So we continue to look at those capabilities and right now as an in air force, our contribution to the cyber force is 39 teams, represents about 30 as you might imagine, about right for our contribution. 39 teams. The cyber com laid out three key missionaries theyre responsible for, defend the nation, defend the networks, support the combat and commanders. We have 13 teams that were building to support each of those requirements and each of those missionaries. So 13 times three equals 39 so thats what we have to do. Right now we sit at 26 teams and on track to complete our build by 201. We feel good where we are and where were going. I will tell you that you can never stop looking at managing this talent, because we have got to have the incentives in place for not only them to want to join us, out of more than just patriotism but because we are a good place for them to reside. Yes. Because of how we take care of them and the value of their service. So those total force continuum measurements were working on are going to be incredibly important. The other thing i would, if i could add. Sure. Weve done a review of the retention across the cyber force and were not seeing retention issues with the cyber force. The retention levels mirror the rest of the air force, theyre about equal, as general goldfine mentioned with the airman driving the tesla, people join the air force for a reason, want to serve their country and protect the nation. Somewhat connected with that but really on the overall broader scale is as you talk about the total force, integrating the guard and reserves, how are you integrating those elements in your deployment to dwell ratio in a way thats sustainable for the future . Thank you for the question. We are a completely integrated force, as general goldfine mentioned earlier. You go in the cockpit and wont tell the difference, guard, reserve, active duty blepded all together, that is across our service. You look at the readiness levels across the service, we myrrh each either because we operate together. If you look at the deployed, same concerns are there with the total force as it is with the active duty force. We about mirror each other in read ips levels and watched that closely. We are the most integrated service with our guard and reserve and their critical partners to us. What is their ratio right now . Across the board for on average 1 to 2. 5. Okay. Maam, could i also offer at some point you get to a capacity stop. So regardless of how integrated we are, we still only have 55 squadrons to do the nations work. Right. And so at that point, you actually cant get any more out of what youve already got so thats why i go back to the point were too small and youre seen as trying to build back up the size and capacity to do what we believe our nation needs. Thank you. Thank you, ms. Gabbert. General goldfine n your testimony when you spoke about the shortage on maintainers, id like to get your perspective more of a drilldown as to the nature of that. You talk about needing to use contract maintainers for your a10s, f16s, c130s, in order to get people transferred over to spin up to maintain the m35. There seems to be another aspect to it when you look at the nature of the shortage, that is many of the shortages are occurring with your senior ncos that are indeed your trainers for airmen coming in. Tell me, how do you address that . Thats a longterm issue. The short term issue is contract maintainers but the longterm issue, as you bring new air force personnel in, how do you get them to stay in the air force so they can become that senior nco thats a master maintainer and trainer for the new airmen coming in the air force. How do you address that . That wasnt related in your testimony. Chairman like to answer that . So we are 4,000 maintainers short across the air force, its the issue is bringing two f35s in the month and each requires 20 maintainers, so we add to that, that deficit every single month as we go forward and next year it will be 3 of 35s so were addressing fully how can we grow our fleet. What weve done to date is weve balanced as much as we can safely do with our legacy fleets, even with our large airplanes, moving to fighters, because its most acute in the fighting air force, air fighters. So weve moved like crew chiefs from c130s to f35. Congress authorized us to transfer a10s to, 36 a10s to be i statused. We needed 18 because we needed the capacity for the fighting force as well as maintainer answer split the difference and moved the maintainers to f35s. Weve done as best we can there. Weve offered numerous retention incentives to our older maintainers, our tech sergeants and master sergeants, so theyll stay in and retain that training expertise and weve seen some growth there up to 1,000 maintainers have taken the Retention Bonus and stayed in which is good. Were digging a continual hole as we go forward because we have the structure were not able to divest and growing f35s. Internally since 13 we underassessed our maintainers. Our new airmen coming in, it was a challenge, we had an 8 billion challenge after sequestration going 14 into 15 on how to close that gap in the first place that we went to, the easiest place to go to get dollars that quick, that soon is the personnel account. So unfortunately, we underassessed in the maintena e maintenance. Were reversing that trend. We did in 2015 at the expense of other critical afscs and critical airfields in the air force. Were doing it in 16 up to 1,000 in fy 16 at the expense of critical career fields not maintenance in the air force and this budget asked for a growth of maintainers in the 17 budget and an overall growth for the air force, a a large part of that is maintenance. The initiative we just started was looking at the contract maintenance in areas across the air force, where there are not combat coded units, mostly training units. They dont have a deployment requirement and we feel that we can contract if if the markets right we can contract in those locations. I think those maintainers, take them and move them to f35. Thats a challenge. Thats just a short term challenge and we need to continue to grow and really that only gets us about two years and well have the same problem in two years. Just seems like a cascading effect especially across the moss for you maintainers at every level of experience there. It is. Challenged with our, especially in our fighter fleets, we have six career fields that are below one to two dwell, meaning theyre slightly at home, slightly longer than our deployed today on legacy fleets. I add when we look at readiness and the impact of that, we have a Critical Skills availability as a key piece of that readiness and its not just the numbers of people but its the right level of people as you mentioned, mr. Chairman, and thats why it takes some time to grow that readiness. Weve made that initial investment and we bring new airmen into the air force youab you it will take five years or so to grow the level where we have the Senior Leadership that we need to build that readiness back up. I want to make sure we reflect the proper policy is you can continue to grow both at capacity and the capability. It has to be grown on both levels. Let me ask a quick question about a comment that you made in your testimony concerning infrastructure, and capacity, and excess capacity. As you know, we look at that, there is a requirement from last years ndaa for each of the Service Branches to provide a report back to congress concerning capacity issues, overcapacity, excess inventory, those kinds of things, as well as what we had hearings on earlier and that is, what are we doing to support the existing Critical Infrastructure and facility support which is one of the elements of what we use to generate readiness. One of the concerns i have Going Forward is to make sure we dont get too shortsighted. Everything weve done recently is shortsighted, what do we do to make it to the next budget year and what do we do to move money around. I understand the immediate need to generate dollars and the dollars that come out for older facilities, and i this i theres a logical way and a risk way to do that. But my concern is this. On the other side, too, the air force with its assets is going to continue to grow. Were going to have new Fighter Aircraft coming on board, new long range strategic bomber, a new tanker fleet that lift capacity thats there, even a few more c17s, modernized c130s. Theres a need for infrastructure to support that. My concern Going Forward is saying, well, lets reduce base structure or that infrastructure. We know we need that to generate readiness in the support aircraft as it comes on. I want to make sure those two curves dont cross each other and then we come back and say guess what . Now we have more aircraft than we have facilities necessary to keep the aircraft and maintain them. So in my idea, how do you find the right balance in saying we need a brac in light of saying weve got to be building more aircraft . Sir, thanks. Ill start and then turn it over to general cooper to give you more detail on where we are with our infrastructure. Couple key points. First, there will be no surprise to you that as airmen we project air power from our bases, so theyre part of our fighting platform, so when we actually talk about infrastructure, were talking about part of how we fight, so it shouldnt be surprising that were going to, you know, put significant amount of resources against our infrastructure. In this budget with he made a strategic trade and a decision to emphasize Combatant Commander requirements and new mission beddown, kc46, s35, because as you stated as you bring on new Weapons Systems there are unique capabilities you have to build to bed those down. Youll see those two priorities and as we testified previously, youve seen weve taken risk in the restoration and modernization accounts to do that. As i transition to general cooper what ill tell you is that right now we have about 30 , with he are about 30 over in terms of the infrastructure versus our capacity, and so right now today, we would tell you that we are keeping a number of facilities on these large bases up and running because were not going to tear them down and we dont have the forestructure to require to us use them. We can use at least a reorganization to get more right sized, but we also look at that through the lens of where were going to be in the future when we get these new missions on, right . So when you take a look at the tanker trade, as youll see, well actually build up to about 479 tankers before we start coming back down and sort of keep it balance. We think that 30 overcapacity we have now will continue to exist as we make the trades of the future. Let me turn it over to general coop per thank you, general. Too much, too old, too expensive. So im on the business side of the air force, and im responsible for trying to, and read ips siiness side, trying t sure we have the appropriate readiness to give general rye mond and operations the most the air force can give america. Our infrastructure is too big. We know that. So i have a litany of testimonials here at keso air force base where we train our pilots, we have a 50 plusyearold cranage system which gets rid of the water off the flight line that cant handle large drains so about three times a year, it floods and we cant conduct pilot training. So last year we lost 370 sorties because it rained. That facility project is still competing for funds because theres other more critical, you know, facility projects. We have we avoid 2. 9 million in expenses because of previous bracs every year. Thank you, general goldfine and general cooper. Miss predlaglia. Thank you, mr. Chairman. First question, what extent are shortages affecting prepositioned munition inhave ventories and consequently readiness to address other potential conflicts around the globe . Thanks, namm. So in this budget, what youll see is that were funding munitions to the capacity that industry can produce. The challenge we face is that, while we have the munitions we require for the current fight, it tacks us upwards of four years to actually replenish a munition that we drop, just based on how we do a budget cycle and the time frame it takes. As we drop more and more munitions, then what happens is, and by the way, as we have more and more allies and partners that join the coalition, who are also looking at the same preferred munitions primarily Small Diameter Bomb, hellfire and jdam are the three we intend to use in this precision guided fight, all of them. What we do then to be able to keep the stocks we need for the current fight we do take the others around the globe down to a certain extent. Now we have a plan to continue to replenish them but theres a lag factor because of that fouryear period, so part of that readiness for contingencies in the highend fight, if you were to have the pay com commander here or the ucom commander here, they would probably both tell you that theyre not satisfied with their current stock levels that weve had to deplete and to have what we need for the current fight. In addition, when our allies and partners come to us and say listen, were part of this coalition and we need your support with munitions, and oh, by the way, heres what wed really like to have, hellfires, jdams and Small Diameter Bomb that further exacerbates the challenge we have. What were working to do is to be able to work to project future expenditures based on historical armings. Weve been in this for 15 years. We think we can probably project what were going to drop two to three years from now and then be able to shorten the cycle time to be able to replenish munit n munitions so we can keep our stocks high. If the current operational tempo were to increase, say budget constraints, sequestration, whatever else you have out there, what would be the real effect on the total air force and of course readiness most importa importantly . Can you i mean im talking 2020 or whatever the case might be, if you could answer that, general. Yes, maam. As i said before, the one element that we cant control is demand, and demand of the things that we look at to generate and sustain readiness levers, if you will, its the demand signal thats actually keeping us from doing the high end training. If that demand goes up with the capacity that we currently have, if we dont get bigger, if we dont bring the main tapers on, if we dont bring our capacity up, we will be less and less ready over time for the high end fight. So it goes to again, if i can fly this many sorties and thats all that i can generate and i need this many sorties here to be able to generate full spectrum readiness, and the reality is, the nation calls on me to do this, im going to have less to do highend training and im going to be less ready. I want to go back to the one of the last points, pla wardell you made. The munitions and its hard for us south georgia boys to say, we call can ammo. Doesnt matter what size it is, its ammo. Our partner sectors that provide a lot of those things for us when were not able to give them consistency in their production, that creates tremendous amount of turmoil on them and in many cases wi weve lost our partner the private sector and have ended up with sole source or in some cases having to go to other countries that quite honestly arent friendly with us to do certain things, but i do want to encourage you to do one thing. The people on the Armed Services committee i think will support you regardless of what party theyre in, if you look we have historically been able to Work Together on these issues. I would ask that you expand and meet with members that are not on the Armed Services committee. This patch, if you will, that is going to temporarily stop the reduction in readiness from 50 on down, this is a patch, and thats all it is, and i think that members who are not on the Armed Services committee or who are not on Armed Services appropriations probably donted the Current Situation and some of them are very anxious to cut spending no matter where those cuts come from, and my concern is, not with any of the members here, or of this committee. My concern is with members who have not had the opportunity to listen to people who we respect as much as we respect the three of you. I dont think that anybody has any doubt about the fact that no social movement can take shape and can become successful succes it comes from the bottom of the religion and unless it had been led by the top religious figure of the time and reliable leader for the people. And also it werent for that, if it had not been for that Popular Mobilization wouldnt have happened. Also i dont think that if is m islam if the Younger Generation had not contributed to that, and if islam had not been on the scene along with the people and if culture and religion had not been contributing to the overwhelming majority of votes of people, the movement would not have been able to establish a system desired by the people and respected by all countries around the world in the late 20th century. A combination of all these factors, which this is something that was stressed by the late Imam Khomeini, an Islamic Republic and he said an Islamic Republic is what we want, not one more not one word less. If it had not been like this, we would not have been witnessing such a major change and overhaul in our society. The people, this was actually the demand of the people, what people had wanted for dozens of years, and the words of imam were the manifestation of the demand of the people and the whole world, all countries around the world in the face of this Popular Movement and revolution, the whole world was shocked and they saw how a religious leader and spiritual leader could be so influential in the contemporary world and how influential can his words be. All of us know very well that the Islamic Revolution of iran was not only a political revolution, although it is closely linked to politics. However, the key point is morality and ethics and morality has taken precedence over ethics. Managed to steer the revolution on and pass it through revengeance and hatred. If the late imam wasnt able to do that then our country would have been gripped by civil war for a long time. Of course, our people during the revolution era in order to stabilize the revolution and in the postrevolution era they stood up to foreign aggression, they were victimized, they sacrificed. We had many people martyred for the sake of revolution. Country which for years had been used to actually treat people in their socalled third world from their point of view and also they were used to partly cloudy took t talking to iranian people through force. Today after iran 14 decades 14 decades they have failed very well and they have touched the great iranian nation and people will never succumb to any pressure or any threat and they will not bow down to threats and pressures. These brave people, the brave people of iran, it was the iranian people, the brave iranian people who stood up to foreign aggression during eight years of imposed war and they stood up to aggressors. They showed to the whole world that through resistance and power they would stand up to any aggression. And it was the iranian people who were tasked in recent years, they resisted the unprecedented international sanctions, they never bowed to those sanctions. Today is a day when all of those who either because out of grudge or out of misunderstanding of their revolution, the movement of iranians or because there have been ill wisher under the pressure, actually they were trying to put pressure on the iranians. Today they have come to understand and they have submitted to the grandeur of the iranian nation and they are actually disappointed of what their past actions. Today, with the victory of the great victory of the iranian nation in the nuclear agreement, the whole world came to understand that this nation, this great nation does not only actually, cannot only stand up to foreign powers in actually the battlefront and make them submit and make them go down, suffer defeat, but also this nation can resist on the diplomatic front in the fieldpl. This nation can also overcome other powers and is able to safeguard its National Interest and can through political and logical argumentation can maintain its national unity. Also during our trips, my trip to france and italy, we managed to sign very key agreements which serves interests of iran in order to expedite the progress of this country.
