We also made our participation using the hash tag pmq. Prior to question time taking up other business. Live now to the floor of the british house of commons. The potential to make it even more significant contribution particularly will it take steps to ensure there is adequate resources and the tourist board and Tourism Ireland to ensure that we have a market. The chancellor this last week amid additional money. I have to say there is responsibility for the leadership and for every member of his household; visit Northern Ireland. Take a weekend break, an amazing place of business. They must be heard. Thank you, mr. Speaker. In the wake of the judgment the government is an operation of our armed forces they play in Northern Ireland and the democracy that is secured and our concerns. The current president for addressing the past is now working as the secretary of state said earlier and we will ensure they will be in late obligations for a fair, balanced system. Border, politics. Jeffrey donaldson. Lets hear the honorable gentleman. The Prime Minister. Thank you mr. Speaker. Im sure members will want to join in wishing people across the uk and around the world happy st. Patricks day this coming friday. This morning i have meetings with ministerial colleagues and others in addition to my duties in the south i should a further such meetings later today. Can also wish a happy st. Patricks day . Mr. Speaker i welcome the announcement from this government we will decide by the letter of our manifesto and also the spirit . Mr. Speaker with the Prime Minister agree with me as we move towards balancing the books we must ensure we have a fair and Sustainable Tax system in place . Id like to thank my honorable friend for his question. We made a commitment not to raise tax and would put our commitment into the tax law. The measures were put forward in the budget were consistent with those laws. As a number of my parliamentary colleagues have been pointing out in recent days, there is order. This is intolerable. [shouting] i think made on the matter i do to get you on the boards of hearing the questions and answers. The Prime Minister. As a member of my colleagues have been pointing out in recent days the trend towards greater selfemployment does create a structural issue in the tax base on which we will have to act and we want to ensure that we maintain as theyve said fairness in the tax system. So we are going to await the report on the future of employment. We will consider the government overall approach to Employment Status and rights to tax and a tolerable. We will bring forward for the proposal but we will not bring forward increases later in this parliament. Jeremy corbyn. Thank you, mr. Speaker. First of all tenant wish everyone a very happy st. Patricks day for the 17t 17th . In my constituency in ireland and all around the world. Mr. Speaker, widgets are the Prime Minister is about to drop the National Insurance hike announced only a week ago. Seems to me like a government s in a bit of chaos here. [laughing] [shouting] a budget, a budget that unravels in seven days. A conservative manifesto with a very intensive Prime Minister on the front page saying there will be no increase a week ago, and increase was announced. If they are to drop this crease as they are indicating, then this is a time that she shouhank the federation of Small Businesses and all those who have pointed out just how unfair this increase would be. But also how big business invades an awful lot of National Insurance through bogus selfemployment. Prime minister. I have to say to the right honorable gentleman i dont think he actually mrs. The but i normally stand at this dispatch box and set about taking her lectures from the right honorable gentleman. When it comes to lectures on chaos he would be the first person i turn to. [laughing] [shouting] jeremy corbyn. Mr. Speaker, i think, think the Prime Minister should offer an apology for the chaos that her government has sought during the past week and the threat it is caused to the 4. 8 million selfemployed people in this country. Will she offer that apology . Her friend sets up a week ago. Its time that she join in and said that as well. This measure is carried through will create a black hole in the budget. What is she going to do to fill the black hole . Prime minister. If the right honorable gentleman is so concerned about balancing the books, why did Labour Party Policy to borrow half a trillion pounds . [shouting] jeremy corbyn. [laughing] mr. Speaker [shouting] mr. Speaker, coming, coming from, coming from the government that proposes to borrow more between now and 2020, then the entire borrowing of all labour governments put together, we dont need lectures from them on this. I hope that any statement later today, the chancellor will address the question of injustice of many people forced into bogus selfemployment by unscrupulous companies. Because many of them forcing workers to become selfemployed, thus avoiding employers National Insurance contribution. It is a grossly unfair system where those in selfemployment pay some National Insurance. Employers do not benefit from it. That is a gross injustice that has to be addressed. Prime minister. The right honorable gentleman, one of the first things i did when i became Prime Minister was Commission Matthew taylor from the rsa to conduct a review to look at the employment market, to look at Employment Rights and status precise because we recognize that the employment market is changing. He talks about the selfemployed nuts look at what weve done for the selfemployed. Personal announcements they keep more of their earnings. They will have access to both tax Free Childcare and 30 hours of free child care just like employees and now they have access to the new state pension worth over 1800 pounds more a year. But what we know from the Labour Party Policy is that the policies would bankrupt britain, put firms out of business and people out of jobs. [shouting] mr. Corbyn. We have a government uturn. We have no apology and we have a budget that falls most heavily [shouting] [laughing] students falls most heavily on people with these broad shoulders. Katz for schools, for social care and for people with disabilities. That is the agenda of her government and Everybody Knows it. Prime minister. Im not sure i dont think the right honorable gentleman quite got the hang of this. [laughing] is supposed to ask a question to me when he stands up. [laughing] lets, okay order. Lets you the answer. [laughing] [shouting] he talks about schools. What if we done . We protected the core schools budget. [shouting] this budget delivers money to over 100 new schools, delivering a good School Places for every child. This budget delivers on skills to young people. We want them to be equipped for the jobs of the future but the budget delivers 500 billion pounds for Technical Education. And on social care we recognize the pressure on social care. This budget delivers 2 billion pounds more funding for social care, something that wouldnt be available with labour economic policy. [shouting] mr. Speaker, it would be a very good idea if the Prime Minister listen to head teachers all over the country. Desperately trying to work out how to balance the books in their schools, losing teachers, losing teaching assistants, losing support for the children because the schools budgets are being cut. She knows that. We all know that. Everybody out there knows that. They also know that according to our speakers average working, as will be 1000 pounds, 1400 pounds worse off as a result of her budget thats been produced last week. Can she say what she is doing to help the worst off and pours in our society rather than continuing cutting local government expenditure, schools expenditure and underfunding social care . Ill tell him. We are frozen fuel duty and every basic rate tax payers had a tax cut worth a thousand pounds and we taken over 3 Million People out of paying income tax altogether. Thats a weve done for the low pay. On schools we now see 1. 8 million more children in good or outstanding schools. I want a good school place for every child. We have done with three schools and academies and the changes in education, all opposed by the labour party. That you want to pose as getting a good school place for every child. What do we know about the labour parties policies . Lets see what the former shadow chancellor, the member from nottingham east said. Labour policies would mean doubling National Insurance, doubling council tax as well. That wouldnt help a lowpaying or ordinary working family. [shouting] jeremy corbyn. Mr. Speaker, the difference is we want a good school and a good place for every child in every school in every community. Elective education does not achieve that. We want a staircase for all, not a ladder for the few, which is what the conservative policy actually are. What she hasnt addressed also is the unfairness of a budget that cuts taxes at the top and, continues to reduce corporation tax, encourages bogus self employment. What she has to do is address the issue of injustice and inequality in our society, and a government that is dedicated towards widening the gap, not helping the harder or those who are workings selfemployed to try and make into meat and not getting access to any benefit at the same time. Prime minister. Inequality has gone down under this government. This budget shows the top 1 of earners will be contributing 27 in terms of the income they are providing. Let me address the issue also of schools. The problem with what the right honorable joan says is that on every single education policy, discovered has brought forward that its been delivering more good School Places for children for labour party has opposed it and they continue to oppose it because the labour parties approach is parents take with a given, good or bad. We believe in listening to parents. It he looks ahead to what his policies would produce for this country, half a trillion pounds of borrowing, 500 billion pounds more borrowing under the labour party, or taxes, more spending, more borrowing, and bankrupt britain. I wouldnt give money to Public Services or help ordinary working families. Its the conservative party that is helping ordinary working families, and a labour party that is failing to address the needs of the people of this country. Hes just sitting there and going on protest marches. [shouting] jeremy quinn. Thank you, mr. Speaker. I change my question. I congratulate, may i congratulate my right honorable friend i promoted the most radical reform, most radical reform of [laughing] , most radical reform of Technical Education in our generation. And also, and also delivering very funny for all our schools. But may i ask part of that consultation to ensure a minimal level of appropriate funding for all schools . Thank you. I think my honorable friend because he is raised an important point. Its one of the issues weve addressed in the budget. Is to put more money into schools, training, indifferent education, Technical Education for young people. Thats one of the most important things we can do is to equip young people for the futures, for the jobs of the future so they can get on in life. We will invest extra in englands Technical Education system. My honorable friend has reverted issue of a minimum funding level. My right honorable friend the Education Sector concerned last month that her representation on this issue, considering these issues but on relations, it is a complex issue. Its been an issue that has been needed addressing for some time and will be looking at it carefully. Angus robertson. We once had a Prime Minister who said that the lady is not returning. My goodness, it is welcome that Prime Minister has a message, she is returning with her screeching, embarrassing uturn on national [shouting] mr. Speaker, mr. Speaker, only days, only days remain until the Prime Minister is going to invoke article 51 leaving the European Union. And last july she promised to secure a uk wide approach from that agreement between Northern Ireland, wales, uk government before trading article 50. 50. So when will the Prime Minister announce details of the agreement . We will trigger article 50 by the end of march. There will be an opportunity for further discussions with the administration over that period. But when he looks at the issue of membership of the European Union and his view of scholar not being a member of the United Kingdom, i say this. He is comparing membership of an organization that has been a member of for 40 years with our country. We have been 100 over 300 years. We have fought together, working together, achieved together. [shouting] and constitutional gameplay must not be allowed to break the deep bonds of our shared history. [shouting] angus robertson. [shouting] mr. Speaker, the Prime Minister can wag her finger as much as she likes. Last year she made a promise. She promised an agreement. I asked her about the matter yesterday. I asked her about it now. She hasnt answered. When will she reach an agreement . Not discussion, an agreement with the Scottish Government before triggering article 50 . [shouting] order. I recognize calm yourself, man. Im perfectly capable of doing that without your assistance. The right honorable gentleman will be heard however long it takes. He will continue if you will come however long it takes. Carry on. The Prime Minister promise pd an agreement. Theres not an agreement. When will there be an agreement . Because does she not understand that if she does not secure an agreement before triggering article 50, if she is not prepared to negotiate on behalf of the Scottish Government and secure membership of a single european market, people in scotland will have a referendum and we will have [shouting] the Prime Minister. We have been in discussion with the Scottish Government and with the other devolved administrations about the plans they have, as we prepare come as the United Kingdom government, to negotiate a deal on behalf of the whole of the United Kingdom. At deal which will be a good deal, not just for England Wales and Northern Ireland but for the people of scotland as well. And as we go forward in negotiating that deal i think the right honorable gentleman should remember this. Scotland will be leaving the European Union. It will leave the European Union either as a member of the United Kingdom or were independent, its very clear that we would not be a member of the European Union. What we need now is to unite, to come together as a country, and to ensure that we can get the best deal for the whole of the United Kingdom. [shouting] mr. Speaker, this government is working with counsel and other partners to grow the economy. But despite being in the prosperous southeast, the isle of wight is 339th out 379 in the uk index. Will my right honorable friend inshore that more growth funding is talk that rural areas like the island with microbusinesses to deliver a country that works for all . My honorable friend speaks well on behalf of his constituents, and his right to do that. I know he has consistently put forward the unique characteristics of the isle of wight. Weve already been able to support the islands economy through both the local growth fields of 183 Million Pounds, and also supporting the isle of wight rural program. My friend particularly refers to rural funding. I want to make sure we make the best of the diverse strengths about britains cities, regions and islands, and im sure that on the island the Business Community and counsel will Work Together to create the best possible condition for growth and competitiveness. Mr. Speaker, it is our two Single Markets that are the backbone of our economy and yet the Prime Minister wants to rip us away from one, and they want to break up the other. And she tell me is a really a price worth paying, the risky and reckless approach she is taking to brexit, the breakup of brexit . Prime minister . The honorable gentleman is wrong when he uses the term that it want to rip the 19 to away from the Single Market. What we want to do know. This is, this is, im sorry. Im sorry to say to honorable members on the labour benches this is the same answer that ive given consistently in this house. We want to ensure that we get a good Free Trade Agreement which gives us the maximum possible access to the Single Markets to enable us to trade with a Single Market and operate within the Single Market. Cant i welcome the support of Business Rates which is been given by so crucially valued in places like my constituency and what the Prime Minister agreed we can give more help to Small Businesses if we secure the international agree that we need to ensure that all big businesses pay their taxes . This is a very important issue and its one of which i think this government has a record of which we can be proud but of course there is more to do. We have since 2010 in the work weve done on tackling tax evasion and avoidance and noncompliance with secured an additional 140 billion in compliance fields in 2010. Internationally driven the global agenda to win of 100 countries signed up to the Automatic Exchange and we pushed to seven ng 20 partners to establish registers a beneficial management. There is more to do and we will continue to be cracking down on big companies, not paying the tax. I want to see an economy that works for everyone and that means the company should be paying the taxes was everybody. Thank you, mr. Speaker. An answer to my honorable friend, the Prime Minister called for respect [inaudible] compromise proposal which has just been ignored. The compromise proposal has not been ignored. It is been discussed by ministers with a minister from the Scottish Government. The are many areas within the proposal on which we agree as i said before such on integrating our security, maintaining and protecting workers rights. Thank you, mr. Speaker. Closest hospitals a e departments have excellent staff but suffers from poor layout and patient load. As the Prime Minister agree with me that the 100 Million Pounds set aside for triage in the budget last week will enable hospitals like mine to address this issue and improve Patient Outcomes . Spent my honorable friend is right to recondite and we should all recognize the hard work and dedication of excellent staff throughout hospitals. What were seeing is they are treated more people than ever before, spend half the train pounds on the nhs in england during this part of it and the nhs is going to see the increase in its funding of 10 billion pounds in real terms. The real issue about the sometimes configuration of a in the and enabling changes to take place to help and hope into the with patience as they come in. Thats why my right honorable friend the chancellor announced last week 425 million in new Capital Investment in the nhs which includes 100 million to help reduce as the demand on Services Enabling hospitals to make changes to ensure patients are treated the most appropriate way as possible. Thank you, mr. Speaker. Over 200 staff at the pension said in my constituency face an uncertain future as they been told they have to relocate to other areas over the next few years. Does the Prime Minister realize the impact this has on staff at the local economy . Will she meet me and representatives of the workforce to see what can be done to save the center . I recognize the concern the honorable gentleman has raised for staff at that particular pension office. I recognize this is an issue. Im sure it is an issue which the secretary of state worker tensions will look at her closely but, of course, government is looking to reensure that we both use our resources but also provide a proper and appropriate services for the recipients of those particular benefits. Thank you, mr. Speaker. Last weekend thousands of people across to enjoy the racing and the delicious local food, including awardwinning sausages. As the government prepares to strike new trade deals Come International trade deals, will my right honorable friend ensure that the high standards we expect of our Food Producers and farmers will be met and maintained, and what this government continue to back british farmers . Prime minister . I can assure my honorable friend that we will certainly do that. I remember when i visited her prior to the general election in 2015 sampling some of the excellent sausages from her constituency. But we do have an opportunity to build a new future for our food and farm industry we believe the European Union. We will maintain high standards of food safety and Animal Welfare. That will be a priority for us. Any trade deals we enter into a need to be right for consumers, businesses, for farmers. They will need to ensure our food safety and if im at the protection and of course the Animal Welfare standards i just referred to. So we recognize the need for certain business. Weve provided guarantees on support for farmers up to 2020 and i can assure you we will continue to back british parliament. The uk is one of the worst performing currencies in the world. They have a deficit of 130 billion pounds at a National Debt approaching 1. 7 billion pounds. Can ask that she believed the uk can support to be an independent country . [laughing] does he want spin order in the chamber. Honorable members are very overexcited. I want to hear the reply. Lets hear the reply. If he wants to talk about figures around the economy, the uk economy is the world sixthlargest economy. This government has produced reduce the deficit by two thirds and if he cares to see employment figures we see today, employment is a record high and unemployment which hasnt been lower since 1975. [cheers and applause] mr. Speaker, today is the ides of march. Yet again britons opposite next miss bella. Can the Prime Minister take the opportunity [inaudible] bumbled yesterday employers can ban the staff for religious or political elite a rewrite that reasonable freedom expression should never be snuffed out by the clinical correctness . We have as he knows a strong position of freedom of expression and its the right of all how they dress and we dont pretend to legislate on this issue. Hes raised the border issue of symbols but, of course, this case came up particularly and relations to wearing the veil. There will be times when its right for a bill to be asked to remove such as o more secret of rats in court. An individual institutions can make their own policies and is not for government to tell women what they can and cannot wear and we want to continue that strong position of freedom of expression. [inaudible] on the manifesto which stated that the Scottish Parliament [shouting] spirit the question will be heard. Thank you, mr. Speaker. Ill start again. Our minister was elected [shouting] on a manifesto pledge did that the scottish permission of the right to have an independent referendum if theres a significant amateur change in circumstances like scotland being taken out of the eu out over wilbert my question to the Prime Minister simple. Does she agree that government should stick to the manifesto promises . And if so, she cannot object to the first minister sticking to hers. [shouting] Prime Minister spirit i of course recognize it was a vote that took place in Scottish Parliament and the first minister was returned as the first minister of the minority government. But i wanted i would also i would refer the honorable lady to two other boats that took place in september 2014, the scottish people were given the opportunity to vote whether not they wish to remain in the United Kingdom. They chose that scotland to remain part of the United Kingdom. That was described by the right honorable gentleman as a once n a generation vote. [shouting] and the other boat was on june 23 last year, the people of the United Kingdom voted to leave the European Union and thathat is what were going to. Mr. Speaker, with 80 of sme does my right honorable friend agree that the prospect of brexit gives those firms a golden opportunity to use the Great British entrepreneurial spirit to go out into the world, particularly those for scotland to go out in the world . My honorable friend is actually right about this. Small businesses and ottoman ores are essential for an economy that is working for anyone but the opportunities that come from brexit, brexit is to see those firms going out across the world of exporting across the world and doing those trade deals that will be of benefit to them, a benefit to their communities at a benefit to our economy. We do want to encourage more businesses to go out. Thats exactly what my right honorable friend the second estate is doing. This is an important part of building a stronger, more fairer britain for the future. Thank you, mr. Speaker. Despite widespread criticism and Public Accounts Committee and the staff being engaged and productive, does the Prime Minister government [inaudible] who staff did not want to move. To compound this, last week, 400 jobs are said to go. Will the Prime Minister police therefore change your mind on jobs and meet with me to ensure that stay in livingston . The hrc are indeed locating 170 13 large and modern regional centers. The point is these will become a nuisance will be equipped with a Digital Infrastructure facilities needed to deliver highly skilled and Flexible Workforce to enable modernization of ways of working come to make tax collection more efficient and effective and bring significant improvement to hrc customer services. People voted strongly in favor of brexit i was proud to be in house on monday to vote in support of the eu withdrawal. Could my right honorable friend the Prime Minister confirm that she shares my commitment to a brexit that works in the best interest of everyone . Prime minister . [shouting] i think, i have to say, order. I say to the honorable gentleman, order, order. The honorable gentleman was shouting from the on the bar, which is very disorderly. On top of the fact, on top of the fact that a few moments ago order. A few moments ago he was to stick you lady at a most sent check dress manner and i am becoming concerned about the honorable joan. He must now calm himself. The Prime Minister. Thank you. Thank you mr. Speaker. My friend is right. She had as his advocate such a vote overwhelmingly to lead the European Union. The point is the people of United Kingdom voted by majority to leave the European Union, and as we do that will be ensuring that the deal we achieve on negotiations be the right deal for the United Kingdom. Thats the whole of the United Kingdom and the people across the uk england, scotland, wales and Northern Ireland. Thank you, mr. Speaker. Prime minister has just done a 2,000,000,000 pound budget uturn an in the space of a wee. Last year the government did a 4 billionpound uturn in the space of ideas because thats why the want to abolish spring judges budgets because they keep ripping them up . [shouting] i welcome the measure that were in the Spring Budget to improve School Places for children in this country. [shouting] to ensure that we put money order. You are another in your centric shouting very loudly. You mustnt shout down your own Prime Minister. Lets year the Prime Minister. [laughing] thank you, mr. Speaker. I welcome the measures in the Spring Budget g g1 ensure that e are putting money [laughing] money into Schools Committee skills and into social care. I wouldve thought she would accept it money is good for this country. Thank you, mr. Speaker. With the Prime Minister join with me in welcoming the news today that Sergeant Blackman support a conviction has been downgraded to manslaughter, and part thanks to the release of aa previously unheard evidence . This is fantastic news for his wife who lives in my constituency, and to his campaign on this. And my honorable friend the member of salvador suitably is returning to the chambers provided a very worthy advocate for this case and they commit his hard work. And with the Prime Minister agree with me that within the correct Legal Framework those who defend our peace protector world from evil, be treated with fairness and understanding and given the adequate resources, including for Mental Health they deserve. The Prime Minister spirit thank you. And of course we respect the court decision. We will be looking very closely at the judgment bu but i can ase the house that the ministry of defense has to operate fully at each stage of the case and the continued to provide support to the film as they have done the charges were brought for. What i would just say on the general point is our Royal Marines have a worldwide reputation of one of the worlds elite fighting forces. And make an incredible cultivation to our country and we should pray patriot to them all for that. Spirit disaster much to convince launched its east africa crisis appeal in the context of the crisis, does the Prime Minister share my concern that President Trump is considering major cuts to spending by the United States on eight . With this government take every opportunity to present the americans to remain fully part of a global humanitarian i can assure the right honorable gentleman we recognize the severity and urgency of the crisis that is taking place in east africa. More than 2 21 people face the risk of dying from starvation because of war and drought. It is in this country that is leading thwain delivering lifesaving support. We will match pound for pound the first 5 Million Pounds donated by the public to the disasters in the east africa crisis appeal which you refer to. I can assure you we take every opportunity to ensure that countries around the world recognize the importance of international aid, the importance of supporting countries when we see the terrible terrible disasters like this, in place, come into place and it is the uks record of what we do on this that enables us to say to others that they should do more. Thank you, mr. Speaker. Its my honor to chair the group on blood cancer and today we launched an inquiry into greater awareness of the condition of the patient experts. Can i take assurances from a right honorable friend that the additional 10 billion going into the nhs in this parliament will in some ways be spent on ensuring that we tackle this third biggest Cancer Killer . My friend is right to raise a subject like that, which is a cancer of which many people have not heard much and probably are not aware of that, the particular issue. I can assure him that what we are doing, it has been in recent years over the last few years weve seen a significant improvement in cancer survival rate. Weve seen a significant improvement increase in the number of people who been refeed on because of potential cases of cancer and the number of people being treated for cancer. This is a record on which we want to build. Order. Here on cspan2 we leave the british house of commons as members move on to other business.
