Moderator tonight we have democratic Maggie Hassan running for a second term and then we have the republican challenger Walt Havenstein. He challenges her reckless spending and he says shes nothing but a failed ceo. The New Hampshire debate starts right now single micro moderator thank you for joining us for the third night of crude crucial debate for the New Hampshire or benadryl debate. Tonight, the race for governor and your new candidate, democratic Maggie Hassan was a lower in private practice practice. She follows jeanne shaheen. Republican nominee Walt Havenstein is a graduate of the u. S. Naval academy and he served as ceo and Applications International of technology and engineering. Each candidate will get one minute to respond to the questions asked and there, will be allowed 30 seconds of rebuttal time. Joining me tonight are the chief Political CorrespondentKevin Hannigan and host of the exchange on New Hampshire public radio. I would like to introduce a our other Media Partners as well. Dozens turned out to the pumpkin festival. Governor, this question is for you. Authorities say they were prepared for such an event, even trying to control the right situation, yet it happened. Should the trustees hold an investigation into what it happened . Will someone other than the protesters be held accountable . And what we doing to make sure that Something Like this doesnt happen again . Enqueue for the question and thank you for hosting. Certainly what happened was horrific and unacceptable and we need to make sure that the people held responsible are held accountable. Families and children were enjoying things downtown. And police were trying to contain a very precarious situation. They were throwing bottles and even pool balls. We were fortunate that there were not more entries and that includes not only students but citizens from the area and also people who have come from other College Campuses were from around the region. The investigation is ongoing. I think that its going to be important to gather if the videos being shared so we can hold more people accountable. And it seems to have invited a lot of people that they didnt have permission to invite them. In one of the things that we need to do is understand the roles that that company played and see if there is a will wait to hold him accountable. Moderator what do you have to say about holding him accountable and for their preparedness two. Hassan there will be preparations in place and certainly as we go through the investigation we will be asking those questions and that includes how we take responsibility. I know its important that Law Enforcement continues to contain this. Moderator what you say, Walt Havenstein . Havenstein i think it is a sad example when people get out of control. And i was at the pumpkin festival when the events occurred. I would echo the fact that local Law Enforcement did a great job in keeping the disturbance of essentially what was a riot away from us who are enjoying the scene. Its a very sad situation because it puts in jeopardy that magnificent festival. And also in authority at the University Needs to make sure that they do a lot of soulsearching in terms of their responsibility and that includes we will have to reset the standards and expectation in this includes the incoming freshmen, they have a chance to reset things in a positive way. Moderator what does that mean to the people who will get it this new benefit . Havenstein my position is that i never would have tried this Medicaid Expansion bill primarily because the setting of it puts in jeopardy and creates uncertainty who are going onto the program right now. And we have about 20,000 citizens who signed up. And we need a fix. Its not a question of Going Forward as it is and we are supporting making sure that those who are in need have access to Affordable Health care. But if you have a program that is not funded, it creates a great deal of uncertainty to the strokes, kind of like lucy and the football with charlie brown. His 2017 going to roll around . Or are we going to fix it now so their certainty in the future and that the taxpayers know exactly what they are paying for providing a benefit to other services of our state. Governor . Hassan im very proud of the fact that democrats and republicans came together to pass a Bipartisan HealthProtection Plan that already is bringing the health and Economic Security to 20,000 people and we will cover as many as 50,000. People should make no mistake that mr. Walt havenstein has signed with the koh brothers, which are state, he said that he will do everything that he can to block all elements of obamacare including Medicaid Expansion. And so meanwhile we have been working together to make this specific plan that works for our citizens to make sure that our citizens are not only having financial and Health Security but also that we have a productive situation for our economy. Havenstein its simply not true. I have said since the bill was passed and that includes 50,000 people at the government program. We need to make sure that people can rise above that. That is what the economic velvet plan is all about. Creating opportunities for people so they dont have to depend upon the government. We should be focusing more on making sure that people have opportunities not to depend upon the government by bringing people onto the government programs. Moderator thank you both for your conversation on that. Lets go to laura for the question. Do you plan to make government more efficient, you said 90 million in revenue over the twoyear budget cycle. The question is what program or positions or services might be affected in order to achieve this savings. Havenstein as you know, running a big company like this, efficient efficiency and effectiveness targets this year after year and we were able to meet those objectives and at the same time grow our business. To think that the state doesnt have 2. 5 of efficiencies to be gained in the State Government, i think most people would say is very little. So what im looking for is the leadership within the State Government to identify their areas that they think are most susceptible to effective efficiency gains and frankly because i have been able to do this year after year in the private sector, i could help them and teach them how to do that if they frankly dont know how. Because i believe that most of our leaders in State Government have ways of creating efficiency when it comes to their departments. Lets be clear that my opponents are blowing a hole before he even meets these targets. And we have been carefully managing that budget and my agency carefully and responsibly managed this during the fiscal year 14 budget to be their efficiency targets. And we are to be that expectation over the last year. So what is really important for people to understand is that in addition to these efficiency targets, my opponent would have a 90 milliondollar hole in the budget in addition to that. Havenstein that is not true, the 2. 5 efficiency goals are in order to accommodate the tax reductions on businesses that are so essential to the structure. I would also address of the governor is an accurate when she said she has met her 2014 budget because she did not. She killed by weise 7. 5 million in terms of the surplus that was expected. And she has identified already for 5 million in health and Human Services for 2015. So frankly my view of fiscal responsibility, she has not earned a second term. Moderator governor . Hassan we manage the budget to surplus all of the spending that we do and its been approved by legislators and senators and house members and we agree on those. We have managed the surplus and bt efficiency expectations to an extra 8 million great at moving forward we are managing this budget carefully as we see this from the legislature, those on our revenue line have seen a trend downward and carefully we have frozen purchasing and we are going to carefully manage this during fiscal year 15 with a balanced budget. Havenstein again, this is not about revenue. The revenue numbers for 2014 were right on target in our revenue numbers for the First Quarter are right on target. And the issue is spending. We are spending more than we are budgeting. Frankly we dont have the transparency that you expect to see monthtomonth from the department and the legislator has complained about it, they have been complaining about it since the spring. Frankly they suggest that this is a bipartisan budget and frankly, it is not true. Senate republicans created and passed this budget. Moderator a short answer to the governor. Hassan they voted 24 to nothing for this budget and that is a bipartisan budget and i will add to the extent that the republicans in the senate are complaining about the budget, they are the ones who didnt use their last target by a margin. Moderator lets switch gears in less than two weeks, massachusetts voters will be asked about Online Gambling to be licensed and next year. If they agree to support them, how are they going to be able to make the case . The one high and facility here in New Hampshire being a reliable source of revenue. Hassan thank you for the question. Since working with members of both parties since i entered the office, we have set forth the motivation plan. That has included a bipartisan budget at our University System and double the tax credit. Coming together to pass a bipartisan plan to fix roads and bridges in the Medicaid Expansion plan, all important for the foundation for the 21st century economy. We know that there will continue to be needed investments especially lindau college education. So i think it makes sense to capture the revenue that New Hampshire folks who go to casinos are spending and to make sure that we are funding our priorities here in New Hampshire with one destination. The Analysis Shows that there is a market for that casino even as massachusetts goes forward with its casino. Most people in New Hampshire know that there are lots of those fellow citizens going to casinos and their revenues will be found in roads and bridges and schools. I oppose the casino gambling in our state. The reason i oppose it is that we are on the backside of that market. We look up and down the east coast, we see new jersey and pennsylvania and delaware. In what was now cash cows casinos are now burdening the state. It does seem that we need to be making those kinds of investments on a market that is dying. Having said that, the real reason we are looking at a casino in the governor is in support of this issue once the revenue and she wants to increase spending. Frankly doesnt make any sense to be betting on a casino. Because you are gambling with the taxpayers money. Frankly when the economy is at 0. 9 growth, that is the reason that they are having issues with revenue. Frankly the governor does not understand how to do that. Hassan the Casino Industry is strengthening. We are seeing some that havent done well with competition and you are seeing strengthening in other casinos. What is important is that we do this to make critical investments in holding the cost of Higher Education down as we did with freezing tuition and a Community College as it is 5 last. My opponent has said that he would not give any more money ever to the universities and Higher Education systems. That is a real issue for our middleclass. Havenstein i never said that i wouldnt give money to our Higher Education system. That is simply not true. Moderator lets go on. Today we had a horrible tragedy in canada and our thoughts and prayers are with people there today. This got us thinking about security, in particular school security. Last month we had a lockdown and manchester, a man walked into the school and he had a pellet gun and a knife. Fortunately it ended peacefully. No one was hurt. In your opinion, what is our state doing to make sure that students are safe in the classrooms and is it enough . Havenstein well, i think that it is unfortunate that we saw in manchester. The response by Law Enforcement and other officials was very good from my perspective. I do think that we need to keep thinking about making sure that if we are going to have security in every dimension, that one of the things that concerns me is the fact that governor Maggie Hassan passed and sponsored this bill that let violent criminals loose several years ago and those criminals created a 12. 5 spike in crime in our state. You cannot be soft on criminals and then expect to create this environment in other parts of our
