To be back and test out the developments of the industry did a bunch of things that have changed. We will have a fun discussion. Cti is the wireless network. We represent everything wireless. Of course we represent nationwide carriers who you see on television competing like crazy with their ads on the coverage of their network. Their speed on the cost. Consumers are winning. It has been great we have 700 plans for consumers to choose from. That is pretty terrific. But we also represent is the regional carriers, they are taking broadband to rural america. They are doing us a fantastic way. We are also working with those who make the phones like apple and samsung. Those who make the chips who go into the phones like intel. Then these fantastic companies that are building up the networks that are going to bring us smart cities. So all of that means that we are the platform for the future we are now representing ad companies and drones. Even other companies, what we do is we advocate for policies that will continue amazing innovation in the Wireless Industry. The investment that is going into this, we want to continue this, it has been a wonderful run and wireless is just the beginning. One of my favorite things that i do is i travel around the country and i visit our members. What they are doing is so exciting now, what they are going to do is also pretty amazing. I get that back from the west coast. I visited a spectrum, they already have the equipment and they are ready to roll out as soon as they can. They are very excited, it is going to a level consumers to have better coverage and Faster Networks did especially in a lot of rural areas. They are excited, i am excited, it is or the tip of the iceberg read after that i went to texas. It was very hot there. What they are doing there is a 5g trial. That is something i never thought i would see in my career in my lifetime. That is fiber to your house fast. It is very exciting. It is coming faster than we can even think about. This beat is interesting, the company was doing educational virtual reality. They are going to take that mobile broadband and they are going to put it into virtual reality. they are going to take things like a encyclopedia and they are going to put that in virtual reality. In just a few years our kids arent going to be reading about history but they will be living at and it will be a immersive educational experience. I know you covered a couple of the issues, our guest reporter would like to talk about some things. I want to followup with you on a discussion about the fcc airwaves. You talked a lot about spectrum, Wireless Companies are going to bring their checkbook, there was only one of the four carriers that would do this. Why is that . that is a great question. The 600 megahertz option that you talked about, that is mobile broadband. It costs 19 billion. That is a lot of money. Twitter is 13 million billion dollars. Our companies are going to need on the different spectrum spirit they are all going about it in different ways. At t is going out it with first, and public safety. Verizon is making acquisitions that will help them. They are all going to go about it in every way possible. That option was a success. It was the first time they tried a twosided option. It works and it are going to want to do that again. It is the second highest grossing acquisition. I think that is a lot of money and we would be really grateful for the fcc to pull that off and we look forward to the next one, as you may know there is no price line of spectrum options right now. Data is really going at five times in 2021 commodity that is a underestimate. There is nothing in the pipeline right now. We are going to continue to work with the fcc and see what we can do to look at our options. In the last auction there is about 40 billion are people going into this thinking this is going to be a huge auction . Even some of the other estimates for around 30 billion, people are just looking at the money raised, do you think that maybe undermines the demands of the Wireless Industry . When this is the only one of the carriers was bought. i think people are absolutely going to need more of spectrums. There are going to be more options planned. If you run a city and you are doubling your growth every year greeted you are going to erode. How quickly before that 84 megahertz is on the ground and available . Is it online right now . i think that is important, the division we are working with the broadcasters. Three years is a long time. If you bought a house and you cannot move in for three years, we are hoping to accelerate that. We are hoping to bring mobile broadband faster to the customers. If you think about it they do not see incremental. Our carriers are making the Network Better every day. As i just mention i travel, i was on the road, every time i would check into a hotel. I would turn off my wifi because the lte networks are faster than wifi. I got tired of that and would turn it on. The improvement of the carriers are making every day to the networks is really going to help out with that. Talking about the pipeline, what do you want from the fcc . Or is there anything of legislation you would like to see an congress . we are really anxious to be working with the Trump Administration, they are already talking about spectrum. That is not something you see administrations talking about until later. We are glad to see the critical input for the economy. When we look at 5g, that is going to at 500 billion to the economy. It will add 3 million jobs. That is a big impact. What kind of auctions do you see that are necessary for increasing coverage . i was at nti a win this was the first time we use the spectrum relocation on the. When they learned these lessons they were in fact learned. We think we can improve the radar and you can have a situation where you can keep the equipment and you will have mobile broadband bring in faster speeds to consumers which our carriers are ready to invest. 275 billion in investment for 5g, we have to get the policy right it is very important for us. South korea is looking at rolling out 5g and 2018, japan is looking at it for 2020. We know china and europe are looking at it. We won the race in 4g, that was important for us. It is like 98 of the world uses operating systems from the United States. Everybody looks at us and they said they are jealous of the United States. We want to win the 5g race, it is important for us to get the policies right so our money can be invested in the United States first. Describe what 5g is and then describing to what we currently have. Eredith Attwell Bakerhave on th . im glad you asked. 5g is going to be very transformative. If you look at i do not know if you knew this, i worked 20 years ago at a two g network. That means you can talk and text. 3g networks brought us data, in 2010 when our carrier started rolling out the fourth generation of wireless and meant that we could have video and mobile internet wherever we wanted to. In the last seven years we rolled out 4g networks to 99. 8 of americans. We want to do more. Because the carriers are so competitive, what 5g is is a network that is going to be about 100 times faster than the current network. Just to give you a example of what that means, if you have a car in 4g and you are going 60 Miles Per Hour down the highway and you tell it to stop the car is going to stop and 4. 6 feet. If its encarta struggling on the highway at 60 Miles Per Hour on a 5g network it is going to stop in eight inch. It is fast. The thing that is more interesting probably is that it is going to launch us into the internet of things. With the car analogy, now you are in a connected carpet i have seen some of the prototypes. They have hundreds of sensors on them, they have 50 cameras on them, that is a lot of data. It is not just data around it, it is talking to the neighborhood. It is talking to the stop light, it is talking to the stuff that it is passing on the street or did you are talking 200 feet out. That is so much data. Our Current Networks cannot handle that with the network. One more interesting thing that i think is the most transformative, it is realtime. It has no lag time. It is instantaneous, that is what really is going to make a difference for remote surgery or autonomous cars. It is going to make a difference and it is going to be transformative. I actually think we are only inhibited by our imagination. You bring up the issue of privacy and security on the internet of things. privacy is very important, i am very glad that the chairman brought up this conversation because we are going to have so much data in the internet of things that we need to talk about what we want and how to tell consumers where the data goes. What our carriers and what our members need by same rules of privacy to apply to them that apply to internet browsers and through the app companies. The same rules or data, the consumer is not going to know the difference between a isp, google and facebook. The same rules are governed by the same regulator. Security is very important. Consumers need it. All of this fantastic stuff does not happen if we do not get Cyber Security right. That is the most important thing or companies are working on. What is the thing you guys are working on for several security right now . we allowed information sharing between the companies, that is really helping. I think it it is something that we are working on every single day and need to work on every day. I want to go back to privacy for just a minute. If rules would apply to isps and on my companies, those rules include getting exquisite content consent from users to share information with advertisers. At one time web browsing was considered Sensitive Information when there was broadband privacy rules. I am interested to what you think about that portion of the bill. as we move towards the future, i think it is important for our companies to see the sport consumers. We have the same rules apply in the system and that we are regulated by the same people. Do think there is room on what you consider sensitive or are you comfortable we are looking forward to discussing the details with chairman blackburn and everyone di. This is a discussion we are waiting to have. On the 4g spectrum conversation, have all companies gotten more efficient with their use of spectrum . What is their responsibility to make spectrum. On the infrastructure talk about the cost of investing in the network . That sounds like it is a lot of money, what is the Economic Cost for 5g . How will carriers make a return on it. Our engineers are more efficient and able to use spectrum we were never able to use before. Because it is so important to our economy, it is really causing us to be really be able to use spectrum more efficiently to repurpose spectrum, we really are doing everything we can to lawsuiterize what we have. There are 35 trials in our country and we are looking to start rolling out next year and have commercial roll out in 2020. That is three years from now. We have really become more efficient, in ways that they were never able to before. Because it is so important to our economy, it is letting us use spectrum more efficiently to repurpose spectrum, we really are doing everything we can to utilize what we have. It still makes that youre going to need to do more when you look at the future. It is not very far away. It is 2017, there are 45 trials right now across the country. We are looking to have commercial rollouts in 2020. That is three years from now. We really do need to focus on spectrum and we need to focus on infrastructure. These are new networks and we are going to need new rules. We have not touched on infrastructure, the networks do not look like what you think in the past. Over the past decade we have 150,000 towers, you know what they look like, they are on the side of the highway we need to build 300,000 small sites in the next couple of years. What they look like is a pizza box, it is small and it can be attached to anything because they are going to be much more dense networks. It will be on traffic lights and streetlights it will be on sides of the leads, what we need and it is very important, we need a infrastructure that rethinks how we site. We need to have better access. We need to have a streamlined approach so that we can make this actually happened. We can beat everybody else in the world because it is very important. On the high band side, i think they call this the spectrum frontier which was coming out at the highfrequency networks for the next generation. They said there were issues with how the fcc went about making the available, i think there is a discussion about whether that commission should rethink that . Others are for sharing and also unlicensed used for wifi, why do you think the fcc needs to rethink how they make up the spectrum . They move faster on the high band than i have ever seen. That is really important. Our carriers are looking at the height band for 5g, there is a spectrum that is internationally harmonized for 5g. As you look at other countries outfitting blocks you are going to need to look at low band, medium band and high band for 5g rollout so that the standards are global not just in the United States. I guess i want to give you one example on price and why we need to rethink this. The carriers wanted to build up 23 small cells in houston. 23 small cells in the parking lot, it cost 173,000. They had to deal with 13 different governmental agencies. That is something that cannot happen for this rollout. There has to be the way we can have access to what we need on a costbased affordability and we have to be able to streamline the process and truncate the time it takes. While we are on the fcc, what is your view on the rollback of the regulations on title i and title to . im glad you asked that because Net Neutrality is very important. I think we all agree we are close to a agreement. We all want that neutrality rules. We all want consumers and entrepreneurs to have access to the internet. However they want, whenever they want. We also all want to rub and networks to get better and faster and utilize this amazing 5g feature. We all believe the same things about that neutrality. The question is under what regulation are we going to do that . How do we make sure that we have an investment in his new networks, he is taking a look at it. We need to make sure the standards are global and not just particular to the United States so we can have this scale and scope to make it price right for the economy. I guess i want to give you one example on price and why we need to rethink this. That is something that cannot happen for this rollout. With every state being different and community been different, what do you think is the role of the federal government in streamlining or does the fcc have a role in how we should do this . everybody has a role. At the local level, the state level, there are laws that are enacted that are great for those states. The fcc has always set the guideposts for them. We need them to move forward as well. With the Trump Administration they have been really involved with the infrastructure plan. While we are on the fcc, what is your view on the rollback of the regulations on title i and title to . im glad you asked that because Net Neutrality is very important. I think we all agree we are close to a agreement. We all want that neutrality rules. We all want consumers and entrepreneurs to have access to the internet. However they want, whenever they want. The answer is for congress to decide how they want to regulate broadband networks. When i was ahead head of the fcc we were looking at the neutrality rules. Even the chairman of the democratic did not want to touch the title because he was worried about investors. We do not want to put broadband under a 1930s law that was designed for monopoly telephones. With costs, rates and terms, that is not the innovative internet that we think of that we want to see florida United States. I think that the fcc has done a great role. The Wireless Industry welcomes the Net Neutrality rules and open internet, i am very hopeful and optimistic we can see congress act. What would you see with the telephone bill, would you like to see a new one . we need to think about broadband. What about the fcc . i think Congress Needs to step in here. Would have been the talks with Net Neutrality and open internet, what are the elements that are the three bright line rules, what about the general standard that the fcc has made a catchall, with specifically . i would call those no blocking, no transparency, i do think all entrepreneurs we should have access as they want to. When we Start Talking about automated cars and Automated Health monitoring i think that are probably going away for some quality of service. We are talking about future services and we all want entrepreneurs to develop whatever they want. I do think they will want some kind of Quality Services moving forward. What about the recent announcement that President Trump was renominated to serve on the fcc. we will be thrilled to see her at the fcc, it is important to move towards 5g networks. I am thrilled to see her be nominated, she is smart, qualified and eight terrific public servant. She is also a big advocate for making more spectrum available. She is interested in making unlicensed spectrum is available for wifi and other uses. i think she wants a thing thing we all want, we need more licensed spectrum. We probably need more shared spectrum, to make that future work we will need all of it. We have a very knowledgeable and good group of commissioners there. How do you think the Trump Administration is doing so far on spectrum issues specifically with David Reynolds on track to lead. That is not fully staffed at, do you think there is a delay that is hurting and tia . i think the new administration is putting good people in place. One of the first appointees is outstanding advocate for diversity and broadband for america. He is taking a great look at the industry as a whole. I compliment him on that. Ntia is one of the most important Government Agencies that we have. He is qualified and he can shape our 5g future. I think he gets it. I think he can make the road map for a spectrum and the future of american 5g success. In the Trump Administration they are also developing nascent tech . it is always good to have more people looking at what we can do and to grow this. It is a important part of the economy, i think of it as the future of what everything runs upon. In Silicon Valley do you have to explain washing to them and vice a versa . of course. That is not what they do, they invent and they forget as washington created sometimes they can take it away. It is an Important Message for the two of us to work together.
