Transition to president. [inaudible conversations] [applause] good morning and welcome to the National Press club. I am Jonathan Salant washington correspondent and a past president of mccloskey. Daniel Patrick Moynihan of new york wrote more books than most candidates had read. Todays guest former House Speaker Newt Gingrich has written even more books than senator moynihan but remember there are more house members then there are senators. Speaker gingrich is to talk about his latest book sublight. He will speak for 20 minutes and then take questions from the audience before he signs the book. Proceeds from todays event benefit the National Press Club Journalism institute the clubs nonprofit journalism training. Before we begin please turn off for silence your cell phones. [applause] i first met speaker gingrich 40 years ago at a town hall meeting he was holding outside atlanta. Cuomo never did run that speaker gingrich did in 2012 and for a while led opinion polls for president ial nominations. I spent a week with you in florida when you are running and a professor of history became a historical figure himself leading a successful effort to end 40 years of democratic control of the house and became the speaker in 1995. He resigned following the impeachment of president clinton while speaker gingrich never reach the white house the candidate he supported did despite polls up until election day showing clinton ahead and 538. Com giving her a 70 chance of becoming the first the mel president. From his top trump legend someone so close to the white House Speaker gingrich is a unique and a unique position to discuss what makes him a billionaire businessman with no previous political experience and that speaks in his book subfive. President trumps the first chief executive with no previous political experience and never ran for office before and right out of the business world. As the back cover reads this is quote the first book written about the world of President Trump by someone who was actually a partner. Speaker gingrich thank you for coming. [applause] to both been in washington usually its the establishment candidate who winds over the insurgent. George Herbert Walker bush and bob dull george w. Bush john mccain and in 2012. In 2016 donald trump emerged victorious. What changed between 2012 and 2016 when donald trump play that role and why . First of all and 64 goldwater won the nomination against the entire establishment and an 80 reagan won the nomination and those were in fact the precursors to trump as i think the contract of with america was in 94. A felt a little bit fortunate in that i worked with reagan as candidate while i was running for president. I think the three actually have a continuity despite the traditional establishment. A couple of things. First of all trump does a lot for the candidate and i think you have to start with that. Its a unique phenomenon. At one point he called and asked me for dies on debating and i laughed at him. I said im not going to give you any advice. You have a unique style. You are stunningly effective and if you try to learn what diet do you get totally screwed up. I said just be who you are and do what you do and i think hes a better debater than i am if you measure the audience rather than the princeton debate system i think second had an enormous advantage. They spent 15 million meeting in florida. They knew was lifeanddeath. Theres a New York Times story about one of advisers saying it you dont know gingrich is going to be the nominee. I didnt have the resources then trump had enough resources at any time you could knock them out but in addition to trump did something i couldnt done and i look back as it is one of the great acts of genius in american politics comparable to fdr in bending the firesides at. This is part of why i wrote understanding trump. Donald j. Trump has a Primetime Television show for 13 years. It was a top show in the country for four years. Because it wasnt on pbs and because it didnt follow Downton Abbey nobody in the city understood that so nobody in the city said the day he announced a guy who knows television that well is formidable. And he writes about this in the art of the deal decisively. What trump learned in new york in the 80s was that any publicity which printed your name correctly so he was happy and i think you should modify what hes doing in terms of the tweets in all of that. I told him i think that less trump would be 100 more effective but he figured out early on that if he could engage the media, the hunger of the 24hour a day cable news system and the power of facebook and twitter meant that he could just take all the air out of the room. All of these other guys are running around raising money in order to buy tv ads to be on television. Trump would get up in the morning and he would tweet and that would set up his argument with morning joe. He called morning joe who would always take his call and they would argue for 25 minutes and then he would call and fox and friends and have a lovefest lovefest lovefest for 25 minutes. All morning the media is covering the argument that trump is in the middle of an at 10 00 in the morning keeping doing a press event to keep the momentum up. In 10 in the evening he do an hour of hannity for free. Meanwhile all of his competitors are off the air running around the country trying to raise money to get him on the air and what was happening was the sheer name. Theres only one in the entire campaign word trump is not ahead of the nomination. He was the frontrunner the day he announced except for one poll for dr. Carson pulled ahead and yet nobody in the media could say to themselves, if hes the frontrunner in every single poll could it be hes the frontrunner . [laughter] everybody knew he couldnt be the frontrunner because then everything he believed would be crazy and since they couldnt be crazy yet to be crazy and if he was crazy you can be the frontrunner even though he was the frontrunner. So im in a situation where im watching the socalled experts who by the way have learned nothing. The stuff you get on tv today is as stupid and as wrong as the people who will laugh when they announce and laughed in the primaries the people who laughed at the convention and the people who laughed in the general election. Its a repudiation of their own life so their choice is i can believe in the fantasy which at least validates me right inside the world has changed dramatically and that in validates me. Thats literally where we are right now. Where seeing how the dance continues for the next three years because i think gradually what trump will figure out an angle to break out of all of this in a way that will be historic. He hasnt learn from the campaign. Look at the whole russian fantasy by what happened Election Night was the democrats said we can have lost. Certainly donald trump cant have one so somebody cheated. Putin cheated. Do you realize this is all clintons fault and that means there must have been collusion. So for the last six months everybody has been Walking Around town chanting watch for the russian collection connection. Even Dianne Feinstein the ranking democrat said theres zero evidence of collusion so now the newest one is out that there was obstruction of justice over the collusion. So the fantasy that didnt occur is now being replaced technically the president of the knights cant abstract justice. He wants to fire the f. The i director. Somebody said it was a very good test. John f. Kennedy fired jagger hoover over investigating a wiretapping Martin Luther king, jr. Would people have thought it was obstruction . So its not really collusion so whats the latest from the Washington Post whose record by the way of running an anonymous leaks has been a New York Times. It was an enormous achievement and i get the post credit that in their energy and enthusiasm theyve been more consistently wrong than the times which is an enormous challenge. The latest thing is Miller Mueller is now going to look at finances. What you are seeing of course, this is why when i was speaker i oppose renewing the end up in the count independent counsel but what happens is you bring in a bunch of highpriced lawyers they are going to look for a scow. They are going to look for somebody and the fitzgerald case where call me broaden the godfathers of his children fitzgerald in order to appoint a special counsel when they knew there was no crime because in fact Valerie Plame was no longer protected name at the cia and they knew who did it. Richard armitage had leaked it. They still appoint an independent counsel. He decided his mission was to get dick cheney and the most grotesque example of a mischaracterization and the danger the power of the government. Thats why im worried about mueller. That not that mueller is about person. He served with great distinction in vietnam and i have no doubt hes a person who is going to do his best but hes surrounding himself with a collective group of people who are going to engage in a witchhunt and i encourage everybody to look at at to read thats the mentality of a leftwing. We know somebody is evil and they know somebody is bad and i wonder we should burn at the stake. I had two young ladies when i gave a speech at cornell and two young lady said to me for an entire week after the election if he smiled people yelled at you because it was inappropriate to smile when donald trump was there. My son was a student at Walter Johnson high school and saw the whole thing. I really do think thats the mood of the leftwing. He talks about the investigation about President Trump. You also make an ethics investigation after he took office. The reason i bring this up is during all that time you never called those of us after the Committee Meetings and i was one of them enemies of the people supporting information that leaked out as fake news. Why this President Trump are actually does to the press which is certainly different than the way you and everybody else have . There are a couple of differences. First of all let me just say because this is ancient history when i got elected on the cover of time and newsweek of covers the week before the election was angry white man. For those of you who wonder they keep these things in a drawer. They pulled him back out and let us use that one again. A week after a selected i was on the cover of Time Magazine as scrooge holding tiny tims broken crutch. It wasnt enough that i stole the crutch, i broke the and the title of a Time Magazine cover was how maine was Gingrich America before . That was followed a week later by newsweek having me on the cover is a doctor seuss figure in the title was the grinch who stole christmas. This was my entry into press neutrality in the modern era. Most covers didnt hurt me at all because it sent a signal for welfare reform and the middle class said thats really cool. So now we get to one of the mistakes in my career. Democrats filed 83 charges against me. 82 of the charges were dismissed. The truth is by the third charge i should have filed a charge against the people who rent doing it because it was a delivered political abuse of the process and i should have moved frankly to expel it. That was a mistake on my part. They knew they were absurd but this is what trump faces. Its a constant repetition that something must be wrong if somebody filed charges against you. By the way we also won in federal court against the federal Election Commission we won against the irs so when i talk about it i have lived it. Now the one charge was a letter written by the law firm which had a mistake, a clear mistake where i said they had never done anything that was federal and clearly they had read that was the one thing that got me. I warned the white house be very careful. We turned over 1 million pages to an independent independent counsel. He later became the assistant attorney general for barack obama. A million pages and then we sat down to be interviewed and you could pick anything up 1 million pages. If i was wrong i could be guilty of perjury or obstruction of justice. You try sometime to remember four years ago at 3 00 in the afternoon when you are at a meeting with 22 people, did you say yes . Thats what they are up against and this is very dangerous and i keep telling everybody the white house this is not like new York Real Estate law. This is criminal law. These people are coming after you to put you in prison and you need to be very careful when you need to listen to your lawyers and i said it is much of the present as anybody. This is not a game. A group that the speaker set up to recruit republicans so they could build a farm team to a lot of those folks started off as people who were elected and turned out to be very successful. We are not a big enough party to compete nationally and after 1985 we decided we had to dramatically grow the system in order to be competitive. We were like a midsize college team in the super bowl. It took us 40 years of being in a minority and it took me 16 years to create the majority. I tried every two years and we lost in 80, 84, 86, 88, 90 and 92. 94 was a great year. You should have seen the earlier ones. We were trying every year. It wasnt likely in magically woke up on thursday. We tried every single year until he got elected. Bill clinton a democrat wound up working with you on welfare reform and tax cuts and he wound up balancing the budget. President trump had an opportunity to do that as well. Democrats offer to work with him on fixing that an appealing repealing the Affordable Care act. The president had not taken interest in math and Chuck Schumer ahead of the democrats were forced to sit down and negotiate. In terms of the Affordable Care act it would matter because its the single. Demint of vehicle bomb years of any democrat who voted to repeal it was bite definition hit by a primary and defeated in the primary. I dont think that was possible. I think that on infrastructure they have a real opportunity to work with democrats and i suspect they will get a substantial number of democratic votes. For example on Veterans Administration reform theyve been carrying large majorities of both parties of the house and senate. On medical research they have carried a large majority so its not inevitable but when you get to tax policy, when schumer and pelosi say we like to work with you what is the inference . We really dont want Corporate Tax rate to 20 . Well you are not going to cooperate. You dont want something that brings back to 2 trillion when money is tied up overseas. You go through a list of these things. I believe they can gradually pick off individual democrats and i think the infrastructure built is the best place to start that process. You talk in your book about how the left is john mccain whos nobodys idea of a liberal liberal and Lindsey Graham has criticized and the Washington Post. Its not just the left. I dont know where you fit mccain and graham into this. They are clearly among the literati have the right people who write precious columns and articles and think deep thoughts [laughter] and george will is one of my favorite examples. He likes inelegant world. He likes things to be done in an appropriate way. Trumps very existence offends him. Trump i will standard is a buffoon. He talks with a fourthgrade level. He cant be a serious man and as a historian i look at it as a totally different angle. The guy who winds a take over the Republican Party and thats what it was, was a takeover can be no the media and hillary. He may have a style thats different than george will style but he aint a buffoon. Hes a very serious man and i try in hue 1968 understanding trump its worth trying to understand the present on your own terms. I have the same feeling about obama or clinton or jimmy carter what did they do right in what is it that they understand that we didnt. The people who write National Review and stuff like that their noses out of joint. They are offended. There are so many ways in which trump is just so wrong. When do you think hes going to start becoming president ial and i said actually he did on january 20. By definition what the president does his president ial and that is such a shocking idea to this person because they had a model of residential the didnt reflect how do donald trump acts. Let me ask one more question before we go to the audience. Opinion polls, he is a record lows. Since you do advise him what would you suggest . What should he do with anything to bring up those numbers . Communicate directly with the american people. Not waste his time and energy fighting over the russian stuff focus on communicating about jobs where hes done a good job already focus on communicating about the structure focus on communicating about a Better Health communicating on tax cuts to create more jobs. There are positive things that they are doing. They have got to spend a full week on the Veterans Administration. They have already this year done so many things both with the congress in all fairness Republican House and senate have passed more reform legislation for veterans this year than ever in history. But none of that is going to be covered by the elite media so they need to figure out a strategy is reagan would have to maniacally focused on the veterans rally everyday for five days in different parts of the country talking about achievements in reform. By the end of the week people would be going zero company they must be doing something right. What we are learning is what is space is. His base is 39 to 41 and the question is can he add 10 points mayor bloomberg said he expects them to be reelected. I love saying that in front of liberal offices audiences in trumps second term. Is identify yourself. I think we have a microphone thats going to come over. Its right there. Mr. Speaker im a retired navy captain. My question is about the paris climate agreement and could you comment on that . Mayor bloomberg and a lot of mayors are saying we are going to regardless of what the white house does. How do you think thats going to play out . I think being mayor now this is the symbolic nature of the left so you have to be for sanctuary city. This is a side note, how can rahm emanuel the mayor of chicago with 4000 people shot last year want to be a sanctuary city so they dont turn criminal aliens over to the federal government to report . Have any believe putting a criminal alien back on the street is a good idea when they city has had 4000 people shot. It makes good posture. We are going to enforce the paris accords. What is the main . They are only buying electric cars but the electricity comes from coal and it doesnt do a lot to help with carbon. Its all just Public Relations nonsense. I urge everyone who is concerned about this to actually read trumps speech. Its a brilliant economic speech i was thinking about yesterday. There was with a liberal democrat and he said what trump is done is created a zone where china can now take the lead on the environment. I said to him thats great. China policies are doing something in 2031. I think thats fabulous. I want to see the chinese take the lead and the truth is the country and the planet which has seen the largest reduction of carbon as a percentage as United States. I would love for the chinese to try to do that. The 1970s there was no chinese industry. They can possibly get to that. But if you read and this is the modern left which is essentially an emotional symbolic system that uses a substitute for thought. If you look at the speech its a very detailed specific speech about economics that says basically for example the indians have said give us a couple trillion dollars. We will be glad to do something. Why would we give you money . Explained to me the theoretical model by which im going to tax somebody in Atlanta Georgia to ship it to new delhi. Not that im antiimmigrant, im just pro american. [applause] over there, you. You mentioned health care of three chilean dollar industry. The Affordable Care act is costing people 10, 15, 20,000 per person per year which i suggest is highly unaffordable. What is the path to Better Health care and more moderate costs and what we are paying now . Im going to say two things that are probably political and this comes from a lot of experience in dealing with Health Issues including reforming health care 1996. Doing that a president ial year was probably the most elegant thing we did why was speaker. Think health is the most complex thing in american society. Im fairly knowledgeable about health and fairly knowledgeable about national security. Its 10 times harder than national security. We dont know enough to write big bills and any big bill has unintended consequences and its always a mistake to write it in secret. The fact is sooner or later you have to publish the villain when he published the bill people are going to study it. The only way they will tell you its not going to work or they also think we are trapped in a model and this is a good example work trumps them has not penetrated. They are trying to write a bill which means Senate Reconciliation rules. The reconciliation rules are an artifact of an earlier era that make no sense as a practical matter the idea that you would redesign so that the senate proletarian or proves it is utterly irrational. The is a disaster. Look how often its wrong and yet they pretend that its right. The news york times and 90 through the great editorial. The cbo would come in with the bats were on hillarycare. The 20 or 30year pattern for that large of a section of society is absurd. In a truly trump in world you would abolish the cbo. You would change the Senate Reconciliation rules and you would say as a practical commonsense matter where do we want to get . Do we want to get the maximum personal choice, do it want to get everybody having access to care and most people having access to insurance. The two are different. You have 8000 federal health centers. They are never figured into health bill that if we are paying for 8000 Community Health centers why arent they in integral component of what we are doing . Instead we allow that the left to define insurance as 100 insurance. We contort herself to try to get to it. Look at what maine is done for example. Created a highrisk pool and guarantee everybody coverage no matter what the precondition and there are ways to do that without complicating. It costs some money but given the total waste of obamacare thats not hard to do. The second thing is what i would do to reform medicaid is really simple and this is what maine did recently. The commissioner did it and now is running for governor and shes really a great reformer. Maine customer rule that if you are an ablebodied person with no children you have to work in order to get medicaid. Of the 12,000 mails males aurora and medicaid in who fit that category 11000 when he got jobs and are no longer in medicaid so this is a radical idea for liberals. Yes you reduce the number of people on medicaid by reducing the number of people who need to be a medicaid and the average person had a 116 to christen her income. They earn more money had a Better Future and had a real job and save the taxpayers a substantial amount of money. If you apply that jr. Can california need a startled how much money you would save and how many people you would move back to pursuing happiness and working rather than becoming dependent on the government. They can write a brilliant essay on how to change a tire but if you have a flat tire they have to call aaa because they know have no idea how to change a real tire. You actually keep their word and thats why we became we were the first reelected House Republican majority since 1928 and was in part because we kept our word. We were also the only group who balanced the federal budget. Actually johnson did it once by 100 million. But i was very happy this morning that the department of Homeland Security said they are not going to deport any of the dreamers and people who were under daca are in fact going to stay in the u. S. On the other hand the courts had ruled that obamas efforts to extend that to families was illegal and so i think secretary kelly said look im going to enforce the courtordered and if Congress Wants a change of the camp of the court court has ruled the president did not have the authority to extended from 600,000 dreamers to 6 million people. I thought that was an almost solomon like decision and i happen to think the dreamer should not be deported. If your identity is american its kind of goofy to say good luck in guatemala. The same time it doesnt mean you are breaking up families. Thats when the sad part of all campaigns communicate symbolically. I am reaganite in ui to communicate what you intend to do and you should intend to do it. Thats out of norm and a american politics. Obama promised us he could we keep our insurance policy and he knew was a lie. Trump says you ought to come to my golf course. Its the greatest, its unbelievable. He became a billionaire by selling. You dont sell your hotel by going its mediocre and the staff isnt very good. Personally if you can avoid it i go somewhere else but that brings with us the baggage that the news york times exaggerates. Trump always wants to negotiate down, not negotiate up so he will always set the initial term. We are going to build a wall mexico is going to pay for it. Okay. And then the congress, they cut this deal with the democrats in a continuing resolution and they can build a concrete wall. The democrats thought they were being very clever in the following days after the democrats revealed how clever they were they released a picture of a steel wall. When you negotiate with trump you have to read this small print. He knows how to negotiate. In the front, over there. Good morning mr. Speaker. Im a Software Engineer for a federal agency. My question is more along the lines of whistleblowers could sometimes when you work in an agency you are light years away from the white house. Tell me help me understand from your perspective a framework upon which software and joint heirs like yourself would work with this Administration Given the animosity towards leakers the cybersecurity issues floating around publicly. I represent an Organization Called federal Software Engineers and data sciences. We are about 350 so im really curious and i wasnt going to ask a question but i just cannot help it. First of all i would hope your organization might come forward and offer specific advice on how we should deal with cybersecurity issues. You actually know something about the and that is better than most of the think tanks that dont know the topic. You actually know the topics of your group said here are six things are eight things you ought to do that would be very helpful. I think itd be a step in the right direction. Second i would hope that you would try to implement the laws in the United States as they relate to your job and would focus on that and not worry about most of the noise. First of all as a private citizen and individual keeping up with your friends calling into trump radio writing letters to the editor. People read the letters to the editor more than the editorials.
