Just a few minutes ago at 2 00, the president signed an executive order to make sure that the men and women of the greatest naval force in the world have the supplies you need to keep us safe in the years ahead. This order commissions the first ever hold government assessment of American Industrial base marking the First Time Since president eisenhower that an american president is investing personal attention into the health of the United States industrial base. President trump is committed to maintaining the secure supply chains and robust workforce which will support our nations heroes for decades to come. Next week, we will highlight the veterans and First Responders who keep our communities safe every day. The boys and girls who grow up to be the next generation of american leaders. While i am on the topic of the men and women who protect us, i want to note that the president commended the house today for voting to reauthorize the department of Homeland Security for the first time. The Homeland Security reauthorization act also authorizes immigration and Customs Enforcement for the first time. Secretary kelly has already made tremendous progress in slfilling the president progress in defending the United States. This will make sure that that progress continues. On the hill, Senate Republicans this week continue to work towards our shared goal of the American People from the disaster of obamacare. Recently earlier this afternoon, Vice President pence thedr. Tom price hosted reason this several grass roots organizations, calling on the senate to take action on health care legislation. As the president has said, in action is simply not an option. These groups want lawmakers to note that they should follow through on their promise to the American People. Anally, i would like to read statement from the president on the resignation of sean spicer. Im grateful for shunts work on behalf of my administration and the American People. I wish and continued success as he moves on to pursue new opportunities. Just look at his Great Television ratings. He will continue to serve the administration through august. The present has appointed Anthony Scaramucci as the new comedic taking director. I have a statement on him as well. Anthony will be in important addition to this administration. He will help him lament he aspects of our agenda while leading B Communications team. Leading the Communications Team. We have a conflict so much, and the media covers so little. I will now invite anthony to come on up and answer some questions. I will then get back up again to answer any questions. I will be very brief and make my marks informal. I will then take questions from everyone. First, i would like to announce formally that Sarah Huckabee the pressll be secretary. Heryou cannot congratulate after. He do not hear me can you not hear me . Better now . Let me start over. You heard me in the front, right . Sarah is going to be the press secretary, right . Congratulations to you, sarah. [applause] i want to make a couple of statements. First, i want to thank sean spicer not only on behalf of myself, the president , the administration, but he is a true patriot. He is a military serviceman, and he has an amazing family could he has done an amazing job, and this was a hard situation to be in. I applaud him, i wish him well, and i hope he goes on to make a tremendous amount of money. As it relates to me in his position, i will spend a couple of weeks getting to know the people here, and then i will be as corrugated coordinated as i can be with people inside the west wing. There has been some speculation in the press. We have been personal friends for six years. We are a little bit like brothers where we rough each other up once in a while. That is normal for brothers. A lot of people in here have brothers and you understand that. However, he is a friend. He brought me into the Republican National committee network. He introduced me to governor walker. We have spent a lot of time together socially. Many are not aware about this, but after the Romney Campaign i invited him to sky bridge. I think it reflects poorly on him that he did not accept my indication my indication and became our chief operations officer, but i say that in just. I met with him before we sat in the oval office. We are committed as True Professionals to the team and the process of getting the administrations message out. I said it during the transition, and i will say again appear. I think at times there has been a disconnect between the way we see the president , how much we love the president , and how much you see of the president. We want to get the message out there. To use it wall street expression, there might be an arbitrage spread between how well we are doing and how well you think we are doing. So, we will work to close that spread. I will now answer questions. I will try to get as many as i can. Number one, what we have seen so far is the president being his own messenger frequently which calls which causes struggles for the communications staff. Have you hope to get the white house back on track . The white house is on track, and i think we are doing a good job. We have a whole list of things. I did not want to come out here with a list of the compliments advertisement infomercial right now. I really didnt like to talk about personnel movement. But i think we are doing an amazing job. The president is always going to be the president. I was in the oval office with him today, talking about letting him express himself and express his identity. I think he has some of the best political instincts in the world. He started his political instinct his political journey some months ago, and look at where he got to. We are going to get the message out. Can you talk a little bit about how you can how you plan to handle any conflicts of interest . I do not think it is fair to the president for me to go into the exact conversation, because i want to keep those between me and him private. We did talk a little bit about the white house and our personal relationship. Then, when he extended the offer to me, i told him i would do it. We have a lot of family members who serve in the american military. In my generation in 1964, i did not serve. I filled out the Selective Service card. This is an opportunity for me to serve the country. I love the president in this country. President andhe this country. So, it is an honor to be here. I have worked with the office of governmental ethics to take care of all my is this conflict. My start date will be in a couple of weeks, so i can make sure i am 100 cleansed and cleaned. An issue withee it and neither does white House Counsel. When you are bringing American Business people into the administration which has had some level of success in society, they have to encumber themselves which is a very interesting thing. It is somewhat ironic. You want to serve the country, so the first thing you have to do is take on this mega opportunity cost by getting with all your assets. That im willing to do that, because i love our country. Anthony, you have been watching the white house from outside. You have your own perspective on what you have seen probably. What is the first thing you are going to change to try and write the ship to put it on course right the ship and put it on course . Again, i take issue with that. I think the ship is already on course. We just need to do a better job of broadcasting that message. Overly omaticg is unfair, but what good entrepreneurs do is they start the day and go through the process. If you want to eat an elephant, yet to do that one bite at a time. Sarah and i will do that together. Anthony, did you have any hesitation taking this job knowing it might lead to sean leaving . The two or at least somewhat coincidental. To you have any hesitance how you would relate to the rest of the white house staff coming in under those circumstances . Im a business person, so what happens in business is that you have some rotation in personnel. You have lifestyle decisions people are making. I would love to have sean here. Sean decided it would be better to go. For me as a relates to sean, it speaks volumes to who we is as a human being and team player. His attitude was, anthony is coming in and he wanted to clear this late for me. Thank sean sean i for that, but i do not have any issue with sean. \ i want to make sure our cultural agenda is that we put the president first. That we serve his interests first. If there is some friction with that in the white house, then i am ok with that. I am used to dealing to friction. [inaudible] again, i would say that as an entrepreneur, you have to be a custome accustomed to setbacks. I wrote a bestselling book. Believe me, you can come into my basement and see every copy that i got to get it to a bestselling book. [laughter] was i disappointed . Yes, i said it candidly that i was disappointed, but i love the president and the mission that the president has. Ever since the early days of the campaign and i saw the love of the people have for the president. I grew up in the middle class, and there is a struggle out there. The president saw before i did. He taught it to me. I feel that struggle, and i had and that the for that struggle. I want to be here to make things better for the American People. I will try to get everyone. Sean and said that the president and others need a clean slate. How does that work with the direction of the white house . Heres the one problem with the way our society is working. Right now, we are micromanaging the sentence of the new cycle. I think the president will get a win in health care, because i see him in operation over the past 20 plus years. He has very good karma. The world turns back to him. He is genuinely a wonderful human being. I think if members of congress get to know him better and get comfortable with him, they will let him lead them to the right things for the American People. I also think we are going to get tax reform done. Whatever else is on the a, we wills agend work very studiously to go down. Will you commit to hosting regular camera interviews . X i will need a lot of makeup. [laughter] i am appeared today because i am the press director. We made a mutual decision that i should make as it answers many questions as possible, but i like consulting with the president before i make decisions like this. I know you have been one of the president strongest supporters for a while now, but does he know what you say but does he know what you said about him back in 2015, calling him a hack . He brings it up all the time. I should never have said that about him. If the president is listening, i personally apologize for the 50th time for saying that. He is wonderful thing about the news media. It was three minutes of my life, but he has never forgotten it and neither have you. I hope one day he does forget it. In. Nextere has been question. There has been some questions of credibility. Is your commitment to the best of your ability to provide information to the truth of your organization . I hope i do not have to answer that question. I hope you would tell from my body language that i will do that. You mentioned your relationship with ryan. Was he involved in the offer of the position . Yes, he was consulted and involved. Theres a lot of speculation about the timing and so on and so forth. What im here to tell you is that we are a team. [inaudible] like i said, i think some of this stuff is necessary to go into that regular detailed grand you were into that g randeur detail. I would just tell you that i am a team player. I have played team sports my whole life, and i believe you have to subordinate yourself to the greater good of the team. If tenets do not have disagreements about certain things, then they will not get to the championship. You have to get together and mix it up from time to time. I have no problem doing that. I love these guys, and i respect these guys. Is it perfect everyday . Tell me whose life is perfect everyday. President , serve the and im here to serve the people inside the west wing. Are you committed to regular televised briefings and having a regular relationship with the press . I am committed to being a transparent as i am standing here, but i would like to talk it over with the president. We have a new press secretary, so i would like to talk it over with her, and then we will get back to you on that. Two quick questions. Recently, the president has been feeling under siege with the russian investigation. Do you feel like he was feeling exposed and not adequately having people coming to his defense . I do not think so. One of the things i am feeling i am sort of having my white House Counsel briefing before my press briefing, so i want to limit my remarks. The thing about the president is that he is the most competitive person i have ever met. I have seen him throw a debt spiral through a tire. Spiral through a tire. Putts. S three foot i do not see this as a guy under siege, under pressure. Andpresident is a winner, we are going to do a lot of winning. [inaudible] he has made a habit of calling stories he does not like fake news. Is that the kind of relationship you want with Media Outlets . I want to speak for myself right now. It is my first day on the job. I have to get familiar with everyone and get direction from but i had an, interview with your new station and i thought i had i thought i handled it well. And itracted the story, accepted your apology immediately. I used to host wall street week for foxbusiness, so i have and that the for journalists in that sometimes they will get i have empathy for journalists and that they sometimes get stories run. Is somesked me if there media bias out there, then yes, there feels like there is a little bit of media bias. We are hoping theres something we can do to escalate that and turn it around. Let the message from the president get out there to the American People. President [inaudible] say, is what i would thought sean did a very good job. He is a very articulate person. He has spent 30 years in communications. I would imagine that if there are people here that there are people here who are going to be very excited about the next job he lands in. He is going to be an excellent communicator matter where he goes. As far as standing at the podium, i think everyone has their individual personality. I think the best messenger and best media person in the white house is the president of the United States. Im hoping to learn from him as well as from sarah and other people. How long has your relationship with the president lasted . The first time i met the president he was a name brand even back in the day. Michael is a close personal friend of mine. He introduced me to the president. I had met him a few more times from that. The yankeest of introduced me to him a few times. We got closer during the Romney Campaign where we did a couple of fundraisers in his magnificent apartment. I would not be standing here if i did not have a Good Relationship with the president. I love the president. Toill do the best i can serve him in the best way that i can. [inaudible] other going to be other changes . There is some speculation. I cant say that there are some who are staying. I did speak to both of them. I love the two of them should i go back in long ways with them. I think they are too, phenomenal people when it comes to the other people, i have to get to know them. Sean was incredible gracious if you hours ago when we sat in his office him and he spoke to them on my behalf. I have to get to know the people. They have to get to know me. Hopefully, they will like me and want to stay. We will see what happens. Were going to make it a very fun place to work. [inaudible] that is a very good question, but i think it is inappropriate for me to answer that question right now. I will have to get back to you on that. I will need some direction from general mcmaster and the present. And the president. I will do everything i can to get to every person in this room. Will President Trump have a press conference with us in the near future . I will talk to him about it. The president is phenomenal with the press. He is a great communicator. He won this election. 60 of thespent money, and we had about one third of the personnel. We won the presidency because of donald j. Trump. He is an unbelievable politician. At some point, we are going to make sure that that happens. I do not know when that point will be. You have to talk with him. I will do my very best to get everybody. I will go over here first. How are you going to handle [inaudible] let me explain that. It is a difficult place, because heres what happens to it is a little cramped in there. You have a lot of reporters from International News agencies. It is a difficult place, because you are trying to get a job done but you are sitting inside of a fishbowl. That is what i mean a difficult place. I do not mean a difficult place to work because of the people. I think there is a lot less palace intrigue then is getting reported about. I will work alongside my peers here to reduce that tension and anxiety, because we generally and genuinely like each other. Handleare you going to when a crisis comes up, and you put a very sophisticated message out at night and the president in the morning tweets something very different . Are you willing to say you have made a mistake . I took Trial Advocacy at or laww school at orville school. I will not answer that come in because that is a hypothetical. The first thing they tell you is to not answer hypotheticals. The president is a very effective communicator. I think hes going to continue to use social media. I know hes picking up about 300,000 followers a day. To me, i think it has been a very effective use of reaching the American Public directly. So, i welcome him continuing to use that. It is very important to him to express his identity, because, well i have found as i travel around the country, people love him. But what if his message is different in what you put out . That is a hypothetical. How is it fair for me to answer that it to answer that . [inaudible] he has not expressed that to me, so i do not know his opinion on that. How involved in the daytoday operations will he be with the press Going Forward . As much as he wants to be. I would do my very best to communicate to him what i think is the most effective strategy or him to get his message out to the American People and the global community, but it will be as much or as little as he wants it to be. I will do my very best to serve him, so as much or as little as he wants. Your relationship with the chief of staff is he your boss or do you report directly to the president . I will allow Reince Priebus to answer that. I can only speak to my management style. I have been on wall street for 29 years. No one has ever worked for me. People work with me. I believe in a lot of collaboration. When you do that, it is very empowering for people. I have no problem working for rights four Reince Priebus. You are going to be very surprised about the relationship i have with him and the closeness we will have in terms of working to serve the president. Hes the chief of staff. It would be foolish of me not to indicate with him and really to him and relayed to him every little thing im doing. [inaudible] a little bit of an unfair question, because im not quite up to speed on all that. The statement that 3 Million People voted illegally . If the president says it let me do more research on it. My guess is that there is some level of truth to that. We have found at times is that the president says stuff in view and the media think it is not true, but it turns out to be closer to the truth that people think. I can feel the hook here. [indiscernible] blake first. To congratulations on the new job. You have gone through your past of law school, what would you say to your critics who say he has never done anything like this and he is at the white house . And secondly, if you could lay out why you wanted the job, and thirdly, before you go, why you chose immediately right off the bat for sarah to be the press secretary . So the president loves sarah. He thinks she is doing a phenomenal job. I agree with him. I think Reince Priebus and other members of the staff agree, and i am super excited to work with her. Proud to work with her. She will be a phenomenal press secretary. As it relates to me, if you look back on my career i have a lot of communications experience. I spent a lot of time on television, i spent a lot of time shaping the message for my predecessor. But i do not know a lot of things, so i will lean on people like sarah and others to help me be the best i can possibly be. I will take one last question. Right here. Two questions. Because of your legal background and the fact that you mention ed the white House Counsel, can you explain what role you can play, as someone who has been trained in the law, in communications interacting with the president s legal team . And secondly, most analysts to looked at White House Communications have said when a president says that he has a communications problem, what he has is usually policy and political problems. You are arguing that we are not understanding so much that the president should be appreciated and how much we love him, but can you describe how much you think that it goes beyond that concept, and that the president has political and policy problems . Mr. Scaramucci lets start with the first question. Repeat the first questions . Legal . You will interact with the president s legal team . Mr. Mckay thats mr. Scaramucci i am close personal friends with jay sekulow, i have a relationship with john dowd, and i will work with them and other people to make sure we are on message and handling ourselves in the most appropriate way possible. That is the best i can say about that. [indiscernible] and then the followon was Communications Problems versus policy and political problems and the way you see that in the context of this president . Mr. Scaramucci not long ago Teddy Roosevelt said the , presidency was a bully pulpit. And the president has a great gift to be able to control the news cycle and messaging, so if around hereinated with the president and go back to some of the great successes he had on the campaign and transition and even in the presidency, frankly he is , delivering that message directly to the American People. To me, i think the policies are fantastic. I think he has done a phenomenal job. I think sarah read something i totally believe, is that he is doing a phenomenal job and we need to do that and get that out there more aggressively. I have to go. One more, right there. Mr. Scaramucci i will take one more. Thank you very much. You have talked several times about your relationship with Reince Priebus, his picks with some of the communications staff. Can you talk about your relationship with steve bannon . He is said to have strong objections about you taking this job as well. And i have one other thing. Mr. Scaramucci i am on the record i have been interviewed , about steve, i think he was instrumental in helping us win the election. He has a strong personality, i have a strong personality, and we did not really overlap at Goldman Sachs but we worked there together for a moment of time. There is something great about that culture in yesterday, yesteryear even though i have , been out of goldman for 21, 22 years, but there were two great things about that culture. The first thing was that you subordinated yourself to the team, even if you had disagreements. The secondary thing is that this legendary man, john weinberg, now deceased said some people people swell. I think that is a great quote. I have a lot of respect for steve bannon, and i am looking forward to working with him as well. I have an enormous part of respect for him. Sarah says i can keep going. You said you do not need to write the ship right the ship, but the president has a 38. 8 Approval Rating in his second quarter, that is historically low. What are you going to do to change that and make it better for the American People . Mr. Scaramucci that is actually a great question. Targets,ls are moving and we know from statistics, and i had taken plenty of statistics courses, that some of these polls can be wrong. That is the gallup average. Mr. Scaramucci but we used that during the campaign and people said we would lose, but we would end up winning. I would say they are a barometric pressure reading for right now today, but the American People are playing a long game and i think they really love the president. When you look into the individual statebystate polls, the guy is doing phenomenally well. That is indicating to me personally that the president is really well loved. There seems to be a disconnect in terms of some of the things that are going on, and we want to connect that, sarah and i, to the best of our capability. And so the people feel great about what he is doing. I feel great about what hes doing. I do not know if you feel that way, i do not know you, but i want the American People in general to feel great about that. Thank you, anthony. There have been reports about general mcmasters having disagreements on policy over russia. Can you say that there will be no other highprofile resignations or exits from the white house staff . Mr. Scaramucci so thats again another hypothetical. , i cannot answer that one way or the other, although i have an enormous amount of respect for general mcmasters. I just do not know the situation, i cannot answer. I do not know. Youre going to work with the team on messaging as it relates to russia mr. Scaramucci no i , specifically said that i have not been briefed yet by the white House Counsel about what is appropriate to talk about from this podium, so i do not want to take any questions related to russia. I would like to ask you though, is the strategy that seems to be coming from this white house now in going after Robert Muellers credibility the right one . Mr. Scaramucci ok, so i again, that is in that zip code of, like the legal team, and not , really in sarah or my zip code, so i want to stay away from the question. It is a messaging question. Actuallymucci it is very complicated, and i do not want to bore all of the people here with the legal details related to it. But i think it is important for me on my first day standing up to that i do not go in that direction. Im not going to answer the question, not because im not trying to be forthcoming, i think there are legalities there that i do not want to touch. I will take this question first and then i will take thomas. You say the president is a great communicator. Theabout your views on relationship with the president and the press, and how do you think it will change and how much sway does he have to create and trust with the White House Press . Mr. Scaramucci listen, i am a super optimistic guy. Im too short to see the glass anything other than half full, and i am a super optimistic guy. I think the president will have a phenomenal relationship with the press. Lets take this question. Larry speaks once stood up there and said do not tell of us how to stage the news, we will not tell you how to report the news. Do you think that is an accurate representation of how your job is . Mr. Scaramucci repeat that . Do not tell us how to state the news, we will not tell you how to report the news. Is that an accurate statement . Mr. Scaramucci i have a great amount of respect for secretary speaks, but when he was standing at this podium, it was a very different world. We now all have a recording studio, television studio, movie studio right in the palm of our hand. We can stage certain things and it might be read some ways, and might not be read other ways. But we will work as well as we possibly can on that for today in this era. Maybe that was accurate in the 1980s, but we will think of something good to say once we start working together. [indiscernible] mr. Scaramucci though. Go. Is it possible for this Communications Team to at every moment . How will you make sure you are on the same page as this president . What have you said to him about the need to know what he is thinking and where he stands as it relates to policy . Mr. Scaramucci i know i am not going to speak on behalf of the president. I have a close relationship with him, sarah has a close relationship with him. I think it is super important for us to let him express his personality. It has been a very successful Life Experience for President Trump to be President Trump. Lets let him do that, and let me finish lets see where those chips fall. If something happens that you do not like, talk to us, and we will work it out. Do you meet with him every day and do you have oval Office Privileges . Mr. Scaramucci do i have oval Office Privileges . Listen, im not one of those people who needs to have unnecessary face time with the president , but i do have oval Office Privileges, if that is what you are talking about. I have the opportunity to meet with him because i am the cons director. Comms i want to be syncopated with him in a way that he likes. I want to meet with him but im not going to waste his time sitting in the oval office unnecessarily. Thank you. [indiscernible] sanders thank you. Mr. Scaramucci thanks, guys. Thanks. Can you talk this how this change will affect the present office, and can you speak a little bit for sean as to how he is feeling, and how he made the decision to resign . Deputy huckabeesanders i will not speak for sean in detail. I can say that he understands wanted toresident bring in and adds new people to the team, and shawn felt like it sean felt like it would be best for the team to start with a totally mean slate. I will at anthony said, and i think it speaks to who he is at and i will speak to what anthony said, i think it speaks volumes as to who he is. We will continue to serve the president loyally. He will stay on for a couple of weeks through the transition and will be happy to answer some of those questions directly. First of all, congratulations on the job. Can you clarify where the president stands on the issue of pardons . Is he considering that in the russia investigations . Does he believe he has the power to pardon himself . Deputy huckabeesanders i will refer you to comments made by the outside counsel in terms of their actions. The president maintains pardon powers like any president would come but there are no plan announcements on that front whatsoever. Do you believe he has the power to partner pardon himself . Deputy huckabeesanders i cannot speak to that. Disease support efforts to undermine Robert Muellers credit ability . Deputy huckabeesanders again, the president has absolutely nothing to do with any of the allegations that are being made. He has maintained that. And he wants them to complete their process as quickly as possible so that we can move on from this ridiculousness of all things russia and russia fever. The question that i asked does he endorsed the legal teams efforts to undermine the credible it of the special counsel . Deputy huckabeesanders i am not aware of those details, and you would have to ask his legal team. I am not part of that process. On health care, what is the senate what does the president want the senate to vote on next week . Deputy huckabeesanders as we have said many times before, the president s preferences to repeal and replace obamacare. We have not been shy or quiet about that, and those intentions of certainly not changed. How much armtwisting is going on visavis the Health Care Bill . The Vice President had a lot of conservative groups over today, and they announced that they will actually be scoring votes next week on the motion to proceed, which i believe is unprecedented . Deputy huckabeesanders i do not think anyone here has made a secret that this is a big priority, and congress should do with a have been talking about for the last seven years. It is time for them to get in there and repeal underplays obamacare. These groups recognized and replace obamacare. These groups recognized that, and they support the mission of their organizations in pushing and putting pressure on members to get the job done. Nothing beyond that. So the organizational structure, now that anthony has come in, the press secretary and Communications Secretary used to be coequal in reporting to the chief. Will it remain that way, because there wasnt some move toward making the Communications Director sort of a deputy chief of staff, and the press secretary and the Communications Director would report to that person. Would your report to write previous or him would you report to Reince Priebus or to him . Deputy huckabeesanders our goal is to Work Together to promote the president s agenda, and sue do that not just with the two of us to do that not just with the two of us, but the entire press Communications Office and the entire white house staff. We also the pleasure of the president. Were comments made this morning on television talking about the motivation of people who are part of bob muellers special counsel investigation. Do donations to political parties, not the president party does that disqualify the people from being part of the special counsel . Deputy huckabeesanders i do not think we are putting out a litmus test, but questions regarding that i would direct you to the outside counsel. Does the president have confidence in his National Security director . Deputy huckabeesanders i have no reason to believe that he does not. [indiscernible] the intelligence committees are already looking into financial balances in the treasury department. Is there anything the white house can do to stop that . Deputy huckabeesanders the president hasnt said he does not want the special counsel to move beyond the scope and outside of its mission, and he has been very clear, as have been his accountants and teams that he has no financial dealings with russia. I think we have been extremely clear on that. Apparent in the house to go around the healthcare bill there that it was going to fail. It was pulled at the last minute, the last hour or two. Repeal andf the replace potential in the repeal only potential, the numbers suggest they do not have the votes and it will fail. Why does the white house believe this time around that a vote should proceed . Deputy huckabeesanders we are folks on repealing and replacing obamacare, and we will not stop until we can continue to move that forward and get that done. We wanted to commit to that, but frankly a lot of the members of the senate and house have not only committed, but campaigned on that. It is time for them to step up and get that done. Placei vote should take at some point next week on a bill, one way or another . Deputy huckabeesanders i do not think you can repeal or a place it without a vote, but i it without aeplace vote, it is a necessary part of the process. I want to get some thing straight. Earlier in the week, the white house you indicated at the white house was not opposed to out harriet outright repeal, and then based on your mark today marks two days ago, you of repeal and replace.
