New administrator of the Environment Protection agency was introduced to epa employees and gave his first speech as administrator. He mapped out his agenda for the agency. Heres a little bit of what he had to say. Only authority that any agency has in the executive branch is the Authority Given to it by congress. Sometimes those authorities are broadly stated, giving much discretion to an agency to engage in the Authority Given to it. Granted. But other times, congress has been very prescriptive, specific on what we can and cant do. We need to respect that. When we do that, we avoid litigation. We avoid the uncertainty of litigation. And we reach better ends and outcomes. And a third thing, with respect to this process and rule of law is that federalism matters. As you know, because you have dont with these issues for number of years, congress has been very perspective in providing a robust role. , we talkedth kathryn about our regional offices and how important they are in partnering with the respective departments of Environmental Quality at the state level with respect to enforcement. I seek to ensure that we engender the trust of those at the state level. That those at the state level cs as partners in this Important Mission that we have as an agency. Federalism is something that is important. Process is important and rule of law is important as well as we do our business. John muir once just said Everybody Needs beauty as well as bread. Pray in as well as play in. I believe that we as an agency can be both proenergy and jobs and proenvironment. But we dont have to choose between the two. I think our nation has done the world atny in protecting our resources and environment while respecting the Economic Growth and jobs our nation seeks to have. And i hope that as we journey together, we will establish places to pray in and places to play and for our citizens, and do important work as our agency.
