I bet it catches you by surprise, too. Right after the president s state of the union where he talked about sensible gun control measures, which was of course, after newtown and after his speech up at newtown. There were all of these stories in the media, both print about gun sales and guns flying off. Shelves and ar15s, you couldnt buy one because they were soiled out. You got the impression that more and more people americans who were afraid of an intruder or whatever and feel the need to protect their families, more and more americans are running out and buying guns. It turns out thats not true at all. In fact, just the opposite is true. This was reported again in the New York Times yesterday. Its called the General Social survey. What the it shows is that the same people, gun owners are the ones who are buying all of the guns. Its not new people who have never had a gun before who feel the need for a gun. Its just the people who have a stock pile of guns who want more and more guns. Remember what fillphil graham, the senator of texas 10 or 15 years back, that famous phrase of him. I dont have all of the guns that i need no. I have all of the guns that i need. But i dont have all of the guns that i want. They are the ones that it turns out are buying all of these guns. The number of people buying guns according to the survey is down dramatically dramatically. Listen to these numbers. So, this General Social survey every two years, they do a survey of American Families and gun ownership. Back in the 1950s im sorry. The noon 70s. Back 40 years. The 1970s gun ownership, 50 of mfrn households had a gun in the house. House. Okay . In the 1990s, it was down to 43 . Last year, 2012, across america, down to 34 . I mean went down from 50 to 34 in 40 years and the survey shows thats true like across the board, across the country in big cities and small cities in urban areas and rural areas in families with kids and families without kids. Inhouse holds which say they are happy households and households who say they are not so happy. Even inhouseholds where people are regular church goers and households where people never have been in a pew. Same results. Gun ownership down down down. Dramatically. I was totally surprised because when i i was under the impression, again, that more and more people are out buying guns. Not true. The same people are buying more guns. Buying a gun is not such a good idea after all. Maybe. They are really thinking twice about it. Two or three times about it. It represents, in fact a thinner and thinner slice of americans every year. You also think it means that damn it, it should be possible to get some common sense gun Safety Measures passed. These numbers, i find they turn things topsy turf. We had a conversation not so long ago with some friends of ours who have kids and they were over at our house and we were talking about guns because they have two guns in the house and i said, why do you feel the need to have a gun in your house and you have kids . They said, well, it makes us feel safer. And so then, they went on to explain that they have the gun in one cabinet locked up. And they have the bullits in another cabinet locked up. I was thinking to myself if for whatever reason you have an intruder and its time for you to pull out your gun and play, you know, wild wild west how exact do you pull that off and feel safe with it . Its pointless. Pointless. Good for them for having them locked up. Yeah. But it also shows, you know, that its not realistic. Right. Also, you know, if i had a little kid today, i would really think twice about letting my kids play with their kids in their house. Oh, yes. Knowing that theyve got guns in that house because we have seen too many accidents like that. Anyhow, gun ownership, way, way, way down. So dont believe all of the nonsense which, again, i believe, i believe are i thought more and more people were buying guns. Whats it mean to you . 86655press. It turns out only 34 of them do you know what i havent seen is geographically. It is true across the country, but i bet there is still more ownership i would imagine. And so, you know, its like okay. Its like if the kind of we hope is going to cost this much money. To keep that weapon safe and secure, you are going to have to get a gun locker and everything else. I thought step one is going to be perimeter lighting and then alarm system because i dont want that weapon, you know, someone to break in while i am at work. Bill right. And get stolen. So by the time i put the Security System in, you know panic switch and proper perimeter lighting and everything, then all of the sudden, i was like, well, what do i need a gun for . Ive got a cell phone. My house is monitored. You know and so if you look at those statistics the chances of that weapon getting turned on you or being used by a Family Member or a person when, you know, i am pretty good Mental Healthwise but, you know its just a huge liability i think thats true. The statistics i have seen bear it out that those guns that gwynn is more likely to be used on another Family Member sadly, and these are people who had no mental history, history of Mental Health or any history of violence but if the gun is there, its more likely to be used on a Family Member than on an intruder and maybe thats why. But those guns are being bought by the same people who already have a stockpile of guns, which, by the way in itself is scary because that means a lot of people are stockpiling which is hardly the thing we want. In the state of maryland there is pending legislation to allow doctors and numbers to dispense Medicinal Marijuana it, the latest state to jump on board. They havent released numbers for 2012. Dement 011, 32,000 people died from gun injuries. 32,000 people died from gun injuries of those 32,000, 258 were killed during legal intervention. So would you say, i need a gun to protect myself . Out of 32,000, 258 people were killed. The rest were accidental. Distal or homicides or suicides or whatever. But thats such a small fraction of the over all gun deaths. Its hard to make the argument we need these guns to keep us safe from intruders bill the big thing is, i do think again, that i would hope that this article makes the this survey rather gets spread widely among members of congress and state legislate temperatures around the country just to say that the idea that all americans now are running out to get guns and guns are so popular is just simply not true. The number of people who feel that they need a gun in their house is declining dramatically. We always rather gain that many jobs but i think there may be some reasons to be a little skeptical about this looking ahead. Nd not to be super excited about the number just right now. Bill is that because of the sec ester . Yeah. The economy is being hit by a couple of pretty brutal things right now. The payroll tax hike and the other tax increases from the fiscal cliff deal are just going to be starting, i think, to show up down the line. The connell assumers can borrow for a little while, you know, put stuff on their credit cards to make up the spending but eventually, it starts to bite. Svelte have as much money to spend. Then you put on top of that the contractt contractionary he was, which should be about a half a point this year taken away. Thats the not the sort of momentum you want for a recovery. Thats true the 7. 7 , heading in the right direction that could reefers if the congressional if losing 750,000 jobs turns out to be true. Its something we have seen in the past few years. There are concerns that we are going to see that now the job creation will slow, the Unemployment Rate could tick back up. Remember, even if we didnt have that, we are not creating jobs nearly fast enough to put everybody back to work. Right. Within a couple of years even. You need to get up to what . How high . I have seen that number. I forget what it is. 236,000 is not where we need to be. Right . 250 is sort of the generally accepted number for what you need to bring it down relatively quickly that you need it every month. It was about 180 a month last year. What we really want is faster. We want super fast. I think you would like to see 300,000, 400 a month during some of the boom times we have had and obviously we are nowhere close to that, especially with sequester coming online. We know its going to take like a good month to really kick in and feel the first impacts. But still, last, we have the sequester kick in and then on a friday, and the following week the dow, three days for sure hit a new record high. There seems to be a contradictory message here. Whats going on . Yeah, the stockmarket doesnt appear to be a great barometer of the Overall Health of the economy right now. There are a lot of reasons for that. Its being bouied by all of the actions the Federal Reserve is taking to try to boost employment which are definitely helping stocks. Here is Something Else to think about. At a time times the market has panicked over the last couple of years and all of them when it looked like there was a crisis on our hands, you know, when, we are not going to raise the debt ceiling or, wow, we might go over the fiscal cliff entirely which would be a huge drag on growth. The market freaks out about that and not about the idea that growth might be a little bit slower for a little bit as longer. Uhhuh also if you look at that and the employment numbers with and compends doing better with corporate profits, are they starting to go higheranies doing better with corporate profits, are they starting to go higher. Thats one of the interesting things, the last couple of months decent job growth in the fourth quarter, basically growth was zero in the economy. That suggests companies are starting to put money to work hiring people because they are bull issue. I would caution making too of those numbers. Its too short of a time period to be sure. If it keeps up, it would be a good sign maybe employers are seeing some signs for strength and optimism that let them take chances that they otherwise wouldnt have. Bill i guess the best scenario is with the president reaching out to republicans this week with more and more people at least talking right . About resolving our fiscal issues, maybe we can get out of the sequester before it even really kicks in and we feel the worst impacts of it t thats what some people are hoping. The eternal optimist, i guess i join the crowd. I agree. I think thats the optimistic take. Here is an optimistic way of looking at the last few months in retrospect. Remember the talk we heard about policy uncertainty. Guess what. People know what their taxes are going to be now. The fiscal cliff deal settled that. They are higher than a lot of republicans wanted. The people who were warning you about uncertainty were warning for the reason they were worried taxes are going to go up. There is certainty now. If you believe thats a real think in the economy and whats holding it back, you might be inclined to think that hey thats thats at work here. Bill sure. They said they wanted certainty. Paul ryan is reintroducing his bucket this week which he says the main element of which is to repeal obama care. It aint going to happen. Doesnt he realize we had an election on that issue . And he and mitt romney lost. Meanwhile, some good news, 236,000 new jobs for the month of february and unemployment dropping down to 7. 7 , but, of course, that is all before the sequester kicks in. Last week, we talked about joy behar leaving the view. She said its time for her to move on. Another is leaving but not by her choice. He Liz Beth Hasselbeck is being produced out. Market Research Shows they are not watching the chat fest because of her and her conservative view points. More than just her conservative view points. There is room for conservative on the view. She is just had heshe has an ugly edge. She says stuff. She doesnt know what she is talking about. Its not that she is conservative. Its that she is an uninformed conservative. Bill an informed conservative . Isnt that a contradiction in terms . The masters Golf Tournament is one month away. It looks like tiger woods is a serious contender after a rough couple of years. Tiger is back. Looks like it. Chris anders is back. The last time you were here a month or so ago, you were early in focusing on this. People were starting to hear about this. Its been around for a while. They exploded on the National Scene with the john brennan nomination. He is the architect of our drone policy. Thats right. He will be the next director of the cia but his nomination serves as a catalyst to talk about where are we with drones and prompted the filibuster by senator rand paul which sparked this. I mean a lot of people hadnt even heard about drones until rand paul took the floor. The whole thing kept snowballing. For whatever you might think of rand paul as a Tea Party Republican, it was an amazing day, a historic and courageous what he did to take to the senate floor. You hear about filibusters and things like that. Its been a long time since you have seen a senator who has been willing to stand on the senate floor. Yeah. They call him the talking fill filibuster filibuster. Here is is the curious thing. Why didnt there was one democrat, ron wyden of oregon. Why didnt more democrats stand up and support him on that one issue . I think thats too bad because i think it really has diminished the role that a lot of democrats have had on this issue because there was one mark eudall from colorado senator merkley from oregon. There were some democrats who took a courageous stand on this too, and kind of got the ball rolling. And senator ball just kind of kept, he gave it a much bigger push. Its too bad some of those democrats didnt actually go to the floor. Now, senator paul did say over the weekend that angus king an independent who organize with the democrats tried to speak but he came in at the filibuster. First of all. Another thing is a letter he received last monday from attorney general eric holder which said under some circumstances it would be legally justifiable to kill an american on american soil has he what is this story there now . Did he change his mind or what is our policy on that . This is the most absurd part of it all. Senator paul like lots of the other people who were concerned about this in the senate were had lots of questions k 4,700 people, Lindsey Graham said have been killed by this program. Thats his estimate he said he has heard in briefing. So again, lots of different conservatives, senator paul latched on to the most simple question of all, are mr. President , do you claim the authority to kill an american citizen on american soil . The president was asked in a google hangout. He dodged the question. They would say we havent done it. We plan to do it but they wouldnt answer the basic question. Until the filibuster was over. Finally, they got a straight answer out of eric holder. The answer was, no. Which is what the answer should have been long ago. There have been so many terrible surprises in this whole program that i dont think anyone should have trusted mr. Brennan or even the president saying we are not going to do this when they wont answer the basic questions do you claim the authority to do it. Aclu aclu. Org. I have been a proud member of the aclu. Rand paul said he is happy he got that letter from the clarification, the attorney general. John brennan has been confirmed. He is the new director of the cia. We are all happy with drones and what we are doing with drones . Look. I think this is really one of the things that senate paul talked about and we have heard from both democrats and republicans who have been involved in this is that they are viewing themselves as a checks and balances caucus. Everything has gotten out of whack grabbed all of the power for the president. This is the power People Killed from the battlefield, this isnt something, even if you liked the president a lot, no one president , no one person should have all of this power. They were trying to reassert their power. We have a constitution checks and balances a role for the congress a role for the courts. Thats what they are reassert reasserting. Senator paul in the filibuster said, which i thought was the best part of it when he said, you know, some people are saying, well, we need we are waiting for a memo from the white house as to when they can use drones and when they cant. He said, you got it backwards. We should not be asking for the memos. We should be sending them the memos. Right . The role of congress, it seems to me. Right . Yeah. And i think that i think that the frustrating part in this whole thing is that you have basically a system of secret law thats been developed by the president and the justice department. Just as we did with the torture program under bush there are 11 of these secret opinions. Five have turned over. Over to 15 senators. Not to the american public. Not the American People. They didnt have those five until this whole fight started. Now, they have five. They have to push for 11. But i think one of the things senator widen, senator paul some other people have said is those have those opinions have to be released. That law has to be released to the whole world and certainly to all american citizens bill last week at the briefing, jay carney was asked about this at one of our briefings. Jay said that the president does think these are serious questions. He intends to address them. Yeah bill to the American People when . Do we know . I think eric holder was giving it within the next couple of months i think is what he said during his testimony last week in front of the Senate Judiciary committee. There also is a funny kind of truly absurd Exchange Last week. Senator mike lee who is actually another Tea Party Republican on the Senate Judiciary committee was questioning eric holder during a hearing. He was asked. He was walking him through the legal analysis that we think its in one of these legal memos. And eric holder kept kept trying to answer the question buff there is kind of these, you know, odd answers. And then finally, he said, well you would really understand this better if you actually saw the l. L. C. Opinions, the legal opinions, which he is not turning over to the house. Yeah. Maybe you have a fuller understanding if you saw them. And senator lee, of course, said, wait. I am supposed to be basing what i am doing on opinions . I dont understand it because i dont see them. Yeah. We are not a country of secret law. You cant operate a country that way. You cant have a real democracy that way. I think it is incumbent upon the president to sends those to explain to the the American People what that policy is. If a winner happens, a lot of it will be as a result of the pressure from the american citizens and from members of congress of both parties and the good work with chris anders. 86655press, your comments on twitter or facebook. One of the things that was amazing, this filibuster went on more and more of the rising stars of the Republican Party went down to the floor to give him a little relief let his voice rest a little bit. Basically every rising star republican. All of the kind of rising stars were there. Rand paul came to the floor to essentially bless this movement and said that he stood with rand paul to paul, too. So it was a amazing. It was a amazing to see. Then you had john mccain and Lindsey Graham the next day say this is terrible. Its a disservice. It was an angry voice of the past saying the president should have the authority to clear because their view is that there is a war thats everywhere even in your backyard. Lets get a quick comment from andy in Huntington Beach caller how come rand paul didnt suggest or talk about the fact that george bush almost killed u. S. Citizenship in the area when he almost ordered strikes of airplanes right after 911. He didnt talk about that too much. Anything that deals with obama, hes got a really big mouth. Okay. Andy. This issue is above who happens to sit in the white house. Dont you . Yeah. Whoever like or dislike in politics, i think this is really something thats a lasting power, the kind of power the president seems to be claiming for himself here is one that will be left to his successor bill thank you. It is, you know budget crisis again, sort of taken over here in our nations capitol. The president will be meeting this week with the House Republican caucus and the Senate Caucus to try to come to some agree on a balanced approach to solving our budget crisis but there are a lot of other issues still looming and demanding action that the president s committed to getting action on gun safety and Climate Change and it may be the most promising of all immigration reach. Ran januaryson has followed this particularly and written an important piece in the National Journal, what undocumented workers really want. Joining us in studio. Nice to see you again . Good to be back. Bill thank for coming in. So would you agree that Immigration Reform chances for getting some kind of a bill passed are good. You have to remember when it comes to immigration, its like saying the nationals are going to win the world series. There is never there is any number of things that can derail it. But its a better chance i have seen than probably a decade for something to happen. The last time it was derailed was not because of president obama not wanting to do it but republicans abandoned it. The last time it was really derailed was under president bush. Yes. Thats right. 5 of his fellow republicans. Exact. It was interesting to watch how there were republicans negotiating but then their entire leadership pulled the rug out from under them. Because of the pressure they were getting from talk radio hosts and crowds around. I would say thats probably exactly. Around the country. What do undo you think workers really want . Citizenship . No. I mean i think you can see they might beability have that later, but the ones that i talk to all they want to is live a normal life. Respect . Right. When i would talk to them about how they would vote or what they wanted to do and they would kind of look at me almost with confusion like it had never occurred to them to ask that question because i think they spend a lot of their time trying to figure out how to deal in a world where you need a drivers license for almost anything. You need you cant get on an airplane. You have to figure out how you are going to navigate all sorts of strange Little Things that you and i dont even think about. Right. They do manage to do that. There is a network of people who can give you the ids that look, you know, good enough to get through on an i9 form and stuff like that. I think that they send its kind of sad actually to listen to it because some of them talked about how they would have to drive without licenses because they dont have a choice. They also are worried about an accident, getting pulled over Something Like that, could set them in some sort of deportation proceeding. A lot have jobs where they may not be bus serves. Yeah. They want to be able to come out of the closet so to speak. Right. And live a life. Right. Where they know they are not going to knock on their door any time of night. I spent some time with a group of undocumented hispanic immigrants. I needed a translator while they were watching the state of the union address, and it was amazing how cool their reception to president obama was especially when he was talking about things like Border Security and enforcement. To them, thats tantamount to deportation. They have no interest in that. What they really want is some form of legalization, and, you know, i think that thats the kind of amnesty everyone is worried about. Most of them are on the republican side. Maybe some democrats. So but then the next step would be citizenship . Right. And i think the thing to remember is that the people, the debate inside the capitol beltway is about how and when you can have a path to citizenship. I really dont think that there is any sense there is going to be no citizenship that would be offered but the sense is how difficult is it . What kind of averages do you construct such that everybody can have an easier path to citizenship . How you have to do it. Thats not whats on the minds of the people who would be immediately affected by any kind of legalization. It doesnt mean they wouldnt care about it 10 years from now. But they dont care about it right now. This sort of whatever we call this, a period of certainty or probation is a good way of putting it. Yeah. My understanding is that that is part of the president s plan. Absolutely. All of those people who are here would immediately be yes. Protected. Right . And part of the part of the gang of 8 plan . The gang of 8 republicans and democrats and the senate have a framework, but both of them have an immediate probationary utilization that would allow you to work and to have a drivers license. Uhhuh. Also, i believe some of the the president s plan. I dont know about the gang of 8. So the idea is you could do all of the things you cant normally do. One of the people i interviewed for the story is talking about how hes from el salvador. His wife is from el salvador. They came here separately but and i am not sure actually how they got here. One had visas. They over stayed. They are undocumented. His fatherinlaw died and his wife had to send regrets by mail. They havent even left the city they live in since they got here. Bill those plans include that. Is that enough . Do they need citizenship on top of it . I dont think that they are thinking about that. Certainly, the add vo cats are. I think that there is a really careful question that anybody is doing a policy should be asking about what kind, what class of people are you creating here in the United States . Do you want it to be a permanent underclass . Something democrats talk about a lot. Its something that president obama is worried about. He doesnt want the bar to be raised so high that there is no chance of them ever becoming citizens but its a tough question. You need to be able to come up with a way that has some consequences to it. The other thing, the important thing, one of the important things to note is if you look at the statistics of the people who are currently legal immigrants who are allowed to apply for citizenship, only about half of them do so which tells you something. I mean i am not sure that citizenship means as much to people as you might think it would. For politicians, it means a great deal. It means people can vote. For the rest of the country. This gets to talking to fawn johnson from nationaljournal. Com about the whole issue of immigration. This gets to the heart of this little flap that jeb bush found himself in the middle of. Right. Bill because he was always presumed to be one who was for a path to citizenship and yet he published a book that came out last week, in a book wherein he said, no. Right . Yeah. Should not be rewarded with citizenship. He was asked about this yesterday. He was asked on every one of the sunday morning shows. He did all 5 of them. But here is his comments to Bob Schieffer schieffer. I havent changed. The book was written to try to be a book for conservatives who were reluctant to embrace comprehensive reform to give them, perhaps, a set of views that they could embrace. I support a path to lilization or citizenship so long as the paths for people that have been waiting apparently is easier and costs less the legal entrance to our country than illegal entrance. I dont know. Sounds predictor toured to me. I wrote a story about this. Did he have about how what he just described on Bob Schieffer is exactly what president obama is proposing. Even that leaked document that came out to usa today, thats what he is proposing. Its the same thing george bush proposed six years ago. They talk about this false difference. Its just terminology, path to legalization, path to citizenship. Its the same thing. His book, which i have to be clear. I havent read. Something you hear from the hardcore tea partyers and nobody else bill jeb bush has been considered a progressive on this issue and a leader and everything. Why would he write the book on the other side unless he thought maybe the party was going in that direction . Peter . His excuse was that the book was written before the election. Basically, this is a circumstance of bad timing. He wrote this book and it was done and put on ice before the election which shows the republicans had a major, major problem with the Highland Park community. So once that was done and printed, there was not much going back. So. The only thing that my observation about that is just that i dont think that the Republican Party was at all prepared for what was going to happen in the election. 72 of hispanic voting for obama and actually, the exit poles say its a higher percentage than that. I dont think they really didnt believe it. Obviously, that came out in the book. They were all believing. They thought romney was going to win. Now, the big question then is on this issue particularly, who is the leader of the Republican Party in florida . Is it jeb bush or marco rubio . Bill w. Says most politicians dont want citizenship because they want to keep the cheap labor. And the crisis mag says jeb bush has the chronic republican disease, flipfloppitis or as i would point out some people have diagnosed that as romnesia bill it is funny, fawn you have jeb bush and marco rub osteo eyeing to be the rising star. Yes. From florida who is going to save the Republican Party. Time magazine identified mark o rubio as the savior. Does jeb bush have first crack . He was the governor. His brother was president. He is a bush. If the jeb goes, could rubio . You have described with the possible exception of him being to governor sounds like a detraction from him as a president ial candidate. People still and i have heard this republicans will tell me that republicans have, you know i guess we call it bush tiring or bush fatigue. I am not sure that helps so much for him. Although i give jeb bush a lot of credit. Not just on immigration. He is active on the education front and in a way that the republicans to be embracing a lot of stuff on school choice, a lot of stuff on reform. Thats, you know, none of that is necessarily i mean those are meaty issues he is getting involved in. Its not like he didnt have some hest. But i am not sure in the party they are ready for himft. But i am not sure in the party they are ready for him. This didnt help. This book didnt help. He had a book on immigration and he comes out with something thats so far outside the current zeitgeist, it made huge waves. If he run, would marco rubio run against him . Its hard for me to tell with rubio. One of the things i have noticed about marco rubio is he is incredibly good at strategizing how far he has to go in the spotlight to look like a leader but he doesnt go nearly far enough that people can ding him on it. If you look at him talk about immigration, he is articulate but sometimes i feel like i have to pars through his words to be seeing what you are actually sayinge through his words to be seeing what you are actually saying saying. I am not sure there is any other republican out there who is as good as he is. I dont know any of our listeners or viewers who are as sharp on the issues as ike from Charleston South Carolina t caller good morning. Thats the reason because when i get done saying, you aint going to have any doubt what i am talking about. Go for it. The deal needs to include in my opinion. I worked construction. The trades have been flooded with cheap labor. The employers have taken it to the point they drive down everybodys wages. There is no reason in the world i am making the money i made in 1980 which is enough to get me out of the Construction Business but here is the deal. They need to address the 14th amendment and put a stop to birthright sitship. No other country in the world does that. As far as i am concerned, if you are born to a mexican, the citizenship of your parents confers your citizenship upon you. We have to find a way to track people. If they are here legally or illegally, we need to know it. Otherwise you will never stop them from the border or from overrunning their visa. That is a type e verification system with a secure id that cant be tampered with. Bill i am going to stop you so we have a chance to get a response from fawn. Thank you for your call as always. Yes hear what he wants to see done with the Current Population of illegal immigrants. There is a lot of good and take coming on. If you are a republican. Also if you are a, you know, liberal accurate union member you are going to say some of these same things, you worry about the reason that immigrants can get across not too physically. Those jobs are lowpaying most of them. It drives down the wages 6 American Workers also which is a problem for everybody. I think from my amateur viewpoint that the guest worker provision may be more in the long haul. I am surprised the guest worker hasnt gotten as much controversy. One of the things i have noticed, you are johned aring, why didnt they pick that one . How is that Program Going to be structured and how limited it would be in terms of employers. No word from beyonce. One would assume she would say yes with the obama family but no comment on this from the white house. No lip sinking. We shut down tours but we let celebrities inyncing. Too have it discussed but not the back and forth that has taken place the last two decades bill agree, agree. I think rand paul did us all a service, not a disservice as john mclain claimed by raising this issue and doing a real filibuster. Right i thought it was interesting that Mitch Mcconnell who opposed rand paul, his candidate lost, ryan paul got the nomination became the senate senator. Mitch mcconnell came toward the floor toward the end of the filibuster to salute rand paul . I think he conducted himself well. I think he stuck with facts, you know, or at least his version of facts that werent hyperbolic. It was a sensitive issue, obviously, by Lindsey Graham and john mccain, the fact it was even being raised. They were important issues. There is a lot of concern about the policies. Its important how the policy be cleared up and brought to people. Thats the other part of the service i thought that he did was, you know, i support the president s position on this. But at the same time, it was nice that it would be discussed, you know, over a period of time and the regular news went and covered it bill the white house has not con determined rand paul. They say these are interesting issues. We will be reporting to the American People on what our policy is. They recognized i think, he is getting to some real important constitutional stuff. You cant just say oh, hes crazy. Correct. Bill on the sequester, we are now a weekend. Whats the politics of the sequester . How does it fall . And who gets the blame . Well, i think in the initial stages you had the president and the administration pressed hard to make this an issue that could be understood by people across the country and they went around around. The cabinet sections were out in the full force for the weeks leading up to it explaining what the cuts mean. There is a better way to save the way congress can clearly spend more money than what they have been spending. The across the board nature of it means that the decisions to where to cut spending are now not in elected peoples hands but in the federal bureaucracy. The agency i am on the board of you know, we had to make our 10 cut, but i went inside and said, look. Its a chance to fix some things inside. Not just have it be across the board or furlough people for 10 days because that was the easiest thing to do. The you have to send us. So we had to take down a bunch of the signals because 80 of the work force there. 80 of the budget is the work force. Disproportionate cuts that go into the transmission snails and things that arent actually people in this first wave. You saw that across the board at the defense department. They laid off 800,000 people. I think its an abdication of responsibility. They are going to be severe and we keep seeing a 60,000 agents at the border have been furloughed now. Right . 800,000, you mentioned, that the pentagon will be furloughed. That hasnt kicked in yet. There was an announcement last week, Social Security warning people they are going to be longer delays, getting your check or whatever. They are not plowing the mountain passes in yellowstone. Yellowstone will be a month later opening. These things are kicking in everyday everyday. There is more and more. Once people feel the pain, air travel, you know, i was at a wedding over the weekend, the best man couldnt get there. He is in the air force because of the sequester. His leadve was cancelled. More and more of these things kick in. People plame the president or the congress in general . The polling shows at the moment they blame the republicans and the congress. The question is whether that holds up over time. Its hard because when you look at the whole federal budget and you take off the entitlement portions and interest on the debt, you have a big number that comes up bigger than the 0. 02 on the dollar that the republicans have as a take talking point. It becomes disproportionate half of the cuts have to come out of the military. I would rather them take down the weapon system. Other than well its march. We will skillm this off of the top. A false deadline to make it happen. You mentioned how it plays. I think president obama could learn a lot from president clinton because when Newt Gingrich shut down the government there is no doubt whom the American People blamed. Part was because of the things bill clinton shut down, people said, oh my god. You cant do that bombingpresident obama has to play it the same way. A lot were born out of the gingrich error. They had to do it twice because they are not capable of making these decisions. The difference is republicans are in charge of the house now. And very interesting story and a big surprise maybe for you. It was for me. I am talking about the lead story in the sunday New York Times yesterday. Carol and i were up in boston bought the paper at the airport on the way back. And i couldnt believe. I couldnt believe what i was reading because we have seen all of these stories after the president s state of the union address, after he went up to newtown connecticut and gave his talk at the Memorial Service for the victims of the sandy hook elementary shooting. There were these articles about gun sales in the United States and how guns were flying off of the shelves and they couldnt keep guns in stock and you couldnt by an ar15 if you wanted to because they were sold out. And i mean everybody was running out and buying guns and buying guns. It turns out there is not that is not really true. I thought it was. You probably thought it was. Its not really true. In fact, its just the opposite. The actual records show that more people are not buying guns but instead, the people who already have guns, the gun nuts the same people are just buying more and more guns thats the findings of a survey. Its called the General Social survey. Its taken every two years gun ownership in this country. It shows that the people, the number of people buying guns is down dramatically here are the numbers. Back in the 1970s, 50 of American Homes had a gun. The gun in onehalf of all American Homes. Okay . Flash forward 20 years in the 1990s. That number was down to 43 . And last year another 20 years forward, 2012, the percentage of American Homes with a gun down to 34 from 50 to 34 in 40 years. The survey shows that this is true across the board. So in urban areas and rural areas in big cities and small cities, in families with kids and families without kids. Inhouse holds that are they call themselves happy households or those that say, no, weve got a lot of problems in our household. It doesnt matter. 10 households where everybody goes to church and compared to households where nobody ever goes to church. It just comes out the same. Gun ownership down, down down. So i think whats interesting about this is what does it really say . You may want to jump into this. 86655press. I think it shows. Again, i was stunned to read this. Maybe you are to here it maybe it shows, number 1, that a lot of americans, more and more americans, i think it definitely shows more and more americans are thinking twice about buying a gun and think you know what . Maybe having a gun in the house, especially with kids around, even if we look it up maybe its not such a good idea after all. Maybe you dont really need that gun. If i have a good Security System if i have a cell phone. No. 2, i think it shows clearly that the nra is not as powerful as we once thought it was. If the nra does not represent as many people as we once thought it did. That the nras political clout has been vastly exaggerated. That it represents a thinner and thinner slice of the American People and, two three, rather, i think, this shows, therefore action that it should be possible to pass some really common sense gun control measures this year. The likelihood that congress could do something look brighter to me after after seeing these numbers. And so what we find is people who already have guns, railroad the famous it was senator phil graham from texas about 15 years or so back maybe more, who famously said on debating this issue in the United States congress, he said, you know i may have all of the guns that i need but i dont have all of the guns that i want. Or want, being a threesyllable word for him. Thats the way he said it. Thats what he meant. We talked about that earlier this morning. At a time callers prove this is the case. Right . Re9 peter, one guy called and he owns 15 guns. 15 guns. He was driving in his truck and he had four guns in his truck. Yeah. That seems safe. Four guns in your truck. There was another guy called from florida and said he had four, five, six, whatever. Thats what is happening. The people who really are paranoid until they need a gun or even legitimately feel they need a gun to defend themselves and their families have never have enough guns the more guns they have the safer they are. Which is lunacy as far as i am concerned. But there is the ones who are buying the guns. Its not that everybody in america is. It is amazing how that narrative is built in the days after newtown, gun sales are going up. People can scared people want guns. Its clearly not the case. Gun sales were going up to the same people. Right . There are the ones who are going out and buying more guns not people who for the most part, people who never had a gun before going out to buy one. General social survey, gun ownership across the board from 50 back in the 1970s, to 34 last year in 2012. So dont buy into the idea that more and more americans are buying guns. John, what do you say . Caller good morning, bill. Bill, i pass by legislators this question and the editors. My point is we had a big meth epidemic in iowa. Everybody was cooking their own meth. Yeah. They got cold medicine. They had them bring everything behind. They had to sign a piece of paper showing id in order to get cold medicine. I was wondering if they could do the same thing with bullets. Make bullets as hard to get as cold medicine. Bill a lot of people are talking about that john in that i have talked to a couple of people over the weekend actually who said we were going about this whole move toward more gun Safety Measures the wrong way, we should be focusing on the ammunition and not the guns. I appreciate your point. It has a lot of validity to it. Like the chris rock. Guns arent killing peel. Bullets are keeping people. Keep guns the same price. Make people you pay 5,000 per bullet. You will see less people dye. Gun safety is one of the things the president put before congress. Congress. He chat eppinged them in the state of union to do something about creating a level Playing Field for kids in this family by adopting universal prek. Makes a lot of sense to me. Its one of the issues that the center for American Progress has been under the leadership of ny neera tanden. Great to be here. I want to start off by asking you, the universal prek paul ryan announced he is going to introduce his new budget. It looks like the old budget. He said the centerpiece of it is appealing obama care. Really . Yeah. Whats fascinating is that in order to meet these targets that are incredibly unrealistically of slashing federal government he is coming forward with plan that is dead on rifle dead on arrival because thats never going to happen. When you have fox news challenging him on it that is another going to happen. You know its not realistic. It seems there is little point to the whole process. Right . They are coming up with a budget thats never going to get passed. Its an ideological document. I think the thing it demonstrates is they havent changed. They got swamped in many ways and the House Republicans feel like doing the same thing over and over again is the best course. Nine republican governors now who have signed on to obama care for the expansion of medicaid. Absolutely. Which is the toughest part. Yeah. The toughest part. They passed what is it 33 times . They passed a resolution in the house to repeal obama care. Its not going to happen. It shows how unrealistic. For some people the definition of insanity is doing the same thing over and over again and expecting a different result. I will leave it to others to decide whether they have actually just gone crazy. Bill we put that out there universal prek. I dont know how anything, to me, this is a nobrainer. Why why does it make sense . Well, you know, we really look at this at the center of American Progress Vantage Point we look at this as a way to do a few things. To reduce longterm en equality to ensure kids are ready to school and address the needs of working parents who need to have someplace for their children as more and more women are working and more and more parents because of the economy rely on two encloses. So there is numerous reasons to do it, you know, the United States lags other countries. Most of of europe has universal prek the. Most industrialized countries around the world have universal prek. China has universal prek. The United States lags t its one of the reasons why kids dont come to school ready too learn. Some for prekindergarten, have thousands of words in their vocabulary. They are already ahead. So prek makes a lot of sentence for a contractor of reasons. It is one area where republicans governors and democratic governors but there has been bipartisan support in some of our most conservative states. Oklahoma . Oklahoma, georgia. Its really republicans in washington who in washington, d. C. Who havent embraced it. We are hoping those republican governors and democratic governors tell people that this is something and there are many democratic governors, so its an issue that should be nonpartisan. And, you know, the most conservative governors in the country are thinking of expanding their programs. Alabama is expanding their program. We are hopeful this is an area where we can see real opportunity. What percentage of eligible kids today are do have access to prek . Whats so interesting is that its about 50 of lowerincome children have it. Its about 35 of middle income. Thats why we have we believe it should be universal. We actually think both lower income because lower income kids have access to headstart am and some programs. Its why you know, from my point of view, middle income kids should have it, too. Yeah. Its one of those issues where its a huge cost for families, an amount for child care or prek programs is really expensive for a lot of parents who make do. When we are talking about middle class families 35,000, 50,000, they are not wealthy, spending 10,000 or 12,000 for prek programs takes a giant bite out of their income. Can we every day to expand preschool now or prek now given the sequester . It is a big challenge to do this in constraining budgets. The sequester is an insane policy. We should be getting rid of the sequester. We think there are a number of ways to pay for a prek program and Early Learning, we support a plan. Its not cheap but we have an estate tax. If we go back to the estate tax in the 90s or a tobacco tax, there are ways to pay for a pre prek program. Then thought up, through. We think it makes sense to ensure there is specific revenue for these things. The truth is that we cant really afford not to have our kids ready if you look at whats happening around the world. You know, other countries are really recognizing that they have to invest in human capitol. Thats whats happening to make sure their kids their countries are competitive. Thats why we think these investments make so much sense. I haveen some reports that a dollar spent on prek absolutely. Its a dollar spent on highquality Early Learning initiatives, child prek programs saves the government, itself, 7 to 11. And we are even seeing really big benefits in oklahoma and georgia and hire math scores higher reading scores for kids who are in prek programs. So i think the benefits are well established as one of the programs. Thats why economists, you know noble economists have said we should invest in this area. Here you are heading up the great centre for American Progress. Women have equal opportunities today for leadership . More and more . Obviously we are doing better than we have done in the past. Right . So we should i always want to hear the progress but if you look at the statistics, you know the United States women really lag in leadership both in the public and private sector. Parts of europe, they have had prime ministers, they had 50 of their parliament women. If you look at rcos we are in the Single Digits in the United States for the fortunate 500 companies. There is a tremendous leadership lag in the United States for women. We have tremendous leaders but we have never we have never really we are at 20 senators which was a hallmark. Thats still relatively pathetic, first of the population and so, you know at the center for American Progress, we are looking at that and trying to connect it and see what the connections are to policies, the fact that, you know, the United States lags in prek and other programs. It lags in paid sick leave paid leave, a whole variety of proposals that make it easier for women to take leadership positions in companies in the private sector.
