[applause] thank you very much. Today, as we face is critical election for our country, i launched my manifesto for britains future. A manifesto to see brexit and beyond. A plan for stronger, fairer, more prosperous britain. A plan to seize the opportunities ahead to build a country that our children and grandchildren are proud to call home. It Details Program andnd government rooted in the hopes and aspirations of ordinary working people across the land. It is more than that. It is a vision for britain. Drene a portrait of the kind of country i hope this nation to be after brexit, as we chart our own way in the world. In the for at this defining moment for the United Kingdom as we embark on this momentous journey we have a chance to step back and ask ourselves, what kind of country we want to build together. I believe our United Kingdom can emerge from this time of providal changes stronger, fair, and more prosperous than ever before. I believe we can be a country that stands tall in the world provides leadership on some of the greatest challenges of our time. I believe we can and must take this opportunity to build a great meritocracy in britain. Let me be clear about what that means. It means making britain a country where everyone from whatever background has the chance to go as far as their talents and their hard work will take them. A country that asked not where you have come from, but where youre going to. It means making britain a country that works for the privilege to, but for everyone. A country where it doesnt matter where you are born, who your parents are, where you went to school, what your taxes are like, what got you worship, whether man, woman, gay, straight, black, or white. A country in all that matters is that talent you have and how hard you are prepared to work. W thats the kind of britain that want us to build together. As we leave the European Union and set ourselves a new course, we need to make the most of all of the talent in this country. For britain to succeed we need to unleash the ability of every person, harness the creation of every business, support the ambition and entrepreneurialism of every sector. We need to impress opportunities before us with confidence. Believing in britain and the enduring power of the british spirit. We need to look forward, not back. Believing that despite her great heritage we have an even greater future and that we can build that Brighter Future together. Let there be no doubt, it will not be easy. There will be obstacles in ourws way. There will be some who wish us to fall short, others who wish to hold us back. Many who will us to fail. With discipline and focus, effort and hard work, and above all a unity of purpose stretching across this Precious Union of nations, from north to south and east to west, i believe what we can and must go forward together. To do that we need a new contract between government people. We need a government Strong Enough to act in humble enough to listen. Responsive enough to see the need and stable enough to get on with the job and deliver. We need to unite behind a clear plan to make the most of the opportunities ahead. That is what this manifest offers. A clear plan to meet the bigng challenges we face together. A credible, deliverable program for governments around which the country can unite. A plan like unlike the offerings of other parties, it is upfront and honest about the scale of the task we face. What we see in it we will do. The scale of our ambitions is clear. Because it is the responsibility of leadership to be out front and straight with people about the challenges ahead. About the difficult decisions and tradeoffs that need to be made. And about the hard work required to overcome the obstacles in our way. That is what this manifesto does. It identifies the five great giant challenges that we face as a country. Ciety one, the need for Strong Economy. Two, responded to brexit and a changing world. Three, tackling enduring social divisions. It for, responded to an aging society. Five, facing up to fastchanging technology. It sets out what we will do to address each one. In doing so, it offers a vision for britain, not just for theevo next five years but for the years and decades ahead. Need stronger britain where everyone has the Economic Security they need and the chance to live aa secure and full life. More prosperous britain, where each generation can do better than the last. All of this depends on getting the next five years to write. Make no mistake, such a challenge we face is negotiating the best deal for britain in europe. A future prosperity, our place in the world, our standard of living, the opportunities we want for children and our childrens children, each and every one depends on having the strongest possible hand at the end of those negotiations in order to get the best brexit deal for families across this country. If we fail, the consequences for britain and the Economic Security of ordinary working people will be dire. If we succeed, the opportunities ahead of us are great. I have negotiated for britain and europe, i know the best place to start is to be clear about where you stand and what you want. That is why i have been clear. Le we do not seek to fudge this issue and to be half in and half out. The british people made theirf e choice, i respect that. I respect the view of the other european leaders who agree that we cannot be half in and halfbe out either. So, we will leave the European Union and take control of our money, take control of our borders, take control of oure law. For well forge a new, deep, and special partnership with your. Will reach out beyond europe to have new trade deals for goods and services around the world. Will make the decisions that matter to britain here in and britain. Will be a great Global Trading nation that stands tall in the world once again. If we get brexit right, we can use this moment of change to build a stronger, fair, more prosperous britain here at home. That is the real prize. The goal to which we must work. I for too many people in britain today, life is something muchto harder than many seem to think t or realize. Ry day i its not a grand vision are full by politicians who promise the earth and claimed no tough choices are required. They make choices everyday in their life. They understand the politicians who aspire to lead us to the same. They dont ask for much. They just want to get on with their lives and do the best for their children and to be given a fair chance. As they look to their government for help and support. Ing to t this party, the conservative and union party will be thatvative a government. But while it is never true that government has all of the answers, government put squarel in front of ordinary working people canna should be a forcece for good. Ld force that gets up next in the interest of ordinary workingthe people. That does not ignore them oror walk by on the other side looks at the interest of the mainstream of the british public. With brexit secured the mainstream brexit will deliver to mainstream britain. Others work hard to make country what it is. People who have a job but dont always have job security. People who own their homes but rebuffing the mortgage. People can just about manage worry about the cost of living in getting their children in a good school. That is why we will ensure every area of the United Kingdom is able to prosper with a modern industrial strategy to spread opportunity across the country. Why the government i leave will build a britain in which workla pays with Higher National minimum wage and proper rights and protections at work. Air fund by the government i lead will keep taxes low and cannot rip off Energy Terror to help families who are working all the hours they cant pay the bills. While also struggling to afford a home of their own by building more affordable homes. So the government highly will build up a britain where the economy is strong to support worldclass Public Services with the most ambitious programs of investments in technology that the nhs has ever seen. Record and faile fear funding fr schools. Technical education for young people in the firstever proper plan to pay for and provide social care. Because strong Public Services dont just provide security and enhance opportunity. Their biter local and National Institutions that bring us together. It is why the government i lead will be relentless in tackling on the basis of race, gender, Mental Health or disability. For injustice is a star of our nation and it will find it wherever it is found. So for example we will introduce the first new Mental Health bill for 30 years. A to put parity at the theme of treatment and in the stigma of Mental Illness once and for all most important of all, the government highly will provide strong and stable leadership to see us through brexit and beyond. Tackling the longterm challenges we face in ensuring everyone in our country has the chance to get on in life. We need that strong stable leadership now more than ever. For the next five years it will be among the most challenging in our lifetime. A turning point for britain that will determine the kind of country we are in the kind of future the generation that comes after us will see. That is why no weather never britain needs strong and stable government. Why now more than ever we need strong leadership to make the most of the opportunities brexit will bring. Now more than ever we need a clear plan and determination and will to see it through. And it is why in the selection more than any before it is time to put the old tribal politics behind to come together in National Interest united in our desires to make a success of brexit. United in our desire to get the right result for britain because every vote for me and my team in the selection will strengthen my hand in negotiations to come. Every vote for me and my team will be a vote to get on with the job of delivering brexit and delivering a stronger more secure future for all. Every vote for me and my team will be a vote for a stronger, fair, more prosperous britain. After all that has passed that is a vision of the future that can bring us together. I offer myself as your Prime Minister with the resolute determination to get on with the job of delivering brexit,e for a optimism so that i can get a deal that works for all and confidence in the belief that we have the vision, the plan, and the well to use this moment to build a better britain. With the right deal for britain and taking control of our borders, our money and our losst and a better deal for ordinary working people at home and industrial strategy to spread opportunity around the country, exploiting the opportunities of technology to attract the jobs of the future, relief on Family Energy bills and the cost of living. Secure and wellpaid jobs and new protections for workers. The chance to own home more affordable housing. A good school for every child with more money for schools every year. Strong economy to fund our nhs and give you the security you need. A stronger, fair, more prosperous britain that works for everyone not just the privileged few. Thats a goal, thats a plan, knows the time. Join me on this journey, come with me as i lead britain. Strengthen my hand as i fight for britain and stand with me as i deliver for britain. And with confidence in ourselves and the unity of purpose in our country let us all go forward together. [applause] [applause] [applause] [applause] [applause] [applause]e back o. I apologize. Thank you Prime Minister. You are talking about the manifesto you and your party sits on but the have to pay more for elderly care, many families will lose hot meals for the children at school just at a time when people are feeling the pinch. Youre pushing back balancing the books again and your immigration proposals my t customers to the economy. When he put that together, wouldnt some voters be quite entitled to conclude that the bleak picture that youre putting forward . Not at all what im putting forward is sufficient for opportunity and prosperity across the country for the future. Ive been clear there are hard choices the need to be taken. That is what strong, stable government leadership is about. But if you look at what were doing, the First Time Ever proper plan, longterm plan for social care to ensure people have dignity in old age. On. Ye a plan that is fair across the generation. Yes, ensuring that we are putting more money into ourbiggs schools and giving every Primary School child a breakfast before they start their school day. To set the school day off well. Ensuring that were putting more money into nhs to get better investment in technology and buildings. You can only do that if we have a Strong Economy. En having a Strong Economy is central to what we as conservative conservative student government. We need to make sure we get the brexit negotiations right. Having that right leadership to take us in with a strong hand is important. Thats why say every vote for me in my tea will strengthen my hand in the negotiations get the best deal for britain. You continue to say no deal is better than a bad deal for the u. K. Is this document a mandate for no deal . Or voters are vote for you excepting that its a possibility within the five years that there could be no deal, set not the definition of potential cast . This manifest was a mandate from the selection i want to give a mandate for a strong handed negotiation to get the put best possible deal for the u. K. By that i mean the best possibl deal for every part of the United Kingdom. To do that we need a strong hand in the negotiation and thats why just said every vote for mew and my team is about that will strengthen my hand in those brexit negotiations. We want to get the best deal for britain. A deal that works for every part of the United Kingdom. Thats what were determined to do. Do you accept under your social care plan that the majority of people currently reserving care in their own homes will actually end up worse off under your plan . Isnt that much of your manifesto that youre turning your back a bit on the traditional middle england that put conservatives into power because you think you can find a votes elsewhere . This is the first time weve seen a proper longterm plan. The sustainability of social care in this country. Its one of the great challenges we face with an aging population. Its right that anybody who a wants to be Prime Minister or any party wants to be in Government Faces up to that challenge and sets it out clearly for people. What will we see as a result of the proposal were making . Those elderly people who had been worried about how they pay for care in their homes one have to worry about that in the future. They wont have to pay while theyre still alive. Nothing will be pay. They dont have sell their home while theyre living in it. But we also see as those people who are worried that their savings and theyve done the right thing and saved in a weree their savings will dwindle to nothing, were quadrupling the threshold for which assets will be protected for 100,000 pounds. Would also expect to see . An improvement in the quality of social care that is available to people. Expect people to be able to stay in their own homes longer andim that will mean less pressure ons nhs. You said you want to be straight. Everybody says there is a cost to getting that migration down, and economic cost, what is it, is it in billions . You say you want to close and justice gaps, i. E. Creating a new one between children and better off parents were treated for certain medical conditions on children who has dementia and with the manifesto they seem to get business quite a hard time theres big names House Builders do you think the conservatives have gone to cozy with business moreits been too greedy . First while you put quite a few issues in that question. I think that was more than one question which more people were asking. To pick up on the immigration issue i think its right to bring the migration to the next level because of the impact of uncontrolled migration it can be reintegration of jobs and puts pressure on Public Services. What we are saying is yes we want to increase the immigration skill charge but thats because that money could be put into ensuring the people here are being trained to take the job. Stem that brings the brightet and best into United Kingdom. And i think if you talk to Business People they will alsoe say its better to have an engaged work force that is a content work force, that increases and improves productivity and thats why i think its right to say we needv to make sure that workers have proper protection and ensure we set that Economic Framework in which business creates jobs. Since 20102. 9 million jobs have been created. We see employment at record levels, employment higher now than it has been sin records began. And unemployment, lower than its been since the mid1970s. Thats what a Strong Economy can do and we need to build on that for the future. Do i see is theo here . Yes. Th Prime Minister, are you trying to redefine what it means to be a conservative . Your critics say you may be trying to implement a death tax. What is your reasoning to them to tell them it isnt a death tax . What we are proposing on social care is the firsterer proper plan to ensure the sustainable of social care. This is a reel challenge that faces us. This is a challenge that has been ducked by governments for too long. We are prepared to stand up to that challenge and put forward this plan which is, as i say, will protect higher level of assets than is currently protected for individuals, when you take away the worry from people about how theyre going to pay for theyre care and whether theyre civilizationing are going to be depleted tocr virtually nothing and will leadd to improvement in social care. We believe in ensuring and providing a system that provides people with dignity in their old age but doing it in a way that is fair across the generations. I think the guardian is here. Heather . Yes. The microphone is coming to you. Hi, there. So, youre going to means test the winter fuel pensions, replace the triple lock guarantee on the basic state pension and wallet er pensions have to pay more for their hair, including care at home and you talk about being up front about the challenges. Are you being up front with the people who need to bear more of the cuts of the fair society youre talking about. If you actually look the manifesto, when we set out what were doing in representationsde to the pensions triple lock we make the pot that way entrails deed at a time when there as a significant disparity relation to pensioner incomes and the basic state pension, an is crease on 1,250 pounds per year. Older people worry about thehe disparity for the Younger Generation and will be they better off in the future . Pensions will continue to go up under conservative government. Well have a double lock which will enshire the pension will go up either the average of inflation or that port angelesers will be protected guess rising operations. I think it is important that we ensure that changes that we bring in are changes that are fair across the generations. Tom. R tom fr Prime Minister, tom eaton from the sun. Youre taking money of richri pensioners and giving tout poor younger families. Delighting in using the power to Big Government to boat up on businesses eschewing libertarianism. Something smooth however horrify your cabinet members. Do you think youre moving to the Center Ground and are you proud of your moniker, the read for torrey. We believe in managing the economy carefully, spendingg taxpayer money responsibleenco publication encouraging business and investment that can create good, highpaid jobs. We want to see a good school place for every child so young people get the best possible start in life. We want to ensure we have the know fund the supporting Public Services that people needly to nhs and other services. All good principles that have unpinned conservatism, and continue to continue to unpin conservatism but we want to give people opportunity. We want tone courage aspiration, we want people to know that in britain, under a conservative government, how far you go in life depends on you, your talents and your hard work. Not where you came from. Hear, hear. [applause] i think do i see jason from the mail . Yes. You put leaving the Single Market in your manifesto. Would you expect those in your party and those in the house of lords who oppose that to oppose that and can i ask in the theme of the day do you consider yourself a thatcherrite . On the question of the Single Market, what we want is to have a comprehensive Free Trade Agreement with the European Union, which is about having good, tarifffree and frictionless access as possiblef to the Single Market. You cant be a member of the Single Market without effectively still being a member of the European Union and the british people are clear we should leave the European Union. We will leave the ei but going the best deal we can. There oar areas to continue toto operate with the European Unionu on issues like security and justice and home affairs. On trade, we want that comprehensive Free Trade Agreement good for businesses here in the United Kingdom and good for jobs and ordinary working families here in the United Kingdom. Market thatcher was a conservety. Im other conservative. This a conservative manifesto. [applause] i think i saw ben. Yes. Thank you, Prime Minister. Your election in 2010 and 2015 on a promise to reduce net migrations to the tens of thousands. That pledge is in the manifesto. You didnt meet that previously. Im working on this for six years and the figures went down and went up and starting to come down again. Theres no single thing to do in relation to net migration figures that will make all the difference. What you need to do is be working at this issue you lea constantly, and of course what we will have when we leave the eu is the able to put rules in for that part of the migration system that we have not had the opportunity to control before, i. E. People from the European Union into the uk. I explained earlier why i think its port the net migration into be at sustainable levels but uncontrolled immigration has an impact on people, on Public Services, but also on people particularly the lower end of the income scale in depressing wages and sometimes in displacing jobs. Thats i think its important we maintain that commitment and continue to work on it. Yes. A hand just went up the back there. Thank you. I cant see. Louise adams. I want to ask you what the manifesto tells us about you permanently and your political philosophy. I think it tells me im a good conservative. And it tells you i believe in ensuring we have a Strong Economy, we have good Public Services, funded from a Strong Economy, that we havee opportunity for all, and crucially i think thats the important thing here. Want to see britain was a global britain, standing tall the world, trading around the world, taking our place in the world, but also a britain where people in this country know that how far they go depend on them and their hard work ask talent, and was that paul i saw . Prime minister, how affect 55 leave and like many seats, labor secretaries youre targeting, wouldnt it be the case if you do win the seats the new mps and votes will hold your feet to fire to get a firmr brexit and didnt david cam ran dulited to doc bat hard brexit. I want to get the right deal for britain. Hear, hear. Thats what were going to do. [applause] i dont know if we can get a mic up front here to nick. You have been askedou repeatedly about taxes on higher earners earners and always said wait for the manifesto, the manifestoes does nat hey detail about what tax ins higher earners might identifies or enough. Youre asking higher earners to vote for you without knowing the tax rates they might be paying, so what would you say to them now that the manifesto is out and doesnt tell them what theyre going to be paying in taxes. What i would say toernariers across the board us that it when they come to vote the election they have a very clear choice. And the clear choice is between a conservative party, which always has been, is, and always will be a low tax party, and which whose intention in government is to reduce taxes on businesses and working families, and a labor party whose naturall instinct is to increase taxes and what we saw from the laubor manifesto this week, which is costing didnt appear to be worth the paper they were written on, is it ordinary working families families who wc the plies of labor through higher taxes, lower wages or higher prices and lower jobs. Ordinary people pay the price of labour. Just picking up on jasons questions, it is occasionally said that the rick to define what is meant by mayism but if you turn to page nine of your man mess city it says you reject the cult of selfism individualism and you regard rigid dogma and ideology as dangerous. That sounds like the rejection of thatcherrism. Is mayism a rejection of thatcher jim are you permanently rejecting the many comparisons between you and margaret thatch center. There is no mayism. I know you journalists like to write about it. [applause] there is good, solid conservatism which puts the interests of the country and the interests of ordinary working people the heart of everything we do in government. Thank you. [applause] tonight on cspan 2, the communicators features at thing maybe sweeney on the recent ransom ware attack. Then the december 2016 Supreme Court oral argentina in cooper v harris, case challenge log rae drawing of north carolinas congressional districts. Later, care us u. S. A.
