Work a hundred percent would have been great to have done it earlier but i was a little new to the job a little due to the profession. And also coming up with a program. And scott roxboro at the verlyn International Film festival guys what do you have. We have coming up an amazing documentary about Aretha Franklin r. E. S. P. E. C. T. Say to do you know obviously she sounds like you guys like that we look forward to hearing more. But first we begin in the United States where President Donald Trump says that he is declaring a National Emergency to free up funds to build a wall along the Mexican Border he said the bill approved by congress on thursday provided in sufficient funding for the project declaring a National Emergency allows the president access to budgets usually earmarked for other purposes that mr trump says that he needs about eight billion dollars and he was confident that his administration would defeat the expected more challenges. And here he is at todays rose garden News Conference im going to be signing a National Emergency were talking about an invasion of our country with gropes with human traffickers with all types of criminals and gangs and we fight wars that are six thousand miles away wars that we should have never been and in many cases but we dont control our own border so were going to confront the National Security crisis on our southern border they say worlds dont work walls work one hundred percent lets get more on this were joined from washington by david beer and immigration policy analyst with the Cato Institute think tank hes also helped draft legislation for a u. S. Lawmaker welcome to the Program David thank you so much for joining us and id just like to begin by asking you weve seen trump now here declaring a National Emergency to build this border wall is this a National Emergency. Its definitely not a National Emergency based on any kind of criteria that you would consider of ject of in terms of the amount of only Legal Immigration into the United States where near record lows over the last few years. It really has not presented any kind of evidence that drug smuggling has increased in fact all the evidence is that drug smuggling along the border has actually decreased as a result of the Marijuana Legalization is that have taken place in the United States so less fewer drugs are coming across the border in recent years so he really hasnt made the case that this is a crisis that cannot be handled with the existing funds that congress has provided him moreover the fact is the president has just signed legislation or will just sign legislation from congress to address this problem and so if it was a crisis congress had time to to act and so theres no reason for the president to act unilaterally i mean youre an expert on these things immigration facts and figures and you say that it just simply does not back the rhetoric and the move that is being used right now id like to ask you about that a little bit more later in our interview but i mean first you know lets talk about the precedent of this because donald trump he had a very different view on bypassing congress for funding and id like to play Something Back from twenty fourteen he was on fox news the program fox and friends they asked him about that then president obamas executive action that would stop the deportation of undocumented parents of children born in the United States and heres what trump had to say ill get your reaction after now its. As if the very very curious thing that could be overwritten easily but the Supreme Court were looking now at a situation after the loot really not passed. That libby has the president done Something Worthy of impeachment and should he be impeached well i think its strictly its something that was unconstitutional there but i think certainly could be a pretty. I mean i wont ask you to delve into constitutional law but President Trump is going to face some stiff opposition to this move right i mean help give our International Viewers a sense of why well congress is supposed to have complete authority over what money is spent on and so the idea that the president is going to be unilaterally deciding where what projects to fund really runs contrary to the basic structure of the u. S. Government now the president is going to point to some vague statutes that give him the authority to. Make certain actions were guarding border security. So its definitely open to debate whether or not this will be stopped by the courts or not but its definitely out of this spirit of the constitution when it comes to who should be deciding how money is spent under our constitution ok you meant to the little bit earlier that this is not you know a National Emergency in the strictest sense of the actual situation thats on the ground there but you know whether its an emergency or not lets just drill down into the situation for people who are living on the border because i mean ilLegal Immigration it does cause some problems for communities there how severe are those challenges based upon your research and analysis. Oh ilLegal Immigration on the whole its been a great benefit to the United States i mean the illegal population in the United States is overwhelmingly employed they work very tough difficult jobs that Many Americans have no interest in performing they create Job Opportunities for other americans. Further up the wage scale so the idea that its an economic harm to us to have the Illegal Immigrants that we have the problem is that theyre not able to come legally and congress should really address that by making ilLegal Immigration much easier in my opinion but the idea that the illegal population has harmed this country is just inaccurate whether you look at the economics or whether you look at security and Public SafetyIllegal Immigrants in the United States are far less likely to end up behind bars for crimes than their native born u. S. Born counterparts so the idea that Illegal Immigrants are a threat or a problem in the United States stop borne out by the facts based on the governments own data on this now providing a counter perspective to the one that we heard from the u. S. President today at the white house and we thank you so much for joining us with that expertise david bear immigration expert from the Cato Institute there in washington d. C. We appreciate. Three days of high stakes global debate and closed door meetings are underway in southern germany it is the first day of the Munich Security Conference and the fifty fifth edition brings together an unprecedented number of International Decision makers that includes the largest ever u. S. Delegation of the host germany is focused on cooperation at all levels. He couldnt have made a stronger statement the head of the Munich Security Conference opened the meetings wearing and e. U. Who deep. Most important once World Leaders to know that europe has to fulfill its role within the growing struggle of the superpowers to use a russia and china all of the new leaders carry an even greater responsibility than in the recent past security europe cannot afford to show any weakness and that is why germanys foreign minister was enough underlined begin by greeting her british counterpart Kevin Williamson and emphasizing the Strong Partnership between their countries despite brics that there is no better place there is no better time to underline the friendship between our two countries germany and the u. K. Stand together shoulder by shoulder as our soldiers do every day in their missions the next williamson emphasized that the u. K. And the European Union will continue to work closely in the area of security and nato. For while the United Kingdom is leaving the European Union i want to start by saying our commitments to European Security remain steadfast. One immediate and uniting challenge is how to deal with russia because of new Russian Nuclear myside the us has withdrawn from the Nuclear Arms Treaty i n f europe worries that a new cold war might begin. In munich strictly guarded by a show horse hotel top politicians and experts are meeting to discuss how a second cold war could be averted germany wants to do all it can to save the Nuclear Arms Treaty i n f foreign minister held talks with Russian Foreign minister Sergei Lavrov of the act. Russias current behavior with the i. N. F. Treaty hints at the negative impact this could have for the security of everyone involved and especially for us in europe. Given the crisis surrounding the preservation of the oil and if treaty we need greater dialogue between americans europeans and russians. High level us through presents tips like even the trump are attending the conference before arriving in munich us five president mike pence visited to form a concentration camp auschwitz on his flight from poland to germany he accused iran of using the quote same antisemitic age policy analysis and former commander of the us army in europe he joins us from the Munich Security Conference this evening welcome to the program and thank you so much for joining us sir id just like to begin by asking you because germanys defense minister ursula funder line she spoke about overturn of competition between great powers and distinguished really natos values and interests from those of other alliances and therefore id like to know from your perspective is the Nato AllianceStrong Enough right now to stand up against those changing dynamics. Sara thanks for give me the opportunity to address that natos the most successful alliance in history the world weve been through a lot of different challenges over the last seventy years weve had multiple from the United States standpoint multiple president s different congresses and different secretaries of defense but the commitment to United States remains steadfast and so i i think American Leadership is whats going to keep our Alliance Effective as well as successful but surely we have to continue to adapt to this changing security environment weve been fighting in Counterterrorism Operations for the last more decade and a half but this return the Great Power Competition has reminded us that we also need to hide in capabilities and so all of us including the United States are working hard to to regain those competencies ok i mean some would say though that there are some cracks in the Nato Alliance and trump himself has you know questions that the common defense clause in recent years you know were also seeing another dynamic you were seeing these increased tensions really between russia and the west and in fact just today the head of the conference Wolfgang Ischinger said that europe must prepare itself for an arms race is that where were heading. So its not helpful when the president calls into question article five never in my life did i magine the american president would do that but i again i would say watch what we do not what gets tweeted and the facts the boots on the ground the amount of money that the congress has continued to provide for defense and security in europe i think are manifestations of americas commitment so if you take a longer term view a strategic view of the Alliance Americas commitment im not worried but i am disappointed that the president and others sometimes do call into question and thats a gift to the russians every single time now. An arms race. I dont think an arms race is the correct way to describe it but it is important that the alliance does everything we need to do to ensure that we have the capability to deter russia that means you have to have capability you have to demonstrate the capability you have to demonstrate the will to use that capability and really the most important part of this is the cohesion of the alliance twenty nine states mean together yet im sorry i interrupted efforts at i mean where do you really stand now on the u. S. Withdrawal from this nonproliferation agreement i mean was this the wrong decision on the part of the administration are they better you know trying to achieve this within the framework of the agreement or do you agree with the pullout on the United States side. I think its important to. Look at this in fact the fact is that russia pulled out of it several years ago when they began violating the treaty so i wish there was had been more concern about what russias been doing for the last over years versus the the us decision to announce its withdrawal obviously i would have preferred that we had a and i. N. F. Treaty that was modernized to take into account different technological advances but that it also addressed china india iran other countries that have continued to develop capabilities that are not. At errants to the i. N. F. Treaty so in order to address these new challenges and also to call out the fact that russia has been in violation which every member of the alliance agrees with i guess this was the step that we had to take hopefully we can get to a new arms control process that has a better compliance protocol and also addresses the technological changes in the meanwhile china has developed capabilities that we have got to be able to counter i dont think this means a new arms race to. Because of these technological advances i dont im not hearing and i dont envision that the United States would come back to europe saying ok we need to put ground systems back on the ground here in europe have been hodges we thank you so much for your perspective and we just scratched the surface really there is so much that is being discussed at that three Day Conference there in munich but we very much appreciate your analysis especially considering your position as former commander of the u. S. Army and your own thank you. Today is the last day of the composition of the berlin Film Festival and down at the berlin allah we have his film experts my shader and scott roxboro who is who are scuse me here to tell us the very latest about what is going on down there on the last day so tell us guys. Yeah well today its been a big day at the bell and we just had the premier of brazilian film we were gala and the interesting thing for us here on the right target was there was a protest a large group of fans gathered along here and started chanting in support of the brazilian the former president president lula who is now of course imprisoned and the interesting thing about it was the director and the actors of the film gathered around them and started chanting in support of this film you have to understand it is a sort of tricky political film right now in brazil its about a former brazilian political figure who is a very divisive name Carlos Marie Gallo who was around in the sixtys and was against the militant military dictatorship and this film actually doesnt even have distribution in brazil right now thats how testy it is so this protest that we saw on the red carpet was very apropos of the political statement that the movie is trying to make and of what often happens here in berlin where the where International Filmmakers come here to make a Major Political statement so theyre heard back home ok interesting stuff. You know perhaps on a lighter note now you guys were dancing a little bit earlier when you were talking about Amazing Grace and seemed to really make an impression. Oh such a beautiful beautiful film a real bright spots in the in the valley knowledge this year the villain i usually has the zero dark political films about how terrible life is and how terribly people treat each other and this movie was just ninety minutes of pure joy it was a movie about a wreath of franklin that was actually shot in the one nine hundred seventy s. And they lost the footage for a while re found it remastered and made it into this beautiful little documentary thats really unlike any other music i mean this is just this this is footage recorded for when franklin recorded her amazing gospel Amazing Grace in one nine hundred seventy two and whats interesting about this is a movie is its not your standard music documentary its not like thirty seconds of a song and then you cut to somebody who says all that was an amazing song i remember we did it theres none of that its just two days in the in the church one half hours you just have the experience of being in the church with Aretha Franklin as she produces unbelievable performance oriented but i mean why are you listening to two folks talking about it weve got some footage of Aretha Franklin weve got a piece on it when we take a look this is Amazing Grace listen. To celebrate i just want to make music dont commit treason by the time santa says. Dont. Sell to the church in front line already and its in a way back in one thousand nine hundred seventy two as if the franklin recorded the most successful gospel album in history and for a magical moment you could almost believe you know that. Now were. Going to see a return to the legal battle with really going to the back. Of the film and you know we see that you know there are. Things this one time playing. God. These are the men who made. The film was put in a vault and shot there for thirty five years until the smile. I made a couple of phone calls. Just two or three. Technical errors during the recording kept the film hidden for decades as well as legal challenges from the queen of soul herself she asked for of a large fee which was a lot larger than the budget of this province praga and she yes she what she wants five Million Dollars ok. If i had had it i did give it to me i mean news report movie. You cant go into the movie remade and i feel so bored theres something wrong. I want to sound like everything franklin didnt want this film to be shot if we havent needed or mind of her majesty its. Coupled with the reactions in the chair on the power. Of grace is a time capsule of tracys wishing it was never to. Magic itself just watching that and of course all the more poignant you know considering that she passed away recently as well you know you guys have been down there. This whole time we know tomorrow we find out who the winner is of the top prize the golden bear time to weigh in guys. Well i personally am pulling for a little film called khurana as well which is an italian film based in naples about these children and kind of their descent into the criminality into gang life and it was a really personal very intimate film particularly because these were non actors who were starring in this film they were actually kids from these neighborhoods portrayed in parana as but as much as im pulling for that one is not exactly the front runner right now though i admired bios taste and it is a good film there wasnt much but its its not going to win lets go to where basically is it has to be the chinese film so long my son this is a credibly intimate movie three hour movie but it is spans a huge amount of chinese history about and its really sort of a very subtle critique of the one child policy so its also a very political film which always do well here in berlin and i have to say though. This is one chinese film thats here this is doing very well there was another chinese film that was supposed to premiere tonight yang jia moves one second it was pulled at the last minute maybe because of censorship in china so thats sort of hanging over this whole festival and the ceremony but i think that so long my son definitely has to win thats my that for tomorrow night and the golden bear ok thank you so much guys. We appreciate it.
