Taiwans military readiness. Are we all sat . Set . Okay. Good morning. I am Linda FeldmanWashington Bureau chief of the Christian Science monitor. Shes been a politician serving four terms in the legislature and as the director of the Democratic Progressive PartyInternational Affairs department. She moved to new jersey where she went to high school and then on to college in ohio and then from there she came back east to Columbia University where she earned a masters degree in political science. She likes to call yourself a cap warrior. As a cap person im going to adopt that for myself. I want to hear what you mean by that but first theres business to attend to and then before that, the ground rules. We are on the record here. Please, no blogging or tweeting or Live Streaming anything and no filing of any kind while the breakfast is underway and there is no embargo when the session ends at 10 a. M. We both email pictures to the reporters as soon a the event concludes. As many of you know if you would like to ask a question please send a signal and i will call on as many as you as time permits. Now if you would like to make opening remarks the floor is yours. I want to thank you for having me and the Christian Science monitor for organizing this gathering with all the distinguished journalists. I must promise my remarks by saying i didnt come here to make any headlines. I came here with an intention of under the assumption i can cover all of your questions in one shot and continue our work of communicating with the American Public as well as all of those interested in taiwan issues in my work and also in the taiwan u. S. Partnership. Its been an honor for me to represent taiwan here in washington, d. C. In the United States and despite it being in the middle of a very challenging geopolitical environment, i appreciate that the relationship has become stronger than ever. It is a relationship that has been fortified over the years because it is built on a foundation of shared values and interests. Though often characterized as officially unofficial, our common values of cherishing democracy and freedom and our shared strategic interest in peace, stability and prosperity for our people makes this relationship one of global significance. I will highlight these not only because they define my work but also they guide the priority in our partnership. On the aspect of prosperity some good news. We have just concluded a successful round of trade negotiations under the initiative and expect to sign a trade agreement very soon. As the eighth largest trading partner in the United States as of 2022, taiwan holds that this agreement will lay the groundwork for a more comprehensive agreement in the future demonstrating our commitment to High Standards and trade and opening the door to agreements with other likeminded trading partners and this will supplement many other economic initiatives that exist between the economies. It will take time to go through all that we have ongoing and i will do that later if anyone is interested, but i just want to highlight that the Economic Partnership is a very significant one and i believe that with the talent, the technology, the diligent workforce we have between the two societies we are force multipliers in terms of advancing global prosperity and i must also say that as we have seen and many of the Global Summits of leaders around the world, the peace and stability of the Taiwan Strait is an indispensable component of global prosperity. We have seen this message repeated over and over again so we do believe that working together advancing prosperity not just among our societies but we are in indispensable component of global prosperity as well. So now let me quickly turned to the issue of peace which is critical for that prosperity to continue to flourish. Our Security Partnership is very important to taiwans continuing survival as a democracy but also in continuing to advance our prosperity as mentioned and its no secret that we are in the midst of hybrid challenges. Magnified by the growing aggressiveness of the Peoples Liberation army of the peoples republic of china. We take our security seriously. And everything we are doing in our Security Partnership with the United States is aimed at preventing the tragedy of war and conflict from ever happening across the Taiwan Strait. So on taiwans side of the government is urgently fortifying the defenses in several ways including increasing the Defense Budget proactively building a Domestic Defense industry, reforming and enhancing the reserves extending the military Training Program from the current four months to a full year by next year and establishing the all about the defense and Mobilization Agency taking a whole of Society Approach to our defense preparedness. We appreciate that these efforts are supported by the partnership with the United States within the framework of the taiwan relations act. The u. S. Continues to support his taiwans defense through the military sells as well as a number of new initiatives in the National Defense authorization act over the past couple of years. We are also grateful that these efforts, as is the case with all of our policy initiatives with of the United States, are supported in a bipartisan fashion. And by the way the cross strait situation remains difficult. The president intends to steer taiwan on a steady course in turbulent waters. She has reiterated over and again her commitment to maintaining the status quo. Although this may not be completely pleasing to all parties involved, we believe that maintaining the status quo is the largest common denominator. Among Political Parties in taiwan across the Taiwan Strait, and also among Global Stakeholders. Laying out the goal will ensure peace and stability despite stark systemic differences. It doesnt imply in action though. We have much to do in terms of strengthening our defenses and building a prosperous society. Based on the straight we will not provoke but neither will we surrender to coercion that sacrifices the democratic wishes of the taiwanese people. And one of those aspirations of the taiwanese people involves greater International Space the desire to connect for the International Community and over the last months weve expressed our appreciation to sec. Blink and for once again highlighting the u. S. Commitment to supporting taiwans inclusion in the annual World Health Assembly and in the longerterm meaningful participation in the Global Health institution. We also appreciate that congressional members have also raised resolutions into legislation over the years in supporting these efforts and unfortunately, taiwan continues to face unjust exclusions from the International System. By exclusion, i mean, not only taiwans government but also our ngos, Civil Society and journalists are borrowed from presence in the un system. So we will continue to work vigorously despite all challenges and difficulties ahead of us to find that space for taiwans meaningful connection to the International Community. And after all we seek to be a force for good. The taiwanese people are generous, open. We have expertise and we are eager to contribute as a force for good to the global good. So i just want to stop there in terms of highlighting some of our policy priorities and i look forward to a meaningful conversation with all of you. Thank you so much. I will start with a few questions and move to reporters around the room. So, theres speculation about what beijing has learned from the war in ukraine. So what has taiwan learned from that and are you reassured by the americans and more broadly western response . I think we are all trying to take lessons from the unfortunate tragedies of ukraine so that those tragedies will not be repeated anywhere else especially in taiwan. So, our first and foremost priority is to take lessons that will help the continuing existence as a free and open democracy free of coercion. Our best hope is that beijing also takes the lesson that aggression will not succeed, that there will be tremendous International Pushback against aggression. In taiwan we are learning from the resilience of the ukrainian people in their will to defend and their determination to defend their homeland. On an operational and tactical level we are also learning about the use of some modern systems that have supported their defenses and pushback against the invasion and aggression. What do you mean by that . What asymmetric measures are you talking about . Ultimately we are a smaller democracy confronting powerful some of the most powerful Global Military is and from taiwans perspective, in our own selfdefense we do not intend to engage in an arms race and neither are we in the capacity to do so so we strongly believe that we must invest in these capabilities and those are smaller costeffective highly mobile survivable systems that will target an invading force that will be Strong Enough to also detour ultimately any possibility of an invasion. Can you provide an example or two what you mean by these measures . Russia versus ukraine is one thing, both china versus taiwan is a much more extreme example in terms of proportion so what is the asymmetry there . How do you fight back against that . First let me say taiwan is not ukraine. We have different histories into strategic positions in the region but also in relation to Global Security as well so i am not drawing the exact parallels. Ultimately the course that we intend to move is the relationship of continuing stability in the region. We are doing everything we can to deter and to prevent any possibility of conflict. But having said that, as i said we are looking at some of the asymmetrical systems that have been deployed. Some of them are more traditional but the systems such as the stingers, the javelins, some of them are modern technologies. The pervasive application of drones in modern warfare to the extent that has never been seen before so we are looking at all kinds of new modern technologies including those Unmanned Systems that will further the work in terms of fortifying our own selfdefenses but also encounterg some of the current threats that taiwan is experiencing including some drone intrusions into the airspace, some of the efforts conducted in an attempt to weaken the resolve to the discontent in our society. I think we are looking at how the ukrainians have fortified in the process of resisting the invasion also the public well to defend it as a strong message also of deterrence. So i assume cybersecurity is a big part . Thanks for that reminder, yes. Cybersecurity was too important to not mention but also the resilience of our Communication System that we have witnessed as being a key component of the outreach to the rest of the world. So having resilience but also Redundant Communications systems that will enable not only communications and connections with the world during conflict but also enabling our society to continue to function i think that is also critical to the broad resilience. Speaking about slavery because in recent days chinese malware has hit the Communication Systems on the island of guam, which some people see as ultimately a threat to the u. S. Ability to use if theres an invasion of taiwan by china. So what was your reaction to that news about the hit on the telecoms of guam . Its not news to us in the context of the reality that we are facing constant and the continuous Cyber Attacks against our own infrastructure as well as against our security apparatus. So weve seen figures close to 5 million attacks on a daily basis. So the majority on guam . On taiwan. The majority coming from the prc. So it is not surprising that such efforts in attacking our Cybersecurity Network are also applied to other partners and democracies around the world. Great. So now we will take it around the room. John from newsmax. Thank you, linda for having me. Madame ambassador, have you had a very recent sightings from china at all that they are planning some kind of attack . They talk about making as they put it a part of the fatherland again and the speculation is they will strike within two years. Do you have any evidence that they will do it sooner . Well, we dont have evidence that there is a very specific timeline and we are not getting involved in the discussion of specific timelines either. But i think on intention, part of the communist party of china over the past many decades to incorporate taiwan hasnt been a secret and weve been facing such military coercion for decades including around the first ever president ial election in 1996 where a live fire muscle exercises were also conducted to ultimately coerce the people of taiwan during a very important milestone in our democracy. So nothing recent to indicate a china is going to strike . Im saying there is nothing imminent about the possibility of war and again we are doing everything we can to detour it to prevent any potential conflict. But having said that of course there are signs of becoming increasingly aggressive not only in the context of the Taiwan Strait but in the south china sea. You mentioned guam. The chinese Peoples Liberation army that is increasingly capable of having a much more Global Presence. I think that involves a changing geopolitical circumstance that involves not only taiwan but from our perspective, we continue to fortify our expenses to the extent that we can continue to detour the possibility of aggression. You are satisfied with President Bidens public statements that the United States will come to the defense of taiwan if it is attacked . We take commitment seriously, and i think everything we are doing is to continue to strengthen that partnership in a way that supports our ability to defend ourselves. I think in the long run, nothing is ever completely satisfactory. We will continue to build, invest and strengthen our position. But youre pleased with what the president has said publicly about this . Again i think we take commitment seriously. Our partnership is a very important one and a critical one in terms of gaining a greater International Support for our own a self defense. 18 months ago the defense minister said china would be ready to launch a fullscale invasion by 2025 invasion of taiwan. Is that still the estimate . There are all kinds of discussions on timelines, and again im not going to get involved in those timelines. On the intentions and capabilities this isnt a static situation. China continues to invest in their capabilities while we also invest in our asymmetrical capabilities and so ultimately the goal is to never have a timeline in place. Michael martin from reuters. You mentioned efforts to ramp up next year and in prove the reserve component of the taiwan armed forces. Can you tell whether the United States or how the United States is helping taiwan specifically in the national improving taiwans reserve forces of the National Guard advising or playing any kind of role in that process . And if i could ask a second more political question, there is some talk in this town and i presume in taiwan as well that at some point you may leave and head home to possibly get involved in politics there and maybe even join. I wonder if you can comment on whether thats true. Let me address the first one. Getting involved in politics was my former job, and im focused on doing my current job as representing taiwan here in washington here in the United States. In terms of reserves, the reform of our reserves and the extension of our training, the mandatory training for all young men in taiwan that will be extended to one year as of january next year. This is a very important part of our broader effort to engage a whole of society effort in defending taiwan and i think for every young man in our society, unless they choose to join the military as a professional career, they are taking a year out of their life in the beginning of their careers or during their studies and some of them are starting new families during this time. I think to make that one year meaningful, not a waste of time is a top priority. And by meaningful we need quality training. Of course we will engage our partners in the United States within the framework of the taiwan relations act on good advice and on how best to improve the training and combat capabilities for the young men who will be part of the extended Conscription Service in taiwan. In terms of exchanges, cooperation with the National Guard, the National Defense authorization act a couple of years ago there was an initiative by senator Tammy Duckworth as well as some other bipartisan members of congress in supporting that and we are exploring actively some concrete ways in which we can further engage the National Guard across various states here in the United States. I think we have a different system. The reserves into the National Guard, these are very different systems, but i think the main component of the National Guard as it applies to taiwan is that you have many civilians who are ready to take time out over their civilian life to contribute to the nation and the states broader defense efforts and i think a whole of society operationally have that work in an ideal way. I think it is a very important lesson that we seek to continue to engage in in our partnerships with various state National Guards across the country. Has it moved beyond that . Im not in the position to go into the details, but i think that exchanges and continuing that cooperation are certainly part of the mission and part of the cooperation under the relations act. Jack dutch from foreign policy. As you are aware you are facing billions of dollars in backlog and arms sales that are supposed to go to taiwan including the f16. Im just curious how that is hampering perhaps the task of the urgent fortification and the readiness to detour the nation. I think the reality over the past few years and this started way before the ukraine crisis. The challenges that the United States is experiencing in the defense of supply chain has certainly had an impact on taiwan. We are working actively with partnership with our american counterparts to find ways of addressing that. Im told the administration formed a team to resolve some of the issues down to the factory floor. Whether it is in relationship to supply chains, parts and components, delivery timelines et cetera, or even longer Term Contracts and the sustainability or continuation of some of those production lines that would be important in dealing with crises potentially around the world. So these issues are being addressed. We appreciate that theres also been a lot of bipartisan attention from congress in supporting all the efforts to reform and address some of the production and delivery and we have seen some Good Progress actually. In terms of moving up some of the delivery timelines are catching up to some of the expected timelines as well so some progress has been made since this issue has been taken seriously it is being tackled. Having said that, we are also looking at other innovative ways so the f16s for example, we have an existing fleet of f16s that have to be maintained in preparedness and readiness. The parts and components are needed for that is an aspect where we feel given our own industrys strengths can contribute so we have established ourselves the Maintenance Center in taiwan with the support of some of the very rapid and expedited reviews of the United States and Technology Transfers and authorization process we are able to produce some of the key parts and components needed to keep the existing fleet as well as future fleets in top shape. So, we are also contributing what we can in terms of the broad defense Production Capacity and we have confidence also in our own defense and Manufacturing Capabilities with areas where taiwans involvement in our own Domestic Defense industry can in a timely fashion also support the hardware needed in our selfdefense. So we will also find ways to work with our american counterparts including government but also within the industry. There is a recent delegation of u. S. Industry Defense Industry leaders visiting taiwan looking for those opportunities to collaborate and expand the resilience. I should say strength and resilience of the Defense Industries in a timely way. We talked about the innovations that you are hoping to speed up the timeline. Obviously taiwan is getting a billion dollars in the president ial Drawdown Authority the same that the ukrainians are getting this year. Are you asking the administration for more potentially and what other process innovations do you see to speed up the timeline . That is certainly one of the new ways as authorized by the National Defense authorization act to find different routes in addressing taiwans immediate defense. We appreciate again the commitment of the bipartisan bicameral members of congress as well as the Administration Working in alignment to expedite that process but also in exploring these new opportunities and potentials. Jeff ertl from the daily mail to your left. [inaudible] i want to ask again about the repeated comments of coming to the defense in taiwan. Do you view that as going beyond the policy in a way that is helpful or how do you interpret it . Was he speaking offthecuff in these instances or do you feel like hes fulfilling a greater commitment than you were expecting . Im not a spokesperson for President Biden. What i know is in the United States you have laws and procedures on whether or not you get involved in international situations. We appreciate that President Biden spoke of his own intentions, his personal commitment in helping taiwan and that commitment is practiced throughout the government here as we work on deepening our partnership on the defensive side and also on the economic side and maintaining the Economic Resilience. Its also an important part of our comprehensive security. We appreciate that. If our trade agreement goes through in the near future, potentially it could be the first in this Obama Administration and thats also an illustration of the commitment to deep in the partnership and to strengthen the relations with taiwan. But i also have to say and emphasize from our perspective ultimately we do understand that we have to be determined to defend taiwan before we can expect anyone else to help us. Hispanic and what is your read on the u. S. Public and congress as we ultimately have the trade agreement moving . Do you feel that the ukraine war will have caused us the u. S. Public to pull back and its willingness to support taiwan . Well, i think the tragedy is that the ukraine war has actually generated a lot more attention and interest in understanding taiwans security situation and defense needs so there has been a increase in questions and awareness and actions and initiatives to find ways to support taiwan so that the tragedy will not be repeated in our scenario. Bloomberg at the end of the table. Thanks for taking us. You talk a little bit at the beginning about the u. S. And taiwan trade talks potentially laying the groundwork for a more comprehensive trade deal. Can you explain what you mean and what sort of trade deal that would look like . You also mentioned support for taiwan in the World Health Assembly and other international organizations. Im wondering if you can comment on that commitment versus being excluded from the indo Pacific Economic framework which would have of course reduced its prominence in the regional trade deal. Thanks. On the trade agreement, i think what we are looking at is the preliminary agreement that incorporates a five components of the ustr negotiating mandate. That mandate is available publicly through the ustr website, but what i want to emphasize is that we have within just a short year since announcing the mandate the two sides have been very committed to reaching a preliminary agreement. What, i mean, by commitment is that usually trade agreements take forever. It could take years but i think there is a strong commitment from both sides including some late night Early Morning our negotiations, 2 a. M. And off hours across the pacific. Anna so, we are close to reaching a preliminary agreement over those five issue areas including trade facilitations, small and Mediumsized Enterprises et cetera. As we move into the next phase there are a number of other issues that have already open mandated and those will include some more complicated issues like agriculture. These are complicated not only in the bilateral context but any trade agreement for any society around the world, but i think its important that we demonstrate our commitment to High Standards so that this will also illustrate two other Major Trading partners how seriously we take the synchronization of arbitrating practices within our national standards. We will also in the next phase digital trade, the digital economy, labor, Environmental Standards et cetera, and these are of course some of them were addressed in the u. S. Mca. I think we were looking to ensure that there is continuing expansion of the trade agreements will be again a High Standard and that will serve to further deepen our trade and economic relationship. One important aspect the trade agreement will not include at this stage will be customs and tariffs and the ustr has not sought the negotiating mandate from congress so that will need some sort of trade Promotion Authority from congress and some congressional involvement. This isnt a specific to taiwan, but just in a broad sense of the trade agreement as a direction in which the current policy is going, i think we are going to have to move through a second phase of covering the existing mandates before we can further expand in a more comprehensive way to include that final component. But we will continue to see this in an organic and growing way. Again, pleased to have the likes of the first preliminary agreement take place in a very near future. Other Foreign Investors here in the United States and its unfair, Companies Find it problematic, an obstacle expounding for their investment here in the United States. Also a tremendous burden on enterprises and part of the broader Semiconductor Ecosystem as well as Technology Ecosystem did a lot of tension stood out in the house near Big Companies and resources but ultimately much more inclusive of the other as enemies in terms of access to a fair competition environment here in the United States is to consider expanding operations here. Appreciate secretary yellen in response to questions members of congress has acknowledged this is an important issue and efforts must be taken to address these issues. There have been a number of bipartisan issues in congress to invest in this issue so theres a lot of momentum and a lot happening in terms of economic space and an important priority of this. No to work. It is disappointing we were not included in the first round pick stakeholders by one qualified open economy we are a democracy, an important part of the end of the commerce infrastructure disappointing including advocates on this matter and will continue to seek the region. We have been investing efforts having a place in regional conversation here military returns in the approach to determine action some discussion here lawmakers one officials whether u. S. Backing weapons tax for aggressive action, can you address that . In terms of deterrence, a lot of discussion we are hearing beyond military hardware component involves a number of areas, economic deterrence and potential economic costs but any war will have Global Economic costs and ultimately its important to impress upon stakeholders we must do Everything Possible to prevent this from happening. Area of deterrence, u. S. Partnerships with other regional stakeholders in the fact that any contingency in taiwan will have an Immediate Impact in the region. It is important there is a consistency messaging not only for the United States but also other regional stakeholders as well as Global Stakeholders and white we appreciate President Biden outreach to other leaders around the world including the g7 summit through a conversation with nato allies through discussions with japan, south korea and philippines and other leaders in the region, the need to highlight that stability of the Taiwan Strait is of utmost importance and we appreciate that with various leadership but we understand beyond deterrence having consistency of messaging directly to prc leadership is important and engage other allies and partners and have opportunity and leadership in having consistent messaging is important. As much as hardware is important, it will suffice, the will to defend in this deterrence and nobody is every prepared for war and demonstrating this aggression, demonstrating determination to push back, is important in deterrence. Thats why i mentioned this in opening remarks, its important to keep the status quo. In some elections whether u. S. Support for ukraine deters aggression against taiwan. Let me answer by first staying taiwans defense is security is our top priority but i think we need to clarify some misunderstanding and that is the United States is not taking weapons produced on production line intended for taiwan not taking them to ukraine or anyone else. It is not subtract from taiwan and you give it to someone else the situation. The weapons we have acquired our on independent track in terms of the production process and if anything, increasing awareness on the possibility of aggression on a global level and longerterm investments into the industry that will ensure longerterm might be covered. I also want to say i think pushing back on aggression is the key message that will deter any speculation that an invasion can be conducted unpunished in a rapid way. We must ensure anyone contemplating the possibility and that is why ukraines success defending against aggression is so important for taiwan. The wall street journal. The backlog of arms that promised to taiwan. Other certain systems you feel strongly about that you are urging washington to provide . To have an open request to expand american training on the island . Wondering if you can expand on your Industrial Base and what it can do to offset and i have one more question but ill on the first question, i tried to address that in an earlier conversation but it is being tackled seriously and addressed and we have made Good Progress. Each system is different in terms of the problems they can capture. I think they are being addressed down to the microlevel and we look forward to seeing continuing progress. Congress is already made and i believe there will be deliveries as we continue this process putting every bit of attention into details expediting deliveries of assistance we have requested. Expanding on american trainers in taiwan and other questions more broadly the u. S. Seeks to balance his provocation, i wonder how you see the issue of provocation getting arms and of the capacity into the island. On the training side adequately trained and those who will professionally join the military. For our members having the confidence that we are getting training available so the framework of the taiwan relations act to seek some good advice and support and training and this is not the occasion to go into detail so training is an important thing to have Public Confidence in taiwan that we are making ourselves better prepared and much more fortified. The strengthening defense and potential accusations of provocation when you are in the neighborhood and someone in your neighborhood yelling everyday saying i am going to eat you up, if you dont listen, i am going to destroy you, it is hard to say we are provoking anyone by adding our own defense whether it is an alarm system running on defense equipment to our household, that is the logic in the way we see defense and we strongly achieve by open willingness to dialogue on the foundation of respect and equality but also having strengths and leverage to engage and everything we do is a whole balance. Very often in a position to balance and expound International Activity and the need to have more International Visitors that need to fortify defenses against potential danger and accelerated timelines and it is a delicate balance and we must do as a means of survival in the do include fortifying defense. Thank you for doing this to become provocation, i wonder what you would say to Congress Today about the rhetoric they sometimes use to indicate that they are anti china but doesnt always help taiwan in terms of additional responses from beijing and that i have an economics question. Across the board as we engage the administration, there is an understanding the source of threats or instability is by the communist party of china. As we see a number of initiatives in congress and there is an interest in deterring potential threat. I dont see anyone wanting conflict or advocating the need to invoke. Instead, i see deflection on the need to strengthen our self to be in a position to defend against potential aggression and continues to be the general discussion across the board. In addition to military defense act, a lot of the important gestures that could be dealt with confidence in taiwan including Economic Resilience and democratic resilience, taiwan and the democracy including taiwan and International Platforms and why we continue to seek support for meaningful participation in the organizations and we see momentum on that front by members of congress and appreciate the, it has been bipartisan. And economics question, a little bit to do with what you mentioned about the process but also competitive sculpture set up by the act between taiwanese and the conductor of chipmakers and design for the u. S. To build up its own chip manufacturing industry. If you could briefly describe concerns taiwan and the United States and how you would like to see them addressed and taiwan has been public, where are those conversations now and how are you addressing them . The chip industry is an important component of taiwan. I think taiwan will continue to be dispensable and irresponsible part of critical supply chain and taiwan will remain the most competitive for making chips in the world including advanced chips but having said that, government in general supports are industry interest in having a Global Presence as well not just production facilities inside taiwan and consider new additional investments in likeminded democracies and ensure they are successful. Enhanced investments in taiwan which the industry is doing as we speak because taiwan remains the most competitive and doing the chip industry so investments are continuing in taiwan and ensure any expansion abroad that is a response to customer demand are also successful so policies involved in the chips act incentive but also an agreement double taxation and compete on their ground allowing us to report back to the shareholders in taiwan an investment in the United States is profitable. I think that is important and the cost of production for these industries much more higher in the United States and eventually means the products are more expensive in the United States but if thats what the customer desires, made in usa legislation may compel that business Industry Movement by choice but ultimately we continue to fortify our industry within taiwan and continue to fight the world with the most reliable possible. Maybe one question. You mentioned your work fortifying medications terms. Im wondering if you could talk about specifically what you are doing and lawmakers recently visited taiwan and could potentially bring an effort to bring star link, is that something your government considering .
