Thank you for having me. We heard that a federal Appeals Court temporarily blocked President Bidens student relief program. Whats going on . This is the circuit Appeals Court which essentially says that they are unable to discharge debt from the people who have applied us for thus far. Until testimony can be heard from the administration and six date six states that have filed a case asking the floor to throw out this program. Essentially saying that the president had overstepped his authority. That he does not have the power to issue a policy of this magnitude and scale without congressional approval. The states also alleged that the department of education will be robbing student loan authorities of revenues that they make off of the certain type of student federal low that is commercially held but federally backed. Meaning, even the investment arm of the state of nebraska owns these securities. If people experience a loan forgiveness, then they will be able to collect revenue off of the securities. A lower court can actually dismiss this case, saying that they did not have the standing to bring the case. Meaning that they cannot prove that they will not suffer any harm to this program. Be at the appellate circuit court, but put a hold on this case of the program while it is able to hear the arguments from both sides. One of the seven cases that were blocked by this policy is coming out of wisconsin. Face it was the case was initially dismissed for lack of standing. The case was appealed and there was an emergency request from the Supreme Court to hear them out to impose a preliminary injunction. The case was dismissed without comment. Which is essentially a win for the department of education in. It gives concerned that a more conservative court picks up this case may side with conservative entities as well as states that are trying to block it. As i mentioned before, the lower power the lower court and the coalition of six states had dismissed their states. There was a lot of discussion among legal s legal exports that a stay would be issued in this case. There is a lot of expectation that there will be a longer standing injunction of this program issue. This just happened after President Biden announced the opening of the online portal for people to apply for that relief. I want to show people what that looks like. It is student a. Gov. Student aid. Gov. You start the application by clicking the, are you applying for student aid relief. It gets your Contact Information and gets it started. Danielle, what has happened to all of the people that have already applied, now that the courts have decided to put a hold on it . The white house has said that they are holding that information and they are confident that the courts will decide in their favor and they will continue to fight this. They have said that they will process all of the applications as soon as they are given the authority to do so. They are urging people to continue to apply. More people have applied in the week that the portal has been opened. The administration has gathered information about 8 million other borrowers who will be eligible for automatic relief. They are getting ready to process those files sent them to student loan servicers and process those files. What is the cutoff to apply . Eligible borrowers will have until the end of next year. They can certainly opt out if you are among the 8 Million People who are eligible for automatic forgiveness. You can opt out at any time. The department of education is urging people to do so otherwise their loans will be automatically processed, and they will have to opt out after the fact. There are only four questions on that application. That is a big focus of the administration, to avoid the tumultuous rollout of the aca. The president mentioned that as much yesterday when speaking at delaware state university. He was touting the benefits of this program, saying that they would make sure that the website would not crash. It did crash when the announcement came in august. They tried to learn from those lessons. The folks i talked to try to get a sense of where the application is an how easy it is to apply, people have been pleased with the seamless nist and simplicity. Some people have had trouble trying to log in and applied. The white house says that that they are working on a workaround solution for them. What are the income cutoffs for the people who would qualify . For individuals, its anyone making under an hundred 25 thousand dollars adjusted gross income. For couples or household it is anyone making under 200,000 a year adjusted gross income. How do you know if you automatically qualify or if you need to put in it application . The department of education has started emailing those who are eligible. Thats people who have made recent submissions of the fafsa, or if you were enrolled in an incomebased repayment plan. For those folks, who they have that information on file already, they know whether or not they need the 125 or 250 cut off. They will be able to tell if it is automatic. If you are part of that cohort you will receive an email from the department. Not a phone call. A lot of people have received robo calls this week. That is not the department of education, that is a scam. Be careful of who you give your information to. A lot of people are trying to take advantage of folks were eligible for this program. Be on the lookout. And how much will discuss cost the federal government . Estimates are about 300 billion over the eight course of over the course of 10 years. This reduction in debt means that the federal government will get less money back. Certainly that will lead to an increase in the deficit that the administration is saying its marginal at best. There is question as to whether it will increase inflation which is a question for all american households right now. The Administration Says on that front to will be marginal at best. They are saying that those coming out of a National Crisis will see the benefit of this and have stronger footing as we try to keep the economy going. One of the criticisms of debt relief is it to only benefits and elite few, those who have College Degrees who are who already have the ability to earn good money. What is the response to that . Nearly 40 of people who have federal Student Loans did not receive a degree. A lot of the time they were unable to afford to keep going and they were worried about taking on debt from the borrowers i spoke to. Certainly, from the Federal Reserve there is that out. Youre certainly seeing that there are a lot of people that have less than 25,000 in debt often times because they did not plead complete. While college is a great gateway to upper mobility and a more sound financial future, it doesnt do that for everyone especially if they do not complete and there are many people inside of that who would be eligible of not quite reaping all of the benefits of Higher Education. What makes this administration think that they can give this away tax dollars without congress approval. In light of the six states you did make a point that they were republican led states. The question is, why, does the president believe he can erase that for 40 Million People . The comment is this, we are broke. This is going to increase inflation. The people that spent this money, and already our obit its have already borrowed it and its a transfer. The white house says that it does have the authority under a 2003 law, the heroes act, which gives extraordinary powers to deal with Student Loans in the case of a national emergency. That is the crux of a lot of the lawsuits that we are seeing here. That statutory law does not apply here. And the Biden Administration at large says yes, it does fully give us the authority to do this. And is one of the best ways in their mind to help lift people out of the fallout of the pandemic. Certainly, thats debatable. That is the grounds for this particular policy. And his comments about increasing inflation. And that is a concern, i think the white house is addressing that they are for seeing a marginal increase if that. The white house will poulter will point to deficit reduction. They say it will not contribute to the deficit as some of the folks who are opponents to this policy say it will. Lets speak to somebody in palmdale california who supports debt forgiveness. They have had to learn how to earn wages and so many ways with their culture of hustle and that whatever you can however you can because you have to earn many different ways to make it happen. People who are grown and used to the way things were, im 47 years old, its changed and things are different. We need to help adults get out of their emotional feelings in tribal thought process and have kids get an air to breathe. The future is theirs, if we take it away from them and impede on their progress, where will the country go . We are already having a rough time. Lets drop the gloves and stop fighting and just start helping each other. Thats what i have to say. Danielle. I think its important, what the caller mentioned about this generation. I would also note that there are lots of barbers over 50 some in their 70s who are still dealing with Student Loans. Some of them took on Additional Debt in a career change. Often times during the Great Recession of 2008, we saw an influx of people going back to college to sharpen their skills and make themselves more workable. Some of them are parents who took on debt for their parents education because they did not have Financial Resources themselves to pay outofpocket and they are also contending with this stress of having this burden of loans. When you should be thinking about winding down your working years, it factors into retirement. That is something to note. A vast majority of the federal loans that are held by the department of education will qualify for this relief if it is successful and being backed by these legal challenges. I went to show our viewers a New York Times i want to show our viewers a New York Times article, it starts by saying that the amount of student that held in america is roughly equal to the size of the economy of roselle or australia. More than 45 Million People collectively own more than one point 6 trillion. Thats according to u. S. Government data. It is a fair amount and it has increased in the last decade or so, going back to the Great Recession of 2008, we sign influx of people going to college at the time. Many people who were globe resource did not have the money and paid outofpocket. We see policy changes coming a little bit before that lifting the cap on grad plus loans. Allowing people with graduate degrees to borrow the full cost of attendance. That increased the debt, most of the loans held are for graduate degrees these days. The undergraduate level has declined over the last five or 10 years. What we are seeing the most in terms of a borrowing is at the graduate degree level. X john is calling us from st. Louis, missouri and he has Student Loans. Thank you for taking my call. I wanted to chime in on this conversation. I have had Student Loans sends the early 90s. I have not always been able to make payments on those loans. They were federal loans. I managed to work with the government and never went into default through the years. I am at the point now where i am able to pay these loans off, i brought them down a certain amount. But through the years, ive had to skimp and save. I havent always had good paying jobs. The question i have, i got my associates degree, which has served me well through the years. In 1991, back then i remember it was said that Student Loans are good for the economy. It helps the economy. Thats all i have to say. I think the Student Loan Program in itself is a good program. People get upset about tax dollars paying for these loans and what have you. There may be truth to that as well. But our Student Loans not actually good for the economy . What you think, danielle . It depends on how you look at it, the idea of people investing in themselves which is often times how Student Loans are billed in order to increase their education and be more productive and make more money and put more money back into the economy. And have families. All of these sources of spending that helps to grow our economy. And that respect i can see an argument there. The other issue, for the longest time there was that perception that the federal suit loan was making money for the government. Perhaps it was in the margins at one point but not anymore. A lot of repayment programs allow student loan are wares to lower their monthly payments. And they are not providing as much in terms of repayment at the same level as a standard plan. Thats making a difference there. As you see people going into those incomebased payment plans. The amount of people is a lot lower. And there are a lot of people in default. Over the last two and a half years, there were about 8 Million People who were in default on their loans and that does not include those who are delinquent. There are people who are struggling to pay loans while meeting their basic needs. If you think of the amount of money that the government needs to spend in administrative costs , a lot of money wasnt coming back into the federal coffers. It is a knock to the federal government. On the other site coming ucb argument you see the argument for the benefits and costs of getting the money back, as private lenders have much lower default rate. At the same time you need to think of the access. A lot of people who may not have the strongest credit or Financial Resources to access money to pay for their education which on its face would pay for the economy writ large. Danielle, we have eight sweet, politically homeless tony says, what about a relief for those who did not graduate as a result of their debt,. What do you think of that . That was one of the arguments that routinely came up. A lot of people, modern democrats. And folks who have paid attention to this program have said, there should be a far more targeted approach. Focusing on folks who did not graduate. Focusing on folks who are delinquent or in default. Thats ultimately not what we saw. An introduction of the income threshold was a way for the administration to lessen the chances that anyone who was doing exceptionally well and they say this all of the time no high, high earners will participate in this program. Thats subjective. Depending where you are in this country, 100 25,000 looks like a lot of money, 250,000 looks a lot of looks like a lot of money. There are some that believe there should be no threshold at all. This effects people at different income streams in different ways. Income is not a good proxy of understanding if people are having a hard time with their debt. Lets talk to someone who opposes debt forgiveness. Yes. I would like to address the cost of college. After i get off, please address that the cost of college. Like the other collar, i got alone in the 90s which i slowly paid off. But i saw a college that was a Small College do renovation. This was when bill clinton said every student will be able to go to college. With a loan. He came to my campus and he declared that. Everyone was happy about that. But the college started doing renovations. The cost started going up every semester. And on 60 minutes, there was a show about the extreme amounts that the president are getting now. It is sometimes in the millions that they are getting. Please address the cost of college. I believe that low income students should have some relief but in general i believe we should get to the root of the problem. Ok, diana, you how do you feel about the cost of College Going up, danielle . Why the cost of college keeps going up, on the public level, a generation ago they are not where they were. They have not returned to pre2008 levels in a lot of states. As a result, a lot of schools to make the difference have raised the tuition. The cost of instruction, the biggest cost of most universities is paying faculty, adjuncts, professors, and all of the Health Benefits and Pension Plans for some folks. All the wraparound services. Universities are a different beast than they were a different another generation ago. They offer a lot of services, that some see as excessive but are critical for some students Like Mental Health services. It caught money to train professionals to be on campus. That is an expense that is bared by families. But that revenue for most schools, most schools are tuition dependent that are coming from families. We are certainly seeing that there is a competition for students. The student schools are trying to make themselves more attractive by having better facilities which also cost more money. There is a conversation to be had about what american universities should look like. If you want to focus not on the facilities or sports programs, you can have that and perhaps that would lower the cost. But i dont know if as many families as we would think would like to make that decision or if we see more students and schools that are like that. There are many families that are going after the selective schools that have these amenities and as a result, the cost is a fair amount more without the state support if public, and without the same rants or Research Money that may attract donations that could keep it more affordable for low income and middle income students. I dont understand why we dont have college for everybody. We have to find a way to educate our people. It is an investment. People on the stock market spend money in order to get good returns. Im trying to picture what a bad return would be for a nation thats more educated. You go to college, get educated and come back and the return to this nation would be economical. We mentioned covid, and id like to talk a little bit about the Republican Party and the war on education and democracy to begin with. Greg, we are getting off the subject. Danielle, what do you think about the idea of universal college . We are seeing a lot of states moving toward that idea but these promised programs. These are programs that are in about 30 states in at this stage. Where the state will cover the cost of tuition for people based on their gpa, income, diploma, this is a Grassroots Movement that has been happening for 15 or so years without a lot of fanfare. Certainly the Biden Administration and other administrations, certainly the Obama Administration tried to make this a federal program to address some cost. It did not pan out or get enough support. In lieu of a federal program you are seeing more states trying to move toward this model of having caudal having college be a way to bring more revenue into their economy and educate more of the workforce. Whats interesting, you are seeing in part because theres a realization that while education is thought of as a four year experience, you can train in a skilled trade at community colleges. A lot of skilled trade is done there. A lot is done through private companies. A lot of that is part of post secondary education and some port. The administration recognizes that and that is part of white you are seeing the proliferation of these tuition free promised programs across the country. Could morning david, from california. He has student debt. Good morning. I have never met a person that didnt want to eliminate their debt. This is a bad idea for democrats and republicans. Both have come out against this idea to forgive us loan debt. I think a better idea would be to eliminate the Interest Rate on the debt. A lot of people who utilize Student Loans are educated and have the ability to get jobs. Using those funds to assist poor kids get an education would be would make more sense. You have student debt, how much student debt are you currently holding . I only had 5,000 in debt. Fortunately, i was able to pay back in a reasonable amount of time. I have wanted to further my education to get my bachelors degree but i couldnt afford it. I didnt have time or the fortitude to want to pay off that type of debt. Like i said, i understand how borrowing money is. I think people should be responsible when they borrow money they should be able to pay back that debt. That being said. If i had a 0 interest on that debt, it would have been easier for me to pay back the loan. I think that makes more sense. Lets get a result test lets get a response, david. With Interest Rates, we would certainly need congress to move on that level. At one point during the federal Student Loan Program there was zero interest on the loans. In the 1970s. It was too popular. It was exceedingly expensive for the government. They backed off of that idea, making it so accessible in that way. I know at least this administration is trying to address some of the ways in which you could see Student Loans balloon which is interest capitalization. This is when you have a deferment or forbearance or it changes from one to the next and the interest on the loan accrues taxed onto the principal and youre paying interest on interest. There is a role that it a role that may take effect next year that will reduced reduce instances of that happening. It would take commercial action. But there is a workaround to try to get at in some instances, pretty exorbitant Interest Rates. Some loans are in the threes and fours as far as their Interest Rate. Grad plus in addition to the fees that are imposed on those loans, that something that lawmakers are paying attention to. You always have like germany and other countries, you have the government dictating which schools you attend. And things of that matter. Once you get into it, government takes it over. I think we need to start a program for the people who need to work while other young people went to college. There are people that pay taxes for society and tried to build themselves up while others were going to college. Paid those people back on their taxes that they pay. That they paid. How the average person can go to college in a way without a lot os attached, except for when you repay the loans. If you fall into default, they can garnish your wages and such. There are it is flaws within the systems and they are myriad. One of the biggest criticisms of the residents policies president s policies is how broken the repayment system is. That is coming through another rule, there are so many. This one is adding a lot of incomebased repayment plans into the system that will cap the amount of money people pay per month at a lower percentage than they currently do and far less amount of time than they currently do.
