President donald trump delivers his first address to a joint session of congress. This congress is going to be the busiest congress weve had in decades. Oklahoma republican governor mary fell and delivered her state of the state address in Oklahoma City recently. He provided an update on the state revenue system and outline key priorities of her budget proposal. Which include addressing the state budget shortfall of nearly 870 million. This is about half an hour. [applause]. [applause] ladies and gentlemen, fellow oklahomans, the governor of the great state of oklahoma, governor mary fallin. [applause] thank you. Lieutenant governor lamb, statewide elected officials. Speaker mccall, president brooke cam scholz, members of the court, honorable senators and representatives, cabinet members , our tribal leaders and citizens of the state of oklahoma. It is my pleasure to be here with you today as we discussed the state of our state. Im joined today by my husband, Faye Christiansen and our wonderful children, christina and adam and our daughterinlaw elizabeth and other family members, welcome guys. [applause] i look forward to working with our new legislative leaders, panic scholz and speaker mccall and continue to work with our Senate Minority leader sparks and House Minority leader andy and i want to thank our legislators for all your dedication, your commitment to better government. I especially appreciate the second bond issue and acted last year to renovate this wonderful irreplaceable building in which we now gather. I you might have heard a little bit of construction noise, i have a mind to stop while i gave my speech today. We will celebrate its 100th birthday on june 30 and we have planned a great celebration for it. This is my second year, i had the pleasure of littering the state of the state message and we have accomplished a lot. I plan to be just as productive in my remaining two years. And both on leadership by dan toler, it is written, great leaders are never satisfied with the current levels of performance. They are relentlessly driven by possibility and potential achievement. Those who try to do something and failed our inherently better than those who do nothing. And succeed. Today i want to talk about what we can accomplish to give hope to our state and to start a course for a better future. There is no question that the dramatic downturn in our Energy Sector and an increase long in arc sales tax revenue from Online Shopping the last couple years as affected both our state , our private and total sectors. But we are a resilient state. Made of strong people with long histories of facing challenges head on and coming out in a better place. We love our families, and strive to improve our economy. We are patriotic and respect our Law Enforcement officers better. We value our freedoms and our liberties. And preparing this speech, its not about our stance which i just mentioned, along with our weaknesses, our opportunities and threats. Oklahoma will continue to struggle if we dont ask our structural deficit in our budget. [applause] a wellrespected ceo of american express, can chennault is fond of paraphrasing a quote attributed to napoleon. Leaders define reality and provide hope. So as ours states top leaders, lets focus on the reality. About state budget deficit. To start for decades, weve attempted to balance our budget with the use of onetime funding resources. We cannot afford to pass another budget using a large amount of nonrecurring revenue. It is important to provide sufficient revenue to meet the basic responsibilities our government owes its citizens. [applause] and here they are. Indicating our children. And ensuring health and Public Safety for our people. [applause] and preserving and improving our infrastructure. [applause] now, no one can argue that these are not fundamental state services and our ability to provide them to oklahomans reliably and efficiently is not cutting it. Government in and of itself does not create jobs, but it should provide the right environment to grow the economy through a free market system unfettered by burdensome regulations. It is our responsibility to prepare a plan and a workable longterm solution to the challenges that our state faces. We must deliver services that work for the people and put people over politics. Go right ahead. [applause] lets face it. The continued uncertainty of our budget affects only the services we provide to our citizens, but it also affects the effectiveness of our government. Lets Work Together to get the job done, to ensure the best outcomes for our people. Now, to do so, we need to invest in oklahomas future. So why dont we do that . Well, today im proposing a serious, bold reform to save the life of our state regarding those recurring revenues and repairing the structural deficit of our budget. We must put oklahoma on a Solid Foundation for its future. This proposal represents a modernization of oklahoma tax law that will assure new growth in years to come so that we will have the flexibility to prioritize our state on new emerging needs. This plan eliminates the most regressive tax on the books today, the state sales tax on groceries. [applause] this will benefit all oklahomans, eliminating the state sales tax on groceries is expected to result in an annual savings somewhere between 350 to 676 for a family of four. It also gets rid of one of the most volatile sources of revenue, the Corporate Income tax. [applause] it will work to reduce the paperwork and red tape burden of many Small Businesses in our state and boosts economic development. This tax provides more transparency and it also eliminates the need for this legislature to pick winners and losers space and specific tax credit. Third, sales tax modernization. From any decade, when the Legislature First publication, excuse me. Contemplated the sales tax laws to reduce revenues, we did complicated too, by the way. An outdated system that has not changed much since its inception. This allows us to eliminate the state sales tax on grocery and Corporate Income tax and it may be possible to future lower the sales tax rate. [applause] to improve the health of our state i am asking you to raise our cigarette tax. [applause] smoking remains the number one cause of preventable death in oklahoma. 1. 62 billion in healthcare costs. The revenue raised by this can be spent on other healthcare needs. Next, for decades we talked about diesel taxes go to roads and bridges. My tax reform plan does that is my plan will ensure taxes associated with roads and bridges are the Funding Source for the maintenance of roads and bridges period. [applause] what this does is return individual income taxes to the general revenue fund. This plan does not impact the department of transportations eight year plan. It will stay intact was oklahoma currently ranks 48 in diesel tax in the nation and 49 dubin gasoline tax so i propose a new revenue stream by sing our gas and diesel taxes to the Regional State average but below the national average. By trading out the use of individual income tax to a gas and visa tax dedicated to roads and bridges this budget change dramatically improves the percentage of revenue collections this legislature will be able to control. As we discussed for decades, less fuel taxes to roads and bridges. [applause] by working together and avoiding distractions we can make oklahoma grow and prosper. First to improve workforce and education, we talk about that, and in 2016 there were more than 71,000 open jobs in the state of oklahoma. Of these jobs almost 18,000 what we call critical occupations such as engineers, teachers, nurses, chemists, account and truck drivers. In my budget i am allocating funds for critical occupations. [applause] a thriving prosperous economy must have a skilled educated workforce and that starts with good teachers in the classroom providing children with a quality education five days a week. [applause] my budget provides for both. [applause] in a recent meeting i hope there are major location companies, how he could persuade businesses to come to oklahoma, some of our schools have four day education weeks. We must have five day weeks. [applause] lets act on a permanent pay raise for Public School teachers. [applause] it is what the public wants and what our families need. To pay raise may need to be phased in and it may be targeted but it must be done which however, we also know that a pay raise alone will not improve student outcomes. We have to ensure more existing dollars reach into classrooms by tackling administrative inefficiency head on. [applause] or smack the change we have a very topheavy system that needs to be reformed by teachers and students, the state already provides a number of services is voluntarily take advantage of to save money such as it services, purchasing and bonding assistance. In addition to that, i am creating a task force to review the state Education Funding formula, with Funding Sources to analyze k12 footprints, just as we must fix budget structural issues we must do the same for our k12 distribution system. [applause] our Education System must be focused on creating the best outcomes. To do so we must ensure more money goes to the classroom and teachers. We must empower students and parents by giving them more choices so they can best address their own needs. [applause] we must be accountable to taxpayers for how we spend education dollars. Second, Public Safety we need [applause] did i wake you up, commissioner . He liked that part. He was awake, i was just teasing him. He has been ringing off my phone so here we go, commissioner, this is your part. Second, Public Safety. We need to keep our families and communities safe. A dangerous man named michael bass junior traveled across oklahoma on a deadly crime spree for a week, Law Enforcement was desperate to find him and stop him. He was spotted in a rural area in western oklahoma. Tuber Brian Costanzo drove 230 miles all the way to eastern oklahoma to help. Driving at a high rate of speed, trooper costanza changed van down a dark rural road, blowing out his own windshield while exchanging gunshots to those with an ak47. I am sure you have seen the video. It is pretty incredible. Trooper costanza and other troopers who helped pursue and apprehend vans or troopers chris hanover, please stand have i call your names, trooper chris hanover, brandon stewart, michael whittington, along with helicopter pilots brian sergio and call patterson along with trooper brian costanza, please stand and let us thank you. [applause] [applause] thank you to our Law Enforcement officers and their families who make sacrifices to keep us all safe, we appreciate you. Approximately 26 of our current Highway Patrol troopers are eligible for retirement. We must prepare for the future and fund a trooper academy. [applause] while we are at it, no trooper should be furloughed or restricted to drive 100 miles a day because of lack of funding. [applause] my budget accommodates these issues. Best think about investing in Highway Patrol, Public Safety is also about investing a way to be smarter on crime and tough on through criminals. [applause] no secret our prison population, 61,000 people under the jurisdiction of corrections. Our prison are over capacity and our prison population is expected to grow by 25 over the next ten years. Oklahomas overall incarceration rate is the second highest in the country. Welead the nation in incarceration incarcerating women at two times the national average. Contrary to what some of you may think oklahoma women are not meaner. Without reform oklahoma must build or least three new prisons, and expensive proposition even at the best of times, we would need two new prisons immediately without any further reform this year so that is why i created the Oklahoma Justice Reform Task force to find datadriven smarter crime policy to focus on improving Public Safety. [applause] 75 of our new prisons are nonbinding offenders or statute. The number of drug possession offenders sentenced to prison with no prior convictions has more than we 5 years. My budget includes new money for corrections and treatment which includes a 50 million bond issue to build wings on a men and womens prison for Substance Abuse offenders and rehabilitation. [applause] there is an unprecedented conservative support on this issue from groups like the American Conservative Union and lawenforcement leaders to reduce crime and incarceration. Meanwhile smart on crime conservative states like texas, utah, georgia, kentucky and south dakota are headed in this direction and states have seen better Public Safety outcomes by pursuing these types of reforms. Has the president and ceo of the greater Oklahoma City which chamber of commerce recently said oklahoma spent too much money without positive outcomes, locking up lowlevel nonviolent people.
