Capitol Police Review task force before becoming assistant chief and as chief of the Capitol Police, responsible for sworn and civilian personnel dedicated to providing comprehensive Law Enforcement, security and protective operations to the congress. Secondly, i would like to recognize the men and women of United StatesCapitol Police. Everyday they publicly publicly demonstrate how american freedoms, are carried out in our nations capital. Ive been in federal loan for them for 30 or been a number of roles analyses of the u. S. Capitol police have the responsibility to you, to the members of congress, Capitol Police board, congressional staff, visitors and employees to do Everything Possible to protect and safeguard everyone every day in a unique open environment. The threat and risk we face today are dynamic, changing, sophisticated and create a greater need for focus on National Security. Court meeting with the board and consulted with their committees and jurisdiction, including this committee on House Administration, we have developed before your strategy that provides growth of the department to fulfill three mission sets. In an effort to further enhance successful longterm protection of the capitol complex. The sad are the result of a threat analysis including intelligence gathered by partners globally and nationally. These initiatives consist of the following enhance broad security as weve talked about on several occasions. Prescreeners and additional overwatch personnel of Access Points and also further use of the enhanced portal screeners that weve employed for the first time during the state of the union. Members and staff will see several and have been as a result of the three initiatives. There will be a security screening and a more significant presence outside capitol complex doors and Access Points, including additional canine teams in subject interdiction officers. Visitors entering the House Chamber for major event go additional screening through enhanced portal screeners. Further keeping potential threats away from the house of representatives on the floor of the house. There has been much discussion regarding resources for the department in the longterm viability of these initiatives has the chief of police and stewards of taxpayer dollars, is my fiduciary responsibility to look at every possibility within existing assets to a comp which are mission with conditional assets and resources. The congress has been generous to the department and i will do my Due Diligence to first look within and not request something that unless it is truly needed. One of the tough decisions ive had to make to meet the new mission sets in our current resources is to find staffing to accomplish some of the additional screening requirements within our existing budget. To do this after discussing our common type with esop Labor Committee, i determined that its most appropriate to modify some of our off post time rotations in the Uniformed Services bureau from the current standard of irritation to a one to five during shifts in the majority of officers are working monday through friday day in meetings. This will make additional manpower available and will result in only approximately 10 minutes less off post time or standby time for employees. While these enhancements come important opportunities. The modification of postrotations will result in more specialty job opportunity for employee throughout the department. Specifically in the area of canine subject interdiction, these officers will provide Police Coverage of those outside access to the complex. I should note the change is not also the longstanding contractual obligations with our cpa and the time remains well above time required by the collective Bargaining Agreement for the purpose of conducting training, allowing for appropriate release time for officers who routinely are focused on working security equipment. With some additional resources, they will be necessary in the out years to complete initiatives and provide stationery posts. Im confident the department meet these new mission sets and will continue to look for ways to offset costs to potential reapportionment of how we assigned personnel. In the month ahead, we have a number of high profile events that require much attention and manpower resources. Later this month, the annual memorial will take place by the fourth of july celebration. It will be focusing its attention on the nominating kids in cleveland, i would philadelphia, pennsylvania where we protect members of congress. In addition, we are officially planning the 58th inaugural president of the United States, which takes place january 20, 2017. The National Special security event takes place on Capitol Grounds every four years than is prudent and necessary to begin preparations early enough to ensure success in the execution of the significant issue. As a former commander of the departments policy and planning operations, i fully understand the importance of setting meaningful metcs focus on outcomes rather than output. We are currently in the process of building the foundation to better collect, analyze and share the data we collect departmentwide with the ultimate goal of having information that allows my staff to be better informed and making management in security decision. The department is also actively engaged in aggressive resolving recommendations made by the office of Inspector General. Since 2060 Inspector General has made 310 recommendations to the department. Because by fully implementing and the remaining 55 recommendations in annually i will continue to propose key areas for the Inspector General to examine the she entertained can assist me in making needed changes that will make us a better department. I want to share some of my priorities. I believe that mission is simple yet extremely critical. I want to get back to not overcomplicate poison and leverage resources and blunt force the community to become smarter and more efficient, especially in the area of intelligence gathering. I plan to place a greater emphasis on training to help our workers remain focus and to ensure that supervisors are prepared to manage. These are the basic areas that will focus on the next year. Finally, it is important to discuss them mention a march 28, 2016 shooting incident in the u. S. Capitol visitor center. From a practical perspective, i want to say the screening process works. On that day, we have an individual intent on wreaking high back. He was detected to be carrying a weapon during the process template used it to screen people visiting capitol complex. We were prepared, responded appropriately and can serve as a lesson to others who may not want to come to the hilt to do harm. Highly trained officers who wish to do us harm. Im extremely proud of the officers involved and im grateful to Partner Agencies go throughout the event and following the incident. I would ask, you know, we mentioned better communication from u. S. Capitol police to members of congress. If you could perhaps expand im not perhaps expand im not a bit of how your agency communiques and how you work with your brother agencies are locally, for instance, when we had the navy yard in the dead and just communicating with the d. C. Police or other agencies as well, how is that working . Certainly. We have a very good relation with Partner Agencies here, particularly the metropolitan police and the United States part police, United States secret service, federal protective service, police. We have communication with our Partner Agencies, a direct switch line to the secret service Metropolitan Park police. We were very closely and are vetted with several fbi task forces. And we have an ongoing relationship with the Supreme Court and the federal protective service. Actually men are command center on the way to the basis so that we have direct communication. We also work with other agencies on an ad hoc basis. We have Interoperable Radio Communications with most of the local agencies and we are working to solidify further the ability to communicate directly from a man perspective. We meet regularly with metropolitan police and want person at partners meeting every monday. I attend various meetings as to my subordinate officials as a multitude of levels on a multitude of issues regarding the ongoing blind person initiates the threats and events occurring through columbia. We certainly have Lessons Learned from all these major events including the navy yard, the second navy yard incident and the difference between the first and second in terms of communication was extreme. Incident command, i say, i say matter of fact, Deputy Rogers was commander command post representative to the United StatesCapitol Police during that second ongoing navy yard issue. So we all employ the command this stone, processes for leadership, area command and we communicate on a regular daily basis during defense and during the off times. Some of it was communication with community. We have improved our messaging matrix and i apologize if i gave you too much. Id rather have you have to much than too little. Obviously it is important to know what is going on with Situational Awareness and the effect the incident have on the legislative process. Are sure we have the information you need both on the house side and the senate side. We are looking we will have a joint congressional messaging process that is being worked on joy at it with all of the stakeholders. I look forward to that. That will cut out if there is delay, or whatever to be more efficient. If i could ask one other question, chief. We talk about investment with the u. S. Capitol police is certainly investing in people with all kinds of technology that can assist to cover research properly. Canines are unbelievable. What a critical component. Those stocks can think that no computer can. Absolutely. How do you deal with the canines . Idc that unfolding . We are expanding our canine capability by six dogs in the near term. Part of that is the traditional dod type sweeps and some other new tech aches which we would be happy to discuss off line which would contribute to be in a force multiplier for us in terms of what we do. The dots are invaluable. They can do many things that humans cant. Theyre protecting is the longest and says, protecting as we obviously would not know where they are. We do literally hundreds of thousands every year the dogs and they are invaluable to us. We currently have an opening and we get tremendous competition for the opening for the canine unit. I would like for you to discuss preparations from the Capitol Police perspective not only philadelphia, but cleveland. What were your preparations there . Absolutely. Convention planning is underway. Weve been working. Dignitary protection has the lead. They employ the secret service is the lead singer for both event, both philadelphia and cleveland. As part of the broad approach in committee approach. We plan a finance within that framework. We have employed the framework for any number of major events including previous conventions, state of the Union Addresses in the inaugurals. It is really a sound system that we cover all bases. Our Dignitary Protection Division has made a full visit and they have procured the represent lodging and we are in the process of designing security plans for the specific venues, both any ancillary venues for events occurring outside the main venue. We greatly appreciate last week the house passed an important bills, one of which was the programs to help local Law Enforcement without lifesaving bulletproof vest to help on the spending issues there.
