeth Macdonald today. Thats coming up later on in the show. United states stepping up preparations for a strike on syria after it finds evidence that the Syrian Government used chemical weapons on its own people. Lets go to fox news Leland Vittert in jerusalem for us with the latest developments. Reporter the war drums are certainly beating louder and be louder here in the middle east. Often before we have a real war, we have a war of words which is whats going on right now. The Syrian Government pushing back very hard not only against the accusations of chemical weapons use which they deny, but shaying that if they are saying if they are attacked, they will launch counterstrikes at israel. The syrians have long range surfacetosurface missiles, obviously, they have a large chemical weapons stash there inside that country that could be launched. They also have significant air defenses at their disposal, and then also shoretosea missiles that have the ability to attack ships out in the mediterranean, conceivably try to attack some of the u. S. Ships there if they are in ladies and range. The israelis, for their part, are taking no chances. Both the syrians and iranians have said israel will be in their crosshairs in the event of an attack on syria. Israel has activated its iron dome. The u. S. Missile batteries are now armed, and the israelis are thinking of calling up some of their reserve forces to begin the mobilization process of their military. Israeli citizens are also very concerned. Not quite at the level of panic yet, but they are lining up for gas masks all over this country. One gas hassing Distribution Center d mask Distribution Center there was a tight at. A number of ace raillies have gas masks, but canisters are now out of date in terms of the thing that filters out the toxic substance in the air, so it is truly a race against time as everybody is trying to get ready before any type of u. S. Strike, before it would possibly be too late. The israeli Prime Minister has said we want to stay out of the syrian civil war, but well react harshly and, quote react very hardishly in the case of being attacked here in israel. As for the timing issue Going Forward, people in israel and around the middle east are getting very scared about the timing. Already turkey has put its military on standby. The issue Going Forward is this, sheryl. One, every day that goes by, the syrians are able to move their Weapons Systems out of the bases the United States currently has on its target list. Number two, folks in us rail say, wait a second, the syrians, the iranians are making more and more threats, a more fevered rhetoric, at some point the syrians or the iranians might feel necessity to make good on those threats. Cheryl, back to you. Cheryl the entire region watching and rating the syrians, iranians. Leland vittert, coming out of jerusalem live tonight from there. Well, lets get to our floor show, traders standing by for you at the New York Stock Exchange, the cme group and, of course, the nymex. Mark newton at the New York Stock Exchange. Two things here. As we look at whats happening in syria, we look at a buying opportunity for some in the markets today. Is this completely tied to yesterdays selloff, or is there another reason that traders are feeling comfortable as they get closer to the Holiday Weekend to buy a few things . Whats going on . Lets not make too much of this bounce just yet. We did have a pretty deep deline in the last month, equities off about 3 so far, so its tough to make much of too much. This whole geopolitical concern has actually helped the price of wti crude have a big move to new 12month highs, and this is having a good effect on Energy Prices and stocks. If you look at the prices of both Oil Service Stocks and also the xle and the xlp, very Good Movement today. This sector is outweighing all of the nine sectors, so this is definitely a place that should still continue to work in the near term, so its certainly not all negative. Were still very much in vacation mode, so its more indifference than any sort of buying. Buying remains, light, and there are worries with regard to higher Interest Rates and geopolitical concerns and higher gas prices as a result of this move up this crude. Cheryl it really is about the commodities, its clear to us today as well, mark, thank you. Roett go to dan howe lets go over to dan howe at the che. Youve got not just the commodities picture that were watching, but also youve got the fact that you wonder whats going to happen with the fed and tapering if we end up in this, frankly, some type of i dont want to say war, but conflict, serious conflict between the United States and syria. What do you think . Well, thats a lot of the buying today because, basically, the announcements on tuesday and the market reactions on yesterday, plus the numbers of existing home sales and the pending home sales, theyre basically all leading to the fact that theres a lot of people that think the fed is less likely to taper at the next meeting, and thats what youre seeing going on here. I think the stocks are pew bid by the fact, but the bond market is not reacting that way. Basically, bonds are selling off for today, the ten 46 year notes up almost seven basis points. So not likely that the tapering will be pushed back. Cheryl thats a very good reaction from the bond side of things. Okay, michael is standing by at the nymex. I mean, we certainly talk about wti, but it really is the brent contract that has the most effect if we do have some kind of shutdown of the suez canal, supply issues to europe. Are you still bullish on the brent contract, michael, first on that . Well, to be honest with you, i was looking at that contract. We moved out just over a dollar on that spread. Personally, i thought it was going to move out a little bit more, and i think it has room to move. If that scenario plays out, at the top of the hour you were reporting there from jerusalem, it could escalate into a real serious situation and then, you know, all bets are off. But as far as that brent contract, i think it should go i mean, its out to, what, about 6 or so . Its got the potential to move out, you know, as far as it wants to go, and thats the primary thick thing. If you rook at wti at 110 a barrel, am i still bullish . Cheryl right. To be honest with you, ive been doing this for 20 years. It always seems to be buy the rumor, sell the fact. So how short lived is this Campaign Going to be . If its going to be a quick strike, take out some things and it doesnt escalate into a huge conflict, i mean, i think, you know, it could be that scenario where were leading up to it, were running up to 110, and then it comes off really hard. If it escalates, it could be a frightening thing where we could see oil go wherever it wants to go. But one more quick note. With that in mind in the options pitted the last couple of days, everyones buying calls, and the puts are awful cheap. First time relative to the calls that ive seen it since ive been Trading Options down here. So its been years since that put skew can has been negative. If youre long oil right here, i would certainly want to buy some cheap puts because because if ty the rumor, sell until fact scenario comes in, youre going to want to be long on those puts when cheryl as we go into the weekend, certainly, were dealing with potentially higher gas prices. They always seem to pop right up just as soon as Labor Day Weekend seems to arrive. All right, gentlemen, thank you very much. Weve got some breaking news we need to get to. Lets go up to adam shapiro, hes got some breaking news for us. Reporter this is important for people who follow retail was weve been talking about how some of the clothing retailers have been having trouble, but here you have got williamssonoma reporting and earnings that are beating for the Second Quarter. The reporting revenue of 982 million, now, this is williamssonoma, pottery barn, a lot of companies under the umbrella of williamssonoma, but the earnings per share, 49 cents. So weve got the revenue, again, 982 million which was a beat, expecting that not to be quite that high, and then youve got the earnings per share at 49 cents. They are saying that a our Second Quarter results demonstrate the Strong Demand for our brands and the profitability of our multichannel, multibrand platform. Cheryl all right. Well, actually, i was looking at the stock right now, it appears that the stock has halted right now, 58. 53 is the last trade on that one, 91 cents, that could be, again, just as the earnings are cross, you halt the stock, but it looks like its starting to move. Wsm, there we go, down 82 cents. Of course, 58. 62. But a lot of the retail names we have to say that a lot of these retailers have come out with some pretty negative numbers. Nice to see williamssonoma beat on the revenue side. Again, this is the Second Quarter report for williamssonoma. Lets bring in lauren simonetti, and youre obviously at the post right now. What are you seeing . Reporter right. Up until moments ago the stock halted, now its down 1. 2 , it has reopened. The earnings came out at 2 30, and we did have a crowd here just moments ago. The other story were talking about after that unexpected news, cheryl, is this is the audio chip maker that did get an upgrade to buy, and this is one of the reasons why. The analysts are saying Voice Technology is becoming a critical part that users are going to come to expect in the future in their wearable devices and their apple devices. But even going beyond apple, theyre saying that you have to look at voice cancellation and Voice Recognition technology. This is a new market. So these shares are up sharply and with that, of course, were also watching apple shares which at last check were up a little bit as well. Cheryl all right. Thank you very much, lauren simonetti, for the New York Stock Exchange. A lot of breaking news. In this greatest nation on earth. Cheryl thousands gathering at the National Mall in washington d. C. Five decades ago, 50 years anniversary of Martin Luther king jr. s i have a dream speech. President s carter, president s clinton all there listening in. Certainly, a tough day for president obama as he celebrates a history, he also has to deal with what is happening overseas in syria as he and his cabinet get ready to potentially make a strike against the country after president assad used chemical weapons, so certainly a tense day in washington, but also a day of celebration. Wanted to bring you those remarks just there for a moment. Well, back here in new york were watching u. S. Markets, and really the markets, the numbers recovering today from those big losses we had yesterday. Oil, though, we do want to say is still climbing higher as investors await possible u. S. Strikes on syria. What is next in this crisis . Lets bring in right now wayne lynn, global allocation strategist, and ike baker, a former cia officer. Mike, i want to start with you, as we saw the president giving those remarks in washington, certainly behind the scenes at the white house there were some very tense meetings going on. Can you give us some color, some sense of whats happening in the administration right now as they prepare for a potential strike . Well, its not a potential strike. I dont think they have any other option. Theyve really put themselves into a position where they are now trying to figure out whats the least thing that they can do. Nobody wants to escalate this to the point where, to be brutally frank, assad falls because nobody wants to deal with that mess. So were looking for something that will and i dont mean this in a disparaging way necessarily, but its going to strike a tone, its going to make us, i suppose, feel better about ourselves and standing up to the use of chemical weapons. But it wont prompt a response from syrias allies, and it wont also cheryl you say it wont, ike . Im sorry, you say it wont . Youre saying this will not prompt . Yeah, it wont, no. Well, no, thats what were looking to do. What im saying is the white house is trying to find just enough but not too much. They want something that they can do to say weve done it, but they do not want to prompt a reaction or response from russia or iran, certainly, and at the same time, you know, i would argue that they do not want to degrade his capabilities so much that assad then starts a slippery slope and is out of there. Because the mess that follows behind assad is really disastrous. Cheryl okay. Wayne, im going to bring you in on that same issue. We believe is going to be a strike by u. S. Forces, nato forces, of course, the issue here is the country of iran. Predicting thats going to have a huge impact on the brent crude contract. Weve sang this song before when it comes to tensions with iran, but now more than ever were talking about a u. S. Military response be right next to their borders. What do you make of all of this . I think from a strategy perspective, you have to think about any type of uncertainty raises risk premium, right . That hits markets. You saw that yesterday, but be i think the markets recovered today a little bit, and they were more stable today because they realize that the actual Economic Impact of any strike on syria is minimal, right . But the risk is to the region in general which is, you know, the middle east is responsible for a large percentage of the oil that is consumed by the world, and further instability there could threaten either the transportation or the production of oil. So that would have real Economic Impact. Cheryl and you know, mike, going back to you on kind of the military equation of all of this, market strategists are telling us as they look to guess what this means for the region, its instability in the region that i think makes Market Participants nervous. Careful can the military be without disrupting overall the volatility that we already have in the middle east whether its jordan, israel or egypt . Right. And thats really the big issue. Its not be, again, as has been pointed out, its not just the syrian issue. Whats causing so much consternation is the potential to drag iran into this, the potential to suddenly get russia feel as if its backed in and now has to take a much more active role this the protection of assad, its the potential for retaliatory attacks on israel. All of these things are being weighed into this equation which is why were being so cautious. Look, if it was just syria operating in a bubble, then shortly after john kerry talked about undeniable evidence and no doubt that chemical weapons had been used, we would have pushed the button and let fly some cruise missiles. But again, the calculus here, the important part is theyre trying to decide whats the minimum that we can do and not create far more turmoil . Cheryl you know, wayne, when john kerry did make those remarks, the first thing we saw when markets opened again was, in lahr, the european markets took a big hit. What is your outlook for Global Markets as we begin to try to weather the next few days . El, i think, you know, were constructive on Global Markets in terms of where Economic Growth is headed. We feel that europe is showing signs of life, and the u. S. Recovery is taking hold. Thats all positive for earnings which is our main worry. I think the big concern here in the middle east is whats the effect on the oil price if it ends up in some sort of disruption to either the transport of oil or the actual production of oil, that would cause a spike in prices. Luckily, though, we feel that the saudis have the capacity to open the spigots, so any type of spike would be sort of short term. Cheryl all right. Well, certainly, were going to be watching, and all of us are going to be watching what happens with markets and, of course, politics. Wayne lynn, mike baker, of course, former cia officer, gentlemen, thank you very much for weighing in. Thank you. Cheryl closing bell going to ring, weve got about 38 minutes to go right now. Facing a 6 billion penalty to settle allegations it missile mortgagebacked securities. Only a latest demand by regulators as they continue to pile on this big bank. Liz macdonald joining us with details. Reporter breaking news. The latest developments on this is that according to sources close, there is talk between the governor government and j. P. Morgan on the mortgagebacked securities settlement that has broken down. Sources are saying essentially 6 billion of was quoted by the Financial Times is way off. There is also talk that the government has been leaking a lot of information to various Media Outlets to put pressure to settle various probes. Youre seeing where theyre coming from. Not just here, but also at the state level. Its also probes overseas, places like canada and switzerland. So the probes range, of course, the london wail of the way down to the manipulation of the energy markets. What were talking about this mortgagebacked security probe, the potential settlements, what we are hearing is that essentially theyre doing a pushed back because theyre saying that they were essentially pressured to buy during a financial crisis. Mortgagebacked securities was a comes from those two banks. Not in the business in a big way before the financial crisis. So the other question not heard these sources close to the matter. Ready seeing it. The push back about the mortgage bonds, im also hearing from other. The overseer of fannie and freddie, wire and then not going after the executives . Buying and for taking on their balance sheets. A guinness said no. Nothing sent to officials of those two companies that had to go on into receivership and get the biggest taxpayer bailout ever. That is also a complaint on harry on wall street. In other words, what we saw with the financial collapse was a massive sub prime accounting fraud that did not go but went on prosecuted. Just as culpable. But give it back to you. Cheryl you are we talking about . Is this u. S. Regulators, london regulators . Reporter in terms of the government side, the fha. Already they spend a nap billion dollars in fines in 2009 and 12. They could have to pay billions more in fines. It should be noted them a 20 billion in profit last year. Cheryl thank you so much. Lets bring in sr. Business correspondent. Talks broke down. Started again because theyre in bigtime trouble right now. Have been talking to lot of senior level wall street executives, ceos are just below that. There have been several firms that have been in the doghouse as the financial crisis. Bank of america, the vampire squid. Now its j. P. Morgan. But heres the problem. The bigger than these other firms. Moorlands to regulate, so have more problems. And the other thing is and tell you, you cant really discount this. Ive known and. Since neither the said gray hair. In know, there was a case to be made that he was just a little too arrogant. Im not saying he is, but thats what of the people will say. He came out a little too strongly on certain things, that a basically a tax doddfrank a little too strenuously. When you put all this together he has a big target on the said. In the tell you this, not saying he will resign, but something will happen structurally to that bank. That is the big prediction. When i say structurally. Cheryl they survived it, the splitting of the roles. So far he has survived in the of his critics. Thats now. They dont have the final say. The regulators have the final say. What of saying is that once this bank if youre an investor. Then make a ton of money. They have to pay a timeout. Have been reporting this for a while. There is going to be some response from the bank. He thinks it will break it up. I think theyre going to get smaller. But he does is try to get is handle on this monstrosity. Its huge. Business and other countries, all sorts of different businesses. What he does to get his hands around this improve to the regulators he is serious is he makes a smaller. I dont think its going to be broken up, but can see him coming in and starting to sell assets. I just think right now this is such a difficult time for them. This is worse than what happened with goldman. They faced some regulatory settlement. Maybe one big one over that abacus trade when it paid 500 million. This is billions upon billions. I had someone the other day at the legal costs from j. P. Morgan , Something Like 20 billion. Now, thats one years earnings. It did not make that much money, but you see what im saying. The Regulatory Environment that is aggressive. He is a big bank that is hard to manage. Lets face it. What we have a london well . Is because he found out that part of the business, the London Investment business. For some reason he was not around that much. He headline disease. So thats how this worked. In the old days the ceos would make a phone call themselves. It would make sure it was monitored. Now its so big, hes thinking of the London Office is taking care of while he goes on the something else. These banks are big, and i tell you, its going to come to the point where he starts selling stuff off. Cheryl god this split up. Thats interesting. An iconoclast. I think hes too far out. Something will happen to be something dramatic will happen. Cheryl thank you for sticking around. Thank you very much. All right. Closing bell, watching the clock right now. We have about 27 minutes to go right now. Markets are higher, which is nice to see. When we return which retail stock should be on your Shopping List . Gets ready for a possible strike on syria. American Officials Say u. S. Action could come as early as tomorrow. Joining us now from the white house with more details, rich edson. Reporter this just coming from our colleagues at fox saying that this intelligence reports that the demonstration was supposed to release to make it clear that chemical weapons were used in syria wont come out until thursday according to officials because they have a natural concern about revealing intelligence sources. This is a big sales operation for the white house. And not only have to sell this to International Partners but the american people. On the International Front the u. N. Ambassador to the United States meeting with counterparts on the permanent security council. The security council, as it normally breaks down, the fifth, the russians oppose an action. In this case action in syria. The u. S. Says it is making it lear that theyre going to move on without them. We cannot be held up in responding by russias intransigence, continued intransigence at the united nations. Quite frankly the administration is so serious and demands a response. Reporter that response, at least on the international level, there appears to be partners in europeans, folks in the arab part of the world. When you look domestically have some concerns, there are those who have wanted a strong reaction from the white house already, and there are the republicans to have concerns and say they won any action to go through congress. A growing number of republicans. A few dozen is sending a letter to the white house requesting that any action be debated by congress and authorized roden congress. The problem being congress is out for a couple of weeks. Cheryl all right. Congress would like more of a role in this, im sure. Thank you. Well, from the markets perspective it really has been told that has been the story. The metal really trying to find its direction. I do want to show you what has been happening. Give him a longerterm picture, as you can see. The last week for so. There you can see we did have a lot more of a bill that tensions began to rise. Certainly those comments from secretary of state medically the u. S. Would get involved. Gold hitting a three and a half month high. Right now 1317 exactly. Twenty, 0. 20. The big hedge against insecurity. Putting gold into a bear market territory. Nevertheless three months. This is when you can really see the volatility in a precious metal. Emerging markets consumer is, emergingmarket investors think those in the middle east, the particular High Net Worth investors pile money into Something Like gold. It is a safety play. It is certainly a Global Safety play. Chinese as well. Anyway, the u. S. Debt falling off. Gold is up 20 . The 34month low hit on june 27. Two other metals that have been moving in lockstep, but not today. You want to watch. A lot of interest. 2436. Copper, which is one of those commodities that over the last week for so i equated with the housing market. Another matter that is being getting more attention as well. Lets move on. Crude selling at just over 110 per barrel. 115 and made all the uncertainty over the conflict in syria. Lets bring in sandra smith at the cn eat with the white house response to all of this. Talk about the spr. Reporter amin, the white house has responded to the Fox Business Network saying that they are closely monitoring the supply and demand fundamentals. Whether or not they should be playing that role, that is certainly a question, but they are in deep watching this. With the possibility obviously being that they could, if desired, a tap the Strategic Petroleum reserve. That emergency supplies of oil that the last time that was tapped into by the u. S. Government was back in 2011 during the libya crisis. They tapped into about 30 Million Barrels of oil. So while that plays out and while we continue to see the conflict play out, oil prices are skyrocketing. We continue to see higher prices. 110 per barrel in oil right now. About 115. 150. Wti could hit 115. No one is calling for the spike in oil prices to last. If indeed we do see a strike on syria, most analysts including stockton and barclays, mocks the others are saying that this would be a very shortlived price spike because we see the saudis step in and increase their supply. Meanwhile, gasoline prices, watch them. They too are on the rise. So everything is affected here at the cme as we await to see what happens. Cheryl so many traders are missing the boat. Kicking himself when they miss the Trading Opportunities on these contracts. Again, as you mentioned, gas price will be an economic blow back so we are here for our viewers, not taking time off. Its good to see you once again. Thank you. Closing bell will ring. We now have about 17 minutes to go. Retail stocks head back to school. Can you believe its already backtoschool time . Cheryl well, express lifted investors spirits today after the retailer reported strong earnings and raised its outlook. The Retail Sector overall remains mixed as we head into the backtoschool season. Who will come out on top . Joining me now, mary driscoll, a senior chief consultant. A team name, one of the things we have seen seems to be unemployment has been a big problem. I they not spending it or are they going for different types of items . We are not sure. Express certainly got a pick up from young shoppers. Theyre not spending. That is partly for the young girls and also too much denim. I will say macys said that youth was off. So across the board they have not been shopping. Cheryl does that factor and a broader scale for july retail sales . The Second Quarter numbers for the sector, for the most part there were disappointing. But overall retail sales, there was a really rough month for the sector. Is too early to throw in the towel. We should see people shopping in september and october. Tickets wait until they get to school. So there is hope. Cheryl less talk about some of the winners. Just overall, give me some of the winning names. We need some positivity. What i think, some of the brands that did well, emotional connections. Theyre doing well, not because they use their buying them, but because the brand really has a lot of momentum then dap, very strong. Another one would be diaz corporation with north face, on the rumor. So i think Sports Apparel brands are doing well. Kids like them. Cheryl and the like that corporation. All it. So now i have to dig into this a little bit. You are a little concerned. The darling of wall street since the ipo. Everyone wants to be an. You say not so fast. I think he has done really well. Still strong momentum, lots of opportunity. They opened 75 stores, doubling the footprint in Department Stores in europe. Im just worried that theyre going to fast. I think one of the secrets of being a good luxury brand is keeping supply less than demand. Cheryl the unattainable is what youre saying. Theyre kind of going the way of Tommy Hilfiger and getting mass distribution, being discounted. Fair enough. Real quick, j. C. Penney. Something very intriguing. Tell me. When i went to the home launch i was so impressed. They had leather sofas two to 3,000, and credible tufting, like a chanel bag. But that is now working. They have conrad. Really wonderful brands.
