What are the implications of such capabilities on the ability of other nations, including the United States, to move freely in International Waters in the western pacific . Time have known for some that the pla have been pursuing technologies and capabilities that would allow them to potentially control the access in the areas around their borders, particularly the sea space. Those technologies, specifically , i believe, are directed at what they perceive as potential u. S. Phone abilities as we maintain our forces forward. We have for many years built our security environment around aircraft carriers forward bases with our allies. We rely heavily on cyber and Space Capabilities because we operate a Long Distance from home. We rely on a long line of Logistics Support necessary to be that far forward and to maintain a peaceful security environment. I would say that the a to a. D. Capabilities that we have observed are being pursued by after what they perceive as potential u. S. Phone abilities. Whether they ever intend to use with us or against us or against an ally, the concern also is that these technologies will deliver it and further complicate the Global Security what can you tell us about their use of cyberspace to target u. S. Defense contractors . In the cyber world there is a actors, it is not just china. We have known for some time that there has been statesponsored activity to try to look at and get into defense contractors and work that backwards to try to either develop an advantage or better understand any vulnerabilities that we may have. E watch this very carefully we are becoming more aware of activities such as this on a global scale. I believe that the steps we are taking to build cyber forces that are capable to build on what is i believe our advantage in cyberspace, i believe we have a considerable advantage compared to the actors in the world. By all estimates it by all estimations ive seen, it could be done faster than the 10 years estimated. Theicularly within communications of the japanese government. Currently, the funding is in place to ensure that it remains a safe and adequately off rated adequately operated facility. Have the chinese, in your judgment, been unwilling or unable to exert pressure on the to agree tos preconditions to restart the Six Party Talks . Chairman, based on those who i have talked to in the region, to include South Koreans and their contacts, i believe we have seen some results of chinas pressure on north korea and the muted rhetoric of kim particularly after the assassination of his uncle. There put some pressure, and we are probably seen the results of that. However, i think theres much more that they could do, as most of north koreas banking and much of the commerce comes to china. It is my understanding that 50 of our navies 300 ships were expected to be in the pacific initially, is that right . We were at about 50 historically for a number of years. As part of that rebalance, they are talking about expecting that to go up so that would be about 180 instead of 150. This is the point im trying to get, because of what is happening now and sequestration coming, it would be 60 of a smaller number coming out with the same number of ships available in that order of 150. Do you follow me here . I follow you, sir. About our partners and allies over there . , do youorea, australia think they understand that while they were expecting that we would have 150 ships and it ends to 180 andn increase then it ends up being 150, is this something that they will understand and appreciate . Or do they believe that we have the kind of problems that we have . I cant speak for how they feel about it, but my expectation is that they are the u. S. It again, sir . Do think that hypersonic Weapons Projects that you mentioned will take several years to get done, do think they have the ability to strike the continental u. S. . How would you characterize chinas attempts to disseminate technology to iran and north korea . What would you say . In the case of north korea, which i spent a lot of time toking at with the general, some perspective, north korea is an ally of china. They are closely aligned for a military perspective and have been for a number of years. I know there has been some progress made as far as the chinese supporting sanctions. I cant tell you how much they are abiding by that very but my sense is that there has been a close relationship on military capability and military equipment for some time and probably will continue. See the pace of chinese cyberattacks this year coming up 2014. The First Quarter so far, the rest of the year. We saw an extraordinary amount in 2013. How would you compare the volume and the quality or the targets involved . I think after we made it fairly public that there was knowledge of what was happening from some of the factions in china, for some. Of time there was a decrease, i understand. Are still lots of cyberattacks that occur, as i said earlier, not only from china but other places in the world heard those numbers of world becomesyber more complicated, are on the rise. General, what is your estimate of north koreas efforts in cyberattacks . Korea is, north along with other asymmetric means, investing in cyber capability. Presently, at this time, they have been known to use their cyber capability. They had the impact and south koreas media and banking institutions. Presently, it is disruption of services, disruption of website capability, but they are focused on it and the capabilities are gaining. General, on another issue, can you provide us with current status of the relocation of forces to Camp Humphreys . Are relocation has begun, as you know. Forces according to the Land Partnership plan from the north, which we call area one, north of seoul. Also from the young son area, predominantly. Beguntly, we have not initial movements. They will begin this year. The majority of our forces all move in 2016. Construction and 60 underway. The bill is well underway and we are on track to move the majority of our forces in 2016. Is there any viable shortterm solution to having enough adequate housing within a 30 minute drive to Camp Humphreys . Just last week we had a housing industry seminar in in order to gain information from private industry in korea as to the capability to provide housing within the 30 minute area, which humphreys. Cy of our survey tells us there isnt the capacity right now. We are looking to see with the capacity to build is. Toadmiral, in regard counterfeit parts, so much is going on with china. Have you seen any indication that theyre trying to address that problem or trying to identify or help us to track these counterfeit parts . I have not heard in regards to the north korean regime. Kim jong on ist controlling the military or is he a front for their military. Kim jongil and is clearly in jong un is clearly in charge. Is attitudes he is taken clear and he is in charge. To that same topic, how much influence do the chinese have on him . Push, does he follow or is it still his call at the end of the day . Senator, i believe they have the capacity to influence him. They showed it in small ways, but from what i have seen, he also is an independent actor and will tend to go his own way, which i believe has frustrated china as well from what i have read and know from others that have been there. On the korean peninsula, the isure of the fight potentially high intensity combat or the time and space factor is a tough problem for us. The delivery of ready forces on a timeline is important. Admiralable lockyer, do you believe the balance is set to change the power, at least in the western pacific echoplex i would agree. I would agree. The acquisition of an aircraft carrier, in other words, incremental steps that probably would not sound too many alarm bells, is that what you think their strategy is . Influence andr dominance of that part of the world . Their Maritime Strategy is pretty clear. They dont hide it from anybody. They have certainly tailored to their defense spending heavily in the maritime domain. So it is an incremental strategy. It is not to be done all at one time. My sense is that they look at their strategy and the current seaus in the south china and i think they believe they are on their strategy. The fact that there has not expectations of pivot has not become a reality . There must be some factor in their impressions of us. Think in the long run a relationship between the u. S. And china, and even a middle relationship is in the best interests of everyone. They watch the u. S. Very carefully. We have guaranteed the security there for many years. That helped their rise as well. They are very much interested in our reliance is our alliances , the status of those alliances, the forces we have their and the capability of those forces. The Littoral Combat ship has a long history. It has speed. It was designed to operate and have changeable payloads and have a small crew. It was designed to be Forward Deployed and rotated. Yes, it does. But it only meets a portion of what my requirements are. Is there a Lesson Learned in the recent reduction in the plans for acquisition of the lcs . If you talk about a navy that is the size of 325 ships, which is what i would say would be an assessment some of made that is necessary for the global environment, having 50 or 55 lcss would make sense. Theyre a lot of places in the world were you could use them. If the budget can only support a navy much smaller than that, then having that heavy reliance on lcs does not make that much sense. I can understand why the reduction was made. I am still a supporter of the lcs and what it can do. What are we to make of all ofse recent firings shortrange missiles out to sea by the North Koreans . I think kim jongun had his reasons for firing them. It was part of the normal winter training cycle. I say a small contingent because this is been very different than in the past. The remainder were demonstrations, both for his demonstration to the people of capability. It was a demonstration for us, terms of thee in capability to do that on short notice with very little warning. One is rather formidable that they have been testing. Scuds, it consisted of and also an experimental mrl that they tested as well. How capable is that . Is a capable system that can provide a good munition in rapidfire. We have had successful pla andations in the gulf Counter Piracy operations. To their credit, they have got significant forces deployed today. A number of ships and airplanes in support of the lost malaysian airliner. We are seeing a longer longer deployments and longer out of area deployments by the submarines. I dont know that is something that should alarm us. Ey are going to need a bigger navy and bigger assets to ensure that their security is maintained. They have been very active in submarine construction. They have got a fairly extensive fleet, both Ballistic Missile submarines and attack submarines. Were building more. Are you noticing a surge in terms of their submarine capabilities ahead of surface ships . They have a, credible submarine force today. Theyre in the process of modernizing that submarine force. I think they will have in the next decade or so a fairly well probablyd force of 6070 submarines, which is a letter submarines for a regional power. They might represent the most sophisticated technological platform that the chinese have . In terms of their seaborne platforms . I would say that they are on par and that they do have good sophistication in their surface ships as well. Their air Defense Systems are very capable. Certainly, they have some very credible Missile Technology that is among the best in the world. How would you evaluate the readiness of the republic of korea forces to fight in a joint effort with u. S. Forces on the ground . I would rate them very highly. They are a modern and capable force. Their officer corpss are well trained. They have good training for their soldiers as they come in. I have come out with all other services in six months i have been there. They work well together as an alliance. We were together well as we were together well as well. Your formal contact with andese counterparts perspective on what their attitude is . Official orthat unofficial . No i do not. You do not have any significant or even formal contact . Negative. Your intel is coming from the Intelligence Community and the Diplomatic Community about what the attitude of the chinese is. Yes sir. Well, we have had a good return of armor inspected the asiapacific, particularly as he activities in the middle east wind down in afghanistan. Under my command i have five five amphibious groups. I have four in san diego and one im sorry one in japan. The reality is that to get marines around effectively they require the big amphibious ships and connectors. I have asked for Additional Units to be put in the pacific. That request is under consideration. Without that lift, youd be anllenged to conduct Amphibious Assault . General, having observed your plans for base relocation in korea, tell us the number of troops youre looking to house their and whether or not families will be accompanying the soldiers. Yes, sir. As we relocate, we focus mostly on humphries, that is a larger space we will have there, we will relocate forces. Toy will go from about 9000 approximately 24,000 in that area. In terms of families, it would of commandrms support families, about 2700 third most of the soldiers would be deployed without families . That is correct. In korea, the predominance of our force are unaccompanied tours. Forcet would be the total strength in korea . 20,500, sir. 28,0500, sir. I think housing is inadequate. I think the relocation is smart. I think you could be leaner and more effective with this relocation. Are you on track . We are on track fundamentally. We are not exactly on the timeline primarily because of construction. About a threemonth lag on that. I think we will be ok. Lockyer, to both of you, we are facing real budget problems. Theres no doubt about it. The greatest threat to our National Security is our debt. The latest projections from our own Congressional Budget Office ,ndicate that in five years interest on our debt will. Urpass the Defense Budget in 10 years we will be paying 880 billion in interest on our debt. All of us have got to confront that fact. Im uneasy and very troubled by the fact that the Defense Department has disproportionately taken reductions. However, there are no further cuts in the future. Under the budget plan that we with the bill. Our numbers for the base defense for 95. 6 y 15 is. 6 billion dollars. We are down 35 billion in actual dollars spending from where we were at our peak. That remains flat for two years and then begins to grow at the rate of about 13 billion a year. Im worried about where we are. Im worried about what kind of damages may due to the military. All of us have to be realistic here it is you are not going to be able to expect that congress is just going to blithely add a lot of new spending. We dont have the money. The fundamental threat that is impacting america is debt. Interest payment is the fastestgrowing item in a budget. It is terribly dangerous to us. Admiral lockyerar, on the combat ship, one of the things we are worried about with regard to china is there a sophisticated expansion of their submarine capability and even. Uclear submarines that ship is designed and will be utilized in Antisubmarine Warfare, will it not . One of the three capabilities that was in the original design was as an Antisubmarine Warfare capability. Be in we where we need to terms of technology to identify and monitor submarine activity i would say my assessment across the joint force is that we are where we need to be. The places where need to go, we understand where those are. To modern minds, they are threats to us and could deny access to entire areas of the ocean. Are you confident that the virginia class procurement plan and the proposed enhancements are what we need to meet the demands of our submarine force in this century . I am confident. Can you elaborate a little given thet, challenges we are facing from china . Certainly, we need to sustain the size of our submarine force. I would be an advocate of growing our submarine capability. We still maintained a significant advantage in undersea warfare. We need to continue to maintain that significant advantage. The same applies to submarines as a applies to ships or airplanes. Only one submarine can be one place at one time. Onhave two that forced based what the world is showing us today and into the future. The world gets a vote on how we have to respond. Submarines figure heavily into scenarios from peace all the way to contingency. Especially given the challenges ,f budget cuts and uncertainty how you expect we will address this coming challenge. When i was a young officer on board one of my first shift, i was an engineer. I happened to be in a u. S. Shipyard at that time having a shift worked on. We opened up the main engines of this ship and the guy sitting next to me was a Shipyard Worker probably about my age. He was showing me the inside of this engine. Let me, come down and show you something. Inside the engine he had welded his name when he was a young apprentice and that shipyard. The ship was about 25 or 30 years old at that time. Ofi had a good visibility the credibility of that kind of continuity of these people that really understand the skill and craft of making very sophisticated ships and submarines. I believe our Industrial Base is under pressure, particularly as her Shipbuilding Industries should trench shrinks. Treasure thatonal has to be looked at from that perspective. To expected to compete out there in the open market with all the globally, we are by a lot required to build our own ships in our country, which is the right thing. Continually update that workforce.
