We are the cspan for pennsylvania. We are on in 3. 3 million homes we are the cspan for pennsylvania. Every cable system in the state carries us, and verizon files carries us also. Every time the house and senate is in session we have them on live. We carry a lot of hearings, conferences, the Supreme Court of pennsylvania is on pcn. We have call programs, a journalist roundtable. The ideas that brian lamb had for cspan, we still for pcn. This network was started in 1979. The people who started it were some of the people who founded the earliest Cable Systems in the country in the 1950s. Pretty well iney had all done business with their cable operations, and theyoperations,o give something back, so they created this network as a Public Service and offer college credit. But the woman who was running pcn running pcn at the time i met her really was a cspan fan and wanted to turn it into a cspan for pennsylvania. She and i talked by phone for about 6 months. I came here and just put in place all the things brian and company had been doing at cspan. In state capitals, state capital newsrooms have been shrugging dramatically over the years. It was less than 1 2 size it was when we started doing pcn. Is still diminishes. Newspapers are dropping. Capitol bureau reporters. If pc and work here covering State Government, and a lot of places people would have no idea what their State Government is doing. Weis still are funded the same s cspan. We get our money from the Cable Companies who carry our programming. Cspanshe other state out there are funded by the legislature. That is good in some ways and challenging in other ways. The good part is we have complete editorial independence. Calls from get but wel legislators, dont have to follow their bidding because they are not funding us. The challenge is we have to provide a product, Cable Operators adding value to their subscribers. Public affairs at great value to their subscribers, but finite values. We have added a lot of programming elements that appeal to different groups of pennsylvanians, and they all have something in common. Style,e kind of cspan so minimal amount of editing. Because we are a nonprofit, cost of production per hour as low as possible. There are things you cant find on cable anywhere else, because everybody else in television, every channel you come to has a lot morning more money than we have. We cant compete with them head to head. We put together a format of programming that has a lot of different genres that appeal intensely to relatively small groups of people, like we have 3, the 1, 2, and anniversary of the battle of gettysburg. The National Park Service Rangers do walking tours of the 1 2 hours long, we click a wireless mic on the ranger and follow them around and show it that night, unedited. No Television Channel in their becausend would do that it doesnt appeal to a mass audience. But it appeals intensively to a small group of people. But they will be fanatically loyal to pcn and cable because of that. They may never watch us the rest of the year. For those days, they love us. There are other things we do in january, we cover the state farm around and find some teenager who is grooming competition. The 4h tell me about your goat. And they would cover the square dance competition and the quilt judging and high school rodeo. We have a fanatical following for our farm show. But the people who watch gettysburg might never watch the farm show. Thats a luxury we have that we dont have to appeal to nielsen ratings. Much of what we cover, just like cspan, is on a statewide level. One of the things i feel good about at pcn is a lot of the guests are willing to come on cspan by be more skeptical might be more skeptical of other outlets, but they know when they come on pcn its not about our host or personalities, its about being the pipeline, the conduit to give our guests an opportunity to talk about their initiative and policies. We meet on a regular basis to talk about what would be considered in the legislature and what hot topics are in the news, and we just have a good chat about who is the most appropriate person to represent different positions involved in a particular issue. Use a computerbased, formatted well we started out easily 20 years ago with this oldfashioned dry erase board. Its nice and easy to just look at a board, and for instance, and it wednesday theres a list of all the events we are aware of right now. Unique situation. We are funded by the cable system so we dont receive any state or federal model money. We do not receive any state or federal money from the government. That gives us freedom to cover whatever we want to cover. Have goodwe relationships with a lot of people that are our legislative leaders and frequent guests. Theres never any influence in determining what we cover based on where money is coming from or things like that. We are in the Operations Department at pcn. Im the chief operating officer here at pcn. Inside here is master control. This is really the heart of the whole network. All the signals coming here, come in here, and the master control operator who is working in this room, which is usually 4 to 5 hours a day and there is a lot of rotation of staff coming in and out, they have to be very detail oriented and highly trained in this room because whatever happens in this room is going to occur on the air. Signals come in. They can be the house, the senate, they can become a from the governors office. Be coming from the governors office. Here we have dave, and his responsibility is to put up the graphics on the air, like names, and makinghe topic sure that everything is up at time,te time, right the name is correct with the individual, things like that. Now we are going to go into another room, which is what we call the tape room. Most of our programming is not tape anymore. We still call it that anyway. All the signals that come into this room are monitored by staff. Besides all the television things we need toall the signalo monitor, we also stream our signal. In this room, that is one of the responsibilities of the operations staff. For example, we make sure we monitor our website. App. Nitor our in this case its on a tablet. ,e have a pcn monitor, select mp one of our subscription services. You can view the mobile app on a or you couldblet,you can view e actually view it on a computer. I think a lot more of our programming will be delivered online. Cable is still our bread and butter and i think cable will be making a source of distribution for the foreseeable future. You also have to realize, more people are interested in mobile and in places in rural pennsylvania where theres no cable and we have to make ourselves available here, doing what we are doing right now we have a programming format that appeals to a lot of people, reputable surveys have shown that 38 of the potential audience watches us at least once a month. Those are remarkable numbers by any even commercial table cable channels. We have a format that appeals to people. We are financially responsible and sound. We have good support from the Cable Companies, great support from the Cable Companies, so knock on wood we can keep it going. Cspan is visiting harrisburg, pennsylvania.
