One portion of today as i said, 365 days of the year wear talking about all different. Sheryl sandberg, chief operating officer of facebook to join us in this conversation today. Its been a busy day here. Sgloorp im going to give all quick bio, its not really necessary. Since 2008, when she came to facebook, facebook had 70 million users. That seemed like a lot at the time. And 550 employees. The like button had yet to be invented. Facebook today has 1. 6 billion users, over a billion , 70 million was not that many, it turns out, more than 13,000 employees. Shes done a lot more than just that women working the and shes the founder of lienin that leanin has spawned leanin circle for women to talk about the issues they are facing. Now there are how many 28,000. 28,000 leanin circles. This is social capital building. , sheryl its kind of a rarity for Silicon Valley executives. She went to work at the world bank. Im delighted to have you here. I should note that you and i met in 2006. I was still teaching at syracuse, you were still at google. We were both interested in philanthropy. I had written this Controversial Book about who gives more to charity, liberals or conservatives conservatives. Sheryl came to a talk and we had supper afterwards and i thought that is one of the most interesting people ive met, so its agree to meet on the stage for this particular conversation. Sheryl, ive got a lot of questions. So does our audience. I want to get right to it. Aei is about ideas and not politics, but you and i saw each other a month ago, because facebook was in the middle of it wasnt really a controversy, but something that had flared up in which people had asserted that the trending topics at facebook had been either manipulated or had done something to suppress conservative views. I dont want to get into the weeds, but why dont you discuss and then we can move on to other topics. Facebook is a platform for all ideas and all voices. As ar you this said, we have is. 6 billion people using the platform, which means all ideas have to be able to be expressed. Trending topics is a small product. We have a small Editorial Team, most of the work at foible doesnt involved editorial, but that was important, because we needed human editors. For example, without that every day at noon lunch would be trending. So we needed some human touch to get that right. Dinner, around 5 00 or 6 00. Every day. Everyday lunch trends, breakfast, lunch, dinner, so we had an excontractor on that team who accused of us of having a liberal bias. Its pretty important and one we tang seriously, and frankly one that rang true to some people. So we took it very seriously. We did a thorough investigation. We didnt find a liberal bias, but we still took additional steps to be more rigorous in our approach to running the Editorial Team put out for our Team Stronger guidelines. There was a list we were using to validate sites, we got rid of that. We also had this meeting that you nicely flew across the country to attend where we had a fun range of conservative voice it is the we didnt just talk about this topic, but talked about how they were using facebook to get their voice out. Were proud of the role we play in elections, not just here, but around the world. The vision of facebook was to enable individuals to keck, but to keck not just to their friends and family, but to the people who are representing them and who they want to represent them. Facebook has very broadly used. Its worth noting that donald trump has more fans that is Bernie Sanders and Hillary Clinton combined. Were also proud of our using by people who are already elected. Every member of congress has a facebook presence, and one of my he example is the unionsest member of congress, posts very frequently and really explains themselves. She posts almost after every vote she takes to explain why she did it. Keep coming to fruition all around the world. So your investigation of this turned up, what . And what engineering solutions, just as a basket matter did you implement . It turned up no systematic bias, but we still take it seriously. We think a lot about diversity at facebook, and, you know, its something our industry struggled with. We struggled with. We have a managing bias class that all of our leaders and employees have taken that i was a part of helping to create. We focused on racial bias, age bias, gender bias, national bynes and were gooded to add a scenario, as we think about helping people to understand different points of view and being open, were dealing with political bias as well going forward. Thats really interesting. I spent a lot of time in Northern California, because i fund raise all the time, and when im in Northern California, one of the things that you find is its kind of hard to find people that have a conservative or religious world view in that are the pa of the world. Is it harder to find employees and executives that can understand that . Are you looking for more people that have that world view perhaps at facebook and other companies as well . We think to build a product that 1. 6 billion people use is diversity. You really need cognitive diversity. Idea diversity. How do you get that . You can have that by diversity of the population, everything have age, gender to personality types, to. You also have to create an environment that rewards that. We have always tried to run the company where people speak the truth to power. Were very open, that gets rewarded. We have this famous story of a young intern telling mark this is years ago youre not a very good public speaker, you should get better at that. This is a summer intern. I think about six years ago, and mark said to him, youre right, and thanked him publicly. Youre right,ite not good at that. If you look at mark. What happened to the intern . The intern got hired. [ laughter ] thats an important question, but the intern got hired at facebook. I was at a meeting at facebook, and, um, i was saying, a young engineer i neff met, and it 00 people said one of the worst ideas what i did with that is i thanked him then, posted to the entire company and thanked him publicly for disagrees with me and explained he was right and he was. As an executive, do you surdown to disagree with you . I have heard that. Lincoln did that. A lot of successful leaders have done that, but it takes some intestinal fortitude. And it takes a willingness to if i make a mistake today, im going to say too much, not too little. If i never speak with that openly. Zero, but if i say, i want to make sure i dont want take too much of your time in a meeting, i can walk out of a meeting and someone can say, you asked me to tell you, you should have let me talk more in that meeting. Interesting. But you have to raise it your will have. People are not going to speak truth to power unless you make that apparent. Thats how we get not just different voices into the country, but make sure were listening to different voices. Lets talk a bit about not what spawned that particular controversy that we started it with, but the broader issue of dissemination of its interesting when youre a fastgrowing company, you never know what business youre going to be in next. I mean, this has been one of the key case studies. I was talking about facebook at the Business School and say its just extraordinary how he see opportunities through the it that mean that there are things leash news dissemination you didnt know you would be in in ten years and you are now. The difficulty that poses, it seems to me is that your employees donnell have journalism trainings. If you were at new york times, you wouldnt have people who only have Technical Training trying to write the news and spread the news, they have to go to jschool. Thats not necessarily the way to do it, but it begs the question, what do you do to maintain editorial standards when you have suddenly gotten into an industry like that i guess you werent prepared for our your employees werent prepared for. Were clear about the industry were in. Were a tech company, were not a media company. Were not trying to hire journalists or write news. When you this i about the news feed we think about it if you were at dinner with dhur family, what are the ten things you would want to see. The way we interpret that the average median store we have 1500 stories i welcome all of you to spend that much time on facebook, because that would be fantastic for us, but youre probably not going to, certainly not the aei people here. No web surfing here at all. So we need to make sure were surfacing the stuff you want to see first, and how do we do that . We basically look at the things you do. When i choose to follow your posts, if i interact with your posts more, or i like and follow them, i will therefore see more of it. The top thing in my news feed last night was my friend mannery and phil, it was their wedding anniversary. Why did i see that top . Because theyre two of my closest friends and im constantly liking and commenting on their posts. We also really invite peep to give us feedback. Theres an arrow on of post, you can also go to Anyones Facebook page or profile and say i want to see this first. So news feed gets better the more information you give us about what you want to see. You would just as soon in the news function have less Human Interaction and more automated, such that it is theres less editorial discretion. Right . Yes. And theres very little. There is some, as was there was with trending topics. But for the most part, this is machine based algorithmically based. Railroad worried there are certainly you know, hate speech and discrimination, things that were sore of against that will keep coming up . Is that something we have to deal with . We have content policies, and those policies we take very seriously. There are things no place on facebook for hate, for violence, for terrorism. Any of that content is pulled down and off the site as soon as we can find it. That does require editorial discretion with the help of some technology. Yes, it heavily relies on people reporting that content. With 1. 6 million users were not going to catch anything, but we have 1. 6 billion users who do report, and we act quickly to take it not. Not just the content, but we work hard to take down the accounts. That leads so some of problems. I think that most people here probably agree theres too much political polarization, or at least an unpleasant level of polarization. Ive written about it a lot and i know you care about it. One of the concerns is were able to tailor the information we get so much that we get something that social scientists who always have a fancy word for everything, they call it epistemmic closure. One of the things that people are obvious concern about is social media makes it easier and easier, you with cocoon yourself completely from it. This leads to an experience thats not net what is your view on this . Do you believe that facebook certainly meania companies have come to not at you will but most. When you choose for fox on cnn or huff post or youre making a decision what you want to see and you know that on the way in. When you come to facebook, what facebook really does and heres another sociology term we strengthen your weak ties. Psychologists think about your strong ties and weak ties, thor the five to seven people you are in constant touch with. Facebook doesnt change your interactions with those people, because you know what those people are doing and youre in touch with them anyway. What facebook does do is efficiently communicate with more people, your weak ties. The people you worked with at the last company. Three of my High School Friends are in this audience today. The people youre not in touch with on a daily basis, so facebook strengthens your weak ties, when you go from a Smaller Group to broader group, you go to broader political points of view. Particularly when you compare it to getting news from one news outlet which is what a lot of people do. They certainly do. Is there any way to inject more weak ties with alternative points of view . There any from the American Enterprise institute into their [ laughter ] im glad you asked the question exactly that way, because it is part facebook is not going to inject anything to anyone. We dont have a point of view. Were not trying to make you have a view, were enabling you we invite you to connect to aei, to connect to ar hurl brooks, if you want to, so you can hear those points of view. Our average person has 150 friends or pages they follow. Overtime those numbers tend to go up. So we do see that people are vo overtime and provide the technology that makes it possible to do that. Lets move on with the impact of tech on society and on the economy. This is something you have written and talked a lot about. You have a long standing relationship with Larry Sommers and those who have written about inequality. Inequality of opportunity. I know you feel strongly about it. Its a big issue in politics today. Some of the populous trends we have seen in the president ial election has a great deal to do with inequality. Inequality of opportunity. Some people, some of the scholars here to which the structure is creating enclaves of winners and losers. The people who are being facilitated into the success they earned by the new economy and others being excluded by that. You necessary a part of the economy in Northern California where you see big winners a lot. It is hard to see those left behind. The people from port clinton, ohio. Whats your view on how the new tech economy is and how it is changing inequality for the winners and losers. The post Industrial Revolution that we can doing to to ameliorate the trends. Inequality is rising and important and its something we need to be concerned about. We have to ask ourselves what role we play. Particularly technology that grows quickly raises challenges and has real opportunities. The challenges are rule. Every time there has been change from the Industrial Revolution, it changes job models and growth and patterns of what the labor markets need. There is adaptation and really opportunities. They create 600,000 jobs. The tech only creates tech jobs. There are 50 million Small Businesses to have those around the world. This is the local baker using facebook to start a business. This comes from small entrepreneurship. A woman started a company while serving in the u. S. Military. He is deplay and used facebook to communicate and used facebook to sell products. They take military materials and make them into bags and accessories. Fast forward a few years and she is now a veteran. Her business is thriving and they employ 40 veterans doing this work. Technology unleashes enterpriseship. Thats a low tech business. They are selling handbags and selling accessories. I think as a society and as policy makers in this town we have a to play to make sure we are positioned to take advantage of the opportunities and meet the challenges and it am cans down to education. There are 600,000 commuting jobs and the university is at 43,000 grads. Not all were born and raised here in the United States. We have a demand. They are not invested in the right education to get you there. Its a big opportunity for us and one we are not meeting now. We teach reading and writing and Computer Science in our schools. We have to change fast. Education reform is something we do a ton of reform on. We believe that Human Potential is a right that people should have and understand they have. One of the things they have is trying to reform education such that people have skills coming out of high school and beyond that people know how to code. Thats 300,000 skilled jobs opened over a 30 Unemployment Rate for young africanamerican men. Its not just encoding in high tech. They are dignified and paid well and hard to out source. Whats your view that can help to get the skills and the enterpriseship and maybe apprenticeships. What can we do now. Our schools need to educate people so they can read and write and take advantage of vocational education. We need to not be afraid to train people for the jobs and not be afraid to take a harder look at the basics. It is the basics and math and science that prepare us to do any of this. If we cant give kids the fundamentals, we fail in the system. Im glad for the work we do and its nothing more important for all of us than stem educational reform. We talked about how we can enrich people who would have more skills from the tech industry. Lets look at how they dont happen to be in the industry. Bill gates is very, very concerned with the extent to which the post Industrial Revolution had a hard time reaching down to the bottom of the economy and alleviating poverty. Its easy to see and this is related to what we talked about how the post Industrial Revolution is great for some. How can we add more Human Capital to people at the very bottom of the ladder. Especially around the world where pof efforty is a grinding phenomenon and ruining generations of people. One of the things we focus on is connectivity. They have no access to data. Developing women are less likely to be connected. How do you solve the problem. You solve it by addressing the root causes. Its economic and not connection cal. They put global poverty at 1. 90 a day. 10 lives under that line. The average connected Facebook User in the u. S. Cost of data, this is not popping up on your cell bill is 1 a day. People in this room are with the facebook data. We need to lower the cost of data. Facebook has a data called free basics. We provide free data to people and it includes Health Information and Job Information and basic information they need. So far with that we connected 25 million people. We face real challenges, pu we will keep pushing because the people deserve the access we get and we see the benefits. One is lifted out of poverty already and we can see the health benefits. Its an issue by the way mostly economic in the United States. We need to solve that. For 1. 6 of the four billion, they have access to three or four g which is what you need for data. We invested in creative solutions. One of the big ones is our solar powered airplane which can fly for long distances and it has the wing span of a 737 and weighs as much as a small car. It can accomplish as much with little energy. We will need things like that that get creative to get access to the people who dont have it. A couple of quick followups, walk us through how somebody who gets free basic in india, for example, how that service can be a facilitator. We have seen this a lot. And just using that mobile phone to figure out what the prices are and the goods they are selling and increase income because they were cutoff from data. Naturally for a whole village. And turning on the light so to speak. Pure Domestic Violence victim. You often have trouble leaving your home. That doesnt help you. 3 basics, we had service of women accessing information on their rights. If you want to get into when we need to pass. You mentioned something interesting. We face challenges. How can you face challenges. Take india. What kind of challenges do you face . Any time you try to disrupt. We need to have a free and open internet. Not just from Companies Like ours. Net neutrality has been used and in our view to try to keep us from others and i dont think it was ever intended that way. I think the debate will evolve to the point and people understand how important it is. You go into a market and they are entrenched competitors. People want to protect local industries. The best of policies can be misapplied and we have seen that not in india. These are the legal challenges. Thats what you would expect. We might turn back the policy and facebook is doing interesting high profile things. They have innovative opportunities that most of us wouldnt have seen. When you are investing in things, it gets a lot of attention. Through the position and your work in developing artificial intelligence. Can you talk about the gee wiz stuff . We are making Big Investments that we think will serve our mission. Thats to help people share and connect. We are using artificial and Machine Learning right now to translate facebook into 40. As we continue to invest in things machines can do, ai will help us bring us closer together. Ai is important for us. Virtual reality is not just fun if people have tried it. We have the great head set so you can use your hands coming out. Its the greatest empathy device. It enables you to experience something much closer. One of my favorite example is clouds over sit ra, a documentary on the life of a 12yearold syrian girl. Can that make you and i understand . Of course not. It can be a lot closer. It can help people understand the other human experience. They have lower or free cost to the poor. To use machines to enhance the human experience. The people who love me and know me are going to get that and have the experience that im having. In a way this is less virtual. More like being here. This is what we will see. This is what investments are sharing experiences with people . I loved your post. From a couple of days ago, you were in santa monica and they were more excited about the beach than your speech. That was a shocker. I posted a 360 picture of the capital. The picture is cooler. You feel like you are there and when you think about trying to experience something where we all cant travel around the world, we can bring it much closer. Something smells weird. Im going to post that. We would love to make that possible. You heard it here first. How many people can you touch and how many lives can you understand . When they bring them closer together, the world comes smaller and we have hope to be more peaceful. I want to talk about some of the things you have done outside of facebook and your personal journey. You welcome a household name since 2010 not just due to facebook, but the phenomenon and an experience. A lot of people are talking about it. They are importanceing it to try to enhance their lives. You have the lean in. Org and the phenomenon that affected their lives. Part of the message is for women who want to find success in their families have a great partner. As most of us here know, it has been just over a year since you lost your husband, dave. How has the last year changed what it means for to you lean . Its an important question. Dia post this mothers day where i talked about how my perspective obviously changed personally from losing my husband so iunexpectedly. Your career can be benefit and your by having a supportive partner and i still believe that. I became a single mother overnight. A single mother with a lot of resources. I dont pretend to have the resources, but i understand much more than i did today. What i understand is that the American Family is e valving and changing. Since the 1970s, the number of single mothers have doubled. 84 of families are by a single mother. 40 live in poverty compared to 22 boy a single father and 8 by two parents. The American Family is evolving. The respect we provide single mothers is insufficient. On a personal note, fathers day was two days ago. I dont think i spent enough time thinking about what it was like not having a father on fathers day. As we approach from how we interact to how we think about the American Family, the family is evolving. What are your ambitions . The sequel is in a movie. Its none of that. We would like to not have to exist because we achieved equality. We launched the second phase of lean in together tomorrow. Thats together women can. Thats about women supporting other women. The goal is simple. Equality. In the workplace and in the home. Half the companies are run by women. We are far from that. Half our homes and the work being done by men. The good news is this is already at least about to happen im super excited. We grow by almost 100 a week. Their lean in circles think ten women or men get together. They say everything is bigger in the state of texas, but they mead once a month and come together to support ambitions. This is how they get raises. They can, not they cant. This is about cultural change. Men only this this audience, raise your hand if somebody called you bossy as a child. Men only. There is always a few. Women, raise your hand if somebody called you bossy as a child. Girls arent bossy and boys arent bossy, but leadership is so surpriseing for a girl that we call them bossy. Next time you see a girl called bossy, you say she is not bossy, she has executive leadership skills. I will say it the other way. That little boy has executive leadership skills. No audience in the world doesnt have that reaction. There is no humor when its a boy, but humor when its a girl. Its funny that a girl would have executive leadership skills. To this day, we expect leadership from men and not women. The campaign about women helping other women is important. I think there is a myth out there. Women dont support each other. That is not true. Women are supporting each other. They post a picture of a woman who supported them. So many women who said their problem is that they cant decide who to tick. Again thats what a lot of people think. We come together and we pork together towards well equality. The reason i say this, those of you who have questions to get ready. This is an important topic. The people i talked to have the most satisfying relationship with their work are people who can answer the following question. Thats not the question you hear in washington. I wanted my granddaughter to feel the wind on her hair before her hair turns gray. That is their voice. Facebook is about the women who wear scarves. Thats giving individuals voices here. That is so important. With lean in, its the same thing about giving women voice and the title believe they can. The world too often tells women what they cant do or shouldnt do. Telling women they cant work and be mothers is absurd and goes against the reality they face. We can give people voice and tell them they can and help them come together to fulfill their ambitions. In a political environment, i want to talk about bullying and words on facebook. We all see it in our personal feeds and news articles. Does facebook feel that it has to do something around bullying. We all see it. The post can put an article up and people are yelling and screaming in the comment section. What is facebook doing and what are you doing to help us as users to improve our dialogue with each other. Its a great question. There is noplace for hate and bullying on facebook. We have strict policies and we rely on users to report the most important thing we have done. We helped people have better communication. If you put up a picture and we enabled tools where i can report to you to take that down. We learned overtime that we can make it emotional. Please take it down. You are actually quite likely to respond. It turns out that they build empathy and most of what people mind can be solved person to person on facebook because people can be kind to each other. We work hard to take it down and worked with schools and parents and local organizations all over the world. You talked about content policy that you have regarding terrorism. The internet being used by isis and others to radicalize homegrown terrorists. Is facebook involved in any way, shape, or form or is it taking part in the web . So there is noplace for terrorism on facebook. We take it seriously. There is noplace for violence. We take it down as soon as we find them. We are pretty happy that people will say facebook is the no the place of choice for terrorists. We have real name identity and part of bullying as well. People are less likely with identity. You even see this in the media. If you look at the websites where people are posting. You see where your real name and photo is attached to what you say. I will not pretend this. This is a strong way we protect against this. This is an interesting article that i saw last year that showed that anonymous commentary on the internet on the news stories is a leading indicator of psychosis. And sociopathy. If those who are worried about dating someone should casually ask on the first date. Do you write anonymously and red lights and the whole idea. Is it your view that anonymity is an enemy of an open society . There are services where people want to be anonymous and have authentic identity. Its a good enabler of Good Behavior for sure. It helps. The most important thing that goes on facebook is identity. Here are the books who said who you are. I can respond. Its the case that a lot of what has to happen does happen person to person. To the great woman back there who started the Womens Network is people come to support each other when they can or post something they dont like they come to fix it. Who is next. Do you think when we talk about single moms we miss opportunities to create those outside government structures that they have been interested in doing. They are focused on outside government structures. We are very nonpartisan of all types and the circles are focused on individual actions. We have a precurriculum and other guides and every one is practical. There is something you can do and do that day. For example, women dont get paid as much as men anywhere in the world. And we see that changing. Part of individual action for people at some times and for single mothers is advocating for policy. That can only ever be part. Last week the Park Service Director testified on an Inspector Generals report on alleged Sexual Misconduct at the seashore. He said the nps had zero tolerance and steps are being taken to address the problem. Held in front of the House Oversight and reform committee, this is 2 1 2 hours. We have an oversight of the National Park service. That represents the 100 years. That should be a milestone. We find an agency in crisis. They serve the public is attending the parks at record numbers. But we are still having problems. We should increase recreational opportunities to the American People and the mission of the park service is to preserve the natural and Cultural Resources and values of the National Park system for the enjoyment and education and inspiration of this and future generations. That does not work when you have so many multiple cases of serious long standing misconduct that is distracting the agency from the mission. There is no doubt that when you hire tens of thousands of people and there will be bad apples that will cause im told disruption and heartache and if they are not dealt with appropriately the problem becomes worse. That is the sfwragz my Vantage Point that i see. During the last few months, they issued numerous reports highlighting how the agency is failing. They are couraged by management from reporting it and sometimes even retaliated against. Just yesterday the inspector ynl released another report of Sexual Harassment showing the pattern in another part. The Canaveral National seashore. At the grand canyon river district it took a letter from 13 victims. Directly to the secretary of interior and david had a history of an inappropriate behavior. He unethically went to those he oversaw. They are there to protect the friend. The service failed to meet the eeoc requirements. Claims can take years to process and the service is consistently maintained with the eeo program. It took more than two year from the whistle blower who is reported harassment. Two years. We are seeing how a disregard for the process leads to a culture that tolerates Sexual Harassment and retaliation. They are multiflied and they are held accountable. They are due to their own ethical failures. Or courage them from employee misconduct. They are going to watch out for. They have lack of plans. Inconsistency. We appreciate the witnesses for being here and i yield back my time. I yield back for his opening statement. Thank you very much. Todays hearing involved they have the National Park service. Unfortunately spanning several years. They issued many of the reports and we will be discussing today. The Inspector Generals Office has identified an instance of contracts and the Denver Service center. The unauthorized purchase of automatic weapons at the improper reserve at yellowstone National Park. They also learned that the federal ethics rules published a book without clearing the departments ethics office. He does not appear to have benefitted financially be shown contempt for the rules and what he told the Inspector Generals Office that he probably would do the same thing again. That is amazing. He would do it again. He has, and the quote, always pushed the envelope. They talked about morale and the confidence in government and that kind of attitude is the very thing that leads to low mo mo ral. So as a result the director is now been stripped of his authority over ethics in the National Park service. He is undergoing mandatory ethics training himself right now. Most from the Inspector Generals Office and i quote, this is very upsetting. And i quote. A long pattern of Sexual Harassment and hostile work environmentt the grand canyon river strict. The grand canyons former superintendent received a report in 2013 documenting multiple allegations, but that report did not determine whether it further investigates or whether developary action should be pursued. A year later, 13 employees sent their allegations of abuse to the secretary of the interior. The secretary referred these allegations to the general for investigation and the office identified 22 other individuals who, and i quote, reported experiencing or witnessing Sexual Harassment and hostile work environments. The office found that the reports of a Sexual Harassment and i quote, were not properly investigated or reported. In addition within the last few days, Inspector Generals Office issued a new report detailing and i quote, a pattern of Sexual Harassment. End of quote. Against three female employees by Law Enforcement at the Canaveral National seashore. These reports obviously raised very serious issues. Women had the right to work anywhere, including our National Parks without fear that they may be harassed by fellow employees that were ignored or retaliated against and they report these abuses. The park service equal Employment Opportunity programs. Programmed directly responsible for handling complaints of harassment in a retaliation. That does not meet the most basic standards of a model program. These demonstrate how critical it is that the senate and they cosponsored and that passed the house by a vote of 4030. Thats what i think needs urgent attention. That was built in 1932 across the Potomac River to connect the Lincoln Memorial and the Arlington National cemetery. An inspection found that the bridge has severely deteriorated. If an overhaul and it is slated within five years. Rebill tating the bridge costs 250 million while the National Park services entire budget of 2016 is 268 million. Thats an issue that Congress Needs to address and i hope they will be able to discuss. They are starting with mr. John rvis with the United States department of interior. We have miss mary kendall, the Inspector General the United States department of interior. We welcome both pursuant to Committee Rules and they are sworn before you testify. You are recognized for five minutes. Thank you, chairman and Ranking Member cummings and members of the committee. I am here to discuss oversight of the National Parks service. I will summarize and announce that the complete statement be included in the record. The park service manages many of the most econic and beloved landscapes and numerous programs that offer access to open space and reserve our culture. We are seeing record breaking visitation, more than 300 million last year and the resulting economic and the top billion. That is less than the city of oust texas. We are commemorating the National Park service and asking employees more than ever before as we use it to inspire new younger andore diverse audiences. The National Parks are reported and loved by the american public. They are well manage and protect and interpreted and maintained by a professional workforce. Employees that take great pride and hold themselves to high standards of conduct. We are an organization of human beings. By nature we make mistakes individually and collectively. We cant stop all wrongdoing and when we see improper situations, we can implement changeand keep it from happening again. I would like to emphasize that the vast majority of the 22,000 employees conduct themselves with great integrity and passion for their work. This makes it more disappointing when we find mistakes and wrongdoing in the ranks. Sometimes those mistakes happen at the top. Last year i wrote a book to celebrate the National Parks service centennial. They engage me americans in the National Parks. I wrote this book in the personal capacity and wrote that they benefit the nps through the publisher of Eastern National and the established National Park foundation. I donated the copyright and received no benefit from the sales of the book. That was never my goal. I wrote that book without appropriate appreciation and regard for my responsibility and established processes including consulting the ethics office. I received formal reprimand and actively participating in ethics training. My duties as the ethics officer have been removed and transferred to the secretary. I was wrong to not seek ethics guidance. I am sorry that i i have apologized to all nps employees through my memo distributed to the field and i urge them all to learn from my mistake and to ask for ethics guidance when its needed. I offer my apology to the American People. I was held accountable for my mistake. Holding employees accountable is essential to the National Park service to uphold the public trust it enjoys. When mistakes and inappropriate actions are identified, we must follow due process and determine appropriate response. In some cases, the nps identifies misconduct and referrs the case to the office of the Inspector General to investigate. We do that to ensure an impartial review. For instance, the nps referred a case involving the improper purchase of firearms and weapons to the oig. Together they ensured that the situation was thoroughly investigated and those involved were held accountable. In other cases, reports to the Inspector General come from others. The National Park service is committed to cooperating with the office of the Inspector General and takes its reports very seriously. One example is the recent report on Sexual Harassment at the grand canyon river district. The National ParkService Leadership is extremely disappointed in the situation here and we are acting quickly and thoughtfully to change the conditions that allowed this to happen. We have zero tolerance for Sexual Harassment. We are committed to fundamentally changing the culture that previously allowed such harassment to develop and occur. We take a comprehensive approach to addressing Sexual Harassment. Well identify and fix the conditions that allow harassment to take place, build work environments where people are held with respect and dignity. The superintendent at the grand canyon retired and well be selecting a new superintendent soon. The National Park service is learning from other Large Organizations of reduced Sexual Harassment, including the department of defense and the National Oceanic and atmospheric administration. We will conduct a survey of employees to understand the prevalence of Sexual Harassment and use that information to inform at every level of the organization. We are committed to ensuring that every employee can work in a safe and secure environment and they are treated with respect. Thank you, mr. Chairman. That concludes my oral statement and im happy to answer any questions. Mrs. Kindle, youre recognized for five minutes. Mr. Chairman, Ranking Member cummings and members of the committee. Thank you for the opportunity to testify today about a series of reports the office of Inspector General has issued regarding misconduct and mismanagement in the National Park service. The office of Inspector General serves a vital role as an independent objective body to investigate matters that ultimately violate public trust. The oig has a great deal of experience uncovering ethics and other violations by interior employees, high ranking officials and others whose positions of trust make their misconduct particularly detrimental to the operations of the department, the morale of its employees and the reputation of all federal employees. I remain convinced that as a whole, those who engage in wrongdoing are in the minority. Unfortunately, misconduct by those few receives notoriety and casts a shadow over the entire department. That shadow looms large, especially over nps, following our recent release of investigative reports, including those that substantiated Sexual Harassment at grand canyon and Canaveral National seashore, ethics violations by director jarvis and misuse of using at yellowstone. Our report from the grand canyon provided a glaring example of management failing to take action when employees reported wrongdoing. Similarly after receiving investigative report on the chief ranger of yellowstone National Park violating the rules on the use of park housing, he was transferred to another park and named superintendent. A recent media article raised concerns about the leadership at cape Canaveral National seashore. The oig has issued four reports in four years on alleged misconduct and or mismanagement at this park. Three of the four reports substantiated allegations against the parks chief ranger, including violation of federal procurement rules, conduct unbecoming an nps Law Enforcement officer and Sexual Harassment. Last week, we issued a report to nps about Sexual Harassment by the same chief ranger who continues to serve in that position, despite three substantiated allegations against him in less than two years. Nps has not had time to respond to this most recent report. But with three other reports in four years, this is a profound example of a leadership problem that nps has failed to address at multiple levels. Finally, the same superintendent has been at canaveral since 2010, was named as the subject in our 2012 report and was found by the merit Systems Protection Board to have committed reprisal against an nps whistleblower for contacting the oig. Yet we have no indication that nps has taken disciplinary action against her. The department does not do well in Holding Accountable those employees who engage in mismanagement or misconduct. We see too few examples of Senior Leaders making the difficult decision to impose meaningful corrective action and hold their employees accountable. Often, management avoids discipline altogether and attempts to address misconduct by transferring or counselling an offending employee, which is viewed by other employees as condoning this behavior. Nps, in particular, has a real opportunity to address employee misconduct and mismanagement more meaningfully. A pattern and practice of accountability must begin at the top. Consistent messaging by Senior Leadership provides a clear message of what behavior is expected. We have encouraged leadership to demonstrate more support for those who serve in gate keeper roles such as Contracting Officers and Human Resource personnel. But many such gatekeepers feel undue pressure from managers to make things happen, regardless of rules and regulations. Such as that recently detailed in our report concerning allegations that the now former director of the nps Denver Service center improperly directed a contract award. Working with the chief of staff and office of the solicitor, we have witnessed an increased effort to be more responsive and decisive in corrective actions regarding employee wrongdoing. We are encouraged by this at the department level, but we would like to see the same at the bureau level. Taking prompt, appropriate, disciplinary action in response to oig reports of misconduct. Director jarvis, i would agree with you that people do make mistakes, but i draw distinction between mistakes and deception, which i view as a whole other category of problems. On november im sorry june 11th of 2015, you wrote a handwritten note to sally jewell, the secretary of the department of interior. It was four sentences long, barely two paragraphs. Do you stand by that . Was there anything wrong or deceptive about that handwritten note that you gave the secretary . So i wrote the note to let her know that i had published this book. It was her first, i think, awareness of the book. I said in that, that there were no ethics issues because i had written it on my own time. I had asked Eastern National or i said in the note that Eastern National had requested it of me, which is Eastern National does publish a lot of books for the National Park service and that all benefits are going to the National Park foundation. When i wrote that note, i thought i was following the ethics rules, with the exception that i had not asked permission to produce the book. Why didnt you ask permission . I felt that the book would be subject to extensive review and probably would not get published in the centennial.
