But it is not the end all, be all when it comes to hiring for Small Businesses because we looked at the nfib forecast recently while optimism amongst Small Businesses remains fairly high there is a great deal of uncertainty. It was the second highest number of uncertainty since they have been measuring that attribute with Small Businesses uncertainly equates to what . Prevents Small Businesses from wanting to take risk. That means they will cautious about hiring and investing in their companies. Neil if they settle their difference, david asman that is Immediate Tax cut to Small Businesses and nothing to say individuals, which explains why there is such interest in the first place to try to get this done before addressing tax cuts. There are tax cuts with this, right . There are tax cuts, but i want to carry on with what susan was saying about the uncertainty, the there is no longer a mandate for employers to provide Health Insurance doesnt mean they wont continue to do so because they are hungerrerring down. They are uncertain about future and tax cuts. Workers they have, they have been providing wage increases for. Wages have been going up. They have been hiring more parttime workers but again uncertainty. Workers they have and know and they trust, they want to do everything to keep them. In terms of hiring new workers, 48 in that survey that susan mentioned, 48 reported few or no qualified applicants for positions they were trying to fill. So they have jobs. It is just they cant find the workers to fill those jobs. So the workers they have that can fill requirements theyre anxious to hang on to. That means continuing with the amount of Health Care Coverage they already have. Neil now, weve seen evidence, susan, that the economy seems to be slowing down. This health care thing is notwithstanding. Are you, some of your members hearing that barring any tax cuts at least this year. We could be entering serious headwinds . Well, i think, honestly, neil, there has been a dearth of entrepreneurial activity in this country for about a decade. This sb e council did a study and they found over the last decade 3. 5 million businesses failed to launch. Why is that . Up number one it is taxes, and it is stifling entrepreneurial activity. Think how many jobs would have been created if those businesses had actually to then of the ground. That is one thing. Small businesses are looking out seeing some good signs what goes back to what david and i was saying that uncertainty. Until they know the administration will be able to slash the regulation, give us a tax cut, give us tax reform, that will make a huge difference. I said it before on your show, neil. Were cautiously optimistic, cautious is the key word. This Health Care Bill theyre discussing it has a lot of flaws to it. There is still kind of an individual mandate, if you go on insurance, you want to get back, you have to pay surcharge. There are a lot of problems with the bill now. At least it would be something, address uncertainty what susan was talking about a little bit. What would address it a lot more is certainty of tax cuts, once the tax cuts kick in. All of the slack that we have seen, because the uncertainty is causing people to be cautious about hiring. That slack will be tightened. People will start going in like gangbusters. Put this collapsing law behind us. End this failed experiment. Lets make it easier for people to afford their Health Insurance. Lets give people more choices and more control over their care. No. [shouting] after all of this, after all of this, after seeing is happening in iowa and around the country, after seeing this law collapsing while we witness it across the country, knowing all the turmoil that is coming, we will not falter, we willreplace. We have the opportunity to raise gaze and settle a bold course for our country. We have the opportunity to show we have the resolve to tackle big challenges in this country before they tackle us. Absolutely. I have to say i 100 completely agree with paul ryan. Im so excited because yesterday, last night, was a huge step in the right direction. It was a very momentous time. We got a little bit closer, a little bit closer to you know, getting that accessible, affordable, High Quality Health Care that we need, especially with 80 billion thanks to upton and the upton amendment. That shows to me good faith. Good intentions. Neil 80 billion to cover largely preexisting conditions. Put into a pool for those patients that have preexisting conditions. That shows good faith, good intent. Puts our patients first. That is very important to me, covers children, disabled and elderly. Neil you like it. Kennedy, there is still the notion, whatever happens, lets say this does get approved, sort of tinkered with in the senate, but ultimately work out the difference, now republicans own this health care thing. They absolutely have to. It is interesting neil what if premiums keep rising, what if all the other stuff keeps happening . I dont see anything that will keep premiums naturally rising. The only thing does that if the Health Care Industry interfaces with the free market. It hasnt been able to do that since the mid 60s with crossexamination of medicaid. Neil premiums go through the roof. Premiums will absolutely rise. Republicans will have to own that. There is not enough in this bill to stop that before all important midterms for them next year. Paul ryan talks a pretty good game but theyre very empty promises. There is still way too much government bureaucracy and complexity in this legislation. Unfortunately that highrisk pool is where liberty goes to drown. Neil cow. Doctor, what do you make of an idea it has been raised here, that those preexisting conditions who let their coverage lapse will pay through the nose for the privilege getting it back . Maybe that is the way it is going to be, and theyre a higher risk pool anyway, some im told there is no ceiling on higher premium they could pay as a result. What do you think of that . That is the whole point a lot of people are missing. They have created these highrisk pools, this funding allocated to states, to compensate for those people that will ned extra funding. So they have got these backup plans in place if you will. Neil what happens, doctor, say you have a preexisting condition and first out and want to get coverage now, you will pay a lot for that . Maybe that is the way it should be you will pay a lot if you can afford it . Even if you after afford out or if you cant. Emergency room, those patients without insurance neil which is way it was before, exactly. Exactly. That is result of an overwrought governmentrun system that happened before we had obamacare. Obamacare made it much, much worse and hastened the decline into singlepayer. Right now one of the biggest issues for a lot of states like iowa, is not having any choices on the insurance market. And they worry that they dont have more than one or more than two. There arent going to be any choices with a singlepayer system. There is no way in a country this complex we do anything but ration care. Neil doctor, i talked to many in your fine profession, and you do gods work, people always rail against doctors or whatever, the fact of the matter is, many doctors i have talked to said, with obamacare, whatever, it is just not worth it, neil. I had one neurologist, doesnt want his son to go into the business because it is not worth it. What do you think . The problem is, the problem is, premiums and deductibles are so high, there is such a tremendous financial burden on patients, and it makes it very difficult for doctors to do their job because patients are delaying seeking medical care or they have lost their doctors because their doctors are out of network. And then they come in when theyre really, really sick. I had a patient last week, in his mid 50s, past due on his colonoscopy came in with abdominal pain and bloating, long story short, abdominal mass, abdominal cancer. Ended up with multiple surgeries, with a coloss toe my bag, all of that could have been prevented if he was able to afford his deductible and get the initial preventative screening. Neil that wont alleviate the problem with this effort. No. In fact this kind of governmentrun insurance disincentivizes people to take care of themselves. Not necessarily because there are high deductibles and high premiums. Lets stop treating Insurance Companies like crony pillar of our society. This republican plan, is just a handout for Insurance Companies. Instead of that individual mandate going to the government, that penalty now is paid to Insurance Companies for that lapsed coverage.
