The house of commons. We also invite your participation via twitter. Prior to question time members are finishing up other business. Live to the floor of the british house of commons. Integrity of the lord chief Justice Brexit board and the ecb. I am happy to do so. It is essential that we uphold the rule of law without fear or favor and i support the work of the police come all of those responsible, for taking that forward and seeing those who committed the actions we discussed are held to account and brought to justice. On monday, a woman whose mother was killed. If he understood there can be no real peace unless we append another start. Will he commit to the Irish Government the need to ensure the fullest possible Public Access and delivering an effective route by which the families lost loved ones, can reach some form of closure . I think the right honorable gentlemen and the message he gives on the raw pain and emotion that is felt by so many of those affected that i equally recognize and see. It is important to make progress on the legacy bodies and we will make representation to the Irish Government over a range of issues and i know the specific point he raised with me this morning. Questions for the Prime Minister. Question number one, mister speaker. Thank you, mister speaker. I am sure the whole house will join me in offering condolences to the families and friends of those who lost their lives and were injured in quebec city. Also in paying tribute to our former colleague who died last friday. He was an outstanding parliamentarian. Im told our thoughts are with his friends and family. I have meetings with ministerial colleagues in the office. I will have further such meetings later today. Peter jones. I associate myself with remarks made by the Prime Minister attribute paid to the families. Mister speaker, north devon is concerned the current review of services across the county may result in the loss of acute services at our hospital. The residents the nearest alternative could be three hours away. Will my right honorable friend assure me she will listen to those concerns . I want to be able to say that we are the party of the nhs. [shouting] i think my honorable friend for the question and reassure him this government is committed to ensuring the best possible health care across the country. I recognize there are concerns expressed locally about the district hospital. I understand there was no specific proposal at the moment but i know the impact to the community will remain crucial throughout the process and assure him, putting in extra funding. I joined the Prime Minister in offering condolences to those who died in the horrific attack fueled by heat. I also associate myself to the former member, labor mp, he dug Cannon House Office building to expose official wrongdoing and coverups from the miners strike, i am sure the Prime Minister would agree scrutiny and contributions made this house a better place. Can i recommend to all members the autobiography the importance of being awkward. I am quite happy to offer my copy to the secretary of state for brexit. Prime ministers question time, the Prime Minister told the house i am not afraid to speak frankly to the president of the United States. I wasnt aware of the book he referred to, the importance of being awkward and given a resignation, his colleagues have indeed read that. I am happy to say to the right honorable gentlemen, was able to build on the relationship we have with the most important ally and get the very significant commitments from President Trump and crucial among those were the 100 commitment to nato. Nato will keep us safe and keep europe safe too. Downing street has not denied the Prime Minister was told by the white house the executive order on travel to the us was imminent. During her visit, did she tried to persuade President Trump otherwise . On the policy President Trump has introduced this government is clear that that policy is wrong. We wouldnt do it, i never introduced such a policy. It is divisive and wrong. If he is asking me about the ban on refugees the answer is no. If he is asking me if i had advance notice the executive order would affect british citizens the answer is no. If he is asking if i had a chance notice of the travel restriction the answer is we all did because President Trump said he was going to do this in his election campaign. The question, the question. [shouting] the question is how to respond. The job of government is not to chase headlines. The job of government [shouting] the job of government is not to take to the streets in protest. The job of government is to protect the interests of british citizens and that is exactly what we did. Mister speaker. The day after the executive order was made to ban refugees and visitors from seven predominantly muslim countries why did she three times refuse to condemn the ban then you queue i made very clear, very clear that we believe this policy is divisive and wrong, that it is not a policy we would introduce and i made very clear when asked about this that this and has a different approach to these issues. On refugees this government has a proud record of support of refugees and long may it continue. Mister speaker, the Prime Minister said the United States is responsible for the United States policy on refugees but surely it is the responsibility of all of us to defend the 1951 Refugee Convention which commits this country, the United States, and 142 other states to accept refugees without regard to race, religion or country of origin. President trump has breached that convention. Why didnt she speak out you queue i made absolutely clear the governments view on this policy. Secondly as i just said this government has a proud record, this country has a proud record on how it welcomes refugees. We have over the last recent years introduced the very particular scheme to ensure particularly vulnerable refugees can be brought to this country, Something Like 10,000 Syrian Refugees have come to this country since the conflict began. Also the second donor, helping and supporting refugees on the region. That is what we are doing. The policy is wrong, we will take a different view and welcome refugees to this country. I also wrote to the Prime Minister on this issue and received her reply this morning by holding my hand to a piece of paper. Makes no mention of the Refugee Convention, nor condemned the us actions in this respect. Last week i asked the Prime Minister to assure the house that if any United States trade deal, she would not offer up our National Health service as a bargaining chip. She gave no answer when asked, she also refused to rule it out so lets ask her a third time. Will she rule out opening up our National Health service to private us Healthcare Companies . Yes or no . Mister speaker, i could give a detailed answer to the right honorable gentlemens question but i think a simple and straightforward reply is what he requires. The nhs is not for sale and it never will be. I hope, mister speaker. I hope, mister speaker, that includes not having us Healthcare Companies coming into run any part of our National Health service. President trump, has torn up International Agreement on refugees, threatened to dump International Agreements on climate change. He has praised the use of torture. He has incited hatred against muslims. He directly attacked womens rights. Just what more does President Trump have to do before the Prime Minister will listen to the 1. 8 Million People who called for his state visit invitation to be withdrawn. The right honorable gentlemens foreignpolicy object to and insult the democratically elected head of state, our most important ally. Lets just see what he achieved in the last week. Would he have been able to affect british citizens from the border . Know. Would he be able to lay the foundation of the trade deal . Know. Would he have gotten a 100 commitment to nato . Know. That is what our neighbor has to offer this country, less attention for british prisons citizens. He can lead a protest. I am leading a country. [cheers] thank you, mister speaker. Today it is inconceivable somebody would be prosecuted because of who and what they are. Will my router her friend join me in welcoming 49,000 thanks to the cheering bill. So that their injustices can be observed. Im happy to join my honorable friend in welcoming an extremely important change to the law. We have delivered on it. It has been a longstanding commitment. It does take action to write the wrongs and like my honorable friend i honor as close still alive to have their offenses disregarded. Thus far on the tragic deaths in quebec city and the passing, the respect for him across political parties, great distinction for 40 years. The Prime Minister has International Visit in the last week to ireland. Commitment not to have hardboard islands, Free Movement of people on these islands and should be detected and enhanced. Also in ireland, and the opportunity now to explain how to deliver these sensible and important outcomes. These are the outcomes we want to see. I was pleased to discuss joint intent is government and mine to see a return to the borders, and with Northern Ireland to the republic of ireland. And an important issue for us, the work we are going to do together, to do the work we believe is as frictionless as possible and also one of the objectives i set out is to retain the common travel area. Very much welcome what the Prime Minister has said on these issues and we welcome the intensifying of negotiations between the uk government and the administration ahead of triggering article 50. The Prime Minister has helpfully explained that it is perfectly possible for these islands to be in single markets without hard borders, with people and at the same time protect and enhance trade with one another. This is very welcome. Will the Prime Minister give a commitment to the Irish Government and commitment to work with the Scottish Government to deliver these things or will we just have to get on with it ourselves . First of all the right honorable gentlemen is right that following the meeting on monday morning we did agree to intensification of discussion on issues related to bringing back brussels and where those powers should fly in the United Kingdom and to intensify that in the run up to article 50 and triggering article 50 and on the other question, he should listen to the answers that are given because he is trying to imply something that isnt there. We are very clear that we want to see a frictionless border between Northern Ireland and the republic of ireland but im also clear one of the objectives of our negotiation is to have as frictionless border a possible between the United Kingdom and the rest of the European Union and if he is so worried about having a frictionless border between scotland and the European Union he should take scotland out of the European Union. Maria miller. We shouldnt have to allow the reaction of every answer from the benches before we proceed to the next question. This is maria miller. Eu nationals provide a vital and Expert Service in my local hospital and along with thousands of others they face an uncertain future. This is something the Prime Minister alluded to in sorting out. Will we be hearing more about it in the forthcoming white paper . My right honorable friend make the point about eu nationals and i would like to confirm my intention and expectation that we will be able to offer that reassurance to nationals living in the uk but also seek reassurance to uk nationals in the eu and hope i will be working to ensure this is an issue we can deal with at an early stage in negotiations. It is one of the objectives i set out in the plan, it will be referenced in the white paper which will be published and i can inform my right honorable friend and the house that it will be published tomorrow. Prime minister, your responses today have been deeply unsatisfactory. [shouting] the president of the United States has advocated torture, misogyny, racial discrimination, sexual assault, isolationism, canada and germany were able to respond but your responses are to jump on a plane as soon as possible. Mister speaker, does this country deserve a leader who is willing to stand up for British Values . I have issued no response. The honorable gentlemen not only shouldnt reach parliamentary protocol but shouldnt tempt me, the Prime Minister. I will tell you what standing up for British Values is. I and this government, the first modern slavery action. I have insured scotland search is reduced because nobody on the street of this country should be stopped and searched because of the color of their skin. I assured justice for the families. Most of the countries covered have a totally exclusion on the admission of israelis. Should protesters also be calling for that band to be lifted . I thank my right honorable friend for pointing this out and it is absolutely right the house should be aware of the discrimination that exists around the world she referred to particularly to those who are Israeli Citizens consistent with our approach, we dont agree with that approach and it is not an approach we will be taking and i await the day the right honorable gentlemen stand up and send it. Mister speaker, my constituents suffered a bleed on the brain in 2012, struggled to work since, due to retire in september. Due to government changes to her state pension retirement age she will not retire until 2022. This shortchanged 2. 6 million women and brings change to government. Will the Prime Minister look again and support millions of women in retirement . The issue of those to refer the honorable gentlemen, i am sure he knows we did commit 1 billion pounds to lessen the impact on those we detected so no one will see their age change by 18 months. The reason to the point, we have to be realistic at looking at pension ages, people are living longer and if we want to have an affordable Pension System we need to equalize the pension age for men and women faster. Mister speaker, i welcome the 450 Million Pounds to fund the trial, the pilot of the digital railway. Given the trades on order and the Economic Growth opportunity that exists for our region. Does the Prime Minister agree with me the main line represents the most compelling case . My honorable friend is right about the importance of transporting Economic Growth. Digital signaling could increase capacity by 40 , hence the investment for 450 Million Pounds, a digital signaling trials over coming years. They are looking currently at where the trials should take place but we certainly recognize the main line is one of the areas that could benefit from those improvements. John nicholson. A few moments ago the Prime Minister tried to claim credit for passing stonewalls, she didnt. All gay men found guilty of crimes no longer on the statute, when will the Prime Minister follow the Scottish Government and pardon the living as well as the dead . It was during my time as home secretary the legislation was introduced to give the opportunity for those alive to apply to the home office to have those sentences that are no longer on the statute expunged from their record. The honorable gentlemen so they are not doing a. My honorable friend and i who both in this chamber today encourage people to come forward and make that application, that is the message we should all give. My right honorable friend, talking to President Trump about his commitment to nato, and achievement welcomed by the government of the czech republic, latvia and lithuania. Does my right honorable friend agree with me that the way to engage with President Trump and win such agreement is by not insulting or close ally but bringing him close and not doing to the leader of the opposition demands that we reject our closest ally, would this not written and European Partners less safe and less secure . My honorable friend is right in a point he makes. We should never forget america is our most important ally it is a longstanding relationship. American men and women served alongside and died alongside uk men and women in two world wars to protect our security and the security of europe. If we were not able to have that relationship, if we were not able to see that commitment to nato particularly we would leave this country and europe less safe. Many were surprised immediately after those cozy images with donald trump the Prime Minister chose to meet with the turkish president who has been running an increasing regime. Can the Prime Minister confirm whether he raised Human Rights Concerns or as we turn our face from europe, the policy of close Brexit Britain to put our skills before human rights abuses . First of all i think the honorable lady should recognize turkey is an important country in relation to security and the issue of migration into turkey and potentially europe and also recognize turkey has and continues to host 3 million refugees and the turkish government on the welcome they have given those refugees and i suggest to the honorable lady she should have looked at the press conference i gave after discussions with the Prime Minister in which i made it clear, we expected the turkish government to support its Democratic Institutions for the rule of law. I congratulate the point. And the administration, outline what he did to persuade our allies, for achieving the nato summit of 2014. I think my honorable friend for the work he does on Nato Parliament 3 assembly. There are commitments made as the nato summit that took place in wales in 2014 all of our nato allies committed to spending their gdp on defense within a decade. We have seen progress, and i assure honorable friends that other ministers across government ready this issue regularly, and cadbury. It was worse than that of beijing. Will the Prime Minister assure me and my constituents that the hugely expensive proposal to double the capacity of the m 4 is arrived in london will be shelled . What i can assure the honorable ladies the issue of air quality is when the government is taking seriously. A lot of work has been done, over 2 billion pounds have been committed to enable their fleet to ensure changes are made, for fire engines. We recognize more needs to be done. We have seen a reduction in nitrous oxide of 17 in recent years. We bring for the proposals to maintain the air quality. As a fellow member of parliament, in the 2017 year of Mental Health, gave her continued commitment to ensure there is parity between Mental Health and physical health. Im happy to endorse the campaign my honorable friend has referred to. It is important to raise awareness of the issues of Mental Health and the fact the government has committed to the parity of a theme between Mental Health and physical health is important. There is more for us to do on Mental Health. There are steps we want to take and i commend all those working to raise the awareness of the issue of Mental Health and those with Mental Health problems. The association of directors of Adult Social Services has said that 4. 6 billion has been cooked from social care budget since 2010. Does the Prime Minister take response ability for the pain and distress that the tories have inflicted on poor old people being denied their rightful care . Yes or no . This government has taken steps to increase funding that is available for social care. I also believe it is important to ensure best practice is developed and put into place across the country. There are some parts of the country the record on social care and interaction with hospitals is better than in others. There is another issue, a longerterm issue to ensure that we have a sustainable system. And quality marker. And it shows the work the academy trusted excellence. And good school places, and what we see in the academy. Thousands of people lost their jobs at the british house, it may take years for philip green, discredited and disgraced. Possibly taken away or otherwise. Isnt it remarkable, people, all the consequences and this man the honorable gentlemen raised an important issue, this has been raised by many members of the house concerned about what happened at dhs and the attitude and approach. The issue of whether an item should be taken from somebody as a matter for the committee that deals with whose name i have forgotten. They will be looking at this. They said they are waiting for the investigation to complete but this is a issue for an independent committee and up to them. Thank you, mister speaker. Tonight there will be a historic vote in this place that i never thought i would see in my political life time. The British Parliament voting to withdraw from the European Union under the excellent leadership of the Prime Minister. With the Prime Minister be surprised people on the opposite tension who demand time to discuss this and debate it, namely the liberal democrats, dont bother to turn up last night. They were here and may be remembered. [laughter] throughout my political career i have nothing liberal democrats do ever surprises me. But i will join my honorable friend in commending the bill that is before the house, it is a simple decision to make. We gave the right of judgment on this issue to the british people, they made their choices, they want to leave the eu. The question every member must ask themselves as they go through lobbies tonight do they trust the people . Lets hear the fellow. Who would have guessed it. We are here now. We are asking the question, asking the question about the future of our country on brexit, a strong leader of the opposition should be acting. Order order i am very worried about you. You are suffering from a bag leg. With all the shouting you will be suffering from a bad head, calm yourself, man. The Prime Minister will return. The Prime Minister will return. The Prime Minister will return at some point with a deal with europe that our people have to live with for decades to come especially our young people. 73 of whom are voting to remain. Nobody knows what the deal will look like. Someone will get to agree. Should it be her government . Should it be this parliament . Should it be, as i believe, the british people . I already said there would be a vote on the deal in this parliament. You are in a state of excessive excitement even by your standards. Quite difficult to follow that. Back in the real world [laughter] in december of 2015 my constituency suffered terrible flooding particularly the damage was made worse when a bridge collapsed separating the town. Thankfully the bridge will be reopened hopefully this week. Will the Prime Minister join me, all those who have been involved in the restoration of the bridge but most importantly join me in thanking the residents who had a terrible year . Im very happy in commending and thanking all those who worked so hard in the restoration but also as he said the people who had to put up with this disruption, this inconvenience for such a long period of time. I am sure they will welcome the return of the bridge and we commend all those who have been involved. John wouldtalk. Toshiba is reviewing its investment in the Nuclear Power plant, not only put the question on the 21,000 jobs but also over the future of the Nations Energy security. What will she do personally to make sure this deal stays on track. I can assure the honorable gentlemen a number of potential deals around the nuclear industry, i and the business secretary are involved in these and came to ensure these jobs are brought to the United Kingdom and we see these deals keeping on track. I can assure him the governments commitment is there. Thank you, invested 150 million in the uk. Research into type 2 diabetes, in keeping investments and those academic scientists, many around the world will appreciate that. Any innovations and new treatments get pensions as quickly as they can. An issue we recognize. Im a type i diabetic. It is to be welcomed and we need to ensure new solutions found, they see that as quickly as possible, a significant number of people suffer type 2 diabetes and there is a very great risk that number will increase in coming years with we need to do all we can to prevent people from becoming type 2 diabetics in the first place but also to support those who are so we see people, what complications in the future able to manage their lives. The Prime Minister join me in recognizing i took muslim women to wear her he job hijab. Will the Prime Minister commit, the right to refuge for men, women and children wherever they may be regardless of their religion . The second point the honorable lady raises is absolutely the case that this country welcomes refugees to the United Kingdom and do so regardless of their religion. No question of discriminating on religion. On the issue she raised, im absolutely in line with her. What a woman wears is a womans choice. The Russian Armed forces regularly carry out largescale exercises including Nuclear Capable equipment on the borders of Eastern Europe. Will my right honorable friend agree with me that the american commitment to nato is absolutely pivotal in protecting countries of Eastern Europe from going the same way as what happened in eastern ukraine. I agree with my honorable friend, president of have given 100 commitment to nato is crucial in ensuring we provide for the security of this country and others in your particularly those in Eastern Europe on the borders with russia. I noted my honorable friends earlier referred to the fact the czech republic, the Lithuanian Government had welcomed that 100 commitment and pleased to say we are playing our parts, 800 troops this year will be going to poland and estonia as a sign of nato app strength and i believe in maintaining the countrys democratic. In 2015, my constituents a constituent was lured to her death, brutally raped and murdered. Will the Prime Minister join me in reiterating the commitment of this house and this country that we will not tolerate violence against women and encourage the pakistani government to continue its effort for justice for our british girls . Can i say to the honorable lady she has raised a very tragic case that has taken place in our deepest sympathies are with her husband following her tragic death. We dont interfere in the legal processes of another country but the Foreign Office, i understand from Pakistani Police have arrested two people and charged them with murder. The Foreign Office provided assistance and will continue to do so. They will keep the honorable lady informed and the secretary will be meeting the honorable lady soon to discuss this issue. Order.
