Pleased to welcome all of you here to the National Press club. I am monica and i will be your master of ceremonies this morning. Im the president and founder of international pr and Management Firm based here in washington d. C. Personally, as the mother of a new teen driver in may 3rd. This is my third time going through this this summer, specially as a former Television News reporter Traffic Safety, it has been a passion of mine for years and am thrilled to be here this morning. For those of you nail, to fccla cometh a Student Led Organization that helps you develop through family and Consumer Sciences in order to better prepare students for both college in their careers. Fccla has over 160,000 student members in 5400 chapters across the nation and in puerto rico. Those numbers speak volumes about the impact of this organization. Fccla is unique among student organizations because it programs are planned and run by student numbers. And its the only career and technical in School Student organization with a central focus on family. One of fccla signature programs focuses entirely on teen traffic. Today weve convened a group of subject Matter Experts and students to address an important question. As millions of families across the country starting new school year, fccla asks, is road safety on your backtoschool checklist . Here to address the important question with the new report is fccla executive director, sandy alone. The focus of her work has been to provide programs and opportunities for you to have leadership tools to take a concern and turn it into action. She has developed National Youth leadership Training Programs to address specific health and safety concerns and coordinated national campaigns. No better example of this than the work fccla is doing with teens today. Please join me in welcoming sandee. [applause] thank you, monica. Good morning, everyone. I am pleased to talk to you today about fcclas roadway Safety Assessment for as we refer to it, rsa. This has been by the only Community Leaders of america and as a result of our partnership with state farm, we are very grateful to them for underwriting this project. State farm and fccla provide opportunity for you to turn actions and to make a difference in the community. Families acting for Community Safety is a program that are chapters engage in to include these efforts. We asked them to look at whats important in their community to make a team and conduct projects that address those. The pastor alone, student led education projects across the country. Two of our National Officers are here today our Vice President program and are rather thin and our Vice President ashley turner. We are pleased to have you from south dakota and little rock, here today. They would love to talk to you afterwards to tell you what they are hoping to do this year. With the rsa program, to empower youth to take action in communities and advocate for infrastructure. We hear a lot about infrastructure for my nations leaders in the youth have taken that and understand what that means and applied that to real change in local community. We asked them to read the roads and look at what they are using and the best part of this project is taking attention away from them and putting it on some of the infrastructure pieces also impacting safety. They could be doing all the right things, taking all the steps we tell them to take, but infrastructure has a very Important Role in their safety. Engaging in the can that has been in this project. More than 1000 students took on this job this year and they went out and said is it near our schools safe when our kids should be schooled in getting the school should be safe. I learned today they spent 501 in getting their kids ready to go to school every year. That is what they do today. Imagine the time that parents took to pick up the writeback pack, the red shoes, the right outfit, but how much time looking at the road circuits are going to take to school. It helps the team take a look. Before we get too much into the results come a lot to show you a video that illustrates this project. We see a lot of distracted driving. A couple intersections, crossing signs. for a reason. Pretty dangerous situation out there. Todays teens find a variety of ways to get around them while they have access to numerous Driver Safety programs as they prepare to get their licenses, there is not much to really help them understand how to read the entire roadway system and understand how everyone who uses roads need to see the bigger picture. What we want to do is help you, train you, get you ready to be able to read the road. The maxims of americas leading traffic organizations are working to change this by conducting teen roadway Safety Assessment, also known as rsa to see how its affected not only by driver behaviors, but also the Pavement Markings and other aspects of roadway infrastructure all contribute to their overall safety. Teens are particularly vulnerable to roadway dangers in each ear thousands of teens die in car crashes. Although distraction are critical fact is, they are often compounded by teens and experienced in their inability to react to roadway conditions. The roadway and how important is roadway safety infrastructure is. Theres a lot of examples we can give a signage and marking immediate cable barrier that people crossover from one side of the roadway to the other, educating people these are lifesaving devices. This gives you a chance to apply the math skills, science skills, a lot of civic spirit one of the things i found greatest a lot of these kids are interested in communications, media, being able to be out there and being able to share their views is tremendous. This program has really opened some eyes. They never thought about a career in engineering or transportation, so i love it. May lead to a call for taking the program nationwide. Organizers said the initial rsa to get involved at this ground raking program. An easy formula to replicate on the local level and your sponsorship can bring a host of benefits. Its really up to other people at the Grassroots Level working hard every day to worry about those changes in education and transportation safety. Is says time remaining to finish process. This is a high traffic area and we need a lot of improvement with the markings on the ground. Some people dont always Pay Attention to them and how we need light on the site so people can become more aware and see when they are supposed across come and not supposed across and would be driving. Imposing infrastructure and helping them understand that is part of the pier amid further safety and what they hear on the news locally about the infrastructure in georgia, that its not just on the interstate. Its in their local community were infrastructure is just as important and as a Community Member they play a role being observant of the Highway Safety infrastructure needs in adding change where they need to. It makes you more aware of what is around you and contributes to the overall safety of roads in georgia. We are going to have the fcc National Leadership here today to participate in mass and with the high school chapter. Rsa allows elected officials and Community Leaders to help improve roadway safety. Ultimately, this program is keeping our teen safe. You can be part of making that happen in making a difference. I believe in my heart [inaudible] you may have noticed the person thats in that video that is instrumental from the beginning of helping develop that. [inaudible] who is here with us. Pat mac his passion for road safety has been his original essay developed it and its really helping us understand how they can apply what they are learning in the classroom and to advocate the. Thank you very much for your dedication. Working with several Traffic Safety partners to engage in the project for over five years now and its been very fun to be in the project. As he saw the video, student led efforts are an eyeopening opportunity to allow student to the lands of what they see as an entirely different perspective on road safety instead of being told what to do, they ask their kids and are given a platform to educate their peers. Through the analysis of data it in just this past year alone, train for students, heres what weve learned. The majority, 73 of fccla high School Students who evaluate the intersections near their schools and 22 states across the country felt on faith using the intersection that they come other friends and family members use every day going to school. 40 of the schools reported that their school pedestrian crosswalk is properly. 47 did not allow an adequate amount of time to safely cross the street. I saw that personally was students literally running across the intersection. They purposely trained themselves to go back before the light changed. They are advocating for those late to change. Only 9 of the schools reported to have crossing guards and only 19 of areas near schools were properly marked a school zone areas. These numbers are alarming at least at this point like to turn the floor over to some of my colleagues who can address the importance of this from their tears. Thank you so much, sandy. As we just learned, the team rsa Initiative Addresses how roadway Engineering Design and infrastructure affects the safety of all road users. Drivers, passengers, pedestrians, motorcyclist as well. Here to tell us more about the importance of these efforts is one of our subject Matter Experts, the executive director of the roadway safety foundation. [applause] thank you, monica. Thank you, sandy. Its a pleasure to be here. Fccla has provided one for leadership in bringing engineering and youth empowerment. We know many people might not see that, but what better way to help teams apply the science and math principles they learn in the classroom, but to serve their communities to save lives. As you heard, my name is craig calling. I am a licensed professional engineer, also executive director of the roadway safety foundation, a nonprofit a few blocks away from here. Our mission is to move the United States toward your death by promoting safer road designs and driven safety planning. Like many of our partners, we envision a nation free of traffic fatalities and serious injuries and we are working hard to achieve that within 30 years. At the core of this effort is a commitment in what is known as is known is this a Systems Approach or the recommendation that humans, no matter how well trained and intention to make. In all elements come in the drivers come in a vehicle, road, roadside, and ensure the stakes are never fatal or incapacitating. Thats why we are so enthusiastic and supporting and why weve been pleased to participate as a partner of fccla across the country for several years. Unfortunately, despite seatbelt use, engineer cars that weve ever had, the term distracted driving in the national lexicon along with drunk driving. We are still seeing traffic fatalities going up. We are reversing a lot of the progress and not 100 sure why that is occurring. Much of the progress weve made in the last 20 years is being raised as we speak. As an example, maybe terribly unfortunate example, 13 people are going to die on the road around this country. Among those, you are going to be overrepresented because the number one killer of use that to reach 34 in this country. So there are many reasons for this, but among them is the continued presence and we know that because good roads have less stuff than bad roads. When you have hazard, obsolete designs another physical dangers, they take risk rating. Unprotected roadside ditches within inches of the pavement, poorly aligned intersections in the list goes on. These are just common sights on the road in the country. They guarantee a contract that question isnt a question of if but when. A big part of the reason about 53 take place in rural areas where speeds are higher and not interstate roadways clears in with other safety treatments. After all, the five car stars for a one car road, and that is why we stand in awe of what weve accomplished. Who better to take the faculty and staff every day. The teens were to have years of experience and now bring new drivers. We believe is a society to give drivers license it also needs to be willing to step up and provide a safe environment with which the teens will navigate the road. Is that enough for adults to send poorly do not behave in certain ways to throw again and criticize and we must walk the walk together and invest the countermeasures and systemic improvements that we know all of our users can appreciate in the nation zero deaths. Who knows, maybe some students have open their eyes they will go on to become the next generation of Civil Engineers and policymakers would then implement Safety Technology that will finally achieve our aspirations. Thank you very much. [applause] thank you for your great work as well. We are fortunate to your direct way from a student representing her chapter of Union High School in big stone virginia. They took it to the next level and successfully advocated for change within their community. Im happy to welcome madison collins, from Union High School and advisor, family of consumer connie cara code. Connie assad family and Consumer Sciences for 35 years. Thank you for your decades of dedication to students in your community. We cant wait to hear firsthand about the work you did to make it a safer place for everyone on the road. [applause] everyone. Im not a collins proud to be here as someone whos traveled here with me today. We had no idea at the time were about to embark on. That tells us the highlights. Being from a small town intersections on the main road, so you have parents, student drivers, members of the community i wash up and any type of Traffic Safety infrastructure. It was not safe. So they decided to do something about it. We conducted 18 rsa. Perseus surveyed teachers in intersections there are schools in these intersections. We took all this data and presented it including local officials, School Personnel and students. To us its pretty simple. The good news, everyone seemed to agree on the situation. It is. It does not say that we needed to do something about it. The bad news, this is anything but simple. We can agree on the problem finding a solution will not be easy. We started with local officials but quickly found out approval is based on federal regulation in their hundreds of pages long. Not like we were looking for a needle in a haystack. As long as we could show that it was part of the main fare and demonstrate at least 1000 people during peak traffic on what might be able to meet federal regulation and getting new traffic law. One thing we knew for sure, the visual guidelines we did not want. The frequency and severity and the things we wanted to read this until several dangerous and deadly accidents took place in the greater change. We asked ourselves which we lose this nothing done and which would not be back now. Thanks for the data collected, we do not meet the criteria. The next challenge, money. Although we were excited to have federal guidelines, we quickly found out how expensive it is. It could cost up to 450,000. On top of that, the electricity cost 7000 a year. Raising that money is hard enough and we found out we would need at least two traffic spots. Let me tell you, this kind of money is nearly impossible. So many families have argued that the area since 2011 we have three high schools in one elementary school. We were down but not out. She will finish the story. Well, first of all, thats a very humbling experience to be here and to hear what youve all been doing so long. We want to start out by thinking the school for putting together the competition. Had there not been standards and criteria, we wouldnt have known to meet them and wouldve been of no how to set the goal to get where we were. I am going to be honest. There were times when we wanted to give up. When everybody said nothing is going to happen and nothing can be done. But, there did remain the question, thankfully i wanted to give up and matty and the other students had no way. And when they wanted to quit, i said not now. There is no way that we were giving out. Over the past several months, students have learned about fcclas ultimate leadership experience. They have advocated for change and a powerful coalition of supporters have made the impossible of reality. Even high School Students, teachers, administrators, beat out representatives and state police, the severance committee, board of supervisors, counseling to time managers, School Boards have worked towards reaching a common goal but it meant everybody had to sit down together. We had to quit thinking about her own agendas and look at what needed to be done and try and find common solutions. Our students are listened to the experts and they came to understand the roundabout costing about 130,000 last in a single traffic was both safer and more affordable solution for a situation. I have to tell you when someone first suggested a roundabout, i spent two days marching up and down the hallways. A roundabout will kill her people in this town and we wont know how to drive it. It didnt take long if we honestly looked at the research and we listen to what was there to figure out it was the only solution that was going to work. A member of our school board excuse me, not school board. His wife is a member of her school work for a long time, but a member of our board of supervisors and a member of the Committee Said when our students cared enough to count cars when it was snowing, together and analyzed the data, how could we say no . Even a roundabout was beyond the budget. They were able to obtain 126,000, normally the cost of about 320,000 that they had 126,000 available that was approved at the board of supervisors and banks to join mullen were designed and supervised the building of a roundabout. Paid for with 126,000. [applause] the Ribbon Cutting ceremonies we havent had a single accident. [inaudible] our students also volunteered their time at the roundabout and how to navigate the new roundabout. [inaudible] this is in the end an incredible it here and at fccla. Our students are creating a safer environment for everyone on the roadway. We hope our story can serve as an example of positive change you can create in communities across the country. In closing remarks, but the right people in the right place at the right time with the right entities and being willing to work together. Also, students have learned they know that they as individuals can make a difference. Also, our promise to people at the local level we want to thank the entire team. Many of them worked tirelessly with programs encouraging mass in the superintendents at the schools, on the people who donated money so we could come here. There is just a lot of people inspiring such an Impressive Group of Community Leaders and the ultimate leadership experience. We thank you for allowing us to be here. [applause] thank you. You have inspired us, truly inspired us to keeping our communities safe. Its amazing what you can do. Thank you so much. Now here to tell us about the work they are doing to complement the initiative, the president and ceo of the american Traffic Safety services has resident and ceo, roger brings over the association governance, 19 of which are current. They have been leading the way for legislative reform and funding at 54 safety on a national space. We are fortunate to have him here today. I look forward to his perspective on how this type of Education Initiative impacts those offers. Roger. [applause] well, good morning. Its a pleasure to join monaco, sandy and the fcc leadership at this briefing to highlight the group south indian work in roadway Safety Assessments. Im especially pleased that fccla is continuing a program that was first piloted at the annual meeting in tampa in 2012 and 2012 the night to have to join in thanking joe tool for the work you did on not good without his expertise and assistance, the Pilot Program wouldve never happened. Despite some overall positive trends in roadway safety such as increased seatbelt use and advanced safety features in cars, many roads and intersections include deficiencies that contribute to the unacceptably high number of crashes, injuries and fatalities across our country. We often tell teens how to act as we advised them not to text and drive or even text while crossing the roadway. More about what is safe on our travel ways. This effort not only raises teen awareness of roadway safety issues in general, but also gives an opportunity to act as Community Advocate for a great cause on our roadways and its appropriate to focus efforts on school areas to which they travel to and from most of the year in connie and madison, you are to be congratulated on the work you did. There are many ways that students travel to school, including bus, transit, on the one bicycle. Id like to take a moment to focus on the most vulnerable traveler, the per death prevention. A number of statistics that should be of concern to all of us. In 2015, 5376 pedestrians were killed in traffic crashes in the United States. This averages to one crash related Pedestrian Fatality every 1. 6 hours. In addition, about 129,000 pedestrians were treated in Emergency Rooms for nonfatal crash related injuries in 2015. One in every five children under the age of 15 killed in a traffic crash was a pedestrian. Just a couple more statistics. While roadway fatalities decreased 16 from 20002015, pedestrian fatalities increased 18 . They now represent 15 of all fatalities in 70 of those in urban areas. While the data do not tell us how many of those or school related, a simple internet search would quickly reveal the names of too many families who have lost loved ones in school zones. Our children should not be at risk when they walk or bicycle to school. The program empowers them to learn, identify and take action to make their path to school safer. While we surely want them to be alert and Pay Attention to their environment while walking or cycling, we have the tools to make the environment safer. First, we can make the crossing themselves safer. Federal Highway Administration study indicated that a crosswalk is more visible to drivers and can influence their behavior as they approach these areas. In street Pedestrian Crossing sign that tells the driver to stop or yield for pedestrians may include a school plaque, one with a stop or yield sign and theyve been proven to increase driver yielding behavior. Highintensity crosswalk beacons including rectangular red flashing beacons have also been proven to slow drivers down and crossing areas. And crossing guard stop signs can be enhanced by illuminated outline for led lights in addition to reflective materials. Finally, i would be remiss if i didnt recognize the excellent work being done by the federal Highway Administration there is safe transportation for every pedestrian horse that program under the reconditioned. We have ways to make travel to school safer. What we need are advocates to make sure they are used properly. It is to be congratulated for developing advocate and recognize for volunteering time and local communities. The lifesaver may be yours, mine is not a family member. All of which bring us closer to the ultimate goal. Thank you. [applause] thank you, roger for helping complete the picture for us as to why all of these efforts help us all to achieve the larger goal of increasing safety for students, families and community. Id like to ask sandy to return to the podium. We learned a lot this morning and sandy will help us channel of information to a call to action we can take back to her own communities. Sandy. What an exciting day. The change was empowered by leaders who give us examples of what they can do. Very humbling to see the work that connie who it is that her fulltime job and stood up for change and made a change. Very excited to see this all culminates today. Its just the beginning, not the end. That they not just get them the best backpack and the best pair of shoes that they look at the pathway students are going to travel to school and take the safest route, maybe not the quickest, but the safest and if there needs to be engaged about the Community Leaders to come together and make that change and not enough to know it may be too expensive but we can do this together. Thank you to be used here today wouldve told told us this can happen in that we can see change. Thank you to the experts wouldve given us the tools and resources to be a will to do that. But also like to think against a farm for underwriting this year and give enough funding to empower the students to engage in mass and enter data so we can collect. As we leave today and look forward, we hope that this is just the beginning and we continue to see youth engaged in infrastructure and mr. Said, maybe a career and refine the pipeline or maybe they become best advocates, but all that comes down to us at fccla as a family. Whether its your son, daughter, mom or dad, but everyone is saved. We hope you enjoy this information today, that she leave your inspired continued to up their students. Our motto is if its about use, do it with youth, not to you then you can see here today that they are ready and waiting and when they ask for a change to engage the money look for change. Thank you very much. [applause] thank you so much, sandy. You are an inspiration truly with your work. I would like to open up the floor to many questions for the panel. Im curious to know what concrete steps towards improving roadway safety takes to sort of move that forward in our community. Well, our group has a Community Toolkit called the roadway safety guide, which is a comprehensive stepbystep ways to get involved. Dons engineers, everything they need to know about how to assess the road, what kind of improvements are possible, where you can get the money, but you can talk to, phone numbers and email addresses. You know, for the youth, you have an Amazing Program that needs to be in every school. Programs like this are an opportunity for the viewers to urge their School Administrators to get involved in this project. I agree. I think parents and youth, one of the most insightful pieces of this project is when you go out and even for myself the first time i did this come you go out and look at the infrastructure, your eyes are roped into some of the areas that may be a risk for your use. I encourage all parents to take that route your team may be using that road and make sure it is the safest route. They are walking to school. Walk up for your kid and see a and see. Look around and say this is an area they can take a right on red. My kids need to make sure its safe that theres not some in helping them there. Go through with their eyes and take the time to be introspective and look at that. Sandy, my question to you would be more about fccla and how students are even parents can bring the program into their schools. Absolutely. Transfer is based in Consumer Science courses in middle schools and high schools all around the country. If you go to your local middleschool or high school and find out who your teacher is and if they are engaged with 5400 teachers out there who have decided to take the extra step in engaged and empower them, then they are the way. If your school doesnt have that, my daughter in high school did not have fccla when she went there so they started a chapter. To help make that happen as well. Definitely reach out to us. Would be glad to help you get a chapter started in your school lot of other Youth Programs out there would partner with to engage with as well. Thank you. Jennifer with nbc. And i imagine us off camera, but if you could say it again, just live for only 22 states included and if you could just explain a little bit of thought round, please. Absolutely. The question was why 22 schools. This was a youth choice project and they chose to engage in that spirit that the project up out for all of our chapters to engage in an 22 schools around the country said this is something we feel its important to her community and we want to engage in that. They filled out the datasheet and collected the data around there. We expect to see more schools engage as well and as was mentioned, they gave an award to the chapter that same 10 and half the students tell us about what they had done. Does that answer your question . Any other questions . Okay, thank you also much for being here. [applause] [inaudible conversations] for so long, womens stories, women military stories have just been discounted or appropriated by others. And she just felt like the timing is right. It was time to give these women a voice. We are not a social experiment. We ended up in iraq and afghanistan doing the same job in many cases as the men and coming home to a country that did not recognize many veterans, but with the same physical and moral injuries as the men. Have you make the case, rightly i think that the health of conservatism is an urgent matter that has real world implications . I think two things. You can win elections and if you do that for the sake of winning elections, we can do that. If we as conservatives want to enact conservative policies, then you have two treat an election like how we set this up for governing in ways that we can move forward for our agenda. We didnt have a line of who is going where, but the guy in a bedroom pulled me aside and said hey, dont take this the wrong way. Im going, im going. But if we know we are going to die, why are we going . Which is legit. We are not going we are going with a single moms who drop their kids off at schools on a Tuesday Morning and 45 minutes later she jumped to her death that of a skyscraper. Members of congress and senators are back in their home states and districts for their summer recess. They will return on september 5th and have a busy schedule this fall. On issues to take up, passing a federal spending bill to fund the federal government. More votes expected by the end of the run reforming the tax code and raising the federal debt ceiling
