Yes, its true im afraid our democracy has been reduced to a spring formal. [ theme music ] michael after springing our clocks forward it likes like the worst of the winter storms in washington could be behind us too. The snow on the National Mall has melt sod could a spring thaw in the hallowed halls of the congress be next . The president hopes so. Between tuesday and thursday hell meet with members of congress from both sides of the aisle and both chambers. The republicans are at least saying they look forward to his visit. Even though who thus far have been doing their best to freeze him out like senator ted cruz. Today he actually said it was about time the president paid him a visit. Seriously the ego on this guy is unbelievable. Take a listen. Im glad that he is reaching out. That is better than what i have seen the first couple of months here, where it seems he had no interest whatsoever in talking or working with the other side. He had who interest whatsoever because your party was completely unwilling to compromise even after losing the election by landslide. Rid lickous. Back to that spring thaw paul ryans the Republican Point person on fiscal issues said he would be open to negotiating with the president on the budget, and he had this to say about the charm of fennive. I hope this is sincere. We had a very good Frank Exchange but the proof will be in the coming weeks. Michael the real question is will paul ryan be sincere . He says he wants to work with the president , but his new budget looks a lot like his old budget. The one he ran on and lost . The wall street journal reports that the spending cuts the republicans force under the southeaster have add nearly pint to the unemployment rate. So the president is making sure he is protecting the fragile economy Thomas Harvard educated lawyer, who worked at the Justice Department and established himself as a strong defender of worker and civil rights. As labor secretary there is one and only one quarterback and that is the federal government. And it is the federal government that must make immigration policy, because immigration decisions as you know can have Foreign Policy consequences can have Law Enforcement consequences, can have humanitarian consequences. Michael so we glielt l more on thomas perez now as im joined by current tvs own David Schuster who comes to us from new york. What are you hearing about perez . This is one of the shrewdest and perhaps brilliant political moves we have seen of president obamas second term. If confirmed he would be the only hispanic serving in the cabinet. Thomas perez at the Justice Department, the problem for, is that he has lead thef fort to charge Law Enforcement agencies for their crackdown on illegal immigrants, so there you have the tea party infuriated at people like thomas perez, for leading this Justice Department effort against people like Sheriff Joe Arpaio in arizona, and yet republicans know that if they vote against this nomination, they stranding with hispanics at a time when they are trying to reach out to hispanic voters and that all falls apart. So its the ultimate putting republicans in a very difficult corner. Michael how much of a difference did he make with joe arpaio . He didnt get back much backdown from joe arpaio but he made things very difficult for that sheriff and other Law Enforcement agencies along the border. So that sent a very clear message that almost had a Chilling Effect on some others. Tea Party Republicans say the Justice Department has gone too far, that they are targeting the wrong people by targeting Law Enforcement agencies, so you can imagine the pressure that the tea Party Republicans will put on their own members in the u. S. Senate to try to block this nomination, and then you have the wise members of the republicans saying we cant do that. I guess they could say we blocked him and net still doesnt have an hispanic member in his cabinet. It sort of dawned on me that perez would be beater pick for attorney general were holder to step down this year. That is a little unusual for somebody to take the transfer from assist important secretary all the way up. But a number of officials want thomas perez to take the lead. And he can do that in the position at the Labor Department. For example this Worker Program that republicans are talking about, democrats have some issues with that, as far as the overall immigration pack cage. Thomas perez is an expert on this stuff so the administration clearly wants him to take the lead and give that to the Labor Department and leave the Justice Department to do some of the broader Law Enforcement agency actions. Michael right. And he seems consistent. Perezs stepfather was a teamster. How sympathetic will he then be to organized labor, do you think . He will be very sympathetic. I was told that organized labor may have some issues with him but have since decided he is as good as they can get. But want the president to be fighting back against the right. But as a labor secretary, the unions are all on board. They say if the president is not going to appoint somebody that really go after the labor rights abuses at least they feel like they have a sympathetic friend in perez. Michael thanks a lot, david. That brings us to progress on immigration. The l. A. Time reports that the socalled gang of 8 are close to a deal. Their plan would satisfy the demands of the president and marco rubio. While all of this might signal a change of seasons, it probably wont change the game. Within the Republican Party, things are getting down right frosty, Lindsey Graham is going after jeb bush for his refusal to support path to citizenship. Yesterday bush tried to make amended. I talked to senator graham and he said that were in sync on this, caused on our proposal in the book that clint and i wrote; that the objectives are the same. Michael the riff between bush and graham is one example of the cracks starting to show in the republican ice. Graham himself is facing a primary challenge to his seat from the founder of the conservative gay group go proud. And center mccain had challenging moment of his own, after he blasted rand paul last week. He today got stuck on an elevator with him. That 30second ride probably felt more like a 13hour filibuster. And finally we get to the spring freeze the end of gun safety legislation that was just beginning to bloom. Gun Safety Advocates are still pushing for closing the gun show loophole, but it has been 87 days since newtown and 2,590 people have been killed by guns. That is nearly 30 people a day. Early last week it looked promising that Congress Might pass meaningful guncontrol legislation, but by the end of the week a cold snap hit. Now it appears in the only piece that has much of a chance of passing is background checks. But hey, maybe the republicans will surprise us and actually do something for the good of the country. Hope springs eternal. Coming up todays news echoed the fact that all of the items on the participates secondterm agenda, immigration is the only one of all of them that does seem to be a clear bet. Well head to the political front where all of this talk of getting along gets put in d. C. Democracys meat grinder. And who did this and who paid for it. Michael youre back inside the war room, im michael shure. President obama today vowed to make Immigration Reform a secondterm priority. It remains to be seen if thomas perez can shape the debate. But now with the socalled gang of eight senator appearing to be in agreement, the deal seems to be looking up. The framework does not grant imimmediate legal status or allow immigrants to receive federal benefits. Joining me now to discuss the path ahead for Immigration Reform is matt barreto. The cofounder of latino decisions, an leading voice in latino public opinion. He joins us via skype from seattle. And from washington, d. C. Talking points memos political reporter benji sarlin. Ben ji i want to start with you. What are the odds that the gang of at its proposal ends up becoming law . It at least has a punchers chance. But so far all of the center of gravity has really been the gang of eight. Everyone has been kind of reacting to them. Its expected that the house is more likely to follow their lead than the other way around. They have the only real concrete framework of anyone involved. The only other one is the white houses which was leaked and is not a final bill. It seems likely that if a bill passes, theres a good chance it resembles senate one quite closely. Michael its a body of a hundred on every single issue, its either a gang of 12, 8, 6, kennedy on the court. What happened to the big body here . Has legislation always happened this way . And now we have just gone ahead and named it . Sure, there is always working grops. In this case, the gang of 8 worked on immigration for a long time. John mccain is considered one of the most respected lawmakers on immigration issues. Michael so matt barreto lets talk about this. Latino decisions released a poll showing 75 of latino registered voters are paying at attention, 74 say its extremely important for congress to pass reform this year. Can congress afford to let this moment pass away . No, its very critical right now. You have all of the momentum of the 2012 election. You have everybody saying it is time to work. The president saying this in his prez son for instance, rubio mentioning it in the response, if we have another failure to move forward on reform as we did in 06 and 07 i think you will have a lot of people across the country just frustrated and upset that the congress hasnt acted. Michael thats i mean thats what is interesting, bengie, these varying time lines to citizenship and everything they are talking about, how is that shaping the dynamics on the republican side . We really had a fascinating test case for this, is which was jeb bushs dance last week. He came out with a book that is dead set against the path of citizenship, and by the end of the week he has pretty much reversed himself again. Here you had a republican who was kind of experimenting with the more hawkish preelection mentality, and the results were pretty decisive. He got jumped on by everyone and no one really supported him. There wasnt really any voice on the other side saying jeb bush is right. There is not a huge con tin wentsy for that right now. Michael and i say of course it is a dynamic bunch of people that have to make up their minds because they say the party popularity disintegrating because of this issue. Once reform eventually happens, do you see the latino electorate saying with democrats or shipmenting towards republicans . It defends on whether or not the leadership in the party is involved in moving a bill forward. It also depends on what happens to the citizenship provision. If you have them pushing that through and making sure it stays in the house bill then i think the Republican Party does stand to gain with latino voters. We tested that exact question last week, and found that if the republicans are associated with the leadership of getting the bill past, which have a pathway to citizenship, they can see anywhere from a 20 to 30point gain within the latino electorate. But it has to come together and the Republican Party have to be a part of that. It cant just be mccain and rubio. It really has to be bipartisan. Michael thats what made me wonder about those numbers, matt, it is president obama and the democrats in the senate. What can republicans do to sell the idea that they were a big part of this to the hispanic voters that they represent. I think they need to continue engaging their Latino Community on this. They have done a good job of bringing people like jeb bush back on board. They need to go on Spanish Language tv and get their message out. They did a terrible job of that in the 2012 election and it is no wonder they were painted as an anti immigrant party. So the republicans do have a lot of work together. They had terrible numbers in 2012, but if they can sustain a message, and believe in it, and participate in the reform they have an opportunity. Michael yeah, thats where they might lose it a little bit. Bengie i was talking to David Shuster before about the nomination of thomas perez. I want to talk to you about the politics of that. Can republicans afford to put up a fight against his nomination, if it makes them look like they are attacking the latinos. Well he has been involved in a lot of issues particularly relevant to minority communities in america, not just latinos but africanamericans where there was a huge issue in 2012. So this is set back some of the progress they have tried to make in the last few months since the election. It would play to some of their worst instincts on this. Michael yeah matt do you see his nomination shaping the immigration debate at all . I think thats part of it. Republicans have said they want to focus on just the economy. Why are they letting these social issues continue to distract them from doing that outreach. They really need to own their message and stop attacking latino issues and perez is a good start. Michael thank you both for being in the war room. Up next in the war room, its that time of year again when good democrats who are for reelection get rewarded with a gift that keeps on giving, a paul ryan budget. Stick around. Guess who im going to spend the night with . Hmmm . Lily tomlin want to join us and make it a three way . Michael now lets head out to the political front to break down the budget battle. Democratic strategies are salivating paul ryans joke of bought. The executive director of the senor toal Campaign Conference call said that quote. Of course republicans love ryan and his budget even though 62 million americans rejected he and romney in november. The gop House Campaign arm, the National RepublicanCampaign Committee is raffling off a dinner with ryan to a lucky, and i mean very lucky winner. It might be the last free meal in a ryan budget that slashes, obamacare, medicare and other social programs. Ryan will release his budget tomorrow. Yesterday he offered sneak peak on of all places fox us in sunday. We also propose pro growth tax reform which we think we can have a very pro growth tax reform system to bring all rates down by having less loopholes in the tax code. Michael there would be pi partisan support, but that has yet to be seen. Joining me now politico reporter Alex Isenstadt and peter fenn. Welcome both of you into the war room. Are Democratic Candidates feeling vulnerable or more worried about other parts of the participates agenda. I think democrats are worried a little bit about some aspectover the participates agenda. Particularly in those areas that they need to win control of the house. Democrats are a little bit concerned about gun control and the president s posture on that and how that is going to play with the Republican Voters that they need to win over in. Michael peter listening to alex and how we talk about here how would you advise democrats to take advantage of the current budget dynamics . Is there a way out of it in terms of marketing . Yeah, there sure as heck is. I agree with alex i have done a lot of work in the intermountain west, the south, and you have some issues there that can play. But this budget is so draconian, it makes alice in wonderland look like a straightlaced book. This business of cutting medicare and medicaid even further, of getting rid of the of the the Obama Health Care plan, it doesnt fly. Look, you have got in arizona right now, you have the governor calling for more medicare help down there. And other governors around this country. So what is going on here i think is that the republicans are making a very bad tactical error of going far right on a lot of these budget issues. And this is going to hurt them not only policy wise but election wise too, i think. Michael talk about that just a little bit more. Do people just get tired of all of these numbers from sequestration to budget to debt ceilings . Im tired of it so i would imagine the average voter is tired of it too. Right. I mean what what this does i think and this can be shown clearly by the democrats, look we have Conference Calls all today tomorrow on the ryan budget. This hurts the economy right. We just had great job numbers, things are moving up if we can forge a grand bargain, and put this stuff together, in my view then we continue this economy. My sense of this is and hopefully we can do that and i think its a winwin for democrats. The economy gets better. Folks say look obamas plan worked. These guys deep six any kind of agreement and you lose the 750,000 jobs this year that the economists are predicting then the republicans get stuck being the extremist party. Michael alex tell me, though, as we talk about budgets, campaign and spending, what is the latest on organizing for action . Will it be up and running in time to make a difference on the budget . Well, thats sort of the big question, and theres indications that that ofa is going to play a pretty big roll here. Democrats think this is an issue they can win on. That they that ryans budget probably didnt help mitt romney much in 2012. But i thinks also some back to the point that you guys were just talking about earlier there is some disagreement within the Republican Party that i think is also worth paying at attention to over the coming here. Which is how much do republicans really want to run on the issue of tax and spending. There is part of the gop that is saying look, this not working. And we know that democrats meanwhile, want to run on things like immigration and minimum wage. So it remains to be seen how much this election is going to be defined by tax and spending cuts. Michael peter what alex is talking about with ofa, there is another side to ofa which is that theres a 50,000 price tag to participate. How is that being received by democrats in washington . I think not terribly well to be perfectly honest . Michael yeah. The harder one for folks to take was the 500,000 to meet with the president four times a year. And i think putting price tags on this signed of stuff is not terribly helpful, and and it certainly doesnt go well with with the message that he has had out there for four years. Let me make one other quick point, though, which i think is vl interesting about the way this whole dynamic is working. The ofa and others will be working very strongly with the Business Community. And i think what you are going to see right now, the Business Community is very, very concerned about about a ryantype budget. They think this is crazy. And my sense of it is that theres a certain amount of peeling off that the democrats can do. Im not saying the chamber of commerce is going to be in our back pockets here but i think there will be some real interest on the part of the Business Community, in supporting some more rational evenhanded policy. Michael thats really interesting that the business would go be a opposed to what we see in a ryan budget. Alex, more on ryans budget the politics why would he include eliminating obamacare when that would quickly bring a veto. You are right. It is clearly going to be vetoed by the president , or would be but this is base politics. You have got to get your base fired up. You are going to see the president try toe fire up his base. And you will see republicans do the same thing with theirs. Obamacare is still something that is not popular among Republican Voters but back to the point about ofa. The president is really focused on he is starting to think, not just about the midturns, he is starting to think about his legacy, and how do i etch myself in history as a more liberalminded president. So he is going to be using this to really pursue fairly aggressively some pretty big policy controls. You will see him talk about gun control, immigration, and minimum wage. And ofa will be a powerful organization to do that. In 2012 he had a pretty big machine an his proposal, and republicans really dont have theirs. Michael if you want a legacy as a liberal or progressive, that might be a good place to start. Absolutely. And the president only has a limited amount of time to do that. Remember hes a lame duck. Hes not running for reelection so the sand is quickly going through the hour glass. Pretty soon well be talking about the 2016 race. The president is trying to expedite this process, and he is going to try to do that with ofa. Michael peter. And the technology is right there. He has 40 million twitter followers, he has this ability to raise money in small donations as we found, so alex is right. Look, you have got this group of supporters, these folks that are really with ya use them use them use them. Michael i understand what you are saying. Michael the state Department Released a Draft Environmental Impact assessment of the Keystone Pipeline xl on friday in a classic washington move, the document dump. It weighs the prose and cons of the 875mile pipeline which would carry over 800,000 barrels of crude oil a day. The report admits extracting refining and burning the oil there the canadian tar sands would milt up to 19 more greenhouse gases. It also argues Canadas Oil Sands l be developed regardless of whether president obama allows the pipeline. The report was written by paid and paid for by the Company Transcanada which is the Company Behind xl. Joining me now from san francisco, is daniel souweine, Campaign Manager for forecast the facts, and organizations fighting against Climate Change denial denial. Daniel, welcome into the war room. Thanks for having me michael. Michael so is the source of this report problematic in anyway . Definitely. This was written by a company, Environmental Resource Management which works for and it is paid for by transcanada, which is the company that wants to build the Keystone Pipeline. So this is a company that has a financial interest in seeing the pipeline built, so its not really surprietsing then that they have essentially come to the conclusion that the project should get a green light. Michael right. Its like republican internal polls that showed romney winning. How common is this practice now . Its actually all together too common. Its not that this happens on every single project, but its certainly a standard procedure to have this kind of report be written by the Companies Seeking to either build pipe lines or other projects like this. But the real question isnt what is in the Environmental Impact statement, its what secretary of state john kerry and president obama are going to do about it. Its still their decision as to whether or not the Keystone Pipeline is in the national interest. So even though you can look at this statement as really compromised, it is still up to them to decide what to do going forward. Michael do they now have political cover to approve Keystone Pipeline because of a report like this . I think thats possibly what they are hoping for, and certainly as you mentioned the friday document dump suggests this is a very concerted action. But thats not to say that thats a forgone conclusion and increasingly you see thousands and thousands of people speaking up and saying, look president obama and secretary of state kerry if you are serious about saying you want to take action on Climate Change you have a very simple thing that you can do right now, which is to reject this pipeline, and if you dont do that we can only conclude that those words you are saying either at the inauguration or the recent speeches are just that, they are words. So they may hope that it gives them political cover, but increasingly they are saying that their base is making this a toptier issue in terms of Climate Change. Michael the president mentioned Climate Change at the state of the union address, and, you know, the whole idea that Climate Change is going to be a part of his second term is that also a kind of a cover for him . Well, it really remains to be seen. I i think you know its a happy that for folks who care about Climate Change that the president is talk about it now. That is something he really refused to do during the election, but at this point what we need is more than worse. We need action. So his legacy is largely going to be determined by whether or not he takes action on Climate Change, so it remains to be seen. But saying you want to take action and then approving the Keystone Pipeline xl pipeline those would be totally incompatible. Michael lets take the pipeline thing a little bit further. If president obama were to reject Keystone Pipeline x, l, wouldnt they find another way . The fossil fuel industry want americans to think it is a forgone conclusion rather than the tar sands will be dug up and burned but the truth is its not. And thiss a reason why transcanada wants to build the Keystone Pipeline pipeline, because its the cheapest way to get the oil out. There is another option which is possibly to build some kind of pipeline to move the oil to the west, but theres a huge obstacle to that, which is that you have the First Nations people of canada which are very activated and empowered who have basically said we are not going to let this happen. So its far from a forgone conclusion. And the idea that a president who says look i want to take action on Climate Change on behalf of future generations should base his decision on whether the canadians might otherwise try to get this tar sands out or not, thats not what a leader does. A leader makes hard choices based on what he thinks is right for the nation. And thats really not what the president or secretary of state kerry should be using to assess this decision. Michael they are hearing from big trade groups like the u. S. Chamber of commerce and the American Petroleum institute, claiming the pipeline will create 25 to 30,000 jobs. Transcanada loves to talk about the jobs that the Keystone Pipeline would create. But two things, one the vast majority of those jobs would be temporary jobs. Were talking construction jobs for a year or two years to dig a big hole in the ground put a pipeline in it and then fill the hole back up. But the numbers are wildly unsubstantiated. Those numbers are really more like 3,000 or 5,000. And once those construction jobs go away, were talking about 35someodd permanent jobs monitor and run the pipeline. So the impact would not be significant in the way that transcanada wants americans to think it would be, but if we really want to talk about jobs which we should, because this is a country that is still recovering what we should be talking about is the jobs that will be lost as the impacts of Climate Change continue to be felt. If you look at the Agriculture Sector right now you have farmers who are being forced to sell their entire herds and wondering if they will be able to keep farming on their land. The Economic Impacts of Climate Change are already staggering and will become even more so. So the answer is we need toe urgently act on Climate Change. Michael i with see your passion.
