If you have the ability dont find it within 10 days it will veto. While the bill for a month and mccormick said why . And johnson said because i want to sign it on hugh careys birthday. We wouldnt have this bill without him and he did cited on hugh careys birthday. How did he know so much about so many people . I until they had the phone number and the name of every member of congress on his desk in the oval office little notes about what they might need and might want. How did he assemble all back . Where did he get all this information . He accumulated it. He was absolutely stunning and it was invaluable to him. He loved politicians. He spends time with them. He knew when they were sick and he knew when the kids were sick or when they had a problem and he knew what would move them. It wasnt always hugs and kisses incidentally. We lost we needed to raise the debt limit once and in the course of the hearing we lost the vote. We lost six liberal democrats voted against raising the debt limit and we have this meeting and johnson used to have these long sheet a lot of you probably remember of everybodys name on votes for against undecided. We have the six congressmen and we are going through them and one of them from westchester county, a very lovely county in new york said the war was taking money away from people that needed it. People needed housing poor housing and johnson says joe call him and tell him we are going to put the biggest day on Public Housing project in the history of this country in the middle of this fancy westchester district. [laughter] theres plenty of money for housing. I did and we did get his vote. [laughter] booktv recently visited capitol hill to ask members of congress what they are reading this summer. This summer i am reading a black look this deck that i was given when i came to congress. All congressmen are given this book. Virtually none of us had read it. It was jefferson manual. The rules of the house were written by thomas jefferson. Now when he was Vice President he was over the senate and he said whats my job . We need something to go by so what does he do . He did a lot of r d. Not r d in the technical sense. He did rip off and duplicate. He went to parliament and he took all of their rules and you broke them down, even the ones that they thought were so normal they had never written them down so pico back even the british go back to jeffersons manual to see how parliament was run in 1801 when he duplicated all of that impressed to congress press. Obviously those rules have been updated and annotated by precedent and im fascinated by rules. As an engineer in congress is like reading a programming manual. Most people would fall asleep after half a page. I can get through about 10 pages, 20 pages a day because i find it as mating and i think there is a secret sauce there in the rules. If you can understand the rules and then i think you can get more done in congress. A lot of times you see people in the speakers chair. They are being handed written notes and thats the parliamentarian telling them whats in order to say. When youre working from the floor you are working sometimes against the parliamentarian. You might be working with him and if you can compose music instead of just reading music in other words if you understand the rules and you can formulate motion in the proper order than then i think that gives you some influence that you otherwise wouldnt have.
