This issue please. Appreciate the interest in other matters but the subject matter of the honorable gentlemans bill is of great importance to huge numbers of parents and children around the country and it is to put it mildly while the honorable gentleman is speaking on his bill there are some animated private conversations taking place in the debate including those who are immensely courteous members of the house who can settle down and listen to the eloquence of the honorable gentleman, we would all be grateful for that. It is great importance and interest to the public and an issue, hasnt he been a conservative cause, recognizing the principle that all parents continue the sensibility to contribute where parents cant agree about Child Maintenance mistakes that set in for child interest, they need Child Maintenance with nowhere else to turn. For all children including those whose parents are selfemployed for financial affairs. My interest has arisen from the case of my constituent in attendance today. As well as other determined women, my honorable friend referred to supermoms and similar likeminded women who come to their surgery. For years, pursuing their cases, i could write a textbook on how nonresident parents evade systems by claiming selfemployments. The challenges of assets and incompatible earnings have been removed with the cms process and they led me to introduce this building south cambridge, an inquiry into this. And it was employed, and compared to a child whose parent is employed. And indulged by the cms for this charge of injustice and maintenance avoidance, expensive and timeconsuming to do so. And an attitude with individuals, detecting, 56,000 strong with an annual budget of 4 billion pounds. For nonresidential parents, for exploiting legal loopholes. They beefed up the financial investigation to 50 strong team and they are here to listen, to work in the select committee that they house to Bank Accounts and seek to clarify where things, quote, do not add up. I dont believe this is good enough, children should not pay the price for the ongoing injustice. There is an estimated 52 million unpaid maintenance which means fewer than half of eligible children do not receive anything at all. Elizabeth should not be paying 3000 pounds price of what he is owed. Simply because his father has a clever accountant who can help hide his assets in nonincome bearing accounts. This liability is uncovered without determination of his mother elizabeth taking the case on the system through tribunal hearings and relying on asset variation. They eventually reveal the other asset valuing 800,000 pounds from nefarious businesses and found he could pay regularly to support their teenage son. The problem my bill seeks to resolve is under the 2012 cms scape the same parents that we have now, low Child Maintenance liability 40,000, now based largely on gross taxable income figures, this model works for the majority of straightforward cases where paying parents income employments, work less well for income in other forms given another income. It is not working at all when paying parents didnt cost income that does not show up at hmrc for Venture Capital trust fund, dividends, nonresident parents who support their lifestyle with income from assets with no apparent income sections from Capital Gains and property transactions. There is no Child Maintenance liability. So parents, limited Child Maintenance support system may be more cheap and efficient but for more complex cases is weak and leads to injustice. This is compounded by 2012 is not only abolishing the ground assessments but cutting off the avenue for address in the courts. Government response is, quote, the asset scrounged variation prove difficult to administer and difficult for our class to understand. To obtain justice for the maintenance what is difficult for elizabeth to understand is why the state has chosen its own administrative convenience above the interests of her child. The select committee hold evidence from parents, and that income. And the hotline, left in limbo because nonresident parents are not committing tax fraud but are avoiding Child Maintenance, they can hide behind selfemployed status and organized another tax efficient manner with stating coming forming other learning and beyond the reach of the cms. And cms advised to accept several hundred pounds per month payment from my ex who was selfemployed and it was the best, regardless of evidence, paying more with the most fiscal business and properties and in her words more assets than you can imagine, the chief executive, britains Maintenance System is contributing to a culture with too many parents that is optional rather than obligatory to pay their chart maintenance. It cant be like that, can avoid paying chart maintenance, removed liability and why did it ruin liability . Because in that year he forced a truck. The cms did not allow financial interests of the truck to come before a child. The state should not be an accessory to Child Maintenance avoidance. Selfemployed to make the tax system work for everyone should include the Child Maintenance system as well. The motion on the paper, that motion prevents every member of the house with a clear and simple opportunity, a chance to vote for a general election that secures the stable leadership, and beyond. To vote for an election in the country of National Interest. My priority when i became Prime Minister with economic certainty and clear vision, and passionately thought Referendum Campaign on those priorities. My right honorable friend, what she considers and i consider a National Interest at this moment. It would be a brave man who fixed that to see a number without clothes. Many of us question to for many years. My honorable friend down the road, what is clear is giving us an opportunity without the fixed term, in another time. To vote for that election. My honorable friend, it is very clear every member of the house sees that election. Can the Prime Minister explain a loose and contemplated relationship order. Order. The Prime Minister is perfectly able to fend for herself but in terms of order, what the honorable gentleman said is a breach of it. The use of language, two articles and newspapers and use some other formulation. I am happy to withdraw and reformulate. Why does the Prime Minister have such a complicated and loose relationship with getting the country a clear indication of her intention . The Prime Minister. I have given the country a very clear indication. And if he has the implication here will hear the reasons why. The government delivered the priorities i set out last year despite predictions of immediate financial and economic danger since the referendum. We have seen possibilities remain high, Record Numbers of jobs and Economic Growth that exceeded all expectations. At the same time, we have delivered the mandate despite a referendum result by triggering article 50 before the end of march as we pledged to do. Britain is leaving the eu and there can be no turning back. Doesnt it take some courage to call a general election when fighting allegations . I have to say that was not worthy of the honorable gentleman. Can the Prime Minister clarify, does she support fixed Term Parliament . We have a fixed Term Parliament and a fixed Term Parliament. At this point it is right to have this debate. I believe it is right for members of this house to vote and i would like to say for half a general election at this stage. I am not going to take further intervention because of limited time and honorable members make their contribution. Today we face a new question, how best to secure the stability and certainty we need over the longterm to get the right deal for britain in brexit negotiations and make the most of the opportunities ahead and the answer to that question is to hold a general election in this window of opportunity before the negotiation begins. It is in britains National Interest to hold and election now. A general election is the best way to strengthen britains hand in negotiations ahead because securing the right field for britain is my priority and im confident we have the plan to do it . We set out our ambition, a decent partnership between strong and successful European Union and United Kingdom free to chart its own way in the world. It means they will regain control of our own money, our own borders and we will be free to strike trade deals with old friends and new partners around the world. Very grateful to the Prime Minister. I can understand thing the house the opportunity to determine if there should be an election but if the house determines that, why the Prime Minister on the Scottish Parliament and government, a referendum on scotlands future, right that the people here have a voice in the future of this country, why should the scottish people be given the vote as well . Now is the time for general election because it will strengthen our hand in negotiations on brexit. And a better deal for all our people. But it is clear, mr. Speaker, the other parties in this house have a different view about the right future for our country while members of the other place have vowed to fight the government every step of the way. That people in the referendum gave her and her government a mandate to exercise article 50. She has done that. We are now grateful to have the opportunity to strengthen the Prime Ministers hand so she can go out and get the best possible deal for people who live here, are manufacturers and every family. We should be united in this parliament in wanting to get the best possible deal, not just for the country as a whole but for everybody across the whole of this country and i commend my honorable friend for the work that he has done in supporting his constituents on this. I will give way to the right honorable gentleman and then i will make progress. I can see how since its her purpose is to make this election all about brexit attention except the possibility it may just become a referendum which is left older people without care, school sending and a Record Number of of Homeless People on the streets of Greater Manchester . I have to say to the right honorable gentleman of course the general election, people will be looking at the wide range of issues. They will look at the facts, the pensioners are better off because of the action of the conservative government. They will look at the facts we have 1. 8 million more children encoder Outstanding School but if he wants to talk about impact on the economy i suggest he searches in his memory for the time he spent as chief secretary to the treasury when labour were trashing the economy of this country. Mr. Speaker, im going to make some progress. Mr. Speaker, i have set out with a vision to become clear on this issue. They cant and will be used against us. We can our hands in the negotiations to come and we must not let that happen. I believe at this moment of enormous National Significance we should be unity in westminster, not division. Thats why its the right and responsible thing for all of us here today to vote for a general election to make our respective cases to the country and enter respectful result of the mandate it provides to give britain of the strongest possible land in the negotiations to come. In the last election the conservatives gave a manifesto commitment to stay in the Single Market. Will she be withdrawing that commitment in the new manifesto, and if she does well that we can the negotiating position as well as removing too much from the negotiation window . We gave a commitment at the last manifesto to provide the people of the United Kingdom with the vote on whether not to leave the European Union. We gave them that vote. That was supported by parliament. We gave them that vote and they gave a clear message that they want the United Kingdom to leave the European Union and its exactly what we are going to do. Extremely grateful to the Prime Minister, and i fully support the fact that she needs a stronger and going into the negotiations as we leave the European Union. As she not think it prefers that some people who didnt want the referendum in first place now want a second referendum at the very end of the procedure . Just in case that the British Government doesnt get a good deal from brussels . Gushingly it would have the second referendum it would deeply weaken the position of the Prime Minister and negotiation she has with the European Union . He is actually right in his description of what would happen. And i think for those who say they want a second referendum actually that is denying the will of the people because people voted for us to leave the European Union and were going to go out there and get the best possible deal. Waiting till the next election in 2020 as scheduled would mean the negotiations would reach the most difficult and sensitive stage just as an election was looming on the horizon. A general election will provide the country with five years of strong and stable leadership to see as the negotiations and ensure we are able to go on to make the best as a result. And that is crucial. That is the test. Its not fully about how we leave the European Union but what we do with the opportunities that brexit provides that counts. Leaving the eu offers us a unique once in a Generation Opportunity to shape a Brighter Future for britain. We need the leadership provided by a strong and stable government, a government that has a plan for a stronger britain, government with determination to see it through and government that will take the right longterm decisions that will deliver a more secure future for britain. The conservative party i believe is determined to be that government. Is the Prime Minister talk about having tried her best to build a reputation for political integrity, both as home secretary and Prime Minister. After all the denials that will be, a political opportunity . I have not denied the fact when i came into this role as Prime Minister i was clear that the country needed was a stability. They also needed a government that was going to show it would deliver on the boat people are taken in the referendum on leaving the eu. We have provided that over the last nine months. Now it is clear to me if were going to have the strongest possible hand in negotiation we should have an election now, as i just said leaving the election to 2020 would mean that we would be coming to the most sensitive and critical part of the negotiation in the runup to a general election. And that would be in nobodys interest. Mr. Speaker, i said the conservative party i lead is determined to be that government but has the determination to see through its plan for stronger britain. We are determined by the leadership, determined to bring stability to the United Kingdom for the longterm, and thats what this election will be about. Leadership and [shouting] i thought the Prime Minister was giving way. Does she agree voting yes in this motion signify strength where as abstaining is a symbol of weakness . Well, i have to say to him honorable friend i think absolutely voting yes is a sign of strength. I would say more about it but i think anybody who thinks we should never join election is endorsing the record of the conservative government. [shouting] very grateful for giving way. Which she agree with the lord who is commissioner when asked in front of the committee with the best strategy for negotiation is . His response was we have to come together because our interlock adores will be watching this place and they will absolutely exploit any weakness in our political system . My honorable friend is absolutely right. I am grateful to them to remind us what lord hill with experience said in relation to this issue. It is important that we come together that we dont show the divisions as have been suggested and were able to show a strong mandate for a plan for brexit and making it a success of that. Were determined to bring mobility to United Kingdom for the longterm and thats what this election will be about, leadership and stability. The decision facing the country will be clear. I will be campaigning for strong and stable leadership in the National Interest with me as Prime Minister. I would be asking for the public support to continue to deliver my plan for a stronger britain to leave the country to the next five years into the country the certainty and stability that we need. Thank you, mr. Speaker. I think the primary for forgiving way. On the timetable before yesterday the Prime Minister would conclude her negotiation by 2019. We would gone into a general election 2020. A year later talking about the Prime Minister deal. That wouldve given the country and outlook as to what they would be voting for. No. Im not asking the country to write up blank check. Im very clear. I set that up in my speech in january, its been set up in the white paper. Speaker, i say to the house, the choice before us today is clear. Ive made my choice. Its to do something that runs through the veins of my party more than any other. Its a choice to trust the people, so let us know to do that today. Let us lay out our plans for brexit. Let us put forth our plans for the future of this great country. Let us put our faith in hands of the people and then let the people decide. Order. The question is that there shall be an early parliament pregeneral election. Mr. Jeremy corbyn. Thank you, mr. [shouting] because it gives of the british people the chance to vote for a Labour Government that will put the interests of the majority first. The Prime Minister says shes only recently and reluctantly decided to go for a snap election. Just four weeks ago the Prime Minister spoke and i quote there isnt going to be an early general election. How can anyone trust what she says . Britain is being held back. Held back by her government. The Prime Minister talks about a Strong Economy but the truth is most people are worse off than they were when the conservatives came to power seven years ago. The election gives the british people the chance to change direction. This election is about her governments of failure to rebuild the economy and Living Standards for the majority. It is about the crisis her government has plunged our National Health service into. That cuts to our childrens schools which will limit the chances of every child in britain. 4 million of whom now live in poverty. I chance of an alternative to raise Living Standards as more and more people do not have security in their work over their houses. [laughing] [shouting] ideas way to my friend. [shouting] i give way. Thank you very much mr. Speaker. I try not to take it personally having to write so early, the Prime Minister so desperate to get rid of me shes calling an election. But what i say to my honorable friend, what i would say, with my honorable friend agree that the Prime Minister including this election says she does have confidence in her own government to deliver a brexit you for britain . One way she could secure the vote with me and my honorable friend is to table a motion of no confidence in her own governance which ill be happy to vote for. I think my friend for that intervention. I congratulate him on his election to the south, and i congratulate him on his work and i agree with him. I have no confidence in this government either. [shouting] in the interest of what else can i do . [inaudible] ungrateful for my honorable friend. He highlighted the back of the Prime Minister for 12 months and all the time said she didnt want one. But isnt it the reality that what has focused her point is a fact that she may well lose some of her backbenchers . I think my friend for that intervention. The timing of the election and the role is of course extremely interesting in this and its interesting the Prime Minister did not mention it during her contribution. Mr. Speaker, i give way to the gentleman here. He talks about trust in leadership what trust can public put in a leader who has no confidence from his parliamentary colleagues and he is by people not an apartment but for people who are outside . Mr. Speaker, i was elected leader of my party by 300,000 votes. I dont know how many people voted for the Prime Minister to be leader of her party. I suspect it was actually none whatsoever. So, mr. Speaker, to the 6 Million People working in jobs that pay less than a living wage i simply say this. It doesnt have to be like this. Because labour believes that every job should pay a wage you can live on, and every worker should have decent rights at work. To the millions of people who cant afford a home of their own or have spent years waiting for a council home, this is your chance to vote for the home your family deserves. Because we believe a housing policy should provide homes for all, not Investment Opportunity for a few. To the millions of Small Businesses that up with red tape, high business rates, broken promises a National Insurance contributions, this is your chance to vote for government that invests, and that supports wealth creators, not just the wealth extractors. Mr. Speaker, the Prime Minister says she is called the so government to negotiate brexit. We had a referendum that establish that mandate. Parliament has voted to accept that result. There is no obstacle, there is no obstacle for the government negotiating. When a steady getting on with the job, shes painting herself as a prisoner of the lib dems who apparently threatened to grind government to a standstill. Mr. Speaker, there are nine of them and they managed to vote three different ways on article 50. So its obviously a very serious [shouting] the tories want to use brexit to turn us into a lowwage tax haven. Labour will use brexit to invest in every part of this country, to create a high skilled economy in which everyone shares the reward. The Prime Minister also, mr. Speaker, the Prime Minister also says this campaign will be about leadership. So then lets have they have to tv debate about the future of our country. Why has she rejected that request . Labour mr. Speaker . Mr. Speaker, labour offers a better future. We want richer lives for all, not a country run for the rich. Order. Giving way to the right honorable gentleman. Order. Order, order. What i can say, however, is i reached that conclusion somewhat earlier. However, i just did not believe it was possible to deliver. Indeed, i found myself discombobulated commercial and government pocket policy for the second time in a few weeks. Having told the readers of the journal in terms that there was no question of there being an early general election, because it was not in the Prime Ministers get to deliver it. Because of the fixed term that decision lies with the majority of twothirds of the members of the house of commons. And as i told them with absolute confidence, turkeys will not vote for christmas. I congratulate my right honorable friend for having achieved the impossible and secured the fact that today those turkeys will indeed vote for that. The reason why i read the opinion reached the that it did that in election was necessary was personally, during the passage in the debate on the article 50 bill, member after member opposite got up and announced their that notwithstanding having voted to remain, there were now going to abide by the will of their constituents. Let us every opportunity, they cheered to the rafters, those who spoke out and say they remain with the 48 and believe so proceeding as events unfolded that 48 would become a majority. They pursued a strategy of desperation, a strategy of hang on something might turn up whether something was the long promised economic shock or whatever. But that strategy of hang on requires an essential ingredient, delay and delay was the tactic that they clearly pursued throughout the preceding of that bill with the amendments that they tabled. And they promised there would be more. Now, with respect to the other place, the other place is not bound currently irrespective of the governments policy by convention. My honorable friend and i were invited to debate in front of a city audience recently. The motion that the United Kingdom is leaving the eu, and two highly respected peers, lord butler former cabinet secretary and dorchester, one of our primary human rights lawyers argued the case that we would not leave the European Union because they were in a position to prevent it and would do so. It is essential therefore, i believe, that the policies the Prime Minister have announced a pursuing a general election and securing a mandate in this house and a mandate to bind the other house in respect to the convention is absolutely necessary. Im confident that she will achieve that majority because im confident that she will be backed by the oval and majority of this nation who, as i, and she will know, that i voted for every other possible candidate for the leadership of the tory Party Last Year [laughing] in order to avoid her becoming leader. I have to tell her that i have become her greatest thing in. [shouting] and my constituents recognize and tell me continuously, she is doing magnificently and may she long continue to do so. [shouting] angus robertson. Thank you, mr. Speaker. As the Prime Minister has said she wants unity and she said she wants an end to division and chin sends to do that by crushing opposition with political opponents described as saboteurs, something i invited her earlier to take a distance from her she was not prepared to. To. This is not a vision or an understanding of mainstream democracy that i share with the Prime Minister. For months we have heard from her that now is not the time for the public to vote, that no one wants it, that its important to get on with the day job. Weve been told that the Prime Minister needs to concentrate all of her time on brexit negotiations, and that nothing nothing should get in the way. But no, as weve all learned in the last 24 hours, all of that was empty rhetoric. And there are two key reasons why there is going to be a general election. And the first is totally politically expedience. It is about the lawful unelectable state of the labour party, and that is the reason of political expediency to hold an election. It is about not wanting to repeat the political air that gordon brown made, and a mr. Speaker, wants to receive her own electoral mandate and christ political opposition in england. The second reason for holding an early general election is that it finally dawned on the uk government that the brexit negotiations are going to be very, very difficult. And the realities of the is not yet fully gone on the public. And as one commentator wrote just in a moment, if i can make progress on this report. As one commentator wrote today, the eu is not going to roll over and give the uk free and frictionless access to the internal market. The transfer is cutting and running, getting a voting before the reality of how brexit hits home. And can i tell the Prime Minister that while she think she could get her way with all of this against the labour party in england, she will not, she will not get away with it in scotland. I thanked him for giving way on the subject of hard brexit, does he agree with me that it is incumbent upon those to set a very clearly what the assessment of the impacts on jobs is going to be and thus coming out in a Single Market and the Customs Union . That would be an opportunity in a normal general Election Campaign where Party Leaders actually debate that issues on the record. But theres been interesting to develop and since the debate. Ive noticed colleagues looking at the mobile phones because i think he is concerned there is going to be a debate. And looking around at other Party Leaders in the chamber, and look at the leader of the opposition, a lead of the opposition entity to take part of the debate . By his face he will probably take part of the television debate. Where the leader of the liberal democrats and leader of the green party and colleagues i make my point. It is unsustainable i in the 21st century, in a multimedia age to go to the country and not to debate the [shouting] the notion, the notion that the uk Prime Minister might be because shes not prepared to stand up for her arguments is just not sustainable. Perhaps she would wish that the honorable gentleman who is seeking would take her place instead. As i said in the house, mr. Speaker, yesterday, i hope that the Prime Minister does go head to head with the leaders of other parties. [shouting] its quite simple, mr. Speaker. She would floor them all. [shouting] and i dont think she would manage it [inaudible] bubut i am surprised and i welcome, i welcome the honorable gentleman had to say in encouragement to the Prime Minister. Because i think the public deserves a debate, more than one debate, during the Election Campaign. I think the Prime Minister should have some more confidence in herself. I think she should be prepared to address the country and to debate the ideas that all the different Political Parties across the uk have. But we have already learned in scotland that the Prime Minister is prepared to ignore the mandates and wishes of the scottish elections, of the Scottish Parliament and of the Scottish Government. So why would anybody in scotland, why would anyone in scotland vote for such a dismissive and disrespectful party and Prime Minister . I need to make some progress. Time is limited. I will try to take some interventions later. The Prime Minister promised that she would have a unified approach with all the governments, and equipment before triggering brexit. She didnt. She broke her word. And as we learned in recent weeks, in connection with the appalling rate flaws, the one thing that the scottish tories dont like talking about is tory policy. This election will highlight the dangers to scotland of [inaudible] and we live with one of the most unequal countries in the developed world but the tories want to make even more unfair. Experts say that the policies will cost the largest increase in inequality since the days of margaret thatcher. Happy to give way to the leader. Im grateful to him for giving way. Does he agree with me that if this election is as the Prime Minister says about the more secure future to this country, that is an election such National Significance, we should have an early change in the laws, britains 1. 5 million, 15 and 17yearolds say in in what would be very much their future on the eighth of june . We will not vote with the tories but given the reality that the labour party is going to be voting with the tories, there will be a general election and boy, we look forward to that. Take some kind of soothing medicine. It will have a soothing impact. A general election will be a two or three. A straight fight between the snp and the tories. And do i think that mainstream scotts regards of whether they voted remain or leave what about for a hard toward brexit . No, i dont. Will those mainstream scotts vote for more rested and cuts to Public Services . No, i dont. And while those scotts vote for a party that is actively undermining the mandate already given by the voters in a scottih general election for people in scotland to determine their own future . No, i do not. We on these benches we work hard for every vote and everything in scotland. And, mr. Speaker, we look forward to defeating the tories in this general election. [shouting] order. Thank you very much, mr. Spe. I welcome the courage the Prime Minister has shown in taking this question to the public. Who is it there expecting to lead the country for the next five years . I have to say having followed the last speaker i can assure the public it will not be the right honorable gentleman. I think the public will be having to think long and hard because brexit is coming. This is not about no, this is very time of the unlike everybody to give a chance to speak. This is not about as in here. This is about the future for the British Public, that they deserve. This is about delivering the best possible outcome for this country as we leave the European Union. And i know that we have that election on june 8 there will be individual members here who may well find themselves in difficulties with their constituency. For whatever reason that expressed about the leadership. I am proud to be standing behind a Prime Minister who has made it brutally clear that this is not about making games in this place. Place. This is about delivering a brexit but it is good for the European Union as well, i have to say, getting a relationship with the European Union in the future is going to be hugely important. But this is going to be a question that will be posed to constituencies. Of the leaders that could be the Prime Minister, that is not what were going to be asking the question. Does this country believe that the leader for the north could lead this country . I suspect the large number of his colleagues on his own back benches would say no, and i would suggest that the visits is in my constituency with equally say no. Does the leader for, sorry, westmoreland and lonsdale whose voting record and attendance in this house along with his colleagues is generally pretty low . Are two here today. There were none here to vote on the budget yesterday. Does he really believe that he can lead this country . I suggest no. I would suggest the British Public when they are looking who do vote for on the eighth of june will look forward with confidence to a Prime Minister with an increased mandate to take us to the next five years. And i am delighted that she is giving this opportunity for the country to examine our record. Since almost 201073 youth unemployment have dropped, and extra i can hear liberal democrats who are in my constituencies who i have to say i hear nothing from in the house. Its very surprising, mr. Speaker, that they are more interested in campaigning and less interested in running the country. This party, our government has taken a strong stance. And as i said, mr. Speaker, there are two such in youth unemployment since 2010. There is 76 increase in young people going into apprenticeship. Those other records will be putting to the public. Brexit is happening. We are going to make the best of it, and i believe our Prime Minister will not have too, will not have to suffer when hundred and elected liberal democrats in other place, and night in this place who rarely turn up, trying to tie the tale of this Prime Minister. We need to make the future secure no, im going to finish my remarks. We need to make the future secure for all on the young people, for all our families. And this gameplay and in this place does a disservice to the British Public. They are probably fed up with having elections anyway but lets get on and get a mandate for our Prime Minister. Please, please did honorable lady. The public do not respect the fact people yell from the back benches. She can speak up for her own leader, her own leader, her own manifesto on her own party and why she believes her own leader would be the person to take the country through the next five years. I would not sure confidence patient of his has a lot of confidence in his capability. I know that this government which isnt so much already and has so much more to deliver will have with the British Public when a look at whats offered from the other party who are divided, wrangling, fear mongering and in brexit denial. This government will give us the best deal for all of our businesses at all of our constituency. Mr. Speaker, appropriate time to be called. I know this is a tweet from david cameron, the former Prime Minister, im sure we all remember fondly, and earlier welcoming the Prime Minister, welcoming the Prime Minister decision to call an early election. Given that were in this mess in one sense as a country, because he put party before country calling the referendum when he did come it is hardly the choice, hardly surprising that the Prime Minister should follow him and indeed she has put party before country once again. Lets remember the first, for the moment that she took office that Prime Minister has ignored the closeness of the referendum vote, the hardest form of brexit driving division instead of cohesion and she is ignored him the british people, british businesses, British Public sector and the National Health service. And now in what is clearly another act of putting ones party for ones country, she has chosen an early election. Lets not by this nonsense. Not because she needs a mandate to deliver brexit percolated party has given her a mandate to deliver brexit she is acting upon the narrow majority of the referendum in 2016. Not for the moment. Not for the moment. But she, lets be all very honest and clear about this. She has chosen this election because she looked across the dispatch box and she could not resist the temptation of doing the political equivalent of taking candy from a baby and facing a labour party in a general election. She expects, she expects a coronation and not a contest. And that is why the liberal democrats relish the chance of a jump election. I will give way to my im very grateful for him giving way. Given what is just at about a coronation, will he [inaudible] we face in this country, the Prime Minister is running on expectation there will be no for any college with anybody. The Prime Minister has [shouting] in good time. In order, in order to take [inaudible] what she figures come what she thinks is a clear opportunity for the majority of 100 [inaudible] order. It is very clear that women talking about the Prime Minister takes the view that in calling this election is the opportunity for her to have a 100 seat majority. An opportunity to drive, not just a half brexit but indeed her agenda order. Order. Order. The rather disorderly the honorable member is undertaking apprenticeship to become a statesman. [laughing] he has several more years to go. He must calm himself. Hes listening to one statesman. My friend of many shouting them below, that the rally is we are not looking at balance bar. The Prime Minister has clearly i think ive given you the answer. The Prime Minister is clearly called this election with the understanding that she can [shouting] givers of the majority to allow us not the time being, thank you. But a lovers of deliver brexit, to shrink our National Health service, to undermine the support for our education and indeed to take us out of the Single Market. You want to avoid hard brexit or if you want to keep britain in the Single Market, if you want a britain that has a decent opposition, a decent opposition, then only the liberal democrats will give you the final say. Cant i just point out, may i point out, theres only one route, mr. Speaker, to the Prime Minister losing this general election and its a liberal democrat route. [shouting] i am happy to explain, i am happy to explain why that may be the case. No, there is not that much time. Let me move on. Let me explain why the only route, the only route through which theresa may, the Prime Minister, could lose her majority, unless my friends and colleagues here on the snp benches are about to launch an aggressive foreign policy, they can only gain one seat of the conservative party. Nobody believes, not even the labour party believes the labour party will be gaining seats in this general election. The only outcome of this election that does not lead to a conservative majority is a liberal democrats revival and growth at every part of this [shouting] ive already stated that it will not outline negotiating stance any further than what weve already seen. We say that is not good enough. If they will not tell us what they are pursuing, they must instead on the final deal. The Prime Minister is already confirmed that she will not do any tv debate. Stand up and present her case to the british people. Yes, ill give way. Mr. Speaker, to help the honorable gentleman i think he may have misheard my audible fred asked him a straight question. [inaudible] dont be one. Give us a straight answer to will you rule out a coalition with the tories, yes or no . The outcome of this general election, in the days and weeks to come we will no doubt talk about what will happen after, we will no doubt honorable gentleman below needs to pushed me im sure, needs to be a little bit patient, and that patients will be [inaudible] as will my honorable near neighbor. Lets try another question. A lot of his views will be asked about over the next seven weeks and he was asked one question which he refused to give an edge to add i would be if he could today. The is no what we had, what we had, a referendum last june to start the process, a mandate to negotiate exit. What was not given is a mandate to give this Prime Minister the right to enact any old deal at the end of the process. I wont. At the end of the process. What the Prime Minister is asking for in the house is a blank check to allow the british people to put up with whatever she and the brussels bureaucrats but again over the next few years. That is not democracy. An election that takes place on the eighth of june will not decide the outcome. It will be about imposing upon the british people i deal that absolutely nobody voted for. So yes, the liberal democrats welcome this opportunity to show the british people that there is another way. The value of openness and fairness can help fill five successful communities and opportunities across the whole of United Kingdom and beyond. The governments have made it clear that it is not the britain that they believe in. They have chosen isolation over cooperation, meanness over fairness. I believe in a better britain and that is why, mr. Speaker, we will support the motion. Mr. Peter bone spirit into great honor to follow the honorable gentleman who speaks a liberal democrats. I had hoped to agree with them on one thing in a speech. I hope hope he had rolled out cg into us as a coalition. I can tell you from lead benches and theres no chance that we would want you, sir for our coalition. Or any government. Today the Party Politics is in full swing. But really thi this is a good dy for parliament. This is another slight step towards parliamentary democracy rather than dictate by the executive. The Prime Minister has not called a general election. It is this house that will decide whether there will be a general election. If i thought for one moment that this election in a moment. If i thought for one moment that this election had been called for Party Political reasons to go early to the country, as happened with previous governments, previous governments chose the moment to go for political advantage. It gave great power to the executive. A strange number of circumstances have come together. Weve had a change in the Prime Minister. We never had a chink in the Prime Minister. We had a change in all the senior ministers. And we move from the government that was antibrexit to probe brexit. And that is why i will cast my vote today in support of the government motion. And its up to argument in this house who made that decision. And i think that proves that the Six Parliament act is working at a absolutely, if you dont commit militants agree they can vote against, of course the honorable gentleman. Thank you very much. If parliament if she doesnt get the twothirds, should the Prime Minister resigned after such a public humiliation . Mr. Speaker, thats the whole advantage of the parliament act. Now, of course opposition members that dont want a general election will be very strange creatures indeed. Also opposition members that sit on their hands and dont vote will be regarded as impotent members of parliament. So i hope the honorable gentleman will make his mind up and cast his vote one way or the other. Isnt that why the six Term Parliament act can never work . No opposition can sensibly say that they prefer a government rather than having a chance to defeat it and, therefore, the six Term Parliament act is that fit within our constitution . Very, very rarely sir im going to disagree with my honorable friend. I think it is proof today that it is working, that i believe we will have the required majority. I understand that if nobody objects and you decide to match up on the voices, it is carried and we dont actually have twothirds, which i think is a strange anomaly, what help somebody will shout know and well get it, but i will not be doing that today because i come as you know, you have to follow how you vote has to fall your voice and i would never dream of doing anything other than that. And so i just come despite the Party Politics, this is a great day for parliament and its a small step forward in parliament, for democracy. Thank you, mr. Speaker. There are three issues i want to address in the very short Time Available to me. The first is that this election is happening in the midst of political discussion in Northern Island, formation of executive. Thats unfortunate. I want to make it very clear as far as our party is concerned, we respond [inaudible] discussions to continue in Northern Ireland we have made it very clear along with i think others that we are to form an executive in Northern Ireland. We do not believe in setting red lines a precondition to the things that are more important in the views of others like health education, funding the future of our Public Services we we believe those things are far more important to some issues that are set to divide us. We ready to get that up and running today, next week, whatever. We dont need prolonged negotiations. The second they want to say, mr. Speaker, is that in terms of the brexit, Northern Irelands position is different from other parts of the United Kingdom. That has been made clear in the governments paper that is set out. It does recognize the special circumstances. We believe its absolutely imperative that Northern Irelands voice is heard very, very strongly. Thats why its such a tragedy that walked with an executive, collapsed the assembly, forced us into an unnecessary assembly election, boycotts displays and then demand a special status which is been rejected by the irish republic, the European Union and even the European Parliament when it set out its negotiating position. Nobody except some kind of special status. We agree with special arrangement which recognizes special circumstances of Northern Ireland. So, mr. Speaker, it is up the essential and election is now going to happen. People in norther northern ireld record is a clear choice between a party that is walked away and abandon its responsibilities a number of fronts and a party that will enter government in Northern Island, takes its teacher, contributes and raises its voice and stands up in Northern Island. And a final thing, mr. Speaker, i want to say is this, the only big issue about Going Forward in terms of this, this election will provide clarity that it will provide clarity on the union, the union that really matters, the union of the United Kingdom of Great Britain and Northern Ireland. And on that issue, mr. Speaker, again the people of Northern Island will have a clear choice. They will have a clear choice as to whether or not they want to rally around and say ther very,y firmly they want Northern Island to remain part of the United Kingdom, whether they want to go down the route presented, which is as marxist, leninist concept of a republic which is rejected even by most people who accept their nationalism. Reject what they stand for in terms of the Economic Outlook and the rest of it. And the only way to support the union is by rallying behind the Democratic Party on the eighth of june. Thank you, mr. Speaker. Prime minister presents herself, to adopt a phrase to mr. Tony blair, as the british [inaudible] she is a former home secretary. Shes former home secretary. She knows full well the evidence as it is proved. So firstly, she was in and on this stance if i disagree with her. Then she was in favor of remaining in the European Union. Now shes resolute to get in her assimilation to leave. Secondly she was utterly opposed to holding an early general election. It would be turning and domestic matters when she had [inaudible] negotiations to conclude and now she is equally determined that the general election. Mr. Speaker, against the European Union, for the European Union, and against again. I can holding a general election and now determined to have a general election. Mr. Speaker, a record as legendary European Union bananas. Was the honorable gentleman give way . Does he agree the Prime Minister today repeatedly says she wants an early election for a larger tory majority. Does the honorable member agree with me the Prime Minister is treating the electorate of United Kingdom with content because she is seein seen that election result and a larger tory majority . She admits thereby she has no plan at all for this country if she does not get that result. I have no crystal ball. I note that this very unfortunate to my right and who knows what outcome will be . I am suspicious of the Prime Ministers motives and her reasoning she says general election would enhance the status, and i cannot see how that might be the case here however, mr. Speaker, just briefly, what i do think the Prime Minister wants to advance at a think they are pretty clear, its not only about [inaudible] over the next decade or so unfortunately, then im afraid were doing a pretty effective demolition job on themselves without help. And is it not only about the challenge to my friend from scotland, though i think in this case, her case is already lost. Mr. Speaker, this election is about not about from this side of the house but rather her enemies behind her. The tories desperate whilst it suits. But to get on very briefly, mr. Speaker, we welcome the opportunity this election presents to the people of wales. We welcome the opportunity for the people of wales to change our course in the longterm, away from labours away from this [inaudible] social justice and the proper confidence plays for wales in the world. Wherewith the general election . 2020. Theres no great public demand for general election. How many members of this house have received in the last few weeks or in the last few days emails clamoring for a general election. Answer, answer. [inaudible] [shouting] the reason given for the general election, it is a flimsy excuse for not taken in by anyone. The federal government shouldnt be given a large majority. Hopefully they wont see such a large majority. When you consider the people in need, the valuable, when this government has a small majority. Just imagine what would happen if there wasnt a large party majority. It would be a nightmare for those who we represent. Millions of people in this country need the government to protect them. The tory government with a large majority. I was here during the tory government and a higher and make tissue and since so many others. This motion before us is murky, completely opportunist and certainly reflects badly on the Prime Minister. I just conclude that these words. Many people are cynical about politics in this country and unfortunately that is a trait that has been increased the cleverest responsibility for producing a cynical class. You say this motion in this genuine election which is coming purely for opportunist briefings we increase our cynical feeling and thats it very damaging thing to the democratic process. Roger godson. Thank you, mr. Speaker. I too will be voting against the motion because its totally unnecessary and i say that to someone who voted lee on the 23rd. Since then, the way the Prime Minister has conduct it is so empty took over. However, the justification which is given for general election is quite frankly disingenuous. He said just that she needs a mandate to negotiate brexit is just ridiculous. The majority of the british people and its british people in it that british people and its up to her not to carry that out. If she then wishes to have another election at the end of the process or to have another referendum, then so be it. But to justify it now is just as my honorable colleague says purely opportunistic. Third of all, she says she needs a large majority because her business in the house is to be distraught by opposition policies or by the house of lords. Well, she ought to look back to what happened when the wilson government was in power between 64 and 66. He had a majority. The government in the name in 70s governor for five years without any majority. If shes fearful what could happen from the house of lords, she should do exactly what tories have done in the past and flood the place of their own people to ensure she gets her way. So there is no justification for arguing she needs to have a larger majority and earn a ticket the house through. Furthermore, quite frankly, our view that the electorate should concentrate on one narrow issue, treating the elect trip with contempt. I can only speak to my constituents, but when they considered the issues they asked the question and listing other new wide as the council have to make hard because long waiting times at local hospitals increasing because by her more and more hardworking families thank you to my honorable friend. I want to point out that in his questioning about why things are happening in his constituency, i wanted to ask if he might address questions about why my childrens school, which is in his constituency, the children are now going into having 32 children in the classroom. I wonder if he agrees with me that i dont remember that happening in government. I think my honorable colleague here before shes absolutely right. We have Educational Programs like building schools for the future. Under this government, first of all the program was stopped. And secondly, sure start senses are posed by strength in center. My constituents will ask other questions. Why is it that more and more hardworking families have been pushed into the humiliation to use the space because they do not have enough money at the end of the week to feed and clothe their families. Where Energy Consumers pay ever increasing prices of Energy Utility firms are ripping them off in the sacred name of competition . And why are young people, married and unmarried unable to acquire proper housing for themselves and very often have to stay with their inlaws . Mr. Speaker, these views will be echoed throughout the country. Theres no justification for this election and i will certainly be in opposing it. Thank you very much, mr. Speaker. I think as one of the members obviously said, it seems rather bizarre that the opposition should say we want to keep the tory government in power. It just makes no sense. We have to put our british people and see what happens. We arrive at a position today that i thought was inevitable. This is not happening. I never bought into the guff about the election. Theres a dynamic of work which has resulted. We make this decision almost inevitable. Given us good as the government comfortably than confident we have a tory government returning postelection went to my years already think is going to happen . What is the followthrough . The followthrough is to get rid of a tory government. Thats always the case. That aint not work. Thats up to the british people in the election. That is their choice. The reason we are in this inevitable position is because i just want to pay a tribute, a minor tribute to mr. David cameron. I think the history of this country in the early part of this 21st century comes to be written, and he will have one of the most prominent roles. Decisions that he took well over time damage this country immensely. I remember serving on the original referendum bill known a stock without to pick it up from number 10 of the wharton bill. I remember one evening but then Prime Minister actually came into the Committee Room, i think it was Committee Room seven or eight is not in the Public Gallery to the hard right wingers and the tory party who were on that no committee. Ive never seen or heard of a Prime Minister being phased for such ignominy. And of course he gave them the guarantee. He didnt say im going to renegotiate the terms of our membership. And then have a referendum. This is the consequence of that. When i say hell go down as one of the most damaging Prime Ministers, prominent nonetheless. Hes also put in jeopardy the future of the United Kingdom. Not just as a trading nation and our relationship with European Union, that the future of scotland and parts of the United Kingdom. But again, it would see who brought the referendum in the first place, which destroyed the labour party. The be frank about it and give the prominent role that they enjoy today. See also has put in jeopardy our relationship with the Republican Alliance and also the dep mentioned earlier, put at risk the very stability of Northern Ireland as an entity. All of these things add up the damage is done will be with us for decades. As others have mentioned earlier, will be the young people come in the generation and those who come after. It was as permanently damaging to this country to say i dont have to change anything. I think it will remain much the same after election as it is now and it will all follow from a calamitous decision of last june to leave the European Union. I can understand the hypocrisy are today, politics is certainly not religion. People do things to their political advantage in every Prime Minister has always done not. Thank you, mr. Speaker. I was expecting to speak in this debate, but in response to a question posed by the honorable member that he would not intervene to respond to. I want to make a couple points because i have in fact received emails over the last few weeks asking me to encourage the Prime Minister to call a general election and go to the country once again. He seems to be implying that nobody in the country was asking this, but there were members of my constituents be who are actually asking me to do that. When the Prime Minister did make the announcement yesterday, initially i was never sent shock because like my honorable friend for the new forest, i was selling paper theres no chance of a general election happening in the local paper. Hyperbole in a mouse, et cetera, telling people i didnt believe it was going to have you. Having listened to the reason the Prime Minister gave come ive come to the position where i do believe its the right thing for the country. We obtain a new mandate to go into the negotiation to leave the e. U. And the other is negotiating our terms in the strongest possible position in the negotiations. Let me also say im very happy to end on this governments record of delivering for this country. This is not just about the brexit negotiation. Its about the growth of one of the best performing economies in the world. Record number of jobs come a great investment in our nhs. Im proud to go to the country and say let us continue at the job we are doing on those benches for delivering what our country needs in continuing to put us in the strongest possible position. One final point before i finish. If the conservative Party Returns into government with a substantially reduced majority, i say to the leader, laid them except that is the will of the british people, they have returned the conservative party to press on and take out of the European Union on the ground that Prime Minister dropped his opposition to the democratic will of the british people. Murk darkens. Thank you, mr. Speaker. As someone who believes the Prime Minister has presented the case for this election and entirely false premise i too will be voting against the motion today. I wasnt asking for an election last week or the week before. I was so great in the context of the talk in an election in the near future would actually help the context of those negotiations. So my mind has not changed, so why should i pretend it has changed. Im not going to be voting differently because of the Prime Ministers action. She has accused others of playing games in this parliament and said the Prime Ministers argument that she is no confidence in parliament. So we have this bizarre situation where he had a referendum taken back control than we have a Prime Minister pronouncing she has no confidence. She doesnt trust parties in the opposition. She compares all sorts and then she has her complaints about the house of lords. This is members about the tory benches are concerned about the house of lords, move to abolish it. This stop using them as props in this sort of argument. Its also a false premise because the Prime Ministers pretending she needs the election now so she has a strong hand in the short term whereas we really know what shes after is a free hand in the longer term, in terms of periods of adjustment and around transitions and other things many of her colleagues have been to straighten none. I give way. Is my honorable friend appreciate the parallel to whats happening now [shouting] is whats happening now in this campaign for an election. Order. I would like you to face the house. With while you are busy talking. [shouting] [laughter] these two by an illustrious position. I put it rather differently, but we will hear from the honorable member. The nearest parallel is the election of 1974 when the then Prime Minister decided on a very narrow argument that the miners were on strike and it would be about who runs the country. Most general elections about a lot of things. This one was about the specific theme. I say to my honorable friend what happened in that fact was that the labour party with the largest number of seats and to form a coalition with the liberals and the liberals ran away. Mr. Durkin. I appreciate the intervention. I would also make the point that if we are going to bring in comparison in 1974, of course an unforeseen casualty was a powersharing executive of the 1973 executive and a consequence of that election because of the balance of forces. This election has been called without regard to the fact there is a sense of negotiation on going currently. Its very hard to see how this general election happening now wont have an impact on the negotiations. One that will probably color the attitude of parties to the issues they were dealing with and to each other, but also, the British Government will not be in a position to give undertaking or commitments in the context of those negotiations. So how are you going to get any sort of comprehensive agreement analysis of circumstances . If someone who worked for the agreement and for its implementation, i do not take those and cannot be dismissive of them. I of course want to make sure we have the agreement fully protected. When it comes to anything in force by referendum, based in love when they voted for the good writing agreement. I worry about the implications of brexit. I worry about the fact that the government are in denial about the fact that the process has implications for that agreement. But of course, i also do recognize the agreement gives us the machinery to answer a lot of the questions and challenges for the whole island of ireland in terms of brexit. It gives us the material to make sure we can operate them in ways that continue to be supported by the e. U. We can treat the island is a common market, a Single Market and sector after sector the hospice of the good agreement. So they go forward in this election in a positive way. But no pretense that the election was necessary that the Prime Minister is justified in attentions is and or the right honorable member yet again. Mr. Speaker, i believe this is the thing that gives politics a bad name in our country and this to the alienation of many citizens from the political process. Theres only one reason why the Prime Minister wants a general election on the eighth of june. I matter she figures she has a better chance of winning now than she does in the future. It is therefore the most blatant use of the democratic or seizure for Party Political advantage. As it goes on, it will be seen as that.
