Katherine clark of massachusetts was one of the first to read a portion of the stanford rape victims letter. [video clip] on the way there i joked that undergrad guys would have braces. Teased me about wearing a beige cardigan. I called myself big mama because i knew i would be the oldest one there. I let my guard down and drink liquor too fast, not factoring in that my tolerance had significantly lowered since college. I remembered i was in a gurney in a hallway. I have dried blood and bandages on the backs of my hands and elbow. I thought maybe i had fallen and admin office on campus. I was very calm and wondering where my sister was. A deputy explained i had been assaulted. Call him, assured he was speaking to the wrong person. I knew no one at this party. When i was finally allowed to use the restroom, i pulled down the hospital pants they had given me. Went to pull down my underwear and felt nothing. Handser the feeling of my touching my skin and grabbing nothing. I looked down and there was nothing. The thin piece of fabric, the only thing between my vagina and anything else, was missing. Everything inside me was silenced. I still dont have words for that feeling. In order to keep breathing, i thought may be the policeman used scissors to cut them off for evidence. Then i felt the pine needles scratching the back of my neck and started pulling them out of my hair. I thought maybe the pine needles had fallen from a tree onto my head. My brain was talking my gut into not collapsing. My gut was saying help me, help me. From the floor last night where republicans and democrats read all 7000 words from the rape victims letter. We are getting your reaction from the stamford rape case and Sexual Assault on College Campuses. A piece in the Washington Post, hundreds of colleges reporting zero rape in 2014. A safety review of data from that offeres bachelors or advanced degrees found 1300 had no reports of rape in 2014. That is the most recent year for which data is available. The numbers underscore what is a huge coal between the prevalence of Sexual Violence on campus and the number of reports received. A Kaiser Family Foundation Poll found one in five young women who attended college in a 4year span had been sexually assaulted. Smaller share reported such incidents to school authorities. It is a harsh reality that many parents and others do not want to deal with. Sexual violence is on every campus. The founder for the Advocacy Group serve justice, anytime you not an indicator safety, it is an indicator of and comfort and reporting. Others say the extent of campus Sexual Assault has been overhyped. In an opinion ps, a professor and thend College Graduate center, and a scholar at Brookings Institution lamented a myth that universities are mired in an epidemic of Sexual Violence. Writing that many in the media have used discredited surveys to claim thereunders of thousands of campus assaults annually. Disclosing to the federal government under the act requirement. A release in december shows for the first time the total number of reports for school specifically for rape. Specifically they had been grouped together with other crimes called forcible sex offenses. What are your thoughts on the stanford rape case . Ted, a member of the judiciary committee, read some of the letter. [video clip] lastly, you said, i want to show people that one night of drinking can ruin a life. One life, a life, yours you forgot about mine. Me rephrase it for you. I want to show people that one night of drinking can ruin 2 lives. You and me. You are the cause. I am the effect. You have dragged me through this held with you. Night again,t again, and again. Those of ourown towers. I collapsed at the same time you did. If you think i was spared, came out unscathed, that today i write off into the sunset while you suffer the greatest below, you are mistaken. ,y independence, my natural joy independents, steady lifestyle i had been enjoying became distorted because of recognition. I became closed off, angry, selfdeprecating, tired, irritable, empty. The isolation at times was unbearable. You cannot give me back the life i had before that night either. While you worry about your shattered reputation, i every night spoons so that when i woke up and my eyes were puffy from crying, i on my eyesthe spoons to listen the swelling so i could see. I showed up for work when i relate every morning and excused myself to cry in the stairwells. I can tell you all the best places in that building to cry where no one can hear you. Host if you want to watch the entire 7000 word reading of the victims letter you can go to cspan. Org. We have it there from last night. It was a special order. You can watch what happened in the senate for democrats, led by senator markey of connecticut, held the floor and did not relinquish the floor after 15hours talking about gun control. There has been agreement to allow some votes on gun control legislation. More to come on the washington journal. We want to begin with the stanford rape case and your thoughts on the judges decision. The letter. Your reaction of everything you have heard. Jim, good morning. I am in the process of reading the price of silence by william cowan, i found it at a book sale a couple of years ago about the duke lacrosse case. I recommend that group. What they did to those guys was completely overblown. They try to destroy those young mens lives, which they did with a false accusation. 2 things. I have been very confused all my life about the Clarence Thomas trial. Very confused about the strange duality. At one point, women are supposed to be equal to men. Just as tough, go to combat, do anything. The other side, they pull back when they have to and say they are victims who have to be protected by the state from the predatory male. I dont get the strange duality. The other thing, i dont know what the statistics are here. Pappy has some of them in his books, as does jerry taylor, arerracial rape rates interesting. The black on white rate as compared to white on black rape. Host what you said about women being equal, the situation, the stanford rape case, she was unconscious. Caller i dont know too much about the case. Maybe i am sure of course there are assaults on women. Of course. What i find interesting is the fact that there are plenty of false accusations. I have been around a little bit in my life. I know young women today, especially, are not doeeyed innocent lambs. They are very sexual and aggressive. I do not believe they are go victims. Oeeyed i think women are just as sexual as men. Host shone from rhode island. Caller what a joke that guy was. I dont think that you should display the reading of the woman s rape experience. It was too painful for me to listen to. A shorter segment of getting a the personhat experience would be enough. I want to make an observation about cspan. I appreciate you and the work you do. 2 things. In thetting my oar water, you should include readings from foreign newspapers. Englishspeaking publications. Your audience is a smart group in general, some arent, but it would broaden and deepen their understanding of the political world. That is something i would suggest. Reading from the london times, or whatever. Host we do read the financial times. We try to show you coverage of international papers. Your point is well taken. Caller the other thing, cspan is a bright crew. You should enter great phenomena in a great phenomena. In the discussion today, one might wonder about the nature of violence in the world. If you compare the nature of violence in general in the world, the stuff that happened in orlando with rape they are similar phenomena. One person, under control, this control, whatever, impacts the whole system. That is something you could raise. You could raise that question. That is something to think about. Scott, arizona. Good morning. To thes your reaction judges decision in the stanford rape case . Good morning. Thank you for the opportunity. I was relating it to the game of tennis. Of game,in the format set, match. Colleges are recruiting for students because it is a very lucrative income. Look what it does as far as profit and what people make. The cost over time, even with students there. That is a game that gets students in. Then you have the set. The set is the situation where the instructors 30years ago i graduated. You had professors and everyone else praying on young students. Male and female. Hat is the set the situation. Then you have the match. How can any individual in their right mind take advantage of they, innd feel like playing tennis, a volley, would have a better opponent than someone else . How can you feel enjoyment knowing that the other person isnt an even match . Oregon. Hn, gresham, good morning. Caller i must respond to the first caller. I am first of all, i am thoroughly disgusted with the sentence the judge handed down. I am relieved to hear that the judge has been removed from a similar case recently by the prosecuting attorney. For the first caller to suggest that women are seeking some kind of double standard, when they are tough enough to go into , the firstever caller seems to think that women choose to be delicate enough to seek some kind of double standard when it comes to other areas of their life. A woman who goes into combat chooses to go into combat. A woman who goes to a party and has a few drinks, choose to go to that party and have a few tricks. However, that does not give anyone consent to do what they want to do to that woman when they feel that woman is in no respond. To i am thoroughly sickened. However, i see one glimmer of hope in the reading of the entire letter on the floor of the house. It is now a part of the congressional record. I sincerely hope that there will be a day when this kind of violence against women, violence against anybody whether it the gays in orlando, the blacks in ferguson, a woman at a campus party that in this kind of out and will be called punished justly. I want to thank cspan. I grew the other caller who says i hope cspan may choose to read articles from overseas papers. Easier out to zero english. It was a conference of study about what our media does not allow us to see. Thank you, cspan. Host referencing this headline, prosecutors removed judge in stanford swimmers sex assault case. Rom a new sex crimes the move comes a santa clara, county judge aaron persky faces growing criticism for a sentence that many consider too lenient. Is a carefully considered step, prosecutors say. The move came after a judge dismissed a nonsex crime case before the jury could deliberate. You are next, lewis. Good morning. Caller i heard a previous situation where there was black on white rate, white on black rape. Poor young man was not referring to black men raping white women more frequently than white men raping black women. I do not know about roots if you saw the new series, but the second portion ended with a white master raping a black woman. If you have any africanamerican with lightness in his skin, this liveresult of massive rape white masters. Tell that young man to look at his history if he wants to dig up the thing about white men raping black women. It resulted in the castration and hanging of many black men. Do not start that racial thing that black men are raping white more frequently. I am lightskinned as a result of my great grandmother being raped by a master in maryland. Thank you. Kentucky, college student. Where do you go to school . Caller university of chicago. Host what is the culture like . Caller i cannot say. I will be a college freshman. That is why this is important. It is setting a precedent for how other rape cases will be handled. Andng how this one college case is being handled by not only legislators and political officers, but the people in society and community we live then, i am worried going into college about how that will look, not as a college freshman, but beyond on other campuses as well. This one case getting so much limelight, i wonder how many others are silenced and unjustified. Host what is your worry . Caller if i input in that situation, i worry that maybe it will get the same attention being a different demographic. Also, the same charges were set on my assailant, there is something wrong with the justice system. It is flawed that no line can come together to grade a proper legislation to combat this makes me extremely worried. I remember from the letter, this is not a story of another drug college hook up with poor decisionmaking. That is some part of college that goes on as you rebuild your life. She says assault is not an accident. The way this is being handled, it seems like it was a onceinalifetime thing. It happened, it is over, how do we move past it . It is not being handled and looked at the way it should be. Host what you mean you do not see legislation happening . What do you think could prevent this . Caller i think a better and closer look at exactly the definition of rape. Making sure that that is completely stated. It is not put down as an assault or accident. Making sure, i do believe some racism is involved. Seeing how the affluent assault assailant has been given a lesser charge. Many people are worried that had it been a different demographic it would have been a more severe charge. Those are avenues of looking at it and making sure there are blinders. That rape is not something that can be handled within threemonths or sixmonths of jail time. Making sure that such a case continues, when it happens again, there is a severe charge shall we do not have to worry constantly about, there is a great case, what do we do . It is handled by this person, or a different demographic, being of the perpetrator. Whether there are different charges for him or her. Host have you talked to your parents . Have you decided how you will handle yourself and you go to parties at colleges . What is your thinking heading into this fall and your freshman year college . Caller making sure that i do take care of myself. Making sure that there are no unreasonable decisions being made. At the same time, making sure other people are not in a culture surrounded by people that understand it is ok to let loose. If Something Like this happens, stop it. They can that there are enough people to make sure everyone can stand up. It comes down to making sure there are no innocent high standards. Im thankful that someone there stop it. Chair yellen best of luck you inest of luck to school. Shes going to the university of chicago and a dear. We read in the Washington Post survey, hundreds of colleges reporting zero rape in 2014. It referenced the cleary act. If you go to clearyact. Info, you will learn more about this law. The reading last night in the house, special order, republicans and democrats read all 7000 words. In washington, you are on the air. Caller hi. Thank you for taking my call. Me decision is offensive to for many reasons. Particularly because he is getting a light sentence. He shows no remorse or guilt toward the victim. If you read her letter and his fathers letter, it is disgusting. He shows no empathy for her situation. Everything is about how this affected his life. How his life is over. Having to be on the list, his life is pretty much over. Black people all over the country are suffering far less for marijuana. It is ridiculous. It is misogynistic and racist, the judges decision. It is not the first time he has done Something Like this. Witnesses stopped him. People saw him at the party acting like a creep. He will be out in three months . He is a danger for society. His life is already over. He should serve time because he is a danger. If he has no guilt, what are the chances he will do it again . It is very scary to me. Host may i ask how old you are . Caller i am 29. Host when you were in college, what was the culture like . , a hugei was at nyu party school. We were in new york and we could do what we wanted. No one idd. School inhigh england. We were allowed to trick all the time. Ive been around hundreds of drunk boys ages 15 to 22. Never once did a friend of mine gets so wasted that they acted inappropriately. They would stop them. Theres something wrong with this kid. It was not i was drunk so i raped someone. Plenty of men know that you get really drunk and you dont rape someone. There is an argument that it was not rape it was Sexual Assault. In california it is not considered rape, but in other jurisdictions it is. He could move forever and it is still considered rape and he is a threat to other women. Host also in washington, d. C. , your thoughts. Obviously, it goes without saying that the sentencing was not fair. It might sound racist, but white america, wake up. You are asleep. You are worried about the wrong things. Reading the letter she wrote is not the point. The point is that for years you have been unfair to us. Let someone get caught with cracked and they are going to jail for the rest of their life, let alone rape. This is symbolic of your mindset. This right here. I have a daughter in college. If my daughter went to someones party i told her not to go anywhere. I decide her to break my rules. These parents need to sit down with their daughters. No daughter should go to anyones party drinking anything. It have tomes does happen . Take responsibilities for yourself. Host a father in washington, d. C. More calls coming up. A little more to tell you about, the senate yesterday. Senator Chris Murphys holding the floor for 15 hours, demanding the Senate Republicans allow votes on gun legislation. He did so for 15 hours. P. M. Eted this at 10 50 i am proud to announce that after 14 plus hours on the floor, we will have a vote on anding the terror gap universal background checks. He also, around that must have been eastern time. A. M. , eastern time, one step you wrote, the fight is far from over, but there are millions of voices calling for change. We cannot stop pushing. Fouts that will be happening on bills. G republicans and democrats offering different proposals. Donald trump tweeting on the nofly buy legislation. If you are on the nofly legislation you cannot buy a gun. I will be meeting with the nra who has endorsed me, but not about allowing people on the terrorist watch list or the nofly list to buy guns. They have their own version offered by a republican senator from texas that the nra has backed. We are responding saying happy to meet with you. Our position is no guns for terrorists, period. Self for lawabiding americans. Michael bloombergs group, says the nra is pushing a fake out bill designed to confuse. Not a real solution to keep guns from terror suspects. The front page from the boston globe, they put an opionion piece on the front page. Make it stop with a picture of an ar15 rifle actual size. Next to that is bullet entry. That is the actual size. Politico reported next on what could happen on this debate. Watch the senate floor today. There will be more debate coming up. Tune in to cspan two for that. Tennessee, our calls about the stanford rape case. What are your thoughts question mark caller i am sorry that this judge did not see the justice he should have asked passed against this guy who raped vucevic him. A rapeek we are having trial of the vanderburgh athletes. He was her boyfriend and took her to Gillette Hall where several of the Football Players to advantage of this vick him. Victim. Tennessee has a different law then theyd did for the california rape. Just because cause this guy was into sports and his father felt he needed to justify his son and the Stanford Group needs to look at what they are doing to the victims of society. That judges should never be allowed to be a judge again. That we are having a retrial in tennessee. This lady has gone through three or four different trials already and one of them was dismissed or something. Think that the victim should not have rights, the woman that was offended by just because he is in sports does not give him an that he needs to go on with his life. Hes got shes got to live with that for the rest of her life. Host a few things you might be interested in there is a petition going to remove the judge from the bench for his decision in the brock turner rape case. There is also this piece online from the guardian. Mercedes in baltimore, maryland, youre a student, where are you going to school . Im a grad student at johns hopkins. Host tell us your thoughts. I heard a caller say that his daughter was in college and we need to sit down and talk with our daughters about what they should and should not be doing. I think we need to stop laming the women for what men are doing. Theird to sit down with sons and they need to tell their sons that they need to stop touching people who dont want to be touched. There has to be that munication. We cannot continue to blame women for this. It has to stop, otherwise it will continue to happen in colleges around the world. From ok, a little bit more yesterdays reading on the house floor sipping fireball is not your crime. Peeling off and discarding my underwear like a Candy Wrapper to insert your finger into my body is where you went wrong. Why am i still explaining this . You said during the trial that i did not want to victimize her at all. That was just my attorney and his way of approaching the case. Your attorney is not your skate goat. He represents you. Say degradingney things . Absolutely. He said you had interaction because it was cold. You are in the process of establishing a program for high school and College Students in which you speak about your experience to speak out against the College Campus drinking culture and the sexual promiscuity that goes along with that. Pus drinking culture thats what were speaking out against . Do you think thats what ive spent the past year fighting for , not awareness about cap a Sexual Assault or rape are learning to recognize consent . Campus drinking culture down with jack daniels, down with skyy vodka. If you want to talk to people about drinking, and wrote to an aa meeting. Having a drinking problem is different than drinking and then forcibly trying to have sex with someone. ,how men how to respect women not how to drink less. If you want to watch the entire reading of that letter, you can go to www. Cspan. Org. We are getting your thoughts on the stanford rape case this morning. Brian and clinton, maryland, youre on the air. Tell us your thoughts. Caller i have been listening to this for the past day and its amazing to me the level of stupidity of the American People to allow the media to con them and manipulate them to have a subject matter like this. None of you had a story on the muslim man who went into ft. Worth and shot up a Walmart Store and was killed by a swat team. That slipped by and you let that go. It did not have any problem with the muslims raping girls overseas. If a white man does something, we must attack him. The level of stupidity in this country with you guys sitting here conning the American People is scary. Thats why the American People are going to get what they deserve because they are so stupid to allow you to manipulate them into a stupid story like this that means nothing. People in this country are being killed by muslims and you are talking about a judge that did something that has nothing to do with nothing. You are stupid to do this but its a shame that the American People have allowed this. Listen to the dumb comments. Lady, they are shooting you [captions Copyright National cable satellite corp. 2016] host that was clinton, maryland. We have talked about orlando for several days and we are spending the first 45 minutes talking about the stanford rape case. We will talk about the orlando shooting Going Forward as we have been. The washington journal and getting your thoughts on all sorts of different topics and subjects. President obama is traveling to familieso console the of the victims. The headlines of the Orlando Sentinel this is the editorial of the newspaper this morning. A little bit about what they want to hear and how they want the president to act when he goes there. The miami herald this morning with their editorial also this morning, the tallahassee newspaper in florida the opinions of the florida newspapers as president obama is the latest to travel there. In Campaign News those are all the names being vetted for that position. Georgia, you are next, good morning, go ahead. Caller yes, good morning. I want to thank cspan for bringing this subject up with rock turner and the brock turner and the rape at stanford. Some people believe the judge think weak sentence but i the judge had some reasoning behind that. Hink some of his reasoning i know people will say stop blaming the women today, we want equal rights for men and women in the United States. But we have too have equal responsibility for men and women. Newspaper, thehe woman was three times over the legal limit for the alcohol in her body and a man was two times over the legal limit for alcohol. When two people get drunk, they do things maybe they should not do. Its no excuse for the actions but one of the questions i had and one of your viewers might have the answer the woman was unconscious when i found her but how did she get to that spot where these actions took place . The howdy respond to caller earlier who said she made a choice to go to that party entered drink but she did not have sexualice to relations. Made a choice to follow this guide to wherever she was found. Host you just said you dont know that. Caller we do not know how she got to the dumpster. Nobody saw this guy carry her or knocker over the head and dragged her out there so we dont know. If she went out there under her own volition, what is the guy supposed to think . Thats all im saying. There has to be responsibility on both sides. I think thats why the judge gave him the light sentence. Has to be more politically correct of an im. Maybe he cannot say the things i am saying. Host we will get some other voices in as well. Thomas in miami beach, good morning. Caller good morning, the guy before me is making me nauseous. Im a father of a little girl. She is only nine years old so we are not there yet. Where do i start . I think the reason the judge made the decision he did from what i have seen after 20 years of living in miami is someone with a lot of money paid someone and that money got to the judge. When theys that case sentencing is inadequate. Host how do you know that . Miami, much like new jersey, is another world and i have seen a lot of things. I grew up in North Carolina and things dont and things go on there we dont know about. Sense, its dont make tends to involve money. Even if thats not the case, talking about girls, i went to which had aleigh huge fret culture. I always had a lot of girlfriends around me. They would come to me and tell me everything. Them would 50 of never say it was rape. Girlfriendsof my have woken up at a frat house the next day basically with her panties down to their knees, not knowing what happened. Me as their good friend would always yell at them, what were you thinking . I know its not their fault. People have to understand. Young men are like wolves when it comes to sex. Throwing aally like rib eye indicate with wolves when you throw a young, pretty girl who cannot take care of herself because she is intoxicated or whatever in with wolves. If i had to put a number on this, i would say im not talking about full on rape like with this kid did i would say racket, oys at that age if they had an unconscious girl nearby would take advantage of the situation. I hate to beat up on boys am 40 years old and i talked to my girlfriends and ice say you get to feel a special way now and then and men feel like that 24 7. Im going to try my best to teach my little girl to control the drinking so that she is always sharp in her mind so she can make a good decision. When i read about that case, its disgusting. Thank god those two boys came along. That found her. In other news, the usa today front page also on capitol hill yesterday, the House Oversight committee voted to censure the irs commissioner. It was for obstruction. You can go to www. Cspan. Org to coveredat area we also a hearing for the Senate Foreign Relations Committee about u. S. Libya policy. The headline in the Washington Special envoy is urging unity on the islamic state. Deborah in blairs virginia, good morning to you, you are on the air. Caller good morning. I usually call in for political discussions but the subject this morning touches my heart. I had a Family Member who was raped in college in pittsburgh. When it went to trial, the young , it was came to court found that there were two other witnesses against him who had been raped by this man. The person i knew that have been raped by him had actually thought he was going to protect her by walking her back to the dormitory. He told her he would walk her up to our room and he forced his way into the doorway and brutally raped her. Two rapes indone alleys in the streets of pittsburgh. When it went to court, the case was thrown out because there were no witnesses to the crimes. My mother, who was a strict catholic, was absolutely horrified. Went to a Catholic College in pittsburgh and a panel of priests showed up to defend him. To joinng man went on the armed services. I have often wondered how many women he raped in his journey through life in the armed services. What people fail to understand is that although rape is a sex crime, it is not about sex. It is about violence and control. Who havehat the men called in i am absolutely stupefied at the comments of these men who are saying that women want to be strong and equal. This is violence. His is a Violent Crime sex makes it that much more personal and the violent person committing the crime is that much more satisfied by the violence they have perpetrated. Thank you. Ohio, whatbaltic, are your thoughts . Caller good morning. After eightghter years in the United States army and working 30 years as a bouncer, i have been shot and stabbed. I taught at a Martial Arts School and i took her and her sister and taught the martial arts. Ive got a feeling that if somebody touched my daughter in a way i did not like, i will touch them back the way they would not like. I wonder what this girls family is doing about this. Host we are going to leave the conversation there and take a short break. Happening on capitol hill today, the cia director will be testifying at 9 00 a. M. Eastern time. Coverage on live cspan three and he is before the Senate Intelligence committee. Tune in to three at 9 00 a. M. Eastern time and that is when the house will gavel in for their legislative session. We will wrap up the show early this morning. First, will talk with democratic cicilline ofdavid selkin rhode island. Willlater, paul ghosar talk about his push to keep undocumented immigrants from serving in the military. First, a little bit of last night debate in the senate where senator chris murphy held the floor for 15 hours, a talking filibuster on the floor. He and several other Democratic Senators push for legislation on gun control, to prohibit those on the nofly list to purchase firearms. Thats one pisa legislation and the it sounds like they were successfully able to get some boats. There will be republican alternatives as well. That whates a little the senator had to say as he wrapped up those 15 hours around 2 00 a. M. This morning. [video clip] when adam lanza walked into the classroom and aimed his military style assault weapon with clips attached to it holding 30 bullets, and marie murphy probably had a chance to run or to hide or to panic. Ann marie murphy made the most courageous decision that any of us could imagine. Instead of running, instead of hiding, instead of panicking, Ann Marie Murphy found dylan h oxley and embraced him. You know why we know that . Because when the police entered the classroom, that is how they dea, Dylan Hockley wrapped in the embrace of ann nouri murphy. Courage to take stand here on the floor of the United States senate for two hours or six hours or 14 hours. It does not take courage to stand up to the gun lobby when 90 of your constituents want change to happen. Courage to look into the eyes of a shooter instead of running, wrapping your arms around a sixyearold boy and accepting death as a trade for just a tiny little piece of increased peace of mind for a little boy under your charge. This has been a day of questions. All this question that, marie murphy can do then ask yourself what and you do to make sure that orlando or sandy hook never ever happens again. With deep gratitude to all those this very lated night, i yield the floor. Washington journal continues. Congressman David Cicilline from rhode island is caucushair of the lgbt and serves on the foreigner ship vet affairs and judiciary committee. You received a briefing from the fbi and the counterterrorism director. Was this a hate crime . Absolutely. That the lgquestion bt community was targeted as part of this attack. I think the information that he was witnessing kissing at a particular establishment because it was a gay club. There is no question the group was targeted because of an ideology of this killer and a place he had cased before the incident. It was both an act of terrorism and a hate crime. Terrorism actions are intended to instill fear in a community or in a thick or religious or minority group. This was both a domestic terrorism attack and a hate crime. Host i called you a republican, im sorry. Guest you did, ive been called many names host i am sorry. This. Go back to is there a distinction legally between a hate crime and a terrorist act . Guest a hate crime requires that there be evidence of the action was taken because of the identity of the individual in a , a religiousoup group or ethnic group or minority group. It requires some specific findings. There is clearly evidence that this was the case. An act of terrorism is intended to instill fear and terror in a larger group of people as a result of this action. That is clearly what this was intended to do. It was the worst massacre in our incidents ofworse gun violence in the history of our country with 49 People Killed and 53 people injured. This was a domestic act of terrorism but also a hate crime. Host on the hate crime part, what legislation is pending or what could be done by congress to prevent this type of action taken against a Certain Group of people . Guest we have hate crime legislation but in addition to that, i have introduced a piece of legislation that would prohibit people who are convicted of misdemeanor hate firearms. M accessing Research Shows that people who engage in hate crime start off first to facing a synagogue or a church and then as collating the violence to breaking windows and firebombing homes. There is evidence of an escalation in hate crimes. If you can prevent people who are convicted of a hate crime early on, that would go a long way to help prevent these kind of things. This is a very complicated issue have so many guns in this country, more guns per person in any country in the guns per 100 people so is more than one gun per person including war zones. Its her easy for people to access firearms. Also, we have assault weapons which i have introduced a and to get these weapons of war that are designed for the battlefield off our city and community streets. Aere are number of hills like background check system and make the terror are on watch list that you cannot go into a gun store and buy a gun. I think we have had 1015 times that issue has become before the house and has been rejected by my republican colleagues. If you are too dangerous to get on an airplane, the government has identified you as a suspect. Then you are too dangerous to go into a gun store and buy an assault weapon. That seems to be a nobrainer. We should not allow a suspected terrorist to buy guns. We cannot get our house colleagues to do that. There are a number of bills that would reduce gun violence in this country. Many people say this will not solve every incidence of gun violence. You are right. We will not pass one law to end all gun violence but if we can pass a number of bills taken together, we can substantially reduce gun violence. Host howdy respond to senator john cornyn . There have been reports of people on that list mistakenly. Guest of course these lists should be maintained properly and people on the list improperly should be removed. There is a process to do that and it should happen. We have systems that have millions of people in them and mistakes are made and they should be corrected. It does not mean you should prevent the basic commonsense safety provisions from going into place. People who are suspected of being terrorists should not be able to buy a gun and if there is a problem, we should make sure we are vigilant. Thatse there are mistakes, you should not have a system that prevents a suspected terrorist from getting a gun, to me, makes no sense area system should operate properly but people who get on that plane have a right to know they will get to their destination safely and people who live in the neighborhoods where the individuals live who are suspected terrorist have a right to live free from them with the knowledge that someone can go into a gun store to buy a gun hurts them. The American People get very frustrated. This is a commonsense solution. Lets start with the easy stuff. Prevent people the government has concluded that people are suspected of terrorist activity and that group of people should not be able to buy a gun. We have a number of proposals that would respond to gun violence in this country and in the house, there has been a complete refusal to move forward on any of these bills. We see this carnage across our country. Everymber of americans day, 290 seven people in this country, are murdered, assaulted, or commit suicide or victims of unintentional shootings with guns. People die every day and this is an epidemic and we are not powerless. We can do things about it. Tos a frustrating experience see the refusal of my colleagues in the house to move forward. Host what is your prediction . You have the talking filibuster in the senate yesterday by senator chris murphy. They have already voted on the y and it failed along party lines but do you feel momentum changing . Guest i was in congress after the children were slaughtered at sandy hook. College, Gabby Giffords who was shot in the head and each of these moments come you think this will be the moment that congress will finally do something. Its so grave and horrible. Say this is a place where 49 people were slaughtered and 53 people wounded. Im not sure what it will take. Host even with donald trump raking away from the Republican Party and looking at the nofly no buy legislation . Guest there seems to be some commitment to vote in the senate race on the heroic work of senator murphy on the filibuster. I wish we had a filibuster in the house. I think the senate will take it up. There does not seem to be a willingness in the house to take up any of these bills and we had a number of these things in the bill to suspect to prevent suspected terrorist from buying a gun and we cannot get the Republican House leadership to support that. It goes across party lines every time. People watch this might think how this is possible. Congress of the United States is not prepared to protect us from for them or terrorist to go into a gun store and buy an assault when weapon anytime they want. That does not make sense. Our biggest responsibilities to keep people safe as members of congress. When they see the refusal of our leadership on the republican side lets start with this. We have a discharge position and are trying to force this bill to the floor over the objection of the speaker we have not been successful but we will keep fighting. Host lets hear what our viewers have to say. Ron is in madison, connecticut, independent caller. Caller hi, i would like to ask the representative it seems to be your overlooking a lot of things. 95 of the gun violence in this country takes place in our cities with unregistered guns. Mainly, even more than that, these gun owners are either the children are registered democrats themselves that are breaking the law with these guns. Is, i dont know how this other guy got a gun. This guy in orlando, he passed all the background checks. He did everything the law said he was supposed to do. The vast majority of the gun crimes committed in this country are committed by unregistered guns in cities controlled by among the minority population and you have to stop blaming the National Rifle association, the white people and republicans. Its a democratic issue and i have a problem. Guest i dont blame the nra. I blame my colleagues in congress and the Republican House leadership who are too cowardly to move forward on responsible gun safety regulation. The nra are lobbyists and advocates. With specialilled interest lobbyist but its members of congress that sift through the arguments and must do its right for the American People. I have been an advocate for responsible gun safety legislation since i was in the state legislature and i am a Founding Member of mayors against illegal guns. The nra are as advocating their position. I disagree with them but i claim the responsibility of the leadership of this town. To blaming the democrats were gun owners, the reality is, the vast majority people who own guns are lawabiding citizens who have guns for selfdefense of themselves and their families. I accept that. But we have a gun violence epidemic and his country and there are too many guns and its easy to get them and we have too Many Americans being slaughtered by gun violence and we have to do something about it. We have some commonsense proposals that dont impact peoples right to own a gun to make sure we can keep guns out of the hands of criminals, terrorists and people who have serious mental illness. 200re several proposals that would respond to gun violence and help mitigate and reduce gun violence in the country. We have a responsibility to vote on these proposals and do something. We cannot just be silent. We just saw 49 people slaughtered in a nightclub, innocent people who went there which was a place of sanctuary for members of the lg bt community where they felt connected to their Community Come up to the people struggling with coming out are families that rejected them. This was a safe place for them. This is a tragedy that has implications and is deeply felt in our community. We have to do something about this. We have had moments of silence in the house. Everyone stands up and praise. We dont need anymore moments of silence. We need moments of sustained action and do something. Host mike is next from florida, republican. Caller good morning. Where to start . First of all, it is not your job to keep americans safe. It is your duty to uphold the constitution and the bill of rights. You have been disingenuous with your comments. You are playing on peoples emotions. You said slaughter five times. Lets look at the numbers. You mentioned and you are correct if there are over 300 million guns and approximately 100 million gun owners in this country. 200 year, there are between and 500 deaths from a rifle. Is one to ban the assault rifle. Do i need to say how many people like mayors against guns and the bloomberg people, we know it your intentions are. That leads me to the question you mentioned when gabby a was shot, she was shot with a handgun. It goes to show you that your legislation will not work. Lets peel back what is happening here. About the nofly list . Senator ted kennedy was on the nofly list and it took him a month to get off. Cat stevens was on the nofly list and it took a month to get off. There is a little boy named cks who was on the list for eight years and cannot get off. You want to take an arbitrary list from the government that says this guy cannot own a gun without any due process and you and to take away his rights defending the bill of rights is the reason you are there. Guest i respectfully disagree. That is not my responsibility. My most important responsibility is to keep people safe and honor the constitution. I think you can do both things, keep people safe and honor the constitution. We have both of those responsibilities. Theres a difference between an assault weapon and a rifle. Assault weapons were designed to kill as many people in as short a time as possible. You hear it in the video of what happened inside the pulse and the carnage are called. I use the word slaughter because when you go into a place new kill 49 innocent people with an assault weapon, it is a slaughter. I think that is accurate and what happened at 10 to was a slaughter. You may not like the word but it accurately describes what happened. List, espect to the terror there is no question there have been mistakes. Im not supporting the idea of making mistakes. They should be created they should be corrected but the vast majority of those people on the list are suspected terrorists and should not get to have a gun. There is due process. You have a right to challenge your place on that list. And a right to be removed. I was a civil rights lawyerbefore i was elected to Public Office im very familiar with the constitution and how you vindicate your civil rights. There are we have to be sure there are procedures in place and there are to challenge your place on the list. Because there have been problems on a big list, you should not all abolish the list or allow terrorists to buy guns. Host from the New York Times is morning guest this is exactly the discussion happening today. If you are not on a terror watch list whether youre on it or not, you can buy again. The proposal say at least if you are on the terror watch list, you should not be able to buy a gun. In this particular case, this individual is on a terror watch list and then removed. It would have been able to buy a gun. Thatpeople have suggested the fbi have some ability that even if youre removed, to keep a tickler system that is this person was removed but just bought an assault weapon. You cannot prevent him from buying a gun but it might the good investigative work to know that. The reality is, sometimes people are removed from a list because it was a mistake. Sometimes people are removed from the list because they dont have the evidence. Good Law Enforcement work says something is going on but we dont really have enough but we should keep an eye on the activities of individuals. Police officer officers in Law Enforcement do that all over the country. We have to look at whether there is a way for the fbi to implement a system that if you are removed and you are innocent but because we dont have enough evidence to justify placing you there but there is an Ongoing Investigation and we are hanging attention and you be notified of those circumstances so you are aware. You cannot prevent the gun sale but you could alert local Law Enforcement and say this person who was on the terror watch list just bought three guns. Many of us are looking at that. You cannot he people on the list to dont belong on there. Good police work shares that information area i am working on a bill that will do exactly that. Host the New York Times says proceduresoking at in normal, illinois, democrat area caller good morning and thank you for taking my call. I would like to add that one of the problems i see is that there is no Mental Health process in this country anymore. It is very lax compared to what when they dismantled all of the community Mental Health systems saying that what was comparing 1972 with 1938 and that was a wrong thing to do. Host we will take your point about Mental Health. Guest thats very important. We have seen exactly what she describes. There is the institutionalization effort to move people back into the community and give them Supportive Services to live and be part of the community. In many places around the country, the Supportive Services were not put in place of people were put back in the community with little chance of Healthy Living because they dont have the kind of Mental Health support services they need. We see serious issues of Mental Health trust the country. We have to invest in a serious way in Mental Health and be sure we have a system that provides parity for health needs to make sure people who are most in need have access to services. , thether piece of this vast majority of people who have serious Mental Health issues are not violent and have never had a gun area on the other hand, if you look at the mass shootings, they frequently have involved someone who is not only has serious Mental Health issues but has presented those characteristics over time before the shooting. We have got to develop a more robust system to identify people with Mental Health challenges and make sure they get the help they need and that has to be part of this conversation. We have to both, keep guns out of the hands of criminals and terrorists and make sure we provide really Good Services for people who need Mental Health services. Host mike is a republican from pennsylvania next. Caller yes, congressman. You swore to uphold the constitution when you took office. According to the constitution, we have the right to keep and bear arms unless we are convicted of a crime. A watchlist is not a crime. You are suspected of something possibly for you have not been convicted of anything. How can you take away someones rights on simple suspicion . Guest our constitution provides lots of important liberties. The First Amendment is the right to free speech. There are restrictions on what you can say even though we have an absolute right of free speech in this country which is important to our democracy but its not unlimited. You cannot make up lies about someone. Yell fire in a crowded theater. Our constitution contains rights but in certain instances, the government has the ability to make sure those rights are exercised consistent with the liberties of other people. Has beenea of guns, it set up perfectly appropriate unlawful and constitutional to impose reasonable restrictions on that right. You cannot have a grenade ofncher or certain kinds machine guns. There are limitations. Just like you can limit people who have been convicted of crimes, that is a limitation that is reasonable. That had a prohibition said the government suspect you are a terrorist, that is a reasonable restriction on your access to guns and if we had the courage to pass the law that says if youre on a terrorist watch list is the government has information that you are cis acted in engaging in terrorist act timidly that you are prohibited from buying a gun. I have little doubt the Supreme Court would say that is a reasonable restriction on gun use. People talk about the Second Amendment and cost divisional rice but people have Constitutional Rights to live in a Community Free from gun violence and free from the terror of thinking someone they love will be gunned down by someone using a gun. There are other Constitutional Rights to enjoy the freedom of living in this country that are at stake. There is no question that reasonable restrictions on the use of guns is permitted. Host silver spring, maryland, independent caller . I have been listening and following the conversation. Applaud the way the democrats are trying to help us get gun safety. I also want to remind everybody it seems this is being overlooked in this conversation. We keep having some of gun violence that the original reason that we have the Second Amendment was because we came from a place where we had to revolt against the government that was totalitarian. We wanted the right to bear arms. Its pretty important. We have to be careful because we dont want to [indiscernible] we cant get you to get rid of nafta. Half of the reason that donald trump may become president is because none of you will get rid of nafta. That is the online thing he said he is going to do that makes any sense. Despots, webecome want the right, although we probably cant because of the marines, we want the right to bear arms and hold you guys accountable. Host we got your point. From california, democrat. Caller i would like to say to your guest that i think hes a congressman host a democrat from rhode island. Caller is a good man. He has had the nail on the head. Dont let these people who have changed youecently in any way. Stick with what you are doing and get with labor and because he is on the same side. Its all a violation of our. Host i thought you are done. Guest i appreciate that. I think people feel passionately about guns and i appreciate his affirmation of my views and i will and senior to engage in this issue. History and lots of people ever written books about the Second Amendment and why it was a top didnt what it was intended to do. Dont think there is anyone who has suggested that the Second Amendment does not allow people to possess ira arms. Not any question about whether you have a right to have a gun. Its how we Work Together as a community to keep guns out of the hands of people who should not have them like criminals, terrorists, people suffering from serious mental illness. If we focus on what we can do to keep immunity safe to reducing access to firearms from those groups, i think we can make a difference area i have some ideas on how to do it and some of my colleagues have ideas. Debate some of these proposals and bring them to the floor and have a vote. To do nothing dishonors the lives of those who were slaughtered and killed. We have a responsibility to do something. Inaction is not an option in my view. The thank you for conversation this morning. The houses coming in at 9 00 a. M. And we hope you come back for a longer time. Guest thank you. Host we will take a short rack and when we come back, we will speak with congressman paul go ser about undocumented immigrants serving in the military. On American History tv on cspan three, this saturday at 1 00 p. M. Eastern, we are live from Gettysburg College for the annual Civil War Institute summer conference. There are authors and historians and professors examining different issues. Also you can hear conversations on the return of the confederate veteran and the origins of the lost cause. With the approach of the 40th anniversary of the air and space museum in july, real america will showcase a series of nasa films. Filmll look at the 1966 science reporter, suited for space. You should see some of our earlier models. Here we have the alan shepard suit. This is a mercury suit. After that is the gemini. This looks familiar. This is a suit similar to this. Identical to this was worn by white in his extravehicular excursion. It looks quite a bit different from that gemini suit we saw. This is one of our earlier models of the apollo suit. Tracing the development of space suits through the Apollo Moon Mission and sunday evening and six at locke, a curator takes us on a tour of the national air and space museum to show some of their oneofakind artifacts in the quest of a higher and faster and farther during the first half century of aviation. This is the 1927 plane that flew the 3600 miles and 33. 5 hours from new york to paris flown by charles lindbergh. The prize ofto win 25,000 for the first nonstop flight from new york to paris. That was the impetus for this flight. What it represents in the oftory of aviation is part the telling of the airplane and the transformation of the airplane from what the right others created and how it transitions over the 20 some 30s to what we call a modern airplane. For the complete schedule, go to www. Cspan. Org. Washington journal continues. Host we are back with er,gressman paul gos republican from arizona to talk about enlisting Illegal Immigrants in the u. S. Military. Where does it stand now of undocumented or legal status immigrants serving in our you was military . President gave an executive order in september of 2014 that would have allowed anybody under his jurisdiction of deferred action to be able to serve within the military. That is contradictory to what has occurred before. Before, you had to have a green in order to serve in an application. Congress has passed and funded this. There was a Pilot Program in the military Interest Program was established to legal immigrants and nonimmigrants, particularly linguistics for the military. The is the first time president has expanded that to allow his executive order which obverse is not weighed in on to allow that to go forward unchecked. Program apply to the for the deferred action. People who came here with their parents want to serve in the military and you want to stop that . Guest congress is never authorized that. In order to be a law in this regard, particularly the immigration and naturalization law, the president is not have that right. The congress with Due Diligence into the article one of naturalization. He has there is no money allocated into that because congress is not weighed in on the deferred action. Thats with pending in front of the court. Go and getpass to 200 and go to the military without having first remedied the Supreme Court issue as well as answering back to congress. On the houseay , an iraqizona democrat war veteran and a marine, the provision regarding immigrants. Howdy respond to what he had to say . [video clip] its important to note that the program is consistent with current law. Congressman thornberry stated this in a recent of adams issued that the secretary has the authority to fill a critical need whatever they may be with individuals however they may have gotten here. Its also worth noting that program, itmavnee makes eligible 22 other categories of immigrants including a variety of visa holders to enter the country legally. Finally, this amendment is contrary to our National Security interests. A proud veteran, i know the strength of the military is defined not just by the potency of the weapons but the quality of our people. We need the best soldiers we can get. Of thel leave the doors military open to young immigrants who love america and are willing to lay down their lives for our country. Host your response . I understand the constitution. I understand the oath i took to the to the office of congress, and that is yes, i want legal immigrants, those that have been here, legally to the fill those dreams, not somebody that is deferred by president ial decree, and that is an important difference, i find it very interesting that we are thinking that america cannot offer these services. We are downsizing our military. Do not tell me our men and women are not capable of filling these slots and being the best and brightest. I think we are the best and brightest fighting machine in the world. Once again, it is easy for an executive action to try to usurp that, but it is kind of Due Diligence and that is where we find ourselves in the predicament, we do not rein in the executive branch as appropriate in which congress exerts its power in the jurisdiction of the matter, and i would advise that you need to look at the constitutional and the oath you took to this office undefended the constitution and the rule of law and do it right. If we want to do this that way, and lets have a conversation about the application, and actually fund it, which is a process that we are not defending the application, it is in violation of the antideficiency act. This president has moved more than 108,000 people through the doctor through executive order doca through executive order. This is a total violation and it is time for congress to take a stand. Host your amendment is part of what legislation . Guest the Defense Authorization act. The dod has confirmed over 140 people have moved through this program that would not normally go through this process. Host lets get the calls, hairy in texas, a democrat barry in texas, a democrat. Caller good morning, and thank you congressman for being here. Philosophically, we differ vastly, but the truth of the matter is, and i speak in exact terms, the people who are here, legally, they are here, so we have to figure out what can we do with this segment of the population. We have already deduced it is financially unfeasible infeasible and immoral to round up all these people and send them back, so we have to find a way to make it to that these people can be legitimate members of our society and not secondclass citizens who are marginalized, and i think military service is a fine way to do that. What better way to solve two problems in one stone by doing that . Foray differ, and im all legal immigration, that i am not for wrecking the law, but the truth of the matter is, the people who are here now, we have to do something to make these people a part of our society. Host congressman. You loudrry, i hear and clear, but we are a great country because we follow the rule of law. Everyone is subject to the same law, and that is the same thing, here. Congress has not wade into this. Whether you will even to third action or not, Congress Needs to weigh in. That is not the president s jurisdiction. And you dont bypass just are the men who are here. Process is there is a way to do law, and that is why we find ourselves in the predicament that we do. There are plenty of other opportunities that we can Start Talking about when you get into discussions about immigration, but this is the department of authorization,s this program was never authorized by congress, so we have to get back to the rule of law and make sure it is not assert that the executive branch. If you do not like the law that is established, you establish a new one, but you go through the process. We predicate it, then funded. Fund it. Host we do 5 we have the lines. 3 for immigrants. Next up, a democrat, veteran. Caller thank you so much for taking my call. A United States veteran from the army. I was born in iran and came to this country, legally with my parents. I joined the military and my brother is a navy that. Although the congressman and i may differ on our political views, there is one thing that unites us and that is this particular issue, the safety of our service members. Hasimmigration process evolved over the years but with respect to the military, when it comes to individuals who join the military, their citizen process is expedited to the point that some of the areenings may not be done in manner, even though it is thorough, but they kind of it a to of leeway when it comes the immigration process and how to become a citizen. It is expedited, and i personally, having served alongside other service members, would feel uncomfortable, not knowing or knowing that individuals may join our military and may not be vetted. We need to allow these individuals to be part of our society, but i do not inc. A military society is the appropriate one because we are dealing with the safety of service members. When i was downrange, we dealt with other Afghan National army and foreign nationals and other military and we had to because this of our surroundings and diligent. Yet ithink this thank this young lady for her service, but she is right. If you justice served one day in combat services, you get to go through the process of citizenship. She is right, it circumvents that process. This, the law is that this is an executive Pilot Program and was never intended for illegal recipients. It was for those who are here legally. You may notkey, like the law, but congress has to take that torch up and fund it. That has not happened in either part of this. This is a part of the president has usurped congresss ability and Congress Needs to bring it back in. We need to make sure that the president and the executive role is not usurped what congresss do role in process is. Host your men will get a vote, today. What time, so our cspan watchers guest somewhere after 10 00, that i cannot tell you exactly when. Host did the debate on the amendment already happened . Guest last night. Host nick in fairview, tennessee, independent. A grandson who is aspiring to become an officer in the military, and he is legal. The liberals bastardized the language on all. Aspects they are illegal. My grandson is legal, and why shouldnt be legal take a position that my grandson is perfectly capable of filling . Congressman, we are on the verge of tyranny and it is because of this, a lady president is probably going to fill his shoes, it is because the congress is complacent. They should have been using this a long time ago, but the all apart every time somebody says the government might shut down, and it really wont in the real sense of the word. Its dueess does not do diligence, we will have tyranny. These people in the Supreme Court will codify every executive order this lawless president puts forward. Heller clinton will be another lawless president who will give us a lawless Supreme Court. I implore you to get your act together. Guest you are exactly right. One of my passions has been getting back to the rule of law, and enforcing the due application that congress has been bestowed. That is crucial, and that is what people have to understand the antideficiency act. I will leadership does not understand it. We have to stand for something or continue to fall for everything. This is a golden opportunity to look at that. Congress has weighed in. This president has now moved over 108,000 people through this process without the constant of progress without the consent of congress. Where did the money come from . Is in total defamation of the standing of the antideficiency act. It is not just him, it is the doj attorney and the attorney general. You have a Supreme Court case with texas versus the United States. I would contend that congress has the ability to stop that action by saying this defies the antiefficiency act. Antideficiency act. Continue your plight, make sure america and the elected officials here this. Anton in new york, republican. Caller good morning. Mr. Representative, i want to say thank you for your wonderful account of what is going on. I was thinking about it and it is amazing that you came up with this. I am a donald trump supporter, and he will be our next president and i am also black. At the end of the day, i think black people will rally for donald trump, because we are not against immigrants, but he wiggles not be allowed to come into this country. We have a mayor in new york ads, the lazio, the doca are all over the city, you get free ids and free everything. You, and once again, donald trump will be president. He is a wakeup call. Host we need you to get to your question. Overturn doca, and what kind of we what kind of amendment can we ask to deal with these immigrants with anchor babies . Guest one of the things i bring up is the antideficiency act and this, again is an executive order that did not have confirmation by congress. Fundess has to approve and a law before you can have this process go through. This is a perfect situation where perfect scenario where the house and Senate Leaders need to band together to take on the administration and hold them accountable for defamation of the antideficiency act. If you do not enforce that, than criminals get away, they allow bad behavior. You are seeing it in the irs, in the epa and the president with the action. To stand for its powers, otherwise no one is going to a knowledge them and that is what we have where we have gone by doing this time over time. Times up, that is why we need to fight for this. I am for legal immigration. The problem is, there is a right way and a wrong way. Host florida, democrat. Caller good morning. My comment is the fact that the representative he does not speak for all the people. He was elected to help this country and he is not helping this country, because for the past seven years, the Republican Party in congress has worked against president obama. President obama cannot do anything without congresss ok. The Republican Congress stonewalls him, so he uses executive privilege. Host that is a point made by twitter, as well. The house had a chance to debate and pass a bill. Guest the fact of the matter is, you dont have to, legislation does not have to go forward. Slow, you doo be not have to have a predicated response. I find it offensive to say that we did not work with this president. Voice and work we Start Talking about fast and furious . When we talked about control, how is it the president was gunrunning and we are still being predicated, not even getting the full information in regards to that. We always talk about what congress has not done with the president , but we are a checks and balances, we are our own part of this hierarchy that is governing this country. We dont have to agree with the president , the president does not have to agree with us. The thing is, he has to follow his lawful process. Jonathan turley makes a wonderful statement on where we are at. We have been making the executive branch stronger and stronger sense wilson, and both sides have done it. Taking us to a constitutional tipping point, we have been we have been giving that away and we, have given that. Just because you do not pass legislation does not mean you are taking a response. Legislation is supposed to be slow, it is supposed to be reviewed. To say that i do not represent people, i find that quite offensive. I do represent people and i do listen. I listen to the people in my , and i represent quite a bit of good work that has been done in congress. Just because the president and i disagree, just because i do not host matt in new hampshire, independent. Caller good morning and thank you for cspan. I have a question and a comment and would like to get them both out. My question to the representative, is it a crime to cross the border illegally . Guest yes. Caller it is a civil violation of law. It is not a crime. Second, you can respond after. It is the duty of congress to war. Rize or declare my brother is about to be deployed for the 14th time in his military service. I would like to see congress support our troops, like they did under george w. Bush. Pointwe will take your because we are running short on time. As far as an authorization for military force, absolutely. As speaker ryan has said, what does the president actually envision . Ofwant to see the details putting our men and women into harms way. If it is what we are seeing right now, i am not for that because i believe the president lacks a backbone and strategy in regards to attacking isis and those in the middle east that are trying to do harm for our allies. I want to make sure the president complies with that aspect and gives us a strategy to go forward. Host carlene in california, republican. Caller i would like to thank cspan for all that you do for us. I was watching cspan last night, and i see the people that believe in lies, they just vote together, and one reason that people are so angry, this started a long time ago and it is just holding and building. Whos married to a hispanic spent 22 years in the military. He was born in this country years ago. I do blameica, and the congress, because the elite has allowed all of this to happen because they have not stood up for our laws. We used to be a nation of laws. I hear people say we are a nation of laws, we are not anymore. Inple dont even believe lies and i just love america and i pray that we will get back to being americans, again. Host im going to get in tom in maryland, a democrat. Caller good morning. I respect what you are trying to do, but i want the people in congress to do what they are supposed to do. They sit there and do nothing but stonewall the president. We needrything for you guys to get up and do your work and do what you are supposed to do. The president has to do something because nobody else is doing anything. You talk about him being spineless, you do not know what the president is doing behind the scenes. This isis thing, we are fighting isis, but he cannot tell you everything he is doing. It appears that we have them on the run, so you saying all these things, that nothing the president , i think you ought to sit back and tell the rest of your people to do your job. Guest i do, do my job. I was on of the most effective numbers of congress in my second term, looking at budgetary items, hunting, making sure that laws are applied equal, Holding Bureaucrats accountable. I do my job very well. As far as the president and knowing what he is doing, how does that work for the folks down in florida . This is a problem that has expanded beyond believe. We have a thousand cells being implicated across the country. We still see a president not you see anp, outofcontrol irs, out of control epa, and yet where is the comments back at the bureaucracy for failing . They need to be reigned in based on the power of the first and accountability and that is what america is really upset about. Host do you agree that the president is complicit with what happened in orlando . Aest we do not have concerted plan that is very effective in regards to combating isis. They are not on the run, have expanded very much into areas from syria to libya and you look at how they have expanded into this country. We still have refugees coming again, we have no way of vetting them. From that standpoint, he has not done a very good job and i think time is up in terms of having a cohesive plan to defeat isis. Host this piece on the daily website, two rankandfile republicans were doubling down efforts from the evangelical right to keep transgender transgender individuals from using the bathroom that they identify with. They say you along with stephen king offered an amendment that would ban the federal government from dropping a dime on allowing people on the u. S. Capitol grounds from using any bathroom other than the bathroom of the individuals biological sex. Guest one of the things we have to look at is changing the mantra in regard to important issues, we are looking at gender issues that congress has not ever wade into weighed into. Those are the debates you want to have separate of the appropriations process. We have to get back to the way congress is supposed to be doing the process, appropriately. Policy items is trying to remove them out of them remove them out of the appropriations process. If you want to take a look take a look at issues the on that, fine, but appropriations is not the place to be having that discussion. Caller thank you very much for taking my call. I have been trying to get in on this line for months. Is, this is not the first time that president obama andcircumvented congress all the rules of law to do whatever he wants to do. Why hasnt he been impeached . Flight wasnt something done the first time . Kind of understand getting away with it the first time, but it has been at least a dozen times. Agree . O you guest we cannot impeach the irs commissioner, we are still going through over government oversight. People in the bureaucracy have to face consequences when they do something wrong. That is why i pushed for the impeachment of eric coulter when he was attorney general of the United States. We impeached a president , Richard Nixon for even hinting about utilizing the power of the irs, and look at how many groups across the u. S. Were targeted by the irs. Look how long it has taken us, we are the most transparent administration, how long it has been how long it has taken to get this information. If i had done what Hillary Clinton did, we would be in jail. We have to start having an organization were the bureaucrats suffer the same consequences, getting back to the rule of law, otherwise we are allowing the administration to go wherever they want to go. That is not the way our founders placed it. It was three equal branches that placed checks and balances on each other. Everybody should have a viewpoint and a say and that process, not to skirt the issue, but do have be wellinformed and put it in front of the public. We have to get back to the process of doing it right. Host carmine, republican in new york. Caller congressman, good morning. Allowing Illegal Immigrants to enlist crews to me that the all volunteer military is not working. You cant get the numbers you need, so you allow them to enter the military. Also, if i may, i feel that you that the all volunteer military is not fair, it is too heavy a burden, being shouldered by too few, and i think that members of congress should see to it that the defense of this country is applied fairly and equally to all citizens who qualify. We need the draft. Guest we are actually seeing a downsizing of this administration of our armed services, 160,000 men and women across the board. From that standpoint, this makeistration has actually sure major the we are cutting down troop application. There are more than enough people who have asked to serve our country who are legal. I find it offensive from the other side of people say they are not capable people who are have beenly that checked to make sure that they suffice to fulfill those roles. I find it offensive that we are actually breaking the law to people who areto here illegally. We have plenty of people volunteering to sign up for the services and we are cutting the back and at the same time, we are allowing those who are here illegally, who do not possess green cards, who have not had congress, ight from are going to the front of the line. Host are you have you endorsed donald trump . What i plan to vote for i am against no republican. Whoever came out the victor, i would support them. They are a better alternative than what Hillary Clinton would ever be. Host what is your response for him calling on a ban on muslims because of what happened in San Bernardino and orlando . Guest you have to start looking at the process. There is a better way of looking at that, and it think we have to slow down the refugee process. I actually vote for the pause. We do not know if we are doing background checks and in my first term in congress, we had a gentleman who was a political refugee from a rock show up at my office in arizona from a children my iraq office in arizona. A letter later, we got from the department of justice saying they could not authorize surely thereafter, this individual try to bomb the Social Security office right around the corner from my office. That individual is steer hell still here. One of the first things this president did in his first hours of the presidency was removed most of the intelligence assets out of the middle east. We have no idea who these people thingsone of the first our government is to protect the homeland, protect its people. What i would say is we need to put a pause on people coming from the middle east and those nations that have a terrorist problem. When he to start looking at how we resettle them more efficiently, within their countries. Syria for example. This is contentious, over and over, but this president continues to push this refugee issue when we have no idea who they are bringing in. In, ithe houses gaveling want to thank you for being here.
