Thank you and good afternoon it is a pleasure to be here to update President Trump on the optimistic outlook ons the American Work force today we specifically discussed our process to implement executive work on apprenticeship and it is jobs, more jobs and even more jobs and department of labor implementing vision to ensure that americans have the skills that they need to fill good safe, jobs. There are 6. 2 million job openings here nationwide. This is the highest number on record. Yet 7 million americans are looking for jobs. Americans want to work american companyiesment to hire. We needs to close skill gap between those skills that are demanded by the work force and those skills that are offered by the american people. This is why the president signed this executive order to extend apprenticeship to all sector of our economy. Because of the command driven education man enthusiastically received, by private industry, education institutions, and state and local officials across the country. The ceos of more than 100 Major Companies signed a joint letter in support of this executive order. And i should say ive spoken request dozens of ceos, college and University President s, Union Leaders and Industry Groups. To a person they are excited about about apprenticeship. Theyre excited about this and already starting to develop Apprenticeship Program. Were countrily evaluating hundreds of submissions that we have received in response to a call for nomination on apprenticeship Extension Task force. We expect the the work of this task force to begin in september and advise administration on effective apprenticeship strategy for all industries. That department of labor partners with Industry Groups companies nonprofit organizations, unions, joint Labor Management organizations and so many others to help design these Apprenticeship Programs. Industry recognize apprenticeships will teach workers skills that are transferable and portable with an industry resulting in even more job opportunities. I want to thank the president for his leadership on this effort. And i want to also thank ivanka trump in American Innovation for tireless effort on this initiative. Work force education begins at our educational institution. Students attend schools that become lifelong learners but they attend school to acquire dishools lead to good safe job requests family sustaining qaijs. Work force education is a joint effort between the did the of labor and the department of education. I want to thank devos for working handinhand for this initiate every and she and i have attend event where is shes spoken and i have spoken because this really is an effort between the department of labor and department of education. And so shes going to say a few words today. Thank you secretary costa. Good afternoon everyone. Just like to say is that we had a really productive discussion with the president this afternoon. This is a subject about which he has highly interested, and about which many, Many Americans care. Following the executive order in june, it was very clear that president really wants to see action in this area, and secretary acosta has just framed up some of the things that are underway right now. But i think its important to remember that economics and our economies have changed dramatically in the last 50 years. Education needs to keep up. We need to update not only what we are teaching but also how were teaching. We need to embrace innovation in our approaches to education. Schools are going to be beginning here very soon and some actually have already. But the reality is that there are fewer Traditional College students fouryear College Students many adults are going back to school top learn skills. Many going back to it change professions ive met a number of these in visits to schools in recent months e think about dance major now become a weld and loves her profession. I think about the court clerk who was bored with a desk job and went back and studied in the area of megatronnic and now happily employed in advance manufacturing in the aerospace industry. As secretary mentioned there are 6 million jobs going on currently. It is a mismatch on both skills as well as geography. We really need to equip students with what they need to pursue these 21st century opportunities. And this is not limited to Higher Education either. More can be done at the k12 level. Students need to be able to understand and know the multiple pathways they have to a practicive adult life starting as early as middle school and they need to have an access to variety of ways to learn these interesting subjects. So ill conclude request just saying that the administrations work in this area is going to help students first and foremost. But it is going to help communities. Its going to help our economy pep and it ultimately will help our country. With that i think were ready to take a couple of questions. Yes. At some point it may need approval and President Trump talking about that majorities Mitch Mcconnell to make it easier or more difficult well, ill say that this is an area that i think has broad based support if you look at theres so many ideas on the hill arranged apprenticeship efforts. Its an area that i think is all legislators recognize that American Work force deserves the best training and best education available. We have 6. 2 million open jobs. We have 7 million individuals who want to work, and a i think theres broad recognition that we need to provide those individuals that want to work with access to the skills that is demanded by the modern work force. I would just is add to that, that im sure youre aware that the perkins reauthorization passed the house in overwhelming majority as close to unanimous as you could come, and so i agree request secretary acosta theres broad support for opportunities to expand opportunities for access to Higher Education and learning opportunities. I thank you. Part of the president ial executive order called for review of how several could improve their training for Apprenticeship Program. Can you talk a little bit about what finding or key findings for and talk a little bit about, obviously, the bipartisan support for Apprenticeship Program. Are you are feeling that play out . Are you reaching out to or have you had reached to the you to join with you in this effort . Youre correct theres support across the nation for Apprenticeship Programs i have traveled to so many cities in the last month. And to a person i have heard support identify heard excitement about Apprenticeship Programs as you mention executive order asked that each agent to review its own o program to see how they can better support apprenticeship pral so for example the department of defense is going to be looking to see how they can better line individuals leaving military service into Apprenticeship Programs and were working with the sferl agencies and that review is underway. In the front. Weve heard a lot today about the commitment to Apprenticeship Programs. But the president actually called for pretty deep cuts to funding for seats that would go for Technical Training career training, things like that how do you square the two up . Actually president budget maintains equal funding for Apprenticeship Program and does not reduce it. But let e me say one of the one of the points that i that i worry about sometimes in is that we judge the Successful Program by how much is spent and we should judge the success of the program by how effective it is, and so if you look at apprenticeship for example in building trade. Building trade spent almost a billion a year of private sector money on Apprenticeship Programs. Thats a success. The fact that they spend a billion a year private sector money u should be a compliment and not a problem, and so part of the Apprenticeship Program and key here is that we expect industry to be in charge. That industry is should take the lead and should be paying for much of this training. And in so first let me again reiterate budget does not reduce Spending Program it maintains level funding. But secondly lets not judge a program by how much it spends but how much it is. Funding possession budget specifically, and actually the cte funding is is relatively level compared to the year before. But the reality is that were looking at ways that were looking at between agencies and wering are search for the way forward to support those that, that are effective and to do away with the things that are ineffective and secretary acosta is absolutely right private sector stepped new a major way and we need to partner with them in a much more intentional way to ensure that there are more and more opportunities that are Meeting Needs of the jobs that exist. Yes. This president has touted many times since hes taken office how great job numbers are. Success in create about jobs before he took it office many, many times he called unemployment numbers fiction and those numbers were fake. How do you square those two thing and what is position now confidence in unemployment numbers or changed his position . Well you pointed out theres a renewed spirit of optimism that has led to incredibly strong Economic Growth and since january unemployment fallen 5 to lowest level in 16 years you sex you reference different measures the broadest measure of unpolicewoman has fallen even further it has falling 8 . Stock market has hit high after high after high. Invasion figures just cam out today, and remain rather low 1. 7 as of today opposed to 1. 6 pbt last month so you have confidence in optimism that is again among job creators reaching levels that we havent seen in many, many years. Now, i guess i should just say if you looked a jobs numbers since january more than 1 million 70,000 jobs created and several measure of unemployment and six measures of unemployment do one for six each focused on a different measure and each getting progressively broader. I would simply reiterate that the Standard Measure that we usually talk about has fallen 4. 5 but broader measure which you reference which president referenced at tiles has fallen putt by 0. 8 in six months is rather a stunning decrease. Im sorry that the president s confidence in the numbers that come out of the department of labor and why previously called them fake. So im here to tell you what the numbers that come out of the department of labor are. I would leave it to him to comment. But further but let me say this. I think the president has talked about the job figures and pointed out how incredibly strong they are. We have a renewed spirit of optimism that led to Economic Growth and look at Bureau Labor Statistics month after month after month. Unemployment is down 0. 5 that number to 4. 3 say 16year low. The u6 number down to 0. 8 . And so this data and it is data Shows IncredibleEconomic Growth and focus on the growth that we see in this economy. Let me just add to what secretary acosta said in that we can acknowledge at the same time that there are too Many Americans that have decided to leave the labor market and are not looking for a job and we want to ensure opportunities for them to realize everything that they can actually be and have path and avenues to good work and to have opportunities that have heretofore not been afforded to them. A lot of messaging thats been sents last couple of decades has been that if you do not attend a Fouryear College or university, u youre less than. This is a very different approach that we have in this administration to reach out and to say, all of you are needed and all of the you are important parts of our society. And a part of our country and this Apprenticeship Program, this apprenticeship focus and the focus on multiple pathways to Higher Education is a really, really important effort to better engage a grayer swath of our population. At a time when president is also dealing with issues related to the policy that came up with the meeting that we had today as two members of his cabinet did he share with you any of the larger concerns that he is dealing with now or redoing it on position related to whats happening with north korea right now . I would say from my perpghtive president was focused on American Work portion how to create jobs and i said earlier more jobs and even more jobs this is thing he care very passionate about he come pres the construction industry, and is really familiar with the success of the building trade and creating apprenticeship. And he wants to see this expanded across all industries. Yeah hes focused on opportunities. Opportunities for all americans.
