Live at 11 00 on cspan. Those two topics of discussion for open phones for this halfhour. If you want to go, the numbers are on the if you want to call, the numbers are on the screen. You can post your thoughts on social media as well. Just to give you a sense of some of these stories as they are currently happening funding for the department of Homeland Security, heres is the cnn story that came through last night. There was an effort to get this bill to conference and that failed in the senate last night. But again, this is reporting by cnn, adding to the story in the pages of the u. S. News world report. That is on the department a Homeland Security side. Taking a look at the speech through the lens of the relationship between the two countries. The New York Times leadoff and this is the wall street journal this morning, israel trying to ease tensions. Again, those two topics of for this open phones. The numbers are on the screen. You can call in and we will put those calls on the air momentarily. Talking about todays by the israeli, president obama did an interview with reuters yesterday on the topic. One of the things he addressed a statement he made previously that if the address today in congress is destructive, here is some of his response. [video clip] i dont think it is permanently destructive. It is a distraction from what should be our focus. And our focus should be how do we stop iran from getting a Nuclear Weapon. Keep in mind what we signed up for this interim deal that would essentially freeze irans program, rollback is highly enriched uranium, is 20 highly enriched uranium, and so reduce the possibility that iran might break out while we were engaged in these negotiations, will he first announced the interim deal , Prime Minister netanyahu made all sorts of claims. This is going to be a terrible deal. This is going to result in iran getting 50 billion worth of relief. Iran would not abide by the agreement. None of these have come true. It has turned out that, in fact, during this time weve seen iran not advance its program. In many ways, it has rollback elements of its program will stop and we have more insight into what they are doing with more vigorous inspections then even with the supporters of the interim deal suggested. Host that is just a portion of the longer interview that took place with reuters. You can find it on the website again, adjusting the speech day addressing the speech today. We will start with paul in appleton, wisconsin, democrats line. Paul, good morning, go ahead. Caller good morning. Thanks for cspan. Im really appalled by the republicans putting our country at risk just because they dont like president obama. I mean, its getting ridiculous. As a matter of fact, the part of the funding that they want to stop, and the department of Homeland Security is selffunded through fees and charges anyway so shutting down the department of Homeland Security has nothing to do with immigration in the first place. Because its self funding. Its just a big ploy by the republicans to try to go president obama in the eye. And then you have Rudy Giuliani running around saying president obama doesnt love our country. Who doesnt love our country echoed these republicans would who doesnt love our country . These republicans would rather put our security at risk. Who doesnt love our country . Host emery in arizona, good morning. Caller good morning. Let me tell you, a lot of jewish people are prejudiced against black people. If you watch the body language of netanyahu when hes sitting next to the president , you can just tell that he doesnt like command will stop doesnt like the man. The palestinians treated the israelis if the palestinians treated the israelis the way the israelis are treating the palestinians [indiscernible] host what do you think about the discussion between two countries over iran possibly program specifically over Irans Nuclear program . Caller i think the two countries need to come to an agreement instead of netanyahu the only thing this man wants to do is go to war. And who is going to be dying in that were . The american troops who is going to be dying in that war . The american troops. Host that was emery in arizona on the topics we are addressing. The numbers are on the screen. The israelis Prime Minister is set to speak at 11 00 today. The president spoke yesterday talked about his concerns over iran and the Nuclear Program and talked about the differences the two people have. Here is part of the speech from yesterday. [video clip] ladies and gentlemen, we agree that iran should not have nuclear rogue rams, but we disagree on the best way to prevent them from developing those weapons. Disagreement among allies is natural from time to time, even among the closest allies. Because there are important differences between america and israel. The United States of america is a large country, one of the largest. Israel is a small country, one of the smallest. America lives in one of the worlds safest neighborhoods. Israel lives in the worlds most dangerous neighborhood. America is the strongest power in the world. Israel is strong, but much more vulnerable. American leaders worry about the security of their country. Israeli leaders worry about the survival of their country. [applause] i think that encapsulates the difference. Host again that was yesterday. The full speech is available at www. Cspan. Org. If you go to the pages of usa today, they list several of the dignitaries that have addressed congress, including those that have visited the United Kingdom nelson mandela, boris yeltsin. And he said that the first to address a joint meeting of congress was thinking of white in 1971. Harry on the democrat side. Caller i am disappointed from in the representative from tennessee who was on the news yesterday refusing to go listen to netanyahu. Anyone with any sense at all says that the bible is if you are going to be less, you have to be willing to help them and not be occurs to them. Host have you called that legislator about your concerns . He is gone. We will go next to mario from new york. Democrats line. Caller how are you doing echoed how are you doing . Host fine, thank you. Go ahead. Caller it is a difficult situation. Until youve would god first in this country or ill over the world, we will not accomplish anything. All over the world, we will not ecology also everyone is talking, we will not accomplish anything. Everyone is talking all over the world, but the only thing that really matters is what god says. You and i are sitting here right now, but who is listening to us right now . The main focus is what does god say we should do in this situation . What does god say about how we should treat each other . I dont know you at all, but you are my brother. I would treat you and love you like christ, regardless of how you will you will meet. Host do you think that when it comes to issues with israel it should only be looked at in a religious context and not other contexts as well . Caller everything in the entire world should be regarded in that way. We should look at everything from a biblical perspective and then we find common ground. Host lets hear from steve from pennsylvania. Independent line. Good morning. Caller good morning. He speaks from the heart. Just listen to him. In the last weeks years weve had numerous scandals and obama has a war on the constitution and the second amendment. Right now, am always very hard to buy. Ammo is very hard to buy. His government is buying the ammo so our weapons are useless. And isis all around the world there and that order unsecure that border unsecured, that borders should be secured. Why does obama want to take our ammo away and not secure the border . Host when it comes to the topic today including getting tickets, the headline being heard around washington i need a netanyahu ticket it says here there will also be reaction from house democrats, the 47 or so saying there will not be attending. Steve from new york, republican line, go ahead. Caller good morning. I think that netanyahu should speak. Initially, i was again since speaking, because i dont think it would have done any good. But i think because of the administration making such a big fuss about the whole situation that this will give a lot of attention to the whole situation. I think that is the most important thing. I think ultimately, from the leaks and from what susan rice said yesterday this is a terrible deal. It is basically not dismantling Irans Nuclear ambition. And i will be honest with you. This administration does not have a good track record when it comes to board policy. They have miscalculated on so many fronts. And with iran, you cannot afford to have a miscalculation will stop miscalculation. What am i referring to . A number of things. Just with russia, the statement he made to medvedev that we will do a reset, look what happened with russia. The Prime Minister of turkey where he was once a friend and hes turning into a Muslim Brotherhood to cater ship Muslim Brotherhood dictatorship. We can go down the list. There is no turning the cart back. If they are going to get the to make a Nuclear Weapon, you are talking about a nuclear race in the middle host lets hear from satule in augustine, georgia. Caller i just want to say that i think it was basically a disgrace that the democrats would not even bother to be there and that they would think up a position to boycott it just because netanyahu did not ask barack obama first. The Prime Minister didnt ask congress and senate if you could address them and that was fine if he could address them and that was fine. It is ok for president obama to have the Muslim Brotherhood come to the white house and visit him. I think obama needs to get his priorities straight and realize the bible speaks of us. We are that city of lights on the hill that was created to save his people, israel. It was spoken about way back in the old testament. Host what do you think is the value of the Prime Minister speaking today . What do you think he brings . Caller i think he brings truth honesty, and i just would tell you that there is no way hes not walking handinhand with god, and there is no way that any american, real american this is a christian nation. That is what we were founded on postop host 11 00 is when that beast takes place, a joint meeting with congress. You can see it live on cspan and go to our website for more information. Bob up next in virginia democrats line. Caller yes i would like to say that all the people who want to go to war with iran should move to israel, join netanyahus army , and go to war. Let us work out a peace plan. But let them go fight their war. Host do you think some type of deal with their Nuclear Program can be achieved to . Caller yes. Host what makes you say that . Caller because negotiations always work, always work. But the people that want to go to war should move to israel, join netanyahus army, and go to war. Host from ferndale, michigan the democrats line keith, good morning. Caller one quick thing. Everybody ought to go back and learn what our country was really founded on, separation of church at state of church and state. All these people saying we should go to war because of the bible. Eight or 10 years ago when i was antiwar under george bush, all i heard was that i was a traitor and i are to leave i ought to leave for criticizing my president. I was actually spat on by people because i was holding a sign that said no war. But now people are saying that we got this right to do this. I really dont understand. Host do you have any reference to either the Homeland Security situation as far as funding today . Caller i think it is odd that you say and believe in protecting our country but something that you cannot really win on your own you type to another bill. I dont believe any of the thing should ever be tied to any other bill for any reason. I dont care if it is a democrat or republican doing it. They should be voted on separately on their own merits. If they can defund Homeland Security on their own merit cannot do it. But its like little boy playing baseball in the baseball field and im not getting my way, so im going to because when the i get the most angry about about what is going on this country is that is supposed to be a group of people coming together as one. Right now with the conservative party it is our way own no way. Host that is keith from tentative from tennessee. The former Vice President saying that he most likely would speak to issues of Foreign Policy before congress including ongoing negotiations with iran over the Nuclear Program. That is the politico this morning. If you go to the pages of the New York Times, looking at secretary of state Hillary Clinton and her use of email at the state department. Jt from memphis, tennessee is up next. Caller yes, sir, how are you doing . Host fine, thank you. Go ahead. Caller to start with, we have to think the democrats under jimmy carter, because jimmy carter was the one who refuse to go after the iranians fundamentalist that seized control of the nation what we have the opportunity of stoppard and it of stopping it cold. And now we have another president who is a democrat, who is i guess you might say a lover of the islamic ways and whatnot. And he is just dragging his feet. And that is our president. And not getting anywhere. Host jc, what you think about this joint address . Caller well, i think netanyahu has been, lets just say rebuffed so many times that hes gotten a little desperate and that he wants to find a way to clearly discuss with the United States government and 50 cant talk with the president , welcome i guess talking with Congress Might and since he cant talk with the president , well, i guess talking with Congress Might be the host next best thing. Host and the story looking at the iraqi offensive to retake to create t tikrit from isis. Mark for massachusetts independent line. Hello. Caller hello and good morning, pedro. I want to talk on behalf of the netanyahu visit and his speech. I think when its all said and done i think netanyahu is not going to look very good by a lot of his own constituents in israel. He so worried about iran. How about isis . They are literally on their doorstep. To say that they are unstable and they are worried about their safety, how about isis circling on two or three sides of their country . Host when you say that you dont think the Prime Minister is going to look good after all of this, what makes you believe that . Caller i think it will look a lot like when george w. Bush had all of that hullabaloo about weapons of mass destruction in iraq. I mean, in 10 or 20 years even now george bush looks terrible, let alone 10 years from now. When you have israelis that dont believe, and American Jews that dont believe that what hes doing is right obviously, the majority believe in him because they like his ideology but he is grasping for anything he can. Elections are in a few weeks and i just a horrible. And on behalf of of these religious zealots everybody wants to bring up the bible, but they dont want to bring of history that happened 10 years ago. Host large, before you leave your senator, it has been reported that senator warren will not attend this speech. Caller i think that is fine with me. Netanyahu doesnt even want to meet the president. He doesnt even want to meet the leader and everybody gets into a half about into a huff about a senators speech. Host bob from kentucky. Caller he stands a good chance of not winning his reelection. Hes here campaigning. Host what would be the benefit of campaigning here for an election taking place in israel . Caller i think it will make him look good buddies over here making us good that he is over here making a speech in the house. He is basically campaigning for home is what he is doing. Because hes behind in the polls. Boehner is just trying to make obama look bad in this. And these people that are calling it, obama is the president of the United States, not the world. If the United States. He cannot control the world. It is the United States. He cannot control the world. And how many of our soldiers will be lost jack a because we are the ones that fight them. These other countries how many of our soldiers will be lost . Because we are the ones that fight them. These other countries do not fight them. Host lets hear from richard, independent line stop caller independent line. Caller good morning. We have a local television station and from 12 midnight until 6 00 a. M. They have real fire, free speech tv. And i was learning so much, and then they shut that off. I dont know why. Its like you cannot have any media unless its own by the top 1 . And the top 1 are not liberal. Im sick of people saying this media is liberal. That is the biggest joke ive ever heard. And michael huckabee, he should never mention jesuss name when he writes a book about guns. Thank you. Host barbara will be the last call on this topic from cape girardeau, missouri, democrat sign. Caller good morning. I think we need to think about these meetings. The problem with the meeting is that john boehner wants to disrespect our president and the presidency. He doesnt recognize what the executive branch is. He invites netanyahu to come to this country. Netanyahu then disrespect the president by agreeing to this meeting. What we need to understand is that netanyahu is not israel and our president is our leader when it comes to international matters. Host can i ask what you think this meeting is disrespect to the president s . Disrespectful to the president . Caller because the president said he would not meet with netanyahu at this time and netanyahu knew that will stop and netanyahu knew that. The reason the speech is occurring is because john boehner wants to say that he has power over the president. But please let me make my point is that israel has Nuclear Weapons. Iran does not. Israel is supposedly our partner. What is israel doing for us . Israel wants to provoke a fight with iran and have the u. S. Fight it, which could end up with Nuclear Bombs falling. This country, the United States, wants peace in that area. We should ask israel to give up their Nuclear Bombs. Host that is barbara from missouri the last call on this topic. We will continue talking about the address with the israeli Prime Minister and address that you can see at 11 00. Our first guest is Michael Wilner, the bureau chief of the Jerusalem Post. He will join us next. And later on in the program, we will hear from one of two legislators this morning republican from South Carolina representative joe wilson. All on the topic of the department of Homeland Security. All of that as the journal continues after this. We have received more than 2200 entries from 400 schools across the country in the sears cspan student can competition. Wednesday morning at 8 00 a. M. Eastern, we will announce the grand prize winner and show the winning documentary. And halloween the Announcement Committee could you 150 winning documentaries at student cam. Org. They watched in amazement as both of these factors at that time we had wooden bathhouses out over the gulf of mexico. We also had peers and piers and a huge pavilion. As the storm increased in intensity, these big structures were literally turned into matchsticks. The 1900 storm struck galveston saturday, september 8, 1900. The storm, again, before noon, increasing in dramatic intensity, and then finally tapered off that evening. This hurricane was and still is the deadliest recorded natural event in the history of the United States. Watch all of our events from galveston, saturday at noon eastern, on cspan2s look tv and sunday afternoon on American History tv on cspan3. Washington journal continues. Host our first guest is Michael Wilner, the Washington Bureau chief of the Jerusalem Post. What are you expecting this morning . Guest i expect the Prime Minister will try to express his respect from the president first and foremost, but hes here because his perspective on iran is so grave that in some respects it precedes protocol and he thinks that this is aged chilean moment. He will express why he thinks it is unique from iran to israel. Host is his perspective on iran generally shared amongst the Political Leadership in israel and amongst the peace will among the people in israel . Guest yes, actually. The opponent running against the Prime Minister in the elections can out and said look, i disagree with the Prime Minister on a lot of issues. I agree with him generally on iran and the israeli people agree with him. Host where does the Prime Minister stand with the selection . Some have already mentioned this morning that its a close race. Guest i heard some of your guests talking about that, and they are correct to say it is a close race. It is a parliamentary system, so its not as simple as majority win. And he doesnt have to win the most seats either. He just has to be able to form a coalition with two seats in the knesset. And its a and the demand suggest that he did a pretty good position to form a coalition, but he does have to win a substantial number of seats. Host some have said today that the speech is campaigning on his elections back in israel. Do the people see it as such when they see their Prime Minister speaking to an american audience, particularly congress . Guest there is been a lot of talk about that, a lot of concern. And the white house has, and said that this is he coming a partisan issue this is the coming a partisan issue. Becoming a partisan issue. And this has historically been a bipartisan relationship. That has been essential to the campaign, but also the entire discussion. Host what is the Prime Minister looking for in these talks over irans program . Guest the prime industry as a we said that iran should not develop Nuclear Weapons capacity. The Obama Administration has said that iran should not be able to develop a Nuclear Weapon. What is the difference . In the afro the actual infrastructure of the program itself, whether iran is able to retain an enrichment program, the infrastructure necessary for such a program. Israel wants that dismantled. Obama wanted contained. There are subtle differences, but they just come to it from very different perspectives. Host our guest is Michael Wilner the Washington Bureau chief from the Jerusalem Post this morning. If you want to talk to him, the line are open. The numbers are on the screen. The Prime Minister spoke yesterday at aipac and part of his address talked about perceptions that he has about respect and issues of disrespect when it comes to the president of the united take. Your is how he addressed that and then we will get your response. Here is how he address that and then we will get your response. [video clip] you know you know, never has so much been written about a speech that has not yet been given. And i will not today about the content of that speech but i do want to say a few words about the purpose of that speech. First, let me clarify what is the purpose of that speech. My speech is not intended to show any disrespect to president obama or the esteemed up is that he holds. I have Great Respect for both. [applause] i deeply appreciate all that president obama has done for Security Cooperation intelligence sharing support of the u. N. , and much more. Some things as Prime Minister i cannot even devote to you, because it remains in the realm of the competences dipole to view, because it remains in the relevant confidences that are kept between the two countries. Host as he talked about the relationship and what he wants to do, sources are saying today that it was the white house warning not to give details about what has come out about iran. Will that be in the address . Guest classified intelligence. In the speech, im told classified u. S. Intelligence at least. In terms of what hes going to present to congress, he asked to present the body of what he thinks for the American People, information that will be relevant. It will not declassified per se, but revelatory if you will. It will not be classified per se, but revelatory if you will. Host next call from massachusetts, go ahead. Caller as the commonwealth of massachusetts, we have elected Elizabeth Warren. It has been reported that she is refusing to attend this joint meeting. We find that disrespectful and we are embarrassed by it. Here in new england we have a saying, do your job. Out of respect, we think she should go and do her job and represent the commonwealth of massachusetts. Host not only Elizabeth Warren not attending, many others. Guest 60 members of congress. Only senators, but i believe they are all democrats. Only eight senators, but i believe they are all democrats. Seeing for the perspective that House Speaker john boehner did not go through the administration, that has been seen as a front. As an affront. Host bonnie from new jersey, you are next. Go ahead. Caller good morning. Netanyahu told us they were definitely there were definitely Nuclear Weapons in iraq and we had to invade because it was a horrible threat, which was not true. Ok, that was a lie. And you are saying that the people of israel are with netanyahu on this decision. Apparently sought moussad isnt, because they told the Obama Administration that the sanctions would collapse if we did perceive the way he wishes us to. We have to stop listening to the war hawks without our country and within our country. Netanyahu also told us that by invading iraq it would improve the region. Well, now we have isis. And no matter how many heads off the snake we cut, it seems like there are more snakeheads coming back. This is not the answer. And deep in your heart, you know that too. Guest well, there are a lot of interesting points there. First, i would say, in terms of the iraq or support, she is correct that the Prime Minister did support the iraq war. He said not that iraq had Nuclear Weapons in its possession but it had a program to develop weapons of mass distraction. It is interesting, because obviously, the president , barack obama, did not support the iraq war and he voted against it, but the secretary of state voted for it. There is a lot of debate between the israelis and americans on, basically fundamental judgment here. The israelis are saying, well secretary kerry you voted for this war too. So you can be right on iran and wrong on iraq. You can be wrong on iran and right on syria. It is a question of situational awareness. Host mario is up next. He is in new york. Republican line, go ahead. Caller first, i have a question for michael. The last color caller, with your comment of a shunt of. It was on the front page about iraq and only a fool did not believe that they did not have weapons of mass destruction. With reading all of the accounts of christians being killed and being chased out of countries what is the feeling of the israelis . Many are conservative and orthodox and many are secular. How do they respond . Do they know we are going into world war and this is the buildup, the pretense to his . Is there any activity to help the christians that are being hunted down and torture . D . Guest i would not say that is the prevailing feeling within israel. In terms of the perceived threat between iran and israel commit has been looming for well over a decade. Between iran and israel, it has been looming for well over a decade. You mentioned chemical weapons being found in iraq. Those were not operational. But there seems to be a school of thought that there may have been a program of some kind. Host maryland, independent line. Here is an for our guest. Ed for our guest. Caller good morning and thank you for cspan. The Prime Minister coming over here and not following political protocol by superseding the president s wishes, and for the house and Senate Leaders to act this way, it seems treasonous. How will you go against the wishes of your president for a leader of a foreign country of a foreign country echoed it is the very depth for the leader of a foreign country . It is the very definition of treason. And speaking of the old testament, israel was created in 1948. I dont see the mandate there. Things in his speech sector bailed that derailed ongoing negotiations, that would be an act of treason by doing so. Guest you make some interesting points. One is, you call the negotiations possibly successful. What the Prime Minister would say to that is, how do you define successfully echoed that is what this debate about. In the house, Speaker John Boehner has said that we are a coequal branch of government and we have the right to invite leaders to address a joint session. Obviously, the president says the witnesses handled has been disrespectful and there are many that disagree and agree with him. But what the Prime Minister has said is, im going to lay out a different definition of that to the American People. Host what is the possibility of derailing the speech . Guest technically, very low because the speech would have to result in some sort of vote that iran takes license away from the deal, and that has to happen before the march deadline for the powers, the u. K. , china russia, the United States, that there is no framework. There is unlikely to be a vote by that time. But what the Prime Minister does want to do is effectively get a reactive vote, where congress has the ability at least to oversee the deal and possibly vote down the deal. Obviously, it is not a treaty, so that is not constitutionally required. But if congress does get the ability to have an up or down vote that would override a president ial veto, they would be able to cut deal gut the deal by not funding stages relief. It would override the deal. Host what youre talking about this is from the head of the watchdog association looking at the deal. Guest the iaea plays a fascinating role in this as a Nuclear Watchdog that would enforce any future deal, and also as the Nuclear Watchdog that is supposed to be enforcing current regulations on nuclear proliferation. Any future deal would be predicated on iaea participation and verification measures. Right now, the iaea is trying to get verification on irans possible military nuclear work and iran has not been participating. Critics of the president s policy say that is evidence that iran is not going to in the future work with the iaea, if they havent in the past. Host virginia beach, democrat side. Here is john, go ahead. Caller good morning, gentlemen. If the president is our leader in this country, and i do hope he is, think how many votes put him in office. No disrespect to the speaker of the house, knowledge majority leader of the senate. Nor the majority leader of the senate. Their position is not so much the will of the American People as their districts. We have a world leader, an ally a friend coming to our country but a protocol has been broken bordering on illegal. When the president has things to do, the speaker and the majority leader are not privy to everything. This is going to muddy the waters. This is going to cause an issue. People will from time to time throw up its the vital, look in the vital it is the bible , look in the bible. Really . Just the Christian Faith alone has three different sects. The law is the law for a reason. This was an error. Guest i do want to clarify i dont think the Prime Minister is breaking the law percent per se. Because he is the Prime Minister of israel. But there are a lot of people that think this speech is a mistake. Obviously, the march elections are only two weeks away. At the same time, the prejudiced or the Prime Minister can come back and say the march 31 deadline on this Nuclear Agreement is also very close and we did not, if you look at the timeline of when those two dates were set, we did not intentionally have those two so close together and the Prime Minister has to speak up while he is Prime Minister, while also running for reelection. That is the situation that he sees himself in. Folks like to say that the president sees himself in this sort of, you know, nixon goes to china moment with iran. And conversely, the Prime Minister is using himself in nature chilean in a churchillian predictive place with iran. Host the president says in spite of all this, relations are strong. Honest statements . Guest yes in terms of the Security Cooperation that is so detailed and enshrined in law that a personal relationship that has obviously been soured really cannot change that. Security cooperation in terms of providing israel with defensive weapons and funding and the like , and also intelligence cooperation, none of that is going to change. But in terms of what israel ends up doing with iran, should it significantly change it shouldnt significantly change the course of the president s diplomatic initiative. Its going to have longterm repercussions. Host as far as the personal relationship between the two, is it just over iran, or are their personal tensions between the two men . Guest as far as iran, that is not unique to this president. Former president george bush also opposed settlement activity. Settlement activity has continued under the Prime Ministers watch. It has been a point of contention, as you may know. There was a ninemonth these process that ended Peace Process that ended late last year not only in failure but a few months later, there was a gaza conflict that killed over 2000 people. We are far from a Peace Process. And the things that the Prime Minister and many think that the primary stress entrench the conflict. Host in new york, independent line. Caller i would like to say that iran has said several times that they would like to wipe israel off the face of the earth. I dont understand why netanyahu should not be totally concerned. Also, obama when he ran for president , did the world stopped speaking to him, World Leaders because he was running for president . I believe that is a flimsy excuse. I believe netanyahu should be spoken to. And when the mexican president came and addressed congress and lectured arizona about immigration, why was that ok . Guest on your first point, secretary kerry just said excuse me, susan rice, i apologize. The National Security adviser was just addressing the aipac conference here in washington and shes that worse, theres an existential threat to israel of course, theres an existential threat to israel given the history of irans threats to the jewish people. We take it to be an existential threat, and therefore our reaction is to commit to a diplomatic process that ensures the safety and security longterm safety of israel. The fundamental argument that the Obama Administration makes is that this deal effectively, that they know better what is in the interest of israels National Security interests than the Israeli Government. It is a fundamental disagreement on that point. Host jeff in louisiana. Go ahead. Caller the speaker was talking about what success is early on and i would like to give you my input on that. Its kind of like the negotiations. Any chance us the best chance for iran to develop a Nuclear Weapon. No chances are only chance no chance is our only chance to ensure that they do not belong a Nuclear Weapon. We cannot allow them to have any chance at a bomb. Guest the Obama Administration would agree with you, and in fact, so with the Israeli Government. If we can cut off every single pathway they have before a Nuclear Weapon, which includes effectively the chain of materials so that you go to the minds where the Raw Materials are collected the mines where the Raw Materials are collected and you close the facilities that is what the Obama Administration thinks is a good deal. The Prime Minister want a lot more dismantled. Host as far as the talks themselves, if they dont go as and even yesterday they were talking about increasing sanctions. Does that satisfy israel at all you can satisfy israel at all . Guest as far as the march agreement, they have said that they will join the Republican Congress and trigger sanctions legislation that if there is no deal, or if there is a breach of preliminary agreement, the naval past this new bill and then they will pass this new bill. If there is a new deal then congress is not proposing sanctions, but an up or down vote. It is not likely you will have new sanctions legislation passed. The president would veto it. Host therell from darryl from maryland. Democrats line. Caller i wonder people understand iran and their goals. Iran is the number one state sponsor of terrorism and has been for years. Have you heard of the 12th imam . That is their version of the return of jesus christ, where they believe to hasten this return, they must cause worldwide destructive chaos. And that is their goal. I hear everyone talking about yes, of course they want to bomb and wipe israel off the map. That is little thing to them. The United States is big satan and they want to do the same to us. Guest there is a huge debate in washington are not only within the white house but generally on the hill, iran watchers, if you will, whether they are rational actors. That debate is important because when you have a country attempting to develop Nuclear Weapons capacity, the question is about to what end . And israels fears that they would use a bomb are not shared by all. There are some who believe that iran seeks Nuclear Weapons capability simply to then be able to embolden the self embolden itself in other spheres. Host one more call on the republican line. Good morning, go ahead. Caller in history, ive learned that negotiation does not always work will stop does not always work. Remember when we came back from germany and said we had negotiated peace in our time . This negotiation with the rock was there was negotiation with korea to keep them from getting a Nuclear Weapons, and now they have one. Do we expect iran to keep the treaty . The iaea said they just found out a new place they were developing nuclear refinement. And they are not being audited all the places they can. Do you expect iran to honor any treaty that comes out of this . Guest that is the question. Republicans on the hill say, no, we dont expect iran would actually uphold an agreement . There are folks in the Israeli Government that say they fear an agreement would last for 10 years. And after the agreement sunsets they would be able to join what they call the nuclear club obviously, this is a historic moment. You mention, chamberlain it you are right. The Prime Minister sees this as a possible munich moment. Host what is the headline you think will emerge from today . Guest i think that will be it. I think he will echo the late 30s. I think he will say, this is about the survival of my country and i will not israel is not bound to uphold ideal that is cut by international artist. Partners. Host Michael Wilner, he reports for the Jerusalem Post. You can watch the speech live at 11 00. Go to our website for more information. Coming up, we will continue our discussion not only on todays speech, but also on the department of Homeland Security funding. Representative joe wilson will be next. Then we will continue with these topics with representative Brian Higgins. You would see what they used to call when i was vac a kid washington was a large man. Sixfoot. Very robust. Terrific natural athlete. Madison is a skinny little guy. This sunday on q a historian David O Stewart on founding father, james madison. His gifts that i write most about is his ability to form a partnerships with the great people of his era. It also alludes to his talents and what he was able to do to create the first selfsustaining constitutional republic. Sunday on q a. The Political Landscape has changed with the 114 congress. Not only are there 43 numeral republicans and 50 new democrats in the house, and 12 new republicans and one new democrat in the senate, there are also 108 women in congress, including the first africanamerican in the house and the first woman veteran in the senate. Use the congressional chronicle to keep track. It has a lot of useful information including voting results. Axis, new congress, best access. Washington journal continues. Host representative joe wilson now joins us. Republican from South Carolina. He is the chair on the committee on military personnel. Good morning to you. We can explore those topics, as far as the things you cover. Can we start with Homeland Security . Guest absolutely. Host a clean version is supposed to clean version of the bill is supposed to come up on the house. Is that true . Guest we passed a Homeland Security funding bill. We also made every effort to block, where i believe to be an unconstitutional amnesty that the president provided. That has been the hold up. The American People also need to know that it never came up for a vote in the u. S. Senate. There was a filibuster. Big lots Harry Reid Harry reid blocked any consideration of the bill. Thats why we are where we are today. There is a potentiallyl issue that it could come up by procedural manner, and then, i hope that i would have is that the court weve already seen we had 26 states bring an action against the unconstitutional amnesty. It will very likely, hopefully, with the fifth circuit and then this would be resolved. I think it is very clear. The constitutional, section one article one, section eight, says that congress has the authority on naturalization. It should not be dictated by the president of the United States. Host so, you think specifically then by the end of the week, we will have funding for the department of Homeland Security . Guest absolutely. I would hope that it specifically includes the blocking of the unconstitutional amnesty that destroys jobs and the communities i represent. But sadly, the president seems insistent, despite the fact that 22 times, he said he did not have the authority. He did act and i think it is wrong. We will be working in every possible way to obviously fun Homeland Security, protect the American People. We are at war. Im glad that actually, we have people on the other side that have been aggressive reticent, even know and recognize that we are in a global war against terrorism. Host if the funding comes from a clean version, do you support that . Guest clean is the wrong word. Host without the immigration provision. Guest you said as it is being presented. I believe we must have started protection at the border. We must have the unconstitutional conduct of the president check. Host how much likeminded months other republicans are you i with you on the approach . Guest i voted last week on the extension. I did not vote against all. I wanted to give an opportunity for Speaker John Boehner, our leadership to be able to try to work with the senate. The senate has not worked with us. Im externally disappointed because i was counting on the change in the senate that there would be real change. That they would have taken of the bill, but they did not. Host how has john boehner manage the situation specifically . Besides what happened in the senate. Guest i think when i seen Speaker Boehner i was with him yesterday afternoon is like herding cats. Whether ta what a challenge. Being speaker is not what its all cracked up to be. Obviously an extraordinary challenge. I feel like the speaker is making every effort to stand up to the president. Also, to stand up and work with the new leadership with Mitch Mcconnell in the senate. Host our guest, representative joe wilson from South Carolina. Not only deals with Homeland Security issues, but also Foreign Affairs as well. You can ask them about question coming up in congress this week. The numbers are 202 7488000 democrats. 202 7488001, republicans. 202 7458002 independents. I know i will a lot was made to return to regular issues. Whats the possibility of other issues as well for this to happen to other issues as well . Guest im very concerned. It is my opinion, what the president did was a Nuclear Attack on the constitution. Hes a clearly 22 times that he did not have authority to do what he did on amnesty, but he acted. I had hoped that the senate would respond with a Nuclear Option to proceed with regular order and change its rules. I believe that the constitution should trump rules. I have a background of serving in the state senate of South Carolina, so i have a Great Respect for rules. Im very concerned about the future that we have a potential of a minority in the senate except for one thing, they should not dictate they have a potential analysis on this to dictate any legislation. Im equally concerned that we are making every effort to pass the budget and proper budgeting, but i not see how can possibly go through if you have to have the votes of the minority in the senate. Host we have calls lined up for our guest. Our first call is from larry larry is in boston. Go ahead. Youre on with representative joe wilson from South Carolina. Caller good morning. I will be as quick as i can. First of all, sir, dont you believe that politics is about compromise . Using a stream terms like nuclear does not help the situation. People think it is my way or the highway as far as the extremist. Are you the representative that call the president of the United States a liar before the entire world . Dont you think showing that kind of disrespect to contradict the president guest first of all, indeed, i appreciate point of view. I do try to work with the other side. I also equally believe that the president was right, 22 times he said he did not have a authority. Her him to then suddenly change, i think that is wrong. I really believe that the circumstances that we have are his creation. I want to work with the president. For example, we will be discussing authorization of military force. I want to work with the president. I want him to be successful. He is the president of the United States and it is the security of everyone in our country that is at risk. There are times that we will agree and disagree. The actions, relative to amnesty or flat out wrong unconstitutional, and i am very pleased that the courts are acting as quickly as they are. Host from dayton, ohio, this is amazing. Republican line. Caller good morning, thank you so much for cspan. Ive to questions and a comment. My first question is, is it really them legislative branches job to decide the legality . Is about up to the courts to decide . As well as the constitutionality of it. For the court to have a stay right now, its not because of constitutionality, but basic, how to get things through. My second question is why not take up Immigration Reform . That would get rid of president Barack Obamas executive action. That would also do what we need to do which is reform immigration and do an overhaul. Im not sure why that is not the option to take care of this. Guest back on your first point about interpreting the role again, of a legislative branch, is to give guidance to the judicial on the intent. That is what we are doing. We are adding life to that. It regards Immigration Reform in january, we did pass the funding for Homeland Security and provided for the elements of Immigration Reform that i think are in horton which are securing the border. If you dont secure the border that we have the situation that we have today which is selective enforcement. It is wrong. We have good laws. Previously, in my law practice i actually worked it immigration issues. It was a real joy to me to work with people legally to become american citizens. We want that. Republicans want that. It must be done legally. Again, in january, we pass what would be the elements of Immigration Reform, by way of streamlining the process. Particularly, providing for border security. Guest how much of the Senate Version of immigration do you agree with . Guest boy, that has been confused. Im glad you brought that up. If you remember, it was 900 pages. Nobody knows what was in it. It was so broad, that to me, it was utterly inappropriate and it could be interpreted anyway. It was a virtual edification of something that would not work. Thats why, on the house side we have been making, stepbystep, efforts to do Immigration Reform, beginning with the border. Let secure the border, then everything becau else becomes moot. Also, visa overstays. It is inconceivably to me that people with visas that we cannot maintain records of who is here and who has left. That is really a fault of the government. Its dangerous for people of our country. Last year, fouryearold crossing the border. They were the only people that were paying people to come across the border. Im very concerned that by having such a poor sport or porous border, we were inviting people to come. This should be a bipartisan issue of concern for the security of the American People. Host when it comes to securing the border, what does that mean . The specifics. Guest i have seen it. Host defense, more people on the border . Guest ive been there. Where the fence is located, it works. Where fences can be built, and there are some locations where they cannot be built but then, with technology that we have today, its just so obvious to me that if real efforts are made it can succeed. One of my sons in a National Guard, ask if theres on the border. I would support, as a former National Guard member myself of 31 years, i believe the National Guard would be happy to back up the Border Patrol officers and secure the border. Host representative joe wilson, from South Carolina. We hear from joe in abbeville South Carolina. Go ahead. Caller said it wasnt, i would just like to tell you that i do not appreciate the way you have treated the president. The way you do the president. You do not want to support nothing. You want everything to go the republican way. The only reason is because you do not like the black president what you said in the senate, it was very disrespectful. The Southern Tea Party is the one that wants to buy everything that he does. This man has done it good job from what george bush did. George was random country in the ground, you did not say a word. When this man came in, he brought everything in. Back. Yall lost everything when you are in the minority. Guest greetings to abbeville. You being from south at carolina, you should be proud. You say that i always oppose the president. That is not true. In fact, i am very grateful that Michelle Obamas family, with your abbeville heritage, her heritage is South Carolina. We talk about our shared heritage of South Carolina. Its not a negative, kneejerk reaction. My disagreements with the president are on policy. Im very concerned that his policies have destroyed jobs. Im very concerned that his policies have weakened our National Defense is purely can see the around the world with the instability that is unprecedented, which is causing casualties, deaths in the ukraine. The instability that we see, the collapse of yemen libya. The president , as president , has to assume responsibility. We want to work with him. Thats why mention on the authorization of force. We have a hearing today of the Armed Service committee at 10 00 and im looking forward to hearing their administration proposal. Im going into it with the hope to support the president and its efforts. We are in a global war on terrorism against radical islam has declared war on us. They declared war on us in 1987. We know that our conflict with iran the seizure of our embassy in 1979. All of that predates our president. He has assumed, and should have, the primary responsibility of the National Government should be National Defense and security. Host what hurdles, in your mind, have to be crossed by the president to get an aumf through congress. . Guest there are significant hurdles. I think the most significant wants will be in the Democratic Party. There are people in their party and you will have to have them on to explain, but they i would be concerned that they would be tied the hands of the president as he is tried to face an everchanging enemy. Beginning with the name. What is the name . I just got back from the middle east and isil, isis is called dash there. It is an arabic translation that indicates disrespect, and i think this is important it disconnects radical islam from islam. We are not at a war with islam it is radical islam. As identified by tony blair, a sector of islam that is at war with itself. I had the opportunity to meet with a descendent of the prophet mohammed, who i thought the conflict with them, with islam was existent for 600 years i learned it has been 1400 years that there has been conflict within the religion. I keep point on that, it couldnt possibly be as a obamas fault. It couldnt be the fault of the people of the United States because we did not exist then. Host from taos, new mexico. Jose is up next. Caller good morning. Im calling to say, i agree with congressman wilson, and i think august when wilson and the republicans for standing up for our dear country, the usa. We need to secure our borders. I think that in addition there is a legal way for immigrants to come here, and they need to stand in line. In addition to that, i agree that many of the policies of his administration have been harmful. Here, a lot of us are Small Farmers and ranchers and including myself, the policies of the semester nation, they dont lead as grazed the animals on the National Forest lands and so forth. The blm lands. That is wrong. The extremist environmentalists are controlling this administration. Guest i share your concern. I believe in forest stewardship and i also understand that grazing can be conducted without environmental injury. There are extremists who have in order to influence within this demonstration. I also consider it a double standard. If there were extremists that promise of republican president 60 million if you block the Keystone Pipeline, that would be an extorted a issue. I what has happened with tom stier. He also pledged that he would raise another 50 million 100 million if the Keystone Pipeline could be blocked. This is wrong. Their jobs in the trees i represent, and the tires used in canada, are made in South Carolina. The engines are made in grantville, South Carolina. We also know that one of the terminals is in augusta, South Carolina. What are the consequences . Lowered gas prices. Creating opportunity for citizens. Im very hopeful that, with the background that you have of explaining how it affects Small Farmers, and fx persons affects persons who want to have good lives. And we have extremist taking advantage of the situation. Hey, thank you for raising the issue. Host steve im sorry, mike from gainesville. Youre next. Caller mr. Wilson, i have in front of me that 18 u. S. Code, writer correspondence with Foreign Governments. This relates to mr. Netanyahus visit. It says, any visit with anyone from another with intent to influence measures or conduct of any Foreign Government or officer, or agent thereof, in relation to any disputes or controversies with United States, or to defeat the measures of the United States would be imprisoned, no more than three years or more. Im concerned that mr. Boehner made this mistake. Guest he didnt. This is a long time tradition. Last fall, we have the president of ukraine seek. Im looking forward today. Ive met Prime Minister Benjamin Netanyahu twice in jerusalem. He very inspiring. He is legitimately concerned about the security of his citizens on the naive conduct of our administration, dealing with a rogue regime in tehran. I look forward to the future two. We have the president of afghanistan coming to speak. I met with him two weeks ago. He, too, is inspiring. I think it is great to have World Leaders come and speak. Later this year, we have the pope for the first time ever. Bigger john boehner Speaker John Boehner is a very proud catholic. What a great trivia. Hey, this is also bipartisan because indeed, nancy pelosi too is a very proud member of the catholic faith. Host from the huffington today and oped at about why someone is not attending the speech. He says, well it help confront the threat from isis . Hardly. Will bring peace, rule of law and moral conduct back to the west bank, gaza, israel . I cant see how invented any of those goals. Guest he is wrong. Hey, we should all welcome World Leaders. The more we know, indeed, im so concerned with the negotiations with tehran. It borders on ridiculous to me. We know they are building their Nuclear Capabilities underground. We know they have energy. What they are doing is very clear. They are developing a Nuclear Capability. If you dont understand that, then look at the capability of missiles development. They already have a missile capability that can strike nato members of southeastern europe greece, bulgaria, romania. We know they have a missile capability that they can strike india. They are holding intercontinental ballistic capability. This is not with conventional warheads. I respectfully disagree with my colleague from illinois. We need to know, and we need to know from people who faces daily. The existence of israel is at stake with a Nuclear Capability in iran. We need to make every effort, i think, to sanction. I think it is really unfortunate iran is the successor of the great version culture. The young people of iran tried through a green revolution overthrow and replace the authoritarian regime that is there today. We should be working with the young people of iran. The way to do that is have people like Benjamin Netanyahu who, and explain the danger of the current regime in tehran. Host is a question of appropriateness because of the way he was invitinged, that is two weeks before his election . Guest it does not. There are about 12,000 delegates that come here. When he judicial he comes traditionally every Prime Minister of israel has come when aipac has a conference here. The scheduling was not political. It was done in accordance with the normal scheduling of aipac. Host from oklahoma, democrats line, steve is up next. Go ahead. Caller hello, how are you . Guest great to be with oklahoma. Caller well, mr. Joe, heres the problem i have. You guys, you say that president obama said 22 times the couldnt do what he did. Thats your first lie. Its one that you guys have adopted from the nazis. The method that you adopted from the nazis, if you tell a lie enough, it will become the truth. What he said if he could not give amnesty to all the immigrants. You have to did his words, just like you did with the weapons of master structuring taxes for the rich and deregulation. You are not an honorable man. People like you and the rest of the Republican Party have brought america to the ditch into the ditch. Guest im grateful that people can disagree. Im also grateful that in oklahoma every state representative is a republican. And my state, i live through a revolution. As a teenager, we had no elected officials at all. Im very grateful today that every elected official is republican and it is broadbased. We have the first female governor, and the second Asian American governor in American History. Im very grateful with alan wilson, the son of myself and my wife, we are very son that we have the youngest attorney general in the United States. I every age category, our party is an open party. Hey, one day we want you to come over too. We will not be doing namecalling. That is how weve been successful in South Carolina and oklahoma and republican majorities in journalism leads from oklahoma to texas, all the way to virginia. Im excited about the Republican Party and what a positive party it is. And hey, we tell the truth. Host from utah, sandra is next. Caller thank you. I just sent to quick comments. Wine is that we have gone six years without a budget. That is unconstitutional. I feel, as an american, everyone in the legislative branch and executive branch should go without pay until a real budget is hammered out. All we hear is that congress has the power of the purse. Host caller, are you there . I think the caller left us. Guest i share your concern about a budget. Indeed, thats a commitment of the new u. S. Senate house, it is to achieve a s budget. In utah, you did your part by voting for a congresswoman. And no pain. I support a congressperson in virginia who proposes what you said. Host might, good morning. You are on. Caller good morning. My question is on mr. Netanyahu speech. He said something are found, he said that america is worried about their security israel is worried about their survival. Since we have had a longterm relationship with israel, i do not think there is anybody in the administration that understands the priority with iran. The question is if mr. Netanyahu, who is the if he ask you really unilaterally, it puts us in a nowin situation. It could be a concern for domestic problems. Guest indeed. What the Prime Minister is facing, and i have been to israel, i helicoptered from one end to the other. Ive been to the location that is subject to the hamas attacks provided by iran. Ive been to the hospital, and im very grateful that people from South Carolina have helped to finance it. John baker and jerry klein. What i seen that is the existence of the country. It is a very narrow country, as we know. The rocket attacks think goodness for iron dome. Working together, we have been not unilaterally, but working very closely on Missile Defense. Action, the Missile Defense here in washington is largely pattern on what has been successful in the country of israel. Its not unilateral. Weve and working together since day one. We have allies in the region despite our current president we are now again working with egypt which i think is very important. Somehow, we have to be established at better relationship with turkey. A nato member. A country that is spot sidebyside from the korean war on. There has been an estrangement that needs to be broken. The alliance that we have had for 50 years needs to be restored. Host some stories and the paper today about todays meeting and tickets to the meeting. How may tickets to the legislative office get . Who did years go to . Guest hey my wife came up for this. My wife has met Benjamin Netanyahu. We usually get one. We got in. I have a constituent that has come out, john baker. We have had hundreds of other request. In fact, im very grateful, i will be serving coffee and bagels in my office. I told people that they are invited to the office that i have to watch. People are really enthusiastic about it. In a very positive way. Host . Joint meeting, again at 11 00, watch it on cspan. We will hear from dell next. Democrats line. On for our guests, joe wilson of South Carolina. Go ahead. Caller good morning, mr. Wilson. I just want to say that even the pope goes through the administration before he is just as congress. I dont know why mr. Do and yet who doesnt do that. Thats a ways been done and its always been done. Its disrespectful to the president of united aids, to the congress, and to the American People. It should be boycotted. What he said is that he could act on his own and stop deportation of locations because they came here illegally. We all came here illegally. Sometimes, we came here not by choice. Sometimes we came her by force. We should all have a chance to stay here and do what we are supposed to do and become americanized. Thank you. Guest hey, again, we can disagree respectfully. Im thrilled of Prime Minister is coming to speak. He is a world leader of great credibility. This is the level of insecurity in the world, to me, is putting our country at risk. Im serving as the chairman of the american Sub Committee of the Armed Service committee. The briefings that im receiving are very concerning to me. Im really concerned too that the president , two years ago, announced that al qaeda was on the run. Two weeks later, a doctor of the american ener entnterprise institute showed a map of the spread of al qaeda. And the development of boko haram, the mass slaughter. Then, the present identified isil as a junior varsity. I was incorrect. It was overlooking. Then, the announcement. He did not have a strategy. The good news is that we have excellent military leadership. Im hoping with the new secretary of defense, that the president will change course. He did in afghanistan. And he authorized a surge which has been successful. I hope you changes course as he needs to do by not receiving a basic Security Agreement in iraq. This is directly linked to the rise of radical islam seizing mosul. Over and again, i look forward to actually working with the president and working with our military leaders. Michael mcgrath tha is leading our efforts to train personnel. This should be bipartisan it with me, i make every ever to make it bipartisan. Host been from Fort Lauderdale florida. Go ahead. Caller thank you. Im going to take a lesson from mr. Wilsons actions a couple years ago and sibley say, mr. Wilson, you lie. Guest and my view is that good people can disagree. In fact, my efforts have been to discuss the issues. Since that day. Actually, my agreement that evening. I had a conversation with ronald a manuemmanuel, and i appreciate. I dont want to ruin the presenceident. I apologize. He accepted. Im very grateful that since that day, i make a one bit speech on the floor. Im available for media interviews. Instead of calling each other names, we can do much better. Hey, anybody that has not had a townhall moment, i would like to know who they are. I had my d townhall moment and i knew the issue. The bottom line is we discussed issues. Host North Carolina is next. Gary. Caller youve not really answer that question about calling the president in front of the whole world a liar. This andrea king she was saying that she noted that most of the people missing the speech were members of the Congressional Black Caucus and they should quote pay with their lives and hang from our news from the u. S. Capitol. Im sure you know this guy dennis ross from florida. He said that the black caucus they have a common bond of oppression with the jewish people and they should be quote at the ready. Guest hey, i see no connection of race to the Prime Ministers speech. I dont know who you recording but that is terrible and insulting to everybody. We should be respectful and with Prime Minister Benjamin Netanyahu, im going because i want to hear his message. I know what his message will be and is concerned for the security of the citizens that he represents. Their existence this is not an esoteric discussion of possible injuries to a few citizens it is life and death. We know, in toronto, they carried signs, in english, so that we can understand death to america, death to israel. We understand that iran has been providing weapons to hamas that has decreed, we value death more than you value life. We need to be focused on the issues another side issues. The issue is National Defense and security, working together with our ally, israel. There is so much positive that can be done. The namecalling should not be part of it. Host one more call, chuck. Dayton, ohio. Caller hello, mr. Wilson. Im proud to be a republican but i am embarrassed by the Republican Party. They are not leaving. If they had any sense, they would look at what is going on in the middle east, with iran and iraq fighting together syria, and everybody else fighting against isil. Its time that we find a way to get them to Work Together to take care of isis. And about iran and the Nuclear Power if they want power theyve got more sons than anybody. Well go give them solar power and wind power. Guest first of all, i want you to know the love it Great Congress member with mike turner, the former mayor of dayton. He is on the Armed Service committee. You should be proud that actually, what you wanted a working to face isil, facing dahssh, we are working largely together. I was on a bipartisan delegation to the middle east last week. We have genuine concern. I think we will see that again today at 10 00 with the Armed Services committeee coming together to discuss the authorization of use of force. Hey, we want to make you proud of any political party. The security of our country should transcend political parties. Thats my efforts and the efforts of our chairman on the Armed Services committee, and the Foreign Service in committee. What we have is Extraordinary People that want to put partisanship aside. In fact, as i came in today, i found out that senator royce of california, eliot engel democrat of new york they are working together very closely on different issues. And always have. Engel is a person that reaches out, and sodas ed royce. Host joe wilson of South Carolina has been our guest, talking about a variety of issues. Thank you for your time. We will continue on with our topics with representative Brian Higgins, a democrat from new york who will join us next. We have received more than 2200 entries from over 400 schools in cspans video cam competition. On washington journal we wont announce the grand will announce the grand winner. You can see all the documentaries at studentcan. Org. The cspan cities tour takes American History tv and booktv on the road to learn about cities history and literary life. This week, we visit galveston texas. They watch in amazement as both of these factors battered the beach doctors. At the time, we had wooden bathhouses out over the gulf of mexico. We also had peiers. We even had a huge pavilion. As the storm increased and intensity, the beach structures literally were turned into matchsticks. The 1900 storm struck galveston saturday, september 8. The storm began before noon increased and dramatic intensity and finally tapered off toward midnight. This hurricane was, and still is, the deadliest recorded natural event in the history of the United States. What all of our events from galveston, saturday at noon eastern on cspan two booktv and saturday afternoon on American History tv. Washington journal continues. Host joining us now is representative ryan hagan democrat from new york and service both on the Foreign Affairs committee. Can we start with department of Homeland Security funding. Whats the chance of seeing a funded by the end of the week . Guest i hope that democrats and republicans can come together to fund the department for the rest of the fiscal year. The 60 million budget annually was created after 9 11 to protect the homeland. Up until this point, it has not been political. It turned political last week. You know its related to an external issue related to the presence immigration policy. If republicans want to challenge that, they should do it legally and concurrently pass a budget in a time when there is a lot of uncertainty in the middle east and in the world. Host it might take place through some sort of procedural movement. Is that something you can get on board with . Guest not sure. I know one thing, historically the department of Homeland Security has received bipartisan support from democrats and republicans in the committee, generally speaking, and thats how it should be. My hope is that whatever the process is that we find a clean bill fund a clean bill for the remainder of the fiscal year. Host did you vote for the threeweek extension . And the one week . Guest both. Its not the ideal way to do it. You have a situation where there is a lot of uncertainty. It is short term. One thing that we know is that certainty is very important and budgeting. So that the department can prepare for the implementation of their budgets over a long. Of time. Not on an incremental basis. It does not make for good planning or decisionmaking. Host as far as when the vote takes place and you have funding through september, what does that do about the immigration attachments . Does it go away . Guest and has nothing really to do the issue. I think House Republicans can challenge that separately and in court. Thats what they should do. Dont hold up the department of Homeland Security. It is too important to the function of the government and the protection of americans, both here and abroad. Host our guest is Brian Higgins of new york. If you have questions for him you can call us on the line, 202 7488000, democrat. 202 7488001, republicans. 202 7458002 independents. You can also tweet us your thoughts, journal cspan. Org. How does this affect new york and your district is physically . Doesnt have any specific implications . Guest we have 2000 department of Homeland Security employees. Airport security. Those folks would be required to come to work even though they are being compensated. We also have aborted community. Those borders are fundamentally important to the quality of life and economy of western new york and southern ontario. That would have a disruptive influence that would not be good. So, the Department Home se land security reaches into a lot of areas. It would not be good to shut down that department. Host the first call for you come from roger a new hampshire. Democrats line. Go ahead. Caller i just want to say, as an american, i am insulted that netanyahu is coming here to tell us how to run our business. He is implying that the president does not know what he is doing and that he is trying to undermine the israelis, which he is not. He must listen to rush limbaugh, or something. Our president has helped everyone, our country, businesses, our people. He cares about everybody. I do gets terrible that not yahoo is doing that. I dont think its right. Host a speech today. Will you be attending . Guest i will be attending. On beasley, the situation could have been handled differently. Proper protocol was breached. Overture should have been made to the white house. It wasnt. Theres a lot of controversy surrounding it. The Prime Minister is here. There is bipartisan support for israel. The administration, i think has made very clear its intent and policy towards israel and the ability to protect itself. That said, we have a speech today. It will be reviewed and reviewed over again. The bottom line is, i think the controversy is over, he is here and will make the speech. Its important at this time while there are no negotiations going on, that we hear their perspective. People should keep it in the proper context. Host what you think about the larger issue of the negotiation . Howdy think it is going . Guest i dont know. It hasnt been a lot forthcoming relative to the negotiation. Heres what i know. Over a 10 year. Period there were about 162 in iran, and now it is 60,000. Im also concerned about Second Generation that is being developed. The other thing is, you cant destroy or dismantle knowledge. You have that basis of knowledge , and with technology as it is today, you can produces and protection and weapons much more quickly than you ever were able to before. This is all of great concern. Iran, you know, they practice asymmetrical where warfare. They dont directly confront their enemies. They approximate. They are allied with alassad and iraq under this government. Now, we will be fighting next to them who, they weres shooting at us several years ago. It is a big problem. Israel is right in the region. They are surrounded by a law of instability. They are surrounded by a lot of hate. So i think dismantling, which the pre Prime Minister has called for, Irans Nuclear capability is reasonable. The United States has a position that they cant have a cup capability they cant develop a Nuclear Weapon before we can do tight and act against it. I think thats where there is little difference right now. These differences will be worked out and reconciled. My hope is that we can have our Nuclear Agreement that is meaningful, verifiable, and effective. Host do you believe that iran is being forthcoming in their part of the negotiation . Guest to be truthful, i dont know. I dont think anyone knows. I think that is part of the problem here. I think we have had a lot of mixed signals. Iran the Supreme Leader let someone win without a runoff. He came in and said he was in a normalized relationships with the rest of the world, i have not seen a live demonstrations of that. You cant say that, and concurrently continues to build your Nuclear Program and capability. I dont know really what to believe at this point. I will be, like most members of this congress, reviewing this very carefully. Host from massachusetts, here is partrvel. Caller good morning, pedro. Good morning, mr. Higgins. Im calling to make a statement and a question. I will be as quick as possible. Back in the 1990s, represent higgins, the clinton administration, along with britain, china, and france, negotiated with ukraine to give up their Nuclear Arsenal under the agreement which they would never be invaded and they would be protected. Look at ukraine now. Also, iraq. They also wanted Nuclear Arsenal. Look at our back now iraq now. My question to you would be if you were iran, based on the instances that youve seen in front of your own eyes with what is going on in the world, with countries that do not have a Nuclear Arsenal and the condition they are in right now at the hands of russia, in terms of ukraine, and iraq at the hands of the United States. What would you do if you were iran . Guest well, im not iran. Iran has been developing nuclear abilities for a long time. Its a billiondollar infrastructure. Its a big part of the iranian economy. I understand the need to protect oneself when a countrys National Interest is at stake here. I dont think Nuclear Weapons is the way to do it. I think normalizing relations with the rest the world is the way to do that. I think that iran would be better served. You have 80 Million People in iran. They are seeing that despite having a rich culture, rich history, the rest the world is moving beyond them. Lets normalize relations with the rest the world. I think, that should be the objective and not getting into a military predicament every time there is any difference throughout that region. It is a very b volatile region. Iran is playing in lebanon syria, iraq. Its not in our best interest, and the best interest of our allies, including, and especially, israel. Anyone that delegitimize is, or intensity attempts to do you legitimize israel, it is a democracy. There is a separation of powers. It is a thriving economy. You know, israel may not be wellliked on the air of streets, but you are seeing evidence that they are well respected. Because the Economic Growth that is occurring is real in israel, in the United States has invested and believe to protect their ally in that part of the world. Host lies from chicago democrat line. Gladys from chicago democrat line. Caller Homeland Security. Whoever heard of not funding Homeland Security . But as usual they will try to do anything they can to make president obama look bad. Republicans do not like president obama because he used lac is black. Guest the issues get bundled unfortunately, in this day and time. I think most members, republican and democrat, would like to see the department of Homeland Security fully funded without any external issues attached to it. That is what we are dealing with today. The members of the republican majority conference are seeking to attached things that are external to this bill. We need to get back to regular order, focus on the issue at hand, and fully fund that department, particularly at a time when there is great uncertainty throughout the world and questions about securing the homeland. Host regina, hi. Caller hello. It is cold here in virginia. I just wanted to know why the Democratic Party would not at least attempt for some of the members who are not going to show up for the speech today why they would not want to attend just to see that point of view from mr. Netanyahu . It seems to me, with all of the volatile things going on in that region that this would be an opportunity just to see what he has to say and then decisions could be made from that point throughout congress. And that is all i have to say. Thank you. Guest that is a fair point. I cannot speak for my colleagues, some are attending some are not and they have their own reasons. I am attending this will be helpful to us to make good decisions later on. I will be there, i think a number of attempts were made to reaching out to the Prime Minister to have private meetings with members of the senate and the house and the like. The bottom line is he is here, he will be respected as a head of state as an extraordinary ally of the United States, and i will be in attendance. I will listen carefully to what he has to say. Priscilla from california. Caller i just want to let you know that im a person of color and you have really renewed my faith in the democrats. I registered as a democrat first. I was an independent with ross perot. Also i was against ronald reagan, but i found out he was right. I appreciate you being an individual, not just following the herd. It renews my faith in the party. I wish we could get to the point where we wont say this democrat or that republican. I am a democrat, but im conservative, and i love israel. I thank you so much for attending this, we need to listen to president netanyahu. I could not imagine the United States being in position that israel is an. Is in. I would not know what to do. But i would know that if i had my allies, i would listen to what they had to say. Host thank you. Guest well said. The bottom line is we are americans. Political issues should not override that important fact that american interests are first and foremost, and leahs leaders in both parties have an obligation to pull the nation forward and work for our interest. We need to be able to have the wisdom to overcome that party politics. Host do you think the boycotting of this reach is necessary the speech is necessary . Guest i think each member has to find their own voice and take action that reflects a particular position. It is the democratic process and it is playing out. It is healthy. But the Prime Minister knows that this speech is controversial. Both democrats and republicans understand this speech, or the process by which the invitation was issued and accepted is somewhat controversial. That is part of our process. The good thing is we get through these things and people have an opportunity to express their concern. He is here he is going to give that speech, and i will be in attendance, and i think there will be a lot to learn. All of those that are not there, i am sure will read the excerpts, or the reporting of it because he is a world leader. This is an important time and his voice right now he is the elected head of the people of israel. Host on the topic of Homeland Security we have a tweet from our viewers that says the mission of dhs goes on despite the lack of funds, why the fuss . Guest tsa workers, order protection, they are working without compensation. The fuss is about fairness. If there was good reason to hold up the bill, if there was justification for, i could understand. There is notification. The bill is being held half inch because the immigration policy hostage because the immigration policy by the president. You can challenge the president s position in a court of law but you do not have to hold up the department of Homeland Security. These folks are professionals, they should be treated as professionals. Just to jerking around because you do not agree with something the president said, where does it end . I do not think it makes for good budgeting, or a Good Institution when funding is compromised because of external issues. External issues are external issues. We can deal with them, and it should be a rigorous debate on those kind of issues, but to hold the whole department hostage, 60 billion a department that was created in the aftermath of 9 11 for one purpose, to protect the American People, that is what the big fuss is about. Host where did you stand on both of the votes . Guest three weeks i supported one week i did not. Host why . Guest the one week, it was something it did not solve the problem. I voted for the threeweek extension, because the understanding was this week we would be voting on a clean bill for the remainder of the fiscal year. Host national park, new jersey democratic line. Caller good morning. I am a veteran of the united dates army, and united air force. The speech with netanyahus controversial in both countries because they were behind president obamas back inviting him. And israel is too close to the elections. Israels last Prime Minister, countless jewish leaders have called for the postponement of this speech. On the topic of iran, lets say that the previous five or six speeches ive been wrong, and this time he is right they are on the verge. Israel does not have the type of bomb to reach their facilities and do the job, we do. If we get involved, most likely russia will. We need to consult with our allies. Both france and germany have said that nine yahoo lies netanyahu lies. There is not enough support for another world war. Host the question is . Guest you point to a very complicated issue and the complexity is compounded by the regional politics. The fact of the matter is, iran has called for the destruction of israel, and it is being taken seriously as its primary ally in the region for promoting stability. They are not a positive influence. Has the law is a proxy for a run has belies a proxy for iran. They could launch at any time into israel. It is a tough neighborhood. So we have to do everything we can to protect the interests of israel in the region. Host here is great from greg from the republican line. Caller protecting our borders would not have a problem and the discussion we would be having would be easier if they did not cross the border, but they are here and we need to deal with it. As the illegals are made legal and they begin to pay taxes, how many do you anticipate going back and finally back taxes for the time they have been here, receiving checks for on income unearned income tax checks . What is that expense going to be besides facilitating the fact that we are opening our borders and saying, on in come on in . Guest the United States takes in more people around the world than any other country in the world combined, legally. And we do it well, it is part of our tradition. It has helped to create the greatest economy in the history of the world. The fact of the matter is there are 11 million undocumented citizens today. Everybody has said that youre not going to round them up and throw them out. The president has issued a policy to take those who are most egregious, deal with them, and allow potentially a path for citizenship to allow them to intervene to the fabric of america. This is an ongoing problem, and this is an important component of it. It is also the situation in the host countries, what is driving them out and bringing them to america . We can always do much better with our border security. I represent a community along the northern border where the situation is much different. They want to restrict through the border the northern part of the same way as the southern border, but the policies and politics are much different. Host next caller, go ahead. Caller i want to know why no one is asking the question of what is israels Nuclear Capability . They developed there is under theui irs under secrecy just like they are accusing iran of doing. This is just a speech by the Prime Minister, he wants to show the release israelis that he is going to find out how they made therirs. Guest is real israel spent a lot of money on defense. It is a small nation surrounded by an lot of unrest. Israel also has a thriving economy, they have rule of law and separation of powers. This is a model that should be holed up in the middle east, and what we would like to see countries involved into. It may not be liked well on the arab street, but the Economic Growth that has occurred in that country in a time of investment education, technology, and quality of life. We get too focused on the bomb issue, and he is trying to play the role of trying to negotiate using all the weapons he can, especially sanctions. That is what brought around to the negotiating table in the first place i raniran to the negotiating table in the first place. The currency has been devalued by half in a sixmonth time. It is very critical to operate in an economy with these tough sanctions. We are trying to use that leverage for good. We are making sure that iran does not have breakout capability. That means that they cannot develop a Nuclear Weapon before we can detect it, including the use of force. Host taking a look at the iraqi offensive taking place in iraq. I want to ask you about the president s request. What do you think about the initial request . Guest i think he based it on the 1992 request for authorization. I think he has the legal authority, i think he is looking for political cover as well. This is what concerns me, the american military, we spend over 1 trillion, we lost a lot of american lives in iraq, we rebuilt their structure while ignoring hours here at home ours here at home. Under the previous Prime Minister, he was overly aggressive and dismissive of the sunni population. That is when insurgency starts. The whole idea of american involvement was to create a space where the shiite sunni, and kurds could Work Together. The kurds have done that with the government. A agreement couple of weeks ago was largely missed, where Curtis Stanwood receive a good percentage of the budget kur distan would receive a good percentage of the budget. The situation is we have see a malicious who are controlled not by shia militias who are controlled by those with money. He is on the ground conducting and leading the shia militia. You have the peshmerga the shia militias and isis. I think after this they will be successful. We have 2000 isis fighters in mosul, the secondlargest city in iraq. That will be a big test, because the United States will be involved. We have a tendency to dismiss the importance of airstrikes but they are fundamentally important for the progress to be made in iraq. Host margaret, memphis tennessee, go ahead. Caller i am calling to thank representative higgins, and i would also like to express the point that the Prime Minister is here as a political ploy because he is down in the weeds at home. Thank you so much for having my say. Guest why the president took exception to the Prime Minister coming at this time, or any head of state that would be up for election. We do not want to be in a position where we influence the election. Some have argued that this is going to be a forum in which the private history will be able to score political points with voters at home Prime Minister will be able to score political points with voters at home. Diplomatic relations also requires discipline, and that is not allowing yourself as a country and a government to be used as a political pawn. I think that is fundamentally what the president s objection was. But, he is here, all of that is over, we have to go with it. We will see what comes of what the Prime Minister has to say. Host have you received any advance what the text of the speech will be . Guest when you read host the New York Times or the Washington Post it is pretty clear. He is going to advance a justification for the position he is taken relative to these nuclear negotiations. Negotiations, particularly with an adversary like around are not easy iran are not easy. Not only do you have to negotiate in good agreement in words, a good framework of an agreement which will be completed this month and finalized in june, but also the verification process. All of these issues play in and there is no black and white. There is a lot of gray area and new ones, and that is the very nature of negotiations. Host roberta from our republican line. Caller hi. I could speak for an hour, but since i have to narrow it down, i would like to remind our gentlemen of their up there about the owner honor of the democrats when they put up planned parenthood. Our president gave out mef dals of honor and he put in john mccain and with senator blumenthal. But shows me the inequality going on with our country. Im very disappointed. Guest i think the selection of individuals of different political persuasion is indicative that americans do extraordinary things in service of their country regardless of their political affiliation. If we focused more on that and less on the division that exist we would make more progress as an institution of congress and of American Government in general. I would applaud the pre sident and the diverse selection of those he chooses to honor. It is a force of legitimacy, instead of if it were all from one party. He shows the store near work of americans the extraordinary work of americans, even those he has had disagreements with. Host washington, d. C. , anthony go ahead. Caller back in 2001 we had the most tourist echo attack on this country, 9 11. Most horrific attack on this country, 9 11. What i dont understand how is it possible that we do not shut down our borders and find out who was in this country who does not belong in this country . They would want you to think that our borders became unsecure secure once barack obama became president. That is not true. Guest right after 9 11, we have the busiest Border Crossing in my hometown, the peace bridge. Right after 9 11 the fbi cleared it. I do not know that it was a closing down the border, but everything was done as quickly as possible to anticipate where problems would occur. Why did the Terrorists Attack new york city . Because it is a highimpact target. The World Trade Center was the symbol of Economic Prosperity in the United States. Why did the attack the pentagon . It is a symbol of our strong emphasis on military and Strong Military preparedness that our country so proud of. Why did they attack the government . Terrorism is a strategy of the week. What they try to do is inflict fear to in fact exact a reaction. In doing so, those attacks were very symbolic in addition to being very destructive relative to property and lives. I think everything was done, nobody anticipated that attack was coming. To shut down the borders, i think everything was done that could have been possibly done at the time. In retrospect especially. But in counterterrorism you never get credit for what did not happen. That is what it is all about making sure something does not happen. Things that did not happen that were beneficial to the country that nobody knew about. Host one more call from nevada. Caller first i would like to say is that the United States is built on immigrants, do not forget that. Secondly, john boehner had on his desk and immigration bill for 511 days. The president got tired of waiting for him. The president decided to take executive action to get something done, and now youre upset. So now he wants to attach it to the Home Security funding and he is blaming the president for that. It is all his fault. Secondly, if you want to stop or closed on the government whatever side decides to close down the government, that is the side whose patient also be stopped pay should also be stopped. Thirdly, everybody who says that president obama is not a strong president and should be more like putin we have the fairness of laws and things like that. President obama is doing what he can with the fight, with the republicans hating everything this good man has done. Guest well said, on the immigration bill, what you said is exactly right, is not political. The only entity that can grant amnesty or do an immigration bill is congress. What the president did is what the caller said, wait the 500 11 days that the bill was being held without a vote, and then act within the authority he felt he had within existing authority. That is a fair fight, and there should be a debate about that. The bottom line is the entire Homeland Security budget should not be held up because of this issue. But if we start that, where does it end . Appreciation Appropriations Bills held up by nothing that has to do with them. It is just a mechanism by which you could hold up progress. It is not a good precedent to set and could be damaging to the credibility of the institution. Host representative higgins is a member of the board of Homeland Security, thank you for your time. Coming up next, are open phones. The numbers are on your screen. Washington journal continues after this. The cspan cities to our takes cspan on the road to different cities to learn about their life. People wrong to the beach throng to the beach. The rising tide drew them. Tweet your thoughts, you can post on our facebook page, and if you want to send an email that is journal cspan. Org. Speaking of tweets, dr. Ben carson sending one out saying that he is pleased to announce he has established a president ial exploratory committee. That tweet was sent and little bit ago. You can talk about what weve talked about in our time together or other issues. The headline of the section marilyn section of the washington times. If you go down into the column it lists some of the potential people who might be interested in the seat, including donna edwards, peter frenchsanchot heather mizeur. This open phone call is from trusted, South Carolina, independent. Caller good morning. Ive seen you for a lot of years , but i miss mr. Woodson from down here in South Carolina. I wanted to congratulate him because the only thing he did was motivate young black kids to realize when you go out, work hard, do the best you can because they do not respect even the president. It motivates host victor, palmdale california. Caller i wanted to comment on the Prime Minister of israels reach. Speech. Supposedly president obama is not meeting him because of the impending election, but he had no trouble meeting David Cameron who is in a tough fight in england. I do not understand the disparity. Most people do not realize that our president just last week, met with the mer of cutter e meer of cutter that even egypt has called a terrorist organization. He had time to meet him, but no time to meet the israeli ambassador. That is just wrong. Host from tennessee, republican line. Caller i was calling to comment on mr. Netanyahu coming to make the speech today. I do not understand why obama is doing what he is doing. This is something that has happened before in congress, inviting people to speak. As far as the israeli people, i was on a cruise with a lady from israel, and she said that your people do not support us anymore. I would like somebody to talk about over 2000 years of muslims in their countries. All they have ever known as war that is what they understand. I do not know why more people do not speak on that. It is a slap in the face to israel and the United States, they are our best ally there. I do not know why theres no more talk about that and this iran business with obama. They wont even show what is going on there to the people that are there onsite. Host were you planning on watching the speech today . Caller absolutely. I feel your making the deal with the devil, because they never let the inspections be held or show everything. They have a history of not telling the truth. Host that was cheryl from tennessee. John boehner invited the Prime Minister to speak at this joint meeting of Congress Later today. We have a preview of the speech. Americas bond with israel is longer than the politics of the moment. That will again be made clear when Prime Minister netanyahu addresses the United States congress. Republicans and democrats. He will talk about the grave threats that we face from radical islam and iran. He will receive the warm and gracious welcome he and his people deserve. This is an important time, and he is the right person to deliver this speech. I hope you will too and. Tune in. 11 00 a. M. Is the time for that speech. Caller good morning. I have an observation that our journalists are not doing their job. Netanyahu is going to be running for an election in israel and a couple of weeks the American People know nothing to my knowledge about who he is running against. If we are going to make a judgment about the efficacy of netanyahu coming to make as h on his own behalf a speech on his own behalf, we should know who the opponent is that he is running against in israel. I have seen nothing about netanyahus opponent. The journalists need to get on the stick and tell us who is he running against, what is the platform of his opponent in israel so we can make a judgment about the politics of all of this. By the way, in terms of saying that the speeches at 11 00 a. M. , that is eastern, 10 00 a. M. Central time. Host thank you for that. Our independent line. Caller hello. I just heard mr. Boehner say that mr. Netanyahu will be getting a warm and gracious welcome. That from a country that embarrassed us in the eyes of the world by announcing new settlements going to be constructed, just as our Vice President was visiting the country. What kind of a welcome does a man like that deserve . I would also like to say that are we forgetting that only six months ago, 3000 to 5000 is still palestinians in the gaza strip were killed from bombs with israel with bombs from israel. Comes up been destroyed that have not been rebuilt. I just saw on bbc that they are still living on the streets. If that is not terrorism statesponsored, what is . Host republican line. Caller i wanted to make a comment on the dhs bill. It seems to me that the subcommittees that over a time december in december and came out with a bipartisan bill, at the 12 00 p. M. Ourhour, and passed total amnesty, i believe the republicans should not be blamed for these shortcomings. The immigrants have broken the law. They should be held accountable. I believe the bill shaould pass without the amnesty program. Host richard, go ahead. Caller this deal about israel being our best ally. As far as our no i know, day conduct like russia they, like russia, captured land and never gave it back to the people. As far as our black president things are going pretty good in that respect. Host south dakota, republican line. Caller a gentleman called earlier about how it was a good lesson for his son to teach about calling someone a liar when it was yelled at the president he was a liar. It is a good lesson in when to speak the truth, but not inappropriately. Host sectre4retary of state Hillary Clinton used a private email account, and she is turnover thousands of emails to the department. The private account came to light when the departments are records from clinton and other secretaries. Some three hundred of clinton covered emails from them turned over to a Congressional Committee investigating the 2012 deaths of four americans at u. S. Facilities in benghazi and libya. You can see that on cspan, but a sidebar story talking about ammunition being used in ar 15 rifles. President obama leaves the ban on bullets commonly used in ar 15 rifles will ultimately save Police Officers lives. The bureau vauxhall, 10 october, firearms and explosives is accepting Public Comment on administrative proposal to ban the ammunition that is most often used with ar 15 rifles. Elaine from jacksonville florida. Caller my question, america being a christian nation, and supposedly following the bible but the bible says that the jews are nothing but a synagogue of satan. So why do we have an allegiance to israel . And why do we say the palestinians are the terrorists these kind of things, and yet what have the jews in israel protected us from . What are they doing for us . We are doing everything to protect israel, but what is israel doing for america . Host a viewer from las vegas nevada. Caller good morning. I am calling to express my displeasure from netanyahu coming to america to speak today. It is an insult to every american that believes in the cost to ship and believes in america. Simply because of nancy pelosi during her reign, had invited an outside entity to come and interfere with our internal political aspect of it when of hell to pay. Fox news would have been the first one on the bandwagon to content that condemn that. But the Republican Party hypocritical as they are, as does nothing but to perpetuate this disrespect of our president and i am appalled. Host a video link of the interview will be available online, when they talk about relations with israel. I do not think it is permanently destructive, i think it is a distraction from that which should be our focus. Our focus should tbe gating preventing Nuclear Weapons from coming online. This would essentially freeze our wrongs program, rollback its highly enriched uranium and reduce the possibility that they might break out while we are engaged in these negotiations. While we announce this interim deal, he made some claims that this was going to be a terrible deal. They would get 50 by land dollars worth of relief 50 billion worth of relief, and not abide by the agreement. That has not turned out to be true. During this time we have seen iran not advance its program and anyin many ways rolled back. And have given us more insight into the vigorous inspections than even the supporters saw. Host that interview is on writers, go to the website for more in depth. Caller i know that this is a complicated subject on many levels. The persians changed their name to iran, and they became aryans and the leaders of that did that to please hitler. I did not come here to criticize netanyahu or the president because they are trained to do what they think is right. I think we should respect both parties. On a religious level, history level, and we could spend all day talking about it. There are so many sides to this. But i believe that netanyahu is right, because i believe that this is such a serious matter that all of us are not going to be here to talk about it if we do not get it straightened out. Host those who are talking about boycotting the speech, in total eight senators, 47 house members. They are bound to skip the speech, in which netanyahu is expected to deliver a stinging rebuke of president obamas iran strategy. You can see it and in its entirety online. Ladies and gentlemen israel and the United States agree that iran should not have Nuclear Weapons. But we disagree on the best way to prevent iran from developing those weapons. Disagreements among allies are only natural from time to time, even among the closeness of allies. There are important differences between america and israel. The United States of america is a large country, one of the largest. Israel is a small country, one of the smallest. America lives in one of the worlds safest neighborhoods. Israel lives in the worlds most dangerous neighborhood. America is the strongest power in the world. Israel a strong, but much more vulnerable. American leaders worry about the security of the country. Israeli leaders worry about the survival of their country. [applause] you know, i think encapsulates the difference. Host the entire speech online at our website. Today the speech will be on different matters, same topic different speech. Even as he speaks of Irans Nuclear program, iran showing up in headlines. The followup in the wall street journal this warning, the headline from iran backs iraqi offensive as pentagon steers clear. It has thrown a new spotlight on shiite irans role in assisting shiite dominated iraq to retain control large part of the contradicted taken by the sunni radical Group Islamic state. According to u. S. Officials in general when shiite militias are involved in a military operation, the u. S. Does not provide support. Caller i believe it is traitorous or american politicians or any foreign leader who is trying to undermine the for policy of the United States especially in the middle of negotiations with iran. I do not believe that now should come to manage state and that netanyahu should be able to come to the United States and warmonger. Host next caller. Caller lets be fair, everyone is talking about how many Palestinians Israel killed, how many israelis have the palestinians killed . The first two years of president obamas presidency, the democrats had full control the government. Why did they not pass an immigration bill thaten . They could have done any bill they wanted to. Host it could be as early as today when a bill that averted to partial shutdown of the Homeland Security department and funds the agency through september could be brought uo p. It would not include language reversing president obamas immigration actions. The minority leader steny hoyer confirmed their discussions to hold the boot on tuesday vote on tuesday. Host sterling heights, michigan. Caller hello. Thank you for taking my call. I want to say that it is very sad and grievous to hear these callers calling and having complete lean no understanding completely no understanding of the issues today. They want to play the victim act on the part of the palestinians. They are not understanding of the scripture whatsoever. The Prime Minister is fighting for the very survival of his country. We are playing politics over here, having no understanding. Those who do not understand that over there, and are calling in with bible verses when they have no understanding of what those verses are speaking out. They need to ask god for understanding and wisdom before they say those things. Host taking a look at the negotiations that are taking place in major countries. Out of switzerland reporting pushing back against the content of the speech he insisted in a jab at mr. Netanyahu that the critics of the emerging deal were wrong and should not publicize details of the as yet incomplete in agreement as seniors really officials have said the Prime Minister will do. Right now no deal exists, no partial deal exists, he told a News Conference in geneva. And unless a ron was able to make the difficult decisions that will be required, there will not be a deal. Robert, indianapolis independent line. Caller i just want to say i agree with that last caller israel is our ally, are only true our ally in the middle east. The fact that we are not completely on their site and on board with them and the president should be there leading with them. It is an opportunity to strengthen bonds. He seems to have done nothing but try to weaken those bonds. The president said many times that he did not have the authority to do that. The constitution says he does not have the authority to do that. The fact he is overreaching this authority, which he has done many times it just shows how he feels about his job as the president. He is not really doing it. Host falls city, washington, democratic line. Caller i would like to make a prediction and a statement. I would like to predict that netanyahu will Tell Congress that he will bomb iran. They have a Propaganda Machine going, all countries do and our country is no different. I listened to a magenta previous speeches and he did not say he would wipe israel off the face of the earth. When he mentioned israel, he said that god created man and god does not like man to kill another man. Host thank you to everyone who has called this morning. The speech at 11 00 a. M.
