In addition we have representative he was from all over the globe to show the growing importance of the governors and dealing with international trade, and Business Development issues around the globe, and that we as governors want to do direct direct relations with many countries and businesses who have come to visit here here at the nga. I thank them i also first want to thank china. Ambassador the ambassador from china. He and his group were here yesterday if we could give enemy a great round of applause for hosting our opening lumbering. I thank governor hoggen for his stellar introduction at the lunch and the great attributes of the great state of maryland next to the commonwealth of virginia. As we kickoff the meeting i also want to take a moment to recognize the support of many of our partners and supporters who we could not have this meeting without your support and funds our best practices and all the initiatives of the governors for nearly 30 years the nga has partnered with the private sector through our newly relaunch nga partners program. The nga partners help support the organization not only financially but intellectually with the sharing of best practices as well as helping the nga stay tuned in the emergency policy trends happening in individual states. So let me start off by saying first of all my main goal when launching my initiative which was cybersecurity was to elevate the importance of cybersecurity on every single governors agenda. I wanted to highlight why cybersecurity was more than just an Information Technology issue. I wanted to show you that cybersecurity is a healthy issue, a education educational issue abPublic Safety issue and economic issue as well as democracy issue. When i launched my initiative i did not imagine that cybersecurity would have captured the National Headlines through so many events we experienced, including last years president ial election. As you know in november thousands of internet connected devices including Security Camera that is were an ocean away to wroo used to launch a cyberattack that took town web services such as net flex as well as the new york times. This may we saw a cyberattack that the world never experienced before. The wanna cry ransomware locked out users from all across the globe and made it impossible for doctors and other practitioners to access devices. Experts today are still assessing the impact of the incident. And potentially more worrisome that we are now seeing adversaries use cyberattacks to undermine the core Democratic Values by attempting to influence elections not elena here but as well as in europe. These are troubling times yet through the new initiative and the continuing oximeter of all of you we have convened experts from cyberkurt policy from the state government, private sector to Higher Education and to all the federal agencies involved to discuss in critical issue and to identify ways for all of us to meet the threat. Let me just say as it relates to virginia, and virginia we we have taken significant steps over the past three years to address cybersecurity for our commonwealth, for now and beyond. We are in a very unique position in virginia. We have the Largest Naval base in the world. We have the pentagon, the Central Intelligence agency, quantico and 27 military installations constantly under assault. We have come pennsylvania long way inning systems and policies. Last year he expanded cybersecurity apprenticeship for the first time in virginia history. We are now allowing businesses to stand up registered to apprenticeships for cybersecurity occupations. In if a a West Virginia if you will come work for the state we will pay for education to get a cybersecurity degree. We have created partners to strengtheningen cybersecurity employment and educational students and collarships around the commonwealth. I launched the Cybervets Program to provide training to veterans. Today in virginia we have 36,000 open cyberjobs. We now have nearly 60 oh cybercompanies. Those 36,000 jobs, the starting pay is 88,000. You do not need a 4year degree. It is a twoyear degree or less and its kbertive for all of us as governors to playbook sure were abdominaling that workforce foft 21st center. Earlier in year virginia entered a Strategic Partner with Amazon Web Services and the virginia cyberrange to make it a National Resource center for cybersecurity education. Virginia has an award bin winning Cybersecurity Program in plals we can build on the Strong Foundation as we all know as governors it requireskinding dilgens we might be in great shape today but tomorrow some kiesh cyberhacker is going to km wup new technology to get the it will system. Its a attractivive tarring for criminals we have collectively more data through the drivers licenses, health care, Medicaid Programs state tax returns, many of the cyberhackers feels the best opportunity to get the data is to come in the states because of the wealth of data it takes a commitment of all the governors to keep families and businesses safe. These threats do not stop at state lines. Since july we have accomplished a lot since we met. We have held a series of round tables focusing on the cybersecurity risk facing the health sector, Critical Infrastructure, educational institutions and small businesses. We have also spent significant time highlighting the opportunities cybersecurity presents for all of us and the opportunities of a more connected society and a vibrant technology economy. As you know we have held two soldout events two regional summits one in boston and san jose where many of you sent teams of state officials to discuss pertent cybersecurity issues and to identify implementable goals and objective to moves states forward. As i have said from day one, if we do a great job in virginia but there are states that dont do anything related to cybersecurity they will reach our state through a back doord a health care provider, insurance provider or some other business that is doing business with both of our states. So these summits culminated in a National Summit in jun where i was proud to say 45 states attended and learned about how future cybertrends and how to use Innovative Technology to mitigate those threats. At our winter meeting many of you may recall that we gave each one of you a cyberscore card which no one else saw but yourselves that highlighted the areas where you are exceeding, areas you could use more help and areas that you need for full and immediate attention. In continues to be a useful high level tool that you and your team request utilize to track your progress our cyberbest practices centers has the updated report card for all we were joined in februarily admiral Michael Rogers theed commander of the u. S. Cybercromme and the director of the National Security agency for an off the record discussion how states the National Guard and cybercommand can work together. He stressed to you will of a us governors that we are at the forefront. He cannot do his job as head of the National Security agency if we in the states are no doing our part. We held a joint governor senator meeting on cybersecurity priorities and challenges of the United States congress. We had great group of governors to meet, governor sand value and i met with the leadership of the house and senate. We have implored the congress to have a cybersecurity committee. One does not exist today in the congress. It is spread among many different committees. And there is jurisdictional territories where people have not wanted to give up some of the jurisdiction. We once again as governors tall are call upon the congress to put together a national can committee to deal with the issue and put punning in so we can do our jobs. Lastly we put together 18 documents that highlighted the recommendations and best practices of the National Guard, Cybersecurity Response plans and workforce development. That you can all implement in your states starting today. You all have the documents in front of you. And theyre maintained at the nga cyberresource page, nga. Org. Meet the trend this is the package all of you have. It has the latest data, what you need to do as a governor to make sure your state is up and meeting the threat of cybersecurity. What we saw last fall was only the beginning. Cart as expert on security. And briefed me the other tai said the actions we saw related to russia and other nation states is only the beginning. Its only going to ramp up. And they want to ramp up by coming after that state data. So i would say it is incumbent upon us as governors to make sure that we are doing our part to keep states and nation safe. Most of you have begun implementing the recommendations we say thank you since the launch of my initiative over 30 governors now signed executive order or rigs or announced a cybersecurity initiative. This has resulted in a dozen executive orders, 14 signed bills and 17 initiatives. In idaho, for example pthe governor is implementing recommendations made by the Cybersecurity Governance body and recently named a state cybersecurity director ner newholm employ. Governor martinez clarified when the National Guard can be used during a krish o cybercent. In Oregon Governor brown iend an order to organize all efforts into one agency. Lastly our incoming chair governor sand value recent signed a bill to create a Cyberdefense Center to lady all the cyberprotesting projects in in re state. And more can be done there are at least 34 pending bills in state legislature us that you can help advocate ekt for and push through so it can land on your desk to sign. Although these are great accomplishments we must never become complacent. Criminals and foreign daefrs will continue to pursue vulnerabilities in defenses that harm citizens cripple our Critical Infrastructure and steal our resources. That is why my initiative will live on through the ng pachlt Resource Center for state cybersecurity that i have been privileged to cochair with Governor Snyder through the center the ng pachlt staff continues to assist your states in implement best practices and be a lasting resource for you and your staff. Before we go on to our speakers and youre discussion i do want to give a special shoutout to jeff and tim and ask enemy and all the for example who worked on cybersecurity if necked stand up and if you could give enemy a great round of plaus for the great work nef done. I know its because of our great governor and the great state of rhode island. I do want to thank you. I know the time and work you put into this gina. On behalf of the gov governors thank you and its great to be in rhode island. Thank you, terry. Thank you, good morning for those i havent seen yet welcome to rhode island. We are very pleased with the turnout. It has brekeen ever record as i understand it. So i want to thank you all of you some of whom traveled very far to be here. I appreciate that. I also want to thank you and acknowledge terry for his leadership on this issue. Its true youll be leaving us as the chair but i think you should feel great about your legacy because you started an initiative that many of us have followed. I know i did. I signed an executive order around cyber, put a task force in place and have hired for the First Time Ever a director of cyber and Homeland Security reporting directly to me. The hardest part of course is behavior change. And i would love to hear you know technology is one thing. Resources are one thing. This is really about getting people to change the way they do when they log on, if they change passwords how they do business and thats even harder than the technology. Id like to turn it over to matt. The matt the floor is yours. Great thank you very much. Governor mcauliffe thank you for the invitation to speak about cybersecurity particularly for your initiative in raising this issue to the governors in this jury. By which of background im a part of the Venture Capital firm that invests new and exciting and emerging technologies everything from Artificial Intelligence, drones, financial technology, to healthy technology, to Companies Like airbnb and left and a action lyft and huge amount in security skirt n Companies Like tan yum where chris is at a and other companies we look at to have the most exciting technologies which have a huge impact on the work all of you are doing. Before i was in in andresenen i spent time in the obama administration. I was at the white house at the National Security councils where i aspen hundreds of hours in the white house situation room. Dealing with everything from planning of the operation against osamma bin laden. To trade issues to cybersecurity issues which were some of the most serious and significant which pervaded nearly everything we talked about. I pent time as assist secretary of defense dealing with some of those issues from the defense perspective. So i say that by which of framing to take two different perspectives to open up about what we think about some of the cybersecurity issues. Both from the situation room to in a sense the board room of what companies and states face every day. And where things are going i want to say two things that may seem counterintuitive. If the question is, where is cybersecurity going in the next five to ten years, part of the question is to look back ten years. You know it was ten years ago last month that the iphone came out as a product. Something that has fundamentally the way we think about commerce and other types of things. But if you actually look back the conversation about cybersecurity has not changed very much over the last five years. We still talk very much about the upcoming pearl harbor of a cyberattack. We at a talk enormously about the threat but actually what has happened and needs to change has not changed very much. The fundamental issue is not actually one of technology as governor ralmondo said. But its fundamentally one of Human Behavior, doing some of the basic work of hygiene and good Health Related to cybersecurity and changing behaviors that leave us vulnerable. Thats where governors and Political Leadership kwom in. The second thing i want to say is there actually are tremendous opportunities were he no the necessarily paying togs. When i was Defense Department i ended up working on middle east policy. One thing thats esz to do is talk about all about the threats. And you hear about the threats and you want to go home and take a nap and not worry about whats going on. What we dont spend time talking about as much is what the opportunities are. And i would say as we think about the threats of cybersecurity a critical part of the conversation is not to talk about the enormous opportunities here. The internet of things. Artificial intelligence. The driverless cars, the enormous amount of connectedness we have do create vulnerabilities we need to think about how to considered nature and stop from hurting us. But at the same time the very innovation that drives the technologies is critical to driving our economy. And as we think about what the role of governors and regulation are to do it its to come up with the right balance to continue to encourage the innovation, encourage the types of technologies which do create threats but to continue to use that to drive the kpee and to try to turn to technology to help us address and mitigate some of the cyberthreats were dealing with today. Thank you governor mcauliffe its really great to be here with leaders from across the country addressing an issue so important to us. The work the National Governors association started over the past five years and thats been accelerated by governor mcauliffes leadership is strengthen our nations cyberresiliencety. Raytheon is a company many of you know. We have employees in 46 of the 50 states. I oversee the integrated Defense Systems business at the company. This includes radar air and missile Defense Systems command and control systems pb maritime systems. We have a Strong Manufacturing base. In ways the Company Looks like a a lot of companies in your states. And we are a cybercompany. For raytheon the investment started with proprotecting our own products and networks on which Sensitive Data resides. Then it was natural to take the lessons to customers. For the past decade we invested billions of dollars in in developing Disruptive Technologies for Network Defenders of the war fighters. In fact i would argue that ever every business is a cybercompany. Every company that relies on networks, computers, devices, sensors, data bases, manufacturing automation and sblgle property you want to protect. The unique think about the cyberdomain is how dynamic it is. The tech landscape is changing ppt user landscape is changing and the threat skap is always changing and rapidly advancing. The work that you started here at the National Governors association is just a beginning for each of you. Cyberis an issue thats hear to stay along with education, health care, jobs and Public Safety tas touches all of those. Cybersecurity has changed dramatically in less than a decade. From an i. T. Issue to actually protecting our way of life. When everything is connected everything is vulnerable. As a result we see cybersecurity even for commercial companies as a national as a National Security issue. Multiple times over the past year weve been reminded by cyberattacks they are easily launch, farreaching. They have global implications. And thats the challenge. The cyberthreat has become more sophisticated as nation states and cybercriminals invest more resources and cyberattacks because the return on in Re Investment is so great. There is no doubt that the cyberdomain is now a contested domain. For states with Large Research universities you probably know this rather well. As States School with Important Research work being done are important targets. And so let me take you through a simple example. A professor working at one of your Research Universities doing something in highpowers laysers. Clearly engineer abprobably a gadget guy like me invests early. Got a neat control garage door opener can you fwaut five or six years ago. The circuit cards in that probably didnt come from the United States. Theres been no firm ware updates in the last six years. Controls it from his iphone and now there is an instant gateway whuns our on someones iphone access to bank records, medical records and more important in this case probably Remote Access to his Research Work that he is doing at the university. Now youve just turned something simple from a gadget bought five or six years ago connected arthrothrough an iphone. Its now a National Security issue. And so its fair to say that if a cyberwar were to come its coming across commercially owned networks and threaten commercially owned infrastructure. We believe companies and states must see the presence in the cyberdomain through a National Security lens. This will become more important as we rely more refly on automation pap Artificial Intelligence and the internet of things for every day devices. Thats why my Company Created force point a Cybersecurity Company to take the technologies we developed for the defense and Intelligence Community to the commissioner sector. Work youre doing here is important and should continue. States have a major role to play in developing the workforce strengthingening the resilience of Critical Services and making our nation safer. I am particularly excited to have this opportunity because in addition to sitting in front of a a number of governors i actually started my career in the Public Sector. I worked for a local government. I was virginia born bred and raised proud the of that as well. I worked in the Public Sector i had an opportunity to see the challenges that the public set sector is facing. I now work at tan yum after spend ago few years at facebook. Tan yum is company that works with the a number of the fortune 500 including 12 of the top 15 baepgs. Governor ralmondo mentioned Human Behavior and the importance when it comes to security. That resonates with me because i want to talk about the Human Behavior of the governors that are surrounded here, the people at these tables. You know, one of the things that i worry about from a security perspective is fatigue. Right you hear a it all the time there is fear and urn inn certainty the doubten the sky is falling i think wes was mentioning going to take a nap after hearing about this. What i worry about is the opportunity for us to get resigned. I saw this the other day. There was another attack on the ukraine. And the official government twirt account of the ukraine tweeted a cartoon of a dog in a flaming house that had ha caption said this is fine everything was fire they were under attack having a series of issues they were just resigned to that fact. I certainly respect the fact that they could handle that with such comedy, i suppose. But at the same time its sufficient to see a situation where weld see that resigned certainly as governors naes not how we do things. I have sat and woodrich as a constituent and of course Interested Party of what all you governor haves done in health care in the infrastructure, in energy, education, a number of others. Youre reading loading the way i think you know that kwhaes interesting about that is many of the initiatives you all are undertaking with filled with technology. There is technology throughout process. Youre making things connected putting in dsss everywhere to help make sure the constituent lives are improved.
