We can talk very briefly about what happened in manchester england. The president summed it up and just called these people who have perpetrated this, one person, or maybe more, evil losers. They have several victims that were 11 o 11 or 12. This hits especially close to home for many of us and we stand shoulder to shoulder with our allies and our friends in the uk and also have the victims and families in our hearts. As we talk about these other things, it somehow pales in comparison. Lets talk about the budget. I know some of you were here yesterday, but a lot of folks werent here. Lets talk about what this is. This is the president s fy 2018 budget present name on the cover is the new foundation for american greatness. As i read through it over the weekend, we been working on this since before i got here, it struck me that the title should been different. The title should have been a Taxpayer First budget because thats what this is. As i was trying to reconcile those two things, its called the new foundation for american greatness but i want to call it the Taxpayer First, it struck me that was what was new or one of the things that was new about this budget. We looked at this budget through the eyes of the people who are actually paying the bills. For years and years we simply looked at a budget in terms of the folks who are on the backend of the program, the recipient of the taxpayer money and we havent spent enough time focusing our attention on the people who pay the taxes. Ive got a couple questions yesterday and i know i will about compassion. Compassion needs to be on both sides of the equation. You also have to have compassion for folks who are paying it. That is one of the things that is new about this president s budget. What else is new . It is new in that its balanced for the first time in at least ten years. The last time we looked, we couldnt find a president obama budget that balanced and i think he tried to convince us that primary balance which is balance without regard for Interest Payments on the debt was balanced. We reject that. We get to a balance on this budget within the ten year window. It begins to reduce the size of the debt relative to the size of the economy in year one. That is how important it was and is to this president to try to bring some fiscal discipline. If you are looking through the perspective of the people who pay, you would like to tell them, at some point you will be able to balance. The Previous Administration completely gave up on that. As of said before, to the Previous Administration, if you borrowed money, if i take money from you and i have no intention of ever giving it back, that is not debt, that is theft. If we are going to borrow money from people we have to have a plan for how we will pay it back. Thats what this budget does and thats one of the things thats new about the budget. The next word is foundation. What is the foundation we are trying to build . I saw an article couple weeks ago about what is trump economics. Its part of the foundation. It sustained 3 Economic Growth. Everything that we do in this administration, every time im called into the oval office whether its on immigration policy, healthcare, tax reform, trade, budget and spending, the focus is sustained 3 Economic Growth. We have been attacked stunningly by folks on the left and even in the mainstream who say thats not a reasonable assumption. Stop and think how absurd that is to think 3 growth in an American Economy is an absurd assumption. It used to be normal. Ten years ago it was normal. Its been normal for the history of the country. I think the average over the 240 years that we been a country has been over 3 . Its been over 3 since world war ii. The 1. 9 growth rate that the Previous Administration assumed toward the end of their administration and the 3 growth rate for the ten years that the cbo assumes are something we simply reject. That is a pessimistic look at what the potential for this country and what this countrys people is. We reject that pessimism and say we probably shouldve gone in and assumed three and a half or 4 growth because that would be aggressive. 3 is just getting back to normal. If you are 30 years old and watching this you have never had a job as an adult in a healthy American Economy. Its either been a recession or a sluggish economy stumbling along at less than 2 growth. The difference between two and 3 doesnt sound like much. I cringe when i hear people say its only a 1 difference. Its not. Its a 50 difference but thats just math. A 3 growth in a healthy economy, you can quit if you dont like your job because you know you can get another job. If you get laid off you know you can start your own business. These are the opportunities people have forgotten about. This is the optimism in the country that the president is so eager to push back and bring back to the country. Its what drives every one of our policies, especially when it comes to dealing with jobs and the economy. We will bring back 3 Economic Growth to this country and those numbers are assumed in this budget. If you dont come the budget will never balance. If you assume 1. 9 growth, my guess is you will never see a balanced budget again. We refuse to accept thats the new normal in this country. 3 is the old number and it will be the new normal again under the Trump Administration and that is part and parcel of this budget. Along the same lines, the budget also speaks to en the end of a lot of the president s priority. National security is obviously a priority for this president. Border security is another priority. We can talk at length about the details of the additional money we spend in those areas. The total for the 2018 budget is 54 billion over the congressional budget baseline. Law enforcement gets significant increase here at the federal and state and local level as we follow through on our efforts to enforce the law. Veterans see more money. Its a classic example of looking at the budget through the eyes of the taxpayer. I put myself in the role of the person whos actually taking the money from you as taxpayer and give it to someone else for a benefit. If i need to take this money from you to help an injured vet, i can do that in good conscience and look you in the eye and my guess is you are okay with that. I am a lot less comfortable to the pit point of not wanting to look you in the eye to look at you to take this money and give to this person over here who isnt disabled but its getting a disabled benefit or this person over here who is supposed to use the money to go to school but isnt going, or program that supposed to encourage you to graduate from high college but is only 6 effective. That is the type of compassion we talk about and thats the type of different perspective we bring to the budget. Its one of the things i like to talk about we talk about veterans. People dont mind paying their taxes as long as they know the money is not being wasted away. We also increased spending for School Choice and paid parental leave. That proposes a nationwide paid Parental Leave Program for parents and adoptive parents. Theres 20 billion and that over the course of the ten year window. National security, border security, law enforcement, veterans, School Choice, paid parental leaves are all Campaign Promises. These numbers are simply the president s policies put on paper. We took his speeches and priorities and we turn them into numbers and thats within the document. It does not, theres not a single thing that touches Social Security retirement or medicare. Why . Thats what the president said when he was campaigning. I told the story several times of sitting in his office with a list of possible reforms to entitlement spending and at the end of the list he said yes, yes, no, no and the no no nos were Social Security retirement and medicare. He didnt change those at all because he promised that he wouldnt. We can do that and balance at the same time because we look at spending differently. We no longer will measure compassion by the number of programs or the number of people on those programs but by the number of people we help get off those programs. Were not going to measure compassion by the amount of money we spend or by the number of people that we help. That is how you can get 3 Economic Growth. That is how you can balance the budget in ten years. That is how you can borrow money from people and intend to pay it back. That is how you can take charge of their own lives and that is the part of the budget that deals with the american greatness. Ill take questions for little bit. President trump is sticking to his Campaign Promise not to touch medicare or Social Security retirement benefits. Thats not medicaid. Where does he intend to show his support. A couple stories about medicaid and this is one of my favorite stories about washington spending. Keep in mind, in washington d. C. , if you spent 100 last year on something and we spent a hundred dollars on it this year on the same thing, in washington, people call that a cut. One hundred last year, 100 this year, you call it a cut. In fact ive seen several locations where we spend a hundred dollars last year end hundred and 2 this year end many people still call it a cut because the budget is hardwired by the Congressional Budget Office to go up every year.
