And i thought i do a lot of advocacy of this issues and i can talk to the smartest people on the planet and talk about what addiction is and what it isnt. And put that in a book so they would have good science about how to assess an addiction, and what to do about it. Its a book that i think should empower people to really look at their behavior and if they want to make changes they can. Stephanie its interesting, because obviously you are all so good about policy as well. There are parts of the book talking about the drain on the economy. Yeah, this addiction problem costs america 6 billion dollars. And this is the Number One Health care issue in the world . Really . And our best solution at this point is legalization of marijuana, which i think is a bad idea. The truth is we have a lack of a political will here because its a complicated issue, its expensive, there is a lot of stigma and shame associated with it, theres 20 Million People in recovery, and none of them are standing up demanding that our lawmakers do something. Overdose last year surpassed traffic deaths. Its a tragedy. Stephanie oh i just got an email from annie and willie nelson. If its working for willie nelson, god bless him. But im talking about our kids. If they smoke marijuana one in six will smoke it chronically and obliterate their ambition and make it more likely that any kind of mental disorder will occur and develop more rapidly. I believe people should be able to do what they want to do as long as i dont have to pay for it. A woman said the marijuana they are smoking today is a lot different than the marijuana you were smoking. Do we need another legal drug . I dont think so. Stephanie interesting. When you see Something Like what just happened in washington state, what do you think . Look, i understand peoples desire, and i understand the need for taxes but i think proliferating gambling or marijuana are not the solutions. As i said im a pro choice guy. I dont care what you do. When my kids had marijuana, i said as long as you are under my roof drugs and drinking are illegal. Once you leave my house, you make your own choices in your life and live with those choices. But the truth is as a society, can we afford this . And were not talking about willy nelson. Were talking about kids. Thats what i care about. If you legalize it . Will more kids use it . The evidence is they will. And the tax benefits will be obliterated by the Mental Health costs. Stephanie ill told you had a wild youth. Oh very wild. Because this is a difficult, difficult addiction disease to overcome. Stephanie im a box wine aficionado myself. But we all go through periods in our life where you start to and everybody has that different moment where you go i got to pull back or this is a little much. Thats right. Do it. But if it is causing harm in your life, and it has diminished your quality of life and you want to make changes, this book is for you. But im not selling anything here. The president s task force that is working on gun policy proposals is planning to take input from various stakeholders this week. Vice President Biden heads up the group, and he will be meeting tomorrow with victims groups. On thursday he will spoke with gun owners and gun support advocates, and hell meet with representatives of the entertainment and video game industries. At the same time education secretary arnie duncan is scheduled to meet with parent and teacher groups and there will be a meeting with Mental Health advocates. The white house is also looking ahead this week a meeting on friday with afghan president , hamel karzai. They will talk about among other things the ongoing transition in afghanistan. Senior officials are going to hold a Conference Call this afternoon to speak on the record about those meetings. A new poll shows that more than threequarters of americans think that the way politics work in washington is seriously hurting our country. The trillion dollars coin. Yeah. You dont want to leave that in your pants. Stephanie right. If you say take them to the dry cleaners. What coin . There is no coin. Stephanie coin. The administration should exploit a legal loophole to order the minting of a platinum coin or coins. Somebody said yesterday about how many movies would this produce if they made this coin. Yes. Stephanie that would make the funding available, like they were worth trillions of dollars to meet obligations. However, there has been signals boner now envisions a fight playing out in a series wont that be fun . We can have a debt ceiling crisis every week now. Thats leadership. Stephanie yes. Unless obama agrees to trillions of sending cuts outright. If cracks are forming in the republicans offensive, democrats dont have to resort to unconventional means. Yeah, anyone who has covered city go knows when you hear a National Politician talks about how they do it at city council hasnt been to a City Council Meeting for a while. Yeah she came on later that said she said that some of those ideas, quote, shouldnt even be talked about. And i thought wait a minute didnt we just talk about how everything should be on the table . Stephanie yeah. Wait a minute lady what kind of a small town did you grow up in . Stephanie yeah, and she is a lifetime member of the nra with 100 ratings she is one of those responsible members of the nra who cant seem to keep her Organization Free of sociopaths. If you dont want the nra to speak to you, then dont talk to it or take it over. Stephanie yeah. Jerry reid has been talking about this the nra doesnt represent gun owners anymore. It represents the people that make and want to sell guns. Stephanie yeah. If there was a gun Owners Organization that wasnt wearing cam mow and living on a camp in idaho [ laughter ] the nra has put a public face out there and it is wayne lapierre. I guess we could all join. All the liberals should join the nra and then vote out the governing board. Stephanie oh, i like that idea. Plus they have cool stickers. Plus i got to admit when you fire a gun at a range its fun. It really is cool. It really is kind of cool. I hate it. I did okay with the pistol then they gave me like the semiauto, and i think i missed like by an area code. Its just wrong. Stephanie yeah. And it happened at a time when the United States economy was doing reasonably well. Stephanie thats what you point out. It shouldnt be too much to notice its not 1999 shutting down the government in the middle of a perilously weak economy. This aint no disco. Are we done . No there is a recklessness in the year and some of the Republican Leaders that would like there to be a Republican Party in ten years are looking around saying maybe this is something we shouldnt monkey with this time. So he is taking credit for the economic recovery in the 90s. Stephanie right. And he said he would not take responsibility for the bill clinton tax increases. Stephanie if we did that again over 800,000 medical workers would likely be furloughed, police and Public Safety officials could be cut, and veteran services would be impacted. Last time remember when they did it in 2011 it cost us 19 billion for the fiscal conservatives to put on their little show. I think Everett Dickerson would be okay with that. I havent done enough research into the exact statements he made, but in general, i have always liked chuck hagel. I think he is a good moderate republican, and its not a bad idea to get a little bit of bipartisanship in there in that capacity. Stephanie yes, a reasonable republican. Its like finding a unicorn. Exactly. Its kind of like how i felt about john mccain back in 2000. Stephanie thats right. Here she is Jacki Schechner. Good morning, everybody. President obama has chosen a evangelical paster to speak after his nomination this month. She is an author on several books on civil rights. And then a reverend who heads up the Passion Church in atlanta, will give the benediction at the inauguration. The statements from the president this morning praising those twos for reflecting the ideals he says he and vice President Biden continue to pursue on behalf of all americans. Hell take the oath of office on sunday the 20th and then have a public swearing in ceremony again on january 21st. Gay service men and women forced to leave the military before the repeal of dont ask dont tell in 2011 are now going to get the full separation pay that they are due. Thanks to the aclu who filed a Class Action Lawsuit against a Defense Department policy that paid gay Service Members honorably discharged only half of the pay they were due. It will amount to a total of 2. 4 million. The lead plaintiff in the case was an air force Staff Sergeant who was dismissed after nine years. The settlement covers all honorable discharges dating back to 2004. Bsing them with some hidden agenda, actually supporting one party or the other. Stephanie good morning fiscal schiff. The fancy committee, i just remembered, you are on the house app probations committee, so you know a Little Something about something here. Lets talk about the debt ceiling fight. He president will not play that game over the debt limit, this is holding the American Country hostage. It costs billions of dollars last time that we dont have. So if they want to fight over shutting down the government thats up to them. But the debt limit just cant be something that we periodically bring the country to the brink over. Stephanie we were talking about some of the republicans literally waxing nostalgic. And not only was it a disaster for them politically, we were saying this isnt 1995 anymore. We are in a weak recovery, are we not . That exexactly right. And its astounding to hear them talk about the fondness. It is do not what they should be talking about now. They should be talking about finding a way to Work Together to solve our economic challenges. But they seemed to have learned the wrong lesson from the fiscal cliff that they need to try to make up for double in the next one. But that will be disastrous if they do. Stephanie we have heard nancy pelosi and harry reid talking about the 14th amendment, and the trillion dollars coin. Are either of those going to be necessary . I dont think the president is going to use either. I certainly hope it is not necessary in the sense of us going over the debt limit and having that kind of economic catastrophe, but the president has at least ruled the 14th amendment out. And i think the trillion dollars coin seems a little too gimmicky. And i have to think as we come up to the brink again, the only other constituency the gop listens to is the titans of industry, they will weigh in with the speaker and say look, you do this and you will lose all of our support, because this will be crushing economically. So fight over what you want but not over the debt limit. Stephanie what is your take on the fiscal cliff we just did. Were you happy . I dont think anyone can say they were really happy about it. I am pleased that we got new revenue, although i think in some provisions it was far more generous than i felt comfortable with, particularly on theest stay tax and were going to have to entertain new tax cuts again. But it is going to be that much more difficult after the first fiscal cliff deal. But we extended unemployment compensation, we did raise revenues. We didnt make cuts to entitlements, so we accomplished at least part of the objectives that we had, but we kicked the can down the road in terms of some of the broader challenges. Stephanie john boehner said he has significant republican support for letting the defense cuts take effect. He said i got that in my back pocket. Its as leverage as we are going to get to cut entitlement spending. Is he bluffing . Probably a little bit but not much. If they are willing to put the nations credit in default, then they probably think, yeah certainly were willing to have those defense cuts. So i think they are willing to do it, how long they would be willing to stick with it is another question. But i dont put anything past them at this point. Stephanie yeah. This will be fun, wont it again . Well, its awful, and as you say were in the midst of a slow, but steady recovery and this is not what we need. But the issues in this round are really much more difficult than the fiscal cliff issues were. Stephanie representative lets turn to another subject, the president obviously is starting to talk about serious Gun Legislation for the first time. What do you think . How is that going to play out . Well, i think its absolutely the right thing to do. We just cant go through appalling tragedy after appalling tragedy and sit on our hands. I expect the task force to come up with some recommendations some dealing with the assault weapons ban and not just the hoop hole for gun shows, all of those issues i think will be part of the package, but more broodly, healthcare reforms and other gun safety and neighborhood safety legislation to try to protect americans from this wealth of gun violence. One of the pieces ill be working on in particular is the immunity that the gun industry enjoys that no other industry has. They can act in an negligent way, and are held immune from any kind of liability in court. And that makes no sense either. Stephanie yeah. So a lot to change and i think we will. It is going to be tough but i think well get it done. Stephanie lets turn to the chuck hagel nomination for secretary of defense. What is your position on that . Ill be very interested to hear what he has to say. Some of the things he has said concern me a great deal. The comments he made about ambassador hormel are concerning, and why he didnt support legislation dealing with the issues of iran, and some other issues. I think we ought to give him his day to answer some of those very tough questions, and well see how he handles it. Thats really, i think going to be key for many senators who are at the moment reserving judgment. Stephanie i dont know if you heard me say were going to talk to ambassador hormel at the bottom of the hour, but his comments were 14 years ago, and i think a lot of people have progressed since then. Does that does it concern you regarding dont ask dont tell or anything else . It was concern me. But they are not objections that cant be overcome. But i think the hearing will be revealing. Has he changed his mind or when probed deeply does he have some beliefs that are hard to conceal. So, you know, i im hoping for the best certainly i hope for really a more thorough apology than he has done thus far, but always his views really have changed. Stephanie and i think i would be more concerned in terms of dont ask dont tell, except thus far it seems like it has gone off without a hitch. It really has. Its quite wonderful and, you know, should be not that surprising either but given the opposition there was for many years, it is wonderful how swiftly it has been implemented and how little problem resistance there has been. And one thing everybody is talking about is his comments about former ambassador james hormel. Good morning ambassador. Good morning, stephanie. Stephanie thank you for joining us. Thank you for having me. Stephanie he referred to you as openly aggressively gay. [ laughter ] stephanie which i never it sounds as if i have fangs. Stephanie exactly. And he called that an inhibiting factor. And he has apologized to politico. Your first reaction was you werent certain he was sincere. Well, it took me by surprise but then i read the statement carefully, and it occurred to me that this is really quite exceptional, because in the first place apologies dont come easily out of washington and they are usually qualified by im sorry if i hurt somebody or Something Like that. Stephanie yes. And that didnt appear in this one, and so i thought to myself. When was the last time a person in a position to become, you know, one of the principals in the cabinet issued an apology for anything . And i couldnt recall a time. So to me it was a statement about the constituency, the lbgt constituency and how much respect it has gained over the past 14 years, and that was very important, and and having said what he did now i think that will be obliged to follow through and be very careful about how the dont ask dont tell policies are deassembled. Stephanie you said if it were made today it would be clearly disqualifying. And it does show how far we have come since then. Yeah. Stephanie not only did we enact this ridiculous policy but the fact that it even seemed reasonable back then today makes us shake our heads. Really. Really. It wasnt reasonable then and it still isnt today. Stephanie yeah. But back then the atmosphere was the president who was very new at the time thought he had the power to do it and didnt realize that the people would rise up and oppose him on it. When you look back to 1948 when harry truman integrated the military service it seemed to have happened seamleslie of course it didnt but it seemed to. And we could have been in a mode of thing that lead us to believe it happened seam lessly. Stephanie right. I think it will be interesting to hear him question on all of this to see if his evolution obviously seems sincere. Well, of course it is up to the committee to elicit answers to these questions, and he needs to address them but at this point, theres nothing that i see that should obstruct his his path. Its up to him. Stephanie you had said originally, i thought this socalled apology which was made public was a defensive move on his part. It would be nice wouldnt it for him to apologize to you directly . Well that would be nice. [ laughter ] stephanie yeah i mean and yet again you say boy he does seem to be right on a lot of issues including afghanistan and all of that and you do say at what point you go this was 14 years ago and he has apologized right . Yes all of those issues he will have to address in Committee Hearings and i think to prejudge him is unfair. Stephanie ambassador what was that like for you back then . Because it just was such a different time. And i guess his point was oh this is a sensitive position and there are perceptions around the world about homosexuality or whatever, but it must have personally been very hurtful to you. Im not sure that was his point. Because i think based on a conversation i had with him in the presence of senator bob kerry, he indicated that he would speak to members of the senate possibly those who had put a hold on my nomination and the senator who was the majority leader at the time to see whether something could be done to bring my nomination to the floor for a full vote and that conversation took place only about a month before this article appeared in the word herald, so i have i have the notion that he probably did that and was told point blank dont dont mess around with this. Stephanie right. Right. You know, trent lyle was not about to let it come to a vote. He made that very clear. He said to a friend of mine in washington who asked him why wont you meet with mr. Hormel. He said why would i want to do that . I might like him. [ laughter ] stephanie did you ever figure out what openly aggressively gay means . [ laughter ] no, but i do not have fangs. Stephanie have you become more passively gay since then . [ laughter ] actually, since then i i think that we have managed to accomplish enormous strides. Yeah. Stephanie yeah. And its very encouraging, of course the most important thing for any group is is social acceptance, and cultural acceptance. And that comes very hard over very long periods. I look at the equal rights amendment which was written in 1920 and still hasnt been ratified. Stephanie right, and yet you look at these hearings coming up, and you think how amazing is it that Tommy Baldwin will be questioning chuck hagel. Yes, indeed. Stephanie and maybe even barney frank the first married gay congressman, if he is interim for john kerry. Yes. Stephanie so between that and the Supreme Court stuff coming up, you must just think what a whole new day from when you went through all of this, right . It is amazing to me. I was out of the country when Lawrence V Texas was decided. And that was sort of brown versus wood for gay people. Stephanie yeah. It was an enormous decision. Yes, im very excited when i started this this quest about 40 years ago now, things looked bleak indeed. Noo stephanie yeah. There was a state department that were still firing people for being gay. Stephanie yeah. And your book came out a little over a year ago. I mean as i say, even you must be surprised at how much progress we have made so quickly. Well, it truly is amazing. I was i was the first, and i was appointed not not chosen by the senate unfortunately. The first person who went through the process openly gay, did that only about three or four years after i did. Wow. Stephanie yeah. Yeah. Unbelievable. What is your take on what is going to happen at the Supreme Court . [ laughter ] im going to sit here with my fingers crossed. Stephanie yeah i think when you think of how important it is, when you think it can come down to one guy it is a little terrifying. Yes, and the people on the court are certainly reflective of the politics of the time so they must be thinking to themselves about what what people feel and want at this time as opposed to 25 years ago even. Stephanie and it doesnt seem to me ambassador that it is even such a partisan issue anymore. Yes, indeed. Stephanie it gives you great hope. Yes, it does indeed. And also he and his current partner argue back and forth about how many members of the court they will be able to persuade because one of them has, you know, democratic connections very strong ones and the other one republican. And they say if they can do their job, it will be a 90 decision. Stephanie yes, ted olson makes me very happy clappy when i talk to him. You say basically that you accept chuck hagels apology, and obviously if he answers the questions that he should be confirmed. Well, i i said more specifically in a later statement that that i would be willing to accept his apology and and that his comments do not disqualify from consideration. So in my opinion it is up to the committee to elicit from him the statements that will satisfy them, and then well see. Stephanie yep. But from what one can read and and track down about his background and his in his positions, and his experience there are many things about him that make him very attractive. The fact that he served in the military as an enlisted person rather than an officer, makes quite a statement just in itself. Stephanie yep. And you say in your statement 14 years have past, and Public Attitudes have shift, and perhaps, senator hagel has progressed as well. But i thought your statement was very classy. Thank you very much. I had a brief conversation with ambassador getz who was my successor, and he i think has written a piece that essentially supports the hagel nomination and and i think we both feel that times have changed and that this gentlemen has changed as well. I wonder if you read the piece in the Huffington Post the hopes of entitlement reform. Here we go again. He writes about your area of medicare and medicaid cost. Yeah, we makes the same argument i have made over we have a Health Care Cost problem overall. And medicare may be the solution because we have managed to keep costs down and be more efficient. And our problem is not within the medicare system its the fact that the system overall is overinflated because people make money off of our health care system. Stephanie right, and you say. It would result in less care, and here we go its like you always say we do better to open medicare to everyone. Yeah, they are more efficient and more innovative. We use the medicare system to work out new innovations within the health care complex. So there are other things it can do too. We can use the Bargaining Power of medicare and we can modernize our system with things like Electronic Medical records. And if we have a unified system like that its easier to do those sorts of things when you have multiple private Health Insurance companies and multiple private stakeholders, right . Stephanie right. Hospitals, doctors whatever it happens to be. Stephanie right. It seems like some of our friends on the right, the merck merck [ censor bleep ] yeah people would care that we are paying 18 on health care as compared to 9 in other countries, yet we are no healthier. The good example he gives if somebody has a chronic back problem instead of taking them and giving them physical therapy, we run them through a billion tests. Because people make money off of those. And we offer up pharmaceuticals we perpetuate the system of waste and overspending because theres a real financial benefit to that as opposed to taking the Patients Health care needs into account. Stephanie right. And that exactly caps it. When he says there is not much money in physical therapy, which is why they refer to orthopedic surgeons and all of that. Yeah, i watch ill give you a quick example. I was in the emergency room once and watched an older woman who had like a back injury repeat the same information over and over and over again to multiple doctors. And it was because there was no patient coordination and they didnt talk to each other, and there was no record they could refer to, and this woman was in so much pain, and i kept thinking we could get her treated and move on there were so many nuances within that one scenario which exemplified though problem.
