Welcome to the first and only Vice President ial debate of 2016. Sponsored 2016. Sponsored by the Commission President ial debate. I am elaine quijano, correspondent for cbs news. Its an honor to moderate the debate between senator tim kaine and governor mike pence. Both are longtime Public Servants are proud fathers of sun serving in the u. S. Marines. The campaign agreed to the rules. There will be nine different segments covering domestic and Foreign Policy issues. Each segment will begin with a question of both candidates they will each have two minutes to answer. Then i will ask followup question to facilitate a discussion between the candidates. By coin toss is been that senator kane will be first to answer the opening question. We have an enthusiastic audience tonight. They have agreed to only express that enthusiasm at once once at the end of the debate. And right now as we welcome governor mike pence, and senator tim kaine. [applause] moderator gentlemen welcome it is a privilege to be with you tonight. I would like to do start with the topic of president ial leadership. 28 years ago, tomorrow ago, tomorrow night lloyd benson said, the Vice President ial debate was not about the qualifications for the vice presidency but about how, if treasury should occur the Vice President has to step in without any margin prayer, without time for preparation to take over the responsibility for the biggest job in the world. What about your qualities, your skills, and your temperament equip you to step into that role at a moments notice . Senator king . Kaine thank you for being here tonight. It is is so great to be back here. It is a very special place. Sixtyfive years ago, a young, courageous woman, Barbara Johns led a walkout of her high school , she made history by protesting school segregation. She believed our nation was stronger together, and that walkout led to the brown versus the board of education decision that moved us on the path toward equality. Im so proud to be running with another strong, history making woman, Hillary Clinton to be president of the United States. Im proud because her vision of stronger together, building an economy that works for all, not just those at the top, being safe in the world, not only with a Strong Military but also strong alliances to battle terrorism and climate change. Also to build a community of respect it just like our bridge on strategy 65 years ago. Thats why am proud to be heard running mate. Hillary tell me why she wanted me to be her running mate. She said the test of the Clinton Administration will not be the signing of the bill or passage of a bill. It will be whether we can make somebodys life better. Whether we can make a classroom better learning environment first kids are teachers. Is going to be about results. She said to me, you you better missionary and civil rights lawyer, a city councilman amir, a Lieutenant Governor governor and a u. S. Senator. I think youll help me figure out how to govern this nation so we always keep in mind the success of this administration is the difference we make in peoples lives. Thats what i bring to the ticket. That experience having served at all levels of government. My primary role is to be Hillary Clintons right hand person a strong supporter she puts together the most historic administration possible. We have a son deployed overseas in the marine corps, we trust Hillary Clinton as president and commanderinchief but the thought of donald trump as commanderinchief scares us to death. I also want to say thanks to everybody who is looking in tonight. Who understands what an enormously important time this is in the life of our nation. For the last seven and a half years we have seen americas place in the world weekend. We seen an an economy stifled by more taxes, more regulation, war on call and a fairlane healthcare reform known as obama care. The market people know we need to make a change. I want to thank you all for being with us tonight. Also want to thank donald trump. For making that call and inviting us to be part of this ticket. I have to tell you, i am a smalltown boy and thats not too different from farmville. I grew up with a cornfield in my backyard. My grandfather had immigrated to this country when he was about my sons age. My parents had everything built everything they needed in a small town, good name, business, and they raised a family. I dream someday representing my hometown in washington, d. C. But honestly i never imagined i would be the opportunity to be governor of the state i would love it let alone the city netted table like this. So to answer question, i would say, i would hope that if the responsibility ever felt to me in this role, that i would meet it to in a way that im going to be the responsibility should i should i be elected Vice President of the United States. That is to bring a lifetime of experience. A lifetime growing up in a small town. A lifetime lifetime were observed in the congress of the United States. Where i have led a state that works, the great state of indiana. And whatever responsibility is might follow from this. I would hope and pray to be able to meet that moment with that lifetime of experience. Host senator kane on the campaign trail you praise her service yet 60 of voters dont think Hillary Clinton is trustworthy. Why do so many people distrust her. Is it because they have questions about her emails and the Clinton Foundation . Kaine heres why i trust Hillary Clinton. And heres what people should look at. They have a passion in their life that showed up before it before they were in public life. Have they held onto that passion throughout their life regardless of whether they were in office or not succeeding or failing . Hillary clinton has that passion. From the time as a kid in the method is used youth group in chicago she has been focused on serving others with us special focus on empowering families and kids. As a civil rights lawyer in the south with the childrens defense fund, the first the first lady of arkansas in this country, secretary of state it has always been about putting others first. Thats been a sharp contrast with donald trump. Donald trump donald trump always puts himself trump. He built a Business Career in the words of one of his own campaign staffers, off the backs of his little guy. And as a candidate he started his campaign with a speech where he called mexicans rapists and criminals, yet he has pursued and discredited and really outrageous lie that president obama wasnt born at the United States. Its a painful to suggest that we go back and think about these days were an africanamerican cannot be a citizen of the United States. I can imagine how governor pence can defend the insult driven style of donald trump. Moderator governor pence let me ask you you have said that donald trump is thoughtful, compassionate compassionate steady yet 67 of voters feel he is a risky choice. 65 think he does not have the right temperament to be president. Why do so Many Americans think mr. Trump is similar to a erratic . Pence let me say first inform us that senator, you and Hillary Clinton would know about an insult driven campaign. It really is remarkable. At a time when literally come in the wake of Hillary Clintons tenure secretary of state, where she was the architect to the obama administrations Foreign Policy, we policy, we see entire portions of the world, particularly the middle east spinning out of control. In a situation where watching hour by hour in syria today is the result of the failed Foreign Policy in the week form policy that Hillary Clinton helped lead in this industry secrete. Pence at a time of great challenge in the life of this nation where we have weakened americas place in the world, stifles americas economy, the campaign of Hillary Clinton and tim kaine is an avalanche of insults. To get to your question about trustworthy, donald trump is built a business through hard times and good times. He has brought extraordinary business acumen, he has employed tens of thousands of people in this country. Moderator why the disconnect with your running it . Pence theres a reason people question the trustworthiness of Hillary Clinton because theyre paying attention. When she was secretary of state, come on. The on. Theres a lot of people wondering about the economy. Lets turn to the issue of the economy. According to the nonpartisan for responsible federal budget, neither responsible federal budget, neither of your economic plans will reduce the growing 19 trilliondollar National Debt. In fact, your plants would add even more to it. Both of you were governors who balanced state budgets. Are you concerned that adding more to the debt could be disastrous to the country question what governor country question governor pence . Pence i think the fact that under this past administration which Hillary Clinton was a part we have almost doubled the National Debt and thats atrocious. A part of the fact that i come from state that works. The state of indian has balanced budget. We taxes and made investments in education and infrastructure. I finish my term with 2,000,000,000 dollars in the bank. Thats different from one senator came was governor of virginia. He tried to raise taxes by 4,000,000,000 dollars. He left his state about 2,000,000 dollars in the hole. The state of indiana we dollars in the hole. The state of indiana we cut unemployment in half and on appointment doubled when he was governor. I think is a very fitting running mate for clinton. In the wake of a season where American Families are struggling in this economy under higher taxes and obama care, the war on coal the stifling avalanche of regulation coming out of the ministration. Hillary clinton and tim kaine want more of the same. It really is remarkable. Theyre advocating 1,000,000,000,000 dollars in tax increases. You try to raise taxes in virginia and it was unsuccessful. But a trillion dollar and increases, more regulation and more the same war on coal. More. More of obama care. Even former president bill clinton calls it a crazy plan. But clint Hillary Clinton and tim kaine want to expand on it. And put it into a sinker singlepayer program. Look, donald trump and i have a plan a plan to get the economy moving. Just the way it worked in the 1980s and in the 19 sixties. That is by lowering taxes across the board for working families, Small Businesses and family farms. And in the world coal thats hurting the economy. Repealing obama care and repealing all of the executive orders that obama has signed better stifling economic growth. We can get america moving again, put on top of that the kind of trade deals theyll put the American Worker first and you have a prescription for growth. When you get the economy growing that is when you can deal with the National Debt. Well we get back to 3. 5 or 4 growth with Donald Trumps plan we will have the resources to meet her nations need at home and abroad, and will have the ability to bring down the National Debt. Moderator senator came. Kaine theres a fundamental choice for the american electorate. Do you want a higher president or do you want your fired president donald trump. I think thats not her choice. Hillary and i have a plan on the table that so your hired plan. Five components. We invest in manufacturing and infrastructure and research in the Clean Energy Jobs of tomorrow. Second, we invest second, we invest in our workforce. Paprika education two great teachers, to debtfree college and Tuition Free College for families make less than 125,000 per year. Third we promote fairness by raising the minimum wage they cant work fulltime and be under the Poverty Level and by paying Women Equal Pay for equal work. For that we promote Small Business growth. To make it easier to start and grow Small Businesses we each grew up in Small Business families. My dad is here tonight and fifth, we have attacks plan and the tax relief to middleclass individuals and Small Businesses. And ask those at the very top who benefit as we come out of the recession to pay more. The trump plan is a different plan, its your fired. Theres two elements to it. First donald trump said wages are too high in both donald trump and mike pence think we ought to eliminate the federal minimum wage. Mike pence, when he was in congress voted against raising the minimum wage above 5. 15. He has been a oneman bulwark against minimum wage increases in indiana. The second component of the plan is massive tax breaks for the very top. Trillions of dollars of tax breaks for people just like donald trump. The problem is that is exactly what we did ten years ago and up at the economy into the deepest recession since the 19 thirties. Analysts say that clint plan would grow the economy by 10. 5 million jobs and that trump plan would cost 3. 5 million jobs. Donald trumps tax plan helps him and if he ever met his promise and gave his tax returns to the American Public like he said he would, we would see how much his economic plan is really a trump first plant. Moderator on that point, part of mr. Trumps tax returns were released and said that he couldve avoided paying income taxes for years. Yesterday, mr. Trump said he brilliantly used the loss to pay as little tax as legally possible. Does that seem fair to . Pence first, let me say that i appreciate that your hired, your fired thing. Senator, use that a lot and i think youre running mate used a lot of those lines. What you all just heard out there is more taxes, 2 trillion and more spending, more deficits, more debt, more government. If you think that is all working then look at the other side of the table. The truth of of the matter is the policies of this administration, which Hillary Clinton and senator came want to continue has run the economy in the ditch. We are in the sense their billions the more living in poverty today than the day brock obama with Hillary Clinton at his side. Honestly senator you can roll out the numbers in the sunny side but i have to tell you people in scranton no different. People in fort wayne, indiana no different. This economy struggling. Economy struggling. The answer to this economy is not more taxes. Its not more. Pence im wondering if hes going to moderator the question was whether it seems fair to that mr. Trump says he brilliantly use the law to pay as little tax as possible. Pence this is probably the difference between trump, and clinton and came. And god bless you for. Career Public Servants thats great. Donald trump is a businessman not a career politician. He built a business. The tax returns that came out publicly this week show that he faced some pretty tough times 20 years ago. But like virtually every of their business including the new york times, he has a net operating loss. Operating loss. We have a tax code that actually is designed to encourage entrepreneurship. Kaine but why wont he release his returns . Pence but his tax return showed that he went through a very difficult time but he is the tax code just the way its supposed to be used and he did it brilliantly. Kaine how do you know that . You havent seen it before because hes created a business thats worth billions of dollars. Kaine how do you know that . Pence this riff about not paying taxes and peoples and he hasnt paid taxes for the years, donald trump has created tens of thousands of jobs for years. Moderator im going to give you about 30 seconds to respond. Kaine donald trump started the campaign 2014 acidify run for president i will release my taxes. Hes hes broken his first promise. Second, he stood on the stage last week and when hillary said you havent been paying taxes he said that makes me smart. So its smart not to pay for military, smart not to pay for veterans, its smart not to pay for teachers, and i guess all of us who do pay for those things are stupid. In the are stupid. And the last thing i will say want to ask governor pence is a governor pence had to give donald trump his tax returns to show he is qualified to be Vice President. Donald trump must give the American Public his tax return to show that hes qualified to be president and hes a break in his promise. Moderator you get very little time 20 seconds. Pence donald trump has filed over 100 pages of Financial Disclosure which is what the law requires. Pence and he is going, hes going to release them. Moderator want to ask about personal security [inaudible] gentleman. The people at home cannot understand either one of you when you speak over each other. I would please please ask you to wait until the other is finished. On the issue of Social Security. In 18 years when the Social Security trust funds run out of money youll be 76. The committee for a responsible federal budget estimates are benefit could be cut by as much as 7500 per year. What would your administration do to prevent this cut . First well protect Social Security which is one of the greatest that theyve ever done. It happened at a time when you use your whole life raising your kids working with the Little League coach and then you would retire to property. Social security has enable people to retire with dignity. We have to keep it solid. And we will. We will look for strategies like adjusting the payroll tax cap upward. Heres what hillary and i will not to. And i want to make this very clear. We will never, ever, ever engage in a risky scheme to privatize Social Security. Donald trump wrote a book and said Social Security is a ponzi schema privatization would be good for all of us. When congressman pence was in congress he was the chief cheerleader for the privatization of Social Security. Even. Even after president bush stopped pushing for it. Congressman pence kept pushing for. We are going to stand up against efforts to privatize Social Security and we look for ways to keep it solid Going Forward focusing on the taxcut. Moderator governor pence you can respond. Pence thank you. There they go again. All donald trump and i have said about Social Securitys we will leave art meet our obligations to our seniors. We said we are going to meet the application of medicare. Thats what the campaign is about and this is the old scare tactic that they roll out. Kaine you have a voting record governor. Pence theres a question you asked. Kaine i cant believe you cant defend your own voting record. Pence youre running with Hillary Clinton wants to raise taxes by 1,000,000,000,000 dollars and increase spending by 2,000,000,000,000. You say youre going to keep the promises of Social Security. Donald trump and i are going to cut taxes, we. Kaine youre going to raise taxes on the middle class. Pence if you stay on the path your party has us on we will be in a Mountain Range of debt and will face hard choices. Moderator gentleman i want to move on now. Kaine what about the dump ask tax explosion on the trump plan is much larger. Moderator i want to move onto the issue of Law Enforcement and race relations. After the Dallas Police shooting, police chief said quote, we are asking cops to do too much in this country. Every societal failure we put often the cops to sell. Not enough health funding, not enough drug addiction funding, schools fail, lets give it to the cops. Do we ask too much of Police Officers in this country . How would this country . How would you specifically address the chiefs concerns. Kaine i think that is a fair comment. I think we put a lot on the shoulders of police. And this is something i have experience on. I was the city council and mayor in richmond and we had one of the highest homicide rates in the United States. We fought very hard with our Police Department and we reduced our homicide rate in half. Put ice governor of we worked hard to. We did something we wanted to do for the First Time Ever we cracked the top ten, the ten states because we Work Together. He is what i learned is america. The way you make Community Safer in the way you make police say for is through Community Policing. You build the bonds between the community and the police force, build bonds of understanding and then when people feel comfortable in their communities, that gap between police and the community narrows and when it narrows its safe for the communities and safer for the police. That model still works across our country but there some other models, and overly aggressive military model. Donald trump recently said we need to do more stop and frisk around the country that would be a mistake because it polarizes the relationship between the police and the community. Heres what well do, do, will focus on Community Policing, well focus on and Hillary Clinton as well and could have prevented the crime so we are going to do things like clothes that and we wont have the tragedy we did. Let me say at the risk of agreeing with you, Community Policing is a good idea. Its worked in the hoosier state, and we fully support that. Donald trump and i will make sure Law Enforcement has the resources and tools to be able to restore law and order to the cities and communities. Its probably why the 330,000 members of the police endorsed donald trump as the next president because they see his commitment to them and to law and order. But they also fear the badmouthing that comes from people that seize upon tragedy in the wake of the Police Executions as a reason to use a broad brush to accus accuse Law Enforcement of implicit bias or institutional racism, and that has got to stop. When an africanamerican Police Officer in charlotte, an allstar Football Player who went to Liberty University came home, followed his dad into Law Enforcement in 2014 and was involved in the Police Action shooting that claimed the life of le monde scott it was a tragedy. We mourn with those who mourn and grieve with those who grieve. We are saddened. But Hillary Clinton referred to that as an example of implicit bias in the police force. When asked if he could go whether there was implicit bias in the Law Enforcement, her only answer was there a theres impls in anyone in the United States. Kaine we need to assure the public we are complete and transparent investigation when theres a loss of life because of Police Action but senator, please, enough of this seeking every opportunity to b be mean lawenforcement broadly every time tragedy kaine kaine if you are afraid to have a discussion no one will solve it. We will agree this is a heartbreaking example. The guy that was killed in st. Paul was a valued worker in a local school and he was killed for no apparent reason that wont be discussed or investigated about when folks went and explored situation what they found is that they called him mr. Rogers with dreadlocks. If he had been stopped by the police 40 or 50 times before that incident, and if you look at his sentencing in this country come africanamericans and latinos get sentenced for the same crimes in different rates. But i just want to say we shouldnt be able to bring up and talk about the system pence why would Hillary Clinton accused that moderator your fellow republican governor who is africanamerican recently spoke on the senate floor and said he was stopped seven times by Law Enforcement in one year and said i felt the anger and frustration and the humiliation that comes with feeling like you were being targeted for nothing more than being just ourselves. What would you say about his experience . Pence i have the deepest respect for him and i would say we need to adopt criminal Justice Reform nationally. I find criminal Justice Reform and we are very proud of it. I worked when i was in congress on the Second Chance act. We have thought to do a better job recognizing and correcting the errors in the system that do reflect institutional bias and criminal justice. But with donald trump and i are saying is lets not have the reflex of assuming the worst of men and women in Law Enforcement. We truly do believe that moderator so what would you say . Pence they are a force for good and put their lives on the line every single day. But i would suggest to you what we need to do is assert a Stronger Leadership of the National Level to support Law Enforcement. You just heard the senator reject the stopping first. I would suggest the families that are besieged by crime kaine look, criminal justice is about being respected by the walls where there is a respect this year and i want to talk about the tone that is sad. Donald trump has called mexicans rapists and womens blogs, pigs, dogs, disgusting. I dont like saying that in front of my wife and mother. He attacked a federal judge and said he was not qualified because his parents were mexican. He went after john mccain and said he wasnt a hero because he had been captured. He said africanamericans are living in hell and he perpetrated this outrageous lie that president obama is not a u. S. Citizen. If you want to have a society where people are respected and respect the law, you cant have somebody at the top that demeans everyone that he talks about. I cannot believe that governor pence blood to defend the insult driven campaign to donal that dd trump has run. Moderator i want to turn to the next segment, immigration. Undocumented immigrants that have committed Violent Crimes should be deported. What would you tell the millions of undocumented immigrants that have not committed Violent Crimes, governor pence . Pence donalpence . Pence donald trump has laid out a plan to end illegal immigration. We have been talking it to death for 20 years. Hillary clinton and tim kaine want open doors, amnesty, catch and release, sanctuary cities, all the things that are driving the wages down. And also too often with criminal aliens in the country its bringing heartbreak. But donald trump has a plan that he laid out in arizona that would deal systematically with illegal immigration with Border Security and enforcement. Its probably wise for the first time in the history of the immigration and Customs Enforcement, the union endorsed donald trump as the next president of the United States because they know he needs help to enforce the laws in the country. Donald trump has laid out a plan for those that have overstayed their visa, and once we have accomplished all that, which will strengthen our economy and the rule of law and make the Community Safer, then we will deal with those that remain. But i have to tell you i was listening to the avalanche of insults coming out of a minute ago. Holwhat am i secondhold on a sey time, senator. He said it is an insult driven campaign. Did you all jus just hear that,s is an insult driven campaign . If donald trump said all the things that you said and the way that you said he said then he wouldnt have a fraction of the insult when Hillary Clinton said half of our supporters were a basket of deplorable. She said that they were irredeemable, they were not american. It is extraordinary. And then one after another on millions of americans who believe that we can have a stronger america at home and abroad and believe we can get this economy moving again and end illegal immigration once and for all. So, senator, this insult driven campaign, thats small potatoes compared to Hillary Clinton calling half of donald Trump Supporters a basket of in the portables. Kaine the next day she said i shouldnt have said that. Moderator its his time please. Kaine donald trump did he apologize for calling womens blogs, dogs, disgusting . Data donald trump apologize for taking after somebody in the world begins an overweight in apologize for saying African Americans were living in hell and apologize for saying president obama was not even a citizen of the United States . You will look to see donald trump ever taking responsibility apologizing. Thertheres two plans on the ta. Hillary and i believe in comprehensive Immigration Reform and donald trump believes in deportation. Youve got to pick your choice. We want a bipartisan reform that will put keeping Families Together as the top goal. Second, help focus enforcement efforts on those who are violent. Third, do more Border Control and provide a path to citizenship for those that work hard and pay taxes into play by the rules on record checks. Thats our proposal. Donald trump proposes to deport 16 million people. 11 million here without documents, and both donald trump and mike pence want to get rid of birthright citizenship if you are born here but for pagans dont have documents, they want to eliminate. These guys and donald trump said it, deportation they want to go house to house, school to school, businesstobusiness and kick out of 16 million people. And i cannot even believe governor pence but defend his running mate plan that we should create a Deportation Force so they will all be gone. Pence is called integrations and Customs Enforcement and the union for immigration and Customs Enforcement for the first time in history endorsed donald trump to be the next president. Kaine and you like the 16 million pence they have a plan for open borders, amnesty kaine its like the plan from 1986. Pence the call of Immigration Reform on capitol hill. Hill. Its an sp and you heard one of the things he mentioned his Border Security. Thats how washington always plays it. Moderator governor pence. Pence restoring the borders of the nation. Moderator how would these undocumented immigrants leave, would they be forcibly removed . Pence teammate out priorities that do not deal with Border Security and after we secure the border, we not only build a wall that lead in the ground and in the air we do internal enforcement but he said the focus has to be on immigration. I cant consciously support a party that supports that and i know you have historic week oppose taxpayer funding in abortion but Hillary Clinton wants to repeal the longstanding provision in the law where we said we wouldnt use taxpayer dollars to fund abortion. For me my faith informs my life. I try to spend time every day but it all begins with cherishing the dignity and the worth and value of every human life. The Methodist Church was formative for has a Public Servant did we really feel that life should be lived fully and with enthusiasm but it is not the role of the Public Servant to mandate that for everybody also lets talk about abortion and choice. We support the constitutional right of american women to consult their own conscience, support a partner theron minister but make their own decision about pregnancy. Thats something we trust american women to do that and we dont think that women should be punished for making a decision to have an abortion. Governor pens want to repeal roe v. Wade. He wants to put it on the ash heap of history. We have some young people in the audience who were born when roe was decided. Before roe v. Wade states could pass criminal laws to punish women if they made the choice to terminate a pregnancy. I think you should live your world values but the last thing, the very last thing the government should do is have laws that would punish women to make reproductive choices and that is the fundamental difference between a Clinton Campaign and a trump pens stick it that wants to pence its really not.
