But if it was sunsetted automatically, they would be forced to go back to the table. Mexico took a beating on this nafta deal also. We have lost a lot of jobs here in the united dates that mexicos agricultural economy, the small family farm, a lot of what is driving illegal immigration is large american sell theirs can now products into mexico and they can make it cheaper, package it, faster, andbetter, more efficiently than small mexican farmers can. A lot of small, rural mexican farmers could not make it any more. So they packed up and the breadwinner headed to the United States to get a job at a car wash or in a landscaping company. So i think there is a chance of making incremental change work in terms of things like college tuition, may making fixes to the Affordable Care act, Immigration Reform that is big. Joining us this morning, for one day after terrible news from baghdad, the worst single attack , this says 121 but i believe the figure has gone to 143 people. We are here with michael pregent to talk about the war on isis and the fallout from iraqi forces retaking falluja last week. This attack on baghdad, do you think there is a direct correlation to isis losing falluja and this attack . Guest 1. 5 months ago there were car bombs in baghdad and it prompted putting falluja and head of mozilla. Nobody was talking about taking falluja 90 days ago. After the car bombs, the push was, lets do something about falluja now. It was the first city to fall to isis. Isis was demonstrating its reach. And we seeing that in baghdad. But with ramadi and falluja, both cities were punished and ubbled. These are temporary victories. When testified said the most important part is what we do afterwards. And the afterwards isnt being done. Protecting the population. We are not doing that in ramadi and the Iraqi Government isnt doing that in ramadi or falluja. So it is a way for isis to demonstrate its reach. Saying they dont need to raise a flag in baghdad. Host give us an idea of the size of the cities . Baghdad and falluja free isis occupation, how big . Guest 500,000 in ramadi. 300,000 in falluja. These are Large Population centers where isis has been able to control the population because they dont have anyone to call. Sunni population cant call the police or the iraq he army. So you are able to govern these large bodies of civilians with a small number of people. Ramadi was 6001000. It was 6001000. Controlling populations after the refugee exodus. At a largelooking percentage of military aged men who have not joined isis, who are viewed as collaborators by their government and viewed as collaborators by the iranian backed militias. Back iraqi troops win falluja two years in the grip, it is safe and habitable. They say it has been under control since 2014, 1 of the first cities to fall to the militants. Why did it take iraqi forces so long . Guest with ramadi, we kept asking, are the militias part of those of us who have served in iraq know that we are not supposed to use militias to go into these places but we were told they are part of the falluja. The falluja was surrounded by militias for two years. A lot of the city was starved and shelled. And it was punished by these militias. Indiscriminate targeting for two years with no emphasis on clearing it. No emphasis on building a forced to retake it. No emphasis on building trust. To been falluja came important because the Prime Minister was under pressure to protect from isis in baghdad and to punish somebody from this. The niceja became place within rocket range and sniper range to punish. Consider falluja a victory. I dont consider ramadi a victory. The whole part has not happened. Theory is winning back trust of the sunni population. During the search we protecting the population from al qaeda and shia militias. In this operation, we are pardoning with the militias to clear the cities. That report you read, i wouldnt be surprised if an iraqi weicial said that because dont have anyone on the ground to make the same validation. Host michael pregent is our guest. How are you on top of what is going on there now . Guest i travel the region every two months. My last trip was in march. I went there ahead of the vermont the ramadi offense. To refugee camps in turkey, Syrian Refugees and iraqi refugees. And they asked two questions. I wanted to talk to people who are not happy with United States and i want to talk to people who say we should do something about it. So you going to a room of military aged men and if you ask if they blame the United States, hands go up. Who thinks we should do more . A lot of hands go up. Dude try to stay away from talking to state Department Officials and government officials. A lot of my colleagues come to iraq and they come back after meeting with iraqi politicians and when you compare what they are saying to a newspaper in baghdad or to a conversation you had with someone in a refugee camp, inc. Still find up. Camp, things dont line up. You are being told the pr line that we are winning against isis but what we are doing is resetting the conditions. Sunni population is more disenfranchised now than ever. They are more distrustful of baghdad. More thanistrust us ever because they see as aligned with a government that they dont see as legitimate. And we are providing air cover to militias on the ground. Whether they be uniformed or mobilizationostile units. You have terrorists Commanding Iraqi volunteers and leading them into these situations where they are going into sunni cities and they get to decide who is a collaborator and who is innocent and they shouldnt be the ones deciding. Host when you come back for your trips, where do your findings go . Panels. E give i talk to people in the agency and capitol hill. Times we think it sounds like there is no solution but there are solutions. We need to engage and spend more time with the government of baghdad. We need to send back the americans that the iraqis know. Chance to brief the 82nd Airborne Division before they went and we asked the question, how many of you guys have been to iraq before russian mark 85 had not been. That right there is surprising. When i went back to iraq, they said, how come you are not sending us the americans that we know . The daily beast did a report saying there are general in iraq right now but the generals are the ones who are the battalion commanders. The majors during the surge. Heavy general presence there because the iraqis know them and trust them. But the problem is that our great americans who are serving in the ranks dont know iraq. They dont know that they are training shia militias. That is one of the problems. So when you want to bring sunnis into train, and you see an american sergeant hugging a shia militiamen and looking at that guy, it is an intimidation factor. Whothat sunni individual wanted to join the forces and be a part of something feels intimidated and feels the u. S. Has been cooperative. Will go to the republican line, good morning to john. Michael, i think you are doing a terrific job with the isis situation in iraq. The reason why i am calling is because i grew up in a town in pennsylvania, right next to sailors berg pennsylvania. It is a small town. There is a gentleman who is a turkish clergymen out of the country of turkey. Int is the future of turkey a terrorist perspective . Ay are we protecting terrorist in our own country . Why cant we get him out . I grew up not too far from this camp where the neighbors are upset and there are afraid to come out of their house because they are intimidated by the turkish people and this gentleman has been here since 1999 and i feel who do we call . Cant call the fbi. Nobody wants to talk about it. I will let you go there. The question more broadly is about turkey. Guest one of the biggest problems we had was the foreign fighter flow coming in and the illicit oil moving out through turkey. A lot of that has stopped now. His symbolattack in has forced the government to do more. So i think turkey is doing more but syria is so complex. They could do something right but the next day they could do something wrong. So turkey has a role to play. The problem is that turkey needs to see isis as an existential threat more than the ecb kurds in turkey. Bombing in thet airport, has that changed . I want to know. I will let you go. Guest initially, he was a compromise candidate. He came in and was easily influenced by the party. Over time he became a strong man. In loyalists and he was actually blamed for a lot of the sunni disenfranchisement that happened under his premiership. And he was asked to step down. He inherited maliki security and up to 2006. I he is easily influenced. See that. Y you any Political Capital that he yesterday was lost when he was rid out of baghdad. I dont see pictures of it but people were stoning his car . People the obviously, it was a horrible situation. But what specifically about the Prime Minister were they upset about . Guest he is not detecting the population. One of the biggest complaint is that the government is not providing services to the people. And isis reminded everybody that they were still there. Isis is doing that again. It had been declared liberated and now 152 is the count of people were dead. He was run out of that area by shia iraqis the because they are not happy with what he is doing. One thing he needs to do is protect the population. And to exact revenge. The shia militias are primed to do that. Will that take the shape of an attack on proposal . Have no, they do not enough forces. Infiltratedng the minister of federal police. They cannot clear and hold falluja and do most old. They cant do it all. We have had two years to build the sunni force. We built a 90,000 men sunni force where each commander had a parade in the back pocket to call americans if there were threats but we have not started to do that. Right now we have trained u. S. Them a few questions and one of them was how they felt about america and they were angry with us for not going assad. A so is, this religious divide has been going on for a long time. Al qaeda is mostly sunni. We put ourselves in the middle of this by going into iraq originally. And we took the lid off the whole jar. We let everything out. And in libya, you hear the same thing. That we have to take out this guy because he is a bad guy that look what happened there. And then people are clamoring to go after a sod, who is a dictator but he is a lot more secular than a lot of the other guys. With us are all upset because we didnt take out president assad. The issue with the military population in the middle east is that you have to deal with the fact that there are 10 million sunnis in the middle east but isis is only 30,000. So there is a body of people there that want to do the right thing. Is the number one driver every time isis loses territory in iraq, they compensate with a highprofile attack somewhere else. But we actually help them out by fighting towards the iranian and russian position in syria. So then we negate success with what were doing in syria. The middle east has been in conflict for a long time but any time but anytime the iraqi soccer team wins a game, the whole country celebrates. It is what everyone likes to talk about but these are nationalists and we need to reach out to the secular nationalists in this country. President assad is not the only secular nationalist. You kind of answer the question i was going to ask but the middle east has been a mess for generations. As you can see, instability in the middle east is an existential threat to the United States. With what is going on with iraq, what is their involvement in syria . Took 2000 deaths before we talked about it. Thethe middle east looks to west, whether we like it or not, as a guarantor. That we will do the right thing at some point. And they are looking to the west. The 20 million sunnis in the middle east are looking to the west and they are not seeing commitment. They are not seeing engagement. Theyre not seeing a serious a dictator from using his military to punish the population in syria and doing enough about isis in our dad. Baguettesilitating punishment of its population and criticizing president assads population. We need to get the strategy fixed. We need to have a conference of strategy to deal with both. They are talking about the embassy but that isnt the main project. Are 40,000 people there and we cant permit him to kill 40,000 people. It is inhumane. Host it is a little bit out of the context of what we are talking about today. What is the status of isis in libya . There is an overcorrection of the bush doctrine by this administration. We need to rid a country of a dictator like it off not go in and build a secular nationalist force to protect the country and the population. The overcorrection is leading to prolonged conflict and the expansion of conflict and we are seeing that in places like libya. Iraq, and jordan is one of our most crucial allies and jordan is between a shia proxy highway and an islamic extremist highway. Into the lamont. I dont call this isil because you give it credit i give it isil. S. Iny are the strongest tribe ungoverned spaces. All it takes is a committed ground force with u. S. No emotional or falluja or ramadi a would be able to tell us where isis was. We cant do this by using an iranian proxy force. Kurds cant go in. They could clear it. In the current process you alienate the sunnis that you need to be a part of that. There are two phrases that ive learned in arabic. Terroristi is a from a shia and every kurd is a militiaman. See you cant go into a city believing everyone is a collaborator. You have to build relationships. Then, you go to decapitate the head of the organization by going after the leadership. The ones that we trained, allmoney that we paid, that could be remedied by putting back the sunnis that we have already paid for and worked with into the security apparatus. A lot of marines that i know were upset that ramadi fell. There are two sides of this. Yes, we did things wrong but we did other things right. We need to learn what we did right. Right now we are doing all of the wrong things by working with this government. Host at the start of the conversation you mentioned the special president ial envoy. That went before the Senate Foreign relations committee. He thoughtasked if iraq had the capacity to recapture territories from isis. Have beenas that taken back from isil, none of them have been retaken so that indicates that something we have done successful. And these arent American Forces in the streets of these cities, trying to hold the territory after. We are organizing local police and people who know the streets and people to hold the territory afterwards. So your answer is yes . We believe that the iraqis, through using their combined forces, will be able to maintain those territories on their own . And be able to make sure that isil doesnt recapture any dominant force . The record so far is encouraging. Wont bet mean iraq full of a host of problems for years to come. An International Terrorist society organizing the city is not something i think theyll be able to do. Host what do you think . Guest i disagree. Rebuild ramadi and the effort to rebuild trust in ramadi isnt taking place. It has been left to 3000 sunni tribal men to secure a country of 50,000. They are overstretched. Forces are overstretched. The iraqi army is overburdened. And the militias cannot be controlled. One of the biggest issues i have is that brent mcgirt shouldnt be the one talking about this. President ialbe the envoy. It should be a member of the military. One of the biggest problems with naming general alan these are the time was that he fell under the state department. He was responsible for pillars under the government. The humanitarian pillar. But he wasnt able to do that. Departmente construct. One of the issues we have now in because when we we were there we were allowed to now, onlyybody state department can engage with Iraqi Government. The u. S. Military can only engage. This is a state run operation against isis. One of the biggest criticisms i have heard in iraq from iraqi politicians is that they are not talking to the right people. If it is easy to talk to somebody, youre not talking to the right person. You need to get out and talk outside of people who agree with you and strategy because it is not working. There is nothing that we are doing that is permanent. Everything we are doing is temporary. Ramadi, a rush for falluja popped up after the car bomb attacks. And mozilla is different. Talk about that without losing falluja again or western baghdad again. There are not enough Iraqi Security forces that are considered legitimate. Have another iraqi veteran on the line. Again, these military aged men who may not have done anything at the time, it is the same thing that is going on in the refugee camps. How do you cordon off a city so nothing can get out and allow a 200 car convoy to leave falluja, get away from the city enough and then bomb and attack it . There is a lot of information that will come out about this convoy. We are relying on the Iraqi Government to tell us it was an nice is convoy, and it is not bode well. The sunni population believes civilians were in there. It is something we need to deal with. If the sunni population believes a civilian convoy was leaving falluja to go to syria, and it was straight and everyone was killed, that is a problem and something we need to deal with.
