Office on the Health Care Bill. Minority leader Chuck Schumer called it a jawdropping report to the cbo determined 22 million americans would lose Health Insurance. Okay, everyone. Thank you for coming. Id like to thank senator murray for being here. We expect senator wyden in a few minutes but we will start. I would like to thank my colleagues for joining me here today to discuss this jawdropping report from the congressional budget office. Todays report confirms what doc or is, patient advocates, democrats and republicans have been saying for weeks. Trump care will lead to higher costs, less care and will be to tens of millions of americans left without any insurance. For weeks, Senate Republicans try to tell us that their bill would be better than the house bill. He would be different than the house bill. Many house members even said they only voted for the house bill because the senate bill would make it better. Cbos report today makes it clear that this bill is every bit as mean as the house bill. The cbo report should be the end of the road for trump care. Republicans would be wise to read it like a giant stop sign urging them to turn back from this path that would be disastrous for the country, for middleclass americans and for their party. There is a lot to unpack in this report, but i want to look at a few key things. First come the cbo makes clear that Many Americans would pay more, a lot more for their health care under the Senate Trump Care bill. Look what happens to seniors. Under our Current System if you are 64 years old and have an income of 56,000 company pay a 6800 premium for silver plan. Under trump care you pay a whopping 20,500, a third of your income. The cbo report makes clear that the senate bill offers a bait and switch when it comes to their medical costs. Americans who see lower premiums would get less care or pay even more out of pocket to duck boats or other health care. So you only have two choices under this. Neither good grade you get lower premiums for you get higher deductibles. Either way, the american person loses. What good is a Health Care Plan that has a small premium that doesnt cover any of your first 15,000 of cost or you have to pay 80 of the cost of hospitalization. No good at all. No good at all. Remember, too bad choices. Higher premiums, higher to duck bowls and copays. Neither one good for the average american. The dynamic would be the worst in states now under the bill will choose the way the essential Health Benefits like Prescription Drug coverage or opioid treatment. Cbo estimates this will be half the population with services they actually need the significant increase in outofpocket costs. So, what they give with one hand in terms of lower premiums, they more than take away with huge increases in outofpocket costs in benefit. The bill has been hanging on by a thread in the senate and cbo shows why. We wont rest on our laurels. This week, the American People will witness a political exercise. The majority leader will attempt to coerce the votes of his reluctant republican colleagues by adjusting the dials on the legislation of it. There will be buyouts and he allowed and tweets that will be hailed as sixes by the other side. The truth is the republicans cannot exercise the rotten core at the center of their Health Care Bill no matter what tweets they add, no matter how the bill changes around the edges, it is fundamentally rotten at the center. No matter what lastminute amendments are offered, this bill will force millions of americans to spend more paychecks on health care and receive fewer benefits simply so the wealthiest of americans can pay less in taxes. After weeks of secret negotiations, between 13 and republicans after keeping democrats in the dark in hiding details from patients and families, all the while claiming the Senate Version of trump care would somehow be better, todays cbo report makes it clearer than ever just how mean that trump care is and why. The bottom line is trump care is a minefield of Higher Health care costs for patients and families and a massive giveaway to special interests in the health care industry. Depending on what state you live in if youre a senior, trump care will spike your premiums. If you need maternity care, you could pay as much as a thousand dollars more per month on top of the rest of your coverage. If you need Mental Health care, care for Substance Use disorder or Prescription Drugs, you can see your costs go up to thousands of dollars a year. That means despite what so Many Republican colleagues claim, i want to be very clear that trump care guts protection for people with preexisting conditions. Because as any family will tell you, coverage that is too good to buy, like it very well could be under trump care, that is no coverage at all. Trump care raises Family Health raises Family Health care cost in these ways and more while making sure those at the top in big corporations get a handout. This certainly isnt the way we should be writing the bill that would have so much impact on the health and Financial Security of people across our country. I know a number of republicans have expressed concerns about trump care over the last few days and i also know that Republican Leaders are working as hard as they can to cut backroom deals. I fully expect that to continue and get even worse in the next few days. I just hope that republicans who are greatly concerned about the impact trump care would have will stand strong for their constituents, take a close look at the facts on the table, recognize that its time to change course and drop this trump care once and for all. It is not too late. Democrats are at the table like we always have been if republicans are truly ready to work on policies that actually help lower costs and improve care for patients because should be the goal. If i were to summarize that once again, here is a Republican Health proposal that is going to hit millions of working people and seniors like a wrecking ball. Just look at the numbers. 772 billion cut to medicaid. Hundreds of billions in tax breaks for the wealthy and corporations. What a lot of people havent picked up on and i was struck over the weekend when i saw a number of republican senators saying the obama tax policies and the obama Health Care Plan for punishing the american economy. That is just nonsense. They are make it to the tax breaks. So as someone pointed out, youve got a Million Dollars capital gain city in february. Youve got a 30,000 tax break. You are not creating jobs. You are giving somebody a windfall in a windfall, for example, is going to do io yet another body blow to the nations older people. I have been talking pretty much nonstop for the weekend. The leader and i have been discussing these issues. Just got off the phone with a Conference Call with the alliance of retired persons. They understand medicaid is picking up the bill two out of three seniors in nursing homes. If you are a baby boomer, for example and you have a stroke or you get early onset alzheimers, forget it. You will be in serious risk of facing a life and maybe being out on the street. The magnitude will rip through the fabric of american society. Not just seniors. Kids who need special needs services. Those struggling with opioid addiction. We talked with them throughout the weekend. They are going to lose access to lifesaving treatment. And to me, the most important take away this afternoon if this is another big step back to the days when health care in america was for the healthy and the wealthy. Thats what we changed to have been involved, the leader made mention of the fact weve never been invited to any bipartisan discussion. The provision that finally protect david americans from discrimination against those Insurance Companies that would harm them if they have preexisting conditions. So now it is being unraveled by a partisan basis. We would never be parted not. Democrats were invited to participate in those talks. We never would be part of that. So at the end of the day in the leader and i sat next to each other on the finance committee for almost a decade so its not as if this is sent email. We see this paying tribute to the effort of the fortunate few. Thats what this is all about. A big, big tax cut at the expense of working people and seniors and that is why this week we are going to fight it with everything weve got. Just to add one thing ron said that the hard right which seems to be in control now and has always had two goals good one, cut taxes on the wealthy. Two, under the safety net for Social Security and Medicare Medicaid in this bill takes the first step in that direction. Its an ideological document and unfortunately a badly hurt the American People. Questions. [inaudible] is one basic difference. The core of our bill is good and covered. The corvair bill is bad and covers and charges them more. Tactics to get a good deed done is a lot different than tactics that will harm the American People adjuster at the wealthy. One point on that. The finance committee where the two of us serve, we put 14 republican amendments as part of the Senate Finance committee markup. There arent going to be in a democratic amendment said idea that somehow this was just a repeat of what happened in 2009. Thats just not right. Senator murray authority outlined the numbers of days of hearings we have had in the joint markups. I can tell you 14 republican men were expected in 2000. All go after this one if you guys can stay. [inaudible] well, that is our first job to try and kill this bill, to try and just make sure this bill doesnt pass because it does such harm to the American People. I said yesterday that i think it is about 50 50. I dont count senator mcconnell out. This is such a bad bill that even his legislative wizardry is having a rough time here. I would say this. If the bill goes down, we want to do two things. First, we would demand that the president and republican colleagues stops out. In other words, permanently right away. The insurers themselves say that the number one thing that destabilizes the markets. Cbo says the markets are getting stabilized. We are willing to sit down and work with them. We said this time and time again. Nobody said aca was perfect. We know it is changes that we have asked them over and over again, instead of excluding that, which they did on january 4th, dh era that democrats didnt want to be part of it. January 4th at reconciliation that the democrats take a hike. The day after we were sworn in. We have asked them over and over again. We sent 48 democrats and heres what we want to do to improve it. I guess senator mcconnell 100 senators need in the Old Senate Chamber to have a discussion. It was all rejected. They did not want us to be involved because i suppose their number one goal was for tax cuts on the wealthy in our party doesnt go for that. Im going to start it over to patti and ron. The question asked whether or not republicans are going to vote for a bill that puts 22 Million People at risk of losing their insurance increases cost and charges seniors more. We will see if they take that vote. Let me add one thought to that. I talked to the leader about this and senator murray at the Health Care Committee and the finance committee will certainly be our colleagues. Our colleagues have plenty of ideas for material amendments, amendment that are hugely important and frankly i think generate bipartisan support. I will continue to consult with my colleagues. I can tell you on our side we have a number of senators who have really important material amendments. Nonpartisan budget, analysts attribute the drop to the gop plan to repeal obamacare central mandate. The requirement to have Health Insurance that most large employers provided.
