Let me just commend you for the job you have done in the morale of the department. I know the first couple of weeks on the job you went down to the border. I can tell you the morale of Border Patrol has gone up exponentially. I think that this route the entire department. I know you been on the job for five months. I want to dive in to the issue today. We are in the season of ramadan. Fatalities are already more than tripled last years we will have multiple attacks in afghanistan, europe, and just yesterday in flint, michigan we had attack in the homeland against a Police Officer in an airport. Can you comment on the and what is the department doing to prevent this . Thank you chairman. We appreciated into the issue of the morale and the Organization Need to say f talked to hundreds of members of the workforce whether lawenforcement or washington, ive never once received any individual feedback other than i love my job and i think im making a difference to protect the country. It doesnt matter if its in the hundred 10 degrees border or somewhere in the United States. The point is they all love what they do anything to making a difference. The overall morale, the recent solo as they have not been given much credit for the over the past time. Were looking to give them the credit, and cover their backs to make sure they have the tools to carry out the mission. As far as ramadan goes. The uptick in violence and activities are done by very small percentage of people who are corrupt the whole concept of islam as a religion. It is what it is. We are in the middle of it. Throughout their doing what they think their religion and think theyre supposed to be doing. Let michigan is an example yesterday completely off the screen individual who attacked this Police Officer who will be okay as i understand it. We have seen these terrible things happen in europe. In paris yesterday they dodged a huge bullet because the individual ended up ramming a police car and ended up dying before he could do what he planned to do. What are we doing about it . Its extremely difficult to get our arms around it. Generally speaking in our society that is free, open, protects privacy, its hard to detect someone who is about to do something. Everyone has a right to go on whatever websites they want, generally speaking. People are in websites whether they are whites the premise, antijewish or neonazi, or islamic radicalism. Until they do something generally speaking the best lawenforcement can do is watch. I do not know how to predict it. We have easily have tremendous Law Enforcement professionals that once they take action, that is to say the extremist take action, doesnt matter if its an islamic supreme is but then we know how to track them down. Is that from peace. Every conversation i have with my counterparts overseas it is, how do we prevent it from happening. And preventing a young person from taking the next step. They all have various theories and initiatives. What i have elected to do is take what little money i have in this regard and give it to the time proven things, lawenforcement from an outreach point of view into committees, developing relationships whether churches, synagogues, mosques so theres an open line of communication and if they see this happening in the home that is to say the move towards it radicalism or their churches or the mosques, they will know to callsomeone before that young person crosses the line. Its a tough nut to crack. So if one was kicked out of thomas for being radical but we did not know about that in advance. As we squeeze the caliphate, that is causing a new challenge, while that is a victory in one sense squeezing, their 50000 foreign fighters converging from 120 Different Countries and forcing them to go elsewhere. Many cases these individuals left your under the radar. So countries do not know theyve spent the last year or two outside of europe and the caliphate in syria and iraq. Now the returning under the radar. So theres no indication in many cases at the individual left is now combat hardened individual and now returning. We see them returning everywhere. Europe is obvious. In a few places in the caribbean there some fairly radical individuals. Places of worship there, were seen individuals leave the caliphate a return to the care being. That is pretty close to home, think tourism, cruise ships, we see them going to the philippines, singapore, indonesia so on the one hand the caliphate is being reduced, the advantage of them being in the caliphate is they have planted a flag and said this is ours, now we know where they are and we can kill them and we have been killing them fairly regularly in the past couple of years, but now the more difficult thing is they are going back is Little Cancer cells back into societies. We have to be very careful. A lot of people think all they do is scream at the airports, but the other side of tsa is preventing bad people and bad things from getting into the United States. Can you talk about the threat of potential foreign fighters theyre coming into the United States or the aviation thread thats out there. When i first took the job like most americans my idea of what tsa did was they did take my belt off at the airport. I have since learned is unbelievably deeper and broader than the. Worldclass laboratory has the test threats against aviation literally blow up airplanes and collect the data as to what is within the realm of the possible. Their ability to track individuals that are in a number of databases as they move around the globe. In many cases someone might be in our database that buys a ticket from london to fly to the philippines not even coming to the United States. We see that. Tsa sees the we can use that information toward our partners not to mention individuals who are trying to transport to the United States. Theyre incredibly capable. This issue of the aviation thread i would just say ive said many times to the press and hearings, the threat is real. It is constant, it is relentless. There are multiple cells not just one group across a number of different terrorist organizations. The threats theyre developing are incredibly sophisticated. One of the reasons there working hard to make them sophisticated is they so fear tsa. Tsa is still the work class aviation safety. They often times make the decision to go in another direction to knock another airplane to because they have the sophisticated device they dont want to run the risk of having it detected by tsa. So just that reputation and what we do with personnel, it has already a established a great defensive line. That is before you even try to get here. The point is, the aviation thread is very real, i came over and brief congress while i was doing it in midmarch we put some of the threats in the middle east and put them on a list to where we did not want large electronic devices, anything bigger than an iphone to travel in the passenger compartment, the threat was real, immediately reacted to it. Since then we have engaged a number, for so their cap industry as well as my counterparts around the world and we have come up with a plan to raise Aviation Security to a much higher level. Ive set experts to interact with the e. U. And will send more technical experts to brussels next week. We verbally had engagements with brussels as we started this conversation. We, the United States the department of Homeland Security are driving this effort i know that routine security Aviation Worldwide will be race much higher level. We have a stepbystep process and some things we can do in the next couple weeks and some things and little bit longer and then eventually the next step would be as Technology Comes on this commercially available we will require individuals to bring that on as well. The bar will be race much higher than it is today. My focus is on departures coming to the United States. Right now ten are restricted in terms of this travel protocol or electronics protocol. My desires all airports raise their minimum security to level we say it should be. If they do, then they can travel with their electronics. If not, thats their decision i will ask them not to have the Larger Electronics travel in the passenger compartments. Had threat briefings and classified briefings when you say the threat is real. It is been the crown jewel of al qaeda since 9 11. Weve seen them try to bring down their planes and leasing it successful in the cartridges that they put on airplanes. Its a constant evolving threats and they have a level of sophistication or think youre taking the right precautions to protect americans. I dont know if it will expand beyond the ten airports but i know it will be threat based in your judgment. Except i want to point out that the ten airports we put on the status, our desire is to take them off. They will be treated exactly the same. They were put on from a real threat it wasnt because of religion or skin color or the way they live their lives. Those ten airports were most threatened. My hope and desire is that they will come off the protocol by simply doing the kind of things were talking about in terms of raising Aviation Security. Back to the radicalization issue, that is probably the hardest one to stop. You dont know who will be radicalizing on the computer in their basement and they emerge and do it terrorist attack, by engaging the private sector companies, seems to me the government came try to shut down content but then you get is to constitutional issues. If you look at service in terms of grievance they can require that jihadist material not be placed on the internet. It seems to me that might be worth pursuing. Industry folks are doing a fair amount for us. The rules and thinking that their operating forgot our country has been operating under its probably five or ten years old. This thread is definitely morphed. So just like in terms of child knock free sites that are taken down like that we need to have a stricter set of rules to look at some of the sites and bring them down maybe faster. I know the europeans particularly in the last five months what theyve dealt with with pears, manchester, running people down with one of bridger westminster bridge, that really step back from the thinking is i think we should. Im not arguing against intrusive, getting into peoples lives. We were great open society and thats what were about. Privacy is protected. I would not argue against that. Besides, the one constant i have seen the stuff in all of this and the internet. After it happens my son was on the internet and he did this, whatever this was my daughter was on the internet she ran away to syria to become someones bride. The one constant is the internet. Im not blaming the internet im just saying i think we have to step back and say maybe stricter rules on what is on the internet. You look at several of these you save the differences in the internet they had very sophisticated on the internet to train, recruit, follow and radicalize over the internet. Think that is one of the keys to getting a handle to stop the threat. I dont know if weve done enough word you can do more than what were doing. But theres the issue of how we stop it and its an issue that we need to deal with. But parents with him moscows synagogue, people at that level have got to be that much more to do with their kid is doing on the internet and what theyre saying in church or in the mosque mrs. Before an event happens and then be willing to seek out for the child, maybe reach out to the police, not to arrest the child but perhaps start the process of getting them help and perhaps put them on some kind of watch. The point is, i dont know if you can prevent it, i dont know if its scaring them, but its just in my mind about the only way i can figure to at least begin to make individuals beginning to go down the terrible road of extremists again its a premise, neonazi islamic radicalization is to have parents and Church Leaders willing to identify and get help for them. On the travel ban i know its raised issues and its in the courts now this Waiver Program had four countries, the Obama Administration those of the seven countries only take iraq off for obvious reasons. But i think in the meantime the goal was to have increased vetting and high threat areas. As this is still in the courts and maybe a sixmonth pause anyway, has the department been working on ramping up vetting in high threat areas . Thats a great controversy question. My guidance to the department has been to be very, very cautious about getting anywhere near where the court tells us we cannot go. I am not a lawyer, i dont know if you are, of course you are, i have a real good sense of right and wrong but that doesnt always work when it comes to courts and lawyers. So ive just said be very conservative about where we go on this. That said, there is but a recent ruling that we can go further than we were going so were looking at that. Fundamentally as ive been in the job about whether his visas are refugees, it is, can we identify the person for whom he or she really is and then, somehow predict why theyre coming to the United States it might be something as simple as to come here never go home which is illegal of course if your visa person or come here and blow up a church, less likely or to come here and just simply do what the visa allows, go to school, go to disneyland and then go home. We absolutely need to know who the person is and have a reasonable understanding of whether coming. Finally, when they come they dont turn into a burden. Ive been looking at other immigration from other parts of, estrella and canada come to mind. We allow over a Million People youre to come to the United States legally through a process that congress has dictated that ultimately we lived in most cases to citizenship. We have a process so were not anti immigrant, or anti as i looked at everything from the way the un does business in terms of identifying people, saying in the refugee world, i think the where state department in my department looks at people coming here requesting visas i think we have a long way to go before will be comfortable as to identifying his person is, why theyre coming to the United States, and whether they can support themselves here. As i define extreme vetting we are looking at, those three questions need to be answered properly. You can keep the threat outside the United States commit think we have a right to know was coming in the higher screening of vetting is absolutely appropriate in the case of San Bernardino cries out for that. We look for her to criminals, these people because of travel patterns can pick up people who are pedophiles and have gone overseas, that is why in tiny numbers of cases every day we ask individuals to open up, citizens as well, open up their social media so we can look at the pictures. Youd be surprised often when we do that there be pictures having sex with little boys are little girls, really graphic terrorist type videos or pictures. Thats an indicator of who the person is. The case for citizen we have to allow the men if they have that type of information that we can identify a Legal Process that might prevent them from doing something illegal in the United States. Being from texas i know the thread then i know drug cartels are right across the border so the president and i know under his leadership we will be implementing a robust Border Security plan which i think is long overdue. Good to see we have the political will in washington to get this done. We are introducing the Congress Said order and interior enforcement bill to help give you legal authorities to do something you can do currently. Can you comment on what you are planning to do down at the border and what the quote unquote wall is going to look like . Over the decades American Drug demand really began in a peak way in the 60s when i was a kid. That drug demand has just fueled an enterprise, a worldwide enterprise of drug reduction transport and distribution in our country. Over the decades because of the nature of the cartels that have become incredibly sophisticated primarily in mexico they have now captured the u. S. Market so heroin is produced in latin america and transported to the United States in cocaine obviously and even methamphetamine has moved out of United States into mexico and then is transported and distributed back into the United States. All that generates an incredible amount of prophet so the network that is now run through primarily the Central American quarter into the United States is connected worldwide. It moves people, moves items, it moves drugs so its very very very sophisticated and its now something if we dont get our arms around the Transnational Criminal Organizations that control all of this that we are experiencing it. Just the other day the leading cause of death for americans under 50 is not drug overdoses. The fact the most medicated society on the planet. I read recently where the United States 5 of the world worlds population consumes about 90 of the opioids that are legally prescribe so we are the most medicated, i could go on and on. 60,000 people roughly died last year at this so we need to get our arms first and foremost around drug demand. You will never go to zero, you can do that but significantly reduce it. Our southwest border strategies etc. Present when he asked me if i wanted this job and i said repeatedly it starts 1500 miles south of the rio grande. We have. Partners in latin america. Most people dont know that in and most people the city dont know that. We have great partners and that partnership against with columbia and mexico and everything in between and they want to work with us. Part of the demand is brutalizing their societies. They near failed states that exists in Central America are the direct result of our drug consumption here in the United States. The point is thats where the fight starts with our partners. An incredible amount of tonnage that they take off the flow every year makes us look like we are not doing anything here in the United States and a number of great soldiers and policemen were killed there there are journalists who were killed, their attorneys general who were killed, prosecuting attorney but the point is it starts there and as we move closer to the border the collaboration between the United States and mexico is paramount and is very close by physical barriers work. They work where they are to exist on the southwest border to increase the physical barriers and will increase the sophistication and will add to the security in those places that we dont build out to and who knows where they will be. We can fill in the gaps as we do now with technology and people but physical barriers to work and so we are in the process and i think the chairman knows a collaborating with a number of contractors. I was near the border of the u. S. And mexico and is theres mutual inches to cooperate on security with our seven border but your experience is vital to secure their southern border and to check. 200 miles rather than 2000. People ask what keeps me up at night and of course its alqaeda but cyber has a great capability for great devastation i know the department at the intake we hope to elevate the mission to Cybersecurity InfrastructureProtection Administration within your department. Can you just very briefly the threats are real from russia, china, espionage, cyberwarfare. What are you doing in those departments to combat those . The first thing i would say oftentimes people said as what keeps me up at night and so many things keep me up at night i dont go to bed anymore. Across the spectrum its scary but we are very good at cyber but so are they. We been brutalized by cyber. We have been affected by cyber manipulated by cyber. Its time i think to do something about that. Thats a policy decision that i wont talk about now but anything we can do in the department in the country to better prepare, to protect our own debts and to make that prediction available. You know jeh johnson a good friend designated the election systems within the United States a voluntary basis basis some general civil combat in some have said we dont want the federal government to tell us what to do which is not the point that anything we can do to broaden and deepen our side of the defense capability in dsh im a big supporter of. We have worldclass people doing this. We have worldclass partnerships. We have relationships with states. They dont like us talking about what we are doing with them in the commercial world. We give our word and we feel violated if someone wants to be kept off the screen in terms of the state attorney general or a company. We can commit to that we will keep our word but the point is we are under assault than anything we can do to further help the committee is to say the least right upfront on this.
