Precinct. If i am serving in a separate precinct, i want to be on the platforms committee. How do i get there . Josie the question is about Convention Committees and how to get there. We will absolutely go through that election process. Again, you are able to be elected at that level. We will talk about that a little later. Yes . More theu explain once process for absentee ballots . You guys areessing probably familiar with this form. It is very similar to what we used in 2014. This is the absentee ballot request form. The forms are very similar to what was used in 2014. The person fills out the top line there is a perforated. Most of the information on the receipt is printed because it is the Iowa Democratic party, but the receipt also includes the name of the person who is requesting the ballot. ,ou just want to fill that out and the date and time the ballot was requested. Logistically, how do you accomplish that . Toie volunteers are good help with that. Volunteers . Josie the secretary is able to help with that process. Yes . [indiscernible] the question is what is the role of the secretary. I will move on here. Far. Too ok. Fireviability. We will get to the mass. Math. It the there with me. In order to be eligible to elect a delegate, the delegate must have a minimum level of caucus attendees and their Preference Group. , or is determined at 7 00 soon thereafter, when you are done with registration. If more than 85 of attendees do not wish to form Preference Groups, the delegates can be as a whole. Aucuses it probably will not happen, not in polk county. In smaller precincts, where Everyone Wants to move forward. The caucus chair will count the number of eligible caucus attendees, and announce that number to the group. A lot of times, and bigger caucuses, the way they will do that is have people number off until everyone is counted for. Based on the number of eligible thendees that you count in room that night, and the number of delegates your precinct has again,ssigned to elect on the front of your packet, also on your reporting credentials. You have that number. The viability threshold is calculated. We will go through the different formulas. Then, i have some examples to make this really clear. I will take questions, i promise. Determining viability in precinct that only elect one delegate. No Preference Group performs. The delegate is elected by the whole caucus by majority rule. Paper ballots may be used. Inermining viability precincts that elect to delegates to be viable, a group of contain at least 25 percent of eligible attendees. 25eligible attendees times. Determining viability in g threets electin delegates. To be viable, the candidate must 1 six. In other precincts, delegates 1 5. Have really, you only have to worry about one of these formulas because you have the specific number of delegates that your precinct will elect. When we calculate this number, all fractions around it up to the next toll number whole number. It does not matter if it is seven point one, or 7. 8, they will both round up to eight people to be viable. There can be no more preference delegates tohe board. Once the number has been determined, that number will be announced to the whole caucus so it will be very clear that you need this number on your side of the room to award that delegate. There can also be a spot on the board where you can write it. Fairy clears to everyone, especially in the bigger caucuses. Here are examples. We have 17 eligible caucus delegates to to delegates to elect. 25 . Point 25. 25 four what do we do with the decimals . Round of. The viability is five. Byee delegates 43 divided eight. Rounds up to 61 eligible caucus attendees with five delegates to elect, we will use the 15 threshold. 61 times. 1 5, 9. 15, again, we 10 eligible caucus attendees to be viable. Questions . A number of people go through registration process, and the number of people counted in the room the time the meeting is called to order is different. Which one roles . Thee the question is number of people who signed in versus the number of p will in the room when the caucus is called to order. We recommend that you count the actual number of people in the room, number off. How do i know that everybody that is claiming to participate is actually registered . If you want to also count out the number you have signed in to compare that, that is a good idea too, so you can make sure the number of people in the room have all signed in. Maybe if you are missing a couple, you can get them signed in. Also, you have observers in a certain area, and they are not to leave the area during the caucus. Is at thein, that discretion of the chair. That is the reason we recommend having a separate area. They are not necessarily going to hang in there, but we need to make sure we have accurate counts. Yes . Actually inwho is there, not on the sheets is that correct . Josie it is the number of people in the room when the caucus is called to order. We have a situation, three candidates, and only two delegates in the precinct. What happens . Are you excluding somebody . Question is we have three candidates and maybe only two candidates. We will talk about that in a minute. There are some apartments in my area, and actually some of them are people who are volunteering, been here for three months, may stay on are they eligible . Josie if they fill out the form,registration people are able to participate. Question here . Come toay when people the caucus, no idea, no anything, no verification. Everything is decided on the of the group for a candidate. If we have 30 people who come to the caucus who are illegal aliens, that should not be there, how is their influence taken out of the total . Josie again, people have to register to vote to be able to participate. Forms, andill out they are not who they say they are, that is voter fraud. Their influence on the caucus is not removed. They are just getting in trouble later. They can still have an impact on who the candidate will be. Id at thein, we dont door. If they registered to vote, that is illegal, and is voter fraud. What other questions to we have . Do we have . Ok. Viability has been calculated. Everybody knows how many people they need on their side of the room to get that delicate elected to their precinct. Now we will form the Preference Groups. That is the next step. John . That five ability number number islity established, what does that do Going Forward . Call the question is you the caucus to order and determined that threshold, what happens if halfway through, someone has to leave you will not recalculate viability at any point in the evening. We have a slide coming up on that. Viability number is the same you will use all night. Ok. Forming a Preference Group. Haves participants 30 minutes to divide into Preference Groups. That can be extended by a majority vote. The caucus chairs should direct Preference Groups to different areas of the room. That is one of the reasons it may be helpful to identify that ahead of time to keep the process moving along well. Can decide in 20 minutes you dont have to stand and look at each other for another 10 minutes. It is possible for an toommitted Preference Group form. After the groups form, a Preference Group chair will be elected in each group. This is usually the person the campaign has identified as the precinct chair. They will count all the members of their group and report back to you. They are the person getting the counts and working with you there. All right. Sorry. Is that the precinct captain or someone else . Josie they are elected and identified within each Preference Group. They identify who that person is. Yeah . Do we take their word for that. Josie i would recommend that is a conversation. Contact information of the chair will be reported to the caucus secretary. Where is that to be reported . Josie the question is about Contact Information for the Preference Group chair. We do have, on the worksheet, a spot where people sign off. That is one place. Also, you have your blank paper with you. If scenarios. At what if there are more viable Preference Groups than number of delegates to be elected. Lets say you are in a precinct the only elects three delegates. John lennon, george harrison, Paul Mccartney, and ringo starr are all viable. They all have the minimum number. [laughter] josie im always for george. In that situation, you cant you only have three delegates to split up. What do you do tackle the smallest Preference Group will to realign. They will either have to join another group, or pull people into their group to no longer be the smallest. That is what happens in that scenario. [indiscernible] josie correct. They have to be given an opportunity to realign. What if there is a tie . [indiscernible] choose to noould longer participate. Viability is never be calculated even if people leave. What if there is a tie for the Preference Group . In that situation, a game of chance is used to determine what group realigns. Drawing names from a hat for three or more. Here is the question we just had. What if a nonviable Preference Group decides to leave rather than realign. Is calculated on the calledwhen the caucus is to order. He would move forward there. We have a question slide after this. Remind the people that when they show up, once they are in the door, dont think about having a cigarette break or running errands. Josie make sure we stressed the importance of staying, and doing Party Building activities. Ealignment you have counted on your groups. You have determined which ones have enough people to be viable, and which ones dont meet the threshold. Any group that is not viable must begin when the opportunity to realign. They can join with other viable or nonviable Preference Groups. Viable Preference Groups are also able to realign. That means that in this first islignment period, anyone free to move. Just because i caucus for george, and he is viable, if i decide to change my mind and can dohns group, i that. Likewise, if i caucus for ringo, who will not be viable, i have the opportunity to join another group. Sorry. [laughter] josie this is a 30 minute period. It can be extended with a majority vote. If that ends after 15 minutes, dont stand around looking at each other. Unless anyone objects, you can move forward. First realignment anyod, that 30 minutes, if remain, agroups second Realignment Process will occur. In the second realignment nonviable groups. An bn realign this normally happens naturally. There is not really an official second realignment. People realize, if i dont join another group, im not getting anyone over to my side, and i will not be viable anymore. People will kind of naturally moves. Again, they can join together to viable for one candidate, or join other viable groups. A couple of questions. Yeah . I was going to comment further on people who need to leave the room, for example, to go to the restroom. That is the beauty of passing around a piece of paper to identify people who are ok toered so they are come and go if they find it absolutely necessary. Here . A question over after the first alignment, but before the second realignment, our persuasion speeches allowed . That will very precinct of precinct. You can give people time to address the whole group. If you do that, please make sure you are providing equal time to each candidate. During thet happens alignment process, so that will vary a little. Question over here . Past, people want to is that something that could happen . The question is about uncommitted. An uncommitted Preference Group can form. The same rules apply. One more question here, then we move on. Problem in the rule area, a challenge coming from the committee in a case like that. You are pressuring people to realign before they have an opportunity to form a group. Josie they will form those question isrry, the about if you have more viable Preference Groups than candidates to elect. You allow for the initial alignment, and if they are all viable, the Smallest Group will realign. They can get people into their groups to no longer be the Smallest Group. Those are the rules of the caucus. John . Do you still realign . Josie the question is if you is nonviable, do you have to realign . Our recommendation is it is areays good to offer there any objections to move along, everybody is viable, people could still switch, but you are ready to move forward without doing the Realignment Process. E will move along here again, im happy to take questions at the end, but i want to keep things moving. Point, you have done the realignment, it is clear you have all of your viable Preference Groups, and you dont have too many viable Preference Groups, so we are now ready to award the delegates. We will split of that number to the viable groups. A little bit of math involved. Again, this is on the poster, on the math worksheet. When awarding delegates, you take the number in a Preference Group and multiply that by the total number of delegates to be elected and divide that by the total number of caucus attendees , which is the same numbers you calculated at 7 00. That number will not change, even if people leave. That will give you the number of delegates your candidate has won. Bviability, when roundup, this is normal rounding. You will want to total of the total numbe you have assigned to each candidate, and make sure that matches the number you are allowed to allocate in your precinct. People talk through some what is scenarios in the second. First, an example. There are 60 eligible entities caucus,arlton precinct and they will elect five delegates to the county convention. What do we use for viability . 50 . 15. Ll take 60 times that gives us nine. We have 22 members aligned for Paul Mccartney. 16 for george harrison. 12 for john lennon. 10 for ringo starr. The delicate formula delegate formula for Paul Mccartney is as follows. 60. Imes five, divided by 1. 833. Uld give us with grounding, Paul Mccartney receives two delegates from the precinct caucus. In applying the same mass, the remainder of the captives would receive you can see there how each of those formulas will play out. What we want to do is add those up and make sure we have allocated the number we are allowed to allocate. Two plus one plus one plus one is five. We have five to give out. We are good to go. Can you Say Something about realignment to try to get a five in yourve area . Josie the question is about ties and alignment. Like i said, if there are two groups that are tied for be realigning, you flip a coin there. G the bit aboutlk a little this more in a minute. Ok. What if there are too few delegates. What happens if you total up the numbers and realize they dont match, and you have awarded to fewdelegates too delegates. An additional delegate will be awarded to the group with the. 5. Est decimal below you basically say who is closest to rounding up. That will be the person to get the extra delegate. An example. You have 100 attendees with six delegates to elect. The viability is 15. Sorry about that. Here is the example. You have 100 with six delegates. 15 is your viability threshold. All of these groups are viable here. When we do the math, and look at the rounding, two plus one plus , but we one is five have six delegates to award. We will want to go to the decimal point. Up,say, who did not round o but was closest you can see, that is paul with 1. 44. He will get awarded an extra delegate there. Oneplus two plus one plus is six. We are ready to go. The flipside. What if the number of delegates number of than the able to the precinct. A very similar process. We say who barely rounded up, or who was closest to rounding down. Just a note here during the process, a Preference Group cannot lose it only delegate. If a Preference Group has only been awarded one delegate, the next closest decimal point will be the one to lose their delegate. That is actually in the example here. Again, 100 attendees with four delegates to elect, all the groups are viable. After rounding, we have awarded five delegates, and really had for to go out. We have to look of the decimal point here and say, who is closest to. 5. It is ringo. 60. At he only had one delegate to begin with. In this process, you cannot lose your only delegate. We will go to the second closest decimal point which is john. John will move from two to one. When we at all those up add all those up, we are back at four. [indiscernible] [laughter] [applause] josie thank you. If scenarior what here. What if two or more Preference Groups are tied for the loss of a delegate. In this situation, a game of chance is used. We recommend a coin must want tossng a name coin or drawing a name. It is all about the decimals. 5. 48es not matter if it is or 2. 48. You are looking at the decimals here. Some people get confused about that. It is believed the decimals that count. I wanted to make sure to emphasize that. Questions . In your first example, when to. 5, butne closest they did not reach. 5, if the group that had to delegates wo delegates already was. 49, but the other had. 44, you would still awarded to the hadegate who already delegates. Josie it is just about looking at the decimal points. It does not matter what the whole numbers are, it has to do with the decimal point. Question back here . Once you have your Preference Group sizes, if people leave, that does not change anything. Josie you need to have the Preference Group sizes reported to you so they can be counted. People can leave at that point, it does not change anything . Josie as long as those final numbers are reported. Obviously, we want to encourage people to stay through the whole caucus. Absolutely. If people do leave at that point, that does happen. Get the final Preference Group sizes, and those delegates are awarded. Ok. We will talk about recording the results right now. Before we go into the different systems we have here, i want to say, once the delegates have been awarded, a representative from each Preference Group must sign off on the caucus math worksheet. That is how we verify the math has been done correctly and the numbers are agreed upon by the caucus. Bottom, were you have people sign off, that is where you can put the Contact Information. That is where that will occur. I want to talk a little bit im sure many of you know about the partnership we have with to introduce our new app. Ting we are very likely to have someone here with us at the also availableis to answer any questions you might have if you were to , and i knowt app a lot of you have participated in the dry run. To those of you who did that. We are excited to be implementing this and to have rodney here. Questions do come up about the technology piece that i might not know as much about. We are both available for questions here. Like i said, this is a new system to report results. These are screenshots directly from the app. We will break this down stepbystep. We will go through all of it. We have spots for questions and are happy to take questions as well. How do i get the results reporting app . This is available through the on your device. You have to have access to a smart phone or tablet to use app. If you dont, that does not mean you cannot be a precinct captain. You can use a laptop as well. I believe there is a certain situation where you might be able to use a pc, but lets talk afterwards specifically about that, and rodney can probably help you a. Ittle more too you want to go to the store and search for Iowa Democratic. Ucus 2016 you will see the blue donkey, and know that you found the right app. You downloaded to your device. , open up the app. You will see are welcome screen, which includes our logo. It will have a note that it is connecting to wireless internet or your cellular data. It does not have to just be on my five. Obviously, wireless internet will give you a better connection. You can use it to your cellular data. On different phones, different operating systems, this might different. Ly the screen might be a little altered, but it works exactly the same. The same exact process here. Once you are connected, you will see this welcome screen. [indiscernible] osie i dont know the wireless information for the building. Without injuring any other information, you have the option viabilityfir number to assist with calculating the viability. Once you are ready to report results, you click begin. I have a note about a 15 minute deadline. We will talk about that in a minute. This is what the viability calculator looks like. Can access this at any point without having to enter any other information. All you would do is enter the number of delegates your precinct has been assigned to accoucount. Our eligible , are thebility president ial candidates the only needing are going to be Preference Groups, or are there other precincts that will need Preference Groups for a congress purpos person or representative . Josie we only do caucus for president ial office. Time to report. You click that you are ready to begin and ready to enter into the system. You will now be asked if you are ready to report. A note on this. Pinwill be texted a to enter into the system. Once you receive the text message, you only have 15 to complete your report. If for some reason it takes a little longer something comes up, and you could not finish the report it is not a big deal at all. You will just have to request a pin. Just a note, not a big deal. If you get locked out, you reenter the information there. You go ahead and click yes when you are ready. Strange. , you will not be able to do that. I dont know what happened to my mouse. I would use this keyboard. App authorization. This is a four step process. We have probably been harassing your phones about getting cell phone numbers. There are a few different reasons. One is to contact you on caucus night. Other reason is we need to have your cell phone number that you will be using to report these results prior to caucus night. If you signed in today, there was a spot that asked for your cell phone number and asked if that is a smart phone. If you maybe simply put your number, please be sure to edit that before we collect that form. We want to make sure were getting people authorized to use the app in the precinct, and you need the cell phone number to do that because you will be texted pin. We will take questions in just a minute. You enter the phone number that you provided to the Iowa Democratic party. You will enter your precinct code which is found on the back of the reporting credential which has what your precinct code is. As long as those two pieces of data match the records that we have, you will be texted a pin. It is unique to your precinct. Ou will enter that pin again, as long as the information matches, you will be authorized. Screens lookthose like. You will enter the phone number you provided for recording purposes, and click authorize. You will enter the precinct code that you received, which, again, is found on the reporting credentials. And, you will see the screen here that says it was sent, and there is a text message on the way. That will expire in 15 minutes. You only have 15 minutes to do this report. As you will see, it is a really easy system. It should not take longer than that. If it does, you will have to be authorized reauthorize. I do have a quick note here about if you are using the app on someone elses phone or you have a tablet. Lets say i dont have a smart phone, but i know rodney will be at my precinct caucus. I know he has an iphone, and i ,now he is willing to report but the Iowa Democratic party has my number. Im the one who is authorized for my precinct. What will happen is i can still sport results on rodney phone, or my tablet. I will enter my number because i am the one authorized, but i will enter it on rodneys phone. A text message will come to me because, again, my number was. He one that was authorized we will enter the information on the smartphone and be able to proceed that way. That is the same think you will do for a tablet because the tablet cannot receive the text messages. You will get it on your cell phone, and you will still need the cell phone that you provided for authorization, but you can report on a different device. It is just a matter of where the text message arrives. Quick question. Phone and itlip does not have texting. Josie the question is about football and that dont have texting. We can talk to you about it is there a secretary in your precinct that could play that role . There is also another system in place that we can talk about in a minute. I will move along because i think i will answer a lot of your questions as we move through. Once you collect the pin, you will go ahead and enter that. Click enter pin. Then, you will see you have been authorized for your precinct, and you are authorized to report those results. This page will list your county and precinct. Make sure that matches what is on your reporting credential. If it doesnt, call us immediately. Reportahead and click results. Now we will actually enter these numbers. The first thing you will do is enter the number of eligible caucus attendees. As we have said through the training, this is the same number of attendees that you counted at 7 00. Anywill not be god recalculatet point, even if people left the caucus. You will now enter the Preference Group size for each viable candidate. A quick note here. This is not the number of delegates the candidate has received. This is the number of people within their Preference Group. Every section must have a number , even if that number is zero. If you have people who refuse to realign, or are no longer participating, or people who had no one in their Preference Group, you would enter zero there. Once you enter all those numbers and double check, you Click Calculate results. Error screens. Isthe total of the Group Greater than the attendees, you may receive an error message. The most common example of this is maybe you put in 800 when you meant to put in 80. Basic typing errors like that. If you did have to perform a game of chance, that will be recorded through the app. You will see a screen like this. Thewill have to confirm winner by typing in their name. That is another feature to make you correctly identify the name. [indiscernible] josie yes. Not performlf will the game of chance. You have already done that as you move through the process. This is recording results. Right now we cannot. The environment because we are so close. After you enter those numbers, you see a page that will walk you through all the calculations. This is a great way to make sure the math is right, to double check everything is correct. It will walk you through if there were too few delegates or too many. Every point is nicely laid out there for you. You have entered your numbers, and now we are at confirming totals and submitting. They will ask you to confirm several times. You will see a tally of the number of candidates each delegate received. If those numbers are correct, you can click next. You can go back and edit is the be. If need then, you will see a screen indicating that the total , andrs of delegates match you will be able to proceed to summary. You will see again the delegate counts per candidate. You will be asked to confirm results once more. If correct, click submit. You will get a final confirmation screen that will say you are about to submit results. It will verify your county and precinct again. Then, would you like to proceed. You will click yes there. Once you do that, you get a screen that says your submission is complete, and you will also get a text message. The screen will also have our helpline number listed right in the app. Number. Ber is a sample you can find our helpline. It is on the front of your reportingket, on the credential. If you have any questions that come up, please dont hesitate to call us on the helpline. Just a couple of notes on the reporting app. If you are in a precinct the only elects one delegate again, no Preference Groups will form you will elect a delegate by a majority. You should enter the total number of eligible attendees in preferencet to the of that delegate. That symbolizes it was a whority vote, and that is those people online for when occurred. Once you submit results, you will not be able to resubmit results for that precinct. If you realize a mistake was made, please immediately call our helpline. Resubmit. U cannot if you are unable to use the reporting app you dont have somebody in your precinct with a smart phone, or you can receive text messages, or whatever that may be, we do have our tollfree reporting system. This is different from the. Elpline we have the helpline which will specifically connect you to a live caller who will answer your questions. Then, we have the other tollfree reporting system that allows you to report the results. We will walk through that quickly here. I think that is probably the one i will be doing. Josie if you are experiencing difficulties, please make sure you still report your results using the call in system. To begin reporting, you called the one 800 number. Again, that is on your credentials, in the guide. You will follow the voice prompts. It is a very simple system there. The code will not change. That is on your reporting credential. You will confirm your county and precinct. You will enter the total and confirmendees that number. In this system, you enter delegate count. In the app, you do Preference Group sizes, but on the hotline, you enter the number of delegates that have an assigned to the candidate. You will get a chance to confirm those numbers. When you are done, the system will repeat the entire slate of delegates and confirm that it is the correct number for your precinct. You will confirm that by. Ressing one you are finished when you hear the thank you for submitting your results message. I will go through a couple of scenarios, then take questions. What if it takes me longer than 15 minutes and i get locked out . Atenter info, not a big deal all. What if i dont have a smartphone . We want to download the app on someone elses phone and. Dentify a reporting captain we just have to make sure we have a phone number that can receive the pin. You can definitely use someone elses phone or a tablet as long as you have your phone number authorized with the Iowa Democratic party. What if my cell phone dies or has no service . You must still report results. [laughter] use someone elses cell phone or the landline to call the tollfree reporting system and use that. What if i have submitted results and realize i made a mistake . You are not able to resubmit. You will want to call the helpline immediately and talk to one of us. That is where i will be. Now i will take some questions and maybe rodney can help. Are the instructions on the app thee the question is if questions are available to you your reporting guide is the exact same slides you just saw and it is also stepbystep on your reporting credential. This is specifically for reporting delegates for the residential Preference Group. The preferencer group sizes, but it is saying this is the number of delegates each candidate received. You still have to sell out the paperwork. Josie still fill out the paperwork. There is still a lot of information, so please stick around what if a different chair gets elected . Is a temporary chair still responsible for reporting with an app . Josie work with a permanent. Hair stand together and report there. Right here. [indiscernible] this we did a dry run for. Your precinct code on the back of your credential is the code you will enter on caucus night. Youruse the number on credential. Please be sure to use the code on your reporting credential. A question in the back then rodney and i can help with other issues as well. What version of android do you have to have to be compatible with the app . Josie rodney, do you know off the top of your head . It is in the reporting guide. The last page has the versions. Rodney unfortunately, there are a lot of different versions. We are recommending that people take the latest update they can on their devices, provided to you by android in iowa. Unfortunately, there to make up are versions for us to test on every version out there. Thee that was one of reasons we said it may look a little different depending on what kind of phone you are using, what type of operating system. Those will still work. I will move along here. Again, im available for questions afterwards. We will move into of electing delegates. E dont have too much left i know we got started a little late. We will try to get this wrapped up. If you could save your questions for the end, that would be really helpful to move this along. Now you have assigned the number of delegates each candidate is going to elect. We will actually have those elections here. Each Preference Group will of liked within their Preference Group the number of delegates they are entitled, and as many alternates as they choose to elect. Back to our previous example Paul Mccartney had 22 people in his group. Those 22 people will elect their delegates. It is done in the Preference Group. A quick rule about alternates. We recommend electing to alternates per one delegate. We will talk about that in a minute. Delegates are elected by simple majority. Used. N ballots may be for one into delegates, it is pretty straightforward. With three or more delegates, you should not elect more than half of the delegates plus one in the first round. I will talk through the example makes it really clear. His is a simple majority in the example, lets say your precinct is electing six delegates. Only four will be elected in the first round. All the candidates will run. Preference Group Members will vote for only four of the candidates. This is very similar to what you would do in a city council race. You have all the people voting, and it says, vote for your top three or go whoever has the majority is automatically elected. Whoever doesnt move into the next round of voting. Very similar to that. You split that up a bit to encourage more candidates to be involved and be a part of the process. Elects my caucus only one delegate so no Preference Group forms . Again, a lighted by the caucus as a whole no Preference Groups there. Caucus is electing more than one delegate should try to elected evil number of men and women and care should be taken to encourage diversity among the delegate candidates. Delegate candidates came be giving can be given a brief amount of time to speak to the Preference Groups before the voting occurs and make a case why they would like to be a delegate there. Electing alternates. Like we said, it is a good rule of thumb to elect to per two per delegate. Limited. Rule of thumb two per one delegate. We had a question about what if someone is not present at the caucus. It is possible to elect someone to be a delegate even if they are not there. I am a huge fan of george harrison, but i have to be out for an on caucus night wedding, so i will not be able to make it. I go around to the democrats in my precinct, and say, if george is elected as a delegate, i would like to be awarded a position, could you please enter my is not a good idea to ask him and be there if they are not elected. Save us the headache on that one. Others havees and been elected, the caucus secretary will fill in the bubble on those Registration Forms. They will either mark c for delegate or a for alternate. And the secretary will also fill out the summary of caucus results forms. That puts it all in one place and allows us to get more Contact Information. That is why we created that form to make sure the account parties can reach out. Ratification. The procedure is used. We are in conformity with the required procedures under the constitution. We will get out of our Preference Groups. Failure to ratify the slate of delegates may subject them to a challenge at the county convention. Weve got another slide here. Everyone votes to ratify that slate. Them. Ormatted the ratification of slate that is on the summary of caucus results forms. What questions do we have . There is a heavy majority of one candidate. You have those elections for delegates, couldnt the majority the people down going in for that one delegate . You do elect the delegate out of your own Preference Group. Again the ratification says that everyone was by the rules. Occurelections will within the individual Preference Group. Elegante participate as as delegates . You are still able to participate in participation. When they form Preference Groups they will say we are going to add one more to john lenin. Facilitatingkeep but how you can note that. Question over here . The county convention date im naturally there is a form on that. It is march 12. Some folks are on spring break. Do you have the dates for district and state . Restricted and june 18 is state. For district, june 18 for state. This is a Party Building thing and reporting what the results are, making sure the people who stand for delegates can attend and know what date to and understand there is a weaning process as they go along. Convention, each one of lucks another set of delegates. Want them to participate clear through, not just for the headcount. This convention is june 18. Each county in the district committees will determine those and we will make sure to get that out. Again. Take questions the National Convention is the week of july 25th. Thim sorry . Its not philadelphia. Electing county convention theittee representatives, caucus will elect people to serve on the Platform Committee from the delegates and alternates just elected. These people are just elected from that slate of delegates and alternates. We have the Platform Committee, which determines which Platform Solutions are submitted for ratification to our platform. We have the committee on committee. Rules, credentials, and level of arrangement. They assisted in getting all of that set up there. You will want to again fill in the corresponding bubbles on your Registration Form and mark that on your summary of caucus results form. I think you may have been out of the room. Obviously electing our precinct a essential to building strong party. This is our first level of organization. This is how we are electing democrats. We want to make sure we have good people. These are elected by democrats on the precinct. Elected unless otherwise noted. Again they are responsible with helping with the caucuses. Candidates should begin in a brief opportunity to speak. The caucus secretary will note that on the Registration Forms. Precinct Committee People can be anyone at that caucus and can be elected if they are not present that night. This is everyone. I believe it is a twoyear commitment. , we should make that offer and if people want to be elected they have the opportunity to speak to the growth. Committee on committees, only those delegates that have been elected . The only people who conserve on the platform are the committee on committees, the delegates, or alternates. Be a delegate to serve on that committee. Most precincts are going to do two on the committee. If i only elect one delegate, i only get one person to the Platform Committee. You can have alternate service as well. It varies county by county. In polk county we have 107 precincts. In those situations you can elect the alternates as well. People conserve on those committees. In the past, you have been able to have everyone there as an alternate if they werent elected as a delegate to the Platform Committee. The number of alternates is unlimited. We recommend 21 delegates. Again you can elect people who arent there. That is one of the reasons we elect that there. You will be elected. If you throw your name out there. Going to keep it moving along here. Resolution, discussion, and adoption. The caucus can vote on platform resolutions individually. Or they can move all proposed resolutions to the Platform Committee for their consideration. It does obviously have to be voted upon. It depends on the caucus. Please do this fairly, but obviously this can turn into a long time there. We do have resolution submission forms to be competed to be completed. It. Staple if you run out of forms, that is ok. We can just take those in. Those should be can those should be returned to the county chair. Pretty easy. Before adjournment, before the caucus is adjourned, there are a few things you are going to want to double check. Obviously important there. Is it sealed and assigned. Did you collect all of your candidate nominating petitions . Marking that people are delegates and alternates. As there anything you wish to put before the caucus . The county convention date is march 12. Upcoming Democratic Party events or candidate events. Hearing no other business the caucuses now adjourned. We are not done yet, you guys. We are almost done, i promise. Complete all the paperwork. Make sure all the forms are on there. Documents are signed, and forms are legible. We are going to talk briefly about what goes into one envelope. It has all the materials listed on it. Your surveys, the finance envelope and nomination papers for the state legislature and above. It is the yellow envelope. It is the white paint envelope. Get and that will do the pain copies of the Registration Form and math sheet. Favorite vacation destinations here. We will go through it. Talking about the whatif scenarios. Lets be prepared. What happens if you arrive at your caucus site . You have a home phone and a cell phone for your site contact. Make sure people in the parking lot to know it is a little bit to delay. We just want to be prepped for that. Making sure we get that resolved. Taking questions at the end here. You all brought that blank paper. You are going to start writing things down. , we have some extra forms. You begin forming preference do not haveou enough space in your location. Need to use the gym and the hallway and the classroom to form Preference Groups a little bit differently here. Can we move out into the hallway. Can we move out to the registration tables . Act do we need to ask some observers to leave . We want to completely brainstorm how do we work with them . You have bad cell phone service. You must still report results. Use that hotline look for a landline who can dial in. What if an observer is being disruptive. Asking them to stop or they will be asked to leave and then finally asking them to leave. The american citizens who live in the kind that live in the District Of Columbia dont have in same rights who live the District Of Columbia dont have the same rights that you folks here do. My constituents get to go to the polls and vote for me on a ballot that says United States senator. To the United States senate to advocate on behalf of them, i cant vote. The first woman lawyer was from iowa. They led the gayrights movement in this country, and we are proud they are standing behind us. This is a political anachronism that goes back to the beginning of our country when we didnt let women vote, we didnt let africanamericans vote, we didnt let native americans of vote, we didnt let veterans who served our country under the age of 21 who didnt own property vote. The last bastion of this it is time. We have 200,000 people in our city who have served in the military. We have 30 congressional medal of honor winners in the District Of Columbia. Our nationalrote anthem was on a mission from the d. C. National guard when he wrote it. The man who wrote taps is a congressional medal of honor winner. We have been a part of america since america began. It is time to end this anachronism and it is time to get people around the nation to stand up for a spree at if we could make ourselves a state, we would do it stand up for us. A we could make ourselves state, we would have done it years ago. I have been in politics 35 years, never been to the iowa caucuses. Citizens paycan more federal taxes per capita than anywhere else in the u. S. And servant all branches of our military. They dont have anybody that can go to the house of representatives or the u. S. Senate and vote on their behalf. Good positionery to send a strong message to the nation. We think we think iowans doing work on our behalf. The u. S. House of representatives has 129 cosponsors for our statehood bill. Please help us achieve statehood for d. C. All cosponsors of our bill are democrats. One of the things missing from this movement is the type of grassroots support we are getting out here. The tradition of d. C. s disenfranchisement originates in the very worse traditions of racism and segregation in our country. There was a very unfortunate reason why southern folks wanted the capital located in the south. He didnt have as much to do with federal control over troops. Pennsylvania kept refusing to escape slaves. When the southern officials would, it is a very important part of the great compromise. He continues through the worst traditions of partisan gridlock. Certainly statehood for d. C. Is one of those things that is not. What we need is for americans around the country to say it is wrong. It doesnt matter who they are going to elect. They deserve the same rights we all do. About there talking permanent residence of the city of washington dc that would have the voting rights, my understanding that correctly, we are not talking about a government officials. Of District Of Columbia is home to more americans than the states of wyoming and vermont most people dont have anything to do with the federal government. There is a federal portion. Federaly shrink the portion. It contains universities your mightmight tend, attend, healthcare workers, homes, schools, joins the union as the 51st state with all the rights of the other state. That is the flag of the District Of Columbia. It is based on the father of our countrys own code of arms. We have a state flag, a state heard. What we dont have are the rights of other state residents as other citizens. This can be done by simple legislation. It did not require a constitutional amendment because we are simply changing the boundaries of it to include all money that include only the federal portion. Not anything that requires changing the constitution. What it does is fulfill the promise of the constitution for your federal americans that dont have the Constitutional Rights that you take for granted. We work very hard to make sure that all of us in the country get to benefit from it. Let me thank you for your service. Joining the senator is actress Susan Sarandon. This is an hour 20 minutes. Susan the last time i was and i left i was here at the time barack obama was coming through the last time i was in iowa i was here when barack obama was coming through the second time. He went on to become president of the United States. The people of iowa didnt listen to the machine that said he was. Nelectable they listened to this black man with the funny last name. They listened to his authentic voice and they gave him a shot. Here we are again facing the machine with the same complaints, except with a man who has proven over and over he ist he his consistent, has principles, and is incredibly brave. I come here because for me gender is not what is important, issues are important. I want a candidate who has the courage to stand and do the right thing when it is not popular. When it came time to vote for the war, the United States was traumatized, it was fearful, it was in a frenzy, and the few people who had the courage to even ask a question were cut off from the herd. Let me begin a little bit by talking about our campaign and picking up on some of the points that charles and susan made. That is that anybody here who thinks that real change comes knows nothing about American History or world history. Frederick douglass made the point way back when, fighting to end slavery. That change only comes with struggle. Freedom is never given, you have to fight to get it. That is what this campaign is about. We are taking on wall street and economic establishment. We are taken on the political establishment, we are taking on the media establishment. The establishment that has to be taken on. [cheering and applause] if we are going to create the country that our people deserve. [cheering and applause] s susan said, some people say that is hard. It is hard. You do not take on wall street and think it is an easy struggle. You do not take on Corporate America and all of their greed and think youre going to do it overnight. If we are going to create the nation that our people deserve, a nation that does not have the highest rate of Child Poverty of almost any major nation on earth, a nation in which millions of seniors are not forced to live a 12, 13,000 a year. A nation which has more people in jail than any other country on earth. If you want to change that, you are going to have to fight and that is what this campaign is about. [cheering and applause] when we began this campaign, people said it is true bernie combs is terribly nice. [laughter] he is a fantastic dresser. [laughter] despite those realities, he is a french candidate a fringe candidate. Who believes we should be taking on the billionaire class . [cheering and applause] turns out there are a few meal there are a few Million People like you. Here is a crazy idea. Are you ready . Yeah sen. Sanders who thinks the United States should join the rest of the industrialized world and aaron t and guarantee health care to all people . [cheering and applause] turns out a whole lot of people think that. Who in america says or believes that people should not be forced to work for eight dollars an hour or eight dollars an hour. Our minimum wage should be a living wage . [cheering] sen. Sanders turns out that millions of people agree with that as well. We started this campaign nine months ago without any money, without any organization and with very little name recognition outside of the state of vermont. What has happened in the last nine months [cheering and applause] today, we have hundreds of thousands of volunteers all across this country in 50 states. [cheering] let me thank the 15,000 volunteers that we have right here in the state of iowa. [cheering and applause] here is Something Else that really differentiates our campaign from the other campaigns. That is when we began, we had to ask ourselves a pretty difficult question. That is all of you know, sadly but truthfully, to run for president of the United States today you need to raise an enormous sum of money. It is not good, but it is true. What the pundits tell us is the only way you can raise the kind of money that you need is to form a super pac and go to wall street and go to the wealthiest people in this country with your campaign funding. [booing] we do not represent Corporate America. We do not want their money. [cheering and applause] we decided to do it in a different way. When we decided to do is to go out to the working families and the middle class of this country and to say the them and to say to them, if you want a political revolution, you are going to have to help us out. An amazing thing happened that i never in my life would have dreamed of nine months ago. Today, we have received 2. 5 million 2. 5 million individual campaign contributions. [cheering and applause] that is more individual contributions than any campaign in the history of the United States up to this point. [cheering and applause] let me if i might tell you one of the major differences between our campaign and my opponents campaign. I am delighted to be here with you tonight in mason city. My opponent is not in iowa tonight. She is raising money from a philadelphia investment firm. [booing] frankly, i would rather be here with you. [cheering] now, when you come to the last week of a campaign, especially when you run up against a campaign that now sees itself in trouble. You know, when we began this campaign, we were 40 to 50 points behind. Now with your help, we are going to win here in iowa. [cheering and applause] needless to say, our opponents are not that enthusiastic about that reality. They go out and say a whole lot of things. One of the things they say is Bernie Sanders, nice guy, interesting ideas, but he just could not win a general election. Let me make it clear that that is absolutely wrong. [cheering] [applause] let me tell you why for three reasons. In the most recent National Poll that i saw, Hillary Clinton was doing very well. She was defeating donald trump by 10 points. We were defeating him by 15 points. [cheering] [applause] now iowa and New Hampshire are important, not just because they are the first two states to vote in the president ial process. For both of those states are battleground states. According to the most recent polls that ive seen, Hillary Clinton was ahead of donald trump here in iowa by eight points. We were ahead by 13 points. [cheering and applause] in New Hampshire, based on the last poll that i saw, she was defeating donald trump by one point, that is good. We were defeating him by 19 points. [cheering and applause] but it is not just polls. Polls go up and polls go down. Here is what is most important. Republicans when the National Elections and state elections when people become demoralized, when they give up on the political process and when they do not vote. An example of that was just a year ago in november, republicans won a landslide victory. They captured into the senate. In that election, 63 of the American People did not vote. 80 of young people did not vote. That is how republicans win elections. That is white republican governors are all over this country are busy trying to suppress the vote. They love it when people cannot vote and do not vote. Democrats and progressives win elections, as was the case in 2008, when the American People stand up, get involved in the political process and come out and vote in large numbers. [cheering and applause] i think anybody who objectively and fairly looks at our campaign versus our opponents campaign knows the energy, the enthusiasm, the momentum is with us. [cheering and applause] our campaign is doing is reaching out to millions and millions of working class, middle class, young people and say that if you want a government that represents all of the people and not just a few, come on board the political revolution. [cheering and applause] that is exactly what we are seeing. The third reason we will win a general election is we will expose the republicans for what they are. [cheering] [applause] let me just give you an example. An example of some of the views that donald trump has. It is not just his racist and bigoted language telling the American People, jesting that the people coming from mexico are rapists or criminals or drug dealers. That is right. One would have thought that by the year 2016 we wouldve gotten beyond that type of xenophobia and racism. [cheering and applause] [cheering and applause] sen. Sanders he told us that he saw on television thousands of muslims in new jersey celebrating the destruction of the twin towers when nobody else in america saw that on television
