[inaudible conversations] so good morning, everyone and thank you for being here. Today where introducing the house fiscal you 2018 budget building a better america, a plan for fiscal responsibility. In pastor the budget has only been a vision, but now with Republican Congress and a Republican White House this budget is a plan for action. And now is our moment to achieve real results for the people that we serve in building a better america. Thithis is a plan to balance the budget. Its for Economic Growth. It secures our national defense. Returns power to the states, and it holds washington accountable. Budget is also a vital step to trigger reconciliation. In this plan lays out reconciliation instruction to achieve two goals. One is progrowth tax reform to build the tax code that is simple, fair and competitive. And to come is to achieve 200 billion of mandatory savings and reforms to cut the deficit. This budget and his is reconciliation instructions lay out a path to make real and lasting changes that will power our country forward. With the deficit starting to rise again and our National Debt becoming unsustainable, the status quo is no longer acceptable. And we must be bold, and we must act. This budget lays out the steps and i look forward to a successful market tomorrow. Passage of the house for an final agreement with the senate. Toggle key to come indiana fourr but im committee for seven years now vice chairman for three. I want to say how very proud i am of all the lawmakers behind me. We had some very articulate new members and some excellent better members who have come together if we been debating this budget internally for weeks now. I think with a very good results. Results. Some hard decisions were made, decisions that at every turn were made in the interest of this country and the betterment for, betterment of it for future generations. I want to talk a little bit about what this budget does for growing the economy. Right now the American Dream is frankly slipping away for many americans. The last eight years have seen slower than expected Economic Growth, stagnant wages and millions choosing not even to look for a job. Let me repeat that. Millions choosing to not even look for a job. White has become of the situation of the surviving of this country. And for me the sense of opportunity seems to be going. There are a lot of people say we should just accept this as the new normal, but this group refuses to do so. Because those people are wrong. This is an historic budget that rejects the losing attitude and promotes progrowth policies like fixing our broken tax code, reforming regulations, dating and reform our health care system, and returning trust to the entrepreneurs and innovators who, in fact, make the country great. Not government bureaucrats or programs. Now come with these policies are budget will increase Economic Growth, we estimate by 2. 6 . That will provide more revenues to help balance the budget but more important to provide hope and opportunity for all americans. And thats what we all should be about, democrat and republican alike. Thank you. Thank you, todd. I know next im proud to have with us today one of our freshmen members from minnesota, jason lewis. Thank you, chairman black. I would like to say how happy i am to work with all of these people and what a great job they have done. I came here to balance the budget. Eichinger to get us on a glide path to balance the budget and this budget does death of mandatory reductions, first time in decades we done that. If we dont do it we will have 758 billion in Interest Payments in ten years. Weve got a existential debt crisis that weve got to handle. We can do nothing so we took a bold action and combining these very, very bold reductions with Economic Growth. And by the way t to. 6 Economic Growth is below the post world war ii norms. Doing that will get us to this balanced budget, but most important and this is behind everything would of this committee, with a growing economy getting more private Sector Investment and growing median family incomes. Thats our goal in the budget committee. Get more growth. So that everybody has a rising tide of Economic Growth. That benefits everybody in minnesota and across this country. So thats what eichinger to do, thats what these folks he knew to do. Ive had to work with them. Im proud to present this budget that builds for a better america. Thank you. Another one of our freshmen who have been very involved in the committee and also have served our country number of years, one of our freshmen congressmen jack bergman. Good morning, everyone, and thank you, chairman, black for your leadership. And truly over the last month chairman black slater ship going back and forth between the committee leadership, other groups has been exemplary and innovative. The first and foremost responsibility of the federal government is to ensure the security of our country and our people. The last few years has seen our military underfunded and readiness and training suffer because of it. We need to ensure that our military is capable, trained, and resourced to keep our country safe worldwide. This budget changes those shortfalls. We increased defense spending by 70 plus billion dollars compared to last years level to give our troops the support and the training they need to defend our country worldwide and to strengthen americas leadership role around the world. We also called for increased accountability in the pentagon and in the Veterans Administration to better serve those who have given so much for our nation. We had the finest fighting force in the world. It is our responsibility to keep it that way. And this budget does that. Thank you very much. One of my colleagues from 2010, someone who are served on the rules committee for a number of years, congressman rob woodall. Thank you, madam chair mr. Kirk im rob woodall from georgia seven and acumen secures go with the chairwoman and that the class of 2010 and i was assigned t the budget committeen the very first cycle, the designee of the rules committee to the budget committee. We all set at around the room and we grappled with kevin paul ryan to try to turn the tide on the Economic Outlook of the country to try to rein in spending come to try to spur Economic Growth and we produced an amazing document. And theres not as much greater in the ship as it is on the stage but if remember that press conference our spirits were high but were not able to get across the finish line. What the chairwoman has done in this budget is the beginning of a culture change in this town. It happens to be the first budget press coverage of ever covered you would not know the difference but if you been coming down for years come if you been coming in from decades, you had to be in this room, within this room come an entirely different building when president clinton in his first half of his first term came together to try to move the needle on spending. Get the past beard no district gets a pass. Weve come together and make the tough decisions. So often, madam chair, we have put together great lessons. But this year we put together a great budget with the tools the committee need to actually turn the budget into action. Mark this day down as the day the culture begins to change on the budget. I think youll see this for years and years to come and will make a difference to those families. Thank you. I do want to thank all the members handing behind me and other members that are not present with us here today for all their hard work. We have been working on this now for over four months, maybe closer to five months. This has truly been a team effort and i want to stay thank you for other members of the committee. They also want to think our leadership team, the House Appropriations committee on the House Armed Services committee for bringing our conference together around the topline discretionary number and all the authorizing committees as congressman woodall said who are prepared to tackle these big challenges in spending. As he said, this is a change in culture. We came here in 2010. We all wanted to and desire to change the culture here in washington and to go after the mandatory spending, which is about two thirds of our spending. We have been able to do that. This is an opportunity to change the call to washington. This is the budget to the entire conference and now its time to put this plan into action. Thank you again for being here. With that, i am happy to take some questions. We get the budgets out of committee on the house floor and tax reform this year. Well come i can say this budget will come out of our committee tomorrow. It will be a budget that will then go to the house floor. We have been working with our members that are not part of our committee to help them understand the vision that we have in building a better america. I love the work that has been done by innercity on ms. And we will be working all of the members and making sure they understand the significance about what we have put in, which is the vision for the future of this country. I do not i met with senator enzi on a weekly basis and we talk about a lot of things. This is one of the things weve talked about as he is the budget chairmen in the senate. Of course right now the senate is working on a lot of different issues. He certainly understands where we are going and well carry that message back to the senate. Mrs. Black, did you ask cbo to do an Economic Analysis of the budget and did they tell you they were unable to do it . This cbo as you know uses a static and that is something the cbo has done for years. We also recognize the cbo scores on the wall. So there will be a difference in what we assume in our budget because we assume Economic Growth for things like regulatory of farm and tax reform in getting power back to the states. So it is not that we are in conflict with one another. We have different assumptions and as the chairman, vice chairman said, the Economic Growth, the 2. 6 or maybe it was jason lewis who said it was under the historical average over the last 50 years. Our assumption of the 2. 6 are really not out of line with historical averages. Given the difficulties of health care reform, we had reconciliation in the committee. How optimistic given what has happened between health care comment at october 6th deadline. We are going to be internally optimistic that the senate is going to get their work done. I know they are taking action today in the health care bill. We can do our work and our conference, in our body in the house and we will anticipate the senate will also do their work so we will be able to Work Together for a conclusion, a good conclusion for getting this budget done. [inaudible] looking not for the first time now. Including the assumptions made under the apa under the Health Care Act and it doesnt seem heidi was all about . Is your budget a little bit out of whack because the impact of the senate . And can you talk about the tax cuts and whether we need fewer people to get those done. First of all, i want to say that when we do our budget, we have to do our budget with the assumptions we know and we have what we have done here in her body. If the senate is successful and they are able to give us a number, we will readjust our numbers accordingly. As far as the stat program, we are going to be that as a side by congressman woodall. Each of the authorizers have worked with our committee coming up with projections on what they believe they will do in their committee. Those are numbers we said in coordination within, but that will be up to them to make those decisions about where they will meet those targets. And so obviously, that is one of the most programs because they want to be sure every dollar that is used is being used for those that are the most meaning and that we look at every program to make sure we are reforming them because we certainly want to take care of them. Given that the senate has abandoned the partisan approach to health care, is it wise for mandatory savings and maybe thats not viable in the senate and not reliable here. Does not support the path for tax reform . We do. We here in the house will do our work and i think its very important that we do our work and show that we can do our work and that we will work with the senate because obviously that is the process and that is what we will do. We cannot not do our work dependent upon what the other body is doing. And so, the American People want tax reform. Weve talked about tax reform is part of our better way and well continue to work for tax reform here in our house of representatives. One more question. You just talked about being part of the class of 2010, which came in on the repeal and replace obamacare. Now that the effort has lapsed, it seems very likely that it would be revised. Are you concerned about what that means the republicans in 2018 . Im not going to give up. I never give up. We dont know what is going to happen in the senate. We see things turn around very quickly. We have done our work in the house. We have given them our product and will expect to get Something Back from them and well continue to anticipate that they will have success.
