And so, that being said, there are a number of negotiations that are going on not only at 1600ennsvania avenue b upon capitol hill as we speak. So hopefully we will be able to find some consensus. Reporter youre a modest man but you basically have veto power over this, dont you . I have one vote. My card has a picture on it. It doesnt belong to me. It belongs to the people of Western North carolina. That is truly what motivates reporter can the president or speaker pass this without your support . Im one vote. I can tell you at this point, were trying to get another 30 to 40 votes that are currently in the no category to yes. Once we do that, i think we can move forward with passing it on the house floor. Reporter congressman do you agree with some of your colleagues voting for the bill in its current form would be worse than doing nothing about obamacare . I think at this point, some of the provisions in here do not Lower Health Care costs enough. Certainly for my constituents. So as we look at that, i think weve got to make sure that it Lowers Health care costs. Reporter but is it worse than doing nothing . Here with the cbo, here is the problem with doing nothing. I dont believe that is an option because lives talked to people, Business People that have had the tough opportunity seeing their Health Care Premiums go up 30, 35 . Another 30 in North Carolina this year and when you look at that, obamacare is not sustainable. So to suggest it could be around i dont see that. Reporter the man from cato who you had speaking in there, michael, agreed it would be worse. Mike cannon is learned individual when it comes to health care. Reporter congressman, are you still a no . I am still a no at this time. Im desperately trying to get to yes. I think the president knows that. I told him that personally. I can say with all the Freedom Caucus, they are really trying to get to yes. That is why we met for such a long time. It was at times a, not contentious but i would say very rigorous debate. Reporter what changed between last night and right now in terms of your support and the Freedom Caucus . I think what changed between last night and today was the fact that the president has made some very good faith and good wil gestures to try to move the ball along. It is certainly having an impact. Ive got to wrong. Reporter he says if you dont get on board he will come after you. Are you afraid of that come on. Im going to leave. The president is not only someone i support but someone that i [inaudible] look at from a very, not only friendly way but certainly take some of the things he says in jovial manner. Reporter youre not afraid this might come back to haunt you . Anybody in politics always worries about the consequence of every vote. [inaudible]. Melissa that was interesting. That was really interesting. David congressman mark meadows. He is head of the Freedom Caucus. Of course the president is the most powerful man in the country but mark meadows has a lot of powerit now. He has the power to steer the conservative caucus in the United States congress either for or against the bill. He did say we are going to get to the finish line. So he did just say that he thinks in the end they will compromise, conservative republicans with the more moderate republicans to approve of the Ryan Health Care bill. Melissa he said were desperately trying to get to yes. He said the president made good faith gestures. David yeah. Melissa i dont know, interesting. Very positive. David it was a positive move. The market closed as he was speaking in the negative, just barely. It is minus four points on the Dow Jones Industrial average. It has been changing tick by tick depending on whether the consensus was in favor or against the passage of this Health Care Bill. Chad perking gram, our primary producer inside of the beltway is her to talk about this. Chad, we should mention off the top, this statement i thought by mark meadows is very significant. We are going to get to the finish line. It was unequivocal. He said in the end they will compromise and come to an agreement. The question is when. That is the question. Mark meadows, i have spoken with him multiple times past few days he is trying to get to yes. The key is getting other members of the Freedom Caucus to yes. He said yesterday, earlier today he is not the conscience of the Freedom Caucus. He doesnt vote for those members. He still has recalcitrant people who he has to bring along. This is the not easy. But it is just not the Freedom Caucus. It is also members of the tuesday group. That is a group of moderates getting on board with this bill till the Freedom Caucus laid in, said, look, we want to get some of these essential health benefits, title one of obamacare, out, that will help lower costs. Well not have Maternity Care in the bill. Not certain things thaare required for you to pay for in ur Health Coverage that you might not need. That will reduce premiums. The tuesday group feels like they had the screws put to them a little bit here because they were starting to get on board but they represent these districts that Hillary Clinton won. David right. Districts where obamacare is very popular. If they jump off. Or they take a wrong vote on a bill just not right for their district. That is where they could have trouble retaining control of the house. David chad, before we get too far into the weeds, simple question, timing of all this. The vote was supposed to be tonight. They didnt want to pass it in the middle of the night like suspicious what happened with obamacare. Tomorrow they will be meeting any chance they might vote on this thing tomorrow. Or will we have something in the weekend or next week . They are setting up a process where they could bring up the Health Care Bill pretty quick to the floor anytime between now and monday. Theyre hoping they can get votes together by tomorrow, maybe have a roll call vote. They are concerned about that optic of voting late at night. Thats a concern because they were so critical of democrats, those votes came late in the evening. They were not overnight, about 10 00 or 11 00 they did that. One vote in the senate was 7 00 in the morning on Christmas Eve day on 2009, i remember. They dont want that optic. I talked to one senior House Republican leadership aide, our philosophy, you go when you go. If you have the votes, dont diddle around, vote on the bill. David but it could happen this weekd . It could. It could. There is something called the stockholm syndrome out there. They keep members in. Deprive them seeing families, their meetings back home. People get worn out, sleep deprived. Just like stockholm syndrome they agree with their captors. David chad pergram, thank you very much. We have guy benson, townhall. Com Political Editor and Julie Roginsky. Fox news contributors. Saw you tweeting. What you were watching. What did you think . Not surprised given what happened all day today. Last night some of the people on the hill were optimistic. There might have been a breakthrough. Big meeting this morning with the Freedom Caucus. Then the president put another meeting on the calendar with the tuesday group later in the day. Paul ryan moved his press conference back and postponed it again indefinitely. It felt like a postponement of the vote was next. Lo and behold that is exactly what happened. Melissa julie, is that your take as well and is this whole idea trying to balance two ends of the party, that is story as old as politics . You know the part about this makes it even more difficult for republicans once they reconcile among the fact shunts in the house, that is not a big if, somewhat of an if. They have to go to the senate. Dont forget they have small margin in the senate to get it done by majority vote, never mind overcoming a filibuster. To get to 52 if the bill continues to move to the right they get rid of essential benefits, a lot of moderate republican senators will not go along with it. That is problematic to get to the president s desk. Melissa guys, let me ask you, why is that a hard sell . Were all intelligent human beings dont we have enough sense to buy the insurance that make sense for us . Why does government have to have minimum in a policy . If youre older couple you dont want Maternity Care. If youre younger you dont select for certain things. That is what insurance is about. Deciding what your familys risk is . I dont need the government to do that. That is defendable. Just because you get rid of federal mandates, National Requirements nationally for all stuff to be covered, make stuff more expensive doesnt mean there arent still state level requirements. To your point as a single dude i dont want to have to pay for pediatric dental care for example, for a postmenopausal woman, she probably doesnt want to pay for Maternity Care. That drives up cost. Getting rid of National Blanket requirements would make health care more affordable for a lot of people. Melissa yeah. The issue here politically, julies right even if they get this eventually through the house, the senate will completely change the bill. It will come back to the house and then what . Ultimately in 2009 and 2010, democrats all over the place. Some wanted singlepayer. Some wanted public option. Some were nervous, thought it was going too far. Eventually got them marching in the same direction because they wanted to advance the ball for government. Republicans at some point have to decide whether or not they will get serious and govern to make improvements or if they will sit on sidelines and snipe the way they have for seven straight years on this. Melissa julie, everybody with two brain cells knows this is the only opportunity for republicans to get together and do something about this. Everyone in one way or another has hung their political career on getting something changed with obamacare if youre a republican. It is collapsing. They have to know it is doordie, dont you think . Putting your political hat on, if you were giving anyone advice this is doordie, you have to come to a deal, no. Depends who you are if youre advising. If youre advising two dozen congressman or women in districts that Hillary Clinton won but youre a republican youre a much dirt place than a mark meadows. Melissa how could it be good if they dont repeal or replace . How could it be good for people in the districts . This replacemt, qunnipiac poll showed in the poll it was less popular than it ever was. Popular to say get rid of obamacare. Republican say it for seven years. The substance of bill melissa nobody at quinnipiac has no idea what the substance of this bill. That is not true. Doesnt matter. Reality people didnt know what the substance of obamacare was either. They melissa they know reality and they dont like night tell you something, when they find out reality of this White Working Class that voted for donald trump who will be hit drastically by provisions in bill they will not like it either. As it is these politicians look at polls religiously as they should. Theyre up for reelection in a year or so. Melissa we dont know, this bill isnt even set. To know what the ramifications of what a deal would be. You cant say people who voted for trump will be unhappy wit. We dont have an idea what the final deal will look like. This bill is not getting more and more moderate. Melissa you dont have to concede that. He went to meet with the tuesday group the he. We were arguing with opposite. It is getting more more rad. If you get more moderate forget ever passing in house. Mark meadows will hold hostage. Melissa guys, last word. Julie, republicans are dammed if they do, dammed in they dont. Tough situation politically for sure. Melissa for sure. Republicans won three out of the four National Elections with really only one consistent, coherent message, with a lot of knows out there, that was repeal an replace obamacare. The American People said yes, please go do that. They have to do it at some point f youre worried about the next election, what is the point of getting elected if you will not actually influence policy. Guy, you sound like you doesnt live in washington. Melissa stay right back there and stay warm. David we have a full hour. Well talk about how the Health Care Bill and movement one way or the other affected the market. The dow ending in the read for e sixth straight day. This is fascinating. We were up 97 points at the high when it looked like there was a deal. Look what happened 1 00 this afternoon. When the Freedom Caucus members left the white house. They were supposed to speak in the mics. They didnt. Obvious it was no deal. A big drop. Then another in the last hour when the delay was announced. Lori rothman on the floor of the new york stock exchange. Lori very quickly what stocks were most affected by all this movement . David, the traders on the floor were certainly on pins and needles. The Dow Jones Industrials went past unchanged line 80 times today. From Senior Editor charlie brady. Traders say watch the financials. That was bellwether. Retail was up. The other key area to watch, how the market feels what is going on in washington where we go from here, small caps. Russell 2000, which monitors a lot of those, up as well today. The thinking here is that the market so far this week only down 1 . Todays declines, not a big deal. The concern is fading that you have to get health care done before you approach the other initiatives like tax reform. David lori, thank you very much. Lets bring in our panel. For more on the active market. We have scott martin and lindsey piegza. Good to see you both. Do you have any doubt this market would take off if there was a passage of this Health Care Bill . I think it would be a good sign, david. How soon that happens will be interesting though. We had a delay today. Who knows what happens tonight. Maybe tomorrow we stub our toe again. That could start knocking market confidence. I do i this the market could rally, david. If we have the drop in confidence next couple days we could rally back to where we are today. David lindsey, were 400 point off the high. Look at onemonth chart of the Dow Jones Industrial average, the peak was on march 1st. We were 21,100 more or less. Were about 400 point off of that right now. Would we continue to drop if in fact there was no deal on this bill . You have to remember the market is looking at health care a step ilong line policy initiatives expected from the Trump Administration to contin to buoy economic activity. The fact we cant get health care done, this ongoing debate, this was seen as easiest or expected to be easiest to pass. This will continue to divert energy and focus away from key reforms the market is really expecting particularly on the tax side. So the longer this is dragged out, i think we certainly could see the market at least sit on the sideline with very little upward movement. But as confidence wanes, we could see market trade to the downside, absolutely. David it is 95 taxes. That is what it really is all about. That is the whole game. Scott, lindsey, great to see you both. Thank you. Melissa so the white house and house leaders are trying to wrangle support now from both conservatives and moderates. The president says when the vote happens it will be very close. The latest he details from washington. David also london is cracking down after yesterdays deadly terror attack, making eight arrests in raids today. What we now know about the suspect and the victims. Melissa and the democrats applauded devin nunes when he said there was no evidence the Obama Administration had wiretapped the president. Now theyre trying to discredit him. White House Press SecretarySean Spicer Sean spicer getting grilled today. And always working to be better. David breaking news, the news of the hour the health care showdown. House members have been told there will be no vote tonight on a Health Care Bill. There was supposed to be a press conference, paul ryan there, the speaker of the house. Delayed that indefinitely. Fox businesss peter barnes in washington with the very latest. Peter . Reporter thats right, david. Right now what were waiting on, a group, meeting between President Trump and a group of moderate House Republicans at the white house. Thpresident calling that meeting after he met earlier today at the white house with the conservative Freedom Caucus members. The president trying to hammer out a deal with both groups to get enough votes to pass the Health Care Bill. The Freedom Caucus chairman mark meadows was just speaking to reporters in the last hour. He said right now he is still a no vote. The negotiations are still on going. He is trying to get quote 30 to 40 votes currently in the no category to yes, with some changes in provisions. He says mainly that to try to make sure that the bill actually does Lower Health Care costs, lower people couples for people, particularly he said his constituent back home. But we are now of course, waiting for this outcome of this meeting over at the white house with these moderates who dont like some of the changes that the Freedom Caucus members are talking about. They doesnt like some proposals to roll back medicaid. The president and Republican Leadership are trying to find that balance according press Secretary Sean Spicer to get enough votes to get this action on this as early as possibly tomorrow. David and mark meadows did say, it was unqualified, he said it will be done. They will come to a compromise. Reporter right. David a lot of optimism from the man leading the charge from thconservative side. Peter, thank very much melissa so the president feeling vindicated. Melissa from the delayed Health Care Vote to the information surrounding intelligence on the Trump Transition Team it has been an extremely busy day at the white house. Blake burman there live with all the details. Blake, never a dull mont. Repoer i melissa blake, can you hear us . Reporter hi, guys, it is a busy day at the white house. The president was just commenting on health care a little while ago when he was hosting truckers. The president as you know has been very involved in everything going on here. In fact the white House Press Secretary sean spicer said they are optimistic about everything happening. That is before the delayed vote happened. When the president spoke about this he boiled everything down to pure politics. Watch. After we repeal and replace obamacare, by the way, it is close enough because obamacare is close for politics. They know it is no good. Of course knows it is no good. It is only politics because we have a great bill. I think we have a very good chance, but it is only politics. Reporter the other big story on this day of course, the wiretapping allegations and the revelations yesterday from devin nunes. Here at the white House Press Secretary sean spicer said forget about the whole process. He had taken a lot of questions on the process, how nunes went about everything. Why he went about everything. Instead he said the focus should be on the substance. There seems to be this obsession with the process. You know, how did he get here . When did he go . What was the reaction . At some point there should be a concern about the substance. That is a very serious revelation that hes made about whatappened during the 2016 election with respect to our side. Reporter as for the rest of the president s schedule on this day it is 4 30. I think it is safe to say whatever is on the schedule you could probably toss that out the window as now the shift turns to health care trying to get everything back on track to get a vote on house floor. Melissa blake, he cant hair us but thank you. Poor thing. David does all this partially vindicate the president . Guy benson and Julie Roginsky are back to respond. Julie, deal with the substance of mr. Nunes said yesterday and about that, bill oreilly and peter king had the following to say last night. Listen. Would i be wrong in saying that the Obama Administration surveiled the Trump Transition Team . I would say, from all i know youre at least 99 1 2 accurate. And probably 100 . David so, julie, then you had bob woodward, the famous journalist from the Washington Post, the guy who broke watergate, speaking on oreilly. Here is what he said about the substance of the charge. Listen. Youve got a real serious problem potentially of people in the Obama Administration passing around this highlyclassified gossip. David julie, arent you concerned about the possibility that this happened . Well, heres what happened. The fbi and doj, the british, justice department, again under this president , said that obama did not wiretap donald trump the wadonald trump contends. This is li what happened. There was probably a fisa warrant issued by a judge, not by barack obama or his administration, by a judge to intercept communications between somebody close to donald trump and a foreigner whom they were surveilling. That should trouble all of us. That should trouble donald trump. That is people close to him were doing something important that fisa court issued a warrant. David what is troublesome, as far as we know, guy, apparently people were illegally unmasked. Very off then when youre listening when agents are listening to foreigners and a u. S. Citizen comes on you have to black out the information and name of u. S. Citizen. It wasnt done in this case at all. There are a lot of Different Things to be concerned about here. You dont have to pick one thing. David right. Im concerned about russian meddling. Im concerned about the National Security leaks and concerned about the masking. To what julie just said, only thing im confused about, there are more questions based on what nunes came out and revealed, if this was incidental intercepts so they were not the target, these trump associates, whoever they are were not targets of these investigations their communications were intercepted in connection to a separate investigation or separate warrant and then the content of those conversations it seems made the rounds within the Intelligence Community and eventually leaked, that is unto itself a problem just like david bob woodward is saying potentially illegal. Julie, there is another thing that bothers me the way it is being described what apparently happened. Washington post today, front page ever the Washington Post says house intelligence chair alleges spy agency, unfounded claim of data gathering on trump angers others on the panel. Unfounded. They cant make the claim it is unfounded because they havent seen the evidence that nunes has. So the way it is being described on the front page of the Washington Post is fake news. It is not fake news. David it is not unfounded. You dont know if it is unfounded. I dont know. The only person who does know is representative nunes and other people that have seen the evidence is is afraid to release. He is not afraid to release. David, can i make the point. Can i answer the question. David that is not spoused to be released. That is why. No, he was supposed to, conceded later on he was supposed did not do the right thing by not sharing it with his fellow members of the committee. David julie, how long julie, julie, if he was to release this to the democrats on that committee, how long do you think it would be before all that information that is supposed to be secret, and classified would be released to the public . Are five minutes, ten minutes. Are you kidding . Are you kidding . David in washington. Would you like me to answer the question. May i speak. David go. Would you like to live in Banana Republic one person controls and doesnt share it with fellow panelists. David guy, this is supposed to information that is secret, that is classified. Thats right. David not supposed to be released yet people are releasing it from inside of the government. Which is a problem. But again, nunes apologized for a reason. Which was, he is supposed to be leading a committee that is doing an independent investigation that involves the trump world in some way, and to go to the white house first, or at all, even without talking to his colleagues on the Committee First i think he recognized that an error. David guy, the beltway world would be released this information, you know, in minutes. That is the way it works. He released it. He released it dave. David guy, go ahead. In connection to all of this, another network, cnn reported a supposed bombshell about russia again and just filled with conjecture, may have, indicates, unnamed, like, this whole thing seems like a cart that is running off course. And i dont know who to trust anymore. David right. But it is very ugly and confusing i think for average news consumers. David it is very serious stuff as bob woodward said last night. Guys, thank you very much. Appreciate it. Melissa. Melissa isis claiming responsibility for the deadly terror attack in london. Authorities making several arrests in connection to the violence where police stand on the investigation as the american man has been identified as one of the victims. David breaking news on the health care showdown. This are will be no Health Care Vote tonight as expected. The vote likely tomorrow. It may or may not happen tomorrow. Some conservative Congress Members are still undecided on the bill. House Freedom Caucus chairman mark meadows responding just moments ago. Were certainly trying to get to yes but indeed, weve made very reasonable requests and were hopeful that those reasonable requests will be listened to and ultimately agreed to. David we are following this breaking news throughout and well bring you updates as soon as we get them right here. Melissa new developments in the investigation of yesterdays terror attack in london as the identity of the suspect is revealed and isis claims responsibility for the attack. Fox newss Benjamin Hall is standing by with the latest. Benjamin. What can you tell us . Reporter melissa weve been Walking Around this area all day today. Were up around Westminster Bridge where this brutal attack he began. 24 hours after this happened the bridges opened. A sign that the British Government will not be silenced by terrorism. Theresa may said as much this morning in parliament. Listen. Were not afraid. Our resolve will never waiver in the face of terrorism. And we meet here in the oldest of all parliaments because we know that democracy and the values it entails will always prevail. Reporter nevertheless memories of yesterdays attack are still strong and seven people remain in critical condition. The victims came from 11 didnt countries, among them, germany, south korea, ireland, greece and as you mentioned america. Kirk cochran was 54. Came from utah. Ran a recording business. He came to london to celebrate their 25th wedding anniversary. She remains in critical condition. We have the identity of the attacker, masood khalid. Born in britain, spalt of prior arrests for weapons possession and assault. He was in prior investigation for, dreamism. The government claimed he dropped off the radar some time ago. Today seven arrests were in london. Khalid is believed to come from birmingham. Which is where he rented the car that carried out this attack. Debated in the uk, Police Officer in the knife attack was not armed. Tribute pour in or pete palmer, questions are asked whether that should be different in high value attack. News coming out of brussels an attack there was foiled a car trying to drive into a busy shopping street in city of antwerp. The militaried car. They found weapons in the boot and military uniform. Another attack foiled. Tragedy happened yesterday here in london but moving forward. Melissa. Melissa Benjamin Hall, thank you. David Heritage Foundation senior fellow peter brookes, is here, former u. S. Navy intelligence officer. Peter talk about the attack today or thwarted attack in belgium, thank god it was being thwarted. Whether all this is being coordinated in some way by isis . We really want to know that. Whether it was a Remote Control sort of attack in london. What happened in brussels. Isis is under a lot of pressure now, david. I say isis in cris. Theyre under pressure in mosul. Theyre under pressure in raqqa you wonder if their Intelligence Organization really has the capability or time to direct these sort of things or these are inspirational attacks or copycat attacks we saw in brussels after london. David this one hit home, the attack in london, curt cochran, the u. S. Citizen from utah was killed. His wife injured. Were there on 25th anniversary. Couldnt be more heartbreaking if you write it in a novel. This hit in the heart of america. How do we respond . I think we have to continue to keep the pressure on isis but not ignore al qaeda. Remember, david just a few days ago we were talking about the prohibition of bringing electronics on to aircraft coming out of the middle east into the United States. We have a number of threat vectors coming at us. A lot of people are concerned that as we take down isis, that there is going, al qaeda is going to fill that space. So we have to be conscious of all of the challenges we face. David a lot of challenges. Peter brookes, thank you very much. Thank you, david. Melissa bombshell revelations concerning President Trumps wiretapping claim. Why the white house is now warning that every american should be troubled by the new evidence. Melissa hoist intel chair devin nunes reveals information on the Trump Transition Team the white house is defending nunes saying this information is extremely worrisome. The intelligence and information he picked up had nothing to do with russia. He felt as though according to his own words, had an obligation to make sure the president knew what he had discovered. That is it, plain and simple. The substance what he shared should be troubling to everybody. That is what i think is the important thing. Melissa joining me now, bill gavin, former fbi assistant director. Seems like one of the very essential questions we dont know the answer to, were they listening to conversations where trump team members were mentioned, or were they listening to conversations where trump team members were actually talking . Will we ever know the answer to that question . That is the 64,000dollar question, melissa, right on target with that. You dont know. Heres the other thing that really concerns me. When you are talking about in this case maybe a russian over here or what not, that russian knows he is being listened to. He also knows how to play melissa stop you for one second. Said it had absolutely nothing to do with russia. You say if it was any sort of reign national, right . Absolutely true. And those people know how to play the game. Say for instance, they want to get somebody on the line with them, they go over and they talk to them or call them. Ask them these controversial questions and whatnot. The problem that i have with this whole mess, melissa, the fact that these names are being leaked and substance, sash stance of the conversations are being discussed. That is horrendous. Melissa yeah. I dont doubt maybe the president should know this. I disagree with nunes the format and protocol under which he ran up to the white house without letting his committee know about this. Melissa lets talk about that. There is kind of twoways to look at that on one hand you could say, if you were a detractor he is running to the white house because he wants credit for bringing this information. He doesnt seem like hes that type of guy, especially because he hasnt been sort of that supportive of the president up until thin. The other way to look at it, sort of he doesnt trust the president will get a straight read on this information, that here there were people out, sort of discussing team members and then that information was unmasked and bandied about washington which is against the law. When i have a concern about too, melissa, how he came upon the information . Was it legitimately given to him as chair of the committee under a very confideial and purpose . And then he did what he did. Melissa youre right. That would be terrible. He might have have been doing the right thing but he did it without consulting the rest of his committee. I find that a little bit disturbing from the committees standpoint. Not trying to take a side. Just looking at the other side of that coin. Melissa were just trying, like guy benson earlier in the show it is really disturbing a ton of bad things happened on every side. If you really want to get to the bottom of it and understand what happened and who was wrong and punish all of the people on any side who are all doing things that are illegal and wrong and compromising our security, what do you think would be the best way to really find out the truth right now . Right now we have to really establish the, try to establish how all this information came to be. Was it an over here of a overhear of a legitimate fisa warrant . I believe it probably was. I cant picture anybody doing an illegal wiretap in this day and age, i really cant. Theyre growing to jail. I also think that anybody who releases these names and releases the information, they ought to be prosecuted too. Melissa that is illegal.
