So for a moment, lets set aside the Health Care Reform debate because whether we agree to Work Together in a bipartisan way to improve our system as i strongly believe we should, whether republicans pushed through a partisan proposal to significantly change the way in which americans receive health care, we should all be able to agree that we want to protect the stability of the Insurance Market and access the quality Affordable Health care. G yet despite the shared object n is, protect in the Health Care System has not been the approach of this administration. Instead, they have done the opposite. They try to drive change by creating instability and chaos. On his first day in office, the president did not ask how he could fix the Affordable Care act for the Health Care System. Instead the strategic effort to undermine the Health Care System, to drive up cost and create a scenario so painful for regular folks that we would have no choice but to rebuild the Health Care System from scratch. On the day he was sworn in,if President Trump signed aner executive order to exempt and deferred implementation and enforcement of the law. Creating instability in the marketplace is with millions of americans obtaining the coverage they need. The administration canceled efforts to attract younger and healthier americans into the Insurance Market. This resulted in an estimated 500,000 fewer americans. Most notably, the administration has refused to commit to continuing critical payments with lower deductibles and copays for a family that drives up the cost for friends and neighbors and associated drives the Insurance Companies out of the market completely. To be fair though, the president has been straightforward about u his strategy to undermine the Affordable Care act, noting the best thing we can do is to let obamacare explode. Let it be a disaster because we can blame that on the democrat. For the president and many in washington, health care seems to be political excellence. I can assure you for the citizens of my state back home in terre haute and richmond and fort wayne and indianapolis and, warns burke and evansville, particularly for those with craig skin condition, children and people with disabilities, this is about a lot more. It is about the health and wellbeing of our loved ones. It is about the Financial Security of our families. And for many, its a lifeanddeath issue. This week this week indianas Insurance Companies will submit their proposed health care we for 2018 to the Indiana Department of insurance. It is the first step in as how routine process that determines how much hoosiers will be paid for Critical HealthCare Coverage in the coming year. The 2018 filings however are likely to be anything but sho routine. Growing evidence across the country shows that the actions taken by the president and the administration along with legislative uncertainty in congress have created ch instability of and chaos in theg Insurance Market, resulting in significant Cost Increases for h consumers. Let me share just a few examples of what i am hearing from the Insurance Companies in my home state of indiana. The president and cto of care source that offers plans to hoosiers through the Insurance Marketplace told me at the beginning of this year, the company was seen rates stabilize and if there was certainty regarding cautionary payments, discussed, rates would increase by 2 . That is 2 in 2018 compared to 2017. Now though, the company is saying if the administrationhose stop payments and commit to making payments, plans wouldat increase by a minimum that is a minimum of 10 . This is real money, real families, real health care, real lifeanddeath decisions. The president ceo said, and i quote, in addition, they may adversely impact the risk pools potentially leading to further increases in future years. The chairman and ceo of indianapolis and the southern part in a letter, and i quote, as i stated publicly over the previous few months, without certainty of csr spending, they will have no choice but to reevaluate our approach to the filing 20 teen. Such adjustments could include reducing service area participation, requesting additional rate increases, eliminating certain Product Offerings and or anthony certain individual aca compliant market altogether. Let me be clear. These Cost Increases limits our Product Offering and markets are not the result of the current law or even the Health Care System. This is a deliberate choice. They are the result of a deliberate choice by the president to undermine the Health Care Law at the at winds of real people, moms, dads, sisters, brothers, sons, daughters. This makes no sense. If your house needs repairs, you dont set the house on fire. You work to fix the issues. If we are serious aboutt improving health care in this country, we can do it and we can do it working together. In my home state of indiana, i was proud to work with then indiana governor and now vicent president mike pence when he used obamacare to establish a program we call it to play no. The innovative plan expanded Health Care Coverage to over 200,000 hoosiers and it helped reduce the uninsured rate in indiana by 30 . 30 . Our Vice President called this program a National Model to provide Affordable Health care to our most vulnerable citizens and treatment to those struggling with opioid abuse and heroin abuse, which is an absolute scourge on our country. We can improve our Health Care System by working together. But the first step, mr. President is to do no harm,t to stop doing damage to the Current System and the people who rely on it. Health care is not a game. It is lifeanddeath. This is about peoples health,iv Economic Security and real life. I hope my republican colleagues in the admin is ration will immediately stop these efforts to damage our Health Care System and work with all of us on our a shared goal to make qualityffora health care more affordable.
