James komi, the head of the fbi said, the scrutiny of police in the wake of highly publicized episodes of Police Brutality may have led to an increase in Violent Crime in some cities. He let the press dj of the fbi leant theion he prestige of the fbi to the nations most prominent Law Enforcement agency. Be just one factor in the rise of crime, like cheaper drugs and an increase in criminals. He made his remarks at the receive chicago on friday. [video clip] i have been part of a lot of thoughtful conversations about this. I have heard a lot of theories, reasonable theories. Some have said they be it is the return of violent offenders who have finished long jail terms. Some say maybe it is cheap hair went or synthetic drugs. Some have said, maybe had we maybe because we busted they gangs, it is small gangs fighting for turf. These are useful suggestions, but to my mind, none of them noneing the map and the of them explain the map and the calendar. I have also heard another explanation in conversations across the country. No one says this on the record. Police and elected officials are quietly saying to themselves, and they said to me, it is the one explanation that, to my mind, explains the calendar and the map. Maybe something in policing has changed. In todays youtube world, officers are reluctant to get out of their cars and do the crimehat controls violent. Avoiding the informal contact that keeps that guys standing around, especially with guns. I spoke to officers quietly in one big city precinct who describes being surrounded by young people with multiple phones, held high, taunting them. They said to me, we feel under siege, and we do not feel much like getting out of cars. I was told by a Senior Police to his force, we have no tolerance for you being part of the next viral video. Is this changing Police Behavior across the country . The honest answer is i do not know. I dont know that explains it entirely. I do have a sense that some part of the explanation is a chill wind blown across Law Enforcement over the past year. Part of the behavior change can be welcome, as we continue to have important conversations about police conduct, escalation, and the use of deadly force. Those are essential discussions, and my enforcement will get better as a result. We cannot lose sight of the fact that there really are bad people standing on the street with guns. The young men dying on the streets of those cities are not committing suicide, they are not shot by cops. They are being killed by other young men with guns. Host the New York Times goes were say that his remarks met with surprise at the Justice Department, where his views are not shared at the top level. Some senior officials do not believe that scrutiny of Police Officers has led to an increase in crime. While the department has no immediate comment, several officials fumed at his suggestion, and there was sharp thereeement over whether is any credence in effect. The homicide rate is going up tremendously in baltimore city. The Justice Department has their own agenda, and is not paying attention to the fbi director. This has got to stop. I hear a lot of talk about black people do this, black people do that. That is the behavior of generational poverty and discrimination. It has nothing to do with race. Whether the white people want to admit it or not, black people have been left in line for everything ever since they landed on these shores, and blamed for a lot of it. On the police said, there is a we versus them mentality. When you see the violent temper, there is a lot of steroid abuse. A lot of people dont want to admit to that. When it does happen, the good cops will participate in the coverup. That is why the people in the poorest and most impoverished neighborhoods do not trust them. The good cop, when one of them loses their temper and executes as citizen on the street, it is hard to get justice. Those are the things that most of us do not realize. Do not confuse poverty and discrimination that goes on generation after generation with an identity or a raise. Anybody in that circumstance would behave with frustration and anger. When police lose their temper and overreact, instead of calling that out, and weeding those people out, that is where our problem is. What are the main headlines coming out of this debate . Guest the deal in general raises the debt ceiling and 10 into march 2017. The deal increases spending levels over the next two years through the end of september 2017. It would be split evenly, 80 billion between the pentagon and nondefense domestic programs. That basically means that the 2011 deal that Congress Passed to limit spending, they are. Rying to alleviate the caps even republicans feel that the limits they set in 2011 were too low. That is generally what the deal does. Host what did it take for folks to get to this point, an actual builill that is about to become law . Guest it was a huge shock. Gues democrats and republicans had and held alobbying budget summit over the summer. It was a huge surprise to many people. Host democrats, republicans, an thought,nts what we and of talking politics, we would an unravel this these by piece. Er,ongtime print report Rebecca Shabad. Here is one headline. Todo expect the signing happen tomorrow. Lets start walking through the piece is a little bit. You talk about the debt ceiling. Limit untilthe debt march 2017. Equate key date was coming in all of that, wasnt it . Was this coming tuesday. The white house and congressional leaders in the house and senate really got the deal done pretty quickly. What is interesting is these negotiations started in september. They happened in complete secrecy. They were completely confidential. They happened on the staff level, and among president obama, Mitch Mcconnell, nancy pelosi, harry reid. They have been talking back and forth since september, but we did not hear about it until last week erie it is interesting how it just materialized out of nowhere. Host it delayed the sequester and increases funding by 80 billion through september 2017. Remind us of what the sequester was, why it was put in place, and how they finally got past this. Guest it was a deal that the white house and Congress Reached in 2011 after this negotiation collapsed. Both sides later realized that the caps over the next decade through 2021, they have been too low for people in congress. When they are trying to put together these government funding packages every year, it is too low for them. They had done this before. We saw back in december 2013, paul ryan and patty murphy, the chairman of the Budget Committee at the time, they did basically the exact same thing. They put together a deal that would alleviate the spending limits. That deal expired in september. Now, this deal will take over the next two years. Other points. Of the bill temporarily shifts money from the Social Security fund into the Disability Fund. It avoids 52 premium hike for some medicare enrollees. Guest Speaker Boehner and nancy pelosi really applauded the way that the entitlement reforms came to be in this deal. The 52 premium hike was expected to happen for Medicare Part d beneficiaries next year, 8 Million People. This deal basically brings that about 15 . Wn to it is much lower. That is a huge deal. As far as Social Security and Disability Insurance, this is basically the biggest reform to that Program Since the early 1980s. What it basically does is it reallocates the payroll tax so it is more evenly distributed. What that will do is it will extend the Disability Fund until 2022, and prevent a 20 cut for beneficiaries. That was expected to hit next year. Host the bill also repeal the section of the Affordable Care act. Tell us about that. Guest it is part of obamacare that has not gone into effect yet. It is based the this provision that would require employees and at large employers to automatically enroll and health plans. This deal eliminates that provision. A lot of lawmakers applauded that provision in the legislation. Host our guess is Rebecca Shabad, cbs news reporter, here to talk about this budget deal that is expected to be signed by the president tomorrow, and become law. It eliminates a good number of debates that we have been bracing for in washington, at least for now. We will talk about the pay force and revenues in this bill. First, lets go to the phones. Not one in the state of georgia voted for this bill. This is a ridiculous bill. It allows the president to have and credit card, and spend as much as he wants. He does not care anymore. The whole thing is silly. It is proving that the whole system is corrupt. Basically, any republican who voted for this bill can expected more than likely go down in flames. Basically, what this reporter does not mention is the fact that Social Security is bankrupt. More money is going out than coming in. Cash wise, this is a business that would be bankrupt already. What we are doing is spending money that we are borrowing. Guest as far as the republicans who voted for this deal, i do agree with you that there were fewer republicans in the house for the deal than those who voted against it. There were about 79 who voted for it in the house, and the majority voted against it. Many of them were against raising the debt ceiling. They consider this bill to be a clean that feeling and greece increased. At the same time, Mitch Mcconnell and john boehner said that the deal increases the debt ceiling into 2017, but also has pay forwards that would offset that. It was basically a compromise that Mitch Mcconnell and john boehner were trying to get across to the republicans. I do understand your point. About the debt ceiling, there is this misperception that it is basically increasing Government Spending, whereas, we are paying bills that congress has already as Government Spending goes. That is all i have to say about that. , does the billd do anything to bring down the debt so we do not have to do this in 2017 . They must be a little mixed up here. Will it do anything to bring down the debt that we have now . Guest i would say no, but we always have increasing debt. The reason we had to increase the debt ceiling is because if we did not, by tuesday, we would head into default. That is really has really never happened before, as far as congress goes. John boehner and Mitch Mcconnell admit they would not be able to pass a standalone clean debt ceiling increase. That could come up later in the year. It is something they could possibly attach to december 11 package. One thing that many people have is averting a Government Shutdown in december. That is not entirely off the table. What usually happens is both republicans and public democrats, and try and put in these policy riders and attach these policy provisions to these bills with could create some sort of impact. It has happened many times in the past. Tax extenders that could be attached to that piece of legislation later on. I am calling to ask a question regarding Social Security and medicare. And when i got my mammogram, free, 15 reward card. Anyway, i get a 90 day supply of the drugs i take and they dont cost me more than 15 per month on this plan. If iknow the bad thing is have to go to the hospital, i would have to pay the first 300 for the first four days if i am there that long, and they pick up, along with medicare, the rest of my expenses. I tell my friends who are paying 300 or 400 a month for a regular across blue shield, and if you figure that out and you go to the hospital for three days or four days, and they have been paying this for a few years. Medicare supplements are popular with the medicare population because they do not want to deal with the hassle and pivot deductibles, pay the hospital deductible which is about 100 1100 this year and there is a deductible for Physician Services and so on. Areink for seniors, people getting their medicare and medicaid and they should be set, but for your average americans under the age of 65, it can certainly be a challenge. I personally think that trying to get very poor people to pay into a system is not going to help in any direction. I dont think it is a great idea. I have family members that are trying to pay for those premiums and having to sign up for insurance. Heres what he had to say. I have been part of a lot of thoughtful conversations in the last months with Law Enforcement, academics, and Community Leaders about this. Ae heard a lot of areas lot of theories. Some say maybe it is the return of filing offenders who have finished jail terms. Some say maybe cheap harrison cheap heroin for synthetic drugs or maybe smaller gangs are fighting for turf after successfully busting bigger gangs. Some say maybe it is the system, or something is changing with the perspective of guns. These were all useful suggestions, but none of them explain the map in the calendar in places all of the country, all in the first 10 months of this year. I have also heard another explanation in conversations all over the country, and nobody says this on the record. Butdy says this in public, police collected officials are quite the same this and they said it to me and i will say to you. The one expert nation, that to my mind explains the calendar and the map and makes the most sense, they be something in policing has changed. World, our officers are reluctant to get out of the cars and did the work of the controls of file and crime. Our officers answering 911 calls but avoid contact that keeps bad guys from standing around, especially with guns. I spoke to officers privately in one big city precinct who surround you describe being surrounded by young people with mobile phones held tight and counting them. They said, they feel under siege to and they do not feel like getting out of their cars. The honest answer is i do not know and i do not know that that explains it entirely, but i do have a strong sense that some part of the explanation is a chilly wind that has blown of the Law Enforcement and the wind is changing behavior blown over Law Enforcement in the past year and the wind is changing behavior. Not everyone has gone smoothly and they are upset about the rncs handling. Rnc is not invited to the meeting. Host what comes out of this . Guest there is really no set the agenda. Every campaign is different and donald trump is going to be represented at the meeting and he wants to make sure debates in the longer than two hours. He has been vocal about that. Lindsey graham helps organize the meeting and he once a system you have to debates that are made up of even the selected randomly selected groups of people. You have bobby jindal at the meeting and he wants to have different point criteria used for determining who is in debates and not, so everyone has a Different Things they want to achieve that they all have in common that they are not happy about how the rnc negotiated on their behalf. Host what does the rnc have to say about the topic so far . Rnc says they are doing their best, negotiating with campaigns on their best effort. They are trying to assist they have real [indiscernible] friday, right after this story ran, the rnc announced they were cutting ties with nbc in the future in terms of debates. Problemi have a big with the fact that you have four jurisdictions in the area. They can stop before anything they want. They have readers now and they had those good guybad guy attitudes. The biggest drawback i find is that they talk about disobeying police commands. Once a Police Officer pulls you over, you are technically under arrest. Cannot say, i am in a hurry, i have to leave, so they can do whatever they want. This guy got killed in florida for having a concealed carry gun. Another kid got killed because he had a gun on a seat of their, so you have to watch yourself and do not call the police to your home because you will be the prime suspect once they get there. I see a distortion of amount of es a distortion it disproportionate amount of tapes of officers beating black men, women, and children. The answer is always more training. Unless the training is segregated, why would they need more training . Because you have white Police Officers and you have the other group of Police Officers who are black, mexican, and all other races. They are not killing white citizens. The same training, supposedly, in the same class. They are not killing white and littering the countryside with white men, women, and children, so why do they need more training . It is something else. We all know what it is. It is the way white americans view the lives of black americans, and that is why black lives matter. It is appropriate to look at that now and we need to look at this because unless you are blind, racist, then what is the answer . I need to know. Host on to david, mckinley bill, what state is that . Caller i just believe the police are in a nowin situation and i think the trend continues the way it is going with the police under, what i call, excessive scrutiny and being blamed for trying to do their jobs. What we are going to see is a breakdown of social order, kind of which we have barred had a glimpse of in places like ferguson, missouri, and baltimore. Not only because police are going to be more reluctant to get involved, but we are going to have a more and more difficult time finding recruits who want to become Police Officers. Ccurred in virginia there is no way that that officer could ever moved that child that would have not looked bad, and the longer the officer took to remove the child, the worse it would have left. And that we maintain this incredible progress that we have made in terms of reducing crime. In order for us to do that, we have to stick to the facts. We cannot cherry picked data or use anecdotal evidence to drive policy or to the political agendas. If we stick with the facts and we maintain coordination across state and local agencies, then we continue the progress that you and so many Law Enforcement officers have made over the past two decades. She should have been offered the opportunity to either leave or be tasered. Second, i agree with the previous caller that there is no way any video of this officer tried to remove this woman physically would look good. It is impossible to look good, in other words, there should be a standard that an officer gives and iforder three times it appears you understood it and do not comply, tasers should be or shouldalternative ask for backup. We sort of stick out and we look like criminals going down the road. I will give you for instance, i was in Fort Lauderdale in a bar and my motorcycle is out front. Two Police Officers come up to me, i am the only bikerlooking guy, and they harass me. All i said was, yes, sir, no, sir. One looks at the other and says, profanity, and the other says, why not . Andarrest me for profanity dont be in jail and do not let me have my one call. In daytona, i was busted for nothing. I sitting on the wall, drinking a beer, i jump off the wall, finish the last year, dropped it in a trashcan next to me, walked to my bike, and a squad car comes up and throws me against the squad car and frisks me. I said, what are you busting me for . He says, drinking on the beach and littering. They harassed the bikers in daytona and i guess they lower the taxes for the locals. I have been on the phone with my one son that leaves the house for work about 4 00 in the morning, and the cops really believe that they had themselves a target. They pulled him over and just because. They took outike a vengeance against him because he has no criminal record, no actuallycord, and it infuriated them. Well, it means that a lot of times just because people are in uniform, they think that they are doing their job by making an arrest, even if the person dont have or has done nothing to be arrested. One has even told my son, i cannot get you, but i will get your brother. As far as this other guy who called and he was talking about the child in the classroom and calling her a woman, that was a child. There are a lot of people, you cannot actually diffuse the situation with the one person that is causing the problem, take out the entire classroom of children or he did not have to grab her physically.
