It is our job to respond to the fear, the anxiety, and the anger of a population concerned about a pending health crisis, concerned about mosquitoes. Can you imagine, collects, the fear in this chamber if these mosquitoes were outside of the jar and not inside the jar . Members of congress would be tested. Conversationff the with a question about the every Student Succeeds act. It replaced no child left behind. Remind our viewers what the differences are or were between those two laws. Isst the primary difference one of the complaints against no child left behind is there was too much testing. We moved every test possible, but you have enough tests to ascertain whether or not there are achievement gaps, and if so, you have to try to get rid of the achievement gaps. You have to make have some tests to get rid of the assessment. The problem with no child left behind, there were too many tests, and it became too much of an aggravation. We give a lot more local how to doto ascertain the assessment, and more local authority to see how you are going to cure your achievement gaps, but we did not relieve them of the responsibility to do the assessment and be accountable for removing the achievement gaps. Teachersl students and feel the impact of every Student Succeeds this year . The process of making the changes there should be fewer tests this year, and hopefully the assessment and the response one of the problems with no child left behind is it has just a couple of strategies for addressing the achievement gap, and some of them did not apply to the situation, didnt work. They have given more local authority to have tailormade strategy to eliminate the achievement gap. They should be seen some change this year, yes. Host and how will this will be rolled out how will it be implemented . What is the governments role . The federal government gave more authority to localities. The localities are going through now to see what they can do to make the assessments more practical and how they can achieve the elimination of achievement gaps. You have to figure out what your local problem is, why some groups are falling behind, and then come up with a strategy. There are effective strategies. Some work in montana, may not work in chicago. You have to see what works in your locality for you have to assess what the achievement gaps are, and you have to have a strategy for dealing with it. We have the requirement to do the assessment and eliminate achievement gaps. We have high standards someone graduating from high school, for example, should be able to get into a State College without remedial courses. We set high standards. I think we are in pretty good shape. It is up to the states and localities to implement the law and we are excited about the prospects. My comment is i agree with the gentleman, and one of these proposals i think politicians need to focus on is lowering the cost of Higher Education, and the final result of lowering Higher Education should be free Higher Education. We know from studies most of the jobs in the future will require education past the high school level, not necessarily a Fouryear College, but some education and training past the high school level. He is right it is too expensive. One of the problems is a few decades ago the state would spend enough money to cover about two thirds of the cost of a fouryear education, and now they are only putting up enough for about one third of the cost of a college education. Grant used to cover about 75 of the cost. Now it is about onethird. I think what is happening is the best practices theory is being snuffed out because you have some very, super teachers, but they are afraid to lose their jobs. It is almost, like, you know in the few School Systems i am familiar with, a lot of classrooms are in the classroom in fear. They are catching it from the students and from the administrators. When you are in college, you look at professions that pay better, and those are the professions better students try to compete in. When you have very low salaries you do not have the best students going into teaching. So, that is one of the ways you can attract and retain much better highquality teachers. If you look at the successful countries around the world those that do well in education you will see they pay their teachers as professionals and give them more latitude. I was wondering what the congressman thinks of what is going on in his state and is his state different, and i want to put the word out there to the seniors this year please make sure you know what youre college, especially the universitys requirements are, because they might get left behind. It is important you get the best great. If you get a high school diploma, you can at least go to Community College, do well, get back on track and transfer to a fouryoure college. In virginia, virtually all of articulationhave agreements where you can transfer all of your credits to get a fouryear degree. Host i want to get your thoughts on this front page story in the New York Times this morning host in a decision that could fundamentally guest well that i am not familiar with the details of the case, but that analysis is part of what were trying to do in washington. We started with the brown the board of education case, that any child doubtful can succeed in life if denied the opportunity of education. Such an opportunity is a right that must be available to all on equal terms. We funded with the real estate tax, which guarantees it will not be equal. The elementary and secondary education act of 1965 put money into areas of concentrated poverty to try to make up for that obvious disparity, and no child left behind, with all of its faults, did at on the requirement that not only do you have to get the money straight, you have to get the results straight. You cannot have Certain Groups chronically behind, so if you have achievement gaps, you have to do something about it. The solution is not just money. Teacher salaries obviously, if you are paying extremely low salaries, in reality, you are not going to get all of the highest quality teachers. You will get some, but you will not get all. If you paid doctors 40,000 a year, the hospital could find some doctors, but you would not be able to staff the entire hospital if that is all you were paying doctors. We need to pay our teachers more. Looking at it as a comprehensive approach, that is the way to improve education. I am not familiar with the connecticut case, but that kind of analysis getting the money straight, and making sure that you have the best teachers in the most challenging schools, and you deal with achievement gaps. There is no one strategy that works. Needhave shown that you wraparound services. Children, particularly in lowincome areas, can come in with many challenges, and you have to deal with them. If they are homeless, if they are hungry, they are not going to be able to learn, and you may have to deal with those problems. Host congressman, lets get in another call, agnes in oklahoma. The governor gave tax cuts to corporations to try to bring in business, and when the oil prices dropped out, that left a budget shortfall, and they whacked education. We have schools now that do not have enough teachers. They are running to a fourday teaching week. These kids are not going to get the education that they need. We are going to be raising a future generation of ignorant people if this does not straight now. Kansas to the north has done the same thing. Their Education System has been whacked to death by the local governments with legislators hacking budgets. This is something we need to look at the federal level as well. Our child that was in the school was highly smart, educated, because it was more oneonone, and after they shut it down we went to homeschooling. The k12 is a good system. They give you everything you need. Our kids 13, and the educate he was doing 11th grade work, and i have a 17yearold son in school and he passed them in his homework, and the reason we took him out of k12 is because he missed his friends. Spot. S an up and down if they would open a few of these smaller schools backup they have chrome books. A teacher doesnt do anything. Why doesnt the government i know it is money about them being there but if theyre going to play on a computer and look at it, why are they going to be in school . I am a single dad raising two autistic boys, 16 and 17. Just in the overall picture for them as well as everybody else, i am concerned that there is no curriculum for memory. Going from the working memory, where you remember a phone number four, maybe, 10 minutes, to shortterm memory, where route memory works good, you do it over and over again, to you arem memory, where linking the whole picture. Benefit our would children a great deal. To give you an example, we use math, multiplication, addition, subtraction, over and over again. Routed into our heads our longterm memory. Carpenters use geometry. That is routed into their heads. Over and over again if we had a memory system, a memory curriculum, we can have the kids learn it and make their own decision on how they want to customize, kind of it. I think that would be great. A democrat from connecticut, serves on the higher Education Workforce training subcommittee. Congressman, i know Higher Education and the cost of college is an issue you have focused a lot on. On emergency student funding refinancing bill what would it do and what is the status of it . Guest this bill would address one of the biggest overhangs in the u. S. Economy, as well as one of the real hindrances, particularly for recent graduates from colleges who are still carrying highinterest are loans whether they public loans through stafford or through private banks. The bill would take advantage of the lowinterest environment and allow people to refinance their Interest Rates to 3. 4 . The Congressional Budget Office estimates that would put 350 billion into peoples pockets, who, again, are paying huge rates today, and also, frankie, is generating a windfall for the government, which clearly is not what the intent of the stafford student loan program, when it was established decades ago. We have in the house. I organized a petition with over 100 house members calling for immediate for action with a debate and a vote. Unfortunately, the republican majority has just stonewalled this issue over the last two years. Very disappointing, because i was part of a Bipartisan Team that negotiated the student loan certainty act three years ago and i was with some of my colleagues in the oval office when president obama signed that into law. That allowed the ones that kids are taking out this fall to go down, and today they are about 3. 4 . They are slated to double. We came up with a formula to protect its. Again, there is this legacy debt that is sitting out there, hindering people in terms of starting families, buying houses, cars i was with real colors talking about potential homebuyers realtors talking about potential homebuyers who were disqualified because of their interest to debt ratio. This is, in my opinion, a total nobrainer. We, frankie, need to do a copy heads of frankly need to do a comprehensive Higher Education reform. The less Time Congress passed a Higher Education act was 2008, and unfortunately it is going to be one of the failures of the Republicancontrolled Congress that they could not get the Higher Education bill moves through. For example, the itt tech colleges, which were just shut down about a week or so ago, there are too many of these flybynight programs that use taxpayer dollars. 90 of itts revenue comes from title iv taxpayers propping up these institutions that generate degrees that are almost worthless. That is what happened to itt. Excuse me allergy season. They lost their accreditation. Helpingd be focused on those students transfer credits and get themselves back on their degree terms of a useful program, and, frankie, we should cut down on other programs wasting taxpayer money and that we can use to bolster Community College, workforce training programs. There are a lot of advanced manufacturing Job Opportunities in this country, and right now the committee college are the real, sort of, secret solutions that we need to bolster, and move those funds and resources away from, really, just institutions that are out to make a quick buck, and not to give people the skills they need to enter the american workforce. That, on thise do itt story, the wall street journal says the closing of the major forprofit School Operator could leave taxpayers on the hook for tens of millions of dollars in federal loans. Why is that question guest why is that . Guest in my opinion, it is creating programs that do not work, the failure of congress. Our bill would allow students at a halfway through their programs to transfer to other institutions and get a useful degree, and for some who, again, signed up because of the High Pressure salesmanship that entices people into the unrealistic belief that they are going to change their lives if they spent 30,000 or 40,000 on a Degree Program over 12 months those loans should be discharged. The good news is some of those loans have not been paid out, so the actual cost is going to be, i think, less, then the journal reported than the journal reported. At whatwe need to look has been out there since 2008, and the proliferation of these, in my opinion, flybynight, theitutions, is something administration has to crack down on, and that is what happened with itt. Just from my knowledge taught in my country, i was able to take that exam and pass both of them, and i became a teacher in new york. In my country i taught up to collegelevel before i came here, so when i went to the classroom, the children discipline i was so upset and so concerned that my hair started falling out. I said children, your education is your life. I am here to help you, and then i listened to many, many things in the society that topgreat people doctorates and so on taking picking favorites. [indiscernible] term,that term another the use of proposition. Since were using the english language, i would suggest more of that type of education is passed on to the children at all ages. The that is what those types of resources can do to solve the problem the teacher just talked about. I have taught in 25 years in or five, and in florida f years, and like you said, there thetwo big of classrooms, students are unruly, there are no consequences for their , 10ons, and in indiana, oh years ago, they started breaking up the teachers unions. Class forsome sort of teachers that would be impossible to follow. Youruld be like saying great book has to be on the left corner, and you have to be sitting in a chair with your feet up that is how strict they were. 30 seconds before bell rang, you should be doing something, and not doing routine work. Even some administrators would lie on their evaluations, and in my opinion it was to get the older, expensive teachers out of teaching, and now it is to the they area result teaching apples and testing on oranges. Failed, and they were able to say they are terrible teachers. Out byove the old ones cruelty and by changing their teacher teaching assignment. Uest sure i think what we heard is a perfect example of why this process of teacher evaluation is actually a very complex issue, and, as i think the caller described, you can end up with some really arbitrary, pointless measurements within a school or a school district. One of the, i think, goals of the every Student Succeeds act, which the president signed last year, was really, sort of, to push down that decisionmaking process of how teacher evaluation is going to occur in this country. In connecticut, for example, we have created working groups where teachers are at the table negotiating with the state board of education, school superintendents, about a fair and effective system of teacher evaluation. It is not something you are going to do with a snap of a finger. Teaching is complex. Trying to come up with ways to accurately measure, you know, success and proficiency, is just not something you can do with one magic bullet, and that is essa maximizere there should be collaboration on how the standards should be put together. Connecticut,g of the front page of New York Times this morning on your home state, a judge said in a decision that could fundamentally reshape Public Education in your state, the state was order to make changes in everything from how schools are financed, to what students are eligible to graduate from high school, to help teachers are paid and evaluated. Was this judge wrong or right . Judge quitew the well, and i think he is an outstanding person and jurist. Dedicate is an adjusting place. We have the highest per capita income in the country. If you look at the line, we have good outcomes in terms of kids proficiency at times of graduation, but it is really a tale of two cities. There are deep pockets of deep poverty, and there are gaps, which i think the judge correctly identified in terms of what we have to do better in the state. And jokingly, if you go back to versus oneillf was another case that basically desegregated connecticut schools, and in the hartford region created a Magnet School system. My daughter actually attended one of those, and it has actually been incredibly successful in terms of breaking down racial isolation in there is no question that a lot of the problems that the judges opinion identified are real. The question of the day is how do you get an Effective Court ordered the legislature can execute, because that has been the struggle in the past in connecticut what remedies as a judge or a court have if the legislature does not move in the opinion,n the courts quickly enough . He certainly set out some starts and guidepost for measuring the legislators performance, and i think it is a healthy, productive decision the judge released yesterday. There are similar lawsuits in other states for our viewers if they are interested in reading this New York Times front page story. Pamela. Good morning to you. Caller good morning. There are there is so much to talk about. That mean at all my comments. I grew up in several education experience in jackson, mississippi, post segregation, and i feel like i survived them and i thrive because of the commitments of my parents who were always pta president s at all of my schools and because of my teachers. I have an engineering degree. I work at a university. I am very aware of the higher. Ducation challenges my parents were in Higher Education. I volunteered volunteer in schools. And science, and what is so overwhelming to me is the inequality in education. What i see with my cousins in mississippi versus my nephew in prince georges county, maryland, versus what i see in petersburg, they are also disparate. Depending on the funding for thatschool district, really does affect the opportunities that you have in the kind of education you have. When people keep saying it is not about money it is about money. It is about the way we fund the School System. I have been disgusted by congressman scotts representation, because petersburg has failing schools, and he has not been here. The second point i wanted to skills arerents diverse. The kids that need the most parental advocacy probably have the parents that are least able to advocate for them to, so are there some programs at the school or federal level to help parents better understand the systems or give the School System parent advocates . Havee hospitals you patient advocates. I think parents need advocates, too, because they do not know how to navigate the system. My last point is my nephew is applying for college now. He is completely panicked about the debt. He is 17. He should not be as freaked out as he is about the massive amount of debt he is looking at with the colleges he is applying to as an honor student with no trouble in his background. Host ok, pamela. Guest first, the story about the work you are doing to help kids with them in the grade school, i cannot tell you how much i admire you and i think you are totally zero in on what i think is the real focus we should be using as a nation. If we look at the employment opportunities, the income opportunities, those fields are where, frankly, the growth is, and the best incomes are. We are woefully represented by momen and minorities in ste education, and to the extent we can boost interest in those populations it is the key to the future for their future success. Thank you for what they you are doing. The bill the president signed, i was involved in an amendment to focus resources in the stem area particularly at the youngest ages, as of the caller knows, if you get a kid in middle school or beyond, it is almost too late to make the connection to the stem curriculum. Thank you very much for doing that. In terms of parental involvement, it is the secret sauce. The schools that i go to that are the most successful, you see parents engaged in the school and in the school day. Obviously the support they can get at home with homework and other issues is critical. There is a limit to how much the federal government can do. These are fundamentally family issues when you really get right down to it. We need to, again, come up with policies that really allow parents the time to engage with childbearing and raising kids, and, frankly, that is a broader issue than just an educational program. And the last thing, as far as your nephew i would just say that is why we need to get a Higher Education authorization. He is about to make a life decision in terms of taking on a degree that hopefully will allow him to succeed, but to make the wrong choice and also get with him that simultaneously candy, really, one of the most catastrophic outcomes. It will happen to him. It sounds a key is a great kid, but there are far too many cases where that happens. There needs to be more transit transparency for kids making the decision at the beginning and not feeling trapped at the end. We need to bolster pell, keep the rates as low as possible, and make colleges and universities more accountable about tuition, which the president , to his credit, started that trend a couple of years ago with report cards for colleges and universities. We do have a comprehensive rewrite of the higher ed act, and i hope democrats win in the fall because we are ready to do that. I have been straining at the leash for the last five years to get our hands into that because it is so critical for the future of our country. Int lets get in dave michigan. A parent. Courtney, the democrats have had 30 or 40 years of this, and in detroit, they had about 50 or 60 years at it, and that is an absolute disaster. When i put my little girl to the public School System in detroit she went to marshall Elementary School, and i saw the level of education they were giving her, so i had to give up my social life and stay home and teacher myself. In those eight years she was equipped with geometry, trigonometry, algebra, algebra ii, and ready for calculus when she entered freshman year of high school. I had to step in again and almost forced them to bring a video course from the local college into the high school, which would give her calculus one, calculus two, and calculus three. They can go to school i got my degree in administration, my masters. Two, Public Schools in the United States, in particular i remember dr. Russell in the mid1980s who mentioned he was not much of a politician, a very i am, big guy, who said learning about this money. I will make it short he found out that his building alone had a budget of 500,000, and everybody was trying to buy in other words, Public Schools are not are not there to make money. Greta, it is clear Student Loans have become inflationary and predatory because of the removal of standard Consumer Protections that exist for every other type of loan. Congress remove bankruptcy protections, statutes of limitations, and other protections that exist for every other type of loan in this country, and now we are seeing the results. Hyperinflation the federal government profiting 50 billion per year on the system, and even making a profit on the faulted loans. So, defaulted loans. If you wonder why we went to 1. 5 trillion in Student Loan Debt over the past 10 years that is why. There are numerous organizations in america that teach teachers how to teach students how to be mindful. If you look at these websites, and look at these statistics, you will find it has helped them the more attentive, more aware,l, be more compassionate, and it has also accelerated their ability to Pay Attention in class, which has resulted in better test scores, and more interest in their classes. So, in addition to teaching students curriculum of knowledgebased information, i think it is essential in this day and age to teach students how to have more emotional resilience how to have more caring for themselves and each other. What would you do for that situation . Guest parents should be demanding more and the legislatures should be demanding more. Calledt is the movement Early College and dual enrollment. Many more students could be getting their first two years of college in the high school setting. There was more demand for it on the part of parents. As i mentioned, the legislatures, the legislatures are paying for duplication. Many students planning to continue education after high school are duplicating in college the last two years of their high school work. I think we need to do a lot more of that on the committee. We are pushing the issue of transparency and i did have a bill passed two or three times colleges anduire universities to be more sonsparent on their cost that students and parents can make better decisions about where students will go to school to continue. I am a huge proponent of Community Colleges. I was a Community College president and i think that Community Colleges are underappreciated by most people. Many students could begin their Education Close to home, live at and get an excellent education at a Community College before the transfer. Is, many thing students do not need to get fouryear degrees. System ina skills this country right now and we need to do more to encourage skillss to develop their and eventually get a degree, perhaps. But certifications along the way. You can get excellent paying jobs, sometimes sixfigure jobs with that. Host of have a whole opportunities out there for students and parents to prepare for work and prepare for a good life. Education is not just to prepare for work, it is to make as a wellrounded person. But there are many opportunities short of going to an extremely expensive fouryear university straight out of high school. Students make up only 27 of our student population now. More and more people are coming nontraditionalll ways i prefer to call them contemporary students. Host how do you respond to congressman joe courtney who has legislation for dealing with student debt. Here is what he had to say and we will get your response on the other side. The bill would address one of the biggest overhangs in the economy, as well as a real hindrance for recent graduates from college who are still carrying high Interest Rate loans. Orther they are public loans private loans. What the bill would do is take advantage of the low interest environment that our country is in now and refinance down Interest Rates to 3. 4 . About 50 billion into peoples pockets, who again are paying huge rates today. And it is frankly generating a windfall for the government, which is clearly not what the intent of the stafford student loan program. Host can you support that legislation . Remindi would like to him that when the democrats were in the control of the congress, they are the ones who set a high Interest Rates for loans. Republicans wanted the Interest Rate to go with the market. But it was the democrats who insisted on a higher rate. Were able, when we gained the majority in the house, to lower the rate. I havent listened at what the cbo score on this would be. Im not familiar with the bill. At whato have to look the cost would be to the American Public. Every time somebody asks me to spend money, i think about the Hardworking Taxpayers, who under right everything that we do in one way or another. She pays her taxes and i think whot her and my daughter works very hard every day and all of us who work hard and pay taxes as to what are the burdens we are putting on those old in order to subsidize other people. I am in the sciencemath field. I feel like i will be able to if them off but i do wonder the government were to cut loans and cut the government funding i feel like it would force colleges to cut how much they charge. A twoyearing to school, you saved a lot more. You are in science and math and you have a better chance of getting a job that will allow you to pay off the loans. Students dont understand that theyre taking on debt that they have to repay. They have to be counseled carefully and that is Something Else that the committee is concerned about. Because the one curriculum fits all is not working. Classroom sizes should be cut in half. Especially for children who had cognitive delays and behavioral problems. Most schools dont want to pay for that. At we need to be looking curriculum, it is important that we understand our curriculum may or may not be addressing our children. Do need to progress and go through the system. Speak oneen dont language and they dont do that for a well. We do give money and in small again, this is hardworking taxpayer money. We would do better at the if we would skim some of the money off and turn some of it back to the states and localities. And there are need sometimes she is right that smaller class sizes to make a difference if you can get the class size down to 15 but most schools couldnt handle that. Guest i disagree with that. People take on debt. They take on these loans when they go to school. They often do not know what they are doing and i realize that. That kids take tests but they do not know how to study or use their time well. That is number one. Number two, it is regards to Elementary School. I know a lot of teachers. When i talk to them, they continuously tell me about problems students might be having before school. And they say they are spending more times being Guidance Counselors or social workers than they are being teachers. We need more help with trouble students to take some of the burden off of teachers. When we allow the federal government to dictate curriculum , we going the wrong direction. I think you should tell them that study skills should be taught. I agree with you that many students dont know how to study. Have social calls workers now and unfortunately it is a dominant issue that occurs even in schools in North Carolina that i represent most of them do have social workers and that goes back to something we talked about early on. It should not be the role of the government to take care of the issues outside of the school. That should be done by the parents. And by other agencies. But unfortunately, schools are being burdened with that. Problems in our culture, in general. We have many children being born out of wedlock. In fact, a majority of them in Certain Groups in our culture are being born out of wedlock. There is only one parent there. And we know how difficult it is to raise children with two parents but with one, it gets particularly difficult. We need to look at the values that our culture has, in general and think about what impact they are having, longterm on our society. About highquality, universal pay to improve the gap in the country . A think tank here in washington said should that happen, they said that compared to white peers, africanamerican children or hispanics are often up to nine or 10 months behind in math when they enter kindergarten. I grew up in an era when so many people were poor that there were no Government Programs and yet, we understood that to succeed in life, one needed to get a good education. School choices is the concept that everyone in america has the opportunity to go to a great school. We have School Choice in america if you are wealthy enough to afford it. If you can afford to center kids the saidchool reality is that if you send your school, a local public i might not have the kind of opportunity where they have the chance to succeed. Traditionally, School Choice has been focused on the state level. We spend billions of dollars on education and the federal government. Your prior guest did mention that, trillions of dollars over time. Dollars each year. And my ideas to take the title i allow families to decide how they want to spend it at the school of their choice. Host does that not take money away from Public Schools . Is, does, the question it take money away from students who go to Public Schools. And that is what the money is for. The money is not for the institution. Families who have been empowered , 300,000 kids in indiana now go to some kind of alternative schools,ocal charter Magnet Schools, Virtual Schools run through the Public School program, and also some private schools. From my perspective, money is better spent when parents decide how it can be spent. Host should these Charter Schools be regulated by federal government . Guest i think it is important to say that my idea is not to create a federal department of School Choice. What i want to do is devolve the existing federal education bureaucracy by taking those allow them to use federal money to supplement that. In my approach, existing state regulatory regimes of Higher Education would continue to exist. We want to make sure our kids go to a great will. I just dont think a federal that is 1000 miles away from many kids across the country is the best way to do it. I graduated four years ago with almost 200,000 of Student Loan Debt. I knew that was going to occur but at the time, my Interest Rate was set at 6. 9 and the even have one at 8. 9 . And in the four years since graduating, the interest has grown to over 30,000. And i feel very helpless and hopeless and i pray and wish that this Interest Rate would be lowered or forgiven. Im trying to help people and change health care for the better. And working with people to get responsibility for health and doing things through lifestyle and diet. I dont want to die in debt. I want to help people and i want to have freedom and i want to help the world be a better place. And i live in a state where i cant practice without an md supervision so that curbs my income potential. I couldnt even find that for about a year after work. So that just cause my debt to increase further. So i urge you to push for the student Debt Forgiveness and even for the Interest Rate to be forgiven. Guest well, thank you for your work and passion. Think we can just forgive Student Loan Debt. It was debt that was accumulated and folks knowingly knew that an expense that was part of their education but i do think there is more that we can do. At Indiana University they came a way to make sure that how year, a student new much that they were accumulating. And what they found over a few years is that borrowing declined when students knew how much it was. Students have Student Loan Debt and some dont even know that they have it. I think theres more we can do that. Ourage i believe that if an employer wants to provide a program to help pay you off a Student Loan Debt, maybe a similar way to a 401 k , we can allow it. The bottom line is that the caller is right. That is basedem on assumptions that in todays world are not working.
