Well she has obviously stated some of the key elements when it comes to to her Budget Priorities not only now but also in the past few years where were talking about a balanced budget whether were talking about no new dates where were talking about unemployment but im going to very quickly moved from those issues to other issues namely International Issues thats something that i found particularly interesting but i think i understand why im going to trying to to focus specifically on those asian and that is because she believes that thats something that her government has also believed for many years that germanys stability of the well being of many germans not only depends on internal matters but is also directly linked to what happens you know the parts of the world to the credibility that germany has internationally and to some of the challenges that germany faces abroad whether were talking about migration with the were talking about the german french cooperation model whether were talking about the euro zone whether were talking about the future of the European Union after all those are issues that German Government believes are clearly linked to the development of germany and of germans here so thats probably why angloamerican also focused today to a large extent on challenges internationally but almost with our viewers from outside of germany are watching this program and theyre looking at germany being this the most having the largest economy in europe many other countries in europe are also look. To germany having a very Strong Economy and theyre wondering what germany is going to spend all that money on it has quite a Budget Surplus understand are there any changes that we can expect from germany in this legislative period given the budget that chancellor merkels laying. Well one of the Big Questions that has been have been asked internationally is why germany being such a powerful country politically and economically does not have a comparable weight militarily and that is something that im going to call on her defense minister was underlining want to change they want to invest more when it comes to to the military although there has been some debate internally in the German Government about the specific nature of that development another issue another big topic is obviously investment and if you compare germany with other similar countries you will see that the rate of Public Investment in germany is comparatively low compared to other countries and something that has also been pledged by the government in the Coalition Agreement investing in schools investing in transport in fact im going to medical board was just talking about this a few seconds ago and those are all issues that at least from the government perspective they will want to change however the opposition sees it rather differently they say not enough money is going to be spent in investment for example and there has also been this very big debate in recent days in recent weeks about the role the military should play its a debate basically focused on whether it is a shortage of funds that plays into this role of the despair or the where its rather a question of mismanagement and those debates are also debates that were going to hear today and in the next few days here in the border stark thomas thank you so much stand by if you would with us in the series are chief Political Editor mccabe whos been watching the bonus type of budget debate as well of course. We heard thomas just mentioned the chancellor and her governments other. Quite a bit of pressure as we know to germanys military spending its been one of the big discussions surrounding this budget do you think what the chancellor is laying out here is going to satisfy her partners within nato particularly you know stage you know she was actually at the annual gathering of the board this. Just two days ago and there she said that she was a pledge to support that two percent target that was decided among native leaders in wales but that was a couple of years back and germany is now i mean for one point three percent and of one point five percent by twenty twenty five which is seen as a big step now germany is really working against its own cashflow here because there is three hundred forty one billion in the budget for this year and the the budgets or the income is rising so the percentage of that income is kind of selfperpetuating in the sense that there is really struggling to meet this kind of demand and its caught in its own bread take to a certain degree because germanys armed forces are clearly in a crisis its not just a question of not having enough its also a question of how the process is work or are dysfunctional within its armed forces and when she was visiting donald trump just a couple of weeks ago she was saying and this was more in a leadership sense in the defense sense saying well were still growing out of a role here and quite clearly germany still is trying to free itself from a role where it is it is kind of not a leader within nato although it is the second largest troop contributor but is highly dependent on the United States this is also why we see a renewed plays pledged to Transatlantic Relations to nato here and that initiative within the European Union called pesca to develop its own strategy and own forces is still rather slow and its very complex because the europeans. Countries all like to support their own Defense Industries so as long as that doesnt get streamlined it really is a question wes about money go you dont want to be investing billions in a new plane to then decide to years down the line that the e. U. Is no longer going to built that. You know if there isnt. Party that other countries not just fans of particular city that is facing such a banking crisis could be looking for solidarity basically transferring german taxpayers money to pass their own financial worries that in the Banking Sector at the same time clearly that is something on the table for him on a call that is forward looking more so that parity into the future joint investment package that is something we clearly hit here from the. F. P. The f. T. As you often said is a party that was founded on the anti euro platform by the day and quickly developed as also an anti Migrant Party and thats why those two elements were mentioned today at alice vital speech very much so in fact we think we have a sound bite from this vital speech where she is referring to the migration debate within germany and the. Position on that was if we can play that i mean that i can tell you that neither back is no girls wearing headscarves no knife wielding men on welfare and all of the on the good for nothings will not help secure our prosperity Economic Growth and certainly not a welfare state. To send troops to the place needed quickly and we cant just a quick our overseas mission and our broader missions but we need to equip everyone. Where it is needed. Is already pretty proud putting quite a bit of pressure donald trump specifically on germany to up its defense spending but given the state of germanys military the fact that it has only two of its jets in its fleet the fighter jets are even capable of flying missions is germany really going to be able to do much under these conditions well domi is actually and this is another point as you highlighted fulfilling its commitments outside of german territory when it comes to nato commitments for instance it also is in mali is securing and that is of all the last mission there as well when it comes to Domestic Defense germany is heavily reliant on basically security guarantee on the promise from the United States so this is a post cold war kind of sentiment that is and that is of course the history to this went to many unification came about at the beginning of the ninetys them an armed forces were absolutely huge because they there was some almost half a million sold is now its down to under two hundred thousand so theres been a huge transition in mussing two armies which before were opposing each other and at the same time scaling down when the financial crisis came in theres a whole white paper that that the German Forces work their way down to a certain degree which could be how to focus on supporting allies abroad and she referred to the. The european answer what would a european answer be to multilateralism that were not already seeing right now well first of all being able to find a common position on the major issues that are going on in this world is struggling to actually have a joint Foreign Policy so if you dont have a common stunts on anything like syria for instance like russia it always is a long tedious struggle to get everybody onto one page here in the European Union so really its home what the still needs to do and that it is really struggling with itself to make some effective headway on so she defends multilateralism also beyond the e. U. This is something she embraces but and this is something important play is opposed trump wants to do individual deals even with you countries the e. U. Is still struggling to fend off attempts to do. Bilateral deals between washington and the individual European Union capitals i think that message has now come across the atlantic but at the same time so busy with itself so its always when she says its not a policy statement as such its almost an appeal to other countries and it just emphasizes the reliance on has on everybody in the to play a role ready and that she does certainly have a big ally in amman and i called the french president. Political correspondent whos down at the german this time hes managed to listen to all of chancellor merkels speech and i want to put it to you thomas youve managed to listen to what the chance was saying she spent a lot of time talking about Foreign Policy issues not just defense but also Development Issues what sort of message do you sense that the chancellor was trying to give to her. Well theres one particular element that i want to stress when it comes to defense and thats a fact that weve had two Important International challenges in recent years and years which have changed the way many here in germany i think the first obviously being the annexation of cream crimea and the situation in Eastern Ukraine which showed that some of the challenges that europe face and necessarily far away there actually are europes doorstep on the second one obviously the refugee crisis on the the fact that the war in syria and in other countries directly affects security in in germany and those are elements that obviously the chancellor has stressed and thats obviously the reason why for example the trying to change in a way the role the German Military is playing sort of not only focuses on its International Missions around the world and its important to stress there are around four thousand german soldiers in about twelve International Missions but they also want to make sure they can focus on elements at home and home and specifically meaning europe and thats the reason why specifically address the Baltic States where she specifically addressed poland those are all key elements now when she talks about development thats also important because the fact is that they have Big Development to military expenditures that was something that social democrats specifically wanted and thats an element that also is very important when it comes to germanys Foreign Policy in for example african countries the fact that its not only about Development Aid but also building an Infrastructure Program for african countries so that African People can actually find opportunities in their own countries of origin and do not need to to for example flee or leave their countries and and think of a Better Future in europe those are all elements that are particularly important for the german chancellor and that also explains why she believes that the elements that the challenges that germany faces abroad have a direct impact when it comes to germany here at home and to the well being of germans for example when it comes to all these issues that were discussing today as far as the budget is concerned. So the chancellor is obviously stressing multilateralism shes saying that it is under pressure as you mentioned shes talking about German Defense spending trying to reassure german germanys allies that germany will continue to contribute to the Nato Missions abroad and other Multilateral Missions as well one of germany of course is also a signatory to the Iran Nuclear Deal which the u. S. Has just dropped out of meetings have been taking place this week in an effort to salvage that by the europeans as well as the the russians and the chinese who signed that deal with iran lets listen to what chancellor merkel had to say about the Iran Nuclear Deal mislead about me yes but there are more issues to discuss like the Ballistic Missile program and or the influence of iran and hizbollah in syria. There are other questions as well but the one question we have to answer and that we already have answered in opposition to the United States is there a stronger level of dialogue if one abandons the deal or is the dialogue stronger if one remains in the deal we believe that by not leaving the iran deal it will be easier to continue talks which we must do ladies and gentlemen because the Ballistic Missile program is a great danger most specifically for israel.
