That is why people are very worried. There has been disarray in the cabinet over the last few days. So can the Prime Minister now absolutely categorically ruled out any further cuts to welfare spending in the lifetime of this parliament . Simply yes or no . Let me respond to all the points you just made. First of all, you talked about the number of people in poverty. We have seen poverty fall over this parliament. The second thing he referred to is a regrettable rise in homelessness with figures out today. Homelessness is still 58 below the peak that is reached and labor. They talked about the number of disabled people and this is a government committed to supporting the disabled, but just worth making the point. Theres 293,000 disabled people and we have to continuously set out in our manifesto to close at disability cap. After the question about further welfare reductions, let me repeat the statement any welfare secretary made and happy to make again. I doubt with these issues on monday. I gave the answer even though he hasnt given the question. The ones we set out in our manifesto. Mr. Speaker, my question was about the poverty of people and which the Prime Minister did not answer. In his failure to explain how he would fill the hole in his budget act by the change of heart, the chance to reset, and i quote, we can absorb such changes. If it is so easy to absorb changes of this nature, why does the chance or in the Prime Minister reverend ousted in the first place . Will he now listen and learn and withdraw the 30pound per week had to disable claimants which is government. The changes have been through both houses of parliament and it is important to note that employment for the most disabled as a support group or rip a 650 pounds a year under this government. Weve increased the high rate attendance allows that the increase of violence because we believe a Strong Economy should support the most disabled people in our country and thats exactly what weve legislated to do. If the right honorable gentleman wants to get onto discussing black holes, i say bring on the argument because we inherited an 11 budget deficit in the labour party and under this team of ministers, we have cut the deficit by two thirds since we became the government. From labor, always had this more proposals for more spending, welfare, taxes, debt, all the things that got us into the biggest mess with the biggest black hole in the first place. [shouting] mr. Speaker, if it does a fine and dandy, the question has to be asked why did the members find it necessary to resign the secretary complaining that the caspian announce more to fix arbitrary fiscal targets. I dont want to be part of a government that doesnt have the courage to pay off our debt and wave it for our children and grandchildren. And that is the truth. [shouting] with compassion for the Party Opposite being put off the difficult decisions in asking our children to pay the debt we were prepared to pay ourselves. He may have noticed the budget last night and the budget that cut the deficit in every year as the parliament. It is a budget that delivers a surplus by the end of this parliament and none of that is going to change. He talks about the budget. The hostile hostile shout, thats right. More money for schools, it helps the poorest people in our country safe. It cut taxes for School Businesses and the selfemployed. It made our country stronger in her budget fairer. [shouting] mr. Speaker, the truth is there was a budget that fell apart in two days. Many people with disabilities went to the most unbelievable levels of strength after the announcement was made. There are many people who still go through stress in our society. [shouting] im not sure, mr. Speaker, those numbers shouting so loud in the moment have any idea what it is like to try and balance the budget at home when youve got enough money coming in and the children made clothes. Thats the message. Budget has to mean something for everybody in our society however poor and however precarious their lives actually are. This budget this budget downgraded growth, downgraded wage growth, downgraded investments. The chancellor said monday target, thelma deficit target is the official figures have shown. The fiscal world is quite simply failing. The Treasury Select Committee couldnt find any credible economist to back state. Can the Prime Minister find anybody that backs the budget and policy that is a budget with a big hole in it and downgrades every single forecast before the budget was made . Is just a bit late because a large majority is on every single vote. Let me remind him that Government Spending more of the disabled in any year under the last government. We are spending more of the most disabled including the most disabled children in our country. We got more disabled people into her never happen under labor and what we see with this budget is the background of an economy growing comment employment at a record high, investment that is rising, businesses creating jobs in britain that is the envy of other european economies. Its because without a Strong Economy that were able to provide support. That is what you can see, britain getting stronger in the labour party threat to the Economic Security in this country. Does my right honorable friend agree with me that all organizations, public and private to protect antisemitism i completely agree with my honorable friend, its an absolute cancer in our society and we should note that when it grows, it is the signal of the worst thing is happening to ethnic groups in different groups all over our country. There is sadly a growth of antisemitism in our country and we see it in terms of attacks on jewish people and jewish students and it absolutely has to be stamped out. Whatever organization responsible for, make sure that happens. I have to say we do see support for segregation and antisemitism as part of the labour party. You should sort it out. [shouting] order. But the Prime Minister addressed this . Im afraid that just part company with the right honorable gentleman on this one. We have put in place some of the most extensive oversight arrangements. They do a remarkable job and of course the police locally and nationally. I think the work or special forces do is absolutely vital for our country. They are subject to International Law as everyone else our country. I do not propose to change the arrangement under which these incredibly brave man work. Thank you, mr. Speaker. In england, this government delivers better levels in getting in universities and labor. But my right honorable friend agree with me that they have no right to criticize their education policy when their own Education Minister and wales as apology for the failure . My honorable friend makes an important point. What we have seen in england should praise the teachers who work so hard to deliver these results. The results of reprint standards in our school and accountability for results. One with the cap whales, we dont see those things in place. I urge the Welsh Assembly government and people when they have a choice of this coming election to make sure they vote for parties that could education reform, standards, rigor and accountability first. What i would say its of course we want to work with everyone we can to combat terrorism. But when it comes particularly to what is happening in syria, it is vitally important to russian stopping the attacks and do not restart attacks against moderate sunnis, moderate Syrian Opposition which clearly have to form a part of the country. You cannot in the end defeat terrorism simply three uses of guns and missiles. To defeat terrorism through government and good working democracies because enough way people can see their own interest being represented by the countries in which they live. Thank you, mr. Speaker. When you look at the country is succeeding, whether the republic of korea or finland, they have wellpaid teachers. They have proper accountability systems. They have rigor in terms of discipline and thats exactly what were introducing in our country with the new curriculum coming in right now. Thank you peered thank you, mr. Speaker. The women of this country are tired of waiting, waiting for an end to maternity discrimination and waiting for a fair deal. In 2016, can i ask the Prime Minister how much longer . The honorable lady is actually right to raise these issues than it is good that the pay gap is now at historic lows. It is almost evaporated for under 40 evaporated for her and her 40s, but theres more to be done in the public sect or in the private sector to bring that about. On the issues of pensions, what was introduced as a Pension System which will benefit any, many women and years to come because weve got a single pension for prices, earnings for 2. 5 . We are only able to do that because we reach the pension age saving over the longterm Something Like half a trillion pounds. The difficult decision but the right one because we cannot pensioners in the eye and know we are getting dignity and security in our old age. Thank you, mr. Speaker. 260,000 new apprenticeships have been created since the election. If we are going to meet the 3 million to which the Prime Minister refers, that the whole Public Sector needs to go the path. For the Prime Minister ensure that as part of the Public Sector investment training and young people have the skills the country needs. My honorable friend is right to raise this. It is a very stretching target getting traits in this parliament. We have to see those Large Companies that have really put their shoulder to the wheel on this agenda to continue to do so. There were two sectors we need to do better. One of the Public Sector where we need more organizations to get behind apprenticeships and also need to make it simple and attractive for Small Businesses to start training again. That is absolutely what my right honorable friend is doing with the skills agenda and we all need to work very hard to deliver this by the end. Its United Kingdom chose to leave the European Union in june, does the Prime Minister believed the e. U. Institutions will respond . At the very difficult question to answer. I think if we were to vote to leave, i dont think we should be naive about believing that other countries would automatically cut of some sort of sweetheart deal. I think if you just take one industry as an example, take farming. Our farmers now know they have dutyfree, quota free, tax free access to a market of 500 Million People. Were we to leave, can we really guarantee that french farmers are italian farmers for spanish farmers wouldnt put pressure on their government to give us a less good deal . I dont think we can announce one of the many reasons we are safer in a reformed European Union. Of his is a patient or the energy cost to greater flexibility over regulations. In a huge amount terms of probably make a big difference to our industries. All of those things and more making sure that others understand how valuable we believe this industry is to the u. K. When time after we let everybody in the town and there were five or six who stayed behind, we decided to go to the department of Education Office building and walked through the front door and just start meeting people and asking them what they do for a living. Started on the first word worked her way up at the massive empire of the building, by the way. All the way to the top floor where the secretary was. There were a few congressmen in the building. Thats an interesting little anecdote but its a fine statement of the character of this particular former member of congress, also the chairman of the House Intelligence Committee and put the same kind of effort into traveling the country, visiting with the agencies was laughable or National Security in the process becomes a National Purity expert himself. But gentlemen, let me turn the floor over 20 my very close friends, congressman Pete Hoekstra. [applause] thanks, bob. Great to be with you this morning. I want to talk to you this morning a little bit about the war that we face. I want to really focus on that and talk about as we go through it all give you what i think are some of the lessons learned. You know, mark twin set or is attributed to have said history doesnt repeat it out, but sometimes it rhymes. And so, i think theres a lot for us to learn, especially ov the last 15 years about the violent war with radical jihads, what we call the stealth jihads, where they are trying to influence us in use are very values, society, rules, laws against us to change who we are. I will share a few of bob schaffers worries as we go through the processes. As bob said, he and i were best friends with years we had the opportunity to serve together. I will share some of those. Ive learned a lot from bob and im very grateful the people of colorado sent him to washington arrest to do those kinds of things. And i also very much look forward to having a good portion of time to talk about the things you want to talk about, to answer some of your questions about whether its an essay, cia and those types of things you can say did have a phenomenal opportunity to serve in washington, serve on the Intelligence Committee, to be chairman of the Intelligence Committee or the lead republican for more than six years for yet again that they and you really get to have the opportunity to have insight into some of the greatest secrets that we have as a country that we employ to keep america safe. So the real question, let me put it in context of future interest initially. Regardless of when you think the war on terror started whether its 1979 with the takeover of our embassy in tehran, where do you its 2001, 9 11, from a military standpoint all of the evidence is out there today that we are losing that war. This is the first time in American History weve been involved in this kind of a conflict. For that long of a period of time that we are losing. This is not a war were over the last decade over the last 15 years weve made any progress. As a matter of fact, we are going downhill relatively quickly. If you take a look at what is going on in europe today, they are in danger of losing not only the military, not that its being fought on the ground today, that they are in danger of losing their cultural identity because of what theyve done over the last 20 to 25 years. The challenge for those of us in this room who got america is to learn from the experience of whats going on in europe to make sure we dont make the same kinds of mistakes that theyve made in those parts and other parts of the world. So the real question is how does a guy who is a dutch immigrant. My parents immigrated here when i was three years old move through this process . I moved into a marketing career, get into this position to be talking about National Security. Let me give you a little context because their spouses are there as well. The first of which is my parents left europe in 1956. So 11 years after world war ii. People say, pete, why would your parents place . 11 years after world war ii, europe was still a very depressing place. They still have not recovered from world war ii and the devastation. So theyre looking on the good theyve got three kids, three, six and 10 and say wow, theres not a lot of opportunity here for our kids. We can make a living. But if we want opportunity for, we need to go somewhere else. Come to america. If you think about it, the marshall plan, 11 years after world war ii was still a depressing place. Take that lesson and apply it to the middle east today. Iraq, syria, yemen, libya, other places in northern africa. How quickly do we think the middle east is able is going to be able to rebuild his health and be back at any point of stability, coherent or stable government. We are now looking at a decadelong issue in front of us. Take a look at the cities that have been destroyed in parts of iraq, aleppo and other parts of syria. The bobby knight is now going on in libya. If they cant rebuild europe in 11 years, how quickly do you think they will be able to rebuild the physical structure in the middle east and how long you think it will be before you can actually bring the people of those regions back together . They lived together for hundreds of years. But with the genocide going on against christians and other religious minorities throughout the middle east, how long will it be before you can put the fabric of the society back together . Its going to be a long time. This problem will be with us for a long time. My parent came to america. They take their kids with them. The Christian School the local Christian School principal at the middleschool had a great job. His job was to help assimilate us. And what does that mean . We have sponsors back then who helped us get assimilated. We have a place to live, find a job in those kinds of things. We were originally supposed to go to cleveland. A couple weeks before my parents immigrated, we ended up moving the family from cleveland that was going to be our sponsor backed out, and so they found a sponsor for us in west michigan. Thats how we ended up going in the netherlands to holland, michigan. You guys in colorado may not quite appreciate this as much as what i do and how thankful i am, but also that move made sure that i was going to be a wolverine instead of a buckeye. [laughter] so that is what we are really thankful about. The job of our print both at the middleschool was very interesting. We go in and meet with them and i dont remember of course, but my parents tell the story. You fill out a lot of paperwork and they go through the process and they asked them, you know, what is this kids name . He says okay, he will become andrew. Youve got to americanize it. They look and see what is her name . Okay, shes going to become grace. Im the last one in line, right . Think of the fun bob could have been out if this system is still in place. They look at this as a kid and said whats his name . The taliban and if they dont have that name here. There is no way to americanize it. I said okay. What is his middle name . Enter. Okay, peter. Hes not going to be pete. So at three years old i lost my first name. You guys can laugh about it. Its traumatic for me. Kind of like a three, four, five years old, they are called in to Something Else when i go somewhere else. But the focus they are as we had a sponsor family. Youve got integrated my brother and sister went to school and it was not english as a second language. Im not saying whether its a good programmer. Program, but my sister tells the story, she got to school. All she speaks is dutch. All the teachers and everybody else, all they do speak english. After a couple hour shes able to communicate ive really got to go. But it was all about becoming an americana. That is the lesson because it is kind of like coming to america and the focus here the focus is you are coming to america. You are going to become american and do everything we can to help you to assimilate, shared values and help of our country. In some cases we are starting to lose that focus and say america is something very different. Its no longer a shared by the system. Not this melting pot where we all become america. Its a melting pot, but a place where everybody can be whoever they want to be. That is something we really have to have a National Dialogue of saying that is not what it means to be a american. It is about sharing a set of goals and values together. The dutch and other than some places, they lost sight that there is a culture and value in their society and they never forced them, encourage them and help them to become dutch, to become chairman, to become sweet and they are facing some of those problems. So then lets transition over to a bob was talking about what i see right now in this military war against radical jihadist. 2001 i was put on the intelligence. And nine months later we have 9 11. But the next nine and a half years i spent most all of my time focused on intelligence. Working on the Intelligence Community. I dont do much else for the next nine and a half years. 2003, one of my colleagues on the Intelligence Committee comes up to me and says, hey, pete, if you want to go to libya with me and meet with gadhafi . I was like no, not really. I was not on my bucket list. I had. I had gone with bob to ukraine and met putin. I met him and been with him since but god to afghanistan, but ive never really thought about meeting gadhafi and i said no. He said no, seriously, the Bush Administration wants us to go meet with gadhafi because there are indications that gadhafi after he seemed for whatever reason weve had sanctioned, republican and democrats. Republicans and democrats consistently for 25 years have had a strategy to contain, confront and ultimately defeat gadhafi. Republicans than democrats. The executive ranch in congress have a strategy. They said he facilitated to shoot down a pan am 103. Heres another terrorist attacks are going to ostracize them until he changes his behavior. We are going to contain him and ultimately defeat him. It appears to be working. So we go. I go with them. A group of us go and meet with gadhafi. Between 2003 and 2009 i had the opportunity to be done to mark a shift. Im one of the few people whos had the opportunity to go to libya and meet with the mad men of libya on three different occasions. And what we find when we meet with him is yes, hes interested in changing behavior and within 24, through the work of the state department, a lot of jeter negotiations, Intelligence Community in these types of things, gadhafi doesnt mean he becomes a boy scout and all of these types of things, but he becomes a phenomenal when an American Foreign policy that republicans and democrats could take shared credit and responsibility for. What does he do . He pays reparations to the victims of pan am 103. Does that ring members back and hear the word . Absolutelyot, but at that time its about all theres left to do. Per capita, no country provided more fighters to al qaeda in afghanistan and iraq and libya. They came from a place called iv. They came from a place called derma. And why did they come from there . Because if they stay there, gadhafi would kill them. He never liked them, but after 20042005, he became an ally with us in fighting radical jihadist. So a great Foreign Policy when because we were building allies for what is now evolved into the Great America which is radical islamists. And we were building a coalition and people that we didnt necessarily agree with that other issues, but at least on that issue, they agreed with us as a radical jihadist.
