Veterans programs. These are bills that are popular among republicans. It should be a fairly partisan exercise. The package is not expected to get a lot of democratic support, if any. So it should be a pretty partyline vote. There will be a lot of amendments, i think it will go late into the night, several nights. We have a busy week ahead of us on appropriations. One thing you talk about when it comes to the lack of support from democrats, is that because of the border wall . Talk about that and how it factors into the package. Ryan it is a big part of it. I think this probably would have been a fairly partisan package regardless of the wall, because the spending bills are written at spending levels that the democrats do not agree with. But the border wall is probably the most controversial part of this. The package includes 1. 6 billion to begin construction of the border wall on the u. S. Mexico border, obviously one of president trumps Signature Campaign promises. So republicans are hoping to sort of move the ball forward on this issue and give the white house legislative victory and go home for the august recess with something they can tout to constituents. It will be problematic, i think democrats will make a lot of hay over the wall funding. Even some republicans might be uncomfortable with supporting a package that has the wall funding. Why would republicans be uncomfortable . Ryan there are some that represent border districts that have voiced concerns about the wall. Concerned about the environmental aspects of it and how it would impact Property Rights in their district. There are some representatives, especially in texas, who have said the wall is one of the least effective and efficient ways to secure the border. So it will be a tricky vote for some republicans who do not like of the wall, but maybe support the overall package, which funds popular things like the military and veterans and more. When it comes to issues of military, one of the aspects, or at least containments of this preparations bill deals with authorization for the use of military force. Can you talk about how this would address that and resistance, particularly from barbara lee of california . Ryan exactly. The bill that was written by the perforations committee had that would repeal the authorization for the wars. And that provision, which was adopted on a bipartisan basis, was stripped out of the package by republican leaders. So the provision that had bipartisan support will not be going to the house floor for a vote and yes representative lee and others that represented it were outraged that the rep. Cook and leaders took it out, republicanthe leaders took it out, so. Tell us why it is important to know that barbara lee was at the forefront of this. Ryan she has been working on the issue for many years. She offered this year after year and there was some surprise actually that it was adopted. A lot of republicans supported it. And many people do not see it coming, congresswoman lee herself was taken aback it was adopted in the first place, so all the more reason for them to be a little bit upset that it was taken out. Tell us why this process, ls,h the appropriations bil why this process versus the regular way that Congress Typically handles the issues. Ryan right this year they are behind schedule. Part of it is there is a new administration and it does take time to get the full cabinet implemented and to get the budget written, so the process has been really delayed. They also had to finish up carry overwork from last year. Now they are behind schedule and playing catchup and there is no time for a socalled regular order process where they bring the bills to the floor one by one. There are 12 bills, and they were hoping to do all of them this week but there was none of support among House Republicans to do that. So the house gop leaders decided to do the 4 bills instead, instead of the 12 bills. So they are playing catchup, trying to get done before the recess. And this bill, this package funds summer bubblegum priorities like Border Security funding and a huge boost for defense spending. Covers mccrimmon appropriations.
